Four La Mano con Ojos operators were recently arrested in Coacalco
[19.6417 -99.0957], Mexico State. These individuals have been
identified as:
Rufino CASTRO Cortes, aka El Rufis and/or aka El
Acapulco, 24
Juan Antonio LOPEZ Villanueva, 19
Miguel Abraham SANCHEZ Martinez, 24
A minor, 16
Prosecutor Alfredo Castillo Cervantes reported that the above mentioned individuals worked as drug
distributors, and are linked multiple decapitations of rival gang members.
Additional Information Regarding Organized Crime Activity in Mexico State
According to statistics issued by the Attorney General’s Office, to date in 2011, 214 individuals working
at the service of organized crime groups have been arrested in Mexico State. These arrested individuals
pertained to the following criminal organizations:

Two Narco Banners Posted in Puebla – 11August 2011
Two narco banners were recently posted in separate locations in the state of Puebla. The first banner was
posted along a roadway near the San Miguel Prison and the El Batan Rafael Serrano psychiatric hospital,
while the second was posted along a separate sector of the highway near an area known as La Herradura.
One of these banners read as follows: “We are here, and we have come to get what is ours”. This
message was signed by La Familia Michoacana.

Hitmen Attack Police Station and Steal Weapons in Gomez Farias, Chihuahua – 09 August 2011
Early on 09 August 2011, a group of hitmen opened fire on a police station located in Gomez Farias
[29.374995,-107.739487], Chihuahua. After the initial attack, the hitmen entered the facility and stole
two .223 caliber rifles, one 9mm handgun, and three radios. No casualties were reported in conjunction
with this attack.

On 12 August 2011 at approximately 0730 hours, municipal police recovered the bodies of two female
murder victims near the entrance of the Diaz Ordaz viaduct [31.727109,-106.507645] in the Zacatecas

Hitmen Kill Five in Ciudad Chihuahua, Chihuahua – 12 August 2011
Late on 12 August 2011, a group of hitmen travelling in multiple luxury vehicles opened fire on six
individuals that were standing outside a house located near the intersection of Las Industrias and Felipe
Angeles Avenue in the Villa neighborhood of Chihuahua [28.661069,-106.065445], Chihuahua. Killed as

Human Remains with Narco Banners Signed by The Devil’s Command Recovered in Acapulco,
Guerrero – 11 August 2011
On 11 August 2011 at approximately 1600
hours, multiple narco banners and the remains
of dismembered murder victims were scattered
in areas throughout Acapulco [16.868291,-
99.882202], Guerrero. The banners were
signed by The Devil’s Command and were
directed to the Governor of Guerrero, Angel
Aguirre Rivero. Some of the areas in which the banners were hung were reported as follows:
Bicentenario Bridge on Cuauhtemoc Avenue in the Magallanes neighborhood
Los Lirios neighborhood
La Garita neighborhood
La Cima Bridge
The message contained within the banners was the same and read as follows: “Governor Angel Aguirre
Rivero, you are responsible for the deaths of innocent people, taxi drivers, women, and children, because
you support your cousin Victor Aguirre. You provide him with bodyguards and weapons so that he can
walk around without fear. Your cousin has ordered the murder of innocent people in bars (such as Los
Limones Bar), artists, women, and children to bring heat to the plaza. You can put an end to this war by
arresting your cousin Victor Aguirre. If you do not do this, the war will continue. Sincerely, The Devil’s
Command”.

Two Murder Victims Recovered from Vehicle Trunk in Acapulco, Guerrero – 10 August 2011
The bodies of two male murder victims were recovered from the trunk of a recent
model Jetta with Guerrero plates HFE-3188. This vehicle was abandoned at the
entrance of La Cima neighborhood in Acapulco [16.868291,-99.882202],
Guerrero, and had multiple bullet holes on its exterior. The victims in question
had been tied up, shot multiple times, and appear to have been tortured before
being killed. At this point, forensic examiners are working to determine the

On 11 August 2011, soldiers assigned to the 35th Military Zone responded to an anonymous tip regarding
suspicious activity in the El Pedregal neighborhood of Chilpancingo [17.551736,-99.499741], Guerrero.
Once on the scene, soldiers noted two individuals who dropped the bag they were carrying upon noting
the soldiers. Seized from the interior of this bag were 5.6 kilograms of opium gum.

Two Murder Victims with Message Signed by La Barredora Recovered in Acapulco, Guerrero – 13
August 2011
On 12 August 2011, the bodies of two male murder victims
were abandoned at a bus stop along the Escenica highway
[16.816989,-99.843192] in Acapulco, Guerrero. According to
witnesses, a group of men travelling in a pick up left the bodies
during the day. A message left with the victims read as
follows: “This happened to us for being chapulines (traitors).
Sincerely, La Barredora”. At this point, the now deceased
individuals have not yet been identified.

La Resistencia and Los Zetas Form Alliance in Jalisco – 12 August 2011
Zeinado SOTO Mojarro, aka La Medusa, informed police
that the increase of violence in Jalisco is a direct result of the
new alliance between La Resistencia and Los Zetas. SOTO
Mojarro is the nephew of the Elpidio MOJARRO Juarez, the
leader of La Resistencia. Soto’s confession was made after
he and Juan Victoriano Yeverino, 18, (a Los Zetas operator)
were arrested by state police officers in Jalisco. At the time
of their arrest, these individuals were in possession of an AR-
15, a fragmentation grenade, three explosive detonators, a dynamite fuse, and an undetermined quantify
of magazines and rounds of ammunition.
Comment: Prior to forming an alliance with Los Zetas, La Resistencia was aligned with the Gulf Cartel.

Military Zone soldiers dismantled a synthetic drug lab in an area overgrown by
bushes near the Nuevo Tecullo village of Cruz de Elota [23.927268,-106.798782] Sinaloa. Items seized
from this drug lab were reported as follows:
200 grams of crystal meth
140 kilograms of sodium acetate
145 kilograms of caustic soda
1 reactor
No arrests were made in conjunction with the dismantling of this lab.

Hitmen Kidnap and Kill Former Police Director in Sinaloa – 12 August 2011
A group of hitmen kidnapped Fidel Plascencia Esparza and Efrain Ibarra Espinoza in
Guasave [25.575118,-108.470421], Sinaloa. Moments after the kidnapping, the gunmen
released Efrain Ibarra and killed Fidel Plascencia. The body of Plascencia was recovered
near El Palmito neighborhood in Culiacan, Sinaloa.
Comment: Fidel Plascencia Esparza was identified as a former Ministerial Police
Director in charge of the robbery unit, while Efrain Ibarra Espinoza was identified as a Judicial
Ministerial Police Director.

Female Decapitation Victim Recovered in Pericos, Sinaloa – 10 August 2011
On 09 August 2011, the body of a female decapitation victim was
recovered at the the 50 kilometer mark along the 15 Mexico International
highway in the Pericos communal land of Sinaloa. The body was
wrapped in a blanket, while the severed head was recovered from the
interior of an ice cooler. The now deceased woman is estimated to be
around 35 years of age.

Authorities Seize 3.32 Kilograms of Cocaine at the Tijuana International Airport – 11 August 2011
On 11 August 2011, authorities arrested Lucia Herrera Panchi, 51, after discovering she was transporting
3.32 kilograms of cocaine at the Tijuana International Airport in [32.5338-117.0182], Baja California.
The seizure was made after authorities noted the individual mentioned above having difficulties walking.
Upon searching her, the cocaine was discovered within a girdle. According to authorities, Lucia Herrera
had just arrived on commercial flight 116 from Guadalajara, Jalisco.

Bodies of Four Missing Police Officers Recovered in Coalcoman, Michoacan – 09 August 2011
An anonymous tip regarding murder victims led police to a road in the Coalcoman municipality
[18.768433,-103.144541] of Michoacan. Upon arrival to the reported location, officers recovered the
bodies of five murder victims from the interior of a compact vehicle. Four of the five victims were
identified as Colima State Preventive Police Officers Juan Gabriel Chavez Vidal, Carlos Hernandez
Magana, Jazmin Aguilar Barreda, and Esmeralda Aguilar Barreda. These individuals were originally
reported as missing on 07 August 2011. No information regarding the identity of the fifth murder victim
was reported.

Federal Police Arrest Los Caballeros Templarios Operator in Lazaro Cardenas, Michoacan – 13
August 2011
On 10 August 2011, an operation conducted by federal police led to the arrest of Los Caballeros
Templarios operator, Victor CHAVEZ Gomez, 31, aka El Ruso, in Lazaro Cardenas [17.96567,-
102.186584], Michoacan. At the time of his arrest, this individual was traveling in a green Chrysler Neon
with Michoacan plates PGJ4649 on Canal Street in the Primero de Mayo neighborhood. Those items
seized from Chavez were reported as follows:
1 revolver with 11 rounds of ammunition
3 cell phones chips
2.2 kilograms of marijuana
616 grams of unprocessed marijuana
422 grams of crystal meth
After questioning, Chavez confessed to having participated in the attack perpetrated against federal police
on 07 July 2011 in Apatzingan, Michoacan.

DNDC officers arrested Euris FERRERAS y Ferreras, 55, (a Dominican with Dutch
citizenship) after discovering he was transporting 13.8 kilograms of cocaine at the Las
Americas International Airport in the Dominican Republic. The shipment in question

was detected by x-rays, and seized from a secret compartment that had been built into his luggage. Had
he not been arrested, Ferreras would have boarded Air France flight 088 to Madrid, Spain.
Comment: In 2011, Dominican authorities have arrested 70 individuals from various nations attempting
to import or export drugs through the Dominican Republic.
