RESOLUTION DECLARING INTENTION TO ESTABLISH LANDSCAPE STANDARDS.

HEREAS, It i s the i n t e n t i o n o f the C i t y Council t h a t a l l open areas

(not paved or b u i l d upon) s h a l l be landscaped. and

WHEREAS, the C i t y Council wishes t o beau t i f y the C f t y through

standardized landscaping.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF OXNARD RESOLVES AS

FOLlWS:

1. That a l l new and ce r ta in remodeled developments which have open space

sha l l be landscaped.

2. That the C i t y Council adopt t h e "Landscape Standards" as documented by the

Parks and Recreation Department, and t h a t t h i s s h a l l inc lude any and a l l

work r e l a t e d t o or af fect ing the p lant ing, i r r i g a t i o n , and maintenance of

landscaped amas w i t h i n the Ci ty .

INTRODUCTION:

The City o f Oxnard has an i d e a l c o a s t a l c l i m a t e which o f f e r s o p p o r t u n i t i e s f o r c r e a t i v i t y and abundance i n landscape design. We encourage t h o s e w i s h i n g t o deve lop p r o p e r t y w i t h i n t h e C i t y t o p l a n b e a u t i f u l landscapes as p a r t o f t h e i r development . Completed landscape and i r r i g a t i o n systems must be inspec ted and approved by t h e Landscape A r c h i t e c t ( p l a n p r e p a r e r ) . Upon comp le t ion o f landscaping and approval by t h e Landscape A r c h i t e c t , City o f Oxnard, Parks D i v i s i o n must be con tac ted f o r an i n s p e c t i o n based on t h e approved plans. Only a f t e r completed landscape and i r r i g a t i o n systems a r e inspec ted and approved by t h e Department o f Parks and Recreat ion, can a c e r t i f i c a t e o f occupancy be issued b y t h e City.

3. LANDSCAPE PLAN AND CONSTRUCTION REVIEW PROCESS - The C i t y ' s Parks and Recrea t ion Department r e q u i r e s complete landscape and i r r i g a t i o n p l a n s f o r each p r o j e c t . The p l a n s and c o n s t r u c t i o n a r e reviewed a c c o r d i n g t o t h e f o l l o w i n g steps:

Step 1 - Plans a r e prepared b y a Landscape A r c h i t e c t r e g i s t e r e d i n t h e S t a t e o f C a l i f o r n i a and submi t ted t o t h e C i t y ' s Community Development Department, B u i l d i n g S S a f e t y D i v i s i o n , as a p a r t o f t h e p r o j e c t c o n s t r u c t i o n documents.

Step 2 - Plans a r e reviewed by t h e Parks and Recrea t ion Department; approved o r den ied and t h e owner i s informed.

Step 3 - Landscape and i r r i g a t i o n i s c o n s t r u c t e d i n conformance w i t h approved p lans.

Step 4 - Landscape and i r r i g a t i o n i s i n s p e c t e d b y Landscape A r c h i t e c t who prepared p lans.

Step 5 - A f t e r w r i t t e n approva l b y t h e Landscape A r c h i t e c t (Appendix H), Parks and Recrea t ion Department i n s p e c t s and approves complete landscape c o n s t r u c t i o n .

Step 6 - The Parks and Recrea t ion Department w i l l n o t i f y t h e C i t y ' s Community Development Department, B u i l d i n g Serv ices, so c e r t i f i c a t e o f occupancy may be issued.

4. PRESERVATION OF EXISTING TREES - Where t h e s i t e c o n t a i n s e x i s t i n g t rees , a s p e c i a l e f f o r t s h a l l be made t o p reserve them i n accordance w i t h t h e f o l l o w i n g requ i rements :

a. Trees i n a h e a l t h y c o n d i t i o n s h a l l be p r o t e c t e d and preserved.

b. Removal o f h e a l t h y t r e e s o f a h e i g h t o f s i x f e e t o r more s h a l l be done o n l y w i t h approva l o f t h e Parks and Recrea t ion Department. Tree replacement may be requ i red .

c. A g r i c u l t u r a l t r e e rows (w ind b reaks ) s h a l l n o t be removed un less a u t h o r i z e d by t h e Parks and R e c r e a t i o n Department o r t h e C i t y Counc i l . These t r e e s a r e n o t o n l y an i m p o r t a n t p a r t o f t h e C i t y ' s urban f o r e s t , b u t a r e cons ide red h i s t o r i c a l reminders o f Oxnard's a g r i c u l t u r a l h e r i t a g e as we1 1. f . No grade changes s h a l l be made around e x i s t i n g t r e e s w i t h o u t approval o f t h e Parks and Recrea t ion Department. R e t a i n i n g w a l l s s h a l l be used when changing e x i s t i n g grades around specimen t r e e s .

g. Tree r o o t s s h a l l be p r o t e c t e d and preserved where p o s s i b l e . Tunnel ing s h a l l be used t o a v o i d damaging r o o t s where c o n s t r u c t i o n i n t h e immediate area i s necessary. No t r e n c h i n g o f t r e e r o o t s w i t h i n twen ty f e e t o f t h e t r u n k s h a l l be performed w i t h o u t approval o f t h e Parks and Recrea t ion Department.

h. Chemical po ison ing and r u n - o f f f r o m pet ro leum products , 1 ime and mortar, f e r t i l i z e r s , p e s t i c i d e s , s o i l s t e r i l a n t s , o r t h e washing o f equipment designed t o a p p l y these m a t e r i a l s s h a l l be p r o h i b i t e d , w i t h i n t h e d r i p l i n e o f t r e e s t o be preserved.

B. MULTI-UNIT RESIDENTIAL, COMMERCIAL, AND INDUSTRIAL LANDSCAPE STANDARDS:

The f o l l o w i n g standards s h a l l be cons idered as minimum requi rements f o r p l a n approva l .

1. STREET TREES (REQUIRED ALONG ALL CITY STREETS)

a. A11 s tandard t r e e s s h a l l have compara t i ve ly s t r a i g h t t r u n k s , wel l -deve loped leaders , and tops and r o o t s c h a r a c t e r i s t i c o f t h e species o r v a r i e t y . A l l t r e e s must be f r e e o f i n s e c t s , d isease, mechanical i n j u r i e s and o t h e r o b j e c t i o n a b l e f e a t u r e s a t t h e t i m e of p l a n t i n g .

b. Species s h a l l be des ignated by Parks D i v i s i o n , and s i z e s h a l l be 24" box s i z e o r as approved.

Such bond s h a l l be o f an amount equal t o t h e c o s t o f s a i d p l a n t i n g , i r r i g a t i o n and maintenance as determined by t h e Parks D i v i s i o n .
