Gov. Ducey has announced that he wants to start the dialogue on how to restart the economy.  He sent a generic letter to the business community stating his intentions.  This effort will be led by the Arizona Commerce Authority (ACA), which is a public‐private entity responsible for commerce policy in AZ.  Our lobbyist has spoken with the ACA and they are still in the beginning stages of determining how to move forward. This might result in one or two working groups – but that has not yet been decided.  They are very interested in hearing from companies that are currently closed.  However, they are also open to all ideas/suggestions from other industries that have been severely impacted by the shelter in place directives.  For now, they are simply asking for ideas and suggestions to be sent to the ACA.  They will then use this as a framework for future discussions and to develop a priority list for the governor to consider.

Gov. Newsom today announced the formation of a state Task Force on Business and Jobs Recovery.  According to the release from the governor’s office, the Task Force mission is “to chart a path forward on recovery in the wake of COVID‐19. The Task Force will be co‐chaired by Governor Newsom’s Chief of Staff Ann O’Leary and philanthropist, environmentalist and businessman Tom Steyer, who was also appointed Chief Advisor to the Governor on Business and Jobs Recovery.”

The role of the Economic Impact Subcommittee is to help predict the economic effects on the state of Georgia from COVID19 and make recommendations. They‘re also being asked to brainstorm policies that might be implemented to help ease the economic pain from this event.

Governor Kemp has announced that Georgia will reopen the State’s economy and begin easing social distancing. Based on criteria provided by the White House’s plan to reopen America, Governor Kemp says they are on track to meet the criteria under phase one. Starting Friday, fitness and personal care services are allowed to resume operations while practicing social distancing and proper sanitation. Restaurants are expected to reopen for dine‐in service beginning Monday, April 27, with the same expectations for safety. The SIP order is expected to expire April 30. 

The Governor also shared that he has been in communication with the other Southeastern state leaders, sans Democratic Governor Cooper, about a regional approach to reopening.

Idaho Gov. Little held a press conference to lay out his plan to reopen the state.  He announced that staged re‐opening will begin May 1, but will continue to follow the guidelines of the CDC and the White House.  The governor has assembled a group of business leaders to guide Idaho back toward prosperity ‐ the Economic Rebound Advisory Committee.  

A website has been established ‐ https://rebound.idaho.gov/  where Idahoans can track the progress of Idaho’s economic rebound.  The governor has planned a four‐phase opening process, with criteria at each of the four stages.  The website contains a grid with a plan for different segments of Idaho’s economy to reopen. This is intended to give employers and employees a path to reopening.  The governor will be making reopening decisions two weeks at a time in order to ensure that Idaho doesn’t reopen too quickly and have another COVID spike.  

Today’s announcement does not drastically affected the motor vehicle industry since under the governor’s previous orders auto sales have been allowed.

On April 27, Governor Whitmer said that outdoor enterprises and residential and commercial construction will be among the next businesses to reopen.  Whitmer said her administration is "carefully" evaluating reopening industrial sectors as well.  

Members of the governor's Michigan Economic Recovery Council also outlined recommendations for reopening the state's economy.  Those recommendations include using a regional approach, reopening low‐risk industries first and then moving to high‐risk industries and instituting best practices for protecting workers.

Gov. Lee announced the development of the Economic Recovery Group to focus on a phased reboot of the state economy. The group will be led by Tourism Commissioner Mark Ezell and will work in coordination with legislative leadership, local mayors, health care professionals, and representatives of impacted industries. The Economic Recovery Group will issue industry‐specific guidance so that businesses can be prepared to operate safely and protect their employees and customers.

Gov. Bill Lee announced on April 13 that his stay‐at‐home order will not be extended past April 30, and that businesses around the state will begin reopening next week.

Gov. Herbert announced that on Friday May 1, Utah will move from “Red” High Risk to “Orange” Moderate Risk for  COVID‐19. The governor emphasized the new level is less‐restrictive but remains a cautious operating system. The Orange level opens some elements  of the Utah economy, with some risks to the public for COVID‐19. 

Gov. Herbert announced an update to the state’s plan on opening the economy, entitled UTAH LEADS TOGETHER 2.0. At a press conference, Gov. Herbert stated the following:‐ The state plan in place currently has been working to flatten the curve and get the state back on track.‐ He is hopeful that Utah can begin easing restrictions in the beginning of May, including those restrictions on in‐house dining, elective surgeries, and gyms.‐ Restrictions can only be lifted as Utahns continue to adhere to the Stay Safe, Stay Home directive.‐ The timeline of Utah’s plan includes three phases: urgent, stabilization, and recovery.‐ Utah is at the end of the “urgent” phase.‐ Stay‐at‐home directives and orders are in place until May 1 — with promise the state may begin to gradually reopen.‐ The state will continue social distancing, increasing testing and maintaining public health orders limiting certain activities.‐ The stabilization phase is expected to continue through September, according to the plan.

According to Governor Evers, the Badger Bounce Back plan is informed in part by President Trump's Guidelines for Opening Up America Again, issued by the White House on April 16, 2020. Currently, Wisconsin does not meet the criteria the White House established to end Safer at Home and start reopening the state, but the Badger Bounce Back plan outlines some important criteria to be able to get beyond Safer at Home:  •First, a downward trajectory of influenza‐like illnesses reported within a 14‐day period AND a downward trajectory of COVID‐19 cases symptoms reported within a 14‐day period; •Second, a downward trajectory of posi ve tests as a percent of total tests within a 14‐day period; and •Third, ability to treat all pa ents without crisis care AND have robust testing programs in place for at‐risk healthcare.

 Gov. Justice announced today that he will soon lift the “Stay At Home” order imposed statewide last month, replacing it with a “Safer At Home” order.  The order lifts some restrictions on non‐essential businesses.  Essential business are exempt from the order and can continue to operate.

The new order goes into effect at 12:01 a.m. on Monday, May 4.

Governor Mark Gordon has unveiled a plan to transition Wyoming to a new phase of COVID‐19 response. The plan creates a pathway to ease restrictions, recover businesses, and resume some activities. The phased approach will be driven by health‐related data and provides counties flexibility to seek variances based on local conditions.  Additional information on the state’s transition is slated to be unveiled in the next week.

Governor Mark Gordon has announced the creation of five coronavirus task forces. Each will be headed by one the five top‐elected officials in order to provide a coordinated, focused response to the coronavirus (COVID‐19) pandemic.

The Governor’s office will coordinate the health task force while Secretary of State Ed Buchanan will head the task force focused on state services and operations; Auditor Kristi Racines will lead the task force focused on business and the financial sector; Treasurer Curt Meier will lead the transportation and infrastructure task force; and Superintendent Jillian Balow will lead the education task force. All task force heads will report to Governor Gordon for final coordination.
