1. Table 6.18: According to the lab data in Appendix A, the highest concentration for aluminum is 64,000 mg/kg found in sample NW7592-SS071. Please correct.
2. Appendix A: Where are the sample results for zinc in surface soil? Please send them so this document can be reviewed.
3. Appendix A, surface soil, inorganics: Were any duplicates collected? I count 110 samples surface soil samples analyzed for aluminum with no duplicates collected. If duplicates were collected, how were they distinguished from the regular samples? This is normally done by using the same location code or sample identification number as the regular sample, followed by a "D", or by designating the purpose as "Dup". Since neither of these methods were used, I'm assuming all 110 samples in the Appendix were to be used in this Screening Level Ecological Risk Assessment (SLERA). Why is the frequency of detection for many of the inorganics in this table x/102? Which 8 samples were not used in this SLERA and why?
PLEASE NOTE: Due to the fact that the first three items in this large database that I checked appear to be incorrect, the comparison of the lab data (Appendix A) vs. the Tables 6.18 - 6.21 stopped at this point. Please check to be sure all information in Tables 6.18-6.21 matches with the database in Appendix A of this report. The NC Superfund Section will conduct a spot check of Tables 6.18-6.21 vs. Appendix A when this document is corrected and resubmitted.
4. Section 6, page 96: It is unclear to the reader where the order of these items came from, they do not match any of the cited references on the preceding page. Since the Screening-Level Ecological Risk Assessment (SLERA) is an

iterative process, starting with conservative assumptions and moving towards more site-specific inputs, correct organization of the SLERA is essential. Rearranging these steps can result in unanswered questions at the end of the SLERA, making it necessary to revisit items before a decision can be made at the first scientific management decision point (SMDP). Please consult the references cited on the preceding page (especially the EPA, 1997a, for organization) and re-organized the SLERA to conform to these references.
5. Section 6.3: According to US EPA's Process For Designing And Conducting Ecological Risk Assessments, 1997, page 1-2, the environmental checklist presented in US EPA's Representative Sampling Guidance Document, Volume 3: Ecological, 1997 should be completed. Please include this completed checklist in this SLERA. The purpose of this checklist is to prompt the ecological risk assessor to collect information concerning the ecological setting of the site; this information is almost completely missing in this SLERA.
6. Section 6, page 96: Please define MDC (minimal detectable concentration). In this report, is this the same as the method detection limit, the instrument detection limit, or something else?
7. Tables 6.18-6.21: At step 2 of the SLERA process, the state of North Carolina accepts only Region IV Environmental Screening Values (ESVs). The only exception is that surface water results must be screened against the NC Surface Water Standards (15A NCAC 2B.0200) in addition to the Region IV ESVs. Contaminants that lack a Region IV ESV must be retained as PCOPCs and carried to Step 3A of this process. Alternate screening values, along with background values and other lines of evidence, may be used to refine the list of COPCs at Step 3A. Please correct.
8. Tables 6.18-6.21: Where did the screen of the nondetected contaminants' detection limits vs. ESVs take place? Please add.
9. Appendix N.l: An ESV of 1E-01 mg/kg can be used for isopropylbenzene (monocyclic aromatic hydrocarbon screening value used as a surrogate screening value). Please add.
10. Tables 6.18-6.21: Using the same letters to identify both footnotes and reasons a contaminant was retained as a COPC is confusing. Please revise.
11. Tables 6.18-6.21: Why does the mean appear on these tables? How was it used? How was it calculated? The mean is not used until Step 3A of the SLERA process.
12. Table 6.21: Region IV has no ESVs for groundwater. Where did these

numbers come from?
13. Table 6.20: How were the Region IV ESVs for sediments determined? According to the Region IV guidance cited on page 95, when the Practical Quantitation Limit (PQL) exceeds the Effects Value, the Site Screening Value defaults to the PQL. For contaminants whose screening value is based on the PQL, data reported below the required quantification limit (e.g., J-flagged data) should be compared to the EPA Region IV Effects Value. It appears as though this procedure was not followed in this SLERA. Please correct.
14. Appendix N.3: US EPA Region IV no longer recommends using different screening values for high and low molecular weight PAHs. A screening value (which is equal to the effects value) of 1.684 mg/kg is recommended for total PAHs. Please change.
PLEASE NOTE: Because of the many problems with the SLERA, (see above) the information that was used to continue to Step 3A of this process cannot be reviewed.
The Draft version of Guidelines For Performing Screening Level Ecological Risk Assessments For Department Of Defense, National Priority List, And National Priority List Caliber Sites Within The North Carolina Superfund Program should be reviewed and used to aid in the completion of the next draft of this SLERA.
15. Section 6.3.3, Frequency of Exceedance and Spatial Distribution: The procedure outlined in this section is not acceptable to the NC Superfund Section. Please delete this procedure.
16. Section 6.3.3:1: Table 6.23 does not contain the information claimed. Where is this information? Please correct.
17. Table 6-29: For many of the values that appear in this table, no citation appears. Where did these values come from? Please correct.
18. Table 6-29: I spot checked one value on this table, the community surface water value for vanadium. According to the footnote, the source of this value was EPA, 1999b. According to your "References" section, there is no EPA, 1999b. I went to US Environmental Protection Agency, 1999b and found it refers to the National Recommended Water Quality Criteria-Correction, Office of Water, Washington, DC. EPA/822/Z-99/001. I went to the web and downloaded this document, then did a search on "vanadium". According to my computer, vanadium does not appear in this document. I also searched the text and tables of this document manually, and could not find vanadium. Since both the computer and! could not find this word in the document, I

believe the footnote on 6-29 is incorrect. This value was chosen at random; how many of the other citations on Table 6-29 are incorrect? Are the values also incorrect? Double-check and correct all values and citations in this table before resubmitting.
19. Section 6.3 and List of Acronyms: In this SLERA, sometimes MDC means minimal detectable concentration, sometimes it means maximum detected concentration. How am I supposed to tell the difference? Based on the number of problems with this document, I cannot assume maximum and minimum were used correctly. Please correct.
20. Due to the large number of serious problems with this SLERA, the review stopped at this point. Prior to revising this document, it is STRONGLY recommended that the cited references on page 95 (in addition to the NC Superfund reference cited in comment 14) be obtained and reviewed, and the procedures contained within the cited references followed. Also, the SLERA should receive a thorough in-house review (a step that was obviously lacking in this version) PRIOR to being submitted to the state. Submitting this document prior to completion of an in-house review is a waste of time and effort for everyone involved with this project.
21. Section 6.4: Due to the large number of problems with this SLERA, it is not possible to agree or disagree with the conclusions presented. This SLERA should not be used to make any decisions concerning this site.
