As you know, a strong and vibrant America requires children who are educated, healthy, and leave school ready to succeed in college and the workforce. Yet, 13 million children live in poverty and less than a fifth of poor fourth graders are proficient in reading and math. Your legislation will help to change this by enabling communities to design and implement a comprehensive pipeline of educational and community supports to make certain that all children reach their full potential. Based on the successful Harlem Children’s Zone model, your legislation combines high-quality education with community- and family-based supports, and creates a continuum of services from cradle through college to career. Research demonstrates that young people are more likely to succeed in school when their comprehensive needs are met. Promise Neighborhoods does not focus on a few isolated issues faced by children, or attempt to improve educational and life outcomes of just a small number of children in low-income communities. Instead, it focuses on the whole child and whole community, lifting up and transforming them in a process that emphasizes what works. We are pleased to see that your legislation focuses on high-quality early learning programs, effective family and community engagement, and better services for special populations, such as children with disabilities and English language learners. Additionally, we are pleased that it asks grantees to leverage public and private sector support, and to coordinate the services and resources of local nonprofits, schools, health centers, universities, and foundations. By authorizing five-year, renewable grants, your legislation will help communities scale up their services and support a new generation of educated workers. We, a coalition of public officials and national, state, and local organizations, write to you in strong support of your proposed Promise Neighborhoods legislation.

As you know, a strong and vibrant America requires children who are educated, healthy, and leave school ready to succeed in college and the workforce. The success, message, and lessons of the Harlem Children's Zone model permeate across regions and communities, and your proposed legislation supports the continuation and growth of this movement.

Again, we thank you for your continued commitment to advancing the cause of vulnerable children and youth. We strongly support the proposed Promise Neighborhoods bill and look forward to working with you to ensure its inclusion as part of the Elementary and Secondary Education Reauthorization Act later this year.
