LA GALASSIA SVIZZERA DEI MITI L'Operación Puerto e l'arrivo dei kazaki

Il 23 maggio 2006 Manolo Saiz e il medico della squadra Eufemiano Fuentes vennero arrestati dalle autorità spagnole con l'accusa di detenzione e somministrazione di prodotti dopanti: fu il culmine della cosiddetta Operación Puerto, inchiesta avviata già in febbraio dalla Guardia Civil.[2] Solo due giorni dopo la società Liberty Seguros annunciò la

cessazione del legame con l'Active Bay di Saiz e Paulo Antón, e la squadra divenne Würth Team.[2]Immediata fu la mobilitazione del governo del Kazakistan per sostenere il team dell'idolo nazionale Aleksandr Vinokurov, e centrale fu il ruolo del primo ministro e presidente della Federciclismo Danial Achmetov, che riuscì a riunire in un consorzio di sponsorizzazione le cinque maggiori aziende estrattive (gas, petrolio, uranio) del paese.[2] Il 2 giugno fu siglato un contratto triennale tra la società di Saiz e lo stesso consorzio, e il team assunse la denominazione "Astana-Würth".[3]

Solo una settimana dopo Saiz si dimise dalla carica di general manager, restando però socio di maggioranza dell'Active Bay,[2] e a farsi carico della guida tecnica in vista del Tour de France 2006 fu Marino Lejarreta.[4] Ma, pur dopo l'ok della Commissione delle licenze del ProTour, che aveva ritenuto di non togliere la licenza al team,[5] l'iscrizione alla Grande

Boucle venne osteggiata dalla stessa ASO, organizzatrice della corsa francese, che chiese espressamente alla

squadra di non presentarsi. L'Astana fece però ricorso al TAS di Losanna, il ricorso venne accolto,[6] ma ciò nonostante l'iscrizione non avvenne per la mancanza del numero sufficiente di atleti, solo quattro (gli altri cinque erano stati espulsi perché coinvolti nell'Operación Puerto) tra cui Vinokurov; tutto questo proprio alla vigilia del via

della corsa.[7] E tre giorni dopo, il 3 luglio, anche la Würth lasciò il team.[8]

Il ritorno alle gare ufficiali arrivò il 30 luglio, alla Vattenfall Cyclassics di Amburgo, dopo quasi un mese di inattività.[9] In contemporanea l'Astana aveva lanciato un'offerta per acquistare la società di Saiz e Antón, ma questi avevano rifiutato la cessione,[10] minacciando azioni legali nel caso il nuovo sponsor avesse deciso di non rispettare il contratto firmato a giugno e quindi di non finanziarli nella costruzione di un nuovo ProTeam.[11] In agosto diciassette società ProTour si riunirono a Bruxelles per chiedere la "sospensione provvisoria ed immediata" del team dal circuito,[12] ma ciò non avvenne; anzi il consiglio del ProTour decise di non prendere provvedimenti fino al termine della stagione e ammise la squadra alla Vuelta a España 2006.[13]Quella Vuelta se l'aggiudicò proprio Aleksandr Vinokurov, capitano del team spagnolo-kazako; il compagno Andrej Kašečkin terminò terzo. In totale la squadra ottenne cinque successi di tappa, tre con Vinokurov, uno con Kašečkin e uno con Sergio Paulinho.

La querelle tra Saiz, Biver e l'UCI

Contemporaneamente i finanziatori kazaki erano al lavoro per la costruzione di una squadra completamente nuova, diretta sul piano tecnico dal belga Walter Godefroot e dagli italiani Adriano Baffi e Giovanni Fidanza e facente

riferimento alla Zeus Cycling SàRL, società svizzera presieduta da Marc Biver, l'organizzatore del Tour de

Suisse. Nell'ottobre del 2006 nacque così una sorta di "caso Active Bay". La società di Saiz e Antón era infatti in possesso della licenza ProTour per il 2007, aveva dalla sua un contratto firmato ai primi di giugno proprio con l'Astana,[14] ma non era in grado di presentare un progetto economicamente valido all'Unione Ciclistica Internazionale senza il supporto degli sponsor kazaki;[15] gli stessi kazaki avevano deciso di interrompere i legami con un tecnico in netto odor di doping, decidendo quindi di convogliare i finanziamenti sulla società di Biver , a sua volta però priva di licenza ProTour.[14]

D'altro canto il problema era pure sul piano sportivo: diversi ciclisti erano sotto contratto con Saiz, mentre altri, i "nuovi acquisti", tra cui Paolo Savoldelli eAndreas Klöden, avevano firmato con Biver.[14] Negli ultimi giorni di ottobre la situazione si fece ancora più complicata: la Commissione delle Licenze respinse la richiesta del consiglio ProTour di ritirare la licenza all'Active Bay, e l'UCI ratificò tale decisione adducendo come motivazione le scarse informazioni fornite dalle autorità spagnole in merito all'inchiesta doping.[16] A metà novembre nulla era ancora deciso, e la situazione rimaneva in una fase di stallo.[14]

Ai primi di dicembre peraltro la Ernst&Young, società incaricata, rilevò a Biver la mancanza di alcune garanzie bancarie, spingendo così l'UCI a

negargli provvisoriamente la licenza; Pat McQuaid , presidente della

federazione, fu più deciso, affermando che l'Astana di Biver non avrebbe ricevuto la licenza ProTour.[17] Il 15 dicembre arrivò la prima decisione: il

consiglio ProTour, su proposta del presidente Vittorio Adorni , ritirò

la licenza all'Active Bay di Saiz, rinviando però la decisione su

Biver .[18] Quattro giorni dopo fu la Commissione delle Licenze a sciogliere l'ultima riserva dopo approfondito

esame dei documenti, permettendo alla squadra svizzero-kazaka, con un contratto quadriennale, di divenire la ventesima piazza ciclistica nel ProTour.[19]

Così si ricicla il tesoro del doping. Due anni di i ndagine del p.m. Roberti sul medico ferrarese: la Gazzetta può svelare la struttura che coinvolge, oltre ai corridori, anche le squadre. Il "fatturato"? 30 milioni

È l’inchiesta antidoping più vasta della storia dello sport, ben oltre l’Operacion Puerto. Migliaia di pagine di documenti, verbali, intercettazioni telefoniche e ambientali, perquisizioni e rogatorie internazionali in Svizzera, nel Principato di Monaco e in Spagna. Il pubblico ministero Benedetto Roberti, magistrato di Padova che si occupa da anni del fenomeno, si è mosso sulle tracce di Michele Ferrari, il preparatore più famoso del ciclismo, per smascherare e colpire la presunta attività illecita di quello che chiamano il "Dottor Mito", già assolto in appello (2006) nel processo doping di Bologna. Un giro d’affari stimato dagli inquirenti in milioni di euro. Addirittura una trentina.

SCATOLE CINESI — Seguendo questa pista, Roberti ha trovato gli elementi che hanno portato all’apertura dell’inchiesta americana dell’Usada contro Lance Armstrong, ma ha anche scoperchiato un vaso di Pandora molto più grande. Portando alla luce il complicato gioco di scatole cinesi e di triangolazioni finanziarie con cui corridori di punta, manager e personale di squadre ciclistiche di vertice (fino al ProTour) avrebbero evaso il fisco, facendo circolare estero su estero su conti cifrati di banche svizzere, con l’aiuto di dirigenti locali, i capitali ricavati mediante attività illecite (leggi vittorie legate al doping; ndr) oppure "ricorrendo all’esportazione di valuta in modo occulto con il classico metodo della valigia a bordo di autovetture a noleggio". Non solo, tra i reati ci sarebbe anche il riciclaggio, attraverso falsi contratti di immagine scritti in doppia versione e depositati presso una società nel Principato di Monaco, per eludere le regole dell’Unione ciclistica internazionale. Un altro giro da milioni di euro. Con ramificazioni fino a Gibilterra e nei paesi del Sudamerica. IPOTESI DI REATO — L’inchiesta padovana, che è scattata a inizio 2010 e dovrebbe essere chiusa entro fine mese, minaccia di essere uno tsunami. Perché da Ferrari, che aveva una base in un appartamento in affitto a Saint Moritz e riceveva clienti anche su un camper parcheggiato al casello autostradale di Rioveggio, ci andavano corridori, atleti di punta come l’olimpionico di marcia Alex Schwazer (positivo all’Epo) e altri sportivi di biathlon e triathlon. Lo dimostrano le intercettazioni ambientali. Il medico ferrarese è indagato a Padova per i reati di associazione a delinquere finalizzata al contrabbando, commercio, somministrazione e


assunzione di sostanze dopanti, evasione fiscale e riciclaggio, in concorso con il figlio Stefano, il procuratore

sportivo Raimondo Scimone, due dirigenti di banca di Locarno e Neuchatel, e l’avvocato svizzero Rocco Taminelli , che si è già dichiarato estraneo in quanto si sarebbe occupato solo della difesa di corridori incorsi in vicende di doping e non di altri affari.

PACCHETTO — Secondo gli inquirenti, avrebbero messo in piedi un sodalizio transnazionale formatosi in Italia che si arricchiva attraverso il doping, offrendo ai loro assistiti un "pacchetto completo di servizi" che andavano dall’assistenza nella sottoscrizione dei contratti, alla preparazione atletica e farmacologica, alla copertura legale nel caso di positività ai controlli o processi doping, con l’ausilio di "consulenze artatamente costruite e il ricorso a pratiche mediche che vanno ad alterare i valori ematici così da porre in dubbio i risultati emersi dai test sul passaporto biologico". Lo scopo doveva essere "aumentare artificiosamente le prestazioni degli atleti, quindi il loro ingaggio e conseguentemente le parcelle dei professionisti che si dedicano alle loro cure". Sono coinvolti decine di corridori e a volte intere squadre, come Astana e RadioSchack. La Gazzetta è in grado di ricostruire questo intreccio economico, così come emerge dalle rogatorie all’estero. L’ispiratore sarebbe Ferrari, che "con la collaborazione del figlio Stefano e del procuratore sportivo Scimone promuoveva, costituiva l’associazione e determinava gli atleti suoi pazienti ad acquistare illegittimamente prodotti vietati (tra cui Epo) o a sottoporsi a pratiche vietate al fine di alterare le prestazioni sportive". Oltre alle intercettazioni, le teorie investigative sarebbero supportate dalle "perquisizioni di sportivi che si avvalgono di

Ferrari : in tutte le occasioni sono stati sequestrati farmaci dopanti (ormoni) parte dei quali si ritiene possano essere stati contrabbandati in Svizzera durante i viaggi a Saint Moritz". Attraverso i conti a suo tempo sequestrati presso la banca UBS di Neuchatel (di cui conosceva il direttore Marco Gigandet) e il Credit Suisse di Saint Moritz, il medico ferrarese avrebbe inoltre fatto circolare in modo occulto denaro frutto di proventi delittuosi, utilizzando come copertura per "operazioni regolari di facciata in Svizzera" (attività di consulenza e riscossione di parcelle legali) il sito internet 53x12.com, gestito dal figlio Stefano e facente capo alla società

Health&Performance Athemis Gestion con sede a Neuchatel. "In realtà la quasi totalità del

denaro - scrivono gli inquirenti - verrebbe incassato in contanti in Italia e Svizzera per essere sottratto al fisco dei due Stati". I CONTI — L’altro promotore sarebbe stato Scimone, che attraverso le sue conoscenze alla banca Bsi di Locarno (il vice direttore Edoardo Conceprio) "avrebbe favorito l’apertura di conti correnti a favore di vari atleti italiani e stranieri per il tramite di denaro frutto di proventi illeciti, nonché egli stesso effettuati trasferimenti denaro provento di delitto". Su questi conti operavano direttamente Scarponi, Menchov, Kolobnev, Gusev, Karpets, Ignatiev, Petrov e Ongarato. In particolare Scarponi si appoggiava allo sportello di una filiale di Chiasso. Così, secondo gli investigatori, venivano fatti transitare o depositati "i proventi in nero


(esclusi dal contratto Uci) dell’attività sportiva o addirittura l’intero compenso contrattuale previsto, potendo godere di ingaggi sottoscritti con società di gestione aventi sede in paesi stranieri diversi sia da quello di residenza sia da quello dove viene depositata la somma. È il caso di Scarponi, che risiede in Italia, ma avendo nel 2009 un contratto con una squadra colombiana (la Diquigiovanni-Androni di Savio; ndr) è riuscito a depositare quasi in totale evasione fiscale l’importo percepito, facendolo transitare temporaneamente da Montecarlo per poi destinarlo a una banca svizzera, pagando solo una tassa del 6% nel Principato". Le intercettazioni inoltre "evidenziano che è lo stesso Scimone a preoccuparsi di favorire il primo contatto con Ferrari".

CONTRATTI E SQUADRE — Ma è il gioco delle scatole cinesi la parte più affascinante della storia. Tutto ruotava attorno alla T&F Sport Management, una società con sede a Montecarlo, facente capo a Claudio Tessera. "In questo meccanismo già intricato, tra Scimone, atleti e team, per volontà dello stesso Scimone e dell’atleta di turno, si inserisce la società T&F Sport Management. Con essa molti atleti hanno sottoscritto falsi contratti per i diritti di immagine stabilendo un compenso che non è che una parte dello stipendio versato in evasione fiscale e che in team pagano attraverso la società monegasca, che si trattiene il 6% del valore del contratto. La società e l’atleta si accordano separatamente mediante la T&F, sottoscrivendo un ulteriore e diverso contratto di immagine sconosciuto all’Uci, il tutto a vantaggio sia dell’atleta (evasione) sia della società (che non sostiene i costi della fidejussione all’Uci)". Il meccanismo in pratica funzionava così: il corridore cedeva i diritti alla T&F, le squadre compiacenti li acquistavano a una cifra molto più alta, su quest’ultima veniva trattenuto solo il 6% mentre il restante 94% tornava nella disponibilità degli atleti attraverso trasferimenti sui conti svizzeri. A questo punto il corridore poteva riutilizzarli per varie attività. Compresi i pagamenti a Ferrari. Perciò il magistrato ipotizza anche il reato di riciclaggio. Nel mirino ci sono oltre venti squadre professionistiche nell’arco di quattro stagioni, tra il 2008 e il 2011. La Procura ha acquisito tramite rogatoria i contratti di tutti i ciclisti tesserati in quegli anni per Liquigas, Lampre, Colnago, Geox, Androni, Katusha, Quick Step, Cnf-Inox, Farnese Vini, Acqua&Sapone, Astana, RadioShack, Vacansoleil, Isd, Csf, Lpr, Diquigiovanni, Tinkoff, Rabobank, Gerolsteiner, Milram per confrontarli con quelli depositati all’Uci e quantificare l’entità delle somme evase. Un esempio è la copia del contratto firmato da Franco Pellizotti "dal quale emerge chiaramente l’esistenza di un secondo contratto sottoscritto con le modalità sopra descritte", si legge in alcuni documenti. "Oltre a Pellizotti, gli atleti dell’Astana, che fanno transitare l’intero importo percepito attraverso la T&F. Prova contenuta nel computer sequestrato a Yaroslav Popovych, dove in una mail cancellata si fa riferimento all’interposizione della T&F quale erogatrice degli stipendi dovuti dalla Olympus, la società di gestione dell’Astana". Une vaste enquête sur le dopage conduit au coeur de Neuchâtel

Lance Armstrong a versé un demi-million de francs à Health and Performance, la société neuchâteloise de Michele Ferrari, à l'époque où lemédecin était sous le coup d'une interdiction de pratiquer. La police italienne a mené des perquisitions dans le canton.

C'est l'histoire d'un médecin italien pour qui l'EPO n'est «pas plus dangereux que 10 litres de jus d'orange» (Michele Ferrari), de son entreprise enregistrée à Neuchâtel Health and Performance, et d'un ancien coureur cycliste souvent soupçonné mais jamais convaincu de dopage (Lance Armstrong). Pour la comprendre, il faut remonter à 2010 et voyager jusqu'au nord de l'Italie, où tout a commencé.

Cette année-là, le procureur de Padoue, Benedetto Roberti, enquête sur les habitudes de cinq cyclistes russes de la formation Katusha et d'un coureur de la Lampre. Leur point commun: ils entretiennent tous des relations avec le Dr Michele Ferrari (...), impliqué dans plusieurs affaires de dopage et condamné à un an de prison avec sursis pour fraude sportive et exercice abusif de la profession de pharmacien en 2004 (il sera finalement absous de toutes charges en 2006).

Les investigations mènent rapidement le procureur jusqu'au chemin Sous-les-Buis 26, 2068 Hauterive (NE). Sur la boîte aux lettres, le nom de Laurent Magne, un Neuchâtelois de 47 ans, administrateur de la société Health and Performance. La police italienne croit savoir que l'entreprise est liée à Michele Ferrari. Celui-ci aurait reçu plusieurs montants de Lance Armstrong via le compte de la société. (...)

Le procureur de Padoue contacte Berne. Il délivre une commission rogatoire à l'Office fédéral de la justice. L'enquête est confiée au procureur neuchâtelois Nicolas Feuz. Nous sommes en décembre 2010. Six mois d'investigation vont suivre. Les autorités soupçonnent des cas de dopage, de blanchiment d'argent, d'escroquerie et de faux dans les titres. La police italienne et la Guardia di Finanza débarquent en force dans le canton de Neuchâtel. Leur mission: faire toute la lumière sur les activités de Health and Performance. Le domicile de Laurent Magne est perquisitionné, les interrogatoires rondement menés. Cinq à six hommes sont inquiétés.

Les autorités découvrent alors de nombreux éléments en lien avec la procédure italienne, mais rien qui ne justifie l'ouverture d'une procédure pénale en Suisse contre M. Magne ou sa société. «Cela ne veut pas dire qu'il n'y a pas eu d'infraction», précise un homme de loi. Les résultats obtenus par le procureur neuchâtelois sont envoyés à Padoue. L'enquête est terminée en Suisse. Elle se poursuit en Italie, dans le plus grand secret.

Le temps passe, jusqu'à ce que le Corriere della Sera évoque publiquement des relations entre Health and Performance et Michele Ferrari dans son édition du 21 septembre dernier, sans en dévoiler pour autant la nature. Le médecin, qui refuse tout contact avec les médias, se défend sur son site internet: «J'étais consultant pour cette société, mais elle n'a rien à voir avec le dopage.»

Selon nos informations, l'Italien était davantage qu'un simple consultant: il était le patron de l'entreprise, de son inscription au Registre du commerce le 26 février 1996 à sa dissolution par décision de son assemblée générale, le 23 novembre 2010, soit peu avant que la police helvétique n'ouvre une enquête sur ses activités en Suisse. Le Dr Ferrari se rendait d'ailleurs discrètement chaque année à Neuchâtel, afin de s'entretenir avec son administrateur Laurent Magne. Officiellement, l'entreprise pratiquait des «consultations médicales en relation avec une activité sportive de pointe, entraînement aux sports et encadrement des athlètes et sociétés sportives». Officieusement, elle servait de plate-forme d'échange entre Michele Ferrari et son ancien client Lance Armstrong. Deux sources concordantes, l'une judiciaire, l'autre administrative,

LA GALASSIA SVIZZERA DEI MITI confirment les transactions. «Le médecin a effectivement reçu de l'argent de son ancien coureur, à une époque où le Dr Ferrari était interdit d'exercer. Cela correspond à environ un demi-million de francs», témoigne un connaisseur du dossier.

Selon toute vraisemblance, l'argent versé par le sportif Armstrong au médecin Ferrari était destiné au remboursement de soins. Lesquels? Quand? (...)

Joint par téléphone, Laurent Magne refuse de s'exprimer sur l'enquête en cours. Il aurait rejoint Health and Performance à la faveur de ses relations professionnelles, et notamment de contacts avec le Luxembourgeois Marc Biver (60 ans), qu'il a côtoyé chez IMG (de 1989 à 2005) puis chez Pro'Imax (de 2006 à 2008), la société qui gère le sponsoring et la publicité de NE Xamax.

Marc Biver est un habitué du peloton, puisqu'il fut notamment manager de Tony Rominger (ancien patient du Dr Ferrari) et de l'équipe Astana. Coïncidence troublante: lorsqu'il roule pour la formation kazakhe en 2007, son coureur Alexander Vinokourov admet ouvertement sa relation avec le même Dr Ferrari. L'équipe est accusée de dopage. Marc Biver est convoqué au siège de l'Union cycliste internationale (UCI) pour s'en expliquer. Est-il celui qui a mis en relation Laurent Magne et Michele Ferrari? Connaissait-il les activités du «dottore» à Neuchâtel? Il coupe - «non, non» - puis interroge: «Vous plaisantez? C'est un gag? Je n'étais absolument pas au courant de l'existence de Health and Performanceet je n'ai jamais eu affaire au Dr Ferrari. Et je ne veux plus entendre parler de cyclisme. S'il vous plaît, laissez-moi en paix.»

Le dossier est désormais sur le bureau du procureur de Padoue, Benedetto Roberti. La justice (...) a bloqué 2,4 millions d'euros sur le compte de Denis Menchov, deux fois vainqueur de la Vuelta (2005 et 2007) et lauréat du Giro (2009). Elle a mené des perquisitions visant Scarponi, Bertagnolli, Gusev, Ignatiev, Karpets, etc.

Selon le Corriere della Sera, un «homme élégant» a été récemment intercepté au poste frontière de Monte Olimpino, en possession de liasses de billets délivrées par une banque de Locarno. Dans le même temps, un médecin a été capturé par la police des frontières avec de fortes sommes d'argent en provenance d'un institut de crédit de Saint-Moritz, une station où Michele Ferrari a ses habitudes.

Le quotidien milanais rapporte la mise en examen de trente personnes, dont plusieurs coureurs de renom, un manager, un employé de la banque de Locarno et un institut de crédit. Tout ce petit monde formerait une association obscure, composée également d'avocats et demédecins. Leur activité principale consisterait à utiliser le dopage pour augmenter la valeur sportive et les contrats d'un coureur, avant de se partager les primes et les bénéfices. Selon la Gazzetta dello Sport, le système financier mis en place par Michele Ferrari aurait déjà généré quelque 18 millions de francs. L'enquête se poursuit.


Vers de «nouvelles révélations fracassantes» sur le réseau Ferrari L'enquête menée autour du réseau de dopage dans le cyclisme organisé autour du docteur Michele Ferrari n'est de loin pas terminée. Elle concerne en premier lieu la société Health and Peformance, enregistrée au Registre du commerce de Neuchâtel en 1996 et en liquidation depuis novembre 2010. Pour rappel, dans le cadre d'une commission rogatoire internationale envoyée à la Suisse, Nicolas Feuz, procureur neuchâtelois, avait été chargé de l'enquête sur territoire helvétique. Entre décembre 2010 et mai 2011, celle-ci a concerné trois cantons: les Grisons, le Tessin et Neuchâtel.

A Neuchâtel, les enquêteurs se sont concentrés sur les activités de la société Health and Performance. Cette société est au centre du système de financement du réseau de Michele Ferrari et aurait brassé près de 18 millions de francs. Rappel, ce médecin, spécialisé dans la préparation physique des athlètes d'élite, a été banni du cyclisme depuis des années suite à diverses affaires de dopage.

Dans le cadre de cette enquête, Laurent Magne, administrateur et liquidateur de Health and

Performance, a subi un interrogatoire et supporté une perquisition à son domicile d'Hauterive. Mais, il ne risquerait pas grand-chose au niveau pénal. Son avocat neuchâtelois assure que «selon les informations en ma possession», son client «n'est pas directement visé par la procédure italienne et qu'il n'y a pas d'instruction pénale ouverte en Suisse à son encontre».

Comme prévenu Soit. Mais la police italienne, en collaboration avec la justice helvétique, n'a pas interrogé Laurent

Magne ni perquisitionné son domicile pour rien. D'ailleurs, si les faits avaient été découverts en

Suisse, les personnes soupçonnées auraient pu être inculpées par la justice helvétique. Si on était

dans le cadre d'une procédure helvétique, l'ex-administrateur de Health and Performance serait

considéré comme prévenu.

Les prétendus délits reprochés à cet administrateur et à ses associés, ou complices, sont graves: trafic de produits dopants, financement de trafic de produits interdits, blanchiment d'argent, escroquerie et faux dans les titres. On peut même parler d'organisation criminelle. Ces infractions tombent toutes sous le coup des lois suisses à divers titres.

Reste la question centrale: comment Laurent Magne a-t-il été mêlé à cette affaire? Cet ancien

collaborateur d'IMG Suisse et de Pro'Imax, actuel directeur de la société New Wave basée à

Cortaillod, connaît plusieurs personnes dans le milieu cycliste. Nous lui avons posé cette question

via son avocat. Ils n'ont pas souhaité nous répondre. Ils ont été échaudés par l'article du «Matin

Dimanche» du 2 octobre.

Cela dit, Laurent Magne n'est pas l'unique personne basée en Suisse inquiétée dans le cadre de cette affaire. Côté tessinois, un employé de la banque BSI à Locarno a été arrêté. Il pourrait ne pas être le seul. «D'autres personnes sont soupçonnées en Suisse», confirme une personne proche du dossier. Mais, on n'y retrouve

pas les noms des associés et amis de Laurent Magne (Marc Biver, Tony Rominger, Laurent Dufaux…)

souvent cités par la rumeur.

Pas de double poursuite Cette enquête n'a d'ailleurs débouché sur aucune procédure en Suisse. «Les faits sont déjà poursuivis en Italie, il ne peut pas y avoir de double poursuite en droit», ajoute Nicolas Feuz. En clair, les citoyens helvétiques soupçonnés pourraient être condamnés en Italie, mais ils ne risqueraient pas l'extradition. L'Italie pourrait également demander à la Suisse de juger cette affaire, mais cela paraît peu probable. Trop de personnes influentes et haut placées sont impliquées dans cette affaire dans la Botte.

Plusieurs coureurs liés à l'agent Raimondo Scimone, dont Michele Scarponi, Denis Menchov et aussi Aleksandr Kolobnev (suspendu pour dopage), sont dans le collimateur de la justice italienne. Sans oublier le personnage central de cette affaire Michele Ferrari, docteur banni pour dopage depuis des années, et son plus prestigieux client Lance Armstrong. Des versements du septuple vainqueur du Tour de France au «Dottore» ont été identifiés.

Ces investigations ne sont de loin pas terminées et pourraient déboucher sur de «nouvelles révélations fracassantes», selon un spécialiste italien. Attention aux éclaboussures!


Un procureur spécialiste En Italie, l'enquête a débuté en 2010, du côté de Padoue sous la responsabilité du procureur Benedetto Roberti. Cet homme de loi est un spécialiste de la question. Il a déjà inquiété et inculpé des cyclistes célèbres: Rebellin, Ricco, Di Luca, Petacchi, Sella, entre autres.

L'enquête en cours réunit des services de police de plusieurs pays (France, Etats-Unis, Interpol, Suisse, Italie). Plusieurs inspecteurs italiens sont venus dans le canton de Neuchâtel au printemps dernier. «Ils ont épaulé nos inspecteurs qui ont conduit des interrogatoires et des perquisitions», précise Nicolas Feuz. Le procureur neuchâtelois a agi sur mandat de l'Office fédéral de la justice, dans le cadre de cette entraide judiciaire internationale. Sa mission a pris fin au mois de mai de cette année. Nel maggio 2011, Sylvio Bernasconi, allora presidente del club, vende le sue azioni a Bulat Chagaev , un ricco imprenditore ceceno

vicino al presidente Ramzan Kadyrov. Il 12 maggio 2011 la carica di presidente viene affidata all'ex calciatore russo Andreï Rudakov. In

seguito Chagaev nomina presidente Islam Satujev , lasciando così a Rudakov la carica di direttore sportivo. Nell'organigramma

societario entra Gilbert Facchinetti, presidente del club dal 1979 al 2003, il quale viene nominato presidente onorario.

Il 18 gennaio 2012 è stata revocata la licenza della Super League allo Xamax, che da allora non può più partecipare alla massima

divisione, dove occupava il 4º posto. Questa sanzione è dovuta al fatto che il club non ha consegnato alla Swiss Football League la

consegna di documenti finanziari e altre informazioni al cambio di proprietà avvenuta durante il mese di maggio 2011. Per di più, il

presidente Chagaev aveva contraffatto dei documenti della Bank of America per poter provare alla commissione della Swiss Football

League di poter essere in grado di sopperire ai bisogni economici del club neocastellano.

Il 24 gennaio 2012 Bulat Chagaev libera i giocatori della prima squadra.[2] Due giorni dopo, la giustizia neocastellana dichiara fallito il

Neuchâtel:[3] il club aveva accumulato un totale di 8 milioni di franchi svizzeri di debiti.[4]

than 10 liters of orange juice" (Michele Ferrari), his company registered in Neuchâtel Health and Performance, and to a former

cyclist often suspected but never convicted of doping (Lance Armstrong). To understand we must go back to 2010 and travel to

northern Italy, where it all began.

That year, the prosecutor of Padua, Benedetto Roberti, investigate the habits of five cyclists Russian Katusha and training of the Lampre

rider. What they have in common: They all maintain relations with Dr. Michele Ferrari (58), involved in several cases of doping and

sentenced to one year suspended sentence for sporting fraud and misuse of the practice of pharmacy in 2004 (it will be finally acquitted of

all charges in 2006).

Searches in Neuchâtel The investigation quickly led to the road under the attorney-les-Buis

26, 2068 Hauterive (NE). On the mailbox, the name of Lawrence Magne, a Neuchâtelois 47, director of the company Health and Performance. Italian police believe that the company is linked to Michele Ferrari.

He reportedly received several sums of Lance Armstrong through the income of the company. Seven-time Tour de France, the American rider

is a former patient of the "Dottore".

The prosecutor of Padua contact Bern. It delivers a letter of request to the Federal Office of Justice. The investigation was entrusted to

the Attorney Nicolas Feuz Neuchâtel. It is December 2010. Six months of investigation to follow. The authorities suspect of doping cases,

money laundering, fraud and forgery. Italian police and the Guardia di Finanza landed in force in the canton of Neuchâtel. Their mission: to shed light on the activities of Health and Performance. Lawrence

Magne's home was searched, interrogations conducted smoothly. Five to six men were concerned.

The authorities then discovered many items related to the Italian proceedings, but nothing that warrants the opening of criminal

proceedings in Switzerland against Mr. Magne and his company. "This does not mean that there was no infringement," says one lawyer. The

results obtained by the Attorney Neuchâtel are sent to Padua. The survey is completed in Switzerland. It continues in Italy, in the

greatest secrecy.

Time passes, until the Corriere della Sera evokes the relationship

between public and Performance Health and Michele Ferrari in its edition of September 21, without revealing the nature provided. The doctor, who refuses all contact with the media, defends itself on its

website: "I was a consultant for the company, but it has nothing to do with doping."

Reportedly, the Italian was more than just a consultant: he was the

boss of the company, its registration in the Commercial Register February 26, 1996 to its dissolution by resolution of its general

meeting, November 23, 2010, shortly before the police investigation into Helvetic opens a business in Switzerland. Dr. Ferrari is also

quietly made each year in Neuchatel, to meet with its director Laurent Magne. Officially, the company practice of "medical consultations in connection with a sporting edge, sports training and coaching for athletes and sports clubs." Unofficially, it was used as a platform for exchange between Michele Ferrari and his former client Lance

Armstrong. Two corroborating sources, one judicial and one administrative, confirm transactions. "The doctor actually received

to exercise. This corresponds to about half a million francs, "said one expert on the issue.

In all likelihood, the money paid by the athlete Armstrong Ferrari was

the doctor for the reimbursement of care. Which? When? The American rider has won seven Tour de France between 1999 and 2005 after

fighting against testicular cancer (1996).

Marc Biver "unaware" Reached by telephone, Laurent Magne refuses to comment on the ongoing

investigation. He would have joined the Health and Performance for

professional relationships, including contacts with the Luxembourg

Marc Biver (60), which he rubbed shoulders with IMG (1989 to 2005)

then at Pro'Imax (2006 to 2008), the company that manages sponsorship

and advertising NE Xamax.

Marc Biver is a veteran of the bunch, especially since he was manager

Tony Rominger (former patient of Dr. Ferrari) and the Astana team.

Disturbing coincidence: when riding for the formation of Kazakhstan in

2007, his rider Alexander Vinokourov openly admits his relationship

with the same Dr Ferrari. The team is accused of doping. Marc Biver is

convened at the headquarters of the International Cycling Union (UCI)

to explain himself. Is it one who has linked Laurent Magne and Michele

Ferrari? Did he know the activities of "Dottore" in Neuchâtel? It cuts

- "no, no" - then asked: "Are you kidding? It's a gag? I was totally

unaware of the existence of Health and Performance and I never had to

deal with Dr Ferrari. And I do not want to hear about cycling. Please

leave me alone. "

The case is now on the prosecutor's office in Padua, Benedetto Roberti. Justice is doing its job. It has blocked 2.4 million euros to

the account of Denis Menchov, twice winner of the Vuelta (2005 and 2007) and winner of the Giro (2009). She has conducted searches for

Scarponi, Bertagnolli, Gusev, Ignatiev, Karpets, etc..

According to the Corriere della Sera, an "elegant man" was recently intercepted at the border of Monte Olimpino in possession of wads of notes issued by a bank of Locarno. At the same time, a doctor was captured by border police with large sums of money from a credit

institution in St. Moritz, a resort where Michele Ferrari habits.

The Milan daily reported the indictment of thirty people, including several well-known riders, one manager, a bank employee, and Locarno a

credit institution. All these people would form an obscure association, composed also of lawyers and doctors. Their main activity

is to use doping to increase the sporting and contracts of a runner, before share bonuses and benefits. According to the Gazzetta dello Sport, the financial system set up by Michele Ferrari has already generated some 18 million francs. The investigation is ongoing.

Marc Biver: Leading the way at Astana, Part 1 of 2 Marc Biver has a long history in the sport as an agent and race organiser, but now he's got a new project: general manager of the Astana team, overseeing the efforts of riders such as Alexandre Vinokourov, Andreas Klöden, Andrey Kashechkin, and Paolo Savoldelli in their bids to land the biggest prizes in the sport. Cyclingnews' Shane Stokes sat down with the Luxembourger for half an hour at the team's recent training camp in Majorca to hear more.

It takes a particular kind of confidence for a team to publicly declare they don't need a ProTour licence, but right up to the moment Astana secured the twentieth slot that is precisely what they were saying. That self-assurance is born out of the fact that they have such a strong line-up; Alexandre Vinokourov won the 2006 Tour of Spain and is one of the best all-round riders in the sport. Andreas Klöden has placed second and third in the Tour, Paolo Savoldelli has won two Giri d'Italia and Andrey Kashechkin was third in last year's Vuelta.

That strength in depth earned the team assurances of an invite to each of the Grand Tours this season, so when they did net the final ProTour place in mid-December, it was a confirmation rather than a salvation.

At least that is the stance of Marc Biver, general manger of the new team. "I honestly didn't think too much about it," he told Cyclingnews at the team's recent training camp in Majorca. "For us, in the end it wasn't a big deal to have it or not because with the team that we have, the quality of the riders, I don't think we would have had any problems to get invited into the major races. We already had guarantees from the three big Tours that we would be invited, so we did not stress too much about getting the license."

Astana were initially passed over by the UCI on the grounds that it was not satisfied with the financial guarantees in place.

However an appeal was made, an extension was given and with Manolo Saiz losing out on his own licence, the Swiss-based team eventually got the green light. Upon reflection, Biver does see some advantages to that.

"In the end, it is better to have one…firstly because it makes things easier and, for Kazakhstan, it was also a question of prestige. It is probably a good thing, even if I am not totally convinced that the ProTour is the right thing to have in cycling."

More of which later.

Biver's role as general manager of one of the biggest teams in cycling came about in a rather peculiar way. Vinokourov and Kashechkin had contracts with Manolo Saiz and his Liberty Seguros-Wurth squad, but when the Spaniard was arrested in Madrid on May 23 on suspicions of being involved in a doping ring, the team's position in cycling suddenly became very precarious. Although neither Vinokourov nor Kashechkin were implicated in the Operación Puerto affair, both were prevented from starting the Tour through the exclusion of others on the team and the concomitant drop in squad numbers below the minimum needed to line out in the race.

Liberty Seguros had long since departed as backers, with a Kazakh conglomerate of companies entitled collectively as Astana stepping in before the Grand Depart. Although Saiz had a contract with the two big riders plus ownership of the ProTour licence, Astana refused to work with the Spaniard post-July on the grounds that the deal they had worked out specified that they would be part of the cycling's biggest race. No Tour, no binding agreement, they said.

And so, on towards 2007. Vinokourov won the Vuelta with what was a fragmenting team - at least, vis-à-vis the management structure - and Biver stepped in to take charge in the lead-up to the new season. Saiz continued to insist that he had contracts for riders and the sponsor's cash but when his ProTour licence was removed by the UCI, his claims fell apart. The new setup would be the one that mattered.

LA GALASSIA SVIZZERA DEI MITI Since then, there has been a rush to get things together in time for the season. "So far, things are going pretty well," Biver said last month. "Especially if we look back to before, on November 2, when we hadn't anything set up. No bikes, no equipment, no cars - actually, nothing except some offices. But a few months later we can proudly show that the structure has been set up in a very, very short time.

"I must be thankful to all the people who have invested so much time in the organisation. I remember when I asked Walter Godefroot to be the consultant of the team for this year, he told me "look, I am not sure that you will be able to set up as structure in such a short time." So it is quite a satisfaction now."

Although Biver has never had such a position before, his links with Vinokourov meant that he was a clear choice for the vacant role. "I knew him for many years because I used to be the general manager of IMG Switzerland and we had been managing him," he said. "When there was the split, the whole situation with [Operación] Puerto, and the Manolo problem, Vinokourov said to the Prime Minister of Kazakhstan that he should contact me to set up the new team. That happened, and I went to Kazakhstan for a meeting where he suggested I take over this job. That was the start of it all."

Working with the top names Biver originally played basketball but says that he always had an interest in the sport of cycling. "I am a citizen from Luxembourg and in the Fifties and early Sixties the big hero from there was Charly Gaul," he says. "Because of that, I was interested in cyclists, in cycling. I always loved the sport. When I finished with basketball, I started to cycle and since then I have continued to do it."

Professionally, he was being drawn in the same direction. "I had my own company from 1984 until 1994. It was called Marc Biver Development, MBD, and I was working with events and athletes. It was the same kind of business that IMG was doing worldwide. I eventually sold it to them and then did another 10 years as general manager of the IMG group Switzerland.

"Around 1992 I signed my first client in cycling, who was Toni Rominger. Then I signed Dufaux, Zuelle, Pascal Richard and many others. This was my first [professional] involvement in cycling. Then when Rominger quit the sport, he came to the company and we had the opportunity to buy the rights of the Tour de Suisse and to help the Swiss federation, which was almost bankrupt. And so we signed a 12 year deal to get the rights to that event.

"Two years later, we also organised the Tour de Romandie. So," he smiled, "I have a good idea what cycling is about."

Given his background in area of event organisation - and, having worked with a high profile group such as IMG - it comes as little surprise that Biver has his own opinions about the ProTour, the UCI's efforts to move cycling forward, and ensure its continued growth in the face of stiff competition from other sports. He's got mixed feelings on what amounts to a super league in the sport, seeing both positives and negatives.

"First off, it is difficult to give an opinion before I have actually been involved for a season. It is always easy to criticise from the outside, but you have to live it, experience it, before you can give an opinion. What I see as one problem with it as it stands is that you are obliged to do all the races, which is sometimes a handicap for the riders. That also brings higher costs, in terms of logistics and staff. And what is also probably a little bit strange is that it is a totally closed system.

"The rules and the way the UCI sometimes acts is almost like a dictatorship. There is no way of doing it in a more democratic way [with them]. That is the first impression I have. But as I say, I don't really want to make judgments before I have the experience to do so."

Some rules are very important, like being able to guarantee the finances of the team, the salaries of the riders, but in my opinion all the rules that are there now are not necessary and are causing too much pressure."

Like Biver, Pat McQuaid has also had a history in running events. Given their common background, does he not agree with the UCI president that it is necessary for cycling to have an easily recognisable top division?

"It is an obligation to have something like that because sport has evolved in terms of its professional structure," he agreed. "Every sport has historically gone that route, if you look back…tennis has the ATP, golf has the PGA… you need to have a professional structure and an elite [structure] because the elite brings the image to the global sport. Cycling is no different; we need a super-league of teams and of events, but it should go step-by-step, I believe. And it should not only be financial criteria."

Manolo, Puerto and the way forward

Whatever about the rights and wrongs of the ProTour - a series which has both detractors and also those who applaud its merits - doping is certainly a very big issue for cycling to deal with. The fallout from Operación Puerto has been clearly felt within the sport and, more than six months on from the start of the Tour de France, the repercussions are still being felt.

Given that his arrest marked the start of the affair, Saiz has been right in the centre of the storm over allegations about doping practices being conducted by Dr. Eufemiano Fuentes. Despite his arrest and implication, the former Liberty Seguros directeur fought hard to retain his licence and threatened legal action if Astana did not support him in his bid to continue working with riders like Vinokourov and Kashechkin and to have a ProTour team in 2007.

That possibility of a court case finally evaporated when Saiz was refused a ProTour licence by the UCI. Biver is, frankly, glad that the Spaniard is no longer on the scene. "It is certainly a good issue that Manolo is no longer involved [in the sport]. Not only for us, because for us it would not have changed much, but in terms of the image of cycling, it would have been an unfair result to keep Manolo in the business. The mistakes he made and the faults that he did are so great that there is no other choice… it is like if you are caught on the highway driving at 200 kilometres an hour with alcohol in your system; in that case, there is no other solution than losing your license. That is unfortunate for him, but I still don't understand how he could get involved so deeply in these problems."

Marc Biver, General Manager of the Astana team, talks about Operacion Puerto and how cycling can move beyond the scandal. He also describes Astana's way forward and the team's goals for 2007. Cyclingnews'Shane Stokes continues his conversation with Biver at the team's recent training camp in Majorca.

Referring to Operacion Puerto, Biver says he hasn't been following the subject in great detail. "If you ask me my opinion on this, I don't have an opinion other than the one that can pick up from the newspapers. I don't have any official documents; I am not deeply informed about what happened. I can say that it is a pity for the sport and especially for cycling, because it has done a lot of damage to the image. Even though you had other sports involved. But nowadays we only talk about the cyclists. Yet, on

The questions, suspicions and shadows caused by the Puerto situation and Floyd Landis' positive test in last year's Tour mean that sponsors and teams are under a lot of pressure to ensure that things are done properly from this point on. Those in cycling are well aware that another major scandal could cause huge damage to the future of the sport. Teams appear to be taking a harder line against doping than in the past.

The Astana website currently lists what it says are be the team's anti-doping policies and ethical code. These are as follows:

• The Astana Cycling Team accepts and upholds the obligations of the Pro Tour, the UCI, the AIGCP and the World Anti-Doping Agency's World Anti-Doping Code. All of the Astana Cycling Team's tests will be centralised and performed by two internationally renowned and independent institutions. These tests will include blood tests, echocardiograms and electrocardiograms, as well as an overall medical examination of each cyclist.

• These tests will be supported by additional testing, with or without prior notice, done before and during each race. The cyclist undergoing the tests must accept to abandon the race if the test results indicate some form of anomaly or indicate a risk to the cyclist's health.

• Three physiological tests will be performed in function of the individual racing schedule of each rider. These tests will establish the rider's performance level. In parallel, the cyclist's training programme will be analysed. These tests have the objective of advising the riders in order to avoid injuries due to an inappropriate training programme.

• The cyclists will be monitored by state of the art training software (Training Peaks and Cycling Peaks). In concrete terms, this means that all the information concerning the riders during training sessions, at any moment in time and anywhere in the world, can be measured, analysed, and planned by the sports directors and the medical staff of the Astana Cycling Team.

• Due to the physiological tests and the training software, the check-ups done on the cyclists will for the first time be considerably improved. A better working relationship between the sports directors and the medical team will also be guaranteed.

• As a supplementary security measure, the Astana Cycling Team requires that each rider must declare, before each race, that he has no illegal medication in his possession.

• The riders will also declare that they will not seek any medical support outside of the Astana Cycling Team staff. • DNA testing will be introduced.

Despite that list, Biver says that Astana has chosen not to be as loud as other teams about their measures.

"I have the feeling that most of the teams such as T-Mobile and CSC have to justify themselves as being the flagship of anti-doping," he says, presumably referring to the negative publicity each team experienced after the exclusion of Jan Ullrich and Ivan Basso from the Tour. "But at the end, we are competing to promote the sponsor, to bring sport and racing and not to be the flagship of how you should be clean. I don't think it is a strategy to put your team in the headlines. I think every team has an ethical code... we have one as strong as that of T-Mobile, or perhaps even more so, but I don't want to say publicly "that is our policy, we will punishÂ…"

"These are internal rules. What I can say is that our ethical code complies with what the UCI is requesting, with what the ProTour teams are requesting, with what the AIGCP is requesting, and with what WADA is requesting. This is all included in our ethical code and in my opinion, we can't do more than that."

Much has been made of DNA testing. It is not a drug test in itself, but it has clear uses when bags of blood are found after swoops such as that seen in the Puerto case. Astana has the provision of this listed as a policy, but Biver said that there are complications. "It is in our ethical code which the riders have to sign, but you have to be aware that you cannot, under Swiss law, oblige any person to make a DNA test except if it has been requested by a judge.

LA GALASSIA SVIZZERA DEI MITI "Therefore if you ask a rider to do it and he says no, you have no legal background to compel him. And he can go and sue you because you are forcing him. It is in the code, it is signed, but if the guy says no you have no chance except to go and have a legal battle."

Riders, races and targets for the new season

After discussing his beliefs with regard to the ProTour and anti-doping measures, the big question is: what does he pinpoint as the team's main goals in 2007?

"Well," he answered. "Obviously the goal is the Tour de France because the Tour is what gives cycling such a high popularity. But the first goal that we have in the season is certainly Liege-Bastogne-Liege with Kashechkin and Kessler. Then the Tour of Romandy is also a target. Obviously, the Giro d'Italia with Savoldelli is something we will try to do well in, even if we think it is going to be difficult for him to win. Then all the effort and energy is going to be put into the Tour de France."

Vinokourov is a past winner of Liege-Bastogne Liege but Biver doesn't list him amongst the leaders for the race. "He is putting everything on being in top form for the Tour. We will not put any pressure on him before then." This correlates with something the rider said in January

"I will not go to Liege aiming to do something. The Tour de France is my main objective for the season," he stated. "However, I will take part in Liege-Bastogne-Liege because it's good training for me. I will go there to help Kessler and Kashechkin. I already won this race once so it is not my main objective this year."

To all intents and purposes, his victory there in 2005 means it is crossed off his list. So too other events, leaving one major target. "I have already won what I wanted to win in the sport, with the exception of the Tour, and that is my big dream. So it is not really too risky in that respect [to stake everything on July]. I will therefore prepare in the best way possible for the race."

Vinokourov landed the first Grand Tour win of his career in September, yet Biver feels that he didn't need this victory in order to believe in himself as a Tour contender. "Vino was always somebody who was very aware of his capacities. I think it gave him more confidence than he had previously, but he knows perfectly that in sport there is no hard and fast rules … one day you might fail, have a bad day, and that is it. You might have a fall, you could be sick. You cannot say I will win, you can only say I will try and I am motivated.

"We also have Kloeden in the team who is a potential winner as well. This is actually a nice situation for us, to have two leaders who are able to win the Tour."

At the time of his transfer, there was speculation that part of the reason for Kloeden's move was that he didn't want the pressure of being the sole leader at his old team. Yet it seems there may have been other factors too. "What I can tell you is that Kloeden was eight or nine years with T-Mobile, I think," Biver stated. "He personally needed new motivation, he needed to have a change of air. We gave him a very good financial proposal and unfortunately for T-Mobile, according to what he says, six weeks after the Tour de France he still hadn't heard anything from them. No offer, nothing.

"We jumped in there… I made him a proposal, I talked to him a couple of times and he gave me a verbal agreement. When T-Mobile came back to him, he said I am sorry, I gave my word and I stand by that. Then he called me back and he said you know, Marc, don't worry - even if they offer me much more money than you have offered, my word is my word. I will stay. That shows the heart of the guy."

So what about his status on the team? When Kloeden was first signed, the talk was that he would be there as support for Vinokourov. That's at variance with what Astana say now. "There is no number two, no number one [at the Tour]. We start with two leaders, and the legs will decide who is the leader," Biver stated with a smile.

Looking further ahead, the team has what it feels is a trump card for future seasons. "In my opinion, Kashechkin is the big future champion… not only for the big Tours, but in cycling. He has all the elements to be a number one. Physically, he fits perfectly on the bike. He has such a professional mentality and such a will that I am sure he will be the number one in the future.

"Right now, he doesn't set his goals that much because he is perfectly aware that his time will come. There is Vino, there is Kloeden. And he is ready to help them. His goal is certainly to try to win Liege-Bastogne-Liege. He has said that very clearly. And also he will try the Tour of Romandie. And then, depending on the Tour de France, we will see what we will do with him for the Vuelta. He will be the guy there."

LA GALASSIA SVIZZERA DEI MITI Savoldelli is also a very strong rider, albeit one who is nearing the end of his career. He'll do everything he can to take one last Giro, and will also be a big asset at the Tour. As regards those on the other end of the spectrum, those on their way up, Biver is also excited.

"I think that we have a great range of top riders, but then we also a very good set of young riders. There is Sladkov, Rast, Schar, Morabito, Frei, Mazet…if you look at the whole line-up, we have a pretty young team. Obviously we have six or seven Kazakh riders and we hope that those young guys will learn a lot from Vino, Kloeden and Kashe… we are trying to work towards the future, not only to win the Tour this year. If everything goes well, I think that this Astana team will last six, eight, maybe eight years.

"Right now," he continued, "we have a four-year deal. Of course it is nice to have an arrangement like that. Four years is a long period, but it is also a very short one because time flies. But if everything goes well, it says in the contract that after the second year, the sponsors have the option to extend it. So we will see how it goesÂ…"

www.cyclismag.com propose cette semaine, une série de papiers, sur des choses qui lui ont plu en 2009. Le Tour de Romandie se porte bien et semble avoir oublié ses années noires sous IMG. Les organisateurs ont tiré un bilan positif de l’édition 2009 et ont trouvé de nouveaux sponsors pour les trois prochaines années. Ils espèrent aussi obtenir l'éco-label «reCycling» de l’UCI.

La 64e édition du Tour de Romandie est bouclée. Et plus encore. «Les trois prochaines années sont assurées» a annoncé avec le sourire Richard Chassot, lors d’une conférence de presse vendredi à Moudon pour exposer l’épreuve qui se déroulera du 27 avril au 2 mai. Outre le parcours 2010, qui fera escale à l'étranger pour la deuxième fois de son histoire (5e étape, arrivée à Châtel en Haute-Savoie), le directeur du Tour de Romandie s’est réjoui du bilan équilibré de l’édition 2009 et de pouvoir regarder l’avenir à moyen terme avec une certaine sérénité. Chose quasi impensable il y a peu. Car tout n’a pas été facile. Petit rappel.

Estropié puis restauré En 2001, la société IMG Suisse, dirigée par un certain Marc Biver, reprend l’organisation de la boucle romande et signe en contrat valable jusqu’en 2011. Mais l’entreprise spécialisée dans le marketing sportif déchante assez rapidement. Le Tour de Romandie ne rapporte pas assez. Pire, ils perdent jusqu’à 200'000 francs suisses (130'000 euros) par édition. Le remplaçant de Marc Biver, démissionnaire, Armin Meier n’y va pas par quatre chemins. «Le Tour de Romandie ne rapporte rien.» confie-t-il au quotidien 24 Heures peu avant qu'IMG ne laisse tomber le TdR. En effet, la société suisse profite alors d’une clause libératoire du contrat pour lâcher l’organisation après l’édition de 2006. Laissée à l’abandon, la boucle romande est reprise par

Jean-Pierre Strebel, actuel directeur général de l’UCI et ex-président de la fondation du Tour de Romandie, ainsi que par Richard Chassot, ancien cycliste professionnel et consultant à la télévision suisse romande. Ils essaient de retrouver et restaurer l’aspect traditionnel du Tour de Romandie et abandonnent notamment le concept d’étape en boucle instauré par IMG. Le succès semble au rendez-vous puisque les organisateurs ont annoncé la venue d’un nouveau sponsor principal (La Vaudoise assurance remplace le Crédit Agricole) ainsi que celle de deux autres sponsors importants. Le TdR peut appréhender les trois prochaines années avec assurance.

Budget en hausse La crise ? La boucle romande ne connaît pas. Le budget de la 64e édition prend l’ascenseur et passe de 2.2 à environ 4.2 millions de francs (2.8 millions d’euros). Ce n’est évidemment pas avec les 4'000 francs de bénéfice de l’édition 2009 (environ 2'700 euros) que les organisateurs peuvent viser si haut. En plus de l’apport des nouveaux sponsors, cette augmentation est rendue possible notamment grâce aux six cantons romands qui ont accru leur contribution. Elle se monte désormais à 850'000 francs (570’000 euros). Si les bons comptes font les bons amis, ils aident aussi à l’obtention des licences. Pour les quatre prochaines années, soit jusqu’en 2013, le Tour de Romandie tient sa licence ProTour. Mais pour 2010, les organisateurs souhaitent obtenir un autre label : l’éco-label «reCycling» de l’UCI.

Un Tour écolo Pour arriver à ses fins, le comité d'organisation a engagé un «responsable du développement durable du TdR» en la personne de Xavier Dafflon de l' "International Academy of Sports Science and Technology" et lui-même cycliste. La politique durable pour l’édition 2010 sera basée sur deux axes principaux. Le premier consistera à favoriser la gestion des déchets tandis que le deuxième sera la promotion des transports publics. Certaines villes-étapes vont entamer des discussions avec les transports cantonaux pour demander certains avantages. Il n’est, par contre, pas encore question de réduire le nombre de motos, environ 170, et des innombrables voitures suiveuses … Les villes-étapes pourraient aussi mettre à disposition des parcs à vélos surveillés pour encourager les gens à se rendre sur place à bicyclette et offrir des produits du terroirs aux courageux spectateurs. Célèbre pour son absinthe, Fleurier, arrivée de la première étape, ferait bien de trouver autre chose à offrir aux cyclistes. Ceux-ci risqueraient de ne pas pouvoir repartir…

Mi sono ricordato di un bel passaggio del libro di Roussel “Tour de Vice”, non tanto il libro in sé, quanto il passo del libro citato che di seguito viene riportato.Perchè tutte le storie hanno origini antiche. E grazie al sito SportPro dell'amico Eugenio Capodacqua facciamone tesoro:

E’ il vizio, ancora, che suscitò l’intervento discreto dell’ASO (Amaury Sport Organisation) per scardinare un progetto di ridistribuzione legittima rivendicato dalle squadre? Fine novembre 1995, i direttori sportivi delle dieci prime squadre mondiali si erano riuniti in un salone dell’hotel Movenpick a Ginevra, in previsione della riunione dell’AIGCP, l’associazione internazionale dei gruppi sportivi. Eravamo tutti spiazzati e con la ferma intenzione di sbloccare la situazione; Manolo Saoz (Once), Walter Godefroot (Telekom), Giancarlo Ferreti (MG), Alvaro Crespi (manager Mapei), Francis Lafargue (Banesto), Emanuele Bombini (Gewiss), Jean-Luc Vandenbroucke (Lotto), Gian Luigi Stanga (Polti),, Roger Legay (Gan) e io stesso. Appoggiati dai nostri sponsor eravamo molto decisi e non volevamo più lasciarci manovrare. Per noi (le prime dieci squadre del mondo n.d.r.), la qualificazione automatica per il Tour evitava incertezze, ma non così accadeva per le altre squadre, poste sotto la spada di Damocle dell’invito, questa famosa wild card distribuita arbitrariamente dalla STF (Società del Tour de France n.d.r.). Eravamo solidali e determinati a mettere fine a una situazione arcaica e non equitativa, che stava bene agli organizzatori dei tre grandi Giri (Società del Tour de France, Unipublic, per la Vuelta e RCS per il Giro). Volevamo uscire da taluni obblighi contrattuali che ci venivano imposti... i loro contratti firmati altrimenti. Dopo molti anni chiedevamo di utilizzare i nostri supporti pubblicitari (borracce, macchine, ecc.) in quelle gare; dopo molti anni ci rispondevano che una volta terminati i contratti in corso se ne sarebbe discusso. All’inizio del 2001 questa rivendicazione fu di nuovo proposta, prova che in sei anni non avevamo fatto il minimo progresso sulla questione.

L’altro punto - più importante - riguardava i diritti televisivi. Il ciclismo è, probabilmente, il solo sport che dipende totalmente dagli sponsor: nessuna entrata ai botteghini, nessuna sovvenzione locale o regionale, nessun diritto televisivo, poco merchandising.

Questi diritti televisivi, invece, riempiono da lustri le tasche degli organizzatori. E solo quelle. non un centesimo è stato versato alle squadre, ciò che è davvero inimmaginabile in altre discipline professionistiche. Così France Television versa circa 85 milioni di franchi all'anno per la STF (Societe du Tour de France). Non c'è da meravigliarsi se si faccia sorda alle rivendicazioni degli protagonisti dello spettacolo.Ora, se la STF monta il palcoscenico, i gruppi sportivi portano gli artisti. Ma sia i gruppi che i corridori, queste due ultime corporazioni sono ancora e sempre confinate nella semplice divisione dei dividendi. Per questo ci siamo rivolti a Marc Biver, direttore di IMG Svizzera e mandatario di IMG Europa, filiale di McCormack, una multinazionale del marketing e del management nello sport. Volevamo essere seguiti da un professionista nelle nostre negoziazioni. Ci siamo lasciati, dunque, con un accordo di base: l'IMG avrebbe preso il 30% dei soldi

ottenuti. Nel pomeriggio Marc Biver prese contatto con Jan Todd, il direttore

dell'IMG Europa a Londra per metterlo a conoscenza della trattativa. Jan Todd diede il

LA GALASSIA SVIZZERA DEI MITI suo parere favorevole. Marc Biver non avrebbe avuto altro da fare che fissare una nuova riunione di lavoro per stabilire la somma delle nostre rivendicazioni, sulla traccia di quello che era stato già stabilito nel calcio.

L'indomani mattina Marc Biver mi telefonò. All'altro lato del filo il suo tono di voce non poteva mascherare il profondo dispiacere.

"Ascolta, sono molto, molto dispiaciuto. Il progetto non partirà. Ho ricevuto un fax da Todd che blocca tutto". Interdetto, gli domandai di leggermelo. Todd spiegò: "Per conflitti di interessi siamo obbligati a rinunciare di difendere le vostre posizioni", tutto lì, nessuna altra spiegazione. Perchè nello spazio di una giornata IMG Europa aveva dovuto fare marcia indietro? Chi aveva premuto per far abortire il progetto? Ho saputo un pò più tardi i motivi. La Società del Tour de France era stata informata delle nostre rivendicazioni qualche minuto dopo la conclusione della riunione di Ginevra. Qualcuno del gruppo aveva ventilato il progetto. Una talpa. Viste le affinità degli uni e degli altri con Jean Marie Leblanc non era troppo difficile individuarla. Una volta messa al soccrente la STF aveva avvertito Jean Claude Killy. Quest'ultimo, che aveva gareggiato per buona parte della sua carriera professionistica con McCormack, usò a pieno la sua infulenza per far abortire il progetto. Mettendo la trattativa nelle mani di Todd gli fece capire che se si fosse inoltrato su questo terreno la loro collaborazione sarebbe stata rimessa in causa. In una telefonata le nostre rivendicazionie era belle e imbavagliate. Questo colpo di mazza narcotizzò la nostra combattività. Non fu contattato nessun altro rappresentante di un gruppo marcheting sportivo come l'ISL.
