After a few years of being part of the communication committee I have learned how important our volunteers are so thank you to all of them. As a non-profit entity we try to make the best decisions possible about how and where to spend our limited funds. Technology is ever evolving so we are now in a position that we will have to make an investment in upgrading all technology used by our employees. We appreciate the efforts of our volunteers who are helping to figure out the best upgrades to make to the computer systems and security systems. Jim Karom has been volunteering for many years to help with maintaining the various computers, servers and security systems. He prepared a 5-page, complete documentation of what we have, what we need, and choices to be considered. This involved not only the Association Office, but also the Gate House. There are issues like the gate house computer is “antique” and needs to be replaced and this is the case with most other workstations in the office. Networking between the gate house and the office is also something we need to address to modernize communication abilities, save time and be more efficient. Software upgrades are necessary for all servers and workstations and we are putting a plan together to address those for improved efficiency and because some software being used is not supported anymore. Our transponder system is using old technology and needs to be upgraded in order to keep traffic flowing better at the gate and reduce the amount of time spent on maintaining the existing system. Dottie has been practicing her John Travolta routinely because someone needs to wave each new transponder in front of the receiver when we get new ones, this happens often. Video security is something that needs to be enhanced as our community continues to grow. These systems are in need of upgrades so they are more efficient and help us keep our community safe. WiFi at the pool is another thing that is possible with new hardware and would be nice for the community to enjoy so we are looking at options there. We have funds in the budget for these upgrades and we are looking at the best way to utilize them. We have been frugal and refrained from moving fully into this century. In order to provide the Association and Members the service we need in 2016, the total cost may need to include the cost savings in staff time if there is any overage. This will be one of my focuses as the chair of the Communications and Technology Committee for the LMPOA. If you have questions or comments we welcome visitors to our committee meetings. Communications and Technology Committee Update

I want to begin by saying that we appreciate our volunteers who help with the many aspects of running the LMPOA which isn’t possible to do with only our staff who also do a great job! After a few years of being part of the communication committee I have learned how important our volunteers are so thank you to all of them. As a non-profit entity we try to make the best decisions possible about how and where to spend our limited funds. Technology is ever evolving so we are now in a position that we will have to make an investment in upgrading all technology used by our employees. We appreciate the efforts of our volunteers who are helping to figure out the best upgrades to make to the computer systems and security systems. Members in Good Standing shall mean a Unit Owner who (i) is in compliance with all requirements of the Governing Documents and (ii) has paid in full all Assessments and any other charges that are due and owing to the Association from the Unit Owner. This is the definition in the Amended and Restated Declaration of Protective Covenants, Restrictions and Easements for Lake Meade, A Planned Community.

Transponders Deactivated: Members that are not in good standing will have their transponders deactivated until fees are paid in full. Once deactivated, members and residents will need to enter in the left lane and register with the gate employee.

Budget 2017-2018: The budget process will soon be under way and the Board of Directors and the Finance Committee need your help. Get involved in the process—attend a committee meeting, talk to your neighbors – help the Board disseminate the financial needs for the community.

Do you know people? Will you serve on the Nominating Committee? Will you help obtain board members? Now is the time to talk to neighbors that you see more during the summer and discuss your willingness to serve the community.

Walkers: Summer—what a wonderful time to get out and walk! As a reminder,

walkers are to FACE traffic. Most of you follow this rule, but we still see some doing the opposite. Facing traffic allows you to see vehicles approaching you and you can step off the roadway to allow more room for the vehicle to pass. This is important when two or three walkers are traveling abreast far out into the lane of travel. Have you experienced encountering three-abreast walkers who won’t go to single file and you have had to come to a complete stop because a vehicle was approaching from the opposite direction? The state law requires walkers to yield to vehicles. A little courtesy from the walkers will go a long way to keep our roadways safer. If you walk in poor visibility conditions (night, early morning, hazy, etc.), please wear a safety vest (something reflective). It is cheap insurance.

West Nile Virus: Those pesky and/or infectious mosquitoes may cause havoc in our community. Here are some tips to reduce risks;• Dispose of empty cans, ceramic pots or

similar waste-holding containers• Pour stagnant water out of discarded

tires• Clean clogged roof gutters and drains• Turn over wheelbarrows and don’t let

water stagnate in birdbaths• Landscape to eliminate standing water

on your property• Periodically walk around your property,

dump any standing water

Each time a property is sold in our Lake Meade “planned” community, the seller presents a “Resale Certificate” to the buyer as required by law. The certificate includes information about LMPOA financial structure and the property being sold, accompanied by copies of LMPOA governing documents and rules. The cost is $100. Learn more details by calling the LMPOA office in advance of a property sale.

The LMPOA office will be closed on Tuesdays, September – February.

Email Addresses, Emergency Phone Numbers, Registering Dock Slips – Why? Why are we asking for contact information such as cell phone numbers and email addresses from LMPOA members? Situations arise when it is necessary for the Association to contact the member. For example, lake treatments or road closures in Lake Meade. By using email addresses, we can send e-bulletins to notify residents of this information. Emergency situations may prompt a phone call.

Every new boating season, the office maintains a register of the information members provide to us, such as the dock location and slip ID where they have docked their watercraft. This also holds true for the non-power watercraft racks. The importance of this information comes to the forefront when we are presented with situations such as a boat sinking or breaking away from the dock, or dock damage that forces repairs to the point some boats need to be relocated, etc. We refer to our register to determine whose watercraft is affected and contact them at the phone number the member has provided to us.

LMPOA members do a great job of providing all of the above information to the office. Thank you!

Boats - must be registered with the LMPOA office. We require proof of PA registration and $300,000 minimum liability insurance coverage.

If you purchase a boat, after you have registered with the office, contact one of LMPOA’s boat inspectors (names and phone number provided by office). They ensure that the boat falls within the established regulations. All watercraft (boats, canoes, kayaks, pedal boats, etc.) are subject to our Zebra Mussel Policy and the appropriate forms must be completed. A “Watercraft Re-Entry Pass” can be picked up at the office or gatehouse. Complete the portion “Leaving Lake” if you are taking your watercraft out of the community (fuel, repairs, etc.) The portion “Re-Entering Lake” allows the member to certify that the watercraft has not been in water infested with zebra mussels. If it is a new purchase, the member should note “New Purchase” on the “Destination” line. To prevent the boat from being quarantined, provide the receipt that indicates the boat was just purchased that day to the gate employee. The gate employee will initial the form and file it. Boat dealers delivering a boat to Lake Meade should present their Certified Vendor Pass to the gate employee on duty or the boat will be quarantined.

Proper Boat Sticker – Watercraft (boats, canoes, kayaks, etc.) must display the blue 2016 LMPOA sticker in order to use the lake, dock slips or racks.

Lake Treatment – A widespread treatment for Hydrilla and Brittle Naiad is scheduled for late July or early August. Specific information will be posted

on the bulletin board and website. If you are removing weeds from the lake, be sure to remove the entire root, otherwise the weed will take root in another location of the lake!

Pool Splash PartyPlan to attend the Pool Splash Party on Saturday, July 9th (rain date July 30th) from 3:00 p.m. to 7:00 p.m. Included in the festivities will be a D.J. playing your favorite summer music and cake for a treat.

Rainy Days & the Swimming PoolThe pool is subject to weather conditions. Call the pool for a recorded message (259-0490).

The Lake Although it seemed as though it would never stop raining last spring, it does not appear that our water table is especially high or low. As of this writing, we’ve had one scheduled algae treatment.

Boating Guidelines Repeating this section from our May 2016 Lake Meader, please adhere to the following.

The general course of all vessels on Lake Meade is in a counter-clockwise direction, and may not operate at greater than slow, no-wake speed within 100’ of the shoreline, docks, … swimmers, downed skiers, … anchored boats, … or in areas marked with “slow, no wake” buoys. Additionally, boats engaged in the activity of wake surfing are limited to slow, no-wake speed when within 200’ of all of the above. Wake surfing should concentrate to the center of the lake. See the illustration. General boat navigation, water skiers, tubers, etc., should follow the arrows depicted as yellow, and wake surfers should stay in the center lanes depicted by orange lines. Refresh your knowledge of all the boating and fishing rules and regulations. They can be found at www.fish.state.pa.us and there is a supply of the PA Boating Handbook and the 2016 Regulations Recap at our Lake Meade office.

Boat Inspections The US Coast Guard Auxiliary ‘courtesy inspections’ was a washout. Held the same day as the Fire Company’s yard sale, rain was the most influential event that day.

Non-Power Watercraft RacksResponding to requests from several community members, the Committee approved construction of additional storage racks at Catfish Cove, Walnut Cove, Pheasant Cove, and Longview dock locations. Recommended are 6 -8 boat capacity racks at each location.

Patrol BoatWe are very happy with our new acquisition. Mechanically and structurally, it is sound. More modifications are planned.

Dam Rehabilitation Project After our meeting with Schnabel Engineering in January, that firm took some time in preparation of their proposal to do the engineering study that they and the Committee agreed upon. After studying this proposal for two months, it was recommended to the Board of Directors to accept the terms of Schnabel’s proposal. After allowing our community members 30 days to comment, the Board approved the proposal. Schnabel will now begin this engineering study.

The Watershed During this vacation season, as you travel to destinations throughout our country and the world, visiting cultural

destinations and resorts, hide aways and retreats, take special note of landscape features, particularly native plantings and water filtration beds and devices. When you get home, check with local conservationists about your noted plants and features to see if they might be appropriate for our community, keeping in mind that fall is a great time to do landscape construction, renovations and plantings.

A House Guest pass for up to two weeks is available for members’ house guests to use when members can’t be present with their guest. The pass does not give free pool admission. Call the office or download a form from the web site to request a House Guest pass.

When you observe unsafe boat operators, you can report to the Gate House (259-0823) so they can radio the Patrol Boat Operator if on duty.

Below are two types of sirens that we currently use to alert Emergency Responders and the ones that you may hear in Adams County.

Public Notification Information SirenA long and steady Siren – 3 minutes in length. Public notification due to general emergency, hurricane and/or tornado warning, flash flooding, etc. Tune to your local radio station (WGET/WGTY), tv station, weather channel or NOAA weather radio.

Rain Gardens Can Help Keep Our Lake Clean

Even though Lake Meade is a private gated community, the lake waters are governed by the laws and regulations of the Commonwealth of Pennsylvania. If you can’t do it on the Susquehanna River, you can’t do it here. Those rules are supplemented by LMPOA rules such as no wake before 10:00 am. See full Fish and Boat commission regulations at www.fish.state.pa.us

If you live in Lake Meade and have lawn, most of the rain run-off from your roof and yard runs either directly or indirectly into our lake carrying with it chemicals, pollutants, and fertilizer that compromise the quality of our water. Eliminating the use of phosphorus from our lawn fertilizer was a great first step, but more effort is still needed. Planting a rain garden in a low spot in your yard, at least ten feet from a downspout, or along the water’s edge will help to improve the lake by filtering out the impurities, and slowing down the flow of water. Your goal should be to have no run-off from your property during an average rainstorm. Native plants are always used for a rain garden because their roots are adapted to go deeper, and absorb more water. Planting it will not only help solve lake problems, it will enhance the attractiveness of your property, and will attract birds, butterflies, and pollinators. Specifics of planting a rain garden are not complicated, but they differ depending on the size of your house and property, the type of soil you have, and the amount of water you need to interrupt. You can get expert advise from the Penn State Extension office of the Adams County Master Gardeners at 670 Old Harrisburg Road, Gettysburg, Pa., or go to http://extension.psu.edu/plants/gardening/eco-friendly/rain-gardens. Before planting anything, you need to observe how much sun the area receives, and how wet or dry the soil normally remains. You definitely need to know how quickly the water drains from the spot where you wish to plant. These are conditions that dictate which plants will thrive there. Remember, the first rule of gardening is to use plants that like the conditions your property has to offer. Here are a couple considerations…You can have a rain garden that is all perennials, one that is all shrubs, or a mixture of both. A rain garden of native shrubs will take a little longer than perennials to establish itself, but, in the end, will be less work. Native shrubs tend to colonize, so if you plant three, before long you will have nine. The more the better in a rain garden because you want a thick network of roots to take up more water. A rain garden of all perennials will establish more quickly, and be more colorful than the shrubs. If it is strictly perennials, as opposed to a mixture, it can simply be mowed down at the end of the season. A huge advantage in maintenance!

Scholarship Winner – Ten years ago, the Homemakers began presenting Scholarships to a deserving Bermudian Springs High School Senior, totaling $6,000 so far. This year, our Scholarship was awarded to Kelsey Weaver, daughter of Carol Weaver. Kelsey graduated from Bermudian Springs High School this spring and plans to attend Harrisburg Area Community College majoring in Nutritional Sciences. Kelsey and her Mother attended our May meeting where she read her winning essay, “How Do You Feel About Service to the Community?” Chairperson Lynn O’Leary presented Kelsey with her $1,000 award. We wish Kelsey all the best in her future endeavors.

Local Charities Benefit – Linda McCreary and her committee have worked very hard making sure the Spring and Fall dances are offered to our community, and our Local area has benefited greatly from their efforts. This year, the proceeds from both dances totaled $1,950 which has been disbursed to the following benefactors: Lake Meade Orchestra, Lake Meade Fire & Rescue, PA Wounded Warriors, East Berlin Senior Center, SCCAP - Adams County Shelter for the Homeless, Abbottstown/East Berlin Food Pantry, Survivors, Inc., East Berlin Community Library Endowment Fund, and LAMPS (Lake Meade Pyrotechnic Society/Fireworks). community for supporting our dances, and allowing us to make our donations to these worthy causes each year.

Country Dance – Our Third Annual Country Western Dance will be held Friday, September 30 at the Community Center from 7–10 p.m. The Dry Run Band will entertain for your dancing and listening pleasure. The cost is $10 per person. Tickets are available from Chairperson Arlene Knaub. This dance solely benefits our Scholarship Program. Invite your friends and neighbors and get your tickets early. Feel free to wear country western gear, and prepare to have a great time.

Summer Garden Party – Our Garden Party will be held Monday, August 22 at 9:00 a.m. (rain or shine) at the gardens of Jennifer Grim and Sharry Gresens. We will view their lovely gardens, and then proceed to Diane Reimert’s home for our luncheon at 11:00 a.m. Please bring a dish to share.

Our community’s musicians had a wonderful spring season. We were invited to join the East Berlin Community Singers, on May 15, 2016, for their Third Annual Spring Choral Concert entitled “Let Music Live!” at Paradise Lutheran Church. The event was well attended, and the Chorus was fantastic. We were privileged to accompany them on “America, the Beautiful,” and offered other numbers, as well. The Orchestra also participated in our community’s annual Memorial Day program at the Community Center. This program was well attended, too. It is an honor to serve our community in recognition of the sacrifice so many men and women and their families made

throughout our nation’s history. Looking ahead, we’re planning to proclaim our patriotic spirit on July 4th with gusto and fanfare at Mac’s Pizzarina. Although our organization has filled in quite nicely, we continue to have chairs available for those interested in filling the air with melodies and harmonies and rhythms - flutes and strings, especially.

LMPOA attempts to budget yearly for fish stocking. In recent years we stocked walleye, large-mouth bass and hybrid striped bass. We use the knowledge and suggestions of the experts: our lake biologist and fishermen.

There are specific requirements for the construction and placement of auxiliary buildings exceeding 200 sq. feet, including a letter of compliance from LMPOA. Smaller auxiliary buildings require approval for design and placement.

The New Engine/Rescue Unit Has Arrived By the time you read this the Lake Meade Fire & Rescue Company will be celebrating the arrival of our new engine/rescue unit. We now have a full complement of equipment that is up to date with the latest, and expanded upgrades, that will afford you, the residents, with the kind of protection you would hope to receive in a time of emergency. We will be undergoing extensive training with the new equipment so that all our first responders are familiar with the various components that comprise a first class firefighting vehicle. Our people also have to become knowledgeable with the location of all the equipment, tools, and supplies they will need at a moment’s notice. So, as you drive by the fire hall you may see our folks in training with the driving of this larger vehicle, the operation of the water pumping systems, and the cascade unit that refills the fireman’s self-contained breathing apparatus. We have placed our current engine, and also the rescue truck, on the market since we don’t need both of these units. The proceeds from the sale of one or both of the units will help to reduce the total cost of the new ambulance and fire/rescue unit. Even with the sale proceeds, and what we receive

from the local governing authorities, we still need to look to the possibility of additional grants and the assistance from our Lake Meade Community. Our primary intent is to provide to you the finest service and care in your time of crisis. We have undergone extensive training at places like Harrisburg Area Community College in order for our first responders to be certified in both assisting you, and also to know how to respond to the dangerous situations in which they may find themselves. We are all volunteers and your neighbors. Therefore, we will be increasing the number of fundraisers we hold during the year. This year we are going to change the location of the Chicken BBQ on July 2nd to the fire hall. This will provide the opportunity for you to look over the new equipment and also eat your dinner in the fire hall if you so desire. We are also holding a money raffle that will be drawn at a later date. The car washes will be held each month through the summer so here is an opportunity to both get your car washed (donations based), have a quick lunch with us, and get to know some of your neighbors who make up Lake Meade Fire & Rescue. Our congratulations are extended to Stephanie Miller who just completed a year-long course at HACC, passed all her tests, did the in-service training, and just received her State Certification as a fully qualified Emergency Medical Technician. Her husband Randy is finishing up his testing and will soon join our team of certified EMTs. We continually extend our invitation to you to come and be part of the Lake Meade Fire & Rescue. We need general members who want to be a critical part in supporting the program of the company, as well as those who would like to begin their training as first responders. We also have Junior Firemen, ages 14 to 17, who are carefully trained and provided the kind of oversight that will allow them to become fully certified first responders in the future.

The Board approved the following:

• Approve a contract with Anderson Landscaping for up to 26 mowings during the 2016 season.

• Approve a contract with Dean Shank for up to 8 mowings of the common-owned green space areas, road rights-of-way and the perimeter of the spillway and top of the dam during the 2016 season.

• Approve $2,800.00 for mowing abandoned properties. • Approve the application of weed inhibitor by TruGreen,

LLC at ten recreation areas, sports complex, and entrance/exit area one time during the 2016 season.

• Approve Advanced Septic Services, Inc. to provide portable toilets at ten recreation areas beginning Memorial Day through the end of September, and to provide portable toilets at the entrance, Sports Complex, and Marina twelve months of each year, for a cost of 6,500.00.

• Approve Blue Diamond Pool Services to de-winterize the swimming pool.

• Approve up to $1,800.00 for the purchase of diamondtex infield mix for the ballfield.

• Approve waiving the guest fees at the swimming pool for the Cub Scouts and parents for one day during the 2016 season, in recognition for the services the Cub Scouts provide to LMPOA.

• Approve Rodney Rosi to be added as a member of the Roads Committee. (Valorie abstained)

• Approve contract with Providence Engineering, Inc., and SAA Architects, Inc. for Phase III (construction) services for the Community Center Roof and Multi-Purpose Room Ceiling Rehabilitation Project.

• Approve a contract with Anderson Landscaping for mulching at the beginning of the season, weekly weeding up to 35 weeks at the Community Center beds, and monthly weeding of the Community Center ornamental trees.

• Approve Lake Meade Green Infrastructure Workgroup as a Lake Meade Registered Organization.

• Approve revision to LMPOA Rules and Regulations, Article IX. Enforcement to include the following language: “Their powers of enforcement shall include, but not be limited to, the power to impose fines against members not to exceed three hundred dollars ($300) per violation. Fines levied and not paid within thirty (30) days shall be collectible as a charge due and owing LMPOA and may be the basis for legal suit.”

• With the numerous revisions to the Enforcement portion of the Rules and Regulations during the past year, this portion of the original Enforcement procedure was inadvertently omitted.

• Approve the 2016-2017 committee members list as presented.

• Approve the updated Committee Responsibilities for 2016-2017. This document designates the committee

assignments for the Board and the Executive Committee members.

• Approve the revised Use of Recreation and Lake Access Areas, as part of the LMPOA Rules and Regulations.

• Approve the new Lake Meade Common-Owned Green Space Areas (COGS), as part of the LMPOA Rules and Regulations.

• Approve the revised Refuse Collection/Disposal/Burning, as part of the LMPOA Rules and Regulations.

• Approve the revised Lake Meade Swimming Pool Rules, as part of the LMPOA Rules and Regulations.

• Approve the proposed modifications to the LMPOA Rules and Regulations.

• Approve a contract with Dorgan and Zuck, Inc., from the 2016-2017 Capital Budget Repairs & Maintenance (Quickbooks Account # 5840), for the Community Center Roof and Multi-Purpose Room Project to include roof truss reinforcement and new shingles, and ceiling expansion joints.

• Inquiries from the floor included a thank you to the board members for serving the community, establishing a 4-way stop at the Lee Cove intersection, and suggestions to hold a community-wide yard sale.

• The Executive Committee reports thirteen new members and one new rental.

• Letters of Compliance was issued for three additions, one garage, and one swimming pool. Letters of Approval were issued for two driveways, two driveway entries, logging, two patios, one ramp, one boat rack, one dock repair, two storage sheds, one window replacement, and one heat pump.

Responsibilities for Lake Meade Property Owners Association (LMPOA) and MembersWHAT LMPOA DOES:• Plan, budget, and manage all costs of maintaining the common areas

and facilities. Such facilities include but are not limited to: roads, Community Center, recreation and common areas, maintenance facilities, two bridges, pool complex, sports complex, marina facilities, entrance area, rec area docks, the lake including buoys.

• Facilitate communication within the community regarding POA actions and concerns

• Administer and keep records of finances and association membership • Make every reasonable effort to maintain the safety, operation, and

value of common properties and facilities • Make reasonable efforts to enforce the rules and regulations of the association• Count on all members to assist in education and enforcement

regarding rules and regulations

WHAT LMPOA DOES NOT DO:• Mediate between neighbors• Replace personal responsibility for ownership and maintenance of

private property• Provide legal representation for property owners• Advocate or speak for individual property owners in dealings with

governmental agencies or entities• Provide police protection• Enforce laws of the township, commonwealth or federal government,

including trespassing laws• Mitigate or repair damage or destruction of private property caused

by acts of nature or acts of others

WHAT LMPOA MEMBERS DO:• Recognize that LMPOA IS its members and is only as strong as its

members’ collective support• Educate themselves and their neighbors about the rules and

Ban on Lawn Fertilizer containing Phosphorus

• Improve lake and Ground Water Quality• There are Exceptions

In 2007, the LMPOA Board passed a regulation banning lawn fertilizer with any phosphorous, to assure that Lake Meade and its citizens have the best possible water. Phosphorus is the biggest and most easily controlled Lake pollutant.

There are exceptions to the ban.1. Applications to new turf or lawns, vegetable and flower

gardens and trees and shrubs.2. Turf/Lawn that soil tests, performed within the past three years

by a qualified soil-testing laboratory, are below the minimal required phosphorus levels for typical lawns. Fertilizer used cannot contain phosphorus exceeding the amount and rate of application recommended in the soil test and evaluation.

The regulation also forbids lawn fertilizer with phosphorus to be left on impervious surfaces, including parking lots, roadways, and sidewalks. Any phosphorus containing fertilizer on those surfaces must immediately be contained and legally applied or placed in an appropriate container.

The PA Department of Environmental Protection, Wetlands and Waterways Program (DEP-WWP) requires lake front properties planning shoreline, seawall or dock projects to first obtain a general permit from the DEP-WWP office prior to starting the project. These types of projects also require LMPOA Lake Committee review and approval by the LMPOA Building Committee. When the Building Committee approves the project, a Letter of Compliance is issued to the member. Depending on the scope of the project, the property owner may then be required to submit the plans to the township for a building permit and also obtain an Adams County permit. Property owners considering any type of shoreline, seawall or dock projects should plan well in advance, as the approval process with the various entities will take time to complete. At the May meeting of the Board of Directors, updated regulations for the Community and Property Appearance Committee were passed. The complete update can be found on the website, LakeMeade.org. It’s definitely lawn mowing season--lawns on improved lots (with a house) must be maintained no higher than seven (7) inches. Grass in swales may be slightly higher. The higher grass filters water before it runs into the lake. Allowing vegetation to grow higher than seven to nine inches can become unsightly and gives little additional benefit. It is important to plant grasses, gardens, and trees to cover barren soil. These plantings provide sediment control and prevent erosion. We are fortunate to have such a beautiful lake, our biggest asset, and it must be protected from contamination through stormwater runoff. Look around—do you see trash in a swale or on an empty lot? Pick it up! You will feel good when you improve your surroundings and provide a service to our community. Those pesky mosquitoes—A mosquito needs only a tiny bottle-cap-size pool of water to lay as many as 200 eggs. Remove any standing water around your home and clean containers. Even after the water source has dried out, the eggs can remain dormant and survive for months, sometimes up to a year, on the inside of a container. (Time magazine, May 16, 2016)
