Subdivision Review Process
• Preliminary plat review
• Final plat review
• Recording the plat
Preliminary Plat Review• First step in approval process• Review of broad design issues and technical engineering details• Examples of review standards:
– Do the proposed lots conform to applicable zoning?– Does the layout of the proposed lots and blocks conform to the existing street
regulations?– Do the proposed streets conform to the master street or circulation plan for the
community?– Do the drainage, water, and sewer systems connect appropriately to the current
systems?
Subdivision Review
• Planning commission had responsibility for subdivision review.
• Administrative process:
– If proposed plat conforms with applicable standards it must be approved by the planning commission.
– Can grant conditional approvals to preliminary plats using conditions to require the remedy of identified deficiencies.

SEATTLE RIDGE PRELIMINARY PLAT
• 16 lots ranging in size from square feet to 7,341 square feet
• 50 foot wide landscaped roadway buffer on Seattle Hill Road; meandering sidewalk
• Two private open space tracts; one will include a stormwater detention vault
• Street trees and sidewalks on both sides of road
• Tract 995 is an access driveway serving Lots 5-8

Staff is of the opinion that proposed PP 13-65 is consistent with:
1. The Land Use Map and applicable Comprehensive Plan policies (see pages 12-15 of Staff Report)

• Planning improvement on a given site that:
– Meet the needs of the client
– Meet the requisite codes
– Create as much sustainability and as little impact as possible
