    Protecting the American people is the Presidents most solemn obligation. Since

    the terrorist attacks o 9/11, the President has carried with him a symbol o sacriceand courage: a police shield given to him by the mother o an ocer who died at theWorld rade Center.     Waged the Global War on error

    Ater 9/11, recognizing the ongoing threat posed by radical extremists, PresidentBush deployed all elements o national power to wage a global war on terror. TePresident enlisted a coalition o more than 90 nations to cooperate in a campaign todismantle terrorist networks by drying up their nancing, hunting down operatives,and bringing terrorist leaders to justice.

    In this war on terror, America has taken the ght to the enemy. Hundreds o ter-rorists have been captured or killed in two dozen countries, including the mastermindo the 9/11 attacksKhalid Sheikh Mohammed.

    In Aghanistan, the United States and our allies removed the regime that har-bored the terrorists who plotted the 9/11 attacks. As a result, more than 25 millionAghans are ree; the terrorist training camps have been shut down; and Aghanistanhas become an ally in the war on terror.

    oday Aghanistan has a democratically elected President, a national assembly, and

    a market economy. Women are voting and starting their own businesses. Millionsmore children are in school, including girls who were once banned rom the class-room. President Bush and President Karzai established the U.S.-Aghan WomensCouncil in 2002 to help give Aghan women the opportunity to improve their livesand rebuild their country. First Lady Laura Bush made three trips to Aghanistan tounderscore Americas commitment to this work. Although Aghanistan still acesserious challenges, the international community is working together to help thisemerging democracy succeed.

    In Iraq, the United States led acoalition to remove a dictator whomurdered his own people, invaded hisneighbors, and threatened the UnitedStates. Because our coalition acted toremove Saddam Hussein, 25 millionIraqis are ree; the Iraqi people havethe most progressive constitution in

    the Arab world; and Iraq has becomean ally in the war on terror.

    With Saddam Hussein gone rompower, the coalitions mission turnedto helping the Iraqi people deendtheir reedom against violent extrem-ists. When the battle in Iraq reacheda pivotal point, the President rejected

    calls or retreat. Instead, in January 2007, he ordered a new strategy supported by asurge in orces. Tis historic decision dramatically reduced violence and created theconditions or political and economic progress to take place.

    War came to our shores on September the 11th, 2001. It was a warwe did not ask or, its a war we did not want, but it is a war that Iintend to deal with so long as Im your President.

    President Bush has given our Nation the institutions and tools necessary or

    prevailing in the long struggle ahead. he President retooled a Cold WareraDeenseDepartment into an agile, exible, and adaptive organization. Te Presidentincreased deense unding 73 percent to dramatically expand Americas all-volunteerorce and purchase advanced technologies, such as unmanned aerial vehicles. TeNational Guard was elevated rom a strategic reserve to an operational reserve. TeDeense Department modied the military command structure by creating U.S.Northern Command and U.S. Arica Command. Additionally, other reorms havebolstered eforts to combat the danger o weapons o mass destruction and have al-

    lowed special operations orces to better conront emerging challenges.

    President Bush improved our countrys intelligence-gathering capabilities. TePresident worked with Congress to enact our major pieces o legislation: 1. TeUSA Patriot Act; 2. Te Intelligence Reorm and errorism Prevention Act;3. Te Protect America Act; and 4. Modernization o the Foreign IntelligenceSurveillance Act. Te President established the Director o National Intelligence,tore down the wall that once divided law enorcement and intelligence operations,created the National Counterterrorism Center, and shited the ocus o the FBIrom investigating terrorist attacks to preventing them.

    Te President also bolstered Americas homeland security. More than 20 Federalagencies were merged together to create the Department o Homeland Security

    (DHS). Tis department provided more than $27 billion in homeland security grantsto cities and States to strengthen response capabilities and inormation-sharing andto protect critical inrastructure, such as chemical and nuclear acilities. Te Admin-istration also worked with cities and States to create interagency response plans toensure clear lines o responsibility in the event o another attack.

    o protect the homeland, President Bush also increased unding or bordersecurity and immigration enorcement eforts by more than 160 percent. As a result,the number oBorder Patrol agents has doubled to more than 18,000 agents. Te

    Border Patrol has been equipped with better technology. Te practice o catch andrelease was efectively ended at our borders, and a program was created to screenoreign travelers using biometrics and other 21st Century technology.

    Ater 9/11, the Administration also strengthened airport security. Te ransportation Security Administration was created to screen every commercial air passengerin the country, and the number o Federal marshals on passenger ights increased.

    Te Administration improved security at our ports. Nearly 100 percent o cargo

    containers that arrive at Americas ports are now screened or radiological and nuclearthreats, and the people who load and unload these containers are credentialed througha special program. Trough an international program, the vast majority o shipmentsentering our ports are screened at oreign ports long beore they dock in our waters.

    o combat the threat o biological and chemical attacks, the Administration createda new air monitoring system that is now operating in 30 American cities. Tis newsystem is designed to detect harmul biological agents and accelerate the governmentsresponse. Te Administration also increased Americas stockpile o vaccines andantibiotics to prepare our Nation or a biological attack or other health emergency.

More than seven years have passed without another attackon our soil. Tis is not or lack o trying on the part o the terrorists. Since 9/11, theUnited States and our allies have stopped deadly terrorist plots, including a 2002 plotto hijack an airplane and y it into the tallest skyscraper in Los Angeles, a 2003 plotto hijack and crash planes into targets on the East Coast, and a 2006 plot to blow upmultiple passenger jets traveling rom London.

    In this new century, there is a great divide between those who placeno value on human lie, and rejoice in the suering o others, andthose who believe that every lie has matchless value, and answersuering with compassion and kindness. Under the Global Initiative to CombatNuclear errorism, a coalition o75 nations is working together to enhance protec-tion, detection, and response to nuclear terrorism.     President Bush persuaded Libya to disclose and dismantle all aspects o itsWMD and advanced missile programs and renounce terrorism. Te Administrationdismantled the A.Q.     ists and their ideology o hatred. So under President Bushs leadership, the UnitedStates has worked to aid the rise o ree societies around the world. In countries romLebanon, to Ukraine, to Georgia, America supported successul democratic revolu-tions. In Pakistan, America supported elections that reected the will o the people.In the Balkans, America recognized Kosovo as an independent country. In the HolyLand, President Bush became the rst American President to support a two-statesolution with a democratic Israel and a democratic Palestine living side-by-sidein peace. And around the globe, President Bush more than doubled unding or the

    promotion o democracy.

    Brave democratic reormers and dissidents rom Damascus to ehran to Havanahave ound a true ally in President Bush. Te President has met with activists rommore than 35 countries. He has spoken out against human rights abuses, called orthe release o political prisoners by repressive regimes, and candidly pressed nationswith whom America has good relations or greater reedoms, such as Egypt, Saudi

    he Administration ushered in a new era in development assistance by dou-

    bling unding and transorming the way it is delivered. Trough new developmentassistance tools such as the Millennium Challenge Account, governments that acceptU.S. assistance are held accountable or making democratic and economic reorms toincrease transparency, strengthen their economies, improve the lives o their citizens,and ultimately decrease their dependence on aid.

    Te Presidents Emergency Plan or AIDS Relie(PEPFAR) is the largest com-mitment by any nation to combat a single disease in history. Since the President

    launched this initiative in 2003, PEPFAR has supported lie-saving treatment ormore than 2.1 million people and care or more than 10.1 million people worldwide.Te Program was reauthorized in 2008, and under this legislation the next phase othe program will support treatment or a total o at least three million people, theprevention o 12 million new inections, and care or 12 million people, including vemillion orphans and vulnerable children.

    Te Presidents Malaria Initiative (PMI) is on track to reduce malaria deaths by

    hal in 15 targeted countries across Sub-Saharan Arica. In 2007 alone, the PMIreached more than 25 million people with liesaving treatment and preventionservices, and this good work continues. Americas also became the rst and larg-est contributor to the Global Fund o Fight AIDS, uberculosis, and Malaria.America also expanded an initiative to treat more than 300 million people in Arica,Asia, and Latin America sufering rom seven major neglected tropical diseases.

    LOWERED TAXES & INSTITUTED PRO-GROWTH POLICIES

    President Bush enacted the largest tax relie in a generation. For only the third

    time in history, Americans received across-the-board tax relie. ax rates ell oreveryone who pays income taxes, and more than 13 million Americans saw theirincome taxes eliminated altogether. Te President worked with Congress to doublethe child tax credit, reduce the marriage penalty, and put the death tax on the roadto extinction.

    President Bush also worked with Congress to reduce tax rates on dividends andlong-term capital gains. Since these policies went into eect, capital gains haveincreased nearly 150 percent, and dividend income growth has increased rom an

    average annual rate o about 8.5 percent to more than 14 percent. Tese pro-growthpolicies helped Americas economy emerge rom the recession that President Bushinherited when he entered oce in 2001. He rallied Members o Congress toenact a $700 billion rescue plan to avert a global nancial meltdown. And togetherwith leaders rom around the world, whom he convened in Washington, D.C., inNovember, the President has worked to restore stability to our nancial system andreturn our economy to the path o prosperity and growth.

    In the long run, the uture o our economy depends in large part on opening newmarkets or American goods, services, and crops. When President Bush took ocein 2001, the United States had ree trade agreements (FAs) in orce with only threecountries. oday, America has agreements in orce with 14 countries, and Congresshas approved FAs with another three. Tese agreements have beneted Americanarmers, workers, and small business owners. For example, ater the DominicanRepublicCentral AmericaUnited States Free rade Agreement (CAFA-DR)came into orce, U.S. exports to Central America increased dramatically.     Brought Greater Accountability to Schools and Delivered Results or Students

    President Bushs ocus on accountability transormed Americas education sys-tem by replacing a culture o low expectations or some with a commitment to highachievement or all. Te President worked with Members o Congress rom bothsides o the aisle to pass the landmark No Child Let Behind (NCLB) Act. Tislaw asks states to set measurable standards and hold schools accountable or ensuringevery child learns to read and do math at grade level. Six years ater NCLB becamelaw, the results are clear. According to the Nations Report Card, ourth-gradestudents achieved their highest reading and math scores on record, and eighth-grade students achieved their highest math scores on record. Arican-American andHispanic students posted all-time highs in reading and math, and the achievementgap has narrowed.
