pemangku kepentingan tidak hanya memperhatikan
protabilitas sebuah badan usaha, tetapi juga
menilai kinerja ekonomi, sosial dan lingkungan.
AirNav Indonesia terus bertransformasi dan
berkembang sejalan dengan dinamika industri
penerbangan, termasuk juga dalam meningkatkan
kinerja keberlanjutan. Untuk itu, AirNav Indonesia
menerbitkan laporan keberlanjutan sebagai
langkah awal yang strategis untuk mengelola dan
meningkatkan kinerja keberlanjutannya.
In the current era of sustainable development,
stakeholders not only pay attention to the pro�tability
of a business entity, but also assess its economic, social,
and environmental performance. AirNav Indonesia
is transforming and developing continuously in line
with the dynamics of the aviation industry, including
improving sustainability performance. To this end,
AirNav Indonesia is publishing sustainability reports
as a strategic initial step to manage and improve its
sustainability performance.

oleh Perusahaan Umum Lembaga Penyelenggara
Pelayanan Navigasi Penerbangan Indonesia (Perum
LPPNPI), selanjutnya disebut “AirNav Indonesia”,
“AirNav” atau “Perusahaan”, menyajikan data dan
informasi kinerja keberlanjutan ekonomi, sosial, dan
lingkungan yang diolah dari berbagai sumber yang
dapat diandalkan. Dalam proses penyusunannya,
identikasi dan pemilihan isi laporan ditentukan
berdasarkan manfaat dan kepentingan para pihak
seperti pemerintah, pelanggan, dan karyawan.
Selain itu, laporan ini juga berisi pandangan AirNav
Indonesia ke depan (forward-looking statement)
seperti target, harapan, perkiraan, estimasi, atau
proyeksi yang akan datang. Namun, AirNav Indonesia
mengingatkan pembaca bahwa sifat bisnis AirNav
juga dipengaruhi oleh perubahan keadaan eksternal,
seperti perubahan regulasi pemerintah, �uktuasi
jumlah penerbangan, bencana alam, dan kebijakan
penerbangan internasional.

economic, social, and environment sustainability
performance that is processed from various reliable
sources. In the dra�ing process, identi�cation and
selection of report content is guided by its bene�t and
interest to stakeholders including the government,
customers, and employees.
Furthermore, this report also shows AirNav Indonesia
viewpoint of the future (forward-looking statement)
including targets, expectations, forecast, estimation, or
future projections. However, AirNav Indonesia reminds
the reader that the nature of the Company’s business is
in�uenced by changes in external conditions, including
revisions of government regulations, �uctuations of
number of �ights, natural disasters, international
aviation policies.

Dear valued readers of our Sustainability Report;
Let us begin by expressing gratitude to God Almighty for
the publication of AirNav Indonesia’s �rst Sustainability
Report. �is report represents an initial step for
AirNav to rea�rm its commitment to the challenges of
economic, social, and environmental sustainability.
Industry TrendsIn 2018, the number of air transportation passengers
had increased along with the Government of Indonesia
policy to enhance airport facilities and develop new
tourist destinations. As the only enterprise that provides
air navigation services in Indonesia, AirNav Indonesia
plays an active role in supporting the Government by
providing excellent air navigation services and creating
air transportation safety system that is reliable and
of international standards in the hope of building a
positive image of Indonesian aviation.
In line with the Government policy, air tra�c movement
continued to increase over the past year. No fewer
than 472,156,778 domestic and international �ights,
as well as over�ying �ights, were managed by AirNav
Indonesia. �e number is higher by 6.42% compared
to 2017. Total terminal navigation was recorded at
71,928,096, or up 5.12% from the previous year. In view
of these developments, AirNav considered it necessary
to de�ne strategic policy and action to ensure company
sustainability.
Sustainability Policy and StrategyIn response to existing industry challenges, AirNav
exercises policies and strategies to maintain and improve
aviation safety standards and air navigation service
quality as part of the Company sustainability aspects.
Development of human resources and modernization
Pembaca laporan keberlanjutan kami yang terhormat,
Sebagai pembuka, kami mengucap syukur kepada
Tuhan Yang Maha Esa karena AirNav Indonesia
untuk pertama kalinya telah berhasil menerbitkan
Laporan Keberlanjutan. Hal ini merupakan langkah
awal AirNav untuk mempertajam komitmennya
terhadap tantangan keberlanjutan ekonomi, sosial dan
lingkungan.
Tren IndustriPada tahun 2018, jumlah arus penumpang
transportasi udara meningkat seiring dengan adanya
kebijakan Pemerintah Indonesia meningkatkan
fasilitas bandara dan mengembangkan tujuan
wisata baru. Sebagai satu-satunya badan usaha yang
menyelenggarakan layanan navigasi penerbangan
di Indonesia, AirNav berperan aktif mendukung
Pemerintah dengan menyediakan layanan navigasi
penerbangan yang prima. Fokus layanan AirNav
yaitu menciptakan sistem keselamatan penerbangan
yang dapat diandalkan dan bertaraf internasional,
yang diharapkan dapat membangun citra positif
penerbangan Indonesia.
Sejalan dengan kebijakan Pemerintah, pergerakan
pesawat semakin meningkat dalam satu tahun
terakhir. Tidak kurang dari 472.156.778 penerbangan
domestik dan internasional maupun lintas udara
dikelola AirNav Indonesia. Jumlah tersebut meningkat
6,42% dibandingkan tahun 2017. Kemudian total
navigasi terminal mencapai 71.928.096, atau naik
5,12% dari tahun sebelumnya. Melihat perkembangan
tersebut, AirNav merasa perlu mengambil kebijakan
dan langkah strategis untuk menjaga keberlanjutan
perusahaan.
Kebijakan dan Strategi KeberlanjutanGuna merespon tantangan industri yang ada,
AirNav memiliki kebijakan dan strategi untuk
mengelola standar keselamatan penerbangan dan
kualitas layanan navigasi penerbangan sebagai
bagian dari aspek keberlanjutan perusahaan. Untuk

of air navigation equipment serve as the principal
pillars in achieving that objective. AirNav also puts
an emphasis on sustainability values, local manpower,
energy utilization within air navigation infrastructure,
and the economic, social, and environmental impact of
Company operations.
In general, AirNav Indonesia sustainability policy and
strategy are encapsulated in 10 Company Strategic
Program in 2018, including development of human
resources competence and air navigation safety in Papua
through modernization of air navigation facilities.
Sustainability PerformanceIn 2018, AirNav Indonesia economic performance
recorded a respectable outcome, with a 17.56% increase
in business income amounting to Rp3,275,758 thousand
compared with 2017. Along with the rising income,
AirNav made its contribution to the state through
the collect/withhold and deposit in the form of Value
Added Tax (VAT), Article 21 Income Tax, Article 23
Income Tax, Article 25 Income Tax, and Non-Tax
State Revenues (PNBP) as contributions to the State. In
addition, AirNav had also distributed Rp6,828,307,000
to the public through Partnership and Community
Development Program (PKBL) in 27 provinces across
Indonesia.
�e current performance achievements are inseparable
from the contribution of 5,150 AirNav Indonesia
employees. �erefore, AirNav is committed to develop
its human resources through education and training
programs. In 2018, as many as 2,773 employees
participated in 151 education and training programs
and 46 certi�cations events which were organized either
internally or with collaboration with other institutions.
In terms of local manpower, AirNav Indonesia has a
program called “AirNav Indonesia Present for Papua”
which develops potential local manpower in Papua

business is dependent on Government direction and
policy concerning national aviation industry. In this
respect, going forward AirNav Indonesia shall continue
to place air navigation safety and the quality of air
navigation services as its main sustainability aspect. �e

modernisasi peralatan navigasi penerbangan menjadi
fokus utama. AirNav juga menekankan nilai-nilai
keberlanjutan pada ketenagakerjaan lokal, pengelolaan
energi pada infrastruktur navigasi penerbangan, serta
berdampak ekonomi, sosial, dan lingkungan bagi
masyarakat dan pemangku kepentingan lainnya.
Secara umum, kebijakan dan strategi keberlanjutan
AirNav Indonesia terakomodir pada 10 Program
Strategis Perusahaan di tahun 2018, antara lain dalam
hal peningkatan kompetensi sumber daya manusia
dan peningkatan keselamatan navigasi penerbangan di
Papua melalui modernisasi peralatan.
Kinerja KeberlanjutanPada tahun 2018, kinerja keuangan AirNav Indonesia
mencatat hasil yang cukup baik dengan kenaikan
pendapatan sebesar 17,56% mencapai Rp3.275.758
ribu dibandingkan tahun 2017. Seiring dengan
meningkatnya pendapatan, AirNav memberikan
kontribusi kepada negara melalui pemotongan
dan penyetoran berupa Pajak Pertambahan Nilai
(PPN) PPh pasal 21, PPh pasal 23, PPh pasal 25 dan
Penerimaan Negara Bukan Pajak (PNBP). Selain itu,
AirNav telah menyalurkan dana kepada masyarakat
sebesar Rp6.828.307.000 melalui Program Kemitraan
dan Bina Lingkungan (PKBL) di 27 provinsi di seluruh
Indonesia.
Pencapaian kinerja saat ini tidak terlepas dari
kontribusi 5.150 orang karyawan AirNav Indonesia.
Untuk itu, AirNav berkomitmen mengembangkan
sumber daya manusia yang dimiliki melalui
program pendidikan dan pelatihan. Sepanjang
tahun 2018, tercatat 2.773 peserta mengikuti 151
kegiatan pendidikan dan pelatihan (Diklat) dan
terdapat 46 kegiatan sertikasi yang dilakukan
sendiri maupun bekerjasama dengan lembaga lain.
Dari sisi ketenagakerjaan lokal, AirNav memiliki
program “AirNav Indonesia Hadir untuk Papua” yang
mengembangkan potensi tenaga kerja lokal di Papua.
Keberlanjutan AirNav di Masa DepanAirNav Indonesia menyadari bahwa keberlanjutan
usahanya tergantung pada arah dan kebijakan
Pemerintah pada industri penerbangan nasional.
Sejalan dengan itu, di masa depan, AirNav Indonesia
akan terus menempatkan keselamatan penerbangan

use of reliable navigation technology and the health and
safety of the employees shall continue to be the context
of AirNav long-term sustainability.
Furthermore, AirNav shall take into consideration
the broader economic, social, and environmental
impact. �is includes contributing to the community
empowerment in the areas where new airports are being
developed.
ConclusionIn conclusion, we would like to express our gratitude to
the various stakeholders including the Government of
Indonesia, in particular the Ministry of Transportation
and Ministry of State-owned Enterprise, the Board of
Commissioners, and the Board of Directors, as well as
the management ranks and the employees. We would
also like to express our highest appreciation of the
airlines, media, the public, and other stakeholders for
putting their trust and support in AirNav.
We are certain and convinced that with the support
of every stakeholder, AirNav Indonesia will be able to
improve its sustainability performance in the future to

Laporan Keberlanjutan 2018 merupakan laporan
keberlanjutan pertama yang disusun oleh AirNav
Indonesia dengan periode laporan 1 Januari hingga
31 Desember 2018. Oleh sebab itu, laporan ini tidak
memiliki pernyataan kembali (restatement) atas
informasi dan data yang disajikan dalam laporan
sebelumnya. Ke depan, AirNav Indonesia akan
menerbitkan laporan keberlanjutan setiap tahun yang
diluncurkan bersamaan dengan Laporan Tahunan

Laporan keberlanjutan ini telah disusun berdasarkan
GRI Standards: Core option. Selain itu, Perusahaan
juga menggunakan Peraturan Otoritas Jasa Keuangan
(POJK) No. 51/ POJK.03/2017 sebagai referensi. [102-

Pada laporan keberlanjutan kali ini, ruang lingkup
laporan mencakup data dari kantor pusat dan seluruh
kantor cabang. Untuk topik-topik tertentu, ruang
lingkup dapat berbeda disesuaikan berdasarkan
relevansi, signikansi, dan ketersediaan data.
Selanjutnya, Perusahaan belum melibatkan pihak
independen untuk melakukan penjaminan (assurance)
atas laporan ini. Untuk menghasilkan kualitas laporan
keberlanjutan yang baik dan layak untuk diterbitkan,
AirNav Indonesia melibatkan pihak konsultan
independen di dalam proses penulisan laporan

report prepared by AirNav Indonesia for the reporting
period of January 1 through December 31, 2018.
�erefore, this report contains no restatement of the
information and data presented in previous report.
Furthermore, AirNav Indonesia shall publish yearly
sustainability report in conjunction with the Company's

GRI Standard: Core option. �e Company also refers to
the Financial Service Authority Regulation (POJK) No.

For this sustainability report the scope encompasses data
from head o�ce and all of branch o�ces. On certain
topics, the scope may vary according to relevance,
signi�cance, and data availability. �e Company has yet
to involve independent party to provide assurance on
this report. However, In order to create a good quality
report that is worth publishing, AirNav Indonesia has
involved independent consultants in the preparation of

guna menunjang keselamatan penerbangan di
Indonesia. Hal ini juga dilatarbelakangi oleh
kebutuhan untuk melakukan standarisasi pelayanan
navigasi penerbangan dan penyeragaman peralatan,
fasilitas, dan sistem navigasi, yang sebelumnya dikelola
oleh beberapa operator yaitu PT Angkasa Pura I
(Persero), PT Angkasa Pura II (Persero), Bandar
Udara Unit Pelaksana Teknis Direktorat Jenderal
Perhubungan Udara, Pemerintah Daerah, Swasta, dan
Militer.
Terkait hal tersebut, AirNav membagi pelayanan
navigasi penerbangan menjadi 2 ruang udara
berdasarkan Flight Information Region (FIR), yaitu
FIR Jakarta yang terpusat di Kantor Cabang JATSC
(Jakarta Air Tra©c Services Center) dan FIR Ujung
Pandang yang terpusat di Kantor Cabang MATSC
(Makassar Air Tra©c Services Center). Total luas
FIR yang dikelola Perusahaan sebesar 5.193.252
Km2 dengan luas wilayah sebesar 4.110.752 Km2,
dan jumlah lalu lintas penerbangan sebanyak 12.000
pergerakan/hari. Dalam struktur ruang udara tersebut,
Perusahaan mengoperasikan fasilitas layanan navigasi
udara 37 wilayah Controlled Zone (CTR) di seluruh
Indonesia.

AirNav Indonesia was established to improve the
quality of air navigation services in order to support
aviation safety in Indonesia. �is was also based on
the need for standardization of air navigation services
and uniformity of navigation equipment, facilities, and
systems, which were previously managed by several
operators: PT Angkasa Pura I (Persero), PT Angkasa
Pura II (Persero), Airport Technical Implementation
Units of the Directorate General of Civil Aviation, local
governments, the private sector, and the military.
In this regard, AirNav divides its air navigation services
into two air spaces based on the Flight Information
Regions (FIR): FIR Jakarta, based at the JATSC (Jakarta
Air Tra�c Services Center) Branch O�ce, and FIR
Ujung Pandang, based at the MATSC (Makassar Air
Tra�c Services Center) Branch O�ce. �e total area
of FIR managed by Company is 5,193,252 km2, with a
jurisdiction area of 4,110,752 km2, and total air tra�c
of 12,000 movement/day. In this air space structure, the
Company operates air navigation service facilities at 37
Controlled Zone (CTR) regions throughout Indonesia.

Sesuai amanat Peraturan Pemerintah No. 77 tahun
2012 tentang tentang Perusahaan Umum Lembaga
Penyelenggara Pelayanan Navigasi Penerbangan
Indonesia, yang menjadi dasar pendirian AirNav
Indonesia Perusahaan menyelenggarakan pelayanan
navigasi penerbangan dengan ketentuan sebagai
berikut:
1. Mengutamakan keselamatan penerbangan.
2. Tidak berorientasi pada keuntungan.
3. Secara nansial dapat mandiri.
4. Biaya yang ditarik dari pengguna dikembalikan
untuk biaya investasi, biaya operasional dan
peningkatan kualitas pelayanan.
Nilai-Nilai KeberlanjutanLaporan Keberlanjutan 2018 merupakan laporan
keberlanjutan perdana AirNav Indonesia yang
memuat informasi mengenai kompetensi dan kegiatan
utama Perusahaan. Secara umum, Perusahaan
menekankan nilai-nilai keberlanjutan pada
keselamatan penerbangan, sumber daya manusia,
ketenagakerjaan lokal, serta penggunaan energi pada
infrastruktur navigasi penerbangan. Dalam jangka
panjang dan konteks yang lebih luas, tentunya AirNav
juga memperhatikan dampak ekonomi, sosial dan
lingkungan dari kegiatan operasional Perusahaan,
seperti pertumbuhan ekonomi melalui adanya
bandara baru dan pengelolaan limbah elektronik dari
pergantian alat-alat navigasi. Perusahaan menyeleksi
secara objektif program-program keberlanjutan yang
telah diimplementasikan agar dapat menyajikan
informasi yang mengedepankan prinsip-prinsip tata
kelola perusahaan yang baik, yaitu transparansi,
akuntabel, bertanggung jawab, independen, wajar dan
setara.
Kendati disajikan secara terpisah, laporan ini
merupakan bagian yang tak terpisahkan dari
Laporan Tahunan AirNav Indonesia tahun 2018, di
mana seluruh informasi yang disajikan baik dalam
Laporan Keberlanjutan dan Laporan Tahunan AirNav
Indonesia 2018 saling berhubungan dan menyatu.
In line with the mandate of Government Regulation No.
77 of 2012 concerning Perum Lembaga Penyelenggara
Pelayanan Navigasi Penerbangan Indonesia (LPPNPI),
which serves as the basis for the establishment of AirNav
Indonesia, the Company conducts air navigation service
operations with the following provisions:
1. Emphasizes aviation safety.
2. Not pro�t-oriented.
3. Financially independent.
4. Fees charged to users are returned in the form of
investment, operational costs, and improvement to the
quality of services.
Sustainability Values �is 2018 Sustainability Report is the �rst sustainability
report of AirNav Indonesia and contains information
on the Company’s main competencies and activities.
Generally, the Company emphasizes the values of
sustainability in aviation safety, human resources, the
local labor force, and use of energy in the air navigation
infrastructure. In the long term and in a broader
context, AirNav is also certainly concerned about the
economic, social and environmental impact of the
Company’s operational activities, such as economic
growth through the existence of new airports and
management of electronic waste from replacement of
navigation equipment. �e Company has objectively
selected the sustainability programs that have been
implemented so as to present information that
emphasizes the principles of good corporate governance:
transparent, accountable, responsible, independent, fair
and equal.
Although it is presented separately, this report is an
inseparable part of the Annual Report of AirNav
Indonesia for 2018, as all the information that is
presented in both the Sustainability report and the
Annual Report of AirNav Indonesia for 2018 is
interrelated and integrated as one.

Scale of Business [102-7]
AirNav Indonesia memiliki skala usaha yang terus
meningkat sepanjang tahun, baik dari segi kinerja
keuangan, neraca keuangan dan jumlah karyawan.
AirNav mencatatkan kenaikan pendapatan usaha
sebesar Rp3.275.758,08 juta, meningkat 17,56%
dibandingkan tahun 2017 yaitu senilai Rp2.786.353,55
juta. Sebesar Rp975.301,33 juta telah dikontribusikan
oleh Perusahaan dalam bentuk kewajiban-kewajiban
terhadap pemerintah (pajak), karyawan (gaji) dan
juga membantu peningkatan ekonomi masyarakat.
Di sisi lain, jumlah aset perusahaan sebesar
Rp5.625.130,53 juta mengalami peningkatan sebesar
0,08% dibandingkan tahun sebelumnya, yaitu sebesar
Rp5.208.631,28 juta. Pencapaian ini tentu tidak lepas
dari kontribusi 5.150 orang total karyawan yang
menjalankan kegiatan jasa pelayanan navigasi udara
AirNav Indonesia.
AirNav Indonesia’s scale of business has grown
consistently throughout the year, in terms of �nancial
performance, �nancial balance sheet, and number of
employees.
AirNav recorded an increase in operating revenue
to Rp3,275,758.08 million, an increase of 17.56%
compared with 2017, when it was Rp2,786,353.55
million. Of this, Rp975,301.33 million has been
contributed by the Company in the form of obligations
to the government (taxes), to the employees
(salaries), and also helping to boost the community’s
economy. Meanwhile, the Company’s total assets of
Rp5,625,130.53 million also showed an increase of
0.08% relative to the previous year’s Rp5,208,631.28
million. �ese achievements are of course inseparable
from the contributions of the 5,150 employees who run
the air navigation service activities of AirNav Indonesia.

In running its business operations, AirNav Indonesia
engages third parties as providers of goods and services,
including for procurement of CNSA facilities as well as
consulting and construction services.
During 2018, �ve new air tra�c control towers were
added, at Ahmad Yani Airport (Semarang), Kertajati
Airport (Majalengka), Ngurah Rai Airport (Denpasar),
Sepinggan Airport (Balikpapan), and Sultan Syarif
Kasim II Airport (Pekanbaru). [102-10]
�e Company is guided by Regulation of the Directors
of Perum LPPNPI No.008/LPPNPI/VI/2018 concerning
Guidelines for Procurement of Goods/Services. �e
business entities that supply goods and services come
from various regions, with realized procurement
contract value of 2018 Rp625,461.02 million.
RANTAI PASOKAN DAN BIAYA PENGADAAN [102-9]
Dalam menjalankan kegiatan usahanya, AirNav
Indonesia melibatkan pihak ketiga sebagai penyedia
barang dan jasa, antara lain untuk pengadaan fasilitas
CNSA serta jasa konsultasi dan konstruksi.
Sepanjang tahun 2018, terdapat penambahan 5
menara pengawas baru di Bandara Ahmad Yani
(Semarang), Bandara Kertajati (Majalengka),
Bandara Ngurah Rai (Denpasar), Bandara Sepinggan
(Balikpapan), dan Bandara Sultan Syarif Kasim II
(Pekanbaru). [102-10]
Perusahaan berpedoman pada Peraturan Direksi
Perum LPPNPI No.008/LPPNPI/VI/2018 tentang
Pedoman Pengadaan Barang/Jasa. Badan usaha
pemasok barang dan jasa berasal dari berbagai
wilayah, dengan realisasi nilai kontrak pengadaan
barang dan jasa pada tahun 2018 mencapai
Rp625.461,02 juta.

Sumber daya manusia (SDM) menjadi hal yang
penting bagi AirNav Indonesia. Selain sebagai salah
satu faktor produksi, karyawan merupakan pemangku
kepentingan utama yang mendukung jalannya
kegiatan Perusahaan. Pada tahun 2018, AirNav
Indonesia mempekerjakan 5.150 orang karyawan yang
terdiri dari 4.644 karyawan organik dan 506 karyawan
non organik. Jumlah karyawan laki-laki sebanyak
3.591 orang atau 69,73% dari total karyawan,
sedangkan jumlah karyawan perempuan sebanyak
1.559 orang atau 30,27% dari total karyawan.
Perusahaan tidak memperkerjakan karyawan
berdasarkan musim, mempekerjakan anak di bawah
umur, maupun mempraktikan tenaga kerja paksa
dalam bentuk apa pun. Jumlah karyawan laki-laki
yang lebih banyak dibandingkan perempuan bukan
disebabkan adanya praktik diskriminasi, melainkan
secara alami minat bekerja di industri navigasi
penerbangan lebih banyak dimiliki oleh laki-laki
dibandingkan perempuan.
Dalam mengakomodasi hubungan perusahaan dan
karyawan, AirNav Indonesia membentuk serikat
pekerja serta mengadakan Perjanjian Kerja Bersama

Human Resources [102-8]
Human resources (HR) is an important aspect for
AirNav Indonesia. Employees, in addition to being one
of the production factors, are the main stakeholders
supporting the operation of the Company. In 2018,
AirNav Indonesia employs 5,150 people consisting
of 4,644 organic employees and 506 non-organic
employees. AirNav Indonesia has 3,591 male employees
or 69.73% of total employees, and 1,559 female
employees or 30.27%.
�e company does not hire seasonal employees,
underage employees, or practices forced labor in any
form. �e fact that the Company has more male
employees than female ones is not due to discrimination,
but because jobs in air navigation is naturally more
attractive for men than women.
In accommodating the relations between company
and employees, AirNav Indonesia established labor
union and Collective Labor Agreement (CLA) between

In carrying out its activities and ensuring air
navigation safety, AirNav Indonesia equips itself
with reliable equipment and technology, including
communications tools, navigation tools, surveillance,
ATC automatization system, aeronautical information
system, and other supporting tools.
In 2018, the Company upgraded its air navigation
services by completing the construction and operation
of �ve new towers by end of the year. �e �ve towers are
located in Ahmad Yani Airport (Semarang), Kertajati
Airport (Majalengka), Ngurah Rai Airport (Denpasar),
Sepinggan Airport (Balikpapan), and Sultan Syarif
Kasim II Airport (Pekanbaru). AirNav Indonesia aims
at building 13 new tower buildings in 2019 in various
areas, including Ilaga (Papua), Wamena (Papua), Dekai
(Papua), and Palu (Central Sulawesi).

NAVIGASI PENERBANGAN
Air Navigation Services Technology
Pada tahun 2018, Perusahaan meningkatkan kualitas
layanan navigasi penerbangan dengan selesainya
pembangunan dan pengoperasian lima menara
pengawas baru pada akhir tahun tersebut. Kelima
menara pengawas berada di Bandara Ahmad
Yani (Semarang), Bandara Kertajati (Majalengka),
Bandara Ngurah Rai (Denpasar), Bandara Sepinggan
(Balikpapan), dan Bandara Sultan Syarif Kasim
II (Pekanbaru). AirNav Indonesia menargetkan
pembangunan 13 menara pengawas baru di tahun
2019 di beberapa wilayah, di antaranya Ilaga (Papua),
Wamena (Papua), Dekai (Papua) dan Palu (Sulawesi
Tengah).

AirNav Indonesia actively participates in various
aviation associations. �e Company contributes
in writing guidelines and manuals to improve
air navigation service and safety regionally and
internationally. By becoming member of aviation
associations, the Company receives the best practical
knowhow in implementing the latest technology, latest
information related to air navigation industry, and
regulation implementation. �e Company does not
participate in projects or provide substantial funding
other than making contribution of routine membership
fee toin the association.

penerbangan yang terbaik dan terstandar, AirNav
Indonesia telah mendapat dan menerapkan sertikasi
standar penyelenggaraan navigasi udara. Hal ini
merupakan salah satu perwujudan komitmen AirNav
untuk menjaga kualitas layanan navigasi penerbangan,
sekaligus menunjukkan bahwa Indonesia telah
memiliki layanan navigasi penerbangan yang dapat
menjamin keselamatan penerbangan yang terstandar
dan dapat dipercaya di seluruh wilayah operasi.

and implemented air navigation service standardized
certi�cation. �is represents AirNav commitment
to maintain the quality of air navigation services,
as well as demonstrating that Indonesia operates an

PEDOMAN DAN KEBIJAKAN TATA KELOLA
Governance Guideline and Policies
Dalam menerapkan tata kelola yang baik atau good
corporate governance (GCG), AirNav Indonesia
mengacu pada undang-undang dan peraturan
pemerintah yang berlaku terkait penerapan tata kelola
di Badan Usaha Milik Negara (BUMN), Pedoman
Umum GCG Indonesia oleh Komite Nasional
Kebijakan Governance (KNKG), serta Roadmap
Tata Kelola Perusahaan Indonesia. Perusahaan juga
menerapkan best practices secara konsisten agar
dapat memberikan nilai lebih bagi setiap pemangku
kepentingan. Perusahaan juga mengikuti prinsip-
prinsip GCG yaitu transparansi, akuntabilitas,
pertanggungjawaban, independen, dan kewajaran.
Perusahaan telah melakukan assessment terhadap
penerapan good corporate governance (GCG) oleh
pihak ketiga yang independen, dengan mengacu pada
Surat Keputusan Badan Usaha Milik Negara Nomor
SK-16/S-MBU/2012 tanggal 6 Juni 2012 tentang
Indikator/Parameter Penilaian dan Evaluasi Atas
Penerapan Tata Kelola Perusahaan yang Baik (Good
Corporate Governance) pada Badan Usaha Milik
Negara (BUMN). Berdasarkan metodologi assessment
tersebut, Perusahaan memperoleh nilai 83,16% atau
mencapai kualikasi BAIK dalam hal kecukupan
sistem dan infrastruktur untuk mendukung
implementasi GCG.
Dalam konteks keberlanjutan, AirNav Indonesia
belum memiliki kebijakan dan strategi keberlanjutan.
Pada praktiknya, Direksi memperhatikan aspek-aspek
keberlanjutan pada layanan navigasi penerbangan
seperti keselematan penerbangan, kesehatan dan
keselamatan kerja, ketenagakerjaan lokal, dan
penggunaan energi yang esien. AirNav juga belum
memiliki direktur atau fungsi khusus yang menangani
strategi keberlanjutan Perusahaan, sehingga aspek
keberlanjutan menjadi tanggung jawab kolektif Direksi
dan Manajer Perusahaan. Khusus untuk pengelolaan
program pemberdayaan masyarakat, AirNav
menugaskan unit CSR yang bertanggung jawab atas
pengelolaannya.
In implementing good corporate governance (GCG),
AirNav Indonesia refers to the applicable law and
government regulations related to the implementation
of governance in State-Owned Enterprise (SOE),
Indonesia’s Code of GCG by the National Committee
on Governance Policies, and Roadmap for Indonesian
Company Governance. �e Company also consistently
applies best practices to be able to give additional value
to each stakeholder. It also adheres to GCG principles
i.e. transparency, accountability, responsibility,
independence, and fairness.
�e company has conducted assessment on good
corporate governance implementation by an
independent third party, referring to Minister of State-
Owned Enterprise Decree No.SK-16/S-MBU/2012, June
6, 2012 on the Indicators/Parameters for Assessment
and Evaluation on the Implementation of Good
Corporate Governance in State-Owned Enterprise
(SOE). Based on the assessment methodology, the
Company scored 83.16% or quali�ed as GOOD in terms
of system and infrastructure su�ciency to support GCG
implementation.
In terms of sustainability, AirNav Indonesia has yet to
have sustainability policies and strategy. In practice,
the Board of Directors are concerned about the
sustainability aspects on air navigation services such as
air navigation safety, occupational health and safety,
local employment, and e�cient energy consumption.
AirNav also has yet to appoint a director or establish
a special function to handle Company’s sustainability
strategy, so sustainability aspect becomes the collective
responsibility of Directors and Corporate Manager.
Particularly for managing community empowerment
program, AirNav assigns CSR unit responsible for its
management.

Principle for Risk Prevention and Management [102-11]
Selain risiko usaha dan operasional, AirNav Indonesia
memahami pentingnya melakukan identikasi dan
pemetaan risiko environment, social and governance
(ESG) yang signikan serta berkaitan dengan
keberlanjutan Perusahaan. AirNav mengelola risiko
dengan pendekatan terstruktur dimulai dari penilaian
risiko, hingga pengembangan strategi untuk mengelola
dan menyusun mitigasi risiko. Sistem manajemen
risiko kemudian dievaluasi secara berkala setiap
bulan oleh Biro Pengelolaan Kinerja Perusahaan,
Manajemen Risiko dan GCG. Evaluasi tersebut
mencakup analisis kegiatan serta kondisi aktual terkait
layanan navigasi penerbangan, antara lain dalam hal
pengembangan teknologi dan informasi navigasi
penerbangan, perubahan kebijakan, dan faktor
lainnya.
In addition to business and operational risks, AirNav
Indonesia understands the importance of identifying
and mapping of environment, social, and governance
(ESG) risks which are signi�cant and related to
Company’s sustainability. AirNav manages risks with
structured approach starting from risk assessment to
developing strategy to managing and developing risk
mitigation. Risk management system is then evaluated
regularly every month by Bureau of Corporate
Performance Management, Risk Management and
GCG. �e evaluation covers activity analyses and
actual condition related to air navigation services,
including developing technology and information on air
navigation, policy changes, and other factors.
Untuk menunjang keselamatan penerbangan, AirNav Indonesia melengkapi peralatan pendukung berupa surface movement radar yang berfungsi mendeteksi pergerakan pesawat di darat.
To promote navigation of safety, AirNav Indonesia has obtained surface radar to detect ground aircraft movement as supporting equipment.

berintegritas, AirNav Indonesia menetapkan
pedoman perilaku (code of conduct) di lingkungan
Perusahaan melalui Peraturan Direksi Perum
Lembaga Penyelenggara Pelayanan Navigasi
Penerbangan Indonesia No. PER.007/LPPNPI/II/2015
Tanggal 13 Februari 2015. Peraturan ini berlaku
bagi seluruh insan AirNav Indonesia. Pedoman
Peraturan tersebut disebarluaskan melalui sosialisasi
yang dilakukan setiap tahun Pelanggaran Pedoman
Perilaku Perusahaan akan diberikan surat peringatan,
peraturan level jabatan dua tingkat lebih rendah atau
pemberhentian dengan hormat tidak atas pemintaan
karyawan.
Whistleblowing SystemAirNav Indonesia memiliki Whistleblowing System
atau WBS yang menjadi media untuk melaporkan
pelanggaran, termasuk yang berkaitan dengan kode
etik perusahaan, kepada Pengelola Administrasi
Pelaporan Pelanggaran. AirNav menyediakan sarana
email [email protected] yang khusus
diperuntukkan bagi Sistem Pengelolaan Pelanggaran.
Prosedur penyampaian laporan terkait pelanggaran
telah tercantum dalam peraturan Perum LPPNPI No.
PER.006/LPPNPI/II/2015 Bab III Point 3.1 tentang
Sarana/Media Pelaporan.
Laporan adanya pelanggaran akan disampaikan
pada Audit Internal dengan tembusan kepada fungsi
Human Resources. Selain itu, Perusahaan juga
memiliki Dewan Pengawas yang bertugas memastikan
penerapan dan pengelolaan whistleblowing system
sesuai dengan alur yang tepat.

dilarang menerima segala bentuk gratikasi dan harus
melaporkannya kepada Perusahaan.
AirNav melakukan sosialisasi program pengendalian
gratikasi kepada seluruh karyawan secara berkala,

every year. Violation of the Company’s Code of Conduct
is subject to warning letter, demotion to a rank two
levels lower, or honorable dismissal not at the employee’s
request.
Whistleblowing System AirNav Indonesia has a Whistleblowing System or WBS
that serves as a means to report violations, including
those related to the Company code of ethics, to the
Violation Reporting Administration Operator. AirNav
provides an email, [email protected],
which is speci�cally for the Violation Management
System. �e procedure for submission of reports of
violations is set forth in regulation of Perum LPPNPI
No. PER.006/LPPNPI/II/2015, Chapter III Point 3.1
regarding Means/Media for Reporting.
Reports of violations will be submitted to Audit Internal
with a copy to the Human Resources function. In
addition, the Company also has a Supervisory Board
whose duty is to ensure application and management
of the whistleblowing system in accordance with the
appropriate channels.
Prevention of Gratication (Bribery)In implementing one of the Company’s value, i.e.
integrity, and as implementation of the principle of
transparency in GCG, AirNav Indonesia strives to
control practices of gratuities that might occur with
all people in the Company. �e Supervisory Board,
Directors, and all employees are prohibited from
accepting any form of gratuity and must report such to
the Company.

AirNav Indonesia, berdasarkan Undang-Undang

AirNav Indonesia, pursuant to Law Number 1 of 2009
concerning Aviation, is part of the Safety Management
System (SMS) for Aviation Service Providers. AirNav is
responsible as an aviation service provider in the roles of
fair navigation operator, maintenance organization, air
tra�c center provider, and aerodrome provider which
is directly responsible for air navigation safety. �e
Directorates that are responsible in implementation of
navigation are among others the Operations Directorate,
the Safety, Security and Standardization Directorate, the
Engineering Directorate, and the Service Development
Directorate.

yang dilaksanakan oleh Divisi Keselamatan & Jaminan
Kualitas setiap tahun. Kegiatan tersebut ditujukan
untuk mengidentikasi dan memitigasi risiko
keselamatan terkait manajemen perubahan. Selain
itu, dilakukan juga kegiatan monitoring dan review
terhadap safety assessment tahun sebelumnya untuk
memastikan pengendalian risiko berjalan sesuai
dengan hasil yang diinginkan. Monitoring dan review
ini dilakukan bersamaan dengan safety assessment

Perubahan yang dilakukan dalam safety assessment
meliputi:

Setiap hasil kegiatan safety assessement dilaporkan
kepada Direktorat Navigasi Penerbangan. Untuk
jenis perubahan yang berdampak pada perubahan/
peningkatan pelayanan Lalu Lintas Udara yang
dilaporkan, selanjutnya dilakukan verikasi.
Pelaksanaan safety assessment serta monitoring dan
review dilakukan di Kantor Pusat & Kantor Cabang
AirNav dengan melibatkan regulator penerbangan dan
unit-unit dari unsur operasi, teknik serta keselamatan
kantor cabang. [103-3]
To achieve healthy conditions in the work environment,
the Company routinely conducts safety assessments,
which are carried out by the Safety Quality Assurance
Division each year. �ese activities are aimed at
identifying and mitigating safety risks related to
management of change. In addition, monitoring and
review activities are also conducted on the previous
year’s safety assessment to ensure that risk control is
running in accordance with the desired results. �is
monitoring and review is done together with the safety

Aplikasi Pelaporan EFFORTDalam mengelola pelaporan bahaya, risiko, dan
kejadian keselamatan khususnya terkait dengan
penyelenggaraan navigasi penerbangan, Perusahaan
mengembangkan sistem aplikasi Electronic Form
For Occurrence Reports (EFFORT). Aplikasi ini
terdiri dari Sistem Pelaporan Wajib bagi pelaporan
yang dilakukan oleh internal AirNav Indonesia, serta
Sistem Pelaporan Sukarela bagi pelaporan keselamatan
navigasi penerbangan yang dilakukan oleh pihak
eksternal, untuk dilaporkan kepada Perusahaan.
Sistem terintegrasi EFFORT berisi Occurrences
Reporting, Investigation Process, Compliance
and Monitoring, serta data visual keselamatan
penerbangan via dashboard.
Sepanjang tahun 2018, terdapat 3.904 laporan yang
bersifat mandatory dan voluntary EFFORT. Sebanyak
100% atau keseluruhan laporan tersebut telah
diselesaikan oleh AirNav.

of a Mandatory Reporting System for reporting done

to the Company. �is EFFORT integrated system

manuver atau tindakan penghindaran yang sesuai
(TCAS-RA) termasuk dalam klasikasi kejadian serius
wajib dilaporkan 1 x 24 jam oleh operator pesawat
udara maupun operator navigasi penerbangan. Dalam
hal ini, AirNav Indonesia perlu menyampaikan
laporan tersebut pada Komite Nasional Keselamatan
Transportasi (KNKT) dan Direktorat Jenderal
Perhubungan Udara (Dirjen Hubud).

Using Reliable Technology
AirNav Indonesia is also committed to upgrade
navigation service and infrastructure in the Papua
region through application of the Automatic Dependent
Surveillance Broadcast (ADS-B) system. �is system
is the result of an application study on the innovation
of a non-radar aviation monitor system conducted
by the Agency for the Assessment and Application of
Technology (BPPT). ADS-B is a system for transmission
of aircra� �ight data in the form of identity, location
coordinates, elevation, speed, and other indicators,
constantly and in all directions through the medium of
radio waves.
It is felt that application of the ADS-B system is
appropriate for the Eastern Indonesia region so that it

2018Pelanggan yang dilayani oleh Perum LPPNPI adalah
maskapai penerbangan asing serta domestik yang
terbang di dalam wilayah udara Indonesia.
Keberhasilan AirNav dalam mengelola kinerja
keselamatan penerbangan juga terukur melalui Key
Performance Indicators (KPI). Key Performance
Indicators (KPI) yang tertulis di dalam kontrak
manajemen dan Undang-Undang No. 19 tentang
Badan Usaha Milik Negara dan Surat Kementerian
Badan Usaha Milik 16 Januari 2013, tentang
Penyampaian Pedoman Penentuan Key Performance
Indicators (KPI) serta Surat S-198/ D7.MBU/8/2017
tentang Pelaksanaan asesmen Implementasi Kriteria
Penilaian Kinerja Unggul (KPKU) BUMN.
Secara umum, skor KPI manajemen perusahaan di
tahun 2018 mencapai skor 105,43 dari total bobot
110,00. Pencapaian ini salah satunya didukung oleh
pencapaian atas indikator tingkat kinerja keselamatan
(ALOS) dalam melaksanakan fungsi kegiatan
pelayanan navigasi. Pada tahun 2018, nilai indikator
tingkat kinerja keselamatan AirNav mencapai 141,32
dengan skor 11,31, melebihi skor maksimal sebesar
8,40. Total skor pencapaian KPI AirNav dari perspektif
fokus pelanggan dan pasar ialah 31,46. Skor tersebut
telah melebihi skor maksimal sebesar 25,20.

In general, the Company registered KPI management
score of 105.43 out of the total 110.0 in 2018. �e
achievement is partly attributable to accomplishments

Selain mengukur kinerja berdasarkan KPI, AirNav
Indonesia mengukur tingkat kesehatan Perusahaan
berdasarkan Surat Keputusan Menteri Badan Usaha
Milik Negara Republik Indonesia No. Kep-100/
MBU/2002 tanggal 4 Juni 2002 tentang Penilaian
Tingkat Kesehatan Badan Usaha Milik Negara.
Pada tahun 2018, skor kinerja AirNav Indonesia
mencapai 92,50 atau dikategorikan sebagai “SEHAT”
untuk tingkat kesehatan dengan penggolongan “AA”.
Pencapaian ini merupakan peningkatan dari tahun
2017 yang mencapai 91,50 atau dikategorikan SEHAT
dengan penggolongan “AA”. Adapun dari aspek
operasional, AirNav mencatatkan tingkat keselamatan
yang baik dengan nilai skor 10,50 tiga tahun berturut-
turut (2016-2018).

In addition to measuring performance based on KPI,
AirNav Indonesia also measures the health of the
Company based on Minister of State-owned Enterprises
Decision No. Kep-100/MBU/2002 dated June 4, 2002
on Assessment of Health of State-owned Enterprises.
In 2018, AirNav Indonesia received a score of 92,50
or rated “HEALTHY” with health category “AA”. �is
achievement marked an improvement from 2017 score
of 91.50 or categorized as “HEALTHY” with “AA”
ratings. From operational standpoint, AirNav had
registered a score of 10.50 in good safety performance
for three consecutive years (2016-2018).

Penilaian Kualitas Navigasi Penerbangan
AirNav Indonesia [103-3, 416-1]
Dalam menyelenggarakan jasa navigasi penerbangan
yang sesuai dengan visi safety, security, service, dan
compliance, AirNav Indonesia melengkapi diri dengan
pengukuran dan perencanaan tingkat pelayanan
jasa navigasi penerbangan yang menjadi prioritas
pencapaian Perusahaan.
Program Pengukuran Indeks Kualitas Pelayanan
atau Service Quality Index (SQI) mulai dilakukan
Perusahaan sejak tahun 2018, bekerja sama dengan
institusi independen Indonesia national Air Carriers
Association (INACA). Pengukuran ini terdiri dari
Cockpit Crew Satisfaction Index (CSI) dan Observed
Quality Index (OQI).
Berdasarkan hasil survey pengukuran, CSI AirNav
Indonesia secara agregat di 10 lokasi ialah 4,28 dari
skala 5 dengan interpretasi bahwa cockpit crew sangat
puas. Wilayah yang dinilai yaitu JATSC, MATSC,
Denpasar, Surabaya, Medan, Balikpapan, Sentani,
Batam, Bandung, dan Ternate. Nilai CSI ini meningkat
0,25 dari tahun sebelumnya yaitu 4,03. Berdasarkan
Agregat CSI di 10 lokasi, CSI penerbangan domestik
mendapat nilai lebih tinggi, yaitu 4,30 dibandingkan
penerbangan internasional yaitu 4,15.
Dari pengukuran CSI penerbangan domestik
tersebut, AirNav Indonesia mendapat masukan
untuk memperbaiki aspek Landing and Departure
Procedures (ILS/VOR-DME/NDB/PBN-RNAV
Approach), Provision of weather information services,
dan Phraseology of instruction and clearance from the
ATC. Adapun aspek perbaikan yang perlu ditingkatkan
dari Penerbangan Internasional ialah provision of
weather information services, provision of instruction
and clearance from the ATC (APP/ACC), phraseology
of instruction and clearance from the ATC.
Selain melaksanakan pengukuran CSI dan OQI,
Perusahaan juga mengidentikasi adanya insiden yang
disebabkan ketidakpatuhan terhadap regulasi yang
berdampak pada keselamatan penerbangan. Pada tahun
2018, tidak terdapat insiden ketidakpatuhan terhadap
regulasi yang menghasilkan denda atau hukuman, serta
insiden ketidakpatuhan terhadap peraturan sukarela.

Evaluation of the Quality of AirNav
Indonesia’s Air Navigation [103-3, 416-1]
In carrying on air navigation services in accordance
with its vision of safety, security, service, and
compliance, AirNav Indonesia equips itself with
measurement and planning of the levels of air
navigation services which are the priority for the
Company’s achievement.
�e Service Quality Index (SQI) Measurement
Program has been applied by the Company since
2018, in cooperation with an independent institution,
the Indonesia National Air Carriers Association
(INACA). �e measurements consist of a Cockpit Crew
Satisfaction Index (CSI) and Observed Quality Index
(OQI).
Based on the results of the measurement survey, AirNav
Indonesia’s aggregate CSI in 10 locations is 4.28 on a
scale of 5, with the interpretation that the cockpit crews
are very satis�ed. �e regions evaluated were JATSC,
MATSC, Denpasar, Surabaya, Medan, Balikpapan,
Sentani, Batam, Bandung, and Ternate. �is CSI rating
was up by 0.25 from 4.03 the previous year. Based on
the aggregate CSI in 10 locations, the CSI for domestic
air navigation received a higher score, 4.30, than for
international air navigation, at 4.15.
From this measurement of CSI for domestic air
navigation, AirNav Indonesia received input to improve
the aspects of Landing and Departure Procedures (ILS/
VOR-DME/NDB/PBN-RNAV Approach), Provision
of weather information services, and Phraseology of
instruction and clearance from the ATC. �e areas for
improvement needed in international air navigation are
provision of weather information services, provision of
instruction and clearance from the ATC (APP/ ACC),
and phraseology of instruction and clearance from the
ATC.
As well as performing measurement of CSI and
OQI, the Company also identi�es incidents caused
by non-compliance with regulations which a·ect air
navigationsafety. In 2018, there were no incidents
of non-compliance with regulations that led to �nes
or punishment, incidents of non-compliance with

tahun 2018, implementasi sistem manajemen K3
di lingkungan AirNav Indonesia telah mendapat
penghargaan dari Kementerian Ketenagakerjaan
dengan pencapaian 86,14% untuk kategori tingkat

Perusahaan juga melibatkan pekerja dalam memonitor
risiko atau potensi kecelakaan kerja di wilayah
kerjanya, melalui laporan harian dalam bentuk
whatsapp untuk mempercepat mitigasi dan Laporan
Bulanan. Perusahaan juga memastikan karyawan
diperlakukan setara melalui kebijakan khusus terkait
HAM bagi karyawan. [403-2]
Menyediakan Fasilitas dan Sarana bagi
Karyawan [403-3, 403-6]
Keselamatan kerja dalam melaksanakan pelayanan
navigasi penerbangan oleh Perusahaan didukung
dengan adanya Alat Pelindung Diri (APD) dan
berbagai fasilitas untuk digunakan karyawan, di
antaranya klinik kesehatan serta dokter, �re alarm
system, dan pemadam kebakaran. Secara berkala,
Perusahaan juga melakukan pemeriksaan untuk
memastikan fasilitas tersebut dapat digunakan dalam
situasi darurat.
Untuk memitigasi risiko penyakit dan kecelakaan
yang ditimbulkan akibat kerja, Perusahaan juga
melakukan pemantauan kesehatan karyawan melalui
medical check up (MCU) yang diwajibkan bagi seluruh
karyawan dan mitra kerja. Sepanjang tahun 2018,
sebanyak 2.622 karyawan menerima fasilitas cek
kesehatan.
Setiap ATC juga memiliki supervisor yang bertugas
untuk mengawasi kemungkinan adanya kelelahan
( fatigue) atau kendala psikologis pada karyawan
yang dapat membahayakan jalannya navigasi. Setiap
karyawan yang akan memulai shi� untuk bertugas di
ATC akan diperiksa terlebih dahulu kesiapan sik dan
mentalnya oleh tim pengawas tersebut.
Komunikasi Budaya K3 bagi Karyawan

Perusahaan membentuk Panitia Pembina Keselamatan
dan Kesehatan Kerja (P2K3) di tingkat karyawan dan
manajemen pada tahun 2016, berdasarkan Keputusan

�e Company also involves workers in monitoring
risks or potential for work accidents in their work
areas through daily reports in the form of WhatsApp
to accelerate mitigation and Monthly Reports. �e
Company also ensures that employees are treated
equally through a speci�c policy on human rights of

Providing Facilities for Employees [403-3,
403-6] Work safety in conducting aviation navigation services
by the Company is supported with the provision of
Personal Protection Equipment (PPE) and various
facilities to be used by the employees, such as a
health clinic and doctor, �re alarm system, and �re
extinguishers. �e Company also periodically conducts
inspections to ensure that these facilities can be used in
the event of an emergency.
To mitigate the risk of disease and accidents caused
by work, the Company also monitors its employees’
health through medical check-ups (MCU) which are
mandatory for all employees and work partners. During
2018, 2,622 employees received the medical check-up
facility.
Each ATC also has a supervisor who has the duty of
checking for the possibility of fatigue or psychological
constraints in employees that could endanger the course
of navigation. Every employee who is about to start
a shi� of duty at the ATC will �rst be examined for
mental and physical readiness by this supervisory team.

Dengan adanya P2K3, Perusahaan melakukan
komunikasi budaya K3 bagi seluruh karyawan dan
memastikan penerapan K3 sesuai dengan aturan yang
berlaku. Pada tahun 2018, P2K3 AirNav mendapatkan
penghargaan pelaksanaan kegiatan Panitia Pembina
Keselamatan dan Kesehatan Kerja Tingkat Provinsi
Banten No. 002.6/Kep.62-Huk/2018 sebagai bentuk
apresiasi terhadap penerapan keselamatan dan
kesehatan kerja dalam upaya pencapaian nihil
kecelakaan kerja.
Untuk menumbuhkan kesadaran K3 bagi seluruh
karyawan dan pemangku kepentingan yang bekerja
di wilayah kerja AirNav Indonesia, Perusahaan secara
rutin mengkomunikasikan budaya K3 di antaranya
melalui Safety Brie�ng di setiap kegiatan yang
melibatkan pihak eksternal, pemberitahuan antisipasi
bencana saat dibutuhkan, rapat bulanan P2K3, serta
safety patrol untuk evaluasi dan pemantauan fasilitas
K3 setiap hari Jumat. Perusahaan juga melaksanakan
sosialisasi K3 dan bimtek penyusunan manual dan
SOP SMK3 oleh Tim K3 Kantor Pusat di cabang.
Tahun 2018, kegiatan tersebut dilaksanakan masing-
masing setiap bulan sejak Februari hingga Desember
2018 di wilayah Medan, Yogyakarta, Balikpapan,
Surabaya, Sentani, Denpasar, Pontianak, Palembang,
Bandung, Jakarta, dan Aceh.
Penerapan K3 juga diungkapkan dalam topik-topik
yang tercantum dalam Perjanjian Kerja Bersama
(PKB) yang berlaku di AirNav Indonesia. Topik K3
dalam PKB tercantum dalam tercantum dalam BAB
VI Keselamatan dan Kesehatan Kerja pasal 29.
Pelatihan K3 bagi Karyawan [403-5]
Peningkatan kompetensi karyawan terhadap K3
diwujudkan Perusahaan melalui pemberian pelatihan
dan pendidikan K3. Sepanjang tahun 2018, sebanyak
45 karyawan dari kantor pusat dan seluruh kantor
cabang AirNav Indonesia mendapat pelatihan
P3K dengan kurikulum sesuai Permenaker No.
15/MEN/VIII/2008 tentang Pertolongan Pertama
Pada Kecelakaan (P3K) di Tempat Kerja. Selain itu,
karyawan juga dibekali pelatihan pemadam kebakaran
yang diikuti 65 karyawan dari kantor pusat dan cabang
AirNav seluruh Indonesia.

ensures application of OHS in accordance with the
applicable rules. In 2018, AirNav’s P2K3 received an
award for implementation of activities of Occupational
Safety and Health Advisory Committee at the Banten
Provincial Level No. 002.6/Kep.62-Huk/2018 as a form
of appreciation for application of occupational health
and safety in the e·ort to achieve zero work accidents.
To foster awareness of OHS among all employees and
stakeholders working in the working area of AirNav
Indonesia, the Company routinely communicates the
OHS culture, among others through a Safety Brie�ng at
every activity that involves external parties, noti�cation
of anticipation of disasters when needed, monthly
P2K3 meetings, and safety patrols for evaluation and
monitoring of OHS facilities every Friday. �e Company
also holds outreach on OHS and technical guidance on
formulation of SMK3 manuals and SOP at the branches
by the OHS from Head O�ce. In 2018, these activities
were conducted respectively each month from February
through December 2018 in the Medan, Yogyakarta,
Balikpapan, Surabaya, Sentani, Denpasar, Pontianak,
Palembang, Bandung, Jakarta, and Aceh regions.
Application of K3 is also disclosed in the topics set forth
in the Collective Labor Agreement (CLA) that applies
at AirNav Indonesia. �e topic of K3 is set forth in the
CLA in Chapter VI, Work Safety and Health, Article 29.
OHS Training for Employees [403-5]
Upgrading employee competence on OHS was
conducted by the Company through OHS education
and training. In 2018, as many as 45 employees from
AirNav Indonesia head o�ce and all branch o�ces
received training on OHS using the curriculum based
on Minister of Manpower Regulation No. 15/MEN/
VIII/2008 on First Aid in the work place. In addition,
the employees were given �re�ghting training which was
attended by 65 employees from AirNav head o�ce and
branch o�ces across Indonesia.

Human Resources Development
Program Pendidikan dan PelatihanKaryawan merupakan salah satu pemangku
kepentingan dan mitra AirNav Indonesia untuk
meraih tujuan bersama sesuai dengan visi Perusahaan.
AirNav membutuhkan kapabilitas karyawan yang
baik dalam menjalankan kegiatan navigasi udara
yang terstandar. Untuk itu, pendidikan dan pelatihan
menjadi salah satu program strategis Perusahaan
dalam mengembangkan kompetensi karyawan,
terutama terkait teknologi automasi navigasi
penerbangan serta kemampuan analisis lalu lintas
penerbangan agar selalu aman dan terkendali. [103-1]
Perusahaan mengacu pada Peraturan Direksi
No. PER.041/LPPNPI/VI/2014 tentang Pola
Pendidikan dan Pelatihan dalam melaksanakan
untuk meningkatkan kompetensi karyawan. Kinerja
pengelolaan kompetensi karyawan merupakan
tanggung jawab Divisi Pelatihan dan Pengembangan
Karyawan. [103-2, 103-3]
Sepanjang tahun 2018, Perusahaan telah
melaksanakan 151 kegiatan pendidikan dan pelatihan
(Diklat) yang diikuti oleh 2.773 peserta. Perusahaan
juga mengadakan 46 kegiatan sertikasi, meliputi
sertikasi bahasa asing (IELP) yang diikuti sebanyak
717 peserta, serta ujian rating yang diikuti sebanyak
344 peserta. Pelaksanaan Diklat dan sertikasi
tersebut dilakukan oleh internal perusahaan maupun
bekerjasama dengan lembaga yang berkompeten di
bidangnya.

the Company’s vision. AirNav requires its employees
to have good capability in operating standardized air
navigation activity. To that end, education and training
are among the Company's strategic programs to develop
employee competence, particularly with regard to
air navigation automation technology and analysis
capability to maintain air tra�c safety and control.

�e Company referred to Board of Directors Regulation
No. PER.041/LPPNPI/VI/2014 on Education and
Training Scheme in the implementation aimed at
improving employee competence. Employee competence
management performance is the responsibility of

In 2018, the Company organized 151 education and
training activities attended by 2,773 participants.
�e Company also held 46 certi�cation activities,
including foreign language certi�cation (IELP)
which was attended by 717 participants and the
rating test which was attended by 344 participants.

or in collaboration with relevant competent institutions.

Selanjutnya, pada tahun 2018, sebanyak 3.947
karyawan telah menerima penilaian kinerja sebagai
upaya pengembangan karir karyawan. Selain itu,
salah satu upaya AirNav Indonesia mengevaluasi dan
menilai kecakapan karyawan, serta untuk mengetahui
kebutuhan pengembangan karir dan pelatihan
khusus karyawan, yaitu melakukan performance check
setiap semester. Pada tahun 2018, Perusahaan juga
mengadakan Performance Check Centralized Flight
Plan yang diikuti oleh 10 karyawan.
Pada tahun 2018, Perusahaan merealisasikan biaya
diklat dan sertikasi sebesar Rp77.393,31 juta. Sebesar
38% dialokasikan untuk diklat non mandatory,
29% untuk sertikasi (termasuk Medical Check
dan Performance Check), serta 33% untuk diklat
mandatory.

performance assessment as part of employee career
development. In addition, as part of AirNav Indonesia
e·orts in evaluating and assessing employee skills and
identifying career development and employee-oriented
training needs the Company had conducted six-monthly
performance checks. In 2018, the Company also held
Centralized Flight Plan Performance Check which was
attended by 10 employees.
In 2018, the Company realized Rp77,393.31 million
in education and training and certi�cation. As much
as 38% was allocated for non mandatory education
and training, 29% for certi�cation (including Medical
Check and Performance Check), and another 33% for
mandatory education and training.

Development of Local Potential
Manpower [203-2]
To enhance quality of aviation services in Papua,
AirNav Indonesia has introduced a priority program
to increase local manpower engagement called “AirNav
Indonesia is Present for Papua”. �e program aims at
increasing the potentials of local manpower in Papua
to enable them to become reliable navigation o�cers.
Since 2017, the Company has awarded air navigation
scholarship to native Papuan.
�e �rst batch of the program consisted of 27 young
Papuans who received scholarship to attend education
and training program at Jayapura Education and
Training Center (BP3). Scholarship realization by the
Company amounted to Rp1 billion. To qualify for the
scholarship, the awardees must be young native Papuan
from low-income family (administrative proof required),
with good academic achievement and have passed the
entrance test of universities in partnership with AirNav
Indonesia.

Dalam rangka meningkatkan kualitas layanan
penerbangan di Papua, AirNav Indonesia memiliki
salah satu program prioritas meningkatkan
ketenagakerjaan lokal yaitu “AirNav Indonesia Hadir
untuk Papua”. Program tersebut bertujuan untuk
meningkatkan potensi tenaga kerja lokal Papua untuk
menjadi tenaga navigasi yang handal. Sejak tahun
2017, Perusahaan memberikan beasiswa pendidikan
navigasi penerbangan kepada Putra/Putri Daerah
Papua.
Angkatan pertama program tersebut diikuti oleh
27 orang putra-putri Papua yang mendapatkan
beasiswa dan menempuh pendidikan dan pelatihan
di Balai Pendidikan dan Pelatihan Penerbangan
(BP3) Jayapura. Realisasi beasiswa yang disalurkan
oleh Perusahaan senilai Rp1 miliar. Persyaratan yang
diberikan pada penerima beasiswa merupakan putra-
putri daerah Papua yang kurang mampu (didukung
dengan bukti administrasi), berprestasi, serta lulus tes
masuk perguruan tinggi yang bermitra dengan AirNav
Indonesia.

In 2018, the number of scholarship recipients increased
to 40 young Papuans, with realized scholarship of
Rp2,5 billion. A�er completing their education in air
navigation, the scholarship awardees were appointed
employees of AirNav Indonesia to serve as ATC o�cers
in airports in Papua.

Sejak pertama kali dilaksanakan, setiap tahunnya
Perusahaan melakukan evaluasi terkait pemberian
beasiswa demi meningkatkan jumlah penerima
manfaat dan nilai beasiswa yang diberikan. AirNav
Indonesia juga bekerja sama dengan lembaga
pendidikan di daerah untuk memberikan rekomendasi
siswa/siswi berprestasi dan sesuai dengan kriteria yang
dibutuhkan oleh Perusahaan.
Since its �rst inception, the Company conducts annual
evaluation of scholarship award in order to increase the
number of scholarship recipients and the the program
value. AirNav Indonesia also collaborates with local
education institutions which recommend high achiever
students who meet the Company requirements.
Pada tahun 2018, jumlah penerima manfaat beasiswa
meningkat menjadi 40 orang putra-putri Papua,
dengan realisasi dana beasiswa sebesar Rp2,5 miliar.
Setelah menyelesaikan pendidikan di bidang navigasi
penerbangan, penerima beasiswa ini kemudian
diangkat menjadi karyawan AirNav Indonesia dan
mengabdi sebagai petugas ATC di sejumlah bandara
di Papua.

KONSUMSI ENERGI
Energy Consumption
Energi, khususnya listrik dan bahan bakar minyak,
menjadi salah satu hal penting yang perlu dikelola
AirNav Indonesia sebab kegiatan operasional dan
alat-alat teknologi yang digunakan Perusahaan
membutuhkan konsumsi energi yang cukup
signikan. Selain itu, pengelolaan esiensi energi
serta perbaikan intensitas energi juga dianggap
material karena secara ekonomi akan berdampak pada
penghematan biaya operasi serta berdampak baik juga
pada lingkungan. [103-1]
Perusahaan belum memiliki kebijakan khusus
yang mengatur tentang pengelolaan energi. Kinerja
pengelolaan energi merupakan tanggung jawab Divisi
Umum dan dievaluasi oleh Direktur SDM dan Umum.

Penggunaan EnergiPada umumnya, AirNav Indonesia menggunakan
energi listrik yang bersumber dari Perusahaan Listrik
Negara (PLN) untuk mengoperasikan peralatan
elektronik dan kegiatan operasional lainnya di
kantor pusat dan fasilitas navigasi penerbangan.
Namun, pada beberapa unit masih menggunakan
bahan bakar minyak untuk menggerakkan generator
sebagai sumber energi listrik, misalnya di Capem
Oksibil, Sentani, serta Unit Ilaga dan Unit Mulia dan
Nabire. Adapun sumber energi lainnya yaitu bensin,
digunakan untuk perjalanan dinas karyawan.
Pada tahun 2018, Perusahaan mengonsumsi energi
listrik sebesar 45.403,82 MWh atau 163.453,76 GJ.
Dari sejumlah energi tersebut digunakan untuk
menghasilkan total produksi sebesar 472.156.778
route unit, sehingga didapatkan intensitas pemakaian
energi sebesar 0,0003 GJ/route unit. Perusahaan
masih dalam tahap penyempurnaan pencatatan data
konsumsi energi pada tahun 2017 dan 2016, sehingga
jumlah konsumsi energi pada tahun tersebut belum
dapat ditampilkan. [302-1, 302-3]
Energy, especially electricity and oil, becomes one of
important things to be managed by AirNav Indonesia
due to the signi�cant consumption of energy during
operational activities and by the technological
equipment used by the Company. In addition,
energy e�ciency management and energy intensity
enhancement are also considered material due to their
economic impact on operational cost saving as well as
positive impact on the environment. [103-1]
�e Company has not designed special policy to regulate
energy management. Energy management performance
falls under the responsibility of General A·airs Division
and evaluated by the Director of Human Resources and
General A·airs. [103-2, 103-3]
Energy UtilizationIn general, AirNav Indonesia utilizes electrical energy
from National Electricity Company to operate electronic
equipment and other operational activities at head
o�ce and air navigation facilities. Nevertheless, some
units still rely on oil fuel to power generators as source
of electrical energy, for example the Oksibil branch
o�ce in Sentani, Ilaga Unit, Mulia Unit, and Nabire.
Other energy sources, including gasoline, are is used for
employee business trip.
In 2018, the Company electrical power consumption
amounted to 45,403.82 MWh or 163,453.76 GJ. �e
amount powered a total production of 472,156,778
route unit, or equivalent to 0.0003 GJ/route unit in
energy intensity. �e Company is still in the stage of
completing data recording of energy consumption in
2017 and 2016, data on energy consumption in those

PEREKONOMIAN NASIONAL
Contribution to National Economy
Keselamatan dan keamanan penerbangan penting bagi
perluasan akses dan perhubungan serta perekonomian
negara. AirNav merupakan salah satu katalisator
penggerak perekonomian nasional melalui layanan
navigasi penerbagan dan pembangunan infrastruktur
pendukung navigasi penerbangan yang professional
dan terstandar di seluruh bandara di Indonesia. Selain
itu, AirNav juga berupaya meningkatkan taraf hidup
masyarakat di sekitar wilayah operasi Perusahaan
melalui Program Kemitraan dan Bina Lingkungan
(PKBL) serta pelibatan masyarakat dalam rantai
pasokan Perusahaan. [103-1]
AirNav Indonesia menerapkan program tanggung
jawab sosial lingkungan (TJSL) melalui PKBL. Hal
tersebut mengacu pada Surat Keputusan Menteri
BUMN Nomor: PER-02/ MBU/07/2017 tentang
Program Kemitraan dan Program Bina Lingkungan
Badan Usaha Milik Negara. [103-2]
Pelaksanaan program-program TJSL menjadi
tanggung jawab Unit CSR yang secara khusus
melakukan fungsi perencanaan, pelaksanaan kegiatan,
serta monitoring, yang termasuk juga di dalamnya
fungsi administrasi dan keuangan bagi program-
program PKBL. Evaluasi terkait pelaksanaan program
TJSL dilakukan setiap semester di bawah tanggung

Program Kemitraan dan Bina Lingkungan [203-1]
Secara umum, AirNav Indonesia melaksanakan
Program Kemitraan untuk meningkatkan kemandirian
Air navigation safety and security are crucial for
expansion of access and transportation, as well as the
national economy. AirNav represents one of the catalysts
of national economy through air navigation services
and development of professional and standardized air
navigation supporting infrastructure in all airports
across Indonesia. Furthermore, AirNav also seeks to
improve the standard of living of the community living
around the Company’s area of operation Partnership
and Community Development Program as well as
involving communities in the Company’s supply chain.

AirNav Indonesia also implements social and
environmental responsibility programs through the
Partnership and Community Development Program.
�e programs are based Minister of State-Owned
Enterprises Decision No. PER-02/ MBU/07/2017 on the
Partnership and Community Development Program of
State-owned Enterprises. [103-2]
�e implementation of social and environmental
responsibility program is the responsibility of the
CSR Unit that speci�cally perfoms the functions of
planning, activity implementation, and monitoring, as
well as administrative and �nancial function for the
Partnership and Community Development Programs.
Evaluation related to the implementation of the social
and environmental responsibility program is conducted
every semester under the responsibility of CSR Unit.

Activities are conducted by taking into consideration
the amount of managed funds, the target area of
development and the number of foster partners with
due consideration of the Company’s condition. �e types
of partnership in the branch/representative o�ces are
designed to match local needs. �e types and status
of assistance and fostering activity in the Partnership
Program are as follows:
1. Business capital loan and or �xed asset purchase in
the framework of increasing production and sales.
2. Special loan to fund business activities of the Foster
Partners in the form of short-term additional loan
to assist foster partners in ful�lling customer orders.
3. Fostering program with the aim to develop the
Foster Partner business.
In 2018, AirNav Indonesia had distributed up to
Rp1,574 million in partnership �nancing. As many as
13 MSMEs businesses were signed up as foster partners
in 2018, representing various sectors including industry,
trade, services, etc. Adding to AirNav Indonesia foster
partners signed up since 2016 to late 2018 to a total of
91.

Kegiatan dilaksanakan dengan memperhatikan jumlah
dana yang dikelola, luas wilayah binaan dan jumlah
mitra binaan serta mempertimbangkan kondisi
Perusahaan. Adapun bentuk pelaksanaan di kantor
cabang/perwakilan disesuaikan dengan kebutuhan
setempat. Bentuk dan status bantuan dan pembinaan
dalam Program Kemitraan sebagai berikut:
1. Pinjaman untuk modal kerja dan atau pembelian
aset tetap dalam rangka meningkatkan produksi
dan penjualan.
2. Pinjaman khusus untuk membiayai kebutuhan
dana pelaksanaan kegiatan usaha Mitra Binaan
yang bersifat pinjaman tambahan dan berjangka
pendek dalam rangka memenuhi pesanan dari
rekanan usaha mitra binaan.
3. Program pembinaan dalm rangka meningkatkan
usaha Mitra Binaan.
Sepanjang tahun 2018, AirNav Indonesia telah
menyalurkan pembiayaan untuk Program Kemitraan
sebesar Rp1.574 juta. Sebanyak 13 pelaku UMKM
usaha menjadi mitra binaan tahun 2018, yang tersebar
di berbagai sektor meliputi industri, perdagangan,
jasa, dan lainnya. Sehingga menambah mitra binaan
AirNav Indonesia menjadi 91 mitra binaan sejak 2016
hingga akhir tahun 2018.

Selain untuk program kemitraan, AirNav Indonesia
juga merealisasikan Rp6.828,31 juta penyaluran
dana program Bina Lingkungan tahun 2018
untuk bantuan korban bencana alam, pendidikan,
kesehatan, pengembangan sarana dan prasarana
umum, saranan ibadah, pelestarian alam, sosial
kemasyarakatan, serta bantuan peningkatan kapasitas
mitra binaan. Penyaluran dana ini memenuhi 97%
dari Rencana Anggaran Kerja Perusahaan (RAKP)
sebesar Rp7.034,00 juta dan meningkat 26,16%
dibandingkan tahun sebelumnya, yaitu sebesar
Rp5.575,31 juta. Peningkatan ini disebabkan adanya
penambahan program strategis dan mandatory
program dari Kementerian BUMN yang berdampak
pada pemerataan dan peningkatan jumlah penerima
bantuan.
In addition to the partnership program, AirNav

infrastructure and facilities development, worship
facilities, natural conservation, social community,
and assistance for foster partner capacity building.
�e distributed funds ful�lled 97% of the target set in
the Company Work and Budget Plan to the amount
of Rp7,034.00 million, up 26.16% compared to the
previous year’s Rp5,575.31 million. �e increase was
due to the additional strategic and mandatory programs
from the Ministry of State-owned Enterprises with
impact on the expanding distribution and increasing the
number of assistance recipients.

AirNav Indonesia mendukung penuh rencana Pemerintah Indonesia untuk mewujudkan 10 destinasi wisata nusantara baru melalui pembenahan infrastruktur dan fasilitas navigasi penerbangan di bandara masing-masing tujuan tersebut. Sejak tahun 2017, pembenahan fasilitas bandara tersebut meliputi peningkatan status beberapa bandara yang sebelumnya berstatus aeronautical �ight information service (AFIS) menjadi aerodrome control tower (ADC). Selain itu, Perusahaan juga menyiapkan infrastruktur peralatan automatic dependent surveillance-broadcast (ADS-B) dan komunikasi, mempersiapkan fasilitas pengaturan lalu lintas udara atau communication navigation surveillance (CNS)-air tra©c management (ATM), menambah air tra�c controller working positions, dan penambahan SDM hingga kapasitas landasan pacu.
Upaya-upaya lain yang telah dilakukan AirNav
Indonesia dalam membenahi infrastruktur dan
fasilitas navigasi penerbangan, yaitu:
• Peremajaan dan penambahan peralatan
komunikasi penerbangan oleh Cabang Pratama,
Lombok untuk pengembangan pariwisata di
Mandalika.
Development of 10 Indonesian Tourism Destinations [203-1]
AirNav Indonesia fully supports the Indonesian
Government’s plan to realize 10 new tourism
destinations within the country through upgrading of air
navigation facilities and infrastructure at the airports
for the respective destinations. Since 2017, the upgrading
of airport facilities has included upgrading the status of
several airports which previously had aeronautical �ight
information service (AFIS) status to become aerodrome
control tower (ADC). In addition, the Company is
also preparing automatic dependent surveillance-
broadcast (ADS-B) and communication equipment and
infrastructure, preparing air tra�c regulation facilities
or communication navigation surveillance (CNS) - air
tra�c management (ATM), increasing the air tra�c
controller working positions, and adding human
resources and runway capacity.
Other e·orts undertaken by AirNav Indonesia in
upgrading air navigation infrastructure and facilities
include the following:
• Replacement and addition of air navigation

• Peningkatan kapasitas landasan pacu Bandara
Juanda dan peningkatan instrument procedure
di Cabang Madya Surabaya untuk peningkatan
pariwisata Bromo.
• Penggantian DVOR, membuat instrument �ight
procedure, dan membangun menara pengawas
baru di Unit Siborong-borong, Toba.
• Cabang Pembantu Labuan Bajo meningkatkan
layanan AFIS menjadi TWR dan memperpanjang
jam operasional penerbangan untuk peningkatan
pariwisata Pulau Komodo.
• Meningkatkan kompetensi pelayanan AFIS untuk
meningkatkan penerbangan ke Wakatobi dan
Morotai.
• Peningkatan kapasitas landasan pacu Bandara
Soekarno-Hatta oleh Cabang Utama JATSC
dan peremajaan peralatan navigasi oleh Cabang
Pratama Halim untuk mengembangkan pariwisata
Kepulauan Seribu dan Tanjung Lesung.
Selain meningkatkan kapasitas pelayanan secara teknis
di bandara, AirNav juga menyalurkan bantuan sarana
dan prasarana umum dalam bentuk charger station
sebanyak 4 unit dan tempat sampah sebanyak 11 unit
bagi destinasi wisata Candi Borobudur, Yogyakarta.
Bantuan tersebut disalurkan pada PT Taman Wisata
Candi Borobudur, Prambanan & Ratu Boko (Persero)
senilai Rp98.500.000.
Program BUMN Hadir untuk Negeri:
AirNav Indonesia Mengajar
Sebagai rangkaian dari Program BUMN Hadir Untuk
Negeri, Perusahaan mengadakan kegiatan AirNav
Indonesia Mengajar di SMP Negeri 3 Pati. Program
ini ditujukan untuk memperkenalkan BUMN
kepada generasi muda, serta peran dan kontribusinya
terhadap pembangunan negara. Selain kegiatan
mengajar, AirNav Indonesia juga menyalurkan
bantuan beasiswa pendidikan kepada 20 siswa kurang
mampu di sekolah tersebut. Selain itu, Perusahaan
melakukan penataan taman sekolah, membangun
green house, serta memperbaiki lapangan olah raga
dan aula serbaguna bekerja sama dengan Ikatan
Alumni SMPN 3 Pati tahun 1981.

Java Baloon Festival merupakan festival
for development of tourism in Mandalika.
• Upgraded runway capacity at Juanda Airport and
enhancement of instrument procedure at Surabaya
Medium Branch for increased tourism to Bromo.
• Replacement of DVOR, creating instrument �ight
procedure, and building new control tower at
Siborong-borong Unit, Toba.
• Labuan Bajo Sub-Branch upgraded AFIS service
to TWR and extended air navigation operational
hours for increased tourism to Komodo Island.
• Upgraded competence of AFIS service to increase
�ights to Wakatobi and Morotai.
• Upgraded runway capacity at Soekarno-Hatta
Airport for JATSC Main Branch and replacement
of navigation equipment at Halim Main Branch
for increased tourism to Kepulauan Seribu and
Tanjung Lesung.
In addition to upgrading the technical capacity of
services at airports, AirNav has also distributed
assistance of public facilities and infrastructure in the
form of 4 units of charger stations and 11 units of trash
cans for the tourism destination of Borobudur Temple
near Yogyakarta. �is aid was disbursed to PT Taman
Wisata Candi Borobudur, Prambanan & Ratu Boko
(Persero) with a value of Rp98,500,000.
SOEs for the Country Program: AirNav Indonesia Teachers As part of the SOEs for the Country Program, the
Company conducted an AirNav Indonesia Teaches
activity at Pati State Junior High School 3. �is
program was aimed at introducing SOEs to the younger
generation, as well as their role and contribution to
national development. In addition to the teaching
activity, AirNav Indonesia also distributed educational
scholarship aid to 20 disadvantaged students at the
school. In addition, the Company helped to tidy up the
school’s garden, built a greenhouse, and repaired the
sports �eld and multipurpose hall in cooperation with
the SMPN 3 Pati Alumni Association for year 1981.

penerbangan balon secara aman yang dilakukan
oleh masyarakat untuk menyambut Hari Raya
Idul Fitri (Tradisi Syawalan). Beberapa daerah
melaksanakan tradisi tersebut, di antaranya Kota
Pekalongan dan Wonosobo. Tradisi menerbangkan
balon udara dapat menjadi objek wisata daerah,
namun cukup berdampak buruk pada keselamatan
penerbangan apabila pelaksanaannya tidak diatur
dan tidak memperhatikan aspek-aspek keselamatan
penerbangan.
Sejak tahun 2017, AirNav memulai sosialisasi
penerbangan balon udara pertama kali bekerja
sama dengan Pemerintah Kabupaten Wonosobo,
Jawa Tengah. Dalam uji coba tersebut, perusahaan
mengadakan seremoni penambatan dua balon udara
tradisional sebagai kampanye penerbangan balon
yang aman dan memperhatikan aspek keselamatan
penerbangan. Dengan hasil yang cukup baik,
Pemerintah melalui Kementerian Perhubungan
mengeluarkan Peraturan Menteri No. 40 tahun 2018
tentang Penggunaan Balon Udara pada Kegiatan
Budaya Masyarakat.
Pada tahun 2018, AirNav Indonesia bekerjasama
dengan Pemerintah Kota Pekalongan dan Kabupaten
Wonosobo untuk melaksanakan festival balon
tambat. Hal ini dilakukan sebagai bentuk dukungan
Perusahaan dan pemerintah daerah untuk mengurangi
adanya penerbangan balon udara liar yang dapat
membahayakan rute penerbangan, seperti potensi
bertabrakan dengan pesawat, hingga balon udara yang
terbakar lalu jatuh dan dapat menyebabkan kebakaran
hutan, namun dengan tetap melestarikan adat dan
budaya yang berlaku .
Kegiatan yang dilaksanakan pada festival tersebut
meliputi kontes balon udara hias yang diikuti
oleh 134 tim penerbang balon udara hingga acara
puncak yang dilengkapi dengan panggung hiburan
rakyat. Di samping itu, AirNav juga melaksanakan
kegiatan sosial berupa penyaluran 2.000 paket
sembako bagi masyarakat sekitar wilayah Pekalongan
dan Wonosobo. Selain itu, Perusahaan memberi
bantuan sarana dan prasarana ibadah berupa karpet
sholat, sajadah dan jam dinding ke beberapa musala
dan mesjid di wilayah Kecamatan Pekalongan
Utara, Pekalongan Selatan, Pekalongan Barat, dan

balloon �ying. �e �rst such event was in cooperation
with the government of Wonosobo Regency, Central
Java. In this trial, the Company conducted a ceremony
of mooring two traditional hot air balloons as a
campaign for safe balloon �ying that considers the
aspect of aviation safety. Based on the good results, the
government, through the Ministry of Transportation,
issued Ministerial Regulation No. 40 of 2018 concerning
Use of Air Balloons in Community Cultural Activities..
In 2018, AirNav Indonesia worked in cooperation
with the governments of the City of Pekalongan and
Wonosobo Regency to hold a tethered balloon festival.
�is was done as a form of support from the Company
and the local governments to reduce uncontrolled
balloon �ying which could endanger �ight routes, such
as potential collision with aircra�, such that the balloon
ignites and falls, causing a forest �re, but still preserving
the applicable culture and tradition.
�e activities conducted in these festivals included a
decorated balloon contest in which 134 balloon �ying
teams took part, and the main event of a popular
entertainment stage performance. In addition, AirNav
also carried out a social welfare activity by distributing
2,000 packages of necessary goods to the surrounding
community in Pekalongan and Wonosobo. In addition,
the Company provided aid for worship facilities and
infrastructure in the form of carpets, prayer rugs, and
wall clocks for several prayer halls and mosques in
the districts of North Pekalongan, South Pekalongan,

AirNav Indonesia bekerjasama dengan pemerintah kabupaten Wonosobo menyelenggarakan Festival balon udara 2018 yang ditambatkan, sesuai permen No.40 tahun 2018. Festival tersebut sebagai bentuk sosialisasi akan dampak balon udara liar yang membahayakan penerbangan.
AirNav Indonesia in collaboration with the government of Wonosobo Regenct organized the 2018 tethered balloon flying festival in accordance with Ministerial Decree No. 40 of 2018. The festival communicated the hazard that unmonitored balloon flying may impose on aviation.

Misar adalah salah satu Mitra Binaan unggulan
AirNav Indonesia yang mengikuti Program
Kemitraan sejak 26 Januari 2016. Ia menjalankan
industri konveksi rumahan dengan label komersial
Mendif Tailor yang berlokasi di Sepatan, Kabupaten
Tangerang, Banten.
Perusahaan memberikan bantuan modal sebesar Rp45
juta untuk meningkatkan kualitas usahanya. Modal
tersebut digunakan Misar untuk membeli sejumlah
peralatan kerja, memenuhi ketersediaan bahan baku,
serta membayar sewa tempat usaha. Sementara
sebagian kecil dana disisihkannya untuk kebutuhan
operasional dan pemasaran. Sebelum menerima
bantuan permodalan dari Perusahaan, Misar hanya
dapat melayani pesanan secara terbatas. Keterbatasan
modal usaha untuk menyediakan bahan baku dan
peralatan kerja seadanya menjadi kendala Misar untuk
berproduksi.
Tidak hanya mendapatkan modal usaha, AirNav
Indonesia juga memberikan peluang kepada Misar
untuk mempromosikan produknya kepada karyawan
untuk membuat seragam dinas. Dukungan pemasaran
ini menjadi pemicu meningkatnya produktivitas

Misar is one of the Featured Fostered Partners
of AirNav Indonesia who joined the Partnership
Program on January 26, 2016. He runs his home-
based garment industry under the commercial
label Mendif Tailor, located in Sepatan, Tangerang
District, Banten.
�e Company gave him Rp45 million in capital
assistance to improve his business performance. Misar
used the capital to buy some work equipment, supplies,
and pay rent on his shop. He spent a small part of the
fund for operational and marketing expenses. Before
receiving capital aid from Company, Misar could only
cater to small volume orders. Having only small amount
of capital to run business and purchase production
supplies, especially with the limited equipment, Misar
had found production challenging.
Apart from giving business capital, AirNav Indonesia
provided Misar with opportunity to promote his
products to employees, by producing uniforms. �e
marketing support gave Misar’s business the boost it
needed. In the beginning, Mendif Tailor products were
only known among employees of AirNav Indonesia
head o�ce in Tangerang. But now, Misar is marketing

hanya dikenal di kalangan pegawai kantor pusat
AirNav Indonesia, di Tangerang. Namun saat ini,
Misar telah memasarkan produknya hingga ke seluruh
kantor cabang AirNav Indonesia melalui sistem
pemesanan secara daring. Dengan menggunakan
aplikasi pengantar pesan, Misar dapat bertransaksi
dan berinteraksi dengan para pelanggan di seluruh
kantor cabang.
Dengan keuletan dan motivasi yang tinggi, serta
bantuan Program Kemitraan untuk mengembangkan
usahanya, Misar bersama empat orang pegawai
menjalankan usahanya di bangunan dua lantai milik
sendiri. Mendif Tailor saat ini juga telah melayani
pembuatan seragam sekolah dan seragam dinas
pemerintah daerah di wilayahnya, serta seragam dinas
sejumlah perusahaan.

Dukungan Ekonomi Melalui Budaya: Gamelan Bali Sri Anita Sedana
AirNav Indonesia mendukung peningkatan UMKM
masyarakat, salah satunya melalui pembiayaan
usaha industri gamelan Bali “Sri Anita Sedana” milik
Dewa Ketut Alit Suputra di Banjar Binong, Desa
Werdhibuana, Kec. Mengwi, Kab. Badung. Industri
tersebut merupakan usaha turun-temurun keluarga
Dewa Ketut Alit Suputra. Saat ini, ia dibantu oleh 15
tenaga kerja untuk membantu operasional usaha.
Sejak dilaksanakannya Pesta Kesenian Bali tahun
1979/1980, perkembangan seni dan budaya
Bali meningkat signikan dan berdampak pada
peningkatan kebutuhan masyarakat akan gamelan.
Oleh sebab itu, industri gamelan Sri Anita Sedana
mulai berupaya mengoptimalkan produksinya.
Pelanggan industri tersebut berasal dari hampir
seluruh kabupaten dan kota di Bali. Gamelan yang
dijual merupakan hasil produksi sendiri, bekerja sama
dengan berbagai mitra pemasok.
AirNav Indonesia memberikan pembiayaan melalui
penyaluran dana PKBL bekerja sama dengan PT
Sarana Bali Ventura (SBV). Dalam menjalin kerjasama
dengan Dewa Ketut Alit Suputra, monitoring dan
pendampingan dilakukan melalui komunikasi telepon
maupun kunjungan langsung. Pembiayaan dilakukan
mulai tahun 2017 dengan nilai Rp200.000.000
untuk modal kerja pembelian bahan baku. Dengan
pembiayaan tersebut, Dewa Ketut Alit Suputra mampu
menambah persediaan bahan mentah maupun barang
dagangan sehingga produksinya terus bertambah dan
menghasilkan laba yang meningkat setiap tahunnya.
Financial Support for Cultural Endeavor: Gamelan Bali Sri Anita Sedana
AirNav Indonesia supports the development of
community micro, small, and medium enterprises
(MSMEs) including by �nancing the Balinese industry
gamelan “Sri Anita Sedana”, which is owned by Dewa
Ketut Alit Suputra of Banjar Binong, Werdhibuana
Vilage, Mengwi, Badung District. �e enterprise has
been handed down for generations in Dewa Ketut Alit
Suputra family. At present, he is assisted by a sta· of 15
in his business operations.
Since the establishment of Bali Arts Festival in
1979/1980, Balinese arts and culture have developed
signi�cantly, which led to an increasing public
demand for the gamelan sets. Sri Anita Sedana
gamelan workshop responded by striving to optimize
production. Its buyers come from almost every district
and municipality in Bali. �e workshop sells only the
gamelan that it produces in-house with the support of
various supplier partners.
AirNav Indonesia provides �nancing through PKBL
funding scheme in collaboration with PT Sarana Bali
Ventura (SBV). Partnership with Dewa Ketut Alit
Suputra is monitored and fostered through telephone
communication and visits. Financing began in 2017
to the amount of Rp200,000,000 in business capital
for purchase of material. With the �nancing support,
Dewa Ketut Alit Suputra has been able to augment
the workshop’s supply of raw material and marketable
products, steadily increasing production and pro�t on
annual basis.
