JCOA Mission
The mission of the Joint Center for Operational Analysis (JCOA) is to actively collect data; conduct sound analysis; and produce and deliver products compelling change to the Joint service community in order to improve the warfighting capabilities of the force.
Learn, Adapt, Dominate
What we do • Strive to out-learn, out-think, and out-adapt our enemies
through:–Active collection from ongoing operations, exercises and experiments.
–Rapid production of briefings, papers, and reports of findings for senior leaders.
–Applying select findings to the Joint Requirements process.
–Assist Combatant Commanders in developing lessons learned for their ongoing operations
• Assist other organizations with establishing their own lessons learned programs
–Sustaining a comprehensive, updated database of Lessons Learned.

How we do it
• Provide tailorable and world-wide deployable teams of multi-disciplined operations analysts able to support joint, combined, and interagency missions with operational analysis, reachback to greater analytical expertise and an extensive lessons learned database.
• Collect info, data…come up with a finding• Write a paper describing/detailing the finding• Create a brief to tell a story about the finding to
senior leaders…vignettes and anecdotes are critical
• Produce other reports or other products, by exception, for special audiences

How We Are Different
•Methodology–Unique approach . . . Dynamic assessment vs. a “post mortem”
–Only DOD LL organization that focuses at the joint operational level
–Focus on what matters to the warfighter–Experienced, joint team, coached by a Senior Mentor–Embedded at static joint operational headquarters–Fairly unencumbered access and movement within Theater
–Cross-cutting, collaborative issue identification and synthesis
–Provide real time insights that positively impact execution
•Not a systems assessment
