1 Introduction

Aurigen Group Ltd (Aurigen) is a private waste service provider that specialises in a variety of services

to domestic, industrial and local government clients including resource recovery, waste logistics, waste

disposal and commodity aggregation and trading. Commodity aggregation refers to the sorting and

consolidation of recycled materials in order to prepare them for sale to markets. Aurigen recently

acquired a lease at Lot 2 (No. 25) Jackson Street, Bassendean (the Site) and has been operating with

some commodity aggregation at the Site since late 2015. They now propose to develop a Waste

Transfer and Resource Recovery Facility (the Facility). This will be an integrated Facility providing a

range of recycling and waste management services, reflective of modern advanced facilities.

1.1 Scope of Report

The Town of Bassendean (the Town) has requested that Aurigen prepare a Landscape Plan to support

the Development Approval for its proposed Waste Transfer and Resource Recovery Facility at the Site.

The Town's letter to Talis dated 30th June 2016 sets out the requirements of the Landscape Plan, which

will be covered in this document. Namely, that the Landscape Plan address all requirements outlined

within the Town's Local Planning Policy No. 18 Landscaping with Local Plants.

This Landscape Plan has been prepared to be consistent with the following Planning Policies:

Town of Bassendean's Local Planning Policy No. 18 Landscaping with Local Plants (LPP18);

Town of Bassendean's Local Planning Policy No. 6 Industrial Zones Development Design

Guidelines (LPP6);

Town of Bassendean's Local Planning Policy No. 13 Trees on Development Sites; and

Town of Bassendean's Local Planning Scheme No. 10 (LPS10).

The Landscape Plan comprises the following sections:

Section 4: Existing Vegetation; and

Section 5: Proposed Landscaping.

2 Site Description

The Site’s existing buildings include two stand-alone sheds along with an office building and parking

facilities. All of these buildings are located towards the front half (Jackson Street end) of the Site. The

Site is made up of large areas of hard-stand, which have been historically cleared and appear to

have little to no pre-development vegetation remaining. The entire Site is fenced with gated access

points on Jackson Street and Alice Street.

In terms of current vegetation on the Site, there are small areas of low-lying vegetation along the street

frontage and along the perimeter of the Site with a small number of trees present on the north-western

and south-eastern fence lines and in the area fronting on to Jackson Street to assist with screening.

A site inspection and landscape survey was undertaken on the Site on 31st October 2016 by Talis. The

survey reported a number of planted native tree species along with low lying vegetation. These are

detailed in Drawing Series A-501 to A-504.

3 Relevant Local Planning Polices

As part of the preparation of the Landscape Plan, a review of the requirements relating to landscaping

within the Town's Local Planning Policies were undertaken. The following section sets out the proposed

development's compliance with the relevant Town of Bassendean Local Planning Policies relating to

landscaping, namely:

Town of Bassendean's Local Planning Policy No. 18 Landscaping with Local Plants (LPP18);

Town of Bassendean's Local Planning Policy No. 13 Trees on Development Sites; and

Town of Bassendean's Local Planning Policy No. 6 Industrial Zones Development Design

Guidelines (LPP6).

3.1 Consistency with LPP18

The Town's LPP, 'Landscaping with Local Plants', assists the Town in promoting the protection and

enhancement of natural resources within the region by prescribing minimum standards for

landscaping with local native plants. Table 3-1 sets out this Landscape Plan's consistency with LPP18.

3.2 Consistency with LPP13

LPP13 states the Town's position on the retention of trees on development sites. This policy has limited

relevance to the proposed development at the Site. There as there is no vegetation remaining on the

Site prior to its development in the 1970s (refer to Figure 7 - Historical Aerials in the Environmental

Assessment and Management Plan).

3.3 Consistency with LPP6

A summary of the Site's compliance with the development design guidelines outlined in LPP6 is

provided in Table 3-2.

4 Existing Vegetation

All existing trees on Site were surveyed for accurate tree positioning and captured in Drawing Series

A-501 to A-504.

In accordance with LPP18, all trees over 2m in height were surveyed during the landscape survey for

species, trunk diameter, drip line and crown height. Details of the tree survey can be found on Drawing

Series A-501 to A-504 and in Appendix A.

5 Proposed Landscaping

5.1 Lawned areas

As shown in Drawing Series A-501 to A-504, Aurigen proposes to landscape and restore the grassed

areas at the front (Jackson Street) of the Site. The total lawned areas for the Site have been calculated

to be 671m².

5.2 Landscaped garden beds

The area designated for landscaped garden beds will be planted with water conserving small native

shrubs. These garden beds are proposed to be covered with 100mm of mulch to reduce evaporation,

improve the soil and inhibit weed growth.

As recommended within LPP18, local, endemic species are proposed to be planted in the

landscaped garden beds. Talis utilised the Town's recommended source - Apace WA - to determine

a short list of recommended species to be used for planting. As detailed on Drawing Series A-501 to

A-504, small shrubs such as Swan River Myrtle, Elegant Beaufortia or Bacon and Eggs will be introduced

to the Site with planting centres, or spacing between plants, of between 800mm and 1,000mm.

Details of the proposed plant species, as sourced from Apace WA, are shown in Table 5-1.

The total landscaped garden bed area of the Site was calculated to be 646m². Accounting for a 1m

offset from the office building and path, the total area requiring planting of small shrubs totals 435m².

Table 5-2 outlines the estimated number of small shrubs required for landscaping the area designated

for this purpose.

5.3 Reticulation

It is anticipated that a reticulation system will be required to irrigate some of the newly planted and

rehabilitated landscape areas on the Site.

For the lawned areas, an appropriate reticulation system will be installed with emitters, such as 100mm

pop up rotary nozzles or fixed spray sprinklers (Water Corporation, 2013).

Whilst the plants proposed to be planted in the landscaped garden beds are considered to be water

conserving native species, advice from reticulation specialists sought during preparation of this Plan

indicated that reticulation should be installed in the garden beds for at least the first year after planting

to ensure establishment of the plants. As such, a suitable system will be installed with drip line irrigation,

pop up/fixed spray or rotary/gear drive nozzles as recommended by Water Corporation Guidelines

(Water Corporation, 2013).

In accordance with the Water Corporation's Backflow Prevention Policy and obligations under the

Water Services Act 2012 and Water Services Regulations 2013, an approved backflow prevention

containment device will be installed on the property by a licensed plumber. The installation of such a

device will prevent backflow of water from the Site into the water mains supply system (Water

Corporation). The device will maintained to manufacturer's specifications.
