3 The City is stepping up plans to repair more than $20-million in in- frastructure in the current fiscal year. This amount is significantly higher than prior years. As the economy stabilizes after the “Great Recession,” the City will spend capital project reserves while construction prices remain favorable in the current economic environment. A recent engineering review of La Mirada’s infrastructure identified more than $67 million in infrastructure needs for streets, sewers, storm drains, traffic signals, curbs, gutters, sidewalks, bridges, and access ramps. A significant portion of this year’s Capital Projects Budget is dedicated to work identified in the engineer’s report. “These improvements will help correct some of the worst conditions found in La Mirada’s streets by engineering studies,” says Public Works Director Steve Forster. “These projects will be occurring throughout La Mirada with several projects going at the same time.” Some $4,495,966 in repair work is budgeted for streets rated as be- ing in the greatest need by engineering reports. The work will include street rehabilitation, curb, gutter, and sidewalk repairs, and storm drain improvements to 42 neighborhood streets throughout La Mirada. Plans are being prepared by three engineering firms as separate projects to expedite the improvements. Construction is scheduled to begin in Feb- ruary and be completed in July. An additional $2,727,415 is budgeted for the final phase of the Foster Park Neighborhood Improvements project, which is scheduled to be- gin in summer 2013. The project will be funded using redevelopment bond proceeds, which are currently frozen by the State. City officials are hopeful the bonds will be “unfrozen” by the State in late spring. Several street improvements planned for La Mirada’s industrial area will be completed using County and State funds. Street rehabilitation projects in advance of the I-5 freeway widening will begin in early 2013 using $2,500,000 in Measure R Transit funds. La Mirada Properties Grow In Assessed Value

Assessed valuation of private properties in La Mirada passed the $5 billion mark for the first time during 2012, according to the Los Angeles County Assessor’s Office. The value of properties in La Mirada grew by $103,205,988 to a total of $5,062,501,248 during the year. The pace of growth in La Mirada, which is a nearly fully developed community, was on par with the County as a whole. There are 13,416 residential parcels in La Mirada, 486 commer-cial-industrial parcels and 62 residential income properties, accord-ing to the Assessor’s report.

La Mirada Consistently Ranks Among Most Business-Friendly Cities in Los Angeles County

Shop La Mirada First! La Mirada’s “Shop! See! Splash!” program promotes shop-ping locally to keep local stores in business, return sales taxes to the community, and reduce blight in shopping centers. Shoppers spending $300 in La Mirada are eligible to redeem their receipts for a $5 voucher valid toward the purchase of Splash! and Theatre tickets or recreation classes. Other improvements to the shopping center are planned in accordance with the Imperial Highway Specific Plan. The plan is an important tool for achieving future economic growth and improved shopping centers along this major economic corridor. The City also recently completed a retail study to review La Mirada’s mar-ket conditions and develop recommendations for retail recruitment and business retention. Along with the I-5 Corridor Specific Plan, which is currently being developed, these projects will guide the growth and development of La Mirada’s commercial areas in the future. Beware of Downed Power Lines

Exercise extreme caution if you come near a downed power line. Coming into contact with the line can cause serious injury or death. Keep in mind the following guidelines should you encounter a downed wire:

• Do not approach or touch anything in contact with the line.

• Call 911 right away and inform the operator that it is an electrical emergency.

• Always assume that all wires are energized.• If a power line touches your vehicle while you are

inside, remain calm. If you can do so safely, stay in-side the vehicle until emergency assistance arrives. If you must get out of the vehicle for safety reasons, jump clear. Do not touch the vehicle and the ground at the same time.

Holiday Home Decorating Program

Get your decorations and start planning your festive holiday display. The City of La Mirada’s annual Holiday Home Decorating program is fast approaching. Residents are encouraged to decorate their homes and help spread holiday cheer throughout La Mirada. No application is needed for this program. Every decorated home in La Mirada will be considered for recognition. Judging for the Holiday Home Decorating program will take place December 3 through December 14. Winners will be selected in the cat-egories of Most Original, Best Use of Lights, and Best Holiday Scene. Award winners will receive a holiday ornament. Winners will be an-nounced on the City’s website at www.cityoflamirada.org. Prepare Your Vehicle for Winter

Proper vehicle maintenance during the winter months is important. The following tips will help you check the condi-tion of your vehicle:

• Tires - The Lincoln head penny test can be used to deter-mine the tread depth of your tires. Insert a penny, head first, between the tire’s tread. If the top of Lincoln’s head is visible, your vehicle is in need of new tires. Also re-member to check the tire pressure about twice a month.

• Batteries - Batteries lose almost one third of their power at freezing temperatures. If you are planning any trips to the local mountains this winter, be sure to check your battery during the trip. Additionally, inspect the battery cables to make sure they are not worn down and that the connections are tight.

• Windshield Wipers - Windshield wipers should be changed regularly. If your wipers leave streaks on the windshield, your vehicle may need new windshield wiper blades.

Driving in the Rain Winter weather can create hazardous driving conditions. Motorists should adjust their driving habits when roads are wet. When driving during bad weather, remember to:

• Adjust your speed. Rain lowers the amount of traction between the tires and road.

• Give yourself extra time to get to your destination.• Ensure your tires have the proper pressure and tread, and

your windshield wipers work correctly.• Leave extra space between your vehicle and the car in front

of you. Wet brakes may prevent your vehicle from stop-ping at the rate it normally stops when the brakes are dry.

• Drive with your headlights on. It is California law to drive with your headlights on, day or night, during bad weather.

Holiday Shopping Tips Busy stores and crowds during the holiday season can invite crime. Avoid being a victim and ensure your holiday season is enjoyable by following these shopping safety tips:

• Avoid carrying large amounts of cash. Whenever possible, use credit cards or checks. Make sure only one credit slip is printed with your credit card number and be sure to destroy copies.

• Never leave valuables, including purses, wallets or other items un-attended.

• When using public restrooms. Avoid putting personal belongings on the floor. If you place personal items on hooks or door handles, do not leave them behind.

• If you store purchases in your vehicle, lock them in your trunk and keep them in a non-visible area. Avoid purchasing a large number of items in one trip.

• Park in well-lit areas. • Remain alert in parking lots. Avoid carrying too many packages

that may prevent you from being aware of your surroundings and personal safety.

• Scan the area surrounding your vehicle when you park and return to your vehicle.

• Lock your doors immediately after entering your vehicle. • Report suspicious persons and activities to police or store security

personnel.
