Lessons Learned Focus Areas

Deployment Drill Design• 100% of deployments designed with us
• 100% of plan holders had 2 deployments
• Plan holders need to register combined TTX and DPX each separately, within the TTX deadline (60 days).
• Planning with stakeholders during design was key! - Tribes, WDFW, Local Governments
Lessons Learned for Industry
• PRCs’ & plan holders should do outreach to prepare for deployments – tribes, landowners etc. Be aware of fishing/recreation seasons, access to beaches and properties.
• Still seeing forms used in drill not found in contingency plan. Use plan forms for full credit.
• Checklist items must be observed by an evaluator. Pre-boom drills and GRPs deployed in a location we can’t observe won’t count for credit.
Lessons Learned for Industry
• For larger drills we sent more than one evaluator. Sometimes extra space on boats was an issue.
• Industry controller/Person in Charge can coach staff but not “walk” them through the entire drill. Drills test a variety of plan holder staff knowledge and readiness.
• Plan holders need to direct PRC’s to perform actions, not ask evaluators if “this is done” or adequate.
• Plan holders that trained with PRC’s ahead of the drill had much better success.
Multi Plan-holder/GRP Deployments
• 2 MSRC shipper drills: Vendovi (GRP), Freshwater Bay (Skimming)
• 2 Harbor Island Drills (Shell, Maxum, BP, KinderMorgan
• Worked with industry on several ad-hoc strategies
• Some worked, some did not. That’s OK!
Initial Assessment/Safety Brief
• Theme of 2014 - pushed heavily in drill design
• Plan holders using forms from contingency plan had more success
• Confusion between “logistics” safety brief and “spill” safety brief
• This item is cumulative, so remember to cover all items for full credit, and use them in the briefing.
Weather/Other Problems
• Several drills were canceled due to weather
• It’s okay to be safe, call drill team to reschedule
• Equipment maintenance – check condition before day of drill
• Plan holders/PRCs should bring enough equipment to deploy GRPs as written – anchors, line etc.
