SERVICES: Integrates the South Carolina National Guard Service

Member and Family Care systems with the intent of optimized

efficiency in providing help and the reduction of “at risk” tendencies in

the South Carolina National Guard. SMFC subordinate organizations

include the Behavioral Health Specialists (BHSs), Employer Support of

the Guard and Reserve (ESGR), Air Guard Family Readiness, Family

RESILIENCE AND RISK REDUCTION (R3) SECTION

Conducts, coordinates, and hosts Resilience training for all phases of

the ARFORGEN Cycle. Produces and updates state Resilience, Risk

Reduction, and Suicide Prevention (R3SP) products such as Leader’s

Guides, Soldier/Airman Questionnaire, etc. Project managers, case

management battle tracking, and R3SP advisors for state R3SP Council.

SUICIDE PREVENTION PROGRAM

SERVICES:

Works with the Major Subordinate Commands (MSCs) to identify the MSC Suicide Intervention Officer (SIO) points of contact (POCs) and establish a statewide SIO POC list.

Ensures all SIO’s are aware of their duties/responsibilities and have appointment orders.

Ensures that the R3 Section and SCNG subordinate units are aware of and adhere to all guidance given in the NGB R3SP Campaign Plan, updates, policies, etc. reference to suicide and suicidal actions.

Prepares all mandatory/optional suicide prevention training; conduct “Train the Trainer” events on mandatory/optional suicide training

Serves as the NCOIC in planning, preparing, and executing all Applied Suicide Intervention Skills Training (ASIST) events within the SCNG.

Ensures proper procedures (actions, reporting, and follow ups) at the unit and R3 Section / SCNG level are followed whenever there is a suicidal incident (ideation, attempt, or completion).

Sexual Assault Prevention and Response Program (SAPR)

SERVICES: The Sexual Assault Response Coordinator (SARC) and Victim Advocate Coordinator (VAC) facilitates training of the sexual assault prevention and response services to increase awareness and foster a safe and confidential atmosphere for victims to report incidents of sexual assault. The SAPR Office coordinates sexual assault awareness and prevention events and provides refresher trainings to victim advocates assigned to the units as well host workshops to increase the understanding of what constitutes sexual assault and to reinforce that it is a crime and punishable. The SAPR Office handles case management, collects and reports data and provides updates to victims. The SAPR Office is victim based entity not an investigative entity. The SARC and VAC provide resources for the victim based on the victim needs and requests.

Substance Abuse Program (SAP)

The Substance Abuse Program’s (SAP) Mission is to strengthen the

overall fitness and effectiveness of the South Carolina Army National

Guard, to conserve manpower and to enhance the combat readiness of Soldiers.

Provides free and confidential referrals to SAMSHA approved

facilities around the state of South Carolina for Service members and

their Families

SERVICES:

a Conducts statewide urinalysis testing

Can be done at SRP/ IMRX

b Ensures quality control of unit specimens collected prior to lab

c Coordinates unit testing, training and track unit testing percentages

d Provides Unit Prevention Leader (UPL) training during drill and anytime during the week.

UPL certification is valid for one year.

Call the SCNG Behavioral Health Care Line to connect to a Behavioral

Health Specialist. This line is open 24 hours a day, 7 days a week.

Behavioral Health Specialists - ARMY SERVICES:

The BHS Team coordinates the 24 hour Behavioral Health Care Line (1.800.681.2558) to assist Service Members and their Families with non-emergent mental health, behavioral health, or emotional support. They provide non-clinical counseling for a variety of issues such as post deployment adjustments, communication issues, conflict / anger management, anxiety, depression, parenting issues, etc. They are independent Contractors with strict confidentiality criteria, but comply with Duty to warn (informing a third party or authority if an individual poses a threat to self or other) They are responsible for providing direct, face-to-face onsite consultation for the purpose of providing referral coordination/outreach, clinical assessment, Solution Focus Brief Therapy, educational and motivational activities/trainings, monitoring and follow up mental health services.

SC National Guard

Chaplains – State Ministry Team

Services: The Chaplains serve the Army and Air National

Guard Members and Families, as representatives of the

Chaplains faith traditions. The Chaplain team augments the Service

Members (SM) and Family Member's (FM) spiritual support

community. While in service, the Chaplain team ensures the free

exercise of religion among those serving. They will either perform

direct religious support or arrange for religious support if the

Chaplain is unable to fulfill the request. The Chaplain Corps aims to

nurture SM's and FM's by providing spiritual support/guidance during

all seasons of life and need. They care for the wounded as they

provide protected confidential care for SM's and their FM's. They

promote spiritual well-being of SM's and FM's through various,

teaching and counseling opportunities. In some instances, Chaplains

perform marriage ceremonies and ensure our fallen are honored as

they conduct funeral services. The chaplains’ focus is one of Spiritual

Fitness (AR 350-53/AFI90-506), key to achieving total health. National

Guard Chaplains work with civilian clergy to accomplish the mission

of Spiritual Fitness.

SC AIR GUARD

CHAPLAIN CORPS

169th Fighter Wing

National Guard Base

Chaplains are the spiritual leaders of the National Guard. Their mission

is to provide spiritual care and the opportunity for service members

and their families to exercise their constitutional right to the free

exercise of religion. This is accomplished through religious

observances, providing pastoral care, confidential counseling, and

advising leadership on spiritual, ethical, moral, morale, core values,

and religious accommodation issues. Chaplains lead the Strong Bonds program in partnership with the

Airman and Family Readiness Program Coordinator and assist

commanders in building individual resiliency by strengthening the

military family. The core mission of Strong Bonds is to increase

individual service member and family readiness through relationship

education and skills training. Retreats are offered for singles, married

couples, and families.

Chaplains help service members and their families during all phases of

the deployment cycle. They play a key role in the Yellow Ribbon

Reintegration Program as they conduct a variety of workshops for

married and single service members, offer individual and family

counseling, and provide worship services during the weekend events.

Chaplains provide suicide prevention training, crisis intervention after

a traumatic event, and spiritual resiliency retreats for service members

before and after a deployment. Chaplains lead a Religious Support Team (RST) which consists of the

Chaplain and a trained Chaplain Assistant. The Chaplain Assistant is an

enlisted service member who serves as an extra set of eyes and ears

for the RST as they support the ministry of Chaplains.

The SCANG Chaplain Corps primarily provides support to service

members assigned to the 169th Fighter Wing. They serve as Traditional

Guard members during Unit Training Assembly weekends and periods

of Annual Training. However, they can be reached anytime outside of

SERVICES: The Yellow Ribbon

Reintegration Program is a Department

of Defense-wide effort to promote the well-being of National Guard and

Reserve members, their families and communities, by connecting them

with resources throughout the deployment cycle. Commanders and

leaders play a critical role in assuring that Reserve service members and

their families attend Yellow Ribbon events where they can access

information on health care, education/training opportunities, financial,

and legal benefits.

MISSION: SCNG Veteran Advisors provide

responsive assistance to Veterans and Family

Members related to eligible benefits and

compensation by coordinating with regional

partners to maximize local resources and minimize delay in services.

VISION: SCNG Veteran Advisors are viewed by regional partners

TRANSITION ASSISTANCE ADVISORS

SERVICES: Provides information and assistance to Veterans in SC and their

Families in understanding and obtaining benefits and services through the

Veterans Administration and the military health system. Coordinates

with appropriate Veterans Administration, TRICARE, Veteran Service

Organizations, and other resources to provide required information and

assistance. Participates in the mobilization and demobilization process to

brief/advise Veterans and their Families on available entitlements and

information resources. Researches and resolves issues associated with

entitlements when Guard Members and/or their Family members

encounter problems.

Mission

Posture and promote regionally accessible, enduring Health

and Wellness Programs that provide healthy lifestyle choices,

opportunities for routine physical activities, methods to

identify and reduce high risk behaviors, and techniques to

increase the number of Ready, Relevant, Resilient and

Responsible Service Members, Retirees and Families.

Vision

To integrate a Health and Wellness Program that creates

accessibility, encourages participation, and provides a

platform that improves the overall health and wellness of all

Service Members, Retirees, and their Families to reach their

potential.

Health and Wellness Coaches

You will find a Health and Wellness Coach assigned to all seven

One Stop Shops across South Carolina. We are here to assist

Service Members (Army and Air), Family Members, and

Retirees with health and wellness concerns. We are available

to coach at the individual, group and organization level. There

is no cost associated with our services, and we are available to

meet with you at your local park, your gym, or your armory.

We also have programmed workout locations across the state

that you are welcome to attend.

Services: The mission of the State Casualty Operations is to provide a

wide spectrum of services ranging from supporting severely injured

Soldiers who are working to regain a level of normalcy in their lives to

assisting family members of deceased, unaccounted for, or mission

FAMILY PROGRAMS OFFICE - ARMY

State Family Program Director

SERVICES:

-Serves as the Joint Force Headquarters (State) staff advisor on Family

readiness, quality of life and other Family Program matters, which

includes identifying and recommending priorities.

-Manages and implements the Family readiness and Family assistance

system to ensure that Family Programs elements and support services

are provided to Military and Family members.

-Manages and implements Family readiness training and information,

referral, and follow-up service for all phases of mobilization and

deployment mission in response to Family needs.

-Maximizes utilization of the local community, state, regional, national

resources, and networks to provide a safety net for Families. Serves

as the subject matter expert and advisor to the Family Assistance

Center operation during periods of activation and deployment.

FAMILY READINESS- There are five Unit Family Readiness Support

Assistants/Specialists (FRSAs) assigned to the following SMFC Regional

Centers – Charleston, West Columbia, Florence, Rock Hill and Clemson.

They support the units assigned in their geographical region.

FRSAs are a vital link between the unit Commander, the Families of

Service Members assigned to the unit, and the community

resources available to the unit’s Service Members and their

Families. The FRSA serves as the Commander’s advisor on the

unit’s Family Readiness

Group (FRG) Program

The FRSA are a part of the Family Program’s Branch

SERVICES: The SCMFCA provides emergency relief to South Carolina

resident military members and their Families in the event of unusual or

unpreventable hardship. Requests for financial assistance to stop

evictions or utility shut-offs can be made by submitting a completed

SCMFCA Request Form and accompanying documentation of updated

past due bills. Request Forms can be obtained through the SCMFCA POC

or the SCARNG Family Program office. Requests with Soldiers’ or Families

personal information should be sent via the most confidential means and

only directly to the SCMFCA by the Commander.

SOUTH CAROLINA MILITARY FAMILY RELIEF FUND

SERVICES: The South Carolina Military Family Relief Fund (SCMFRF),

provides monetary grants to families of South Carolina National Guard

members and South Carolina residents serving in the U.S. Armed Forces

Reserve components. There is a Status Based Grant, which is a flat rate of

$500, as well as a Need Based Grant which can amount up to $2,000.

Service Member must have military orders showing they were on duty for

at least 30 consecutive days containing one of the following: Operation

Noble Eagle/Enduring Freedom/Iraqi Freedom or Executive Order

#13223. In addition, for the Need Based Grant, Service Member must

submit monthly civilian and military pay stub showing a 30% or greater

decrease from his or her civilian salary, proof of expenses or bills, and a

signed statement on what the grant will be used for.
