Preface

The book on ‘Let us Change ‘is serious attempt to provide a solution on day

today problems which each of us have to face. The society today has lot of

problems around us like non performance of elected representatives’ i.e

MPs/MLAs and councilors, high level of corruption in govt. departments, lack ofinfrastructure in respect of road, rail and air transport, poor maintenance of

roads, dirty toilets in govt. offices, unpleasant behavior of govt. officers and so

on.

The other problems lies, where we know we have problems but we are ignoring

like increasing unemployment due to heavy imports from china – leading to

closure of domestic manufacturing in various segments. The Chinese threat is

escalating everywhere, whether it is across borders or Indian Ocean or through

Indian Telecom Networks run By Chinese cos. They have already access to ourTelecom Networks through their companies like Huwaie and ZTE. Chinese are

increasing their infrastructure on borders and also over Indian Ocean.

The deteriorating life styles of public at large due to late night working are

another area of concern. The increasing cost of school and college education

takes away a major income of parents. The govt health services are in very bad

shape .The political system in country has reached lowest moral values with lot

of criminals into the govt. A large population lives in slums under very bad

conditions .The problems are unlimited and with no solutions in sight.

We have strained relations with our neighbors, be it Nepal or Bangladesh or

Srilanka. We are not able to stop influx of migrants from Bangladesh. Our

image outside world is very poor. Even Pak Indo relations are also not

understood well by USA. The USA fails to realize that Pakistan is source of Jihad

and source of Training of Terrorism and continues to provide financial aid. This

is nothing but failure of our diplomacy and also our press and media.

We do nothing to change the system and prefer to suffer. We are 1100 million

and yet we cannot think how to change the system. We have millions of

graduates, engineers, doctors and lawyers but no one wants to change the

system and prefers to suffer at mercy of bureaucracy which is puppet in hands

of politicians.

Our youth is directionless, aimless and attracted to western style which has

given us new way of freedom openness in sex, drug culture, pub culture. We

have youth rushing towards live in relations, one night stands. Our media

supports gay and lesbians movements. No one benefits from such relations, yet

these are being made popular through media.

The mall culture has roped in consumerism; people who have money buy in

excess of what they need. They have no concern about environment impact

and the climate change. The society today is least bothered about dangers ofenvironment and continues to spend lavishly and eating earth resources. They

are least concerned on future generations and worst climatic conditions the

mankind is going to face in coming years.

This book has made an attempt to bring in new innovative ideas to change our

systems, to change our lifestyles for a better tomorrow, for a better

atmosphere for our future generations.

The specialists in various govt. departments must study the given ideas and

see how they can be converted into reality. Some of the ideas may look crazy,

like idea on compulsory military training or compulsory rural community work,

but they have to be implemented today or tomorrow.

REFORMS  IN  EDUCATION

1.1  FREE  EDUCATION  FOR  ALL ‐

GATEWAY  TO  CASTELESS  SOCIETY:

•  No Public schools for rich and elite.

•  Only  one  school  system  run  by  government.  (Nationalize  all  Public

Schools  on lines of  nationalization of   banks ) .

•  Everybody rich or poor will have  access to school admissions, whether

one is

 in

 small

 village

 or

 small

 town

 or

 metro

 city.

•  The children  will study under a common dress code.

OUTCOME

•  If  such a system exists then automatically we land up with society that

will give equal opportunity for one and all.

•  A CASTLESS

 Scoiety

1.2  MAD RUSH FOR TUTIONS

•  Parents have to work hard to earn to meet high cost of schooling.

•  The parents are forced into never ending lust for career build up of

their children right from class VIII onwards.

•  The children are put on stress. They have to face competition from

class VIII to get subjects of their choice from class IX. Then they areforced to prepare for competitive exams for IIT or Medical.

•  The world of IIT competition and business industry to prepare

students for IIT entrance exam is another mad rush created by our

society.

•  The talent, the manpower and the money spent on such competitions

is total waste from a nation growth perspective. It does not help

nation in any form, except few students who are finally selected and

money spinners who manage the tuitions industry.

Thus there is need to ban all these competitions and only allow CBSE

marks as qualifying criteria for admission to IITs/engineering

colleges and Medical seats.

 a better

 world.

Let us create our future generations based on new safe world of  equality.

1.4 REFORMS IN HIGHER TECHNICAL EDUCATION

•  The quality of engineers being produced by Indian colleges are

very poor . They have poor hands on experience and also lack

in depth theoretical analysis .

•  Most of teachers are aged and lack latest tools and

technology .

•  The graduate lack computational models and simulation

techniques for any design whether it is civil engineering or

mechanical engineering or electronics . The designs can be

evaluated on computer and tested before making a prototype .

Our teachers lack simulation and modeling skills .

•  The way out is massive training of young teachers in

advance foreign universities on design methods and

latest teaching tools of their subjects .

•  The academic atmosphere has to be made professional and

result oriented .

•  The participation of academics with industry and R & D is must .

•  No colleges should be given financial assistance if it has no

affiliation with some industry or R & D .

Chapter 2

NEW  GOVERNING  SYSTEM

2.1 Experts Committee

•  Experts  committee  to  Government  ‐The government  will be advised

by a  committee of   experts from professional fields on various  issues .

Committee of  experts  will be  formed  from  fields  such as engineers,

doctors,  educationists,  economists,  environmentalists  ,  industrialists

etc

•  For  forming government  thru  elections min  Age 25  and  max age  50

years . Minimum

 qualification

 will

 be

 Graduate.

•  No  single  party  to  form  Government  . The government  will have

representation  of   all  parties  proportionate  to  their  strength  in

Parliament / State  Assembly  elections.

2.2 PEOPLE’S INDIFFERENT ATTITUDE

Public in India prefers to suffer rather than complain for day to day problems.

Here are several examples of public suffering. But no one complains to Govt.

and continues to suffer. Some examples are:

1.  Road patches faced by daily commuters, which often results in frequentmaintenance of vehicles.

2.  Wayside hawkers blocking movement of road traffic near market areas. Erratic power supply frequently high voltage and then low voltage. This

results in destroying electrical appliances, which go bad often due to faultypower supply.

3  Dirty water through municipal taps.4  Blockage of drains and stagnation of water during rains.

Excess of waiting time in public offices for paying electricity bills, housetax, telephone bill and so on.5  Bad attitude of govt. bank employees and other govt. departments.6  Political leaders using posters for personal message like birthday

celebrations.Of late some RWAs have taken up some local issues to protest. But the need is

that individual citizen should learn to protest rather than suffer at the hand of

bureaucracy for their casual working and not performing their duties.

2.3 SYSTEMS AND QUALITY

•  One of the key problem we have is lack of systems, quality culture

and documentation. We are far behind in systems documentation

compare to advance nations.

•  We also lack quality culture.

•  We have to pay a heavy price for our ignorance of well defined

systems and quality as we can see huge stock of unserviceable

equipments in almost all offices and frequent servicing of roads and

equipments.

•  The urge to buy cheap product has eroded quality of products. The

flooding of Indian market by cheap Chinese products has resulted

again in degradation in quality.

•  A look at RAILWAY SERVICES  will show the negligence is dueto basic lack of implementation of Quality Systems

1  The Catering services and quality of food in majority of Shatabdi Express

and Rajdhani express Trains continue to be poor.

a)  The suppliers pack food in used foils.

b)  The quality of food is not as per standards (too spicy and oily)

c)  The snacks are supplied from local vendors whose kitchen is hygiene or

not, no one knows.

d)  Most of vendors selected pass on tender to small home made individuals

who fail to maintain quality.

2.  Most of the railway station buildings all over India are in worst conditions

and poor maintenance.

3.  The area outside periphery of any Railway Station in India looks very dirty,

and gives an impression of poor country with old shops, mixed transport

rickshaw, tonga, bus, taxi and everything. Most of the shops are dirty

dhabas and sell unhygienic food, and even rob passengers.

4.  The Toilets and accessories fitted are poor quality and lot of patch work is

found in outdated toilets attached to Shatabdi trains. It gives a bad

impression of Indian Railways, while the interiors in chair cars are improved

but the toilets continue to be in bad unhygienic stage. The recent

announcement by government to make world standard Railway Stations is

right step, though too late, with public and private Participation. Let us

hope that scheme will be a success.

11

2.4  TENDERING SYSTEM:

Tendering system based on lowest bid need to be scrapped immediate. Most of  the equipments and goods purchased from lowest cost supplier fail to function

within  one  year  of   purchase  and  get  inoperative.  Low  cost  equipments  are  poor  in

Quality and

 Standards

 like

 elevators

 sanitary

 fittings

 in

 toilets,

 AC,

 IT

 equipments

electronic  sensors,  Servo  Stabilizers  etc. Civil Construction  of   buildings  is  also  not of

good quality.

The government has funds but is wasted due to high level of  corruption in purchase

and tendering system.  The system of  awarding contracts to lowest bidder is utterly

failure in India as sub standard material goes and the public continues to suffer. The

authorities must awake and learn from successful missions to Moon by our Space

Scientists, that how they can get good material besides being a govt. organization.

•  The  performance  of   supplier  and  his  products  must  be  inspected  by

purchase  technical  team  at  factory  premises  of   supplier  and

recommendation should be made on spot.

•  If   in  service  the equipment  selected  turns out  bad,  then purchase  team

should be held accountable and their Services be terminated or punished.

•  Annual maintenance

 contract

 for

 next

 five

 years

 should

 be

 included

 in

Tender as initial cost and if  equipment or goods supplied fail often, then

they should be replaced by supplier.  In case of  Non compliance supplier

should be arrested under non bail able offence for cheating public funds.

2.5 ACCOUNTABILITY

All  Public dealing offices  will be ISO 9000  and responsibilities well defined

. Thus if  any system fails , the officer responsible  will be  accountable  and

punished .

•  Compulsory retirement or stopping increments is very small punishment compare to what

babus get to delay cases of vested interest or do corruption charges involving crores of

ruppes. The way out is

•  Give capital punishment to babus for non performance .

Thus a new constructed road goes bad within warranty period

The engineers concerned should be given capital punishment like thrashing on same road

in public .

The engineers are accountable for quality inspection before release of payment .

•  Such harsh punishments are needed to control corruption in India .

•  STINKY TOILET

•

•  LONG 60 YEARS SINCE INDEPENDENCE AND YET NO

SIGN OF RELIEF TO COMMON MAN

•

•

•

•

•

•

CONDITION OF PUBLIC TOILET

DM OFFICE, KASAULI (HP)

DM of this office goes all the way down to Chandigarh to play Golf every weekend. How

such sporty man can neglect his own office? Shows our bureaucrats have no respect for

citizens (Reminds of British Period)

The condition of toilets in most of the govt offices is poor and even

senior officers do not fight the system to punish the guilty sweepers.

The govt. must hire services of Sulabh International and scrap all

government sweepers on its rolls.

GURGAON A DISASTER CITY WHICH HAS NO SOLUTION TO DAILY

TRAFFIC CHAOS

Yes the builders have erected sky scrapers indiscriminately with no planning

for movement of cars and vehicles .Imagine a multi storeyed residential

complex with 20,000 flats and a small narrow road of 15 ft wide. How this

road will carry thousands of cars from flats to office during morning hours?

Want to witness just come to South City and see mega sky scrapers coming

up near Omaxe Mall.

WHO ARE CULPRITS, THE GOVT. OFFICERS who cleared THE SITE

PLANS OR BUILDERS …….OR BOTH?

One mistake by one sanctioning authority is going to make life miserable of

millions of commuters who will be using these roads and burning car

fuel in traffic jams.

The condition of office goers in Udyog Vihar during office hours is miserable.

The flow of cars in Udyog Vihar during office hours is night mare. All this

shows lack of planning and lack of will by bureaucracy to solve the problems.

Chapter 3

NEW  POLITICAL  SYSTEM

3.1  Limiting Power of MLA/ MP

•  Local Area Development/ Sanction of  Projects: Make rules so that MP/MLA as an individual has no

say, except

 a watchdog.

 Let

 RWA/

 govt.

 EXPERTS

 define

 the

 problem

 and

 Solution

 TO

 LOCAL

problems.

interfere in day‐to‐day working of  Govt. bodies.

•  Chairmanship of  Governing bodies: Make  laws to bar elected Representatives to head governing

bodies instead

 individuals

 who

 are

 experts

 in

 their

 fields

 like

 renowned

 engineers,

 doctors,

 lawyers,

professors are selected to head such bodies.

Chapter 4

ECONOMIC  REFORMS

4.1  SUPPORT TO MANUFACTURING INDUSTRY

•  Today the manufacturing Industry in India is bleeding. The influx of cheap Chinese consumer goods into

Indian Market has resulted closure of SSI units all over India. We are seeing the closure of toy industries

readymade garments, plastic industries furniture, utensils, electronic gadgets, IT equipments and so on. The

government support to the manufacturing industry is negligible.

•  It takes 6-8 months to transfer property rights for industrial use.It takes one year to get all kind of approvals

for a factory to start production.

•  As the factory starts production there is a fleet of government inspectors who harass entrepreneurs on the

compilations of one and another tedious rules. In china it takes 3 months to get govt. approvals and 6 months

to construct a huge factory. The government machinery in china provides full positive support for the growth

of industry.

Remedy

*The role of Government inspectors in India should be to guide entrepreneurs and not to police them. Most of the

laws should be based upon self-assessment. Any violations, if found, should be conveyed to the entrepreneur and

he be given a chance to rectify the alleged violation before imposing heavy penalties. If a violation is found for the

first time, he can be given written warning and asked to take up corrective action. If violation is found for the

second time, heavy penalties can be imposed.

•  All the Government organizations concerned with industries growth should get ISO 9000 and work in

accordance with goals of the industry. The role of these Government organizations should be to provide

guidance to the industry and not policing.

•  Inspector Raj and Bureaucracy

There is fleet of inspectors faced by Entrepreneurs in India who create more

obstacles and less support in running production centers.

4.2  RURAL DEVELOPMENT AND EMPLOYMENT SCHEMES

We have vast untrained, less educated and cash starved manpower in our

villages and small towns. We can use following innovative ways to generate

employment through various govt. run rural development programs like:

The various ways are:

1  Development of Local Food Processing Industries.

2  Development of mineral processing specific to rich minerals available in

the area concerned.

3  Development of Handicrafts specific to talent available in the region

concerned.

4  Development of bio fuels specific to raw material available in the region

concerned.

5  Development of Infrastructure like highways, village roads, small dams,

water pockets, wild life parks, Herbal Parks, Historical tourist attractions

amusement parks, resorts, Institutions of Higher learning etc as per local

conditions of region concerned.

24

Page 25: Letus Change India for a Better Governance

http://slidepdf.com/reader/full/letus-change-india-for-a-better-governance 25/87

25

1  Mass employment generation through development of:

a)  Development of bio parks, herbal parks, sports parks and tourist parks

all along the Ganges plains from Himalayas to Kolkata, as parks and

gardens have been valued for centuries for giving people, living away

from the countryside, contact with nature. They are also having a

profound social and economic function in our city.

b)  Development of environment friendly and self sustaining towns, so called

Low cost technology to make houses for poors, in both rural as well as

urban lands.

c)  Technology to build houses in mass rapidly in urban areas, say 10 lakhs

houses in one year.

d)  Technology to build houses in remote areas.

However Rural Development would require following additional checkers and

control by Rural Development Authorities.

The schemes under which above projects run

1.  Should have total transparency.

2.  Fool proof system so that funds do not go waste due to corruption

3.  Political leaders should not exploit the project due to their vested interests.

4.  No local mafia /gang should have access to schemes.

5.  The schemes should be audited from time to time.

6.  In case the scheme is hijacked by local influential political power or mafia,

then funding to the schemes should be stopped suspended and case

investigated.

If the local mafia is very powerful like Maoists or naxals and even the localpolice are unable to control, then quick decision is taken to handover the

project development to Special Task force of Military formed exclusive to fight

insurgencies.

27

4.3  LOWER  TAX  BURDEN

REDUCE RATES OF TAXATION AT ALL LEVELS

* Income tax rates – reduce to 10%

If however the income tax rates are kept very low, say around 10%, this will enableevery person to declare true profits without concealing and this will automatically curb

the tendency to generate, which is prevalent in India. Total tax collections may also

exceed from the present system due to increase in voluntary declaration of income tax.

Income tax rules can be simplified. Every person will be required to pay 10 % income tax

on his earnings. No exemption in savings or other such benefits will be applicable.

Once quality leaders come into politics we can expect better infrastructure in urban and

rural India. We can expect better governance and the quality of life will improve

considerably.

This will lead to ------

Automatic curb on generation of black money.

•  Reduced input cost on manufacturing by way of:

a)  Reduced excise duty on raw materials like metals MS, steel, brass, copper

etc.

b)  Reduce input taxes to encourage production.

c)  Reduce excise from existing 10% to 5% and eliminate MODVAT.

d)  Reduced sales tax and VAT rates. Reduce VAT from existing 12 % to 3%

and eliminate MODVAT.

e)  Reduced service tax from 12% to 2% and eliminate MODVAT.

f)  Introduce VAT at every point of sales. 3% is small tax and one can pay

easily.

•  Cascading effects of eliminating MODVAT on Excise and Sales Tax

Simplification of procedures as paper work and records keeping will be

practically zero.

a)  Automatic end of Inspector Raj as MODVAT record keeping is eliminated.

•  End with State Entry Tax

These are again obstacles in smooth transit of goods from one state to another.

Octroi and entry tax rates are too high in some states. There is no logic in charging

entry tax when sales tax or VAT is already there. While WTO is trying to diminish

international boundaries we in India have put big barriers in flow of goods from

one state to another. Long queues of trucks can be seen at various borders causing

delays in transport of goods. The state entry taxes should be abolished completely.

Page 28: Letus Change India for a Better Governance

28

4.4 WAYS TO REDUCE GAP BETWEEN RICH AND POOR

a)  Clamp down on high CEO wages to bring down ratio between highest paid and lowest

paid.

b)  Thrust on manufacturing: This is must to generate employment.

c)  Embargo on influx of Chinese goods to encourage local production (WTO Rules need

review).

Mass employment Generation through:

i.  Development of bio parks, herbal parks, sports parks and tourist

parks all along the Ganges Plains from Himalayas to Kolkata.

ii.  Development of environment friendly and self sustaining towns, so

called Green Cities.

e.  Thrust on Infrastructure build up to create more jobs.

f.  Slum Dwellers in unorganized sector for better and cleaner lifestyle

The labour fitness is worst. Most of low paid labours are addicted to chewing tobacco and live in

unhygienic slums. Politicians encourage these people for creating more slums but do not haveany policy for resettlement. The Government’s labour policy is not conductive for the industry’s

growth.

Lack of standardization and control:

The poor conditions of wayside shops, unhygienic restaurants, and sweet shops selling eatables

in the open in Industrial areas should be checked as these affect health of poor workers. The

Labours are addicted to tobacco and Pan Masala which is nothing but slow poison eaten daily by

unskilled / skilled workers. This needs to be banned immediate.

g.  Thrust on Yoga and Natural Healing

Yoga is not just doing some aerobics or any other physical exercises in the

gymnasium. Yoga controls mind, body and the soul. It encompasses every

aspect of human life, shapes our character and enables the mind to follow the

path of wisdom, truth, humanity, love, sacrifice, non-violence and spirituality

.Yoga is not a religion. Yoga is Science. Today practice of yoga has become a

must and compulsory for everybody.

4.5 FOOD SUPPLY CHAIN

The chain from farmers to retailers is long and must be killed thru newinnovative ways.

•  Mother diary and private super bazaars can play vital role as they have cold

storages to buy direct from farmers and distribute direct thru their retail outlets.

•  The role of traders and middle man must be removed in Agriculture Sector .

Page 29: Letus Change India for a Better Governance

29

4.6 Tourism Development

•  Following locations must be developed for tourism to improve

economy of remote areas like

a)  Places of historic references /Epic like

Ramayana/Mahabharata all over India

b)  Special Nature Beauty /Geography like mountains,

Forests, Trekking, rocky terrains, rivers etcc)  Yamuna and Ganga Banks should be developed on lines

of Rhine River ,Europe with steamer facilities and herbal

gardens and eco friendly projects on both sides of rivers

•  Connectivity between smaller towns and tourists

destinations needs lot improvement like

Nainital , Mount Abu , Kerala , this beautiful town from delhi is very poor . No proper air route, no high speed train like shatabdi and bad roads . It takes 8 hours by car from delhi , very

tiring . Govt should awake to improve air /rail/ road connectivity of such tourist destinations

•  Good facilities at Tourist Places

Most of remote tourist destinations do not have proper Toilet

facilities and Hygiene Food outlets .

Take example of Vrindavan it has poor sanitation ,bad roads

and poor quality snacks shops loitering all over place .

  India

has

small

share

of

international

tourist

traffic

but

tourist

traffic

of

India

can be  increased by  improving  infrastructure services. Tourist areas specially

Kashmir, Coastal Belts, Sunder Bans, Orissa and Himalaya Regions have lot of

potential to be developed. Lot of  private investors can invest into these areas.

Chapter  5

COMFORTS TO MIGRATORY LABOUR5.1 PROBLEM OF SLUM DWELLERS

•  Slums are the products of failed policies, bad governance, corruption, inappropriate

regulations, dysfunctional land markets, unresponsive financial systems and a

fundamental lack of political will.•  The rapid growth of urbanization is creating a number of problems. Whenever a big project is commenced, a

lot of workers migrate to towns in quest of employment. With no proper place to live, they usually encroach

public land. This causes expansion of jhuggis and unauthorized colonies. Thus building enormous pressure on

civic services and creating major bottlenecks in the proper development of cities.

•  People residing in slums face many problems like improper sanitation,

unhygienic environmental conditions, social, economic, health, educational

and cultural problems and many more. The basic problems inherent in slums

are Health hazards.

•  Lack of basic amenities like safe drinking water, proper housing, and

drainage and excreta disposal services; make slum population vulnerable to

infections. These further compromise the nutrition requirements of those

living in slums.

•  The major causes of childhood malnutrition in slum population are

inappropriate child feeding practices, infections, improper food security and

suboptimal childcare besides poor availability and inadequate utilization of

health care services. Addressing nutritional problems of urban poor is

essential for overall development of the country.

REMEDY

•  We need to recognize that the urban poor are active agents and can

contribute to national growth.

•  Local authorities and national governments should collaborate with the

organizations of the urban poor in upgrading slums and providing

alternatives to slum formation. Whenever a worker migrates to a city for

work his employer must ensure that he is provided with appropriate

accommodation. This should be the responsibility of all big and small

employers.

Page 31: Letus Change India for a Better Governance

31

5.2 CENTRALIZED LABOR REGISTRATION CENTER

For such migrating labors there should be a centralized labor registration

center (this may be managed by NGOs or Local Employment Exchanges )

where they can register themselves and secure their labor ID number. These

centers should have direct contact with prospective employers and they should

try to find suitable jobs for these workers according to their skills.

These migrated labors should also be allotted dwelling units and the

accommodation expenses should be borne by their respective employers. The

dwelling units should be located on the outskirts of the town and transport

facilities should be made available to the workers in order to make

commutation easy for them.

Locating proper dwelling units on the outskirts would minimize the proliferation

of dingy slums in the city.

Along with these arrangements certain regulations should be made by

the government. Employment Bureau can be entrusted this job .

•  A minimum wage rate should be created for workers immigrating totown.

•  Computerized ID numbers should be allotted to the laborers formaintaining records.

•  ESI dispensaries and counseling services should be provided in dwellingareas. All labors should be centrally registered.

* All mega construction projects must provide adequate dwelling units for

labour before commencement of project. The dwelling units must have

following compulsory facilities:

a)  Adequate room size (10 ft x 10 ft) with ventilation

b)  Common toilet/washing facilities

c)  Common kitchen facilities

d)  School for children/cretch for kids

Page 32: Letus Change India for a Better Governance

32

1.3  WELFARE OF CONSTRUCTION LABOUR

Migration from different states to other stares in India has now become so rampant that its impact is felt

in every aspect of life. Migration become a way of life to many, who are unskilled and semi skilled and

find difficult to get better jobs within their natives and locality. These migrant workers are spread across

the width and length of the country. Construction labourers are labourers who are migrated from

different regions and states leaving their native villages in search of daily job

These people travel from one area of work to other area along with their families and live in a place,

which is either provided by the owner of the construction company or somewhere near by, building

temporary shelters. They have maximum mobility because of the nature of their work.

These labourers are engaged in huge industrial constructions, residential flat constructions, city

beautification works, these construction labourers, as a part of unorganized work force remain the most

exploited ones even after five decades of independence. In the recent past the trend shows that all big

cities of country have become the centres to recruit casual labourers as construction labourers to cities

and urban areas. Most of the construction labourers migrate to cities and metros are from poor families

and are illiterate. Their lack of education and skill make their choice very limited.

Role of Construction Company

a) Provide Medical Dispensary in a temp. Shelter or Use Mobile Dispensaryhired from NGO or Health Mission.

 b) Insure drinking water thru mobile tankers or use overhead storage.

c) Provide community toilet facilities mobile or fix at expenses of

constructing firm.

d) Provide cretch facility for children of labours.

e) Provide Food thru canteen system at subsidized rate.

* Role of contract Labour supplier

a) Contractor for labour must be regd or approved from local Labour office

 b) Must have full compliance to min wages / ESI and PF contributions

* ROLE OF NGOs

a) To monitor mandatory labour welfare facilities provided by construction firm.

 b) To arrange medical free health camps

c) To provide schooling and cretch facilities for children of construction labor

Page 33: Letus Change India for a Better Governance

33

5.4 PROFESSIONAL TRAINING FOR UNSKILLED LABOUR

There is acute shortage of trained technicians like plumbers, electricians,

welders, masons, CNC Operators, drivers etc. We need to train our workforce in

professional way like we have in western countries. IT is having good

infrastructure but lack implementation and also we few intake. ITIs are not

equipped to train large manpower. ITI can outsource training through private

institutes like we have private Engineering Colleges. Such Private Training

institute can work under ITI regulatory.

TRAINING FOR LOW COST LABOUR

NGOs to initiate professional courses for providing trained production support manpower. The

manufacturing sector in India is on deadline due to following

1.  Influx of Chinese goods in India.

2.  Rise in cost of man power due to large employment generated by call centers.

3.  Poor infrastructure and poor support to manufacturing sector like large untrained

manpower which industries find difficult to absorb.

NGO can come out with innovative solutions to provide professional low cost trained

manpower for 10+2 in following areas:

Non technical trades

1.  Accounting executive

2.  Stores inventory management

3.  Purchase executive

4.  ISO 9000 and quality auditing

5.  ERP executive

6.  Documentation assistant/MIS management and office executive

7.  HR executive

8.  Work management

Skill development Trades

1.  Plumber certificate course

2.  Electrician certificate course

3.  Gardner

4.  Cook

5.  House keeping

Page 34: Letus Change India for a Better Governance

7/23/2019 Letus Change India for a Better Governance

6.  Driver

•  Change syllabus to include office practices a compulsory subject in BA,

B.Com and B.Sc courses with compulsory four months practical exercise in

office procedures like:

•  Sales Tax/Excise Rules

•  Export Documentation

•  Labour law

•  Administration etc.

This will fetch better salaries and easy absorption by the industry. Lack of

medical facilities for labour: besides ESI and huge PF collections from labour. It

encourages labour leaders and unions to adopt a confront list attitude. It harms

the industry but is a vote bank for politicians. Labour reforms are long overduefor the benefit of both the labour force and the industry.

Chapter 6

6.0  REFORMS IN JUDICIAL SYSTEM

•  Massive computerization of all courts

•  Linking major courts thru Net Connectivity

•  Rationalization of Advocate Fees

Advocates charges are very high and this needs

rationalization and under govt regulatory .

•  Proper toilet and sanitation facilities in lower courts and

magistrate offices .

•  Expert committee of legal advisors be made to recommend

reforms in Indian judicial systems and to find out ways forspeedy addressal of cases .

Page 36: Letus Change India for a Better Governance

36

 7.0 POLICE REFORMS AND TRAINING

The image of our neighborhood cops is very poor. Some of the key characters

associated with a constable in India are:

CONSTABLE AT ENTRY LEVEL

1  Less education

2  Use of foul and rough language

3  Unsafe for any woman approaching them for help

4  Easy to bribe

5  Not aware of duties as public servant and protection to citizens.

6  Live in very poor conditions of living and work

7  Less exposure to IT and office automation.

8  Recruitment system is faulty and through political interference.

POLICE OFFICERS SELECTED THROUGH IPS EXAM

1  Surrender easy to Political leader’s whims and working style.

2  Surrender easy to Political leader’s whims and working style.

3  Do not have much say in police reforms and problems of cops at lower

levels.

4  Do not have much say in modernizing police systems.

5  Some make nexus with criminals and political goons.

6  Do not do regular surveillance of performance of lower staff.

7  Do not have force to fight the system for better change.

8  Are plagued by poor tendering system of purchase based on lower bid

and not able to get good quality equipments. The equipments

purchased through lower bid tendering go bad soon and unserviceable

most of the time.

Page 37: Letus Change India for a Better Governance

7/23/2019 Letus Change India for a Better Governance

http://slidepdf.com/reader/full/letus-change-india-for-a-better-governance 37/87

9.  Investigations under process of crimes should not be reported / leaked to

media until investigation is 100% over as it helps criminals to find out

escape routes.

10.  Ministers should not be authorized to transfer police officers and govt.

officials.

5.  Use of Police force for security of Ministers/MLAs/MPs should be

minimized and slowly phased out.

6.  Use of electronic surveillance should be increased.

7.  The cops must be trained to Say NO to Political leaders if it is not in

conduct of duties/Ethics.

8.  Trained cops having nexus with bad elements should be removed

immediately and handed over to special investigation team.

WAY OUT – POLICE REFORMS

1.  Recruitment at lower level should be corruption free and free from

political influence. State UPSCs should be revamped under directions of

central UPSC and free selection should be done through online and

transparent system else Police recruitment be done through military

recruitment services.

2.  Special Training on Ethics code, duties definition and importance of

citizens and regular appraisal of each cop with online performancescoring should be introduced.

3.  Working conditions, salaries and incentives need drastic change.

4.  Speedy modernization of Police force required at all levels.

37

38

8.0 ENFORCE

8.1 ENFORCE COMPULSORY MILITARY SERVICE

Moral of public at large is down as our politicians are corrupt, indiscipline and

least care about the nation. So is the public .When our leaders are corrupt how

we can expect public to be honest. The way out is to cultivate

discipline, develop feeling of pain and pride for the nation, the need

to excel, the need to eradicate illiteracy and poverty and the need to

curb financial losses of Govt. running development schemes

This is possible if military service is made compulsory for at least male orfemale member of a family.

•  Military training teaches us discipline, punctuality, way to obey

rules, respect law and care for the nation. Average Indian lacks

above.

•  Military training is made compulsory for every graduate, then above ethics

will be cultivated.

•  The graduates will be awarded degree certificates only when they serve

military of at least two years.

Page 39: Letus Change India for a Better Governance

39

8.2 COMPULSORY RURAL SERVICE FOR EVERY

GRADUATE

In the same spirit ON LINES OF MILITARY TRAINING ,every doctor, teacher;

graduate passing out from college has to go compulsory one year service in arural area before granting him graduation. This will enable graduates to

understand rural problems and make them to live and survive in minimum bare

facilities and make them hard good citizens and longing for the nation. Our

rural areas are most neglected in terms of health services, poor roads and

connectivity, poor infrastructure in schools. Services and care for rural areas

will get Maximum care if we start compulsory rural services.

•  The govt. to make rural community development centre under Panchayat

Raj.

•  All graduates will have option to go for compulsory military training or

compulsory rural community service.

•  Thus all Graduates and Post Graduates opting for rural service will go

through compulsory one year service in rural community in all small towns

connected to various villages within a radius of 100 km.

•  The graduates won’t be issued any degree until compulsory service in above

centres. The service will also carry marks which will add to final certificate.

•  The team of young engineers, young MBAs, doctors, ordinary graduates will

work together on several govt. schemes like listed below to ensure that

they are implemented in true and spirit and without siphoning of funds by

politicians and corrupt sarkari babus.

a)  Bharat Nirman

b)  Council for Advancement of People’s action & Rural Technology

c)  National Rural employment Guaranteed)  Pradhan Mantri Gram Sadan Yojana

It will be difficult to break the present nexus between politician, panchayti raj

and corrupt officials but this is the only way to get the schemes implemented.

Resistant, muscle power and threat to young team is bound to come but we

have to fight with system to make it success

40

8.3 MEDIA REGULARITY

In a democratic country media is free to write or show true stories about

happenings around the globe. But a limited control over the media is required

for peaceful existence. We have observed various types of problems with free

media. A few of them are described below.

•  The advertisements shown in between news or TV serials are too much.

Thus a TV subscriber has to spare 4 hours time to see a movie, which

one and half hour normal time. To see and to listen news a TV subscriber

has to wait and watch advertisement for as much as 5 minutes to see

one minute of News information.

•  Quite often we get newspaper where first page is totally covered with

advertisement by a big firm and this defeats the vary purpose of

newspapers for which subscriber pays money. This is disgusting that you

get newspaper but no front page of news.

•  Quite often communal clash happens in a society between two groups.

Such accidents are blown out of proportion through media and this

triggers more violence by one or the other community. Thus the media

becomes catalyst to spread violence across the nation.

•  Media also tries to cover Terrorist incidents and in the process they get

glamorized and get wide publicity. This helps terrorist organizations a

boost.

•  It is also observed that media does not report good works done by

individuals or NGOs in making a society better. Thus we can see several

TV serials on films, fashion, style but no programs to raise several

problems faced by citizens.

•  Media can play a vital role by highlighting the problems of society. But

what we see is all films, reality shows and glamorous contents on most of

TV channels.

•  We do not find TV contents to improve lifestyle of people rather we are

shown lifestyle and gossip about films and actors.

Page 41: Letus Change India for a Better Governance

7/23/2019 Letus Change India for a Better Governance

http://slidepdf.com/reader/full/letus-change-india-for-a-better-governance 41/87

41

•  We do not find any content on performance of elected representatives in

parliament. Such programs can be a check and let politicians to improve

their performance.

Thus media needs control through a regulatory body to avoid coverage of

incidents that can lead to more unrest in society.

•  SOME TASKS OF REGULARITY BODY

1  Standardize content vs. information ratio on TV and print media. Thus

duration for which TV contents are shown to subscriber vs. duration ofadvertisement should be defined.

2  Airing/printing of news which can ignite hatred/violence should be self

censored.

3  TV channels and print media should cover day to day social problems of

society to improve governance. A fixed percent of space/slot has to be

covered as compulsory.

•  ADVERTISEMENT EXPENSES

How much a company can spend on advertisement? Thus if Coca Cola spends

Rs. 4 /- (sale Price Rs. 12/-) per bottle, on advertisement, then it is consumer

who has to shed this cost from his pocket.

Page 42: Letus Change India for a Better Governance

8.4 Electric Cremation of Dead Bodies- Hindu System

Death is the bitter truth of life as every living being has to die. The kiths and kins of the corpse wish that a

dignified farewell is given to their loved ones. Muslims and Christians, according to their rituals, buried the body in

the graveyard whereas Hindus and Sikhs burn up the cadaver and in case of children, corpse is surged in river.

•  In Cremation process of Hindus, the dead body is burn with wood which

effects the environment badly. In the today’s world, global warming is a

fiery problem which may even wreck the earth. Pollution is one of the

chief key factors of this emerging problem. It is required to do each and

every effort to save life on earth as pollution is increasing day by day.

•  Rivers have got polluted with ignorance as lot of rituals of Hindus is

performed in rivers.

It is today’s slogan to grow more and trees and we are cutting and burning it

to burn the corpse. Is it not inviting the devastation?

•  Electric cremation has come into existence and is the need of the hour.

By electric cremation we can get rid of these hazardous problems.

•  No Effect on Hindu Rights and Sentiments:

There is no effect of electric cremation on these rituals. The purpose of electric cremation is not to harm the

religious beliefs and customs, its purpose is just to make it economical and pollution free.

•  Wood fire should be banned for cremation of bodies

•  A visit to Nigam Bodh in Delhi, near Yamuna River, shows the

environment hazard created by open burning of dead bodies. The bodies

should be burnt in close chambers with tall chimney.  It is better if

government can ban use of wood for cremation with support from

religious heads. CNG and electric based cremation is safer, less

pollutant, cheaper and clean system.

•  Baby’s Cremation:In the Hindu custom, the corpses of babies under the

age of five are flowed in the river which no doubt pollutes the river and

sometimes, the body parts of babies are eaten by animals. Isn’t it

callous? Now-a-days, water crisis is also a prevailing problem and it is

the need of the hour to protect the rivers from pollution. Electric

cremation of corpse is the best as it is painless and takes a few

seconds to burn . The ashes can be collected for further use.

•  So let’s wow to use electric cremation and make others to follow the

same.

8.5 Religious Extravaganza

* The ostentatious convention of taking out religious processions

on roads should be banned.

* It serves no purpose for any mankind. Such Processions are going on

since last 100 years or more. The Processions were done in past to get publicity

as there were no fast means of communication. But the world has changed and

we have faster made of transportation, TV media and so on.

* The Procession blocks traffic, cause Pollution and waste of man hours.

* In place of procession, one can use media to highlight religious events.

INTEGRATED NATIONAL SECURITY AGENCY

We have multiple security agencies in India and not integrated.Mostly

working in isolation . There is dire need for integration of agencies thru a

national network under one central agency . Main features can be :

•  Central Security Agency to coordinate with state Police

departments for faster search and nab of criminals

•  Only 1 % of security personnel to be deployed for security

of VIPs rest for general public .

•  Use of RFIC tags and UIDs

UIDs ( Unique Identification no for each Indian national to beimplemented fast )

UID must be integrated with RFIC chip which will give

location of each individual . This will help in nabbing criminals.

•  Without UID a person cannot move anywhere . An individual

will be asked to produce UID anywhere even on road .

•  A criminal who does not keep UID will be automatically

captured at any interjection .

•  UID will be related with PAN and Credit cards .This will alsohelp to capture economic offences .

•  Vehicles should also be RFIC Tagged to control their thefts .

THRUST  AREAS  FOR  Research and Development:

The tradition of science and technology (S&T) in India is over 5,000 yearsold. India is the third largest higher education system in the world with 431

universities; 20,677 colleges; 7,000 technical and 1,500 researchinstitutions. The Council of Scientific and Industrial Research runs 37 publicfunded research laboratories.Defence research has more than 50 establishments. Space agency , atomicenergy and several PSUs have their own R & D Centres . But overalloutput from R & D Labs is not satisfactory . Except space department andatomic energy there is nothing to boost in India on achievements of R & D .

We must define thrust areas for future R & D Technologies and governmentmust act on those defined areas . Some technology areas which India must

focus are :

•  Development of  energy efficient technologies

Air Conditioning/ Free cooling systems/ Bio fuel/ Hydrogen Fuel/

Energy saving gadgets

•  Development  of   low  cost  Rural  Technologies‐ such  as  Potable

Chapter 11

THREATS FROM DRAGON CHINA

China is the biggest threat for India. The illustration next shows how china is

damaging India through various fronts.

•  Chinese Killing Indian manufacturing Units

A look at manufacturing in India and what we see is Indian market is flooded

with Chinese goods at cost of unemployment. Factories of consumer goods are

closing everywhere. Have a stroll of Mathura Road from Badarpur Border until

Palwal and see how once giant factories, are closed and a number of Malls arecoming up. Factory owners are selling their land to Builders to make malls. The

situation is more or less same everywhere.

Next in pipeline is closing of Telecom Infrastructure manufacturing factories,

Auto Industry, textile, Apparel. Pharma, Electronics factories are already

closed, few remaining are just doing assembly.

•  Threat to Borders

Chinese are making heavy investment in North East like rail links and road links

posing a military threat to India. The Tibetan Beijing Rail Link is an example.

China has access to Communication network through several of its

companies like ZTE and Huwaie.

•  Chinese Investments in India

China is also eyeing major infra projects in India and thus take away mega

construction projects from our Indian cos. Just imagine a project worth Rs.

10,000 Crore going to Chinese company in place of our L&T. China is also going

to have supremacy in Indian Ocean as it is accelerating its presence more and

more in Indian Ocean.

Page 48: Letus Change India for a Better Governance

48

The threat from china’s nuclear arsenal and missiles is worldwide known.

During last year visit of Chinese premiere our Govt bowed to pressure and

allowed Telecom Cos to invest in India besides threat perception by RAW and

IB. It is even unofficially stated that China virtually threatened India if it did not

allow Chinese Telecom cos to step in India to operate. Our politicians are just

sleeping and have no stamina to discuss above issues at global platforms.

•  Dump of cheap Chinese Goods into Indian market

It’s high time every Indian National stops invasion of Chinese goods into Indian

at all levels through his efforts. Let us be united and save mother earth from

another invasion.

•  Chinese goods – Threat to Environment

Low cost Chinese goods made of Plastic, electronic Components, poor inquality and go bad and unserviceable within a short span of few days to few

months. Thus goods have to be thrown and then become an environment

hazard to dispose.

Thus besides crippling our manufacturing industry these Chinese are

polluting our environment through dumping of cheap goods. The

government must fight with WTO and ban WTO laws if no results come.

developed by Central Govt and let it be a Tourist destination. Let local people earn

money thru Tourism and improve their l iving standards.

•  Let the temple be made with latest facilities as are seen in Akshardham Temple in

Delhi like mechatronic , Robotics, IT , amphitheatre ,musical fountains and

vegetarian food courts from around the world .

•  Hindus are primary SECULAR and respect all religions. Let Hindus show this open

religions be represented here . Let VHP, BJP ,RSS unite and accept this and show

generosity , get applaud from world, remove tag of being fundamentalism . Every

Hindu will appreciate this including world .Set a new example to world for a better

peaceful world tomorrow .

•  Let Ram Mandir Trust hire good architectures , consult religious experts of all

KASHMIR ---------- A WAY OUT

•  Kashmir has been a big problem between Pakistan and India

since independence.

•  Geographically Kashmir and its culture is a mix of Hindus and

Muslims. The question who has the right to rule Kashmir India or

Pakistan will always be non conclusive and no solution.

•  The war on Kashmir has cost dearer to both poor countries. The

money spent on military operations by both nations could bebetter utilized to lift economy of this region. Since a good

portion of Kashmir i.e. Ajad Kashmir has been seized by

Pakistan and China it is better to drop the fight and accept LOC

as such and give an end to the problem. But both the govt.

should work to improve economy of their region.

•  In India Kashmir enjoys already special powers under article 370

of the constitution. This can be scrapped and govt. can open

economic doors to outside world to invest in Kashmir to change

the phase of this region. However we must ensure that

Kashmir gets a secular status and no religion should dominate.

All religions should be respected. This is also the new world

order for better peace on earth.

•  Here are few ideas on how we can change the phase of Kashmir

by roping FDIs to invest in mega projects and make Kashmir

better than Switzerland in terms of Tourism, Industry and

Education.

Chapter 14

WE NEED TO CHANGE OUR LIFESTYLE

14.1 MARRIAGE AS AN INSTITUTION

•  There is a saying that marriages are made in heaven .In Hindu philosophy amarriage between man and woman is supposed to last seven berths and re births

.

•  On the other hand marriage in west is just a bond between man and womanwhich enables them to live together . This is too thin and weak and breaks often

over small issues .

•  It is always woman and children who suffers from separation.

•  Our Films and media is spreading poison thru single parents, unwed mothers, live

in relationships and one night stands .

Live-in-relationships

•  India is known for its moral and traditional values and will not acknowledge the

concept of Live-in-relationships. In the metros, the trend is catching up. More and

more couples are living together before marriage — to weigh the level of

compatibility, but such relations are rarely stable .

•  This is fundamentally a private arrangement based on an emotional or touching

bond. The 'commitment' of living together is simply a month-to-month rental

agreement. "As long as you behave yourself and keep me happy, I'll mingle around.”

•  Touch and go relationships do not qualify. Physical attraction is unsatisfactory glue

with which to build or maintain a lasting relationship.

•  There are chances of physical involvement. getting pregnant and taking care of a

child without a legal father can put a woman in harsh situations.

•  Marriage, on the other hand, is much more than a love partnership. It is a public

event that involves legal and societal responsibilities. There is a deeper

understanding of the mind and spirit that takes the time and commitment of a

marriage to develop to the fullest. It brings together not just two people but also

two families as well as two communities. It is not just for the here and now; it is

likely as the saying ‘till death do us part.'

•  Rani Mukherjee  is shown in’No one killed Jassica’  as a  liberal  journalist

woman  who  prefers casual sex than marriage ,lashes out  hardcore

abuses  prevalent in North India generally spoken by males .

•  Take  example of  another movie ‘ Dhobi Ghat’  and ‘Dil to Bachha Hai’  ,

here  heroine  is shown  to believe  in one night stands, casual sex, no need

for marriage ,single women  culture and so on.

•  But what are results of   such women freedom and  casual sex  .Unwanted

pregnancies, abortions, single women , frequent divorces, single  parent

children ,unavoidable mental stress ,obesity  resulting from use of  pills  and

abortions

and

so

on

•  Bad things are learnt fast by society  and good things are slow to follow

.Our film makers  and media  should  not glamorize  such behaviors  . This

is poison being spread in society in name of  women freedom . No one gains

it  is always the women who is at receiving end and looser  out  of  such

relations .

EXTRA MARTIAL RELATIONS

•  Moreover identified as disloyalty, unfaithful, unethical, adultery, relationship outside

marriage, Extra Marital Affair is the most common problem that human breed is

facing since the concept of marriage came into existence.

•  Earlier people were apprehensive to talk about it. But things are changing for good. Now, people are quite open to talk about this nuisance which frequently destroys

married couple lives.

*In present corporate world the frequency of extra marital affairs is increasing day

Page 59: Letus Change India for a Better Governance

by day. Corrupt bosses ask for sexual favors and employees give themselves in,

hoping that it will lead them to success quickly.

•

•  By these type of affairs not only will the left behind spouse feel abandoned but

he/she will also feel replaced by someone better, younger, more attractive. The pain

of losing a position of importance in the life of your spouse, from beliefs about

immorality, betrayal and feelings of failure as a spouse.•  Children are highly affected in this kind of situation, and if the couple end up

separating and getting a divorce it mentally affects the children and their future, and

children need both a father and a mother!

•  An extra marital affair ruins the whole relationships, emotionally and physically.,

14.2 GAY/LESBIAN CULTURE

•  In India, the phenomenon is increasingly coming out of the closet' as it

were. Here, such movements are noticed as getting more active than

before, becoming vocal about their rights and their problems. Even those

with such tendencies are no longer shy of going public with the truth

about their preference in sexual partners. This once-taboo subject is now

receiving coverage in our media, both print and electronic.

•  Lesbian/Gay act against Nature

•  For some women Lesbian act is their personal choice and preference over

living with males. They feel more secure with their female partners and

hence become lesbian. While some women join with female partners just

for fun and sex and then continue for a longer relation seriously while

those who are not serious and come across some male partner they

switch over from lesbian to normal.

•  But the fact that lesbians and gay miss is that living with same sex is

against nature. Anything done against nature is sin. Nature always

punishes for our acts which defy nature laws. The god created man and

woman for stable family values, for reproduction and to make good

citizens by nurturing children and giving them good values .

•  The man woman bond is strong and continuing from many centuries. This

should be honored by all and should not get carried away by mere sex

fantasies which lead to lesbians act or going for other women.

14.3 EVOLVE Indian Youth in National Development

•  Six pavement dwellers in Mumbai run over by a car driven by drunken

youth.

•  Adam Bidappa, son of fashion designer Prasad Bidappa allegedly

assaulted the police, who were trying to force a pub that was serving

beyond its closing hours.

•  Karnataka Chief Minister’s son Nikhil Gowda ransacked a restaurant and

fought with its employees for refusing food past mid night. Two sons of

Police Officer rape a minor girl in Surat.

•  The youngsters who are born with the “silver spoon” often misuse their

wealth and power. It is perhaps the ugly face of India’s metropolitan

youth. The growing consumerism, globalization, quest for the

accumulation of wealth has lead to a drastic change in the behavior of

youth.

Page 61: Letus Change India for a Better Governance

•  PUBS/ DISCOS (NIGHTLIFE)

•  Avoid late night parties -- They are unsafe in metro towns. Late night

sleeping is bad for health. Arrange day parties and enjoy weekends.

•  The rural youth are nowhere behind. It is witnessed that a large number

of young unemployed rural youth is getting into crimes like murder,

rapes, kidnapping etc. Unnecessary bickering, quarrels over trivial

matters, use of uncivilized language, showing disrespect towards parents

and teachers are becoming common traits of today’s youth.

•  It is commonly witnessed that even the young drivers of buses and trucks

are very aggressive and drive recklessly.

•  Moreover, the youth today is indifferent towards social, national and

international issues.

•  They do not have enough time to read newspapers and are left behind in

updating them with what is happening in the world in specific areas.

•  They pay no heed to the national problems and tend to forget the fact

that they have an equally big role in the society because they stand to

inherit that particular society in a matter of time.

•  Cultural values should be inculcated in the youth. They should have anexposure to our mythological books because these books are a very rich

source of our culture and they can act as an important tool to incorporate

right values in the youth.

•  Yoga and meditation should also be encouraged as they help in relaxation

and also help youth to focus ideas in the right direction.

Respect of teachers and elders should be taught right from thechildhood.

•  Youth should follow a disciplined life as this may help them to find time

for activities like reading books and newspaper which will help them to

enhance their knowledge as well as make them aware of their

surroundings.

•  Youth should avoid vices like drugs and drinking. They should be more

aware of their health and should switch over to natural techniques like

yoga and meditation for staying healthy and fit.

Media should also play an important role and should discourage the concept of

materialism. The youth has to understand that they are the one’s who

are the one that can bring the change in society and can revive the age-

old glory of our country.  To quote, Mahatma Gandhi, “Innocent youth is a

priceless possession not to be squandered away for the sake of momentary

excitement, miscalled to pleasure.”

•  MALL CULTURE

Mall culture is ok to get better quality and single place to buy all needs . But look at

increasing costs .Imagine a shirt being sold for Rs 2500/- , whereas basic cost to

manufacturer is hardly 15 % . One can buy non branded shirt with same stuff for

less than Rs 400/- . Why customer should pay indirect costs of advertising, infrastructure ,rentals of retailers and so on .

Normally rich buy more than their needs from Malls . Thus malls are creating consumerism

Which means more products, more production and more environment pollution .

14.4 WOMEN EMPOWERMENT

•  SPECIAL ROLE OF MOTHER IN TODAY’S WORLD

•  Mother is one of those few words whose very sight inspires a fountain of

emotions in the heart of almost every person. The role of mother in

present context is more prominent as what we find today roots of

terrorism are spreading day by day.

•  Today society is more and more on deteriorating lifestyle. Use of drugs is

on increase.

•  Youth use drugs, alcohol and sex at early age.

•  Late night parties and call center culture is spoiling the society.

•  People go for more easy available junk food rather than home cook food.

•  Obesity is increasing with well to do families while poor people suffer from

mall nutrition.

•  CHARACTER BUILDUP OF CHILD STARTS FROM PREGNANCY

•  The stage from infancy to childhood is a time when the development is at

its peak. Children grow up rationally, spiritually, physically, and socially

during this time. The primary method of a child’s learning is through

observing and following those who are closest and nearest to them.

•  She must prepare to teach the child how to live the sacred gifts: respect,

humility, compassion, honesty, truth, wisdom and love. As this child will

become tomorrow’s citizen.

•  She must enforce discipline over the children in personal cleanliness, in

humility and hospitality, in good manners and acts of service.

•  SELF RESTRAIN IN DRESS CODE

•  We find more and more young girls exposing their body in metro towns. The

size of clothes is shrinking day by day . We can find girls wearing low tight

shorts , mini skirts, sleeveless shirts baring their cleavage and navels .

•  Such revealing clothes can distract working of most of male colleagues and those

unable to control themselves commit crime .This is one reason for increase in

sexual harassment of women at work places .

Women must restrain from wearing provocative dresses showing skin asit diverts man’s mind and affects work.

•  It is true that women are free in a society to wear what they like, but it is

also true that a man’s weakest strength is women. Men are mostly

attracted to women looks and if they lost control over their mind, they

become wild and animal and they do not even spare their daughters.

•  Hence self control over what you wear is a must for your own safety.

14.5 SIMPLE AND DAY WEDDINGS

•  Night marriages were prevalent during Mughal period. Hindus used to

wed their daughters at night time for safety against Muslims who use to

force Hindus girls to marry. But now there is no such need hence night

marriages are irrelevant now. Most of the other religions do day

marriages like Christian, Sikhs and Muslims.

•  Also night marriages are not environmental friendly as they cause lot of

pollution. The impacts of excess consumerism on earth’s limited resources

are now visible with the warmer climates being observed over the world.

So we need to control energy consumption.

wastage of food.

Use canned/fresh fruit juices in place of cold and multi colored beverages(which have additive and Poison).

•  No expensive tents/designers tents to be used. Try to book indoor small

After reading ‘White Tiger’, a novel by young Arvin Adiga and published by Harper Collins, India , on

master and driver relations, forced me to think on how we can improve the working conditions of

millions of domestic servants employed by rich people. The novel rightly describes pathetic and

miserable conditions under which servants have to work and no one thinks of these not even Human

Right activists.

Rich People should also change their lifestyle so as to have minimum support of servants and can

work independent like we have in Europe and other advance countries.

Our traffic rules are lenient and people at large have poor driving sense. But we have to change our

lifestyles and govt has to change the attitude of drivers and enforce rules and discipline on roads.

So here are few ways on how we can improve the working of servants and low paid people employed

by rich who can afford.

1  The owners employing workers must ensure proper social security like

subscribe to ESI (Employees State Insurance), Provident Fund and must

follow minimum wages act prevailing in the state. Educated and trained

servants and drivers must be paid higher than uneducated and untrained

servants.

2  Working hours should not be more than 10 hours with adequate

compensation to work beyond prescribed hours.

3  Labor department must make rules for domestic servants for owners to

follow employment rules and regulations which should be given wide

publicity for knowledge of employers.

4  Human Activists must check from time to time and see how working

conditions can be improved.

5  Drivers must get a good place to sit, rest and must be given healthy

recreation facilities in every parking space whether it is municipal or it is five

star hotels. Hygienic and low cost food stall should be there in every parking

place. The parking space must also provide healthy magazines to pass good

time.

6  NGO can also provide education improvement courses for drivers and

domestic servants at designated places where they can take advantage to

improve their education. Employers must also see that servants are able to

build a better future and career.

7  The inhumane treatment with servants should be totally banned and owners

can be provided with manual which NGOs can provide for compliance.

8  A regulatory may be setup by Labor Ministry which can ensure better

treatment of servants by employers.

9  Labor Ministry with NGOs can also give adequate training in following areas

to servants to upgrade their skills which will fetch them better salaries.

14.7 QUEUE AND ETHICS

People show worst queue attitude where somehow the civic sense of respecting

a person waiting ahead does not exists. Be it banks, or post office or ATM or

airports the mad rush of ‘me first’ breaks all the rules of queue. Pushing aroundand nudging people while impatiently waiting shows a person’s frustration when

he/she has to wait.

India should take lessons from Singapore, U.K. and U.S. who believes in queue

system and respecting others time.

RACTER DEVELOPMENT

•  Today most of the problems we see around our society are due to

degradation in character.

•  Most of our leaders are dishonest, corrupt, criminals, and least care about

the nation. The same sense is transmitted down to lowest level and the

result is that public at large is unhappy, discontent, demoralized and

directionless.

•  The only way we can build our nation back to track is through individual

self character development. We all Indians need to build a strong

character inspite of what our leaders do or what others do.
