HEREAS, It i s the i n t e n t i o n o f the C i t y Council t h a t a l l open areas

(not paved or b u i l d upon) s h a l l be landscaped. and

WHEREAS, the C i t y Council wishes t o beau t i f y the C f t y through

standardized landscaping.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF OXNARD RESOLVES AS

FOLlWS:

1. That a l l new and ce r ta in remodeled developments which have open space

sha l l be landscaped.

2. That the C i t y Council adopt t h e "Landscape Standards" as documented by the

Parks and Recreation Department, and t h a t t h i s s h a l l inc lude any and a l l

work r e l a t e d t o or af fect ing the p lant ing, i r r i g a t i o n , and maintenance of

landscaped amas w i t h i n the Ci ty .

The City o f Oxnard has an i d e a l c o a s t a l c l i m a t e which o f f e r s o p p o r t u n i t i e s f o r c r e a t i v i t y and abundance i n landscape design. We encourage t h o s e w i s h i n g t o deve lop p r o p e r t y w i t h i n t h e C i t y t o p l a n b e a u t i f u l landscapes as p a r t o f t h e i r development . The City r e q u i r e s a u n i f o r m landscape t rea tmen t f o r a l l ma jo r s t r e e t s and a l o n g t h e s t r e e t f r o n t a g e o f developed p roper ty . I n a d d i t i o n , t h e City r e q u i r e s complete landscap ing throughout developed p r o p e r t i e s .

d. The f o l l o w i n g notes - must appear on t h e landscape p l a n ( p l a n t i n g p l a n ) :

Completed landscape and i r r i g a t i o n systems must be inspec ted and approved by t h e Landscape A r c h i t e c t ( p l a n p r e p a r e r ) . Upon comp le t ion o f landscaping and approval by t h e Landscape A r c h i t e c t , City o f Oxnard, Parks D i v i s i o n must be con tac ted f o r an i n s p e c t i o n based on t h e approved plans. Only a f t e r completed landscape and i r r i g a t i o n systems a r e inspec ted and approved by t h e Department o f Parks and Recreat ion, can a c e r t i f i c a t e o f occupancy be issued b y t h e City.

Changes t o landscaping and/or i r r i g a t i o n must be approved by Parks and Recreat ion Department p r i o r t o i n s t a l l a t i o n .

The landscape c o n t r a c t o r s h a l l screen t h e i r r i g a t i o n c o n t r o l l e r and backf low dev ice w i t h shrubs, 5 g a l l o n s i z e (minimum).

A l l s t r e e t , median and parkway t r e e s s h a l l be approved by t h e C i t y ' s Parks and Recrea t ion Department p r i o r t o p l a n t i n g . The Parks D i v i s i o n i s t o be n o t i f i e d n o t l e s s than 48 hours i n advance o f t h e p l a n t i n g so an i n s p e c t o r can be present , and t r e e s s h a l l n o t be p l a n t e d u n t i l inspected.

A l l c o n s t r u c t i o n s h a l l conform t o a p p r o p r i a t e s e c t i o n s o f t h e Standard S p e c i f i c a t i o n s o f P u b l i c Works Cons t ruc t ion , L a t e s t E d i t i o n , on p u b l i c p r o p e r t y (medians and parkways on ly ) .

3. LANDSCAPE PLAN AND CONSTRUCTION REVIEW PROCESS - The C i t y ' s Parks and Recrea t ion Department r e q u i r e s complete landscape and i r r i g a t i o n p l a n s f o r each p r o j e c t . The p l a n s and c o n s t r u c t i o n a r e reviewed a c c o r d i n g t o t h e f o l l o w i n g steps:

Step 1 - Plans a r e prepared b y a Landscape A r c h i t e c t r e g i s t e r e d i n t h e S t a t e o f C a l i f o r n i a and submi t ted t o t h e C i t y ' s Community Development Department, B u i l d i n g S S a f e t y D i v i s i o n , as a p a r t o f t h e p r o j e c t c o n s t r u c t i o n documents.

Step 2 - Plans a r e reviewed by t h e Parks and Recrea t ion Department; approved o r den ied and t h e owner i s informed.

Step 3 - Landscape and i r r i g a t i o n i s c o n s t r u c t e d i n conformance w i t h approved p lans.

Step 4 - Landscape and i r r i g a t i o n i s i n s p e c t e d b y Landscape A r c h i t e c t who prepared p lans.

Step 5 - A f t e r w r i t t e n approva l b y t h e Landscape A r c h i t e c t (Appendix H), Parks and Recrea t ion Department i n s p e c t s and approves complete landscape c o n s t r u c t i o n .

Step 6 - The Parks and Recrea t ion Department w i l l n o t i f y t h e C i t y ' s Community Development Department, B u i l d i n g Serv ices, so c e r t i f i c a t e o f occupancy may be issued.

4. PRESERVATION OF EXISTING TREES - Where t h e s i t e c o n t a i n s e x i s t i n g t rees , a s p e c i a l e f f o r t s h a l l be made t o p reserve them i n accordance w i t h t h e f o l l o w i n g requ i rements :

a. Trees i n a h e a l t h y c o n d i t i o n s h a l l be p r o t e c t e d and preserved.

b. Removal o f h e a l t h y t r e e s o f a h e i g h t o f s i x f e e t o r more s h a l l be done o n l y w i t h approva l o f t h e Parks and Recrea t ion Department. Tree replacement may be requ i red .

c. A g r i c u l t u r a l t r e e rows (w ind b reaks ) s h a l l n o t be removed un less a u t h o r i z e d by t h e Parks and R e c r e a t i o n Department o r t h e C i t y Counc i l . These t r e e s a r e n o t o n l y an i m p o r t a n t p a r t o f t h e C i t y ' s urban f o r e s t , b u t a r e cons ide red h i s t o r i c a l reminders o f Oxnard's a g r i c u l t u r a l h e r i t a g e as we1 1. Adequate measures s h a l l be t a k e n t o m i t i g a t e any danger t o t h e p r e s e r v a t i o n o r h e a l t h o f t h e t r e e rows. I f a g r i c u l t u r a l t r e e rows (w ind b reaks ) cannot be preserved, based upon r e c e i p t of a r e p o r t f rom a c e r t i f i e d a r b o r i s t s t a t i n g t h a t t h e t r e e s a r e no l o n g e r i n a h e a l t h y c o n d i t i o n , t h e t r e e s may be removed w i t h w r i t t e n approva l by t h e Parks and Recrea t ion Department o r t h e C i t y Counc i l . Tree rows a u t h o r i z e d f o r removal s h a l l be rep laced and/or a d d i t i o n a l landscape enhancement s h a l l be p r o v i d e d as approved b y t h e Parks and Recrea t ion Department.

d. A g r i c u l t u r a l f r u i t o r n u t t r e e s t h a t a r e i n a h e a l t h y c o n d i t i o n s h a l l be main ta ined where f e a s i b l e . Where orchards a r e no l o n g e r used f o r a g r i c u l t u r a l p roduc t ion , t r e e s may be removed w i t h approval o f t h e Parks and Recrea t ion Department upon r e c e i p t o f a r e p o r t f rom a q u a l i f i e d e x p e r t such as a b o t a n i s t , a r b o r i s t , h o r t i c u l t u r i s t , o r landscape a r c h i t e c t s t a t i n g t h a t t h e t r e e s a r e no l o n g e r i n a h e a l t h y c o n d i t i o n o r cannot f e a s i b l y be preserved.

e. Trees t o be preserved s h a l l be p r o t e c t e d d u r i n g c o n s t r u c t i o n opera t ions by t h e use o f b a r r i c a d e s o r f e n c i n g l a r g e enough t o i n c l u d e e v e r y t h i n g i n s i d e t h e o u t e r edge o r d r i p l i n e o f t h e t r e e and conspicuous enough t o be seen e a s i l y by opera to rs of t r u c k s and heavy equipment.

f . No grade changes s h a l l be made around e x i s t i n g t r e e s w i t h o u t approval o f t h e Parks and Recrea t ion Department. R e t a i n i n g w a l l s s h a l l be used when changing e x i s t i n g grades around specimen t r e e s .

g. Tree r o o t s s h a l l be p r o t e c t e d and preserved where p o s s i b l e . Tunnel ing s h a l l be used t o a v o i d damaging r o o t s where c o n s t r u c t i o n i n t h e immediate area i s necessary. No t r e n c h i n g o f t r e e r o o t s w i t h i n twen ty f e e t o f t h e t r u n k s h a l l be performed w i t h o u t approval o f t h e Parks and Recrea t ion Department.

h. Chemical po ison ing and r u n - o f f f r o m pet ro leum products , 1 ime and mortar, f e r t i l i z e r s , p e s t i c i d e s , s o i l s t e r i l a n t s , o r t h e washing o f equipment designed t o a p p l y these m a t e r i a l s s h a l l be p r o h i b i t e d , w i t h i n t h e d r i p l i n e o f t r e e s t o be preserved.

B. MULTI-UNIT RESIDENTIAL, COMMERCIAL, AND INDUSTRIAL LANDSCAPE STANDARDS:

The f o l l o w i n g standards s h a l l be cons idered as minimum requi rements f o r p l a n approva l .

1. STREET TREES (REQUIRED ALONG ALL CITY STREETS)

a. A11 s tandard t r e e s s h a l l have compara t i ve ly s t r a i g h t t r u n k s , wel l -deve loped leaders , and tops and r o o t s c h a r a c t e r i s t i c o f t h e species o r v a r i e t y . A l l t r e e s must be f r e e o f i n s e c t s , d isease, mechanical i n j u r i e s and o t h e r o b j e c t i o n a b l e f e a t u r e s a t t h e t i m e of p l a n t i n g .

b. Species s h a l l be des ignated by Parks D i v i s i o n , and s i z e s h a l l be 24" box s i z e o r as approved.

The Parks D i v i s i o n i s t o be n o t i f i e d n o t l e s s t h a n 48 hours i n advance o f t h e p l a n t i n g so an i n s p e c t o r can be p resen t , and t r e e s s h a l l n o t be p l a n t e d u n t i l inspected.

Any person o r f i r m c o n t r a c t i n g t o p l a n t s t r e e t t r e e s s h a l l p o s t a performance bond guarantee ing t h e f a i t h f u l performance o f a11 i r r i g a t i o n and t r e e maintenance f o r a one-year pe r iod . Such bond s h a l l be o f an amount equal t o t h e c o s t o f s a i d p l a n t i n g , i r r i g a t i o n and maintenance as determined by t h e Parks D i v i s i o n .

Every t r e e i s t o be ma in ta ined so t h a t i t compl ies a t t h e end o f end o f t h a t one-year p e r i o d w i t h those standards d e f i n e d i n S e c t i o n 1.a. above. Maintenance p r a c t i c e s s h a l l conform t o those standards d e f i n e d i n t h i s manual under S e c t i o n 11. LANDSCAPE MAINTENANCE.

A c o n s t r u c t i o n j o i n t s h a l l be i n s t a l l e d 5 ' -0 " each s i d e o f c u t o u t .

Where m o n o l i t h i c s idewalks a r e l e s s t h a n 7 ' -6 " Wide, s t r e e t t r e e s must be p l a n t e d 5 ' beh ind s idewalk.

Minimum q u a n t i t y s h a l l be determined by d i v i d i n g l e n g t h o f p r o p e r t y l i n e a l o n g s t r e e t f r o n t a g e by 40 ( i n c l u d i n g d r i veways ) .

Examples :

( 1 ) Length o f p r o p e r t y l i n e = 50 ' d i v i d e d by 40 = 1.25 = 1 s t r e e t t r e e requ i red , and 60' d i v i d e d by 40 = 1.5 = 2 s t r e e t t r e e s requ i red.

( 2 ) Length o f p r o p e r t y l i n e = 185 ' d i v i d e d by 40 = 4.6 = 5 s t r e e t t r e e s requ i red .

S t r e e t t r e e s s h a l l be u n i f o r m l y spaced o r p l a n t e d i n groups w i t h 75' (maximum) spac ing between groups.

A l l o w 50' c lea rance between t r e e s and s t r e e t co rne r c u r b l i n e s .

A1 l o w 10 ' -15 ' c l e a r a n c e where p o s s i b l e between s t r e e t t r e e s and f i r e hydrants , and meter boxes. Where p o s s i b l e , a l l o w 30' c lea rance between s t r e e t t r e e s and s t r e e t l i g h t s .

2. OPEN AREAS

A11 open areas around and between b u i l d i n g s / s t r u c t u r e s and paved areas s h a l l be landscaped w i t h some c o m b i n a t i o n - o f t r e e s , shrubs, and ground cover o r lawn ( i t i s recommended t h a t lawn n o t exceed 40% o f open area). R e l a t i v e q u a n t i t i e s o f these t h r e e t ypes o f p l a n t s may change accord ing t o v a r i a b l e s concern ing space and l o c a t i o n , b u t a reasonable m i x t u r e ( s u b j e c t t o approva l by t h e Parks and Recrea t ion Department) must be achieved.

Landscape d e s i g n shou ld be a t t r a c t i v e , c o l o r f u l , w e l l c o o r d i n a t e d w i t h o t h e r a r c h i t e c t u r a l and pav ing elements and abundant i n p l a n t coverage. ( C i t y reserves t h e r i g h t t o m o d i f y p l a n s i n q u a n t i t y and q u a l i t y o f landscaping.)

A minimum of. two ( 2 ) 36" box t r e e s s h a l l be i n c o r p o r a t e d i n t o t h e landscape t r e a t m e n t a t each e n t r y as f o l l o w s :

( 2 ) Commercial o r i n d u s t r i a l p r o j e c t s which have a C i t y w i d e code requ i rement o f 40 o r more p a r k i n g spaces.

Shrubs and v i n e s s h a l l be 5 g a l l o n s i z e (minimum) and d rough t t o l e r a n t species.

Ground cover s h a l l be evergreen and c o l o r f u l , d rought t o l e r a n t spec ies and p l a n t e d f rom f l a t s a t 12" O.C. (maximum) spacing. Ground cover may be a c o n t a i n e r p l a n t a t approved spac ing w i t h an a d d i t i o n a l nurse-crop p l a n t i n g which w i l l cove r t h e ground i n 12 months.

E x o t i c s (Palms, e tc . ) s i z e s s h a l l be as approved.

Automat ic i r r i g a t i o n system s h a l l be prov ided.

A11 hardware, equipment enclosures, vents, e t c . i n open areas s h a l l be comp le te l y screened w i t h shrubs, and/or v ines, 5 g a l l o n s i z e (minimum), t h i s i n c l u d e s i r r i g a t i o n c o n t r o l l e r s , t r a s h enc losures, e l e c t r i c a l t rans fo rmers and o r back f low devices. City reserves t h e r i g h t t o modi fy p l a n s t o assure complete screen ing. Landscaping s h a l l n o t i n t e r f e r e w i t h s a f e s i t e d i s t a n c e f o r v e h i c l e s .
