The Bernards Township Police Department currently has water, ice, and MRE/heater

meals (meals ready to eat) at our Police Headquarters Lobby for public distribution.

FEMA can be contacted by phone at 1-800-621-FEMA. You will get a live voice who

will ask you some questions, and if you qualify, will have a representative to your home

for assistance and damage claims, according to Governor Christie.

There are currently 14,000 workers in NJ assisting in restoring power and that number

is growing by the minute.

If you have windows facing southern exposure in the morning, open your blinds and let

the sun warm your home as much as possible. It is very important that everyone stay

hydrated and eat properly. The state has established a 2-1-1 number to address

urgent needs or everyday concerns for state and local health and human resource

services.

Refrigeration temperature is considered 41 degrees or below. When in doubt, throw it

out. To disinfect utensils and household items, use ¼ teaspoon bleach to one gallon of

water.

The Sisters of Christian Charity on 350 Bernardsville Road in Mendham Borough is a

shelter for people in the local area, but no one having medical needs. There are

openings available. The Red Cross Shelter at Bernards High School also has blankets

available for those in need.

Do not forget the time change at 2AM this evening.

The Governor hopes to have at least 1/3 of public schools open for Monday. He has

stated that every child will go to school this year for the full 180 days, and that the

school year will not be diminished.

The attorney general has sent investigators state wide for incidents of price gauging on

fuel and it will not be tolerated. Hefty fines will be levied.

The Board of Public Utility has stated that in 96 hours, from 9AM Tuesday to this

morning, 1.5 million people have been restored with power, from 2.7 million to the 1.2

million still without power.

An executive order from Governor Christie has just been issued for the following:

1. A limited state of energy emergency with regard to the

supply of motor fuel exists in the following counties: Bergen,

Essex, Hudson, Hunterdon, Middlesex, Morris, Monmouth, Passaic,

Somerset, Sussex, Union, and Warren.

2. The Board of Public Utilities is empowered to

implement all provisions of N.J.A.C. 14:29, and, more

specifically, is empowered to implement the provisions of

a. Requiring retail dealers of motor fuel to only sell

motor fuel for use in a passenger automobile bearing license

plates, the last number of which is an even number, on even

numbered days of each month; and

b. Requiring retail dealers of motor fuel to only sell

motor fuel for use in a passenger automobile bearing license

plates, the last number of which is an odd number, on odd

numbered days of each month; and

c. Deeming all license plates not displaying a number as

an odd numbered plate.

3. The President of the Board of Public Utilities is

directed to take all appropriate steps to effectuate and enforce

this Order.

4. This Order shall take effect at noon on November 3, 2012.

Dear Neighbors,

Thank you for the cooperation, patience, tolerance and community spirit you are showing in the

aftermath of Hurricane Sandy.

The recovery process began on Tuesday morning with a damage assessment and initial clearing of

roadways, sidewalks and public areas. DPW, police and emergency responders have been at work

ever since. This process was also begun by JCP&L and other utility providers.

At this time we have NO specific schedule for neighborhood service restoration from JCP&L. We

anticipate a continuous restoration process.

Our Office of Emergency Management is working with the county OEM. FEMA representatives are in

town today handing out information for damage claims.

Please check on your neighbors, especially the elderly. For those who have power, please reach out

to your friends and neighbors and help them through until their power is restored.

The Township Committee and I commend our volunteer first reponders in the Basking Ridge Fire

Company Number One, Liberty Corner Fire Company and Liberty Corner First Aid Squad. As well

the Bernards Township Police Department, Department of Public Works and our Municipal Staff.

FEMA approved 10 counties as qualified for federall Disaster Unemployment Assistance as a result of Hurricane Sandy. The list includes Somerset, Atlantic, Bergen, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean, and Union counties. Federal Disaster Unemployment Assistance (DUA) is available for persons, including self-employed individuals, who were living or working in the affected counties at the time of the disaster, and who are unemployed as a direct result of the damages caused by the storm. Most impacted workers may already qualify for regular Unemployment Insurance. The federal DUA is a special program that covers many people who otherwise may not be eligible for regular Unemployment Insurance. At this time, the DUA is available only in connection with the ten (10) counties now declared a federal a disaster area. The following was issued through the Instant Alert Message system on Friday, November 2, 2012:

Please listen carefully to these important announcements from the Bernards Township School District.

First: As of 3PM today none of the district schools have power so school for Monday seems unlikely, please stay tuned for a final decision.

Second: Since the NJEA teachers convention was cancelled we will have school November 8 and

November 9 IF schools are operational by then. All staff and students should plan to report to school

on those dates - again IF schools are operational by then.

Finally: The school district website is out of date and can not be updated due to the lack of power.

Residents and District personnel should use the Bernards Township website which has postings of

critical information every 3 hours. An important letter to staff regarding November 8th and 9th will be

posted there this evening.

Dear Bernards Township Faculty and Staff,

The past week of events associated with Hurricane Sandy has been one of the most devastating

occurrences in the history of New Jersey. The challenges created by power outages, fuel shortages

and damage to personal and public property has been beyond what we might have expected; I know

many of you are struggling with the circumstances and are enduring loss. My prayers are with you and

I am hoping for as speedy a recovery as possible for everyone. I encourage you to stay positive as we

strive to return to a sense of normalcy. To that end I want to ask for your assistance in getting our

schools reopened, obviously doing so requires your help and attendance in the district. At this point in

time I can not tell you when schools will be ready for your return but I am asking you to stay prepared to

come back. Specifically, I want to discuss our plans for November 8th and 9th assuming that we are

able to run the schools on those dates.

As you know the NJEA teacher convention has been cancelled. Having discussed the situation with

the leadership of the BTEA the expectation is that staff will report to work on the 8th and 9th as normal

school days (again assuming we are able to have everything else fall into place to open school). All

staff will be expected to report to school unless they provide a doctor's note for the use of sick time or

they can provide copies of nonrefundable tickets for travel plans that were made prior to the storm.

In the latter case, staff will be required to use personal days; cases where personal days are

unavailable will be handled on an individual basis. Child care needs will not be an acceptable reason to

be absent from work. Limited, special emergency child care may be available for November 8th and

9th within the district but that is NOT certain at this time so staff should make their own arrangements.

In order for the district to properly gauge the impact of those staff who already know that their

prearranged travel plans will prevent them from being in school on November 8th and November

category. Please send your email by Monday, November 5th.

Given that we have already missed five days due to this storm (and 6 in all for Oak Street School) we

need to be ready to come back to school as soon as possible and I appreciate your help in getting that

accomplished. As far as future calendar is concerned and how we will make up for missed time we will

have to wait and see. Please be reminded that the first place the district goes for make up days is the

Spring Recess - as of today we are already into that week for two days. Thank you for your anticipated

o Ridge High School Quarterly Assessments for the first marking period are being canceled. o The Ridge High School football game of Friday, November 2 vs. Watchung Hills is moved to

Friday, November 9. Football Playoffs are pushed back to November16. Cross country and gymnastics state sectional meets tentatively moved from 11-3 to 11-10. State tournamnts in field hockey, boys/girls soccer, and volleyball will be determined.

o The Governor issued an executive order to move Halloween celebrations from Wednesday, October 31 to Monday, November 5 however school administrators may need to adjust depending on whether buildings are open and other needs. As of today's date we do not know if Bernards Township Schools will even be open on Monday November 5, as such building principals will be handling this issue once we get back into routine.

o Please know that we are doing everything possible to return to school however restoring power to the schools is completely out of our control. Unfortunately, even when power is restored we may be further delayed in opening because we must be able to get staff and students to school safely and with both diesel fuel and gasoline shortages, it may be impossible for both private vehicles and buses to get on the road. Lastly, once we have power we need to get into the buildings and make sure all systems are operating safely including sanitary systems and heat. While we remain positive and steadfast we do have many challenges in front of us.

o There have been many questions about how the school district is going to be handling the missed school days. It should be noted that students are required to be in school 180 days and that the spring break is the first thing to be sacrificed in order to achieve this. At this point in time any deviations from this pattern would be pure conjecture. Should further information or guidance from the Department of Education be disseminated on this issue in the future it will be considered at that time.

The Liberty Corner Fire Company Auxiliary will be hosting a Spaghetti Dinner on Saturday, November 3 5:00 – 8:00 PM at the Liberty Corner Fire House, 95 Church Street. Prices are Adults $12, Senior Citizens $10, Children (5-12) $6, and Children 4 and under Free. Takeout $10. Dinner includes: Spaghetti and Meatballs with homemade tomato sauce, salad, Italian bread, beverage, coffee and dessert.

JCP&L crews are in town, have worked through the night and are continuing to work. AS OF THIS AM, APPROX. 25% OF TOWN IS BACK ON. We currently are working with them on getting estimates on various neighborhoods.

A warming center is available at the Fellowship Village Health Center, 9000 Fellowship Road. They will be open from 10 am - 4 pm Friday, Saturday and Sunday. Directions: 1st left after entering complex from Allen Road. Facilities are avaible to sit and read or have a cup of coffee but they do not have the ability to charge devices.

The Y has opened at RiverWalk at 5:15 this morning, Friday November 2. Full facility is open to all, members and non members alike. Non members need photo ID. Please spread the word that under no circumstances should an oven be used for heat in your home. If you have been called by JCP&L and told your service has been restored, and it has not, please reply to this email or notify [email protected] with your name, address, and account number (if possible). ALSO NOTIFY JCP&L at 1-888-LIGHTSS (1-888-544-4877). The Bernards Township Police Department is open as a Charging Station. Residents can bring their devices to Police Headquarters at 1 Collyer Lane, WEEKDAYS between the hours of 7 AM to 9 PM and this WEEKEND between the hours of 7AM and 7PM. First come first served. Memorial Sloan Kettering has power 100 % restored seeing patients on regular

schedule.

The Field of Honor scheduled for Sunday, November 4 has been postponed.

An extended grace period on property taxes will be approved by the township committee at a special emergency meeting. The extension will be to 11/16/12.

Residents should make every effort to shelter in place. Bernardsville’s shelter is open at the Bernards High School lower level. Residents in need can report there but occupancy is limited. They are accepting medical needs individuals and if it is something beyond their scope of assistance, these individuals will be referred to a local hospital.

Somerset Valley YMCA, 2 Green Street, Somerville, 908-722-4567, is open to the public for showers. However, there is currently a 6pm cerfew in effect in Somerville.

The township will not be collecting storm debris from private property. All township DPW employees are occupied clearing roads, sidewalks and other critical areas at this time. Roads to Pill Hill Recycling Center are currently impassable, but once access is cleared expanded hours will be announced for residents to drop off storm debris – unlimited trips, bring proof of residency (drivers license, utility bill, etc). Commercial vehicles will be allowed in if accompanied by a resident with either a valid township-issued Pill Hill Recycling pass or proof of residency.

Businesses, stores, etc. are gradually re-opening, but the list keeps changing too quickly to post here. Gas stations are in the same situation, however the good news is that fuel deliveries are beginning to come into the general area. Availability will be spotty, but the shortage is beginning to ease. Governor Christie is working to increase supplies by waiving requirements that make it harder to buy from out-of-state.

Mountain Park has been cleared and is safe. There is no restroom facility and no

power.

Dunham Park is now open to the public. There is no power to this location.

Restrooms work as water is functional, but there are no lights. The Dunham Park

Indoor Room remains closed at this time.

Rebel Hill Park is now open to the public.

Many people have asked how they can volunteer. Please check on your neighbors

and the elderly.

WE ARE NOT TURNING THE WATER OFF

Many of you have contacted New Jersey American Water regarding rumors that

we would be voluntarily shutting down water systems throughout the state.

This is not true. New Jersey American Water has been working around the

clock to ensure our customers receive uninterrupted water service. We have

heard other , unaffiliated systems, may be considering shutting down, but

rest assured that New Jersey American Water is not intentionally

discontinuing water service.

Our external affairs team is working on a media advisory that will contain this same

message.

Somerset County Residents can Pick up Free Water and Ice At the Somerset County Emergency Services Training Academy

HILLSBOROUGH – Somerset County residents without power can pick up free water and ice from the Somerset County Emergency Services Training Academy, located at 402 Roycefield Road, between 8 a.m. and 8 p.m. starting Thursday, Nov. 1. The water and ice are being donated by JCP&L.

Round-the-Clock Restoration Efforts Continue in New Jersey

Morristown, N.J. – Customers of Jersey Central Power & Light (JCP&L) who remain without power from Hurricane Sandy

can pick up water and ice free of charge as storm restoration efforts continue.

The water and ice distribution is being coordinated with county offices of emergency management. The first two
