Manage Labor Administration Business Processes
Manage Labor Administration enables you to enter and track labor-related information for each worker in your organization. You can layoff or recall groups of workers, manage automatic wage progression in accordance with labor agreements, track disciplinary actions your organization takes against workers, as well as grievances filed by one or several people, including workers, applicants, and unions on behalf of several union members.
Manage Labor Administration provides these business processes:• Manage labor agreements.• Manage union data.• Manage layoffs and recalls.• Manage wage progression.• Track disciplinary actions and grievances.• Requesting works councils approval.

Manage Labor Administration Business Process Implementation
PeopleSoft Setup Manager enables you to generate a list of setup tasks for your organization based on the features that you are implementing. The setup tasks include the components that you must set up, listed in the order in which you must enter data into the component tables Disciplinary Step Table ( DISCIP_STEP_TABLE) and Grievance Step Table (GRIEV_STEP_TABLE).

Manage Labor Administration also provides component interfaces to help you load data from your existing system into Manage Labor Administration. Use the Excel to Component Interface utility with the component interfaces to populate the tables.

The Labor Administration Navigation Pages
The Workforce Administration, Job Information menu navigation contains a menu group to administer contract information.
Components under the Workforce Administration, Labor Administration menu navigation enables you to enter and track information such as:
Union data. Disciplinary actions. Grievances. (DEU) Spokesmen committee.
For each Example throughout this document, log into the application and follow the navigation steps.

Tracking Contract Data
Many organizations maintain contracts or other written agreements with their employees and contingent workers. To track contract data, use these pages:

Components Used to Set Up and Track Contract Data
Before you can record contract information applicable to your workforce, you first need to establish data in the contract setup components:

Note. Enter the contract data specific to this worker in the Update Contracts pages after assigning a contract number in the Job Data - Job Information page.
(GBR) Working Time DirectiveUse the Contract Status/Content page to indicate if the worker is participating in the Working Time Directive. Select the Waive Working Time Compliance check box only if the worker is not taking part.

ContractsWhen being employed by an organization, new employees are often asked to sign any contracts, such as a non-disclosure statement or an “at will” employment contract. Many organizations have such contracts. These may vary depending on the type of assignment you are taking, your personnel status with the organization, or the type of industry for which you are working.
Setting up contract types and clauses enables you to identify the basic elements of acontract. Depending on the worker and the contracts they sign, there may be different clauses incorporated into their contract. A permanent and temporary worker may sign many of the same contracts, but each might have additional sections pertinent to their job assignment or status.
Contract Type table Use this table to define the different types of contracts that your organization administers.
Contract Clause table You can define special language and riders, or stipulations, which can be added to the main body of an employment contract in this table.
Contract Template table Set up and store all of your organization’s standard employment contracts on this table to more easily assign contracts to workers.
Non-Employee Provider table Use this table to enter information about the provider, agency, or employer of a contract worker. You will link this information to a contract worker on the Employment Information page or the Update Contracts – Contract Status /Content page.
Explaining the Update Contracts Component
One of the first things you may notice on the search dialog page of Update Contracts is that only those workers with contract IDs appear in the list. There may be several rows for the same worker if they are associated with various contracts.
Users receive an error message if the date for which they are entering this contract has passed and they have not selected Correct History.
(GBR) Working Time ComplianceWorking Time Directive is contractual, so there has to be a means of saying whether or not the worker is participating.
If however, during the contractual period, the worker changes jobs for example, the check box can be deselected.
Managing Union Data
You can set up unions and associate them to your workers.

When setting up unions you can: Enter sick, vacation, disability and insurance information related to the union. Enter callback minimum hours, factor and tuition reimbursement information:
The union code is associated with the worker on the Job Data, Job Labor page. You can also use this page to record other labor agreements and categories.

UnionsOrganizations use the Unions component to define codes for unions to which theirworkers belong. Information may be needed on union workers for collective bargaining agreement negotiations, grievance tracking, or salary step increases.
PeopleSoft Human Resources enables customers to enter and track union-related information for each worker. This information is useful when trying to resolve problems that result from a grievance or a disciplinary action. Such problems might include worker discontent, collective bargaining discrepancies, or even lawsuits against an organization. An accurate, up-to-date record of the steps taken to resolve each problem can help organizations avoid liability
Note. The Union table pages contain country specific group boxes.

Labor agreement values here do not come from the Union table. Customers can assign unions to job code and labor agreements defaults in the Salary Grade component.

Components Used to Enter Disciplinary Information
If you take disciplinary action against one of your workers, it is important to keep an accurate record of the nature of the violation and the steps you have taken to respond to the incident. This helps protect your organization against legal liability.
Before you can record disciplinary information applicable to your workforce, you first need to establish data in the disciplinary setup components:

Use the Record Disciplinary Actions component to enter reasons and descriptions for disciplinary actions imposed on a worker or to describe an incident that led to a

disciplinary action against a worker. Such actions might include suspension, termination, or demotion:
The following tables are used to support disciplinary reporting:
Disciplinary Type table Identify the various types of violations that workers commit which may require managers to take disciplinary actions.
Disciplinary Step table Identity the standard course of steps that managers can take during the disciplinary action process.
Resolution Type table Identify the various types of actions that managers can take to resolve disciplinary violations. take to resolve disciplinary violations.
Action Taken Use this page to document disciplinary steps imposed on the worker.

Use the Grievance component to: Identify the various types of workplace grievances your organization may need to
handle.
Do this on the Grievance Type table.
Identify the standard course of steps managers can take during the grievance process.
Do this on the Grievance Step table.
Enter details of particular grievances and the steps taken to resolve them.
Do this in the Grievances component.
Review the grievances that have been filed against your organization.
Do this with the Grievance Detail Report (OHS004) and the Grievance Summary Report (OHS006).
Record Grievances Pages
Use the Grievance page to enter grievances: Use the Grievance Steps page to record the steps taken to resolve a grievance. Use the Grievance Resolution page to document how the grievance was
resolved.

(DEU) Spokesmen Committee
The spokesmen committee (Sprecherausschuss) represents the interest of the management personnel in your company before the ownership or executive management.
The spokesmen committee mainly consults; however, it also helps determine individual employment contracts, hiring, and dismissals.
The committee also helps monitor employment fairness, equity, and nondiscrimination in terms of nationality, race, religion, sex, and age.

Job Data – Job Labor page, Germany country section
Note. When you enter a worker’s location in Job Data, the Spokesman Committee ID and Works Council ID values appear by default on the worker’s Job record. These values are based on the worker’s location and the value of the Labor Type (Management or Non- Management) for the worker.
