Introduction and Background Protestant and Catholic charities are funding highly politicized non-governmental

organizations (NGOs) on a massive scale. Much of this funding is granted by various

European governments and the European Union to a number of Christian charities, thus

entangling taxpayers’ money into activities contributing to conflict in the Middle East.

(See Appendix III)

The activities of most of these NGOs do not contribute to peace or reconciliation

between Israelis and Palestinians. Rather, they often foster more conflict and tension in

the region. In this report, NGO Monitor presents the funding and activities of 14 Israeli

and 16 Palestinian NGOs and offers recommendations on how Christian charities may

act as a more positive influence in the Israeli-Palestinian conflict.

Israeli NGOs

From 2012-2015, Christian charities contributed over 17 million New Israeli Shekels (NIS)

(approximately $4.5 million) to 14 Israeli NGOs, representing 18.5% of the foreign

funding for those organizations. Political advocacy NGOs receiving these funds are active

to varying degrees in demonization campaigns against Israel. (See Appendix II)

Palestinian NGOs

Protestant and Catholic charities also fund Palestinian NGOs, but only minimal amounts

of known funding are reported by the grantees or charities. Due to this marked lack of

fiscal transparency by Palestinian NGOs and their funders, a complete picture of the flow

of funds to these NGOs, in particular amounts of foreign funding, cannot be presented.

Many of these NGOs are active to varying degrees in demonization campaigns against

Israel. They promote BDS (boycott, divestment, sanctions) against Israel,

delegitimization, demonization, anti-normalization, a “one-state” framework, the

maximalist Palestinian demand of the “right of return,” and lawfare.1 All of these

methods are employed to portray Israel as an irredeemable, brutal regime and the sole

impediment to peace.

The influence within the church of BDS activists threatens to draw Christians away from

their peacemaker responsibility and toward becoming active participants in the Israeli-

Palestinian conflict. BDS activists are fully aware of the role churches could play in

amplifying and legitimizing their extremist message. The BDS National Committee’s

website states: “Religious institutions are seen in many communities as embodying

important moral and ethical principles... Divestment campaigns that target companies

such as Caterpillar have been initiated in a number of major Christian churches. Not only

will successful divestment campaigns financially weaken the Occupation, but will raise

both the public profile and legitimacy of the BDS campaign.” 2 The goal is to capture the

churches’ moral voice in the service of a political cause that demonizes one side in the

conflict. This betrays the important and universal values that the churches claim to

embrace.

Origins

The BDS political strategy of co-opting churches for its anti-Israel agenda has its origins

in the NGO Forum of the UN’s 2001 World Conference against Racism in Durban. Using

demonizing language, some 1,500 NGOs crystallized a strategy of delegitimizing Israel,

explicitly calling for the “complete and total isolation of Israel as an apartheid state”

through the “imposition of mandatory and comprehensive sanctions and embargoes,

the full cessation of all links (diplomatic, economic, social, aid, military cooperation and

training) between all states and Israel.” Among the accredited NGOs at this Durban NGO

Forum were 35 Christian religious institutions representing a number of churches. In the

following decade many of these churches would be targeted for co-optation by

proponents of the “Durban strategy.”3

In addition to church groups, NGOs funded by Christian aid charities participate in

international BDS campaigns to isolate Israel diplomatically, economically, culturally, and

militarily. While seen in statements of support for BDS in theologically4 and

ideologically5 influential publications, this support is felt most significantly through the

monetary support for those NGOs calling for Israel’s demise. The significant funding

these groups receive, and the major influence they wield, is masked by their public

image as “grassroots” and “civil society” organizations. It is clear that the anti-Israel

sentiments expressed by some NGOs mask blatantly antisemitic attitudes.

Analysis of available NGO financial statements and lists of funders (see “Findings,” p.6)

indicates that Christian aid funding is crucial for organizations operating in Israel and the

Palestinian Authority, and that some of these NGOs would not survive without this

funding. This report discusses NGOs dependent on the millions of dollars and euros from

churches and church-based aid organizations to support their various anti-Israel

campaigns.

Methodology:

1. This report examines Israeli and Palestinian NGOs that receive Christian foreign

funding and are involved, to varying degrees, in polarizing activity and anti-Israel

advocacy.

2. The tactics deployed by almost all of the NGOs studied include BDS, delegitimization

and demonization, anti-normalization, one-state, right-of-return rhetoric, and

lawfare.

3. The financial data on Israeli NGOs was derived directly from the online reporting

system of the Israeli Registrar of Non-Profits6 and published annual reports.

4. The financial information retrieved from the annual reports of Israeli NGOs is

published in accordance with the “Amutot (Non-Profit Organizations) Law.”7 The

quarterly reports are submitted in accordance to the “Law on Disclosure

Requirements for [Groups] Supported by a Foreign Governmental Body”8 and do not

necessarily reflect the full amount of donations received annually.9

5. Palestinian NGO financial data is based on NGO Monitor’s independent research.

Due to a lack of transparency by Palestinian NGOs and donors, information is likely to

be incomplete.10

Recommendations

Christian aid charities are in a position to serve as genuine peacemakers in the bitter

Israeli-Palestinian conflict. As Christians who care about the Holy Land and the peoples

and faiths living there, these charities hold considerable potential for positive influence

in the Middle East.

A substantial amount of funds provided by Protestant and Catholic charities, however, is

working at cross-purposes to the peacemaking role. Many of the NGOs receiving these

funds are acting against peace in that they actively work toward the goal of dismantling

the State of Israel. Many employ demonization and delegitimization themes in their

rhetoric. Others promote “anti-normalization” aimed at preventing people-to-people

contact between Israelis and Palestinians. Some of these NGOs have been documented

promoting antisemitism, and contribute to conflict and tensions in the region.

None of these activities contributes to peace or reconciliation between Israelis and

Palestinians. Rather, such activity encourages hatred, foments tension, increases

misunderstandings, and proliferates stereotyping.

NGO Monitor makes the following recommendations to these Christian charities and the

governments funding them:

1. Funders should formulate explicit criteria that must be met by all NGOs seeking

funding from Christian charities. These criteria would disallow funding to NGOs that

engage in demonization, BDS, antisemitism, and other activities that are contrary to

and incompatible with the message of peace and reconciliation.

2. Governments must increase transparency significantly in the reporting of funding for

all NGOs that are active in the Arab-Israeli conflict and receive taxpayer funds either

directly or indirectly. Governments should implement the following processes:

Before grant allocations:

a. Potential recipients should be evaluated for consistency with respective

governments’ policies.

b. The evaluation process should be broad and include input from multiple

sources.

During:

a. Guidelines should be created to regulate situations and reconsider funding

where evidence of problematic activities and rhetoric emerges while the

grant is ongoing.

b. Information about all grants, including detailed descriptions and evaluations

of programs, should be posted in a centralized database, as well as on the

websites of the managing agency.

After

a. Detailed, independent, and public assessments are necessary, both in terms

of (i) measuring the efficacy in accomplishing the stated goals of the project

and (ii) monitoring the full extent of the grantee’s activities.

Transparency

a. We urge greater transparency and public access to all aspects of all

government NGO funding decisions, as well as open and continuing dialogue

with Israeli representatives and the public on these crucial matters.

Findings As noted, NGO Monitor evaluated a substantial amount of the available financial reporting

published from 2012 to the present, as mandated by the “Amutot (Non-Profit

Organizations) Law” and the “Law on Disclosure Requirements for [Groups] Supported by a

Foreign Governmental Body”. While both Israeli and Palestinian NGOs receive foreign

government funding, only the foreign funding for Israeli NGOs is public. In contrast,

Palestinian NGO funding is almost entirely non-transparent.

Both Israeli and Palestinian NGO funding is funneled through two primary channels: direct

funding from government-controlled bodies and indirect funding from government-funded

third-parties (foundations and humanitarian, development, and religious NGOs) that

channel funds to local NGOs. The findings are directly below, and detailed results can be

Israeli NGOs

In accordance with Israel’s “Amutot (Non-Profit Organizations) Law” and “Law on Disclosure

Requirements for [Groups] Supported by a Foreign Governmental Body,” Israeli NGOs are

mandated to report foreign government financing to Israel’s Registrar of Non-Profit

Organizations at the Ministry of Justice. Since the beginning of 2012, various NGOs have

complied with these regulations, in full or in part. This has allowed NGO Monitor to identify

donors, funding amounts received, and the nature of the projects implemented by NGOs.

However, some NGOs fail to submit reports, as required by law.11 All of the following

grantees received significant foreign government funding indirectly via Christian third-party

organizations.

Zochrot13 was established with the aim of “rais[ing] public awareness of the Palestinian

Nakba” and “recognizing and materializing the right of return.” The demand for a right of

return is widely understood as a euphemism for the elimination of Israel as the nation-

state of the Jewish people. As explained by director Eitan Bronstein, “When the refugees

return, Jews will become a minority in the country. Israel as a Jewish state will change

radically, and it will no longer be defined as such.” Zochrot also promotes the Durban

demonization rhetoric, accusing Israel of “ethnic cleansing,” “ongoing destruction of

Palestinian localities,” “expulsion,” “massacres,” and “disregard for the rights of refugees

and displaced people.”

§ Funding from Catholic aid organizations was NIS 892,991, which is 22.3% of total funding and 67% of all Christian funding.

Coalition of Women for Peace (CWP)15 is a leader in the global BDS campaign. It initiated

the “Who Profits” project,16 an activist tool and database, in “response to the Palestinian

call” for BDS against Israel; it is a central component for BDS campaigns.17 Who Profits

became an independent NGO in 2013 but its leadership and staffing is not transparent.18

In addition, CWP organized a divestment letter19 to the Norwegian Government Pension

Fund targeting investments in Israeli companies. In 2011, CWP participated in Israel

Apartheid Week and organized an event in Jaffa called “Life and Struggle in Apartheid.”20

CWP’s officials have also participated in a protest in which they carried flags of the PFLP

terrorist organization.21

Social TV23 acts as a platform for BDS24; accusations of Israeli “apartheid,”25 “racism,”26

“occupation,”27 “discrimination,”28 and perpetrating a “Nakba” against the Palestinian

population29; and to advocate for a “one-state”30 framework.

In 2014, Moran Brir and Guy Botabia, activists affiliated with Social TV, were involved

with the production of a highly disturbing 2014 video, “The Holocaust’s Visit to Yad

Vashem.” The video claims that the Holocaust was “the best thing that ever happened”

to the Jewish people and that the Jewish nation “do[es] not exist” and “never existed.” 31

Other inflammatory videos by the pair have been posted on Social TV. 32

In 2013, Social TV aired a video segment, “From Truth to Redress,”33 promoting the one-

state conference34 organized by fringe Israeli NGO Zochrot.35

In 2014, Social TV featured a lecture36 by radical historian Ilan Pappe, claiming that the

two-state solution is “just a tool where [Israel] maintains control over the [Palestinians]”

and that a “one-state” solution is possible because “in South Africa, there were also

liberal Zionists, liberal apartheid supporters…”

Adalah drafted a 2007 “Democratic Constitution,” which calls for replacing the Jewish

foundation of the state with a “democratic, bilingual and multicultural” framework.

Jewish immigration would be permitted for “humanitarian reasons.”38

Adalah has been criticized by the Israeli High Court of Justice for “de-legitimizing the

state of Israel while threatening…to employ ‘universal jurisdiction.’”39

Adalah40 participated in an April 2013 “lawfare”41 strategy conference42 organized by the

Palestinian Center for Human Rights (PCHR).43 According to PCHR, the express purpose

of the conference was to drive attacks against Israel in international legal forums: “If it is

concluded that the domestic legal system is blocked, this means international legal

mechanisms for justice are the only available alternatives available to victims, such as

the International Criminal Court.”

In July 2015, a group of anti-Israel NGOs held an event in a congressional office

building. One of the speakers was Nadia Ben-Youssef, the US representative of the Israeli

Arab NGO Adalah.44 The event was organized by the U.S. Campaign to End the Israeli

Occupation, one of the main BDS groups in the United States, with an additional speaker

from Defense for Children International-Palestine Section (DCI-PS). Co-sponsors included

global BDS activists: Jewish Voice for Peace (JVP), American Muslims for Palestine (AMP),

American Friends Service Committee (AFSC), Middle East Children’s Alliance (MECA),

United Methodist Kairos Response, US Palestinian Community Network, American Arab

Anti-Discrimination Committee, Friends Committee on National Legislation, and Just

World Books.

New Profile46 advocates for the “demilitarization” of Israeli society, and provides legal

and other support for “refusers” (those who refuse to serve in the military) and their

families. Operates a “Legal Aid Network,” providing “solid legal consultation and support

for draft resisters and their families… The network coordinates prison visits,

consultations and interventions.”47 In an interview with BDS supporter Jewish Voice for

Peace (JVP),48 co-founder Ruth Hiller admitted, “New Profile has signed statements in

support of divestment and feels it is an important tool in challenging companies and

corporations involved in the Israeli occupation of Palestine...”49 She also signed BDS

petitions, including one asking Lenny Kravitz not to perform in “apartheid Israel.”50

Human Rights Defenders Fund (HRDF)52 utilizes demonizing rhetoric, accusing Israel of a

“culture of impunity that cloaks systematic and repeated breaches of human rights and

fundamental freedoms,”53 and “financed the legal representation of activists arrested in

varied contexts and locations”54 including: “Sheikh Jarrah residents protesting their

evictions; Leaders of the Rothschild Boulevard social protests; Activists demonstrating

against land appropriations in Bil'in; Defenders of the rights of the Bedouin residents in

the Negev; East Jerusalem Minors systematically intimidated to threaten their families’

involvement in protesting Occupation policies.” Executive Director Alma Biblash is a

radical activist and has referred to Israel as “racist” and “murderous,”55 as well as a

“temporary Jewish apartheid state.”56

§ Funding from Catholic aid organizations was NIS 2,161,964, which is 9% of total funding and 24% of all Christian funding.

Has faced serious criticism57 for its misrepresentations of international law, inaccurate

research, and skewed statistics.58 During and after the 2014 Gaza war, B’Tselem

presented a simplistic and distorted political narrative of Israeli guilt and Palestinian

victimhood. As a member of the UNOCHA NGO “Protection Cluster,” B’Tselem also

circulated inherently unverifiable data59 originating with Hamas sources and the

allegations of political advocacy groups in Gaza.

In April 2010, staff member and NGO activist Lizi Sagie resigned after the organization

came under pressure for statements made on her personal blog, including: “Israel is

proving its devotion to Nazi values...Israel exploits the Holocaust to reap international

benefits.”60

On June 22, 2014, B’Tselem initiated a campaign in response to Israel’s military operation

to locate three kidnapped teenagers (who were later found murdered) and weaken the

Palestinian terror infrastructure in the West Bank.61 The title of the campaign, “Hitching

a ride,” was an insensitive and cynical exploitation of the circumstances of the

kidnapping, which apparently occurred while the teens were hitchhiking.

§ Funding from Catholic aid organizations was NIS 1,818,146, which is 20% of total funding and 59% of all

Christian funding.

Breaking the Silence (BtS)63 is a political organization that promotes “war crimes”

allegations against Israel,64 which are based on anonymous and unverifiable hearsay

“testimonies.” By their very nature, there is no possibility to verify their accuracy,

contexts, or whether they are more than marginal exceptions. Although BtS claims to

address Israeli society, the NGO’s lobbying and media advocacy focus on international

audiences, including presentations in Europe and the United States.65

Emek Shaveh’s reports claim that “excavation sites are changing the lay of the land,

lending force to an historical narrative focusing on the Jewish people, and marginalizing

the Palestinian residents from their environment and from their connection to the

Temple Mount/al-Haram a-Sharif.” 67 This claim formed the basis for the EU’s 2012

condemnation of Israel on this issue. 68 In an interview with +972 Magazine,69 Yonathan

Mizrachi, archeologist from Emek Shaveh, compared Israeli archeological searching to

the Hamas terror tunnels, saying: “These tunnels, like those of Hamas, are being dug

under a heavy cloak of secrecy. As with the Hamas tunnels, they serve as a tool for

resolving the Israeli-Palestinian conflict. They are also being dug under the houses of

uninvolved civilians, in this case Palestinians. However, while the Hamas tunnels are

described as serving terrorist purposes, these tunnels have been authorized by the

Rabbis for Human Rights (RHR) promotes the Palestinian narrative of victimization and

demonizes Israel, including rhetoric describing “Israel’s foul and discriminatory policies

against Palestinians, despite its obligation toward them as the occupier…Israel is forcing

Palestinians to live in a completely separate universe where time has stood still, and

prevents them from properly planning their most basic needs and infrastructure.”72

Hamoked’s main objective is “to assist Palestinians of the Occupied Territories whose

rights are violated due to Israel's policies,”74 and also accuses Israel of enforcing

“apartheid”75 with the West Bank security barrier.76 Hamoked has described Israel’s

policies as “ethnic cleansing” and “racist.” In an interview in the National, Director of

Hamoked Dalia Kerstein said, “There is clearly a policy to push Palestinians out of

Jerusalem and Israel to reduce what is called here the Palestinian demographic threat.

It’s really a case of ethnic cleansing.”77

Ir Amim’s activities include “monitoring” and “exposing” Israeli government actions in

Jerusalem, “policy and legal advocacy,”79 and running highly politicized tours of

Jerusalem and the security barrier.80 Although it has been described as “work[ing]

toward coexistence in Jerusalem,”81 an Ir Amim official was quoted as saying that the

group was “seeking to advance a political agenda, and was not an organization geared to

promote coexistence.”82 Ir Amim frequently accuses Israel of attempting to “Judaize”

Jerusalem83 and promotes the Palestinian narrative on the city including claims that

“government powers are being handed over to the settler organizations” and

archeological digs have become an important “tool in the fight for control” over

Jerusalem.84

“Who Profits” was initiated by Coalition of Women for Peace (see above) in response to

the Palestinian call for BDS and identifies targets for anti-Israel divestment and

boycotts.86 Who Profits’ has played a central role in BDS, initiating

international campaigns targeting Israeli and foreign banks, security companies, civil

infrastructure facilities, and private companies.87 Also identifies companies for other BDS

activists to target. Its website features a “Report a Company,” section which “depends”

on the public to “identify companies that may belong in our database.”88 Based on

information provided by Who Profits, a large Dutch pension fund, PGGM, announced on

January 8, 2014 that it will “no longer invest in five Israeli banks.”89

Palestinian NGOs

Due to a marked lack of transparency, a complete picture of the flow of funds from Christian

aid societies to politicized Palestinian NGOs cannot be presented. Funding decision-making

processes are unknown outside the minimal amounts that are reported by the grantees or

charities.

Often, various Christian charities are listed by beneficiary NGOs as donors, but funding

amounts are not available on the grantee’s or Catholic charities’ websites. All of the

following grantees received foreign government funding through Christian third-party

organizations. Although comprehensive amounts are unknown, it is known that Christian

donations to these NGOs are significant.

Although not a Palestinian NGO, Islamic Relief Worldwide (IRW), an organization declared

illegal and banned from operating in Israel and the West Bank based on its alleged role in

funneling money to Hamas,90 ,91 is funded by Catholic Agency for Overseas Development

(CAFOD).

Grantees

Al Haq’s92 Christian donor agencies include: Bread for the World, Christian Aid, Diakonia,

ICCO.

Al Haq is a leader in the anti-Israel “lawfare”93 and BDS campaigns,94 and was an

active participant in the 2001 Durban World Conference against Racism, which

adopted the strategy of promoting the complete international isolation and

demonization of Israel through legal and other forms of political warfare.95 Al Haq

regularly files lawsuits and submits politicized reports to the UN Human Rights

Council and other international bodies.96 It uses its membership in the Palestinian

Human Rights Organizations Council (PHROC) as a platform to lobby international

forums and disseminate statements demonizing Israel.97

Badil’s98 Christian donor agencies include: Dan Church Aid and Trócaire.

Badil’s stated mission is to “defend and promote the rights of Palestinian refugees

and IDPs.”99 In practice, however, Badil promotes a so-called “right of return,” the

aim of which is to eliminate Israel as the nation-state of the Jewish people. BADIL

also promotes “resistance” and “martyr” rhetoric,100 anti-peace initiatives,101 and a

“one-state” framework, as well as BDS campaigns,102 and has engaged in blatantly

antisemitic activities. Badil’s 2013 publication on BDS implied that Palestinians

shouldn’t abandon violence, noting, “it is hypocritical for Westerners to dismiss

violent means altogether in the Palestinian case.”103 Furthermore, an antisemitic

cartoon104 won a monetary award in BADIL’s 2010 Al-Awda Nakba caricature

competition.105 The antisemitic caricature was removed from BADIL’s website only

after NGO Monitor approached BADIL partner DanChurchAid on the issue. Funding

to BADIL was temporarily frozen by some donors but was reinstated without any

information as to how this incident was remedied and what steps were put into place

to prevent further incidents. Suggesting lessons not learned, Badil’s website

continues to post imagery promoting violence and the erasure of Israel.106

Sabeel’s107 Christian donor agencies include: Kerk in Actie, Diakonia, World Vision,

Mennonite Central Committee, Church of Scotland, Presbyterian Church USA, Presbyterian

Church of Canada, United Church of Christ, Canadian Catholic Organization for Development

and Peace, Friends of Sabeel chapters

Sabeel is a prominent supporter of BDS (boycotts, divestment, and sanctions) against Israel. Sabeel’s founder Naim Ateek, frequently incorporates overtly antisemitic language such as deicide imagery, replacement or supercessionist theology,108 and repeated disparagement of Judaism as “tribal,” “primitive,” and “exclusionary.” 109 Sabeel supports a “one state” framework (meaning the elimination of Israel as a Jewish and democratic state) and promotes “a bi-national state in Palestine-Israel… One state for two nations and three religions” as the ideal.

Al-Mezan Center for Human Rights'110 Christian donor agencies include: Trocaire, Diakonia

Al-Mezan is highly active in anti-Israel lawfare campaigns,111 exploiting courts and

international legal bodies to seek arrest warrants against Israeli government officials,

file lawsuits against companies and governments doing business with Israel, and

lobby for cases against Israelis at the International Criminal Court. It consistently

refers to the Israeli army as the Israel Occupation Forces (IOF), erasing the context of

Palestinian terror while delegitimizing Israel’s legitimate obligation to defend its

citizens. During the Gaza conflict, Al Mezan publicized allegations of “Israeli

massacres,” “slaughtering civilians,” “scandalous war crimes,” and “despicable

disregard to civilian life.”112 Al Mezan did not condemn Hamas’ use of human shields

and illegal rocket attacks against Israeli civilians fired from civilian areas of Gaza.

Christ at the Checkpoint113 Christian donor agencies include: Cordaid, Kerk in Actie

Christ at the Checkpoint (CaTC) seeks to advance the Palestinian nationalist agenda

within Evangelical Christian churches, while simultaneously reviving theological

antisemitic themes such as replacement theology. Christ at the Checkpoint

Manifesto states that the “suffering of the Palestinian people can no longer be

ignored” and that “Evangelicals must reclaim the prophetic role in bringing peace,

justice and reconciliation in Palestine and Israel.”114 The 2014 CATC

conference focused “on the application of the principles of the kingdom of God in the

context of the Palestinian-Israeli conflict.”115 CATC employs rhetoric accusing Israel of

“ethnic cleansing,” 116 erecting an “apartheid wall,”117 and enacting a “crucification

system” against the Palestinians.118 Speakers at past CATC programs made

antisemitic statements, such as “Jews who reject Jesus Christ are outside the

covenant of grace and are to be regarded as children of Hagar,” “God is continuing to

have a program with the Jewish people who Paul describes as enemies of the

Gospel,” “Jesus was a Palestinian who lived in Palestine… Jesus was a Palestinian who

was born under occupation.”119

Defense for Children International-Palestine Section120 Christian donor agencies include:

ICCO, Kerk in Actie, EED, Broederlijk Delen, Swiss Interchurch Aid- HEKS, World Vision, The

United Methodist Church, The United Church of Canada

Defense for Children International-Palestine Section (DCI-PS) is highly active in anti-

Israel political campaigns, including BDS; promoting a Palestinian “right of return”;

and lobbying the UN, EU, and other international bodies to promote an anti-Israel

agenda. DCI-PS published “Operation Protective Edge: A War Waged on Gaza’s

Children,” a report accusing Israel of “overwhelming and repeated evidence of

international humanitarian law violations committed by Israeli forces. These included

direct attacks on children, and indiscriminate and disproportionate attacks on civilian

homes, schools, and residential neighborhoods.”121 DCI-PS also submitted a written

statement to the UNHRC based on this publication.122 Former DCI-PS Director Rifat

Kassis is also the coordinator and spokesperson for the Kairos Palestine document

that advocates for BDS within the churches.123 He notes, “These advocacy campaigns

must be carried out with courage, openly sincerely proclaiming that their object is

not revenge but rather to put an end to the existing evil.”124,125

Palestinian Center for Human Rights'126 Christian donor agencies include: Christian Aid,

DanChurchAid

Palestinian Center for Human Rights (PCHR) serves as a leader in the anti-Israel

“lawfare” movement127 and has attempted to have Israelis arrested in England, the

Netherlands, Switzerland, Spain, and New Zealand. The group has filed for punitive

damages against Israeli officials and companies doing business with Israel in the

US. All of PCHR’s cases have been dismissed in the preliminary stages. PCHR

regularly describes Israel’s policies as “apartheid”128 and accuses Israel of “ethnic

cleansing,”129 “war crimes,”130 and the “Judaization of Jerusalem.”131 It also regularly

refers to indiscriminate attacks on Israeli civilians as “resistance” and rockets that fall

short of their Israeli civilian targets and cause injuries to Palestinians as merely a

“misuse of weapons.”132

Electronic Intifada (EI), an online media outlet active in promoting the Palestinian

agenda and a leading purveyor of antisemitism on the internet,134 has an extensive

section on BDS, including academic, consumer, cultural, and church boycotts,

commercial divestment, and government sanctions against Israel.135 EI submissions

regularly utilize highly biased and politicized rhetoric, accusing Israel of

“apartheid,”136 “ethnic cleansing,”137 “war crimes,”138 “crimes against humanity,”139

“genocide,”140 “massacres”141 and the “Judaization of Jerusalem.”142 Co-founder and

executive director Ali Abunimah has called Zionism “one of the worst forms of anti-

Semitism in existence today,” claiming that it “dehumanizes its victims, denies their

history, and has a cult-like worship of ethnoracial purity” (Twitter; October 26,

2010).143 He further wrote “That is something Zionism shares with anti-Semitism, a

disdain for actual Jewish culture and life as it existed.”144

Palestinian Center for Peace and Democracy’s145 Christian donor agencies include: Cordaid,

Finn Church Aid, Mennonite Central Committee, Christian Aid.

Palestinian Center for Peace and Democracy (PCPD) supports and promotes anti-

Israel BDS campaigns. In 2005, PCPD endorsed a statement released by the

Palestinian Grassroots Anti-Apartheid Wall Campaign (“Stop the Wall”), re-asserting

the call for a comprehensive academic boycott of “Apartheid Israel.” It utilizes highly

biased and inaccurate language, alleging Israeli “Judaization of East Jerusalem,”

“systematic marginalization” of the Palestinian population and "exploiting

[Palestinian] natural resources.”146 It further claims that the “Gaza blockade... has

been accentuated by a donor boycott of the Gaza Strip under the guise of the ‘War

on Terror,’” thereby dismissing the real threat posed by Hamas terrorism that

emanates from Gaza.147

Women’s Centre for Legal Aid and Counseling’s 148 Christian donor agencies include: Dan

Church Aid, Bread for the World, Caritas Switzerland, Broederlijk Delen.

Women’s Centre for Legal Aid and Counseling (WCLAC) signed the “call” for BDS149

and joined an April 2012 campaign against companies doing business in Israel.150 In

its submission to the UN Commission on the Elimination of All Forms of

Discrimination Against Women, WCLAC neglected to discuss women’s rights issues

inside Israel, as well as incidents of violence against women in Palestinian society

such as honor killings. Instead WCLAC focused primarily on blaming Israel for

women’s rights issues in the Palestinian Authority.151

Ma’an Development Center’s152 Christian donor agencies include: Caritas, World Vision

Ma’an uses demonizing language such as “apartheid”153 and “colonization”154 in its

publications and its 2009 report, “Boycott, Divestment and Sanctions: Lessons

Learned in Effective Solidarity.”155 In a 2010 report on Israel’s presence in the Jordan

River Valley,156 Ma’an refers to Israeli policies as “apartheid policies” and a 2013

report refers to Palestinian villages in the area as having been “ethnically cleansed.”

YMCA East Jerusalem/YWCA Palestine’s158 Christian donor agencies include: Christian Aid,

Dan Church Aid.

YMCA-EJ and the YWCA-Pal have abandoned159 YMCA’s traditional nonpartisanship

and support BDS against Israel.160 They also signed a petition161 calling for an

academic boycott of Israel. The Joint Advocacy Initiative, organized by the

YMCA/YWCA, conducts “the Olive Tree Campaign,” which partakes in overtly political

activities,162 including organizing demonstrations and distributing t-shirts calling to

“Isolate the Israeli Apartheid.”

Gaza Community Mental Health Programme’s163 Christian donor agencies include: Bread

for the World, Quaker Service Norway.

Gaza Community Mental Health Programme (GCMHP) uses unsubstantiated medical

claims as a vehicle to demonize Israel, including allegations that the Jewish state

engages in “systematic state organized violence,” “collective punishment”

“massacres,” “war crimes,” and a system of “apartheid” against the Palestinian

people. Claiming to offer “professional insight” into the reason why Israeli soldiers

“shoot children in front of their parents,” Dr. Ahmed Abu-Tawahini, the General

Director of the GCMHP headquarters in Gaza City, appeared before the UN’s

Goldstone panel in 2009,164 claiming that such an action can only be explained by

“the psychological instability” and desire of the Israeli soldier to “restore his lost

image.”165

Palestinian Vision’s166 Christian donor agencies include: Bread for the World, HEKS-EPER,

American Friends Service Committee.

Palestine Vision promotes BDS campaigns and utilizes demonizing rhetoric against

Israel. It regularly accuses Israel of “Judaization”167; refers to Israel as “1948 lands”168

or “Palestine 1948,”169 and to cities in Israel as “1948 occupied cities”170; labels the

security barrier as the “Apartheid Wall.”171 Falsely claims that the Mamilla shopping

center is “built over [an] Islamic cemetery” and that Givat Shaul “is a settlement that

ate the lands and bodies of the Deir Yasin Martyrs.”172

Wi´am Palestinian Conflict Resolution and Transformation Center’s173 Christian donor

agencies include: General Board of Global Ministries (United Church of Christ and The United

Methodist Church).

Wi'am promotes BDS campaigns,174 utilizes “apartheid” rhetoric,175 and seeks to

demonize Israel through the misuse of Christian theology.176 It utilizes antisemitic

holocaust, and thus its direct victims…The Palestinian people are dying on the

Cross... We are laid in the Tomb.”177

Appendix I: Glossary of Terminology BDS (Boycott, divestment, and sanctions) is the main component of the “Durban strategy,”

which was adopted by dozens of NGOs at the 2001 UN Conference Against Racism held in

Durban, South Africa. The Durban NGO Forum crystallized the strategy of delegitimizing

Israel as “an apartheid regime” through international isolation tactics of political warfare

including the exploitation of human rights language, double standards, and false accusations

of “war crimes.”

“Delegitimization,” according to the Reut Institute, is the “negation of Israel’s right to exist

or of the right of the Jewish people to self-determination based on philosophical or political

arguments. When certain conditions are met – such as when demonization or blatant

double-standards are employed – fundamental delegitimization represents a form of

antisemitism.”

“Demonization,” according to the Reut Institute, is “presenting Israel as being

systematically, purposefully, and extensively cruel and inhumane, thus denying the moral

legitimacy of its existence. Examples include association with Nazism or apartheid or

accusations of blatant acts of evil.”178

“Anti-normalization” advocates, as stated by the ADL, “argue that debate between Israelis

and Palestinians should be resisted because the process of discussion would legitimize the

pro-Israel position and incorrectly portray the conflict of having two sides. This includes

rejecting all dialogue with pro-Israel counterparts.”179

“One State” activists reject Jewish sovereignty and self-determination rights. According to

this ideology, the existence of Israel is inherently racist and illegitimate. Therefore,

advocates oppose “two-state” solutions to the conflict, such as the “Roadmap” and the Arab

Peace Initiative, and support a single Palestinian Arab majority state throughout Israel, the

West Bank, and Gaza.

“Right of return” refers to the demand for the return of Palestinians displaced during the

1948 War of Independence and their multi-generational progeny to houses and properties

in Israel. According to Efraim Karsh, this demand is “tantamount to destroying Israel

through demographic subversion”180 and is irreconcilable with any peace process based on

the two-state solution that is officially endorsed by the international community.

“Lawfare” is the exploitation of courts and international legal bodies to judicially impose

boycotts and embargoes, and interfere with Israel’s diplomatic and foreign relations. NGOs

engaging in lawfare seek arrest warrants against Israeli officials for anti-terror operations;

file lawsuits against companies and governments doing business with Israel; lobby for cases

against Israelis at the International Criminal Court; and delegitimize the Israeli judiciary.
