LATA is the site environmental manager
for the DOE Portsmouth Gaseous Diffu-
sion Plant.
Remediated petroleum waste products discharged into "burn ponds”. Leachate was
contaminating the neighboring river, the alluvial aquifer, and the upper bedrock aqui-
fer.
• Recycling of recovered material saved client $12M over typical approaches
• Second Record of Decision (ROD) on record to use recycling as a primary treat-
ment schedule
• LATA designed and self performed first on record in-situ bioremediation of polynu-
clear aromatic hydrocarbons
• Oil density near the density of water created difficult separation
Performing $200M remediation and environmental compliance management for the
DOE at the Portsmouth Gaseous Diffusion Plant site. LATA has total site remediation
responsibility for:
• One of the largest contracts to Small Business in the DOE Complex
• Developing the total site remediation baseline
• Performing environmental restoration of contaminated areas
• Monitoring and reporting on environmental compliance
• Operating nuclear facilities, including the site waste storage facilities
• Dismantling/demolition of structures, including:
Environmental Monitoring Station Waste Oil Storage Facility
Environmental Storage Building Old Fire Training Building
Liquid Effluent Control Facility
• Disposition of enriched uranium, low level wastes, and mixed wastes

Performed complete site closure, including facility demolition
and environmental remediation of a radiologically and chemical-
ly contaminated complex with adjacent industrial operations and
residential areas.
• Excavation approach saved client over $2M in transporta-
tion and disposal costs
• Accelerated remediation through “surgical” excavation,
real-time, in-situ verification, and on-site lab operations
• Excellent relationship with key stakeholders: site owner,
unions, community, Ohio Department of Health, Ohio Envi-
ronmental Protection Agency, and DOE
• Rapid implementation of a groundwater exit strategy,
closed 56 monitoring wells and eliminates future DOE
costs for long term monitoring
• Completion ahead of schedule and FIRST DOE SITE IN
OHIO TO ACHIEVE FULL REGULATORY CLOSURE
“From kick-off meeting
to the hydro-seeding,
you followed your plan
and executed in a
professional manner.
My hat is off to you...”
Bill Taylor, DOE, Ohio
Field Office
“Although the goal
seemed daunting … the
demolition phase has
now been completed
safely two months
ahead of schedule, and
well under budget …”
Thomas E. Williams,
RMI Project Director
EXAMPLE OF ENVIRONMENTAL PROJECTS

draining the ponds.
Excavation of mixed waste contaminated
sewer and solid waste management unit.

Installing wells within an adja-
cent residential area.
Designed and implemented treatment of DOE site with offsite Trichloroethene (TCE)
and radionuclide contamination in groundwater aquifer.
• LATA self performed $2.3M turnkey groundwater remediation design/build
• Large “clean” construction component
→ Construction of access roads through water-inundated areas
→ Civil and electrical engineering design of the groundwater extraction and
transfer systems over a 13 acre site
→ Construction of well vaults and an equipment pad with stainless steel piping
and electronic process controls
→ Design and installation of electrical power to the equipment
Closed Superfund landfill site contaminating groundwater.
• LATA designed, built and implemented landfill capping and closure
→ Included innovative slope modification
→ Saved $250K
• Designed, implemented, and continue to operate, groundwater pump-and-treat in
3 zones (varying treatment levels).
→ Installed infrastructure in urban and suburban areas including multiple deep
wells in residential areas
→ Supported EPA in community relations
→ Installed pipeline and 285-ft extraction well in residential neighborhood
→ Saved the PRP Group $500K in material and labor costs
→ System is controlled and monitored using radio-based SCADA system, which
was designed, built, and programmed by LATA
• Long term monitoring and operations included system optimization to reduce
costs.

diverse phytoremediation-cap / monitored natural attenuation remedy
→ Secured community support for beneficial reuse and made community a
partner in approaching EPA for ROD amendment
→ Obtained Construction Complete certification in 2004

tion well site, including instrumenta-
tion, controls, power system and
piping.
