1. Architectural & Structural Executive Summary

Sarnia CI & TS - BID - 8361-1 was assessed on March 17, 2013 by VFA.Sarnia CI & TS is located at 275 Wellington Street, in Sarnia Ontario. The original school is a three-storey facility, with a partialbasement and crawl space and was built in 1922. Four additions have been constructed, with the first in 1960, the 2nd in 1962, the 3rdin1966 and the 4th in 1968 for an overall area of approximately 16,289 square metres. The site area is unknown.

Structural Summary:The foundations of the building consist of a combination of poured concrete, reinforced concrete block and masonry foundation walls.The building has a cast-in-place concrete slab on grade.  The exterior wall have load bearing assemblies and columns. The secondstorey has a reinforced concrete slab supported on load bearing exterior and interior concrete masonry units (CMU). The roof comprisesof a combination of wood and metal roof decks with a steel structure supported by exterior and interior masonry walls. Structuralreinforced concrete load bearing block partitions, columns and beams are located throughout the building.

Envelope Summary:The exterior cladding consists primarily of brick masonry units, likely backed up with concrete block masonry units. Stone window lintelsand decorative roof parapet elements are located along the front of the school. Aluminum or painted steel panels siding is located onseveral upper wall sections at the rear of school, particular to the fire escape corridors from the Auditorium. The exterior windows are acombination of single glazed fixed and operable aluminum units, in aluminum, steel and wood frames, double-glazed fixed and awningaluminum units.The exterior doors and frames are painted steel with GWG inserts and metal screens. The main entrance doors are stained wood doorsin wood frames. Principal entrances are recessed with painted soffits. The secondary exit doors are insulated hollow metal doors,complete with closures, panics, thresholds; push plates pull handles, locksets and weather-stripping. The doors have a glazed openingand are typically prefinished and/or painted.  The concrete structure is exposed at the main entrances. Overhead doors are located inthe shop areas.Roof coverings consist of a combination of 2 ply modified bitumen on the curved Auditorium roof with EPDM and exposed PVCassemblies on the remaining roofs.

Interior Summary;The interior partitions consist of exposed natural brick, plaster walls, painted concrete blocks in classrooms, stairwells, corridors,multipurpose room, stage, administration rooms, and custodial spaces. Ceramic wall tiles are located in student washrooms and changerooms. Acoustical wall panels are located in the Auditorium.Interior operable folding doors are located in the gymnasium and on the stage areas.Interior floor finishes consists of terrazzo flooring in stairwells, corridors and student washrooms, cafeteria, staff dining and washrooms.Porcelain floor tiles are located in the boys and girls change room showers, pool, stair treads and cafeteria kitchen. Vinyl Asbestos Tile(VAT) and Vinyl Composite Floor Tile (VCT) is found in corridors, classrooms, offices, and storage. Carpeting is located in theAuditorium Balcony. Hardwood flooring is located in the two gymnasiums; stage areas and several shop areas. Rubber mat flooring islocated in the Weight/ Fitness Room. The kitchen cafeteria has a combination of epoxy and porcelain tile floor finishes. The Shops,utility rooms and mechanical rooms have a painted finish on the concreteslab.The ceilings in classrooms, offices, stairwells, washrooms, shower areas, multipurpose room, stage and custodial spaces have paintedceiling finish, 300mm x 300mm acoustic ceiling and 600x600 / 600x1200 suspended acoustical panel assemblies. The exposed steelstructure in the Gymnasium, shops & utility rooms has a painted finish.The interior doors are predominantly stained wood doors with some newer painted steel doors in hollow metal frames. Most classroomdoors have a glazed panel. The main entrances vestibules are also a combination of wood doors and hollow metal frame assembly. Thedoor hardware is predominantly knob passage sets. Classroom, staff room and support rooms have clear finish wood veneer solid wooddoors and frames. Secondary exit doors are predominantly painted metal with GWGinserts.Millwork is located throughout the labs, library, offices, teacher prep rooms, music room, and some classrooms. The family studies roomand cafeteria kitchen is equipped with typical kitchen equipment. Decorative millwork and wall finishes are located in the main entrancevestibule, auditorium, cafeteria, conference rooms and some classrooms.Concrete and steel staircases and an elevator in the facility provide for vertical transportation between the lower, main and upper levels.

Hazardous Materials:Hazardous materials such as asbestos containing materials (ACM's) are known to exist in the facility.

2. Mechanical Executive Summary

HVAC

Sarnia CI was built in 1922 with major additions in circa 1960. Two, gas fired, hot water boilers located in the mechanical room serve thespace and ventilation heating requirements of the original building. The boilers manufactured by Mach were installed in 2010. Capacitiesfor these boilers are rated at 1500 MBH combined and are equipped with stacks and breechings.

There are three boilers serving the 1960 wing with capacities rated as 2600 MBH each. These boilers were installed in 2007 along withtheir auxiliaries such as pumps, breechings and stacks.

Hydronic heating distribution includes two pipe circuits with lead lag pumping configuration that supply hot water from the boilers to airhandlers, unit ventilators, unit heaters and perimeter fin tubes. The hot water unit heaters serve service areas. Hot water cabinet heatersprovide heating to entrances. Mechanical cooling capacity is provided by two chillers with condensers on the roof and compressorslocated in the mechanical room (M3) with approximately 120 ton combined capacity.

Ventilation for the building takes place using a combination of roof-mounted exhaust fans with a number of penthouse utility fans servingrestrooms, change rooms, service areas and other common areas. The building HVAC system is controlled by a combination ofpneumatic and DDC system. Wall mounted electronic thermostats throughout the facility allow for local temperature control within acertain range.

The tempered air for the school is provided by a number of rooftop air handling or packaged units and unit ventilators. The rooftop unitsare located on the roof and typically found in the 1960 wing, while the unit ventilators are typically found inside the classrooms. Theseunits are ducted with distribution through ceiling mounted diffusers. There are also Make-up air units suspended in the shops.

Plumbing

Domestic hot water for the original wing is supplied from one 120 gal domestic hot water heater tank, located in the mechanical room(M1). Domestic hot water for the 1960 wing is supplied by two, 100 gal, gas fired, domestic hot water tanks located in the mechanicalroom (M3).

The domestic water supply for the building enters via a three inch pipe without a backflow preventer. The domestic water is distributedfrom the boiler room to lavatories, sinks, as well as other plumbing fixtures. The restroom fixtures are consisting of floor mounted flushtype water closets, Bradley basins, wall mounted urinals and wall hung lavatories. Most of the toilet fixtures are made of vitreous chinawhile most kitchen sinks are stainless steel. The sanitary system is a combination of cast iron/ black steel and that discharges directly tothe facility sewer pipe.Rain water is removed from the roof via roof drains which discharge to a municipal main.

Natural Gas Distribution

Natural gas is provided to the mechanical room to serve the boilers and kitchen equipment.

Fire Protection

Handheld type fire extinguishers are located throughout the building as required.

Other Mechanical Items

An air compressor is provided to provide air for the technical shops.The woodworking shop includes a sawdust collection system.The painting shop is provided with overhead hooded exhaust system.

3. Electrical Executive Summary

Electrical Service and Distribution

The electrical power for this building is supplied from the 15kV vault and includes a 300kVA, 15kV - 600Y/347V outdoor, pad-mountedtransformer and feeder which supplies power to a switchgear 1600A, 600Y/347V main distribution switchboard MBD complete withfeeders and associated equipment.

Emergency Lighting

The emergency lighting system includes several self-contained battery packs and lights.

Exit Signs are provided to indicate the means to egress and include single and double sided exit signs, conduit, wire, boxes, conduitbends, connections, and circuit breakers.

Lighting

The interior lighting is recessed and surface mounted fluorescent fixtures with T12 , T8, and T5 lamps and electronic ballasts. There aresome incandescent light fixtures mainly used for decorative purposes as opposed to general lighting.

Exterior lighting is provided by wall mounted HID lamps.

Branch Wiring Devices

Branch wiring for this building includes interior and exterior branch wiring, devices, and utilization equipment.

Communications and Security

Telephone System

The building is equipped with telephone service. The service and lines enter the building in the electrical room.

4. Site Summary

The site of Sarnia CI & TS whose area was not available at the time of assessment, includes asphalt paved parking lots on the east andwest ends of the school. Asphalt paved roadways link all the parking lots at four distinct driveways from Wellington, Stuart and CrawfordStreets. Grass, shrubs and trees are located throughout the property. Pedestrian concrete walkways are linked to all the main entrancesof the school. Site drainage appears to slope away from the building. Mature trees exist in random locations throughout the site. Chainlink fencing surrounds the perimeter of the site and the parking lot. Soft landscaping consists of small areas of shrubbery and grassedareas along the north side of the building. The School signage is mounted on the façade of the building facing Wellington Street as wellas a pylon sign located at the front of the school. Playing fields and running track are located south of the building. Pedestrian walkwaysare linked to all main entrances of the school. Note: No construction documents were provided or available for the site evaluation.

Communal washrooms: There is a Barrier Free Accessible washroom stall, which is a minimum of 1,500 x 1,500 mm, in the each boysand girls washroom on each accessible floor.

Designated washroom: A designated Barrier Free Accessible washroom is provided on each floor, and is equipped with the following: anautomatic door open device; grab bars; emergency call button; lever handle or motion sensor faucets; and a lavatory, where aninsulated knee space is provided and the height of lavatory top is a maximum of 815 mm above the floor.

Limitations

This report has been prepared to meet the Ministry of Education (EDU) objectives for the Condition Assessment Program forEducational Facilities in Ontario. The purpose of the Condition Assessment Program was to assess the current physical condition of theschools and associated site features, and to validate information currently contained in the online capital renewal database softwareTotal Capital Planning Solution (TCPS).

The validation of data was limited to a five year period, which is defined as the current assessment year plus four years. Informationcontained in the database beyond this period was not validated or reviewed.

The provided event costs are intended for global budgeting purposes only. The event costs were adjusted to include regional factorsand were based on an approved unit cost list. Actual event costs for the work recommended may differ since the event costs can onlybe determined after preparation of tender documents, which would consider: specific design conditions, site restrictions, effects ofongoing building operations and construction schedule. The approved cost threshold for the Condition Assessment Program is $ 10,000.

Barrier Free Accessibility and Energy Conservation Measures assessments were limited to a preapproved checklist presented on Page2. The assessment of portables (classrooms not integrated with the building envelope), solar photovoltaic panels, other solar energycollectors, wind turbines, sheds, less than 45 sq.m., play-equipment/structures, score boards, goal posts and flag poles, fireextinguishers, decommissioned swimming pools, window coverings, black/white boards, benches, gymnastic equipment and theappropriateness of room space were excluded from the scope of work.
