FOREWORD

With the merger of the Shropshire Cricket League and theShropshire Premier Cricket League, all member clubs of thenew Shropshire County Cricket League have been invited totake part in the inaugural Marston’s T20 KO competition. Thecompetition this year includes entries from 41 clubsrepresenting the top five divisions of the League – no doubtsome of our smaller clubs will be looking forward to theopportunity for giant-killing!

Last year saw the 20:20 competitions played for the finaltime in the Shropshire Cricket League and the ShropshirePremier Cricket League.

In the Shropshire Cricket League the format was refreshedfor 2011 with coloured clothing, coloured balls, additionalfielding restrictions and free hits introduced. For the first time,the competition concluded with a hugely successful Finals Day,hosted by Knockin & Kinnerley CC with aplomb. The last fourof Cound, Forton, Knockin and Pontesbury braved inclementweather to provide some excellent cricket, home side Knockineventually overcoming Forton in the final by 6 wickets. KKCC’sSeth Bradbury was the man of the match, scoring an unbeaten47 from only 28 balls to see Knockin home.

In the Shropshire Premier Cricket League KO 20:20competition, Reman Services defeated Newport by 18 runs inthe final hosted by Newport CC. Reman’s Dominic Bradburnemade a half-century and took six wickets in the match.

With the advent of this new competition, we continue torefresh the rules and the format and hopefully this will bereflected in the enjoyment of the players and spectators alike.Coloured clothing and coloured balls will be allowed in allmatches and to add extra interest the batting side will have anadditional two-over Batting Powerplay that they can take at anypoint after the initial fielding restrictions have ceased in theirinnings.

The fantastic response from our clubs has meant that werequire a qualifying round and this round and the first roundproper has been regionalised to reduce travelling. The top 16placed clubs from 2011 have been seeded in the first round,with an open draw for the following rounds which will add to theexcitement.

We would like to thank Marston’s for their sponsorship ofthis year’s knock-out competition and we hope that this seasonthey are rewarded with a vibrant competition culminating inFinals day to be held at Ludlow Cricket Club on July 15. Thenew-format Finals day will see both semi-finals and the finalplayed on the same day in what promises to be a celebration ofShropshire cricket.

All that remains is for me to wish every team taking part inthis year’s competition the very best of luck.

Marston’s are delighted to continuetheir association with league cricket in

Shropshire into a fifth successive season and are excited to bepart of the inaugural new-look SCCL T20 KO competition whichfeatures a record 41 sides.

There will be four rounds culminating in a big Finals Day atLudlow CC on July 15. This will take the format of two semi-finals and a final and should prove to be a special and excitingday out for everyone.

Marston’s will be conducting the draw for each round andthere will be a “player of the round” individual prize throughoutthe competition.

I endorse the sentiments of Tim Barber in wishing everyclub which has entered all good luck throughout thecompetition.

MARSTON’S T20 KNOCK-OUT COMPETITION RULES 2012

1. OBJECTIVEEThe objective of the competition is to enable teams from member clubs of alldivisions to play each other in an eleven-a-side evening knock-out competition.The competition is intended to provide additional cricket for those players whoplay regularly for their club in its League matches during the season.

2. ORGANISATION2.1 Participation in the competition is only by invitation of the League. Fixtures

for the Preliminary Round will be drawn before the season starts and will bepublished in the League handbook. Fixtures for subsequent rounds will bedrawn at the completion of the previous round.

2.2 Teams will be notified by the Results Secretary who their opponent will be asthe competition progresses.

2.3 The matches will be played according to the M.C.C. Laws of Cricket (2000Code 4th Edition – 2010) modified as under these rules.

2.4 Results must be sent promptly to the Results Secretary. – see rule 5.19 / 5.20.2.5 The competition is organised and run by the Knock-out Competitions Sub-

Committee.

3. PAYMENT OOF UMMPIRESWhere panel umpires are appointed each team will pay umpires’ expenses of £18in cash to one umpire before the start of the match. The match will not start untilboth payments have been made.

4. ELIGIBILITY OOF PPLAYERS4.1 All players must be bona fide members of the club for which they play in the

competition and must be registered with the League in accordance with theLeague’s “Rules and Playing Arrangements”.

4.2 No player may take part in the competition if he plays in any other Leagueon Saturdays.

4.3 To qualify to play in the Second and later rounds of the Competition, allplayers must have taken part in at least 20% of their club’s ShropshireCounty Cricket League matches played before that round. (A Leaguematch which has been abandoned without a ball being bowled does notcount when determining a player’s eligibility.)

4.4 No player may play for more than one club in the competition.4.5 Any club found to have used an ineligible player may be fined and excluded

from the competition the following year at the discretion of the Knock-OutCompetitions Sub-Committee.

4.6 Before the toss for innings, each captain must nominate his players who maynot thereafter be changed without the consent of the opposing captain. Thenominated players are to be set out on a team sheet which is to bepresented to both Umpires. The team is deemed able to start at 6.15 p.m., ifseven or more players are present at 6.05 p.m.

4.7 Any team failing to fulfil a fixture at any stage of the competition, may befined and excluded from the competition the following year at the discretionof the Knock Out Competitions Sub-Committee.

5. MATCH AARRANGEMENTS5.1 Matches shall be played on the ground chosen by the home side.5.2 Matches shall be played on the specified Thursday or following Thursday if

bad weather prevents play on the original date.

5.3 Any side that declines to play in accordance with Rule 5.2 will be deemed tohave forfeited the match. If, on appeal, the KO Sub-committee considersthat there are extenuating circumstances, the two sides will be given theopportunity to agree a new date, which should be before the next round ofthe competition. If agreement is still not reached, the KO Sub-committee willdecide when the match is to be played and its decision will be binding onboth clubs.

5.4 If inclement weather prevents a match being played on the specified date,the clubs must immediately re-arrange it to take place on the followingThursday. The home club must notify the KO chairman of the revised datewithin 24 hours of the original postponement.

5.5 Should the reserve date be affected by inclement weather conditions, sopreventing a positive result, a bowl-out shall take place to decide the winner.Should the inclement weather conditions prevent a bowl-out taking place,the toss of a coin shall decide the winner of the tie. Notes (c) and (d) belowrefer.

Note –– BBowl-Outsa) The eleven participants from each side shall bowl over-arm alternately at a

complete set of wickets from a distance of a normal pitch length (22 yards),the winner being the side who hit the wickets most times from the elevenattempts.

b) Should the hits be equal after the initial bowl-out, a ‘Sudden Death’ (goldenball) will ensue, with each side bowling in the same alternate order aspreviously with the original ball as used in the initial bowl-out until a positiveresult is achieved.

c) In circumstances whereby the actual ‘square’ is determined unfit, Bowl-outsmay take place on the outfield, in the net area or at a suitable indoor venue,should such a facility be available, which ever is agreed by both sides. If,however both sides agree that conditions are unfit for a bowl-out and nosuitable indoor venue is available, the toss of a coin shall decide the winner.

d) Should the reserve date be postponed, due to inclement weatherconditions, so preventing either side being in attendance, a representativefrom each side shall arrange to meet at a mutually agreed venue, either onthe same evening or no later than the following evening, so enabling thetoss of a coin to take place in deciding the winner.

5.6 No match, other than one re-arranged in accordance with rules 5.3 and 5.4,shall be played after the specified week without permission of the KO Sub-committee.

5.7 Any breach or infringement of these rules will result in the offending club(s)being expelled from the competition. The KO Sub-committee will adjudicateon all matters as necessary, including emergencies and any matter notspecifically covered by these rules. It will decide if and when any extenuatingcircumstances should apply, and its judgment will be binding on all clubs.

5.8 Each side shall have one innings consisting of a maximum of twenty six-ballovers. If there is a late start or weather conditions make this desirable, thecaptains may, before the toss takes place, agree to reduce the number ofovers to a minimum of 5 overs per side.

5.9 Declaration and forfeiture will not apply in the competition – the captain ofthe batting side may not declare his side’s innings closed at any time duringthe course of the match.

5.10 Once a match has started, any interruption of more than 30 minutes forpoor weather, etc, shall render the match void, and the fixture shall berearranged. Captains will commence the rearranged match with a new toss.

5.11 The toss for innings shall take place not later than 6.05 p.m. In the event of ateam not complying with this, the opposing team may, if it so wishes, claimthe toss.

5.12 Matches shall normally commence at 6.15 p.m. If one team is not ready toplay by 6.45 p.m. the match shall be awarded to the other team.

5.13 The home side shall provide the match ball; it shall be approved by bothcaptains before the toss and be used throughout the game. It need not benew but must be of good quality and in good condition. If both captainsagree a coloured ball may be used; if agreement cannot be reached then ared ball shall be used.

5.14 For the round of 16 through to the Final, the League will supply newcoloured balls.

5.15 No bowler may bowl more than 20% (rounded up to the nearest over) ofthe agreed overs.

5.16 The interval between innings shall not exceed ten minutes, except in theFinal.

5.17 No appeal against the light shall be allowed after the commencement of thesecond innings unless the umpires decide that it would be unreasonable ordangerous for play to continue.

5.18 A match is won by the side scoring the greater number of runs in the agreedovers; if the scores are level, the team which has lost fewer wickets shall bethe winner; if equal, the team scoring the greater number of runs off the bat(i.e. excluding extras) shall be the winner. 5.19 It shall be the responsibility of the winning cclub to ensure that a fullycompleted official Shropshire County Cricket League Knock-out score sheet,signed by both captains and umpires, is sent to the Registrations && RResultsCoordinator, to arrive not later than two days after the match was played.Captains should note that the full names of all players must appear on theScore Sheet.The summary results shall be posted on the League’s website by the winningclub not later than 48 hours after the completion of the match. Theminimum information required to satisfy the Rule is as follows:w Scores and wickets for both teamsw Name and score of any batsman scoring more than 20 runsw Wickets and runs for any bowler taking 3 or more wickets

5.20 For the round of 16 through to the Final it will be the responsibility of theappointed panel umpires to send the results sheet to the Registrations &Results Coordinator within 48 hours of the fixture taking place.

5.21 The Registrations & Results Coordinator will notify clubs who theiropponents will be in the next round and will send an official Score Sheet tothe home side.

5.22 Fielding RRestrictionsAt the instant of delivery, there shall not be more than five fielders on the legside. For the first six overs of each innings, only two fielders are permitted to beoutside of an area bounded by two semi circles centred on each middlestump (each with a radius of 30 yards) and joined by a parallel line on eachside of the pitch (the fielding circle). The fielding circle should be marked bya white painted dot or plastic markers. For the remaining overs of each innings, only five fielders are permitted to beoutside the fielding circle at the instant of delivery, except for the two oversof the Batting PPower PPlay, when only three fielders are permitted to beoutside of the 30-yard fielding circle.Batting PPower PPlay – Between overs 7 through to 20 the batting side musttake a two over batting ‘Power PPlay’. The overs nominated must beconsecutive. Where the number of overs has been reduced in the inningsthe batting Power Play can be taken after the recalculated overs for fieldingrestrictions has been bowled.

In circumstances where the number of overs are reduced, the fieldingrestrictions shall be reduced, proportionately, in accordance with the tablebelow for each innings. Fractions are to be ignored in all calculationsregarding the number of overs.

In the event of an infringement of any of the above fielding restrictions, thestriker’s end umpire shall call and signal “No ball”. Law 24.12 will apply;except that the penalty for a “No ball” will be two runs.

5.23 Free HHitThe delivery following a “No ball” called for a foot fault (Law 24.5) shall be afree hit for whichever batsman is facing. If the delivery for the free hit is nota legitimate delivery (any kind of no ball or Wide ball) then the next deliverywill become a free hit for whichever batsman is facing it. The penalty for a“No ball” will be one run. For a free hit, the striker may be dismissed onlyunder circumstances that apply for a No ball, even if the delivery for the freehit is called “Wide ball”. Field changes are permitted for free hit deliveries(within the restrictions of 5.22).

5.24 Coloured cclothingColoured clothing will be allowed in all rounds of the competition.

5.25 Bowling oof OOvers –– TTime RRestriction

a) There will normally be two sessions of play of one hour and fifteen minuteseach, separated by an interval of ten minutes, during which time the pitchmay be rolled at the request of the captain of the side batting second.

b) Captains are encouraged to ensure that their team bowl their allocatedovers within the scheduled time for cessation of the innings.

c) In delayed or interrupted matches, one over will be deducted for every threefull minutes and forty-five seconds of playing time lost. The number of oversshall be arranged so that both teams have the opportunity of batting for thesame number of overs (minimum of five overs per side). For reduced overmatches, the timings shall be adjusted by the amount that the starting timeis also adjusted, allowing three minutes and forty-five seconds for each six-ball overs to be bowled.

d) In matches where one or more panel uumpires are standing penalty runsshall apply when sides fail to bowl their twenty overs within one hour andfifteen minutes.

If the team fielding first fails to bowl the required number of overs by thescheduled cessation time of the first innings, play shall continue until therequired number of overs have been bowled. In the event of then failing todo so, the full quota of overs will be completed, and the batting side will becredited with six runs for every full over that has not been bowled, withthese runs being added to their overall total.

This will apply to both innings of the match, and if the side batting second iscredited with runs in this way, and this consequently takes their score pastthat of the side batting first, then the match shall be deemed to have beenwon by the side batting second. All penalties in this regard, will be imposedimmediately the ball first becomes ‘dead’, after the scheduled orre-scheduled cessation time of the innings.

If the innings is terminated before the scheduled or re-scheduled ‘cut-off’time, no over rate penalty shall apply; if the innings is interrupted, the overrate penalty will apply, based on the re-scheduled cessation time for thatinnings.

e) The umpire shall inform the fielding team captain when taking the field forthe first time and every subsequent occasion, if play is interrupted by theweather, the cessation time for that innings and the umpire at the bowler’send will inform the fielding captain, the batsmen and his fellow umpire, ofany time allowance, as and when they arise (this matter will not be subjectto retrospective negotiation). In addition, in all reduced overs matches, thefielding team will be given one over’s leeway.

5.26 Timed OOutTo encourage the prompt turnaround of players at the fall of a wicket Law31 Timed Out will be amended to one minute and thirty seconds. Theincoming batsman, must be in a position to take guard, or for his partner tobe ready to receive the ball, within one minute and thirty seconds. Playerswill be expected to jog to the wicket, immediately a wicket falls.

5.27 ScorersFor round two onwards, both teams must provide a suitably able scorer forthe match, who is not one of the players in the match.For the earlier rounds clubs should endeavour to provide a suitable ablescorer for the match, who is not one of the players in the match.

6. SEMI-FINALS AAND FFINAL6.1 The date and a neutral venue for the semi-finals and final shall be

determined by the Management Committee.6.2 The League will provide new balls for the semi-finals and final.6.3 The provisions of the competition rules 5.22, 5.23, 5.24, 5.25, 5.26 and

5.27 shall equally apply.6.4 A match is won by the side scoring the greater number of runs in the agreed

overs; if the scores are level, the team which has lost fewer wickets shall bethe winner; if equal, the team scoring the greater number of runs off the bat(i.e. excluding extras) shall be the winner. If still equal, the winner shall bedecided by a bowling competition, with initially five different bowlers eachbowling a delivery at a set of stumps, and if still equal then by sudden death,provided that each team bowls the same number of deliveries and that nobowler may bowl more than one delivery until all members of his team havetaken their turn.

6.5 Each side shall have one innings consisting of a maximum of twenty six-ballovers. If there is a late start or weather conditions make this desirable, thecaptains may, before the toss takes place, agree to reduce the number ofovers to a minimum of 5 overs per side.

6.6 For the Final the players of both teams and the match officials will bepresented with small trophies as mementoes of the occasion.

6.7 For the Final the umpires will be invited to nominate, and a trophy will bepresented to, the Man of the Match.

7. UMMPIRES7.1 The SCB Association of Cricket Officials will appoint umpires for the Round

of 16 through to the Final. For the semi-finals and Final the league will paytheir match fees.

7.2 If requested to do so, the SCB Association of Cricket Officials will endeavourto appoint panel umpires for matches in the earlier rounds of theCompetition; it will however be the responsibility of the team(s) making therequest to pay the umpires reasonable expenses.

7.3 WiidesUmpires are urged to apply a strict and consistent interpretation of Law 25“Wide Ball”to prevent negative bowling wide of the wicket, especially downthe leg side.7.3.1 Any ball passing behind the batsman (in his normal stance at the

wicket) not touching his person or equipment, will be called andsignalled “wide ball” by the bowler’s end umpire.

7.3.2 As a guideline to the umpires for the calling of wides on the off side,pitch markings should be expanded to include lines 17* inside eitherreturn crease at each end of the pitch.

No bball7.4 Any ball which after pitching passes or would have passed above shoulder

height of the batsman standing upright at the crease shall be called andsignalled no ball by the umpire at the bowler’s end.

7.5 Any high full pitched ball (regardless of pace) which passes or would havepassed above waist height of the striker standing upright at the crease shallbe called and signalled “No ball” by the umpire standing at the bowler’send.

7.6 Law 24.6 is replaced by:The umpire at the bowler’s end shall call and signal “No Ball” if a ball whichhe considers to have been delivered without having previously touched bator person of the strikerEither a) bounces more than ONCE
