Child and Youth Services addressed concerns and answered questions from Soldiers and their Family members during a quarterly town hall Sept. 25. Roughly 50 parents and unit rep-resentatives attended the town hall to get the latest information for updates and changes to its CYS centers and services.
“We don’t know what we don’t know unless you tell us,” said Brig. Gen. Milford “Beags” Beagle, Jr., U.S. Army Train-ing Center and Fort Jackson commanding general.
Beagle said holding town halls such as these are a proac-tive approach for post senior leaders to address concerns and answer questions regarding child care on the post before small problems become major issues. Beagle enlisted the aid of unit representatives to ensure his message was carried back to Sol-diers unable to attend the meeting.
The town hall, held at Joe E. Mann, was attended by Beagle, the Fort Jackson Command Sgt. Maj. Jerimiah E. Gan, CYS Director Sunny Bolton, Garrison Commander Col. John “Wes” Hankins, and Garrison Command Sgt. Maj. Anthony J. Wilson.
The panel offered attendees a chance to ask questions and address their concerns to the panel to receive immediate re-sponses and an opportunity to speak one-on-one with panel members at the end of the town hall for individualized responses.
Some concerns addressed included facility hours, costs, pri-ority categories for childcare and uniform requirements to pick children up from extended care facilities. While most concerns were localized to the installation, Beagle said that certain issues such as costs and hours were above his ability to change at a local level. Those concerns are mandated at the Department of the Army level. While cost and daily hour issues are above his control locally, the Department of the Army is aware of the concerns.

Activity across Fort Jackson on Sept. 26 may have left some people scratching their heads in confusion. First re-sponders zipped across post with lights and sirens as the post tested its strengths and weaknesses during a full scale exer-cise.
“Big installation exercises are a big inconvenience but what I think everyone has to understand is, to get more right than wrong, you’re going to be inconvenienced” said Brig. Gen. Milford “Beages” Beagle, Jr., U.S. Army Training Cen-
ter and Fort Jackson command-ing general.
Gunmen and a suicide bomber detonated an explosive vest during a graduation cere-mony causing mass casualties. -gency medical technicians -spond to the incident and make sense of the chaos at the scene of the event.
Observers and controllers note how each service respond-ed to the event. OC’s are sub-ject matter experts brought in from across the Army to iden-tify the strengths and weak-nesses of each directorate and
department participating in the exercise.“All of our military installations could be at risk on any
given day, at any given time,” said Fort Jackson Garrison Commander Col. John “Wes” Hankins. “Because we don’t know when an event might occur, we have a responsibility to always be ready. This (full scale exercise) is one means to en-sure we have the right level of protection to ensure the safety of all our members and the infrastructure of Fort Jackson.”
Some of the resources tested included the Emergency -sponder’s response times and ability to handle mass casualty events, activating assistance through interagency partner-ships outside the installation, communications and others.
“We leveraged all of our available resources we would have used in a real-world scenario,” Hankins said. “We exer-cised the various staff proponents to include personnel, intel-ligence and also our Logistic Readiness Center organization. It was all hands on deck.”

! sponsored the Hispanic Heritage Month Luncheon at the NCO Club Sept. 27.
The Army observes Hispanic Heritage Month Sept. 15 – Oct. 15 by celebrating the contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean, Central America, and South America. The theme for this year’s ob-servance is “Honoring Hispanic Americans, essen-tial to the blueprint of our nation.”
The U.S. Army Chaplain Center and School hosted the event before the large audience in atten-dance that included Fort Jackson commander Brig. Gen. Milford and Mrs. Pamela Beagle.
The Chaplain School commandant, Chap. (Col.) Bryan Walker opened the event.
“America is the world’s best “dish” because of its unique blend of people and cultures – the spice
or seasoning of different foods, traditions, art, his-tory, and values that enrich American culture. So sit back, relax and enjoy the great food, entertain-ment … as we celebrate together the seasoning of the Hispanic-American culture,” Walker said.
Walker also introduced South Carolina Com-mission for Minority Affairs Public Information " Orozco.
Orozco spoke on the business, economy and military impact of Hispanics in South Carolina and the nation. He said Hispanics have a number of businesses in the local area and show a spending power in the state of $2.8 billion.
He then spoke on Hispanics in the military.“On a national level there are 36,500 Hispanics
on active duty. Of those total active duty Soldiers, 11 percent of them are from South Carolina,” said Orozco.

As Fort Jackson winds up another successful full scale exercise, installation members can begin to relax from the day of fast paced incident response and inter-agency coordination efforts. While the exercise tested the capabilities and resources of various post director-ates, those participants along with those who maintained daily operations had a chance to decompress and build esprit de corps by competing in the commanding gen-eral’s bowling tournament Sept. 27.
“You never play to lose,” said U.S. Army Training Center and Fort Jackson Commanding General Brig. Gen. Milford “Beags” Beagle, Jr. “Me and my team will # %& %'
Beagle usually hosts a quarterly golf tournament to offer Soldiers, civil-ians and their Family members a chance to interact with others in a relaxed environ-ment. While Beagle did not directly state his preference for golf, it was implied that not everyone can play golf as well as he can. To provide inclu-sivity for non-golfers and enjoy friendly competition in air conditioning, the quarterly tournament event was changed from golf to bowling.
“Talk the talk,” Beagle said in good humor. “Now walk the walk.”
In all seriousness, the tournament offers those who don’t play golf or have no interest in the sport another avenue to build camaraderie and team building amongst the post’s work force. While trash-talking and boasting " # -ceptable, trash-talking remained un-offensive and good natured.
competed for various categories to include high game, high series of two games, high team score and lowest team score. Each team competed for a traveling trophy and for some, more importantly, bragging rights.
Through all of Beagle’s talk of his team taking the trophy and the bragging rights, it was the Directorate of Public Works who took the top title and trophy from Beagle’s hand. “At least I got to hold (the trophy) for a little bit,” he said as he handed the trophy over.
You never play to lose. Me and my team will be there and we are very
confident. We play to win.

Bolton addressed questions regarding wait lists and priority categories so parents under-stand where they sit on the wait list for child %{ Family Childcare Home provider was going to begin providing services within a week and that additional Family Childcare Home pro-viders would begin providing services within a few months.
“This is a viable child care option,” Bolton said. “Some people are concerned about Fam-ily Childcare Homes because they don’t have cameras, but they are required to meet all the inspections and standards a center has.”
Homes providing childcare will expand the number of available childcare spaces. Bolton said the process to open a home daycare is rig-orous and the standards are enforced the same as a child care center to ensure children are provided with the same quality care.
As the town hall came to a close, those who attended were offered an opportunity to leave additional questions in boxes located at the rear of the room.
“Thank you to those that came,” Gan said. “All I ask is that when you go back to your or-ganization, share what you learned. Tell them what they missed out on and encourage them to come to the next (town hall).”

“The cause of freedom is not the cause of a race or sect, a party or class – it is the cause of human kind; the very birthright of humanity.”
– Anna Julia Cooper.
This quote by Cooper is my favorite. It epitomizes the way I feel about advocating for " |as a human being is jeopardized by domestic violence. Domestic violence is about having power over and controlling another person through battering: threats, isolation, and emo-tional, physical, and sexual abuse. This control may include denying access to money, friends, family, school, birth control, and any other sup- # ># "%;premeditated, calculating, manipulative, and " # # % * starts out so subtlety the victim does not realize "%
Many people have experienced the thrill of a new relationship, excitement, giddiness, hopefulness that something wonderful is hap-pening. They may ask themselves: is this the ;# # down and have children with? An abuser is not going to assault the victim and then ask them out on another date at this time. On the con-trary, the abuser will be charming, sensitive, caring, and concerned about all the details of the victim’s life. The victim feels safe and will trust the abuser with their personal desires, fears, and life goals which, further in the rela-tionship, will be used against them.
But little by little, the waters will be tested with each concession by the victim giving the abuser more %:be a suggestion to wear a different style of clothing, or maybe a suggestion to go with a different phone carrier and a phone provided to the victim by the abuser. Then accusations may come, the subtle put-downs:“Why do you hang out with them?” “Why were you look-ing at that man/woman?” “You are not smart enough to start your own business.” The abus-er will blame the victim for behaving badly; they will not take responsibility for their ac-%* # "calling the victim several times a day to keep tabs on them. No matter how the abuse starts it will only escalate, putting the victim in more danger.
By the time we become aware that our friend, sister, brother, or child, is involved in an abusive relationship they are psychologi-cally worn down, confused, and scared. We must be a lifeline for them; ready and available to help. We must be nonjudgmental, patient, and empathetic to their reluctance to break the silence.
The National Domestic Violence Hotline at www.thehotline.org has help for Family and friends of those involved in abusive rela-tionships. You can also call (800) 799-7233 to speak with an advocate. At Fort Jackson you :* Advocacy Program at 751-5256 or our 24-hr hotline (803) 429-4870 for assistance. Commentary:Domestic violence impedes potential
NEWS
By COL. WES HANKINSGarrison Commander
Domestic Violence Aware-ness Month is recognized during October each year. Our goal is to raise awareness of the warning signs of relation-ship abuse and help individu-als and couples address prob-lems early. No one deserves to be abused and anyone can suffer. Any time an Army Fam-ily member suffers from abuse, we fall short of our readiness goals.
Everyone plays a role in up-holding the Army’s values and standards that support safe and healthy relationships in the military community. Without each one of us doing our part, we cannot say our Army is fully ready to meet the mission of preventing domestic violence.
Therefore, the message to everyone in the Fort Jackson community for Domestic Vio-lence Awareness Month 2019 is
clear and simple:See the signs, avoid the haz-
ards, and address problems early.
Simple action can help pro-tect victims. Take action and get help in your own relation-ships through the Family Advocacy Program, Military OneSource and the National Defense Hotline. Through out-reach, we can raise awareness of domestic abuse with Family, friends, co-workers and com-munity members.
Join me in making this October’s Domestic Violence Awareness Month the begin-ning of a year-round campaign to stop domestic abuse. Let the Fort Jackson Family Advo-cacy Program serve as your partner in preventing and reducing the risk of domestic abuse and restoring valued relationships.
Take a stand to avoid do-mestic violence and keep our community safe.

Major changes are coming to the Army Combat Fitness Test, officials announced Sept. 27, with changes that will affect every Soldier. The changes, locked in for fiscal year 2020, include the official testing standards for all Soldiers, each one tailored to an individual’s military occupational specialty.
