Sealed tenders for supply of articles shown in the Annexure-1 of this document,
subscribed as "TENDER FOR FURNISHING OF LBSNAA COMMUNITY CENTRE" are
invited by the undersigned from Manufacturers/ authorized dealers/ firms/ suppliers. For General
conditions, please refer Annexure attached herewith.

15. On delivery at user site Bidders will submit 5 % of the contract value for a period of sixty days beyond the date of
completion of all contractual obligations
16. Maximum Liquidated Damages for late deliveries
3 % for each week of delayed supply, maximum of 9
%. If delay continues beyond three weeks, contract is
liable for cancellation.

INTRODUCTION LBSNAA is an institute of the central Government under the Department of Personnel
and Training. It is situated at Mussoorie and undertakes the training of the IAS Officers
and Probationers of the All India and Central Services selected through the UPSC.
SCOPE OF WORK i) LBSNAA is proposing to buy certain furnishing items listed in Annexure-1
from Manufacturers/ suppliers who are willing to supply the same. Rates of
items are, therefore, invited from the reputed manufacturers /suppliers of
these items. The rate are to be submitted in Annexure-6)
ii) The Bid submitted by the firm should be a COMPREHENSIVE BID i.e. the
firm quoting lowest total amount for all the mentioned items under one particular category, taken together will be selected for bid. The firm may bid
for any one or both the categories specified in Annexure -1. The lowest bid in
each of the 2 categories separately will be treated as the most responsive
bid.
iii) Rates quoted should be valid for Six months with effect from 1-4-2012 or date of signature of Deed of Agreement) which-ever is later.
iv) The supply of the FURNISHING ITEMS FOR LBSNAA COMMUNITY CENTRE has to be made within Twenty days from the date of Purchase
order.
v) If there is any complaint about the quality of the product, the remaining quantity in the particular batch will be returned to the supplier and value
equal to the quantity returned will be recovered from the supplier.
vi) Sealed bids along with the Earnest Money Deposit (EMD) of Rs. 20000/-
(Rs. Twenty thousand only) in form of Account Payee Demand Draft/Fixed
Deposit Receipt, Bankers Cheque/Bank Guarantee from any of the
commercial banks (if Bank guarantee, then as per format at Annexure- 5)
in favour of the Director, LBSNAA at Mussoorie are invited from the reputed Vendors/Suppliers/ Manufacturers for the supply of these items. Bids
received without the EMD will be rejected summarily.
vii) All bids should be duly sealed/taped and clearly marking the type of content
i.e. Last date of Bid, Category-1 or category-2, bidder's name and address on
the top of the sealed envelopes.
Note: The price quoted should be inclusive of all charges including all applicable
taxes(including VAT), freight and handling charges and all other miscellaneous
expense

INSTRUCTIONS TO BIDDERS/TENDERERS 1. The services required, bidding procedures, bid form, contract terms
and instructions are prescribed in the bidding documents. The bidder is expected to examine all instructions, forms, terms and conditions, specifications, schedule to tender, and other documents before quoting.
2. Failure to furnish all information required or submission of bid not substantially responsive to the bidding documents in every respect will be at the bidders risk and may result in rejection of its bid.
3. Deviation of items from sample of LBSNAA will result ..non receipt of supply from the tenderer even after the Purchase order.
4. To bring uniformity in items as well as maintenance of items, LBSNAA will prefer to purchase similar items which are already in use in Hostel/ Officers Mess. Therefore, before quoting their rates, firms are advised to see the samples.
5. Sample of the items listed under category No. 1 & 2 may be seen at the Silver-wood Hostel of LBSNAA on any working day between 1000 hrs. to 1700 hrs. before quoting their rates.
6. Bidders have to submit sample of Bedsheet, Pillow cover and blanket.

ANNEXURE 2
TERMS AND CONDITIONS OF THE CONTRACT
1. The Tender The bidder shall indicate the prices for each and every item indicated in the
specifications.
a) The prices quoted must be net per unit as shown in the Schedule and must include all charges for delivery at the Stores of LBSNAA at Mussoorie.
b) The rate must be stated for each item separately both in words and figures. If
there is discrepancy between the price quoted in word and figures, the price
quoted in words would be treated as final.
c) The price quoted by the tenderer should be firm and inclusive of all tax (like
VAT), octroi, freight and forwarding charges, handling charges, loading and unloading charges, insuran
