Ronnie and John Bruynseels welcomed everyone to the meeting and introductions were made. Attendance and apologies were noted.

2. Hot Topics Blue Badges – Kate confirmed that she had spoken to the Transport department and clarified that a residential home with 12 or more people requiring a Blue Badge are able to request for 1 blue badge per vehicle. For those with 6 or less people requiring a Blue Badge, individual badges need to be requested. This measure has been put in place to reduce the misuse of blue badges. Residential homes are able to submit a business case to request for multiple blue badge use. Living It Up Campaign – Anne confirmed that the Living It Up events will continue and will be organised by the Living It Up group. Lansdowne Services are sponsoring the group. Concessionary Bus Pass Scheme – An Executive Decision was made to allow bus pass holders to use their passes before 9.30am. Emergency Access – Anne asked if the Health Facilitation Services were available for out of hour’s emergencies. Social Work duty teams can be accessed during working hours via duty desks. Out of Hours calls are

picked up by the Emergency Duty Team on 0300 300 8123. NHS Direct and A&E are 24 hour services. The Health Facilitation Team are available during working hours (9-5pm). Postural Care – Nikki Keer said that SEPT are looking at developing a specific pathway and will provide information to the Board when ready. Benefits Awareness – Liz said that Fremantle had had some difficulties understanding benefit entitlements particularly finding it difficult to navigate around the legalities of what people can and cannot claim for/ are entitled to when their circumstances change or if they have been in a care home/ supported living service for some time. Liz asked if arrangements could be made for some awareness training to happen for providers. John said he would find out if a workshop could be arranged through the Council but he asked other services who have information on this topic to support. Mark said that the Care Solutions Group receive regular updates about benefits from a nominated lead person. He agreed he could share these updates with other providers. Organisations can email [email protected] at a fee. Ann said Signpost Volunteers are able to support and guide carers / individuals about benefits.

3. Minutes of the last meeting & Matters Arising The minutes of the last meeting were agreed. Partnership Board Website – Documents are currently being uploaded to the website. Peter to action. GP Symposium – It was agreed to send the LD Health Action Plan to the Board for information on what actions were agreed. Michelle to action. Olympics 2012 – Further discussions to take place. John confirmed that the Olympic Torch will be passing through Bedford on Sunday 8th July.

Kate explained that where possible the Supported Employment Team are trying to encourage paid employment. Kate asked members of the board

to notify the team if they were aware of anyone in supported employment opportunities, that the Council may not know about and pass the information on. It was suggested to have a photo of the team on the slides, so members of the Board could get to know them. Peter said that he has been completing work on the Day Services Strategy and Short Breaks Strategy and thanked the organisations that took part in this. Peggy had concerns about a particular case where the housing benefit did not cover the rent for a housing association. Peter agreed to investigate.

5. Leadership Terms of Reference – John said that the terms of reference were going to be reviewed and asked if members had any comments. Organisations and job titles need to be reviewed. Sandra from POhWER said that a group has been set up at St John’s to see how their voices can be heard at the Board. Yvonne from Carers In Bedfordshire said that a learning disability carer will attend future boards. It was agreed the Board could send comments by email to John at [email protected] . John to make amendments and present the revised document to the next Board meeting.

6. Healthier Together Camilla Bashaarat (Associate Director of Communications & Engagement, Healthier Together Programme) attended the meeting. Presentation slides attached. Leaflets were distributed. The team is looking at Hospitals and ways to improve the quality of care service users receive and attended today’s meeting to make members of the Board understand the huge pressures the NHS is dealing with and gather everyone’s views. Camilla said that the Team would be happy to visit local groups to gather views. Several members of the Board recommended:

- Looking at the ‘Death by Indifference’ publication when setting out proposals.

- Tele medicine – avoid travelling to and from hospitals. - SEPT Health Facilitation Service need to be considered as a lot of

work has took place locally to increase the awareness and understanding from a service users perspective.

- Look at best practice nationally and internationally, what is already good within services and copy.

- Look at how GPs deal with people who have a learning disability.

7. Health Update

Michelle updated the board on the following:

- Learning Disability Health Self Assessment and action plan is to be signed off. Michelle thanked people for their comments.

- First Autism Partnership Board took place. Michelle is keen for more people to attend from an autistic perspective.

- Michelle will be setting up a meeting to set next years health priorities.

- SEPT LD Service Review group has been arranged. Michelle agreed to forward information to the Board.

- LD Health Facilitation service was launched - received positive feedback.

8. Having A Life, User Empowerment & Advocacy Bedfordshire Borough Voice Group has been set up. The group is made up of 5 branches. The Borough branch have talked about the Health & Wellbeing strategy. Everyone was positive about this. Service users would like to learn more about the partnership board and would like to take part more in the Board meetings. They are looking at ways to do this. The next meeting is Thursday 22nd (2-4pm). Sandra agreed to put all future dates and times of meetings in the notes. One member was concerned that the ‘Friends Groups’ were being stopped. Sandra explained that she is currently piloting the Biggleswade Group to look how it works. Anne suggested that maybe providers attending this meeting could help to facilitate the ‘Friends Groups’.

9. Carers Carers In Bedfordshire will be opening a facility in the Hospital for carers to visit. They will be able to get information on being a carer and also to ensure support is available to carers so more appropriate discharges take place. Yvonne will be working closely with Nikki Keer. Carers in Bedfordshire will be able to gather people’s views from a carers perspective on their experience within the Hospital.

10. Transition More information on Transition can be accessed via www.bedfordboroughpartnership.org.uk/transition . The MAAT tool is available online. New Transition Co-ordinator to be recruited and it is hoped they will attend future partnership boards. The Board agreed that they would like to be kept informed of progress on Transition and want to make sure anyone under the age of 18 has a transition plan.

11. Any Other Business Get Into Project – See attached leaflet for more information. The Princes Trust is running a project to enable young people (18+ years) to experience Health and Social Care sessions for 2 weeks. It is a great opportunity for other organisations to work in partnership with the Princes Trust. If an organisation would like to be involved, please contact [email protected] . Inspire Me Project – Workshop is being held at the Bedford International Athletics Stadium. They would like people aged 16-25 to attend. Those interested, please liaise with Peter. Partnership Board Paperwork – The Board agreed that future paperwork for the Board needs to be reviewed. John to action.

Housing and Residential / Supported Living Developments

• Turning Point homes – staffing levels at Sandhurst Place and Houghtons have been resolved and we are working on a plan for replacing the property at Dove Lane

• 1 The Glade will become supported living on 1st April and converted into 3 flats between Easter and June

• We are meeting with families of South Lodge and Silverdale Street residents this evening and expect to those homes to become supported living in July

• We have put together a plan to convert Stagsden Road (Walsingham) to supported living at the end of July

• We have submitted the planning application for the new Orchard House and expect it to be available in October 2013

• The new home at 8 the Crescent opened last week

Short Breaks

• Orchard House closed yesterday morning• The last long stay resident leaves George Beal

House tomorrow• All the moves of furniture and equipment are

happening this week and the new combined service starts at the end of next week

• The new service will have 8 places Monday to Thursday and 10 places at weekends and bank holidays but it is registered for 12 people

• Shared Lives is also moving into George Beal House in April

What is a Get into? Get into is a short programme for unemployed 16-25 year olds that aims to give young people who are work ready the opportunity to develop the relevant vocational skills and/or work experience to move into a sustainable job in a specific sector of work. The programme is delivered across many different sectors. Some examples below have been delivered in the East of England

Get into Airports Nov 2011 Get into Coffee May 2011 When assessing whether to develop a programme in a new sector the following criteria is assessed:

are there a high number of job opportunities in the sector

are the jobs obtainable for young people from The Trust’s target groups?

are the jobs available sustainable, with opportunities for skills development and career progression

do young people want jobs in these sectors? The content of the programme is flexible so that it can be delivered according to the sector in which it operates. However these aspects remain the same:

Programme Length: 3 -6 weeks; the aim of the programme is to give an introduction to the sector of work

Employer Involvement: Employers must be involved in the development/ delivery of each programme

Vocational Skills/ Qualifications: The programme should cover vocational skills, experience and certificates or qualifications which are recognised by potential employers

Employability Skills: The programme should also cover generic employability skills

Employment Opportunities: There should be clear paths into jobs at the end of the programme, preferably

through employers supporting the programme delivery

Progression: Each young person must be offered six months progression support after the end of the programme

Each Get into is delivered by a Get into programme executive from the Prince’s Trust who is assigned to that specific programme and sees it through the planning, delivering and aftercare. The programme executive is the main point of contact for the organisations involved and organises the recruitment of young people for the programme and their 6 month aftercare.

Benefits of Get into’s For the young person the benefits are from: Developing workplace skills, both specific and general. Helping to make an informed decision about which area of work might suit

them. Gaining current experience to add to their CV and a reference.
