I have known Jonas for a number of years having attended the same church and becoming close friends with each other and our families. As you will see by his resume, he has a variety of experience in the Judicial system working with people of all ages and training them to become better judicial officers as well as allowing the young people who have run into trouble an opportunity to get back on the right track and get another chance of living and contributing to the community they live in. He is a fair and honest man and not one to make a quick rash decision. He will mull things over and make the decision that is best for the individual and the institution he is working with. He has excellent people and communication skills and does a great job of gaining the respect and confidence of young people whom he has worked with. He has had extensive training in Judicial and Criminal Justice, Police and Juvenile and Adult Probation. I realize that it i s not easy to select a candidate. Jonas W. Patrick was employed with the West Texas Community Supervision and Corrections

Department (WTCSCD) from August 1999 through May 2011, in the capacity of Training and

Education Coordinator. In this capacity. Mr. Patrick oversaw and maintained the training needs and

requirements, of all department staff, as well as those of supervised offenders and the general public

utilizing our educational Learning Center. I had the privilege of supervising Mr. Patrick during his

tenure of employment with WTCSCD. I was the Director of Internal Operations for the department until

my retirement in March 2011.

I have found Mr. Patrick to be extremely competent professional. Mr. Patrick is hardworking, which has

been demonstrated in the manner in which he carried out his duties, and in the manner in which he

approached the extra-curricular departmental activities he was involved in. Mr. Patrick has a terrific

instinct for making good business decisions and can handle numerous complex tasks simultaneously. Mr.

Patrick has a talent for identifying and communicating difficult issues both clearly and tactfully. I have

always found Mr. Patrick to be an energetic employee who has demonstrated a willingness to ensure that his

duties are completed in a most effective manner. Mr. Patrick takes great pride in his work product and is

most proficient in all areas. His ability to rationally prioritize tasks and exercise independent judgment in

making decisions and recommendations was greatly appreciated. Jonas a1so supervised a section of

employees and demonstrated a collaborative style of leadership. Management and communication. I

strongly believe that this same style will be carried over in the duties expected of any position he vies for

and would be an asset to any team he is a part of.

Dear Mr. Enders, I wanted to express my gratitude in allowing your staff trainer, Jonas Patrick, to come and demonstrate for us in Bexar County the tracking system your training department utilizes. As always, Mr. Patrick arrived as scheduled, and went through the various capabilities and possible uses the monitoring system employs. His presentation to myself, our Deputy Chief Paul Kosierowski, our HR Director Leticia Esquivel, as well as Pam Padgett's assistant, Jackie Deater, was very informative and allowed for us to see how user-friendly the system is.

I've known Jonas for many years since our time together as Resource Training Officers and have always appreciated his innovation and openness to new ideas and ways of doing business. His willingness to share something that will benefit our Training Department speaks to the character and caliber of man Jonas is.

Dear Mr. Enders:

I had an opportunity to meet with the Resource Training Officers (RTOs) last week in Huntsville, Texas during their working session and I was very impressed by their work product and progress. As you know, we have asked you to lend us the assistance of the RTO from your department, Jonas Patrick, while we work on the revisions to the Community Supervision Officer Certification coursework and the development of a new test.

Creating a curriculum that reflects the current job duties of a Community Supervision Officer and a new test is a challenging task. It will require many hours of work to accomplish this task. It is critical that as many RTOs as possible cooperate with us on this project, just as the Correctional Management Institute of Texas has partnered with us.

I want to thank you and Jonas for being dedicated to the success of community supervision in Texas. With your commitment to this goal, I am confident that a much improved and relevant curriculum were unveiled in September 2006.

In the coming months, it will be necessary for the RTO group to meet with our training staff in early June to begin work on the test development phase and again in July to pilot and review new material. I ask that you continue to support our efforts and make additional sacrifices by allowing Jonas to join us at these meetings and work sessions.
