1 DECLARATION OF VIBIANA M. ANDRADE2 I, Vibiana M. Andrade declare:3
l . I am an attorney licensed to practice law before all courts of the State of45 California and I am employed as General Counsel for the Los Angeles County Office of6 Education. In that capacity, I represent Superintendent Arturo Delgado, William Elkins,7 Director and Principal Rondale Cooper. Mr. Cooper is no longer employed with LACOE89 and the office is in the process of hiring his replacement. I have represented the County
10 Superintendent and other LACOE management throughout this litigation.11 2. I worked with the staff at LACOE to prepare the plan in conjunction with12 the Technical, Consulting and Advisory Committee (TCA) Team. Various teams at1314 LACOE worked with the TCA to finalize the plan. The TCA reviewed and revised the15 plan and I understand that the plan has been approved by it.161718192021
