MAIN BARRIERS TO
RECOGNITION SYSTEM– Some Government regulations on certification scheme
that require only official certification is recognized.
– Some requirements for a particular level of school
education before allowing someone to enrol in a course.
– Lack of recognition between qualifications offered by
diffrent organizations even within the same country and
sector. Some courses conducted by one Ministry or by
private training organizations are not recognized by
other organizations.
– Non recognition of qualifications between sector e.g.
from vocational education to university.
– Lack of provision or high cost to have workplace
experience recognised as a legitimate qualification.
Development for industries implementing HRD based on
competency (RMCS) link with industry QMS.
Developing Standards/guidelines for operating Training Body
implementing CBT program harmonised with certification system
Strengthening Accreditation Body to ensure and maintain

OF COUNTRY APPROACH AND PROGRAM

Industries are not yet well informed the competency recognition system
Assessee are not familiar with the National Competency Standard required by Industries.
Recognition outside country
Harmonization between countries in competence/skill recognition are very limited.
Capacity to develop and update
Capacity to develop and update recognition seems to be prospective, since most of ministry develop
program for competence development and some organizations implementing the system are developed.
Complexity of the current system
Education program do not yet all implement CBT-based training
Training organization do not yet all implement CBT-based training
Competency Standards are not yet implemented as Training Modul
Standards/guidelines for operating Training Body implementing CBT program are not available
Accreditation Body for training body are not yet ready.
Cost
High cost to have recognition through certification is one big issue. The challenge is to encourage the
development of assessment centre/venue in the industry as worplace, and the training centre to develop
assessment centre based on requirement of Good Practice as in the workplace.
