Variation sought: This application seeks an uplift in the number of pupils
enrolled at Streatham & Clapham High School (Senior School) from 505
pupils to 650 pupils. The proposed condition 33 wording:
'The School shall enrol and accommodate no more than 650 pupil places
in total at any one time (which, for the avoidance of doubt relates solely to
the Senior School located on Abbotswood Road) unless otherwise agreed
by the Local Planning Authority.'

2. Site Description
2.1 The application site (the ‘Site’) contains the Streatham & Clapham High School, which is a
private school for girls, located on Abbotswood Road in Streatham. The school is arranged
over four storeys and is located immediately to the east of the boundary between the London
Boroughs of Lambeth and Wandsworth.
2.2 The site is located immediately to the north of the Streatham Park and Garrad’s Road
Conservation Area (CA12) but is not located within this conservation area and does not
contain any statutory or locally listed buildings. The Site is located on the western border of
the borough with the London Borough of Wandsworth.
2.3 The site is located in an area with poor public transport accessibility, having a Public
Transport Accessibility Level (PTAL) of 2. It is not an area with parking controls through a
Controlled Parking Zone (CPZ). However, public consultation is to take place this year on
whether to introduce a CPZ in the area surrounding the site, with a formal decision due in
early 2020.
2.4 There is a vehicular access to the school for minibuses from Abbotswood Road, immediately
opposite the junction between Abbotswood Road and Hoadly Road. There is also a car park
with 20 no. spaces, accessed from The Spinney. However, condition 32 of 14/01361/FUL
prevents the gates of this car park from being opened between the 19:00hrs and 08:00hrs
the following day, thus preventing staff from using this car park if they arrive at the site earlier
than 08:00hrs.
2.5 The school have the current parking facilities:
74 covered cycle spaces using ‘Sheffield’ type stands
30 cycle spaces using cycle racks
4 folding cycle lockers
1 motorcycle parking space
20 staff car parking spaces in The Spinney car park
1 disabled car parking space
1 visitor car parking space
6 minibus parking bays
2.6 To the west of the Site is a train line with Tooting Bec Common beyond. To the east, lies
Abbotswood Road, which is a residential street. The area to the east of the Site is
predominantly residential in character.

3. Proposed Development
3.1 This application proposes the variation of condition 33 of planning permission 14/01361/FUL
for:
‘Demolition of 1 and 2 storey buildings adjoining the eastern elevation of the main school
building along with the erection of a single storey roof extension to create a fourth floor to
provide a separate sixth form centre, erection of single storey extension to north/eastern
elevation (facing Abbotswood Road) to provide kitchen, cafe, indoor and outdoor dining
areas, erection of link between the existing Millennium Building, sports hall and main
school building, erection of four storey extension to provide plant rooms, lift shaft and
stairwell to serve fourth floor on the eastern and western wing, formation of a new sub-
station; along with landscaping and new boundary treatments. A reduction in staff car
parking spaces on site from 26 to 20 and an increase of cycle spaces from 30 to 56.’
3.2 Condition 33 currently states:
‘The School shall accommodate no more than 505 pupil places in total unless the prior
written permission of the Local Planning Authority is obtained via the submission of a
planning application.
Reason: To avoid hazard and obstruction being caused to users of the public highway,
and to minimise the impact upon parking and traffic pressures in the vicinity of the school
in the interest of highway safety (Policy 9 of the Unitary Development Plan: Policies saved
beyond 5th August 2010 and not superseded by the Local Development Framework Core
Strategy (January 2011) and Policy S4 of the Local Development Framework Core
Strategy (January 2011)).’
3.3 The proposed amendment to this condition seeks to increase the number of pupils that are
permitted to be enrolled at the school, or attend the school at any one time, to a maximum of
650. Currently, the pupil roll is limited to 505 by this condition. It is noted that the school are
currently not operating within the limits of this condition, and has a pupil roll at this school of
560-570. It is understood that this condition has not been complied with for a period of
approximately one year and is subject to an enforcement investigation.
3.4 The proposed new condition wording is as follows:
‘The School shall enrol and accommodate no more than 650 pupil places in total at any
one time (which, for the avoidance of doubt relates solely to the Senior School located on
Abbotswood Road) unless otherwise agreed by the Local Planning Authority.’
3.5 The requirements of the original condition 1 would be removed as this required the
development to be implemented within three years of the date of the original permission.
This has been complied with as the alterations and extension to the school has been fully
constructed.

4. Relevant Planning History
Planning Application History
4.1 The original planning consent is as follows:

5. Consultation
5.1 Public consultation was undertaken in accordance with statutory and council requirements as
follows:

Support
Due to the increasing population, there is a demand for school spaces. The school
provides an opportunity to take pressure off the state schools and other areas, provide
additional pupils without expanding the current building and is a well-established
educational facility for the community.
The increase will be over time and is not considered to be an excessive increase from the
number capped in the original application.
Other than educational facilities the school provides employment within the area.

The school’s traffic management plan is effective with large amounts of pupils using
sustainable transport modes and only a small number using private vehicles. The pupils
and parents are respectful to neighbours with a maximum of 15 minutes in the morning
Monday Friday for only 18 weeks a year of higher levels of congestion, which is
considered to be minimal. The increase in pupil numbers would not have a notable
difference compared with the current situation.
The school is on a bus route and within walking distance of a train station.
The city has many causes of pollution and the solution is not to limit the number of pupils
in this small area.
The school has connections to other local schools. Positive comments from these schools
have been received and comments on the success of the link between them and the
school and the benefits it brings to the local community. The school provides outreach and
partnership activities along with bursaries to these schools.
The introduction of a CPZ could be a solution to parking pressures and on street parking.
The school is integral part of the community and goes to great lengths to be sensitive to
any reasonable concerns expressed by local residents and invites them to school events.
Summary of Objections Officer Response
Transport
The area is already congested due
to the traffic from the school and the
area is under parking stress. An
increase in pupil numbers will further
add to the traffic in the area,
especially during drop-off and pick-
up times and result in additional
parking stress. This has an impact
on the neighbouring streets with
residents unable to leave their
driveways, park and needing to
convert their gardens to drives etc.
This is resulting in a cumulative
effect on the area with regard to
traffic and congestion.
Please refer to the ‘Transport’ section of the
report.
Blocking of driveways is discouraged by the
school and when this does occur, it generally only
occurs for brief periods when cars are stopping to
drop-off or pick-up pupils.
The travel survey uses incorrect
baseline data and is taken from the
current pupil numbers of 558 rather
than approved 505. Therefore the
numbers are incorrect.
Please refer to the ‘Transport’ section of the report
which outlines the basement data and also the
assessment against the pupil cap of 505, as set
out in the current condition 33.

The street is considered to be
narrow for cars (and coaches) to
pass each other. The streets are
already unsafe for pedestrians and
cyclists due to the narrowness and
the amount of cars, some of which
act unsafely. This is causing
accidents and arguments in the
area.
It is preferred if the school could
make better provision for access
with existing numbers by restricting
access to Abbotswood Road.
Please refer to the ‘Transport’ section of the
report.
The Transport Statement (TS) and Lambeth’s
Transport Officer did not consider that the street is
too narrow to accommodate the current and
proposed transport demand. There are also no
reports of road-traffic accidents on the roads
immediately adjacent to the school in the past five
years, as shown in the TS. Restricting access to
Abbotswood Road is not required and would not
be appropriate in this instance, noting its difficulty
to enforce and that it would likely result in
transport issues in other areas.
Parking outside of drop-off and pick-
up times needs to be considered for
staff and visitors. The school also
has after-school activities and
visitors using the sports pitch
parking within the area and this
should be considered.
Please refer to the ‘Transport’ section of the
report. The parking stress study was a six beat
surveys and considers the staff and visitors on the
day of the study.
While there are some evening and after-school
events, it is not predicted that the proposed
increase in pupil numbers would result in a
substantial increase in traffic or parking stress at
the times of these events.
There is a lack of available public
transport to mitigate traffic in the
area. The bus is not considered to
be frequent with only 3 no. buses
per hour. This should be increased
due to Broomwood Hall School
becoming a secondary school.
While this is noted, the bus frequency would be for
TfL to consider and would not be an issue that the
Local Planning Authority (LPA) under this
application.
More protection is needed for
pedestrians and cyclists. It is
suggested to install a pedestrian
safety Refuge Island where Hoadly
and Abbotswood join.
Transport officers do not consider any junction
works are needed as a result of these proposals,
and therefore, junction improvements do not form
part of this application.
The Transport Statement (TS) does
not adhere to the council’s pre-
application advice regard to the
methodology for assessing transport
impacts.
Please refer to the ‘Transport’ section of the
report.
The TS has been reviewed by Lambeth’s
Transport Officers and considered that it was
acceptable.

The TS and Planning Statement are
contradictory and incorrect with
numbers within the transport
assessments being downplayed or
exaggerated and the TS
ignoring/incorrectly presenting
certain elements for both pupils and
staff modal shares. Surveys
provided by residents have shown
the impact of the existing pupil roll is
greater than is stated in the TS.
The TS has been reviewed by Lambeth’s
Transport Officers and a separate analysis was
conducted by the LPA, whose results were similar
to the TS. Furthermore, officers have attended the
site in the morning drop-off period to review the
impact of the existing pupil roll and to assess how
this is managed. It is considered that the impact of
the proposed pupil roll of 650 is acceptable.
Please refer to the ‘Transport’ section of the report
for further information.
The school are not currently meeting
the targets set out in the approved
Travel Plan for a reduction in private
vehicle trips. The private vehicle
trips associated with the proposed
development would be higher than
that set out in the originally proposed
Travel Plan, which was refused
under application reference
16/04822/DET due to not being
ambitious enough in respect of
targets to reduce private vehicle
travel to and from the school. This
application should therefore not be
supported.
Please refer to the ‘Transport’ section of the
report, which sets out why officers consider the
proposed pupil roll of 650 to have an acceptable
impact on the operation of the local highway
network.
The purpose of the Travel Plan is to promote more
sustainable modes of travel to and from the
school, not to make the impact of vehicular traffic
acceptable on the basis of 505 pupils, or the now
proposed pupil roll cap of 650. It does however
assist in mitigating the impact of vehicular traffic
from the school.
The LPA recognise that the high aspirations of the
Travel Plan in respect of active travel are not
currently being met.
If targets are not met, the onus is on the school to
increase its efforts to reduce car travel, however
the Travel Plan targets give mode share
objectives in terms of percentages, rather than
legally binding caps. The targets are ambitious to
encourage the school and are only targets.
As part of this application the school has agreed to
appoint a ‘Bike-It Officer’ to help the school
achieve its targets set out in the approved Travel
Plan. This is secured by condition.
The school is located next to a cycle
highway but numbers are low and
pupils may be discouraged due to
narrow roads and cars.
To encourage more cycling and walking, a ‘Bike-It
Officer’ is to attend the school for a period of two
years, which has been secured via a condition.

The applicant does not refer to travel
plan targets or how they will be
reducing car use under this
application.
The applicant has noted that the school will
continue to implement its Travel Plan (which was
permitted under Condition 17 (16/05765/DET) of
application ref. 14/01361/FUL) with an aim to
reduce further the number of people arriving to
and departing the school by private vehicles and
to reduce the number of school-related vehicles
parked locally.
The school will also be providing a ‘Bike-It Officer’
to assist in achieving the targets set out in the
approved Travel Plan. The ‘Bike-It Officer’ will
promote active travel, modes such as walking and
cycling.
Requirement of the Travel Plan to
meet four times a year as part of the
working group. The group has met
once in the past year due to school
not fixing a date and only arranged it
due to intervention from the council.
Noted. However, an amendment to the approved
Travel Plan is not considered necessary as a
result of this application.
The code of conduct and traffic
arrangements are not being
observed by all parents. There are
too many cars showing bad
behaviour which was noted in the
TS. Cars often do not follow the
correct route and turn around in the
street. The traffic marshals do not
speak to the customers who park
illegally or unsafely.
Officers note that there are some parents who do
not follow the correct procedures. However, the
school do continue to encourage parents to follow
them with signs, the code of conduct and staff
marshalling during the drop-off and collection
periods.
The application has not included a
Deliveries and Servicing
Management Plan.
The applicant has a waste management strategy
approved under condition 19 of the original
application and the current application will not
significantly change servicing requirements of the
approved development, as set out in the TS
provided with the original application and the TS
provided in this application. A further Deliveries
and Servicing and Management Plan is therefore
not considered necessary to make this application
acceptable.

The application should conduct
modelling of the surrounding roads.
The LPA did not consider this to be necessary and
that the data provided in the TS was sufficient for
this application.
The headmaster informed residents
that there would be an increase in
the number of forms from three to
four. This will lead to an increase in
staff that needs to be included in the
TS.
Within the response to representations the
applicant has confirmed that this is not true. The
school currently has four form groups in all but
one of Year 7 to Year 11 and new classes are not
being introduced. Were additional teachers to be
employed from that currently anticipated, it would
not result in a significant or unacceptable
additional impact.
Air Quality
The increase in pupil numbers will
result in harmful pollution and an
increase in car emissions. This in
turn harms the young and elderly
and is dangerous for the school
pupils and has health impacts.
A technical assessment has been provided and
been reviewed by the council’s internal specialists
and it is considered that the impact from the
proposed development is within acceptable limits.
Questions on how this applications
fits in with Lambeth’s plan to
become a carbon neutral borough by
2030 and comply with sustainable
travel policy which seeks to reduce
private car travel.
The Air Quality Assessment is based
on findings in the TS which are
incorrect and also does not consider
the spikes in car emission.
Refer to ‘Air Quality’ and ‘Transport’ section of the
report.
A ‘school streets’ programme could
be applied to this school to prevent
access to the roads surrounding the
school by those other than residents
at the times of drop-off and
collection. The school should
produce an environmental plan.
The transport officer advised that a ‘school street’
in this location could be difficult to manage and
shift the school’s drop-off/pick-up requirements
elsewhere. Implementing a ‘school street’ policy in
this location is not considered necessary to make
this application acceptable in planning terms. It is
also recommended mostly for primary schools
rather than secondary schools, as primary schools
tend to result in more vehicular trips than
secondary schools.

There are campaigns/research to
help improve air quality: Mums for
Lungs, Greta Thunberg, Car Free
Day, Times Newspaper, University
publications, Leave your car at home
campaigns.
Noted.
The offer from the school for the
‘Bike-It Officer’ to attend the site for
half a day for every two weeks is
less frequent than what the council
requested in its pre-application
advice letter.
Further to the advice given in the pre-application
advice, it is considered that the frequency for the
‘Bike-It Officer’ to attend the site as now proposed,
is what is necessary to assist the school with
meeting their Travel Plan targets.
Noise
Noise from early in the morning and
often late at night from cars and
pupils. This can cause disturbance
to residents.
Refer to paragraphs within 7.7.1 and 7.7.2 of the
report on ‘Amenity’.
Other
There has been no evidence that an
increase in pupil places for the
school would increase or create
additional secondary school places
in other state schools.
Noted - Within the Planning Statement Paragraph
3.7 it states that the increase will allow
opportunities to larger numbers of pupils. The
school has confirmed they are committed to this,
however, this is something that cannot be secured
by a condition.
The school has breached conditions
from the original application more
than once – should not be approved
as they are regularly breaching
planning rules.
The LPA are aware of the breaches referred to
and enforcement cases have been opened and
are investigated through a formal process on a
case by case basis.
The school needs to contribute
financial S106 contributions for the
local area.
S106 obligations need to be proportionate to the
scale of the development and they should only be
applied when they are required to make the
development acceptable in planning terms. S106
obligations are not considered appropriate for this
application for the reasons set out in the report.
However, a ‘Bike-It Officer’ has been secured via
a condition.

The community engagement and
events did not capture local
community opinion.
The LPA consider the community engagement is
welcomed. The school has said that they are open
to feedback on how to structure future community
workshops better.
The school have not met the
validation requirements on
community engagement.
The LPA consider it has met the validation
requirements for a valid application and that it has
sufficient information in order to determine this
application. The application was also subject to an
extended statutory consultation period by the LPA.
Need confirmation that the additional
pupil numbers would not result in
further building works and that
utilities can cope with additional
numbers.
The proposal does not include any proposed
building works and the applicant has confirmed
that the current buildings can meet the increase in
pupil numbers.
The utilities would not be a planning consideration
for this application.
Concern raised over the ownership
and use of the hockey pitch.
This does not form a part of this application.
The fourth floor will impinge the
privacy of the neighbouring
properties as it overlooks their
gardens.
This application does not result in any building
works.
The school in the original planning
permission in 2014 said that no
increase was proposed to pupil
numbers.

No catchment survey has been
conducted to capture the current
travel locations of pupils.
Officers do not consider that the catchment area
of the school will significantly change following the
proposed development.
The Local Plan (2015) only supports
expansion of school numbers for
state schools.
There is no objection to providing additional
private school places at the site, noting Lambeth
Local Plan (2015) policy S3 is concerned with
state-funded school places.
A contingency plan should be put in
place in-case the application is
refused, so that the school are able
to bring their pupil roll down to the
currently permitted number of 505, in
a timely manner.
This is not necessary given this application is
approved.

The increase in pupil numbers
should be a gradual increase.
The impact of the proposed pupil roll of 650 pupils
is considered acceptable, and using planning
controls to ensure that the increase up occurs
gradually is not considered to be necessary.
Concerns that the pupil roll at the
school could increase further beyond
650.
A further planning application would be required
for this.
The references to the former school
that operated at the site with high
numbers of pupils should not be
given much weight in the decision
given the length of time that has
passed since the previous occupier
vacated the site.
Whilst this context is relevant, the impact of the
proposed pupil roll of 650 has been assessed on
the basis of the existing situation and that of the
consented pupil roll of 505.
Consultees
Transport Lambeth
No objections.
The officer considered that the development would not result in a significant or unacceptable
increase in impact from the permitted situation. Further mitigation is not required, but a
condition is suggested to require a ‘Bike-It Officer’ to attend the site. This is someone who
would promote more sustainable methods of travel to and from the site such as cycling and
walking, and help the school achieve their high aspirations for active travel, as set out in the
approved Travel Plan.
Sustainability Team on Air Quality
No objections.
LBL Noise Pollution
No objections.
5.2 A consultation response was also received from Cllr Griffiths, who is a St. Leonard’s Ward
Member. The Cllr requested that the application be determined by the Planning Applications
Committee (PAC) to fully consider matters of transport, air quality and noise. The Cllr
requested that a ‘school streets’ policy (which is where Abbotswood Road would become a
no drop-off/pick-up area at the beginning and end of every school day) be considered at this
site and/or other conditions be considered to help reduce the amount of vehicular traffic at
the school from drop-off and collection.
5.2.1 Officer Response: This call-in request was subsequently rejected by the Chair of the PAC,
noting the assessment carried out by officers. The impact of the proposed development is
considered acceptable for the reasons given in the report and therefore, a ‘school streets’
policy was not considered necessary.

6. Policy
6.1 Section 38(6) of the Planning and Compulsory Purchase Act 2004 requires planning
decisions to be made in accordance with the development plan unless material
considerations indicate otherwise.
6.2 The development plan in Lambeth is the London Plan (MALP 2016), and the Lambeth Local
Plan (September 2015). Together with council Supplementary Planning Documents, the
National Planning Policy Framework (NPPF) and National Planning Practice Guidance
(NPPG) are material considerations alongside the council’s development plan.
6.3 The new Draft London Plan was published on 1 December 2017 (updated August 2018) for
consultation and will eventually supersede the current 2016 consolidated London Plan once
the final version is published (anticipated late 2019). The Draft London Plan is a material
consideration in planning decisions. Officers consider that this should be afforded very
limited weight at this stage. The Lambeth Local Plan is currently under partial review to
ensure it complies with amendments to changes in the NPPF and London Plan. The Local
Plan review is timetabled to follow the programme for the Draft London Plan. Consultation for
the Draft Revised Local Plan commenced on 22nd October 2017. At this time the proposed
amendments to the Local Plan carry very limited weight.
6.4 Set out below are those policies most relevant to the application, however, consideration is

7. Planning Considerations
7.1 The key planning considerations are the principle of development, land use, transport, air
quality, impact on neighbouring amenity in respect of noise, and impact on the conservation
area.
7.2 Principle of Development
7.2.1 This application is made under section 73 of the Town and Country Planning Act 1990 (‘the
Act’). This allows conditions associated with a planning permission to be varied or removed.
A function of section 73 applications is to seek a ‘minor material amendment’, where there is
a relevant condition that can be varied. There is no statutory definition of a ‘minor material
amendment’ but the Planning Practice Guidance (PPG) explains that this is likely to include
any amendment where its scale and/or nature results in a development which is not
substantially different from the one which has been approved. The approach that should be
taken to section 73 applications is not to reassess the merits of the approved development
but instead to consider the merits of the condition or conditions that are proposed to be
varied or removed. Where an application under section 73 is granted, the effect is the issue
of a new planning permission, sitting alongside the original permission, which remains intact
and unaltered.
7.2.2 This application seeks to amend condition 33 of planning permission ref. 14/01361/FUL,
which was for:
Demolition of 1 and 2 storey buildings adjoining the eastern elevation of the main school
building along with the erection of a single storey roof extension to create a fourth floor to
provide a separate sixth form centre, erection of single storey extension to north/eastern
elevation (facing Abbotswood Road) to provide kitchen, cafe, indoor and outdoor dining
areas, erection of link between the existing Millennium Building, sports hall and main
school building, erection of four storey extension to provide plant rooms, lift shaft and
stairwell to serve fourth floor on the eastern and western wing, formation of a new sub-
station; along with landscaping and new boundary treatments. A reduction in staff car
parking spaces on site from 26 to 20 and an increase of cycle spaces from 30 to 56).
7.2.3 Officers consider that the amendments, by virtue of their scale and nature, would not result in
a development that is materially different from the development approved under planning
permission ref. 14/01361/FUL. The principle of the proposed development therefore remains
acceptable.
7.3 Land Use
7.3.1 There is no objection to providing additional private school places at the site, noting LLP
policy S3 is concerned with state-funded school places. However, the main impacts from this
proposed intensification are explained below.

7.4 Transport
Background and Context
7.4.1 LLP policy T1 states that the council will promote a sustainable pattern of development in the
borough, minimising the need to travel and reducing dependence on the private car. Policy
T6 of the LLP states that planning applications will be supported where they do not have
unacceptable transport impacts, including cumulative impacts on highways safety, traffic
flows, congestion of the road network, on-street parking, footway space desire lines and
pedestrian flows, and all other transport modes, including public transport and cycling.
7.4.2 The imposition of condition 33 – which is subject to this change under this application –
related only to transport considerations, but other matters are considered in this application
as set out in the report. The information provided with the original application satisfied the
Local Planning Authority (LPA) that the pupil roll at the time of the application of circa 505,
did not impact unacceptably on the operation of the local highway network. The impact of a
greater number of pupils at the school on the operation of the local highway network had not
been modelled at the time of the original application. The LPA applied condition 33 to
reserve its position in-case the pupil roll was to ever increase beyond 505. It is now proposed
to increase the pupil roll to 650 and to amend condition 33 accordingly. The applicant has
provided a Transport Statement to set out what the transport implications would be of an
increased pupil roll of 650.
7.4.3 The public consultation has raised several concerns with regard to the impact and increase
in vehicular traffic, parking pressures and highways safety that could result from the
proposed increase in pupil numbers at the school. The applicant sought pre-application
advice with the LPA in respect of these proposals. In this pre-application request, the
Lambeth Transport Officer reviewed the draft Transport Statement and provided feedback on
areas which needed expanding in order to address the LPA’s concerns. The Transport
Statement submitted with this application expanded on the draft submission and responded
to queries raised from the pre-application advice. Furthermore, Lambeth’s Transport Officer
provided a separate review of the impact on the highway using survey data provided by the
applicant. The below will expand on the issues which have been raised.
7.4.4 The site has a PTAL rating of 2, which is considered ‘poor’, meaning staff and students are
likely to be more reliant on the private car to reach the site than a site in an area with good
access to public transport. Within TfL’s accepted walking distance of the site is the bus stop
on Garrad’s Road for the 315 bus, which runs every 20 minutes, and National Rail services
from Streatham Hill station, although this is located almost 1km away. The school operate six
minibus routes to collect / drop-off pupils.
7.4.5 Pedestrian and cycle connectivity is generally good, with a zebra crossing to cross Bedford
Hill at the junction with Abbotswood Road, and London Cycle Network (LCN) 5 and the
proposed Quietway 5 cycle routes providing quiet and safe cycle conditions close to the site.
Cycle Parking
7.4.6 The school currently has 104 cycle parking spaces, and 4 folding cycle lockers, distributed
around the site. The majority of these are by way of Sheffield stands. Lockers are also
provided. This level of cycle parking already meets the draft London Plan cycle parking

standards for the proposed number of pupils and staff. The application is therefore
acceptable in respect of cycle parking.
Access, Construction and Servicing
7.4.7 The application does not propose any new construction or changes to existing access or on-
site car parking arrangements, or servicing arrangements, with only one additional servicing
trip anticipated to result from the proposed development. No further details are required in
these respects, noting the servicing arrangements were set out in the original application,
and these are considered acceptable in respect of LLP policy T8.
Travel Plan
7.4.8 The school operate a Travel Plan, which was permitted under condition 17 (16/05765/DET,
permitted in November 2016) of 14/01361/FUL, which encourages sustainable methods of
transport to and from the school with percentage targets of modal shares for pupils and staff.
This Travel Plan has a five year timeframe. The Travel Plan has an overarching aim to
reduce car travel and encourage more sustainable modes of transport. These are set out as
targets, but they are not a planning requirement to be met. It is important to note that the
targets set out in the Travel Plan are not required to be met to make the impact of the
originally consented cap of 505 pupils acceptable, but it assists in mitigating the impact of
vehicular trips associated with the pupil roll. As noted above, its primary purpose is to
encourage more sustainable methods of travel to and from the school.
7.4.9 Travel Plan surveys are undertaken during the lifetime of the plan, and the modal share
results are dependent on snapshot surveys undertaken within the school, usually by way of
‘hands up’ surveys in classrooms. They are therefore very susceptible to changes in weather
conditions which can discourage / encourage certain modes of travel. Furthermore, the staff
modal share results are subject to larger variations given the much smaller sample size.
7.4.10 If the targets are not met, the onus is on the school to increase its efforts to reduce car travel,
however the Travel Plan targets give modal share objectives rather than legally binding caps.
7.4.11 The LPA recognise that the high aspirations of the Travel Plan in respect of active travel are
not currently being met. Officers have therefore requested that the school appoints a ‘Bike-It
Officer’ for a period of two years, to help the school deliver on their targets to increase
sustainable methods of travel. The ‘Bike It Officer’ is a person independent from the school,
who would attend the site once a fortnight to encourage active and sustainable travel i.e.
walking and cycling. The school have agreed to this provision and it is secured by condition.
Traffic Impact from Proposed Development
7.4.12 It is currently is understood that pupils arrive at the school between 07:15hrs and 08:45hrs.
The school currently has six minibuses with an increase of one since the 2018 academic
year. The mini buses hold 15 pupils and depart and then arrive back at the site between
07:45hrs and 08:30hrs. The applicant has provided further information on the pupil numbers
using the mini buses and concluded that the split is 50/50 between the junior and senior
school. The applicant commented further that it is desirable for the senior school pupils to
travel by foot or public transport rather than mini bus.

7.4.13 Prior to the arrival of pupils, staff place A-board signs on the public highway to discourage
poor parking behaviour. Staff (minimum of 2 no.) are stationed outside the school between
07:45hrs and 08:45hrs to direct drivers, enforce the parking restrictions and encourage good
driving behaviour. When pupils begin arriving at the school, they are able to access the
school through the southern gate (the vehicular access located opposite the junction with
Hoadly Road), as at this time, this access is not used by the minibuses. However, this gate is
closed from 07:45hrs in preparation for the departure of minibuses. From this time onwards,
only the minibuses are permitted to use this access, and the gate is opened and closed by a
member of staff as a minibus departs or arrives. Once this gate is closed to pedestrians,
access to the school is gained for pupils via the northern gate (adjacent to the playing fields),
or through the reception entrance for sixth formers.
7.4.14 It is also understood that the school day finishes at 15:50hrs. Minibuses depart together at
16:10hrs. Traffic marshals are used between 15:45hrs and 16:45hrs.
7.4.15 The school requires parents to agree to the terms of its Code of Conduct when enrolling their
child at the school. This requires parents to be considerate when dropping off and collecting
pupils at the school. In particular, this requests that vehicles arrive from either Bedford Hill or
Hoadly Road and once they have dropped off or collected the pupil(s), they continue
northwards along Abbotswood Road. The Code of Conduct also requests for drop-off and
collection to occur on Abbotswood Road, adjacent to the playing fields, that the school’s
access, zigzag lines and residents’ driveways are not blocked, and that engines are switched
off when a vehicle is stationary and is not in traffic.
7.4.16 The council’s transport and planning officers have attended the site on two occasions during
the morning drop-off times to assess how this operates currently. These times are
considered to be the busiest as they coincide with the morning rush-hour. The LPA consider
that the trips to the site at these times are managed well and no significant issues were
witnessed in respect of how the highways were operating at these times.
7.4.17 The Transport Statement (TS) provided by the applicant has assessed the potential impact
from the proposed development, and this included a parking stress survey from March 2019.
Lambeth also commissioned its own independent car parking surveys in December 2016 as
part of the CPZ consultation. This survey covered the area surrounding the site and the
existing levels of parking stress for both surveys were consistent with one another. The
existing parking stress at the peak times of drop-off and pick-up are low in both surveys.
7.4.18 Using data provided from the applicant’s assessment and Travel Plan monitoring data,
officers have assessed the impacts of the proposed increase in pupil numbers under four
scenarios: the legally permitted 505 pupils, the existing 560 pupils at the time of the surveys,
the predicted September 2019 roll of 570 pupils, and the proposed maximum pupil roll of
650.
7.4.19 The below table details the likely ‘worst case’ scenarios of additional car trips to and from the
site for the proposed 650 pupil cap. This assessment has been undertaken against the
current baseline data (this is 560 pupils, which was the approximate number of pupils
attending the site at the times of the surveys). The LPA have also considered the impact of a
650 pupil cap against 505 pupils, which is what condition 33 currently requires, noting that

the parking stress surveys were undertaken at a time when approximately 560 pupils were
attending the school. A final assessment officers have carried out is the impact of the
number of pupils enrolled at September 2019, which at the time of the assessment was
anticipated to be 570 pupils. The LPA have carried out the assessment using the parking
survey data and the modal split data (provided from Travel Plan monitoring data). The
applicant has advised that they do not operate at 100 per cent capacity every day due to
pupil absences. The average pupil attendance is at 89 per cent, and therefore, these are the
figures used in the below assessment.

7.4.20 The above table demonstrates a maximum increase of 15 private vehicles (including two
Park and Stride) associated with pupil drop-off and pick-up, comparing the existing, albeit
unlawful situation of 560 pupils, with the proposed 650 pupils. The change between the
existing situation and the projected pupil roll in September 2019 would be negligible (one
additional private vehicle). The permitted school roll of 505 pupils is given as a comparison,
which demonstrates that the school currently generates an additional 9-10 private vehicles
associated with pupil drop-off and pick-up, over and above the permitted level.
7.4.21 The assessment also includes an additional five private vehicles associated with staff trips
when applying the same assessment. Lambeth’s own 2016 parking surveys include a
comparison of weekday and weekend parking conditions, which demonstrates that 3 per
cent of vehicles parked on Abbotswood Road all day on the weekday, and 2 per cent did so
at the weekend, suggesting a low number of staff vehicles during the week.
7.4.22 Lambeth’s Transport Officer concluded that the combined vehicular trip generating impact of
the additional pupils and staff associated with the proposals is therefore 20 additional private
vehicles against the existing situation, or 29 when compared with the consented pupil roll
cap of 505. These findings were then applied to the parking stress of the two roads
surrounding the site, to ascertain whether there would likely be sufficient capacity within the
surrounding highway network for the likely increase in vehicular traffic that would result from
the development.

7.4.23 The TS includes the results of a parking survey conducted in March 2019. The tables below
indicate that there is sufficient capacity on Abbotswood Road and Hoadly Road around
school drop-off and pick-up times to accommodate further on-street parking for drop-off and
collection of pupils. During the six beat surveys set out in the table below, there are always at
least 46 spare parking locations on Abbotswood Road and a further 19 on Hoadly Road;
more than enough to accommodate the maximum of 20 additional private vehicles
associated with the proposals. Assuming these additional 20 private vehicles were to only
park on Abbotswood and Hoadly Roads at the busiest times, parking stress would
temporarily increase to 75 per cent across the two roads at 09:00hrs, and 72 per cent at
15:30hrs. The submitted car parking surveys and analysis demonstrates there is enough
capacity on local streets to accommodate these arrivals. This is also the case were the
assessment to be shown on the basis of 100 per cent attendance, and in such scenario,
there would be an additional 23 vehicles compared with the existing situation (compared with
20 vehicles as per the above assessment) that was surveyed, or 34 when compared with the
consented pupil roll of 505 (compared with 29 vehicles as per the above assessment).

7.4.24 The TS provided by the applicant concluded that the increase to 650 pupils is projected to
produce 19 additional pupil associated private vehicle trips during drop-off and pick-up times
when compared to the existing pupil roll of 560 (or 17 additional vehicular trips when
considered against the typical 89 per cent attendance levels). This included 13 additional

vehicles due from the pupils, a 5 vehicle increase from the staff and an additional delivery
vehicle. Over a 15 minute drop-off or pick-up period, this increase represents less than one
additional vehicle on the local highways per minute. The proposed increase is similar to
predictions made by officers.
7.4.25 The site in not currently within a CPZ but consultation is to be conducted during 2019-20
which covers the site and surrounding roads. If the St. Leonard’s CPZ were to go ahead
school staff who currently park on surrounding roads would have to park further from the site,
and / or use alternative modes of travel. Any background levels of commuter parking would
also be reduced, but this is not thought to be a particular issue on the roads nearest the site,
given their distance from the nearest train station.
7.4.26 The cumulative impacts of other schools in the vicinity has been considered in the TS and
addressed by the Lambeth Transport Officer. It is noted that there is a current planning
application being considered by the council for Broomwood School (ref 19/02496/FUL). The
proposals would change the school from a primary to a secondary school, but it’s understood
that there would be no increase in pupil numbers. The change would likely result in a larger
proportion of pupils using active travel or public transport to reach the school, as older
children are less likely to be driven to and from school.
7.4.27 The cumulative impacts of other activities at the site are mentioned in several local residents’
objections, e.g. the recently permitted extended use of the sports pitch, and the use of the
Woodfield Pavilion. However, the peak times for traffic generation associated with the school
use (i.e. the beginning and end of the school day), would not coincide with these other
activities.
7.4.28 The improvement works have recently been undertaken at the junction of Woodfield Road /
Bedford Hill / Garrad’s Road. These changes have narrowed the carriageway and removed
at most one parking space from Woodfield Avenue. The changes are not expected to have a
significant effect on the movement of traffic or parking stress.
7.4.29 In conclusion, in respect of the relevant transport related policies, the proposed increase in
pupil numbers at the school would not have a significant or unacceptable impact on the
operation of the local transport network, or that of highway safety. Further mitigation is not
required, but a condition is attached to require the school to appoint a ‘Bike-It Officer’. The
‘Bike-It Officer’ would encourage more sustainable methods of travel to and from the site,
and assist the school with delivering on their ambitious Travel Plan targets for active travel
and less car travel. The application is therefore considered acceptable in respect of its
impact on transport and highways, subject to this condition.
7.5 Air Quality
7.5.1 An Air Quality Assessment (AQA) has been provided to determine the impact of the
proposed increase in pupil numbers on air quality in the area, namely from the increase in
vehicular trips that would result from the increase in pupil numbers. The AQA has been
reviewed by the Air Quality Officer, who raised no objections to the proposals with respect to
its potential air quality impact. The AQA demonstrates that the trip increase associated with
the proposed increase in pupil capacity would have a minimal impact on the local highway

network or the current pollution levels. Traffic modelling has been undertaken to quantify the
traffic impacts as a result of the trip increase. The modelling shows NO2, PM10 and PM2.5
levels are likely to have a zero per cent increase relative to the annual mean objective, as a
result of the increase to the pupil roll of a maximum of 650. The impacts are therefore
considered to be of an ‘imperceptible magnitude and negligible significance’.
7.5.2 Background concentrations of PM and NOx are provided in the AQA confirm that pollutant
levels are within EU legal limits, unlike at many schools in the north of the Borough. The
application is therefore acceptable in respect of its impact on air quality.
7.6 Amenity
7.6.1 The principal amenity impact from the proposed development would be the noise generated
from the increased number of pupils attending the site. A Noise Assessment (NA) has been
provided to quantify this impact. LLP policy Q2 is relevant here, as this requires development
to not have an adverse noise impact. The Environmental Health Officer has reviewed the
NA, who raised no objections to the proposals with respect to its potential noise impact.
7.6.2 The Environmental Health Officer disagreed with the assertions of the NA that the pupil
increase will result in “negligible” impact to the existing noise level, and considered that the
proposed increase in pupil numbers would likely have a noticeable noise impact, but not
sufficient to increase levels to the point of causing an adverse noise impact on the
surrounding residential properties. The application is therefore acceptable in respect of its
impact on neighbouring amenity.
7.7 Impact on the Conservation Area
7.8 The school is located immediately to the north of the Streatham Park and Garrad’s Road
Conservation Area. This is characterised by its sedate and leafy suburban qualities and is
centred on the attractive semi-wooded Tooting Bec Common. Given the there is no proposed
building works, the proposal would not result in any harm on the character or appearance of
the conservation area. For this reason its setting would also not be harmed. The application
is therefore acceptable in this respect.
8. Conclusion
8.1 Upon full assessment of the submitted material supporting the application, taking into
account all material considerations, it is considered the objectives of the development plan
have been met.
8.2 A number of the conditions from the original consent have been updated to reflect
permissions granted to discharge them and the updated development plan policies.
Condition no. 1 has been removed and replaced with a new condition requiring a ‘Bike-It
Officer’ to be appointed.
9. Equality Duty and Human Rights
9.1 In line with the Public Sector Equality Duty the council must have due regard to the need to
eliminate discrimination and advance equality of opportunity, as set out in section 149 of the
Equality Act 2010. In making this recommendation, regard has been given to the Public

Sector Equality Duty and the relevant protected characteristics (age, disability, gender
reassignment, pregnancy and maternity, race, religion or belief, sex, and sexual orientation).
9.2 In line with the Human Rights Act 1998, it is unlawful for a public authority to act in a way
which is incompatible with a Convention right, as per the European Convention on Human
Rights. The human rights impact have been considered, with particular reference to Article 1
of the First Protocol (Protection of property), Article 8 (Right to respect for private and family
life) and Article 14 (Prohibition of discrimination) of the Convention.
9.3 The Human Rights Act 1998 does not impair the right of the state to make decisions and
enforce laws as deemed necessary in the public interest. The recommendation is considered
appropriate in upholding the council's adopted and emerging policies and is not outweighed
by any engaged rights.
10. Recommendation
10.1 Grant Conditional Planning Permission.
11. Conditions
1. Within three months of the date of this permission a formal programme shall be agreed
between the school and an officially registered organisation for a 'Bike-It Officer' (which for
the avoidance of doubt, is a person independent from the school, and is appointed to
promote active travel to and from the site (including as a minimum, modes of cycling and
walking)), who shall thereafter attend the site for a minimum period equivalent to half a day
per every two weeks during term time only for a period of two years, starting from the date
the formal programme was agreed.
Reason: To promote more sustainable methods of travel to and from the site (policy T1 of
the Lambeth Local Plan (2015)).
2. The development hereby permitted shall be carried out in accordance with the approved
plans listed in this notice.
Reason: For the avoidance of doubt and in the interests of proper planning.
3. The development shall be carried out solely in accordance with the details approved under
application reference 15/02527/DET in respect of detailed drawings and materials, unless
otherwise approved in writing by the local planning authority.
Reason: To safeguard and enhance the visual amenities of the locality in accordance with
policies Q2, Q7, Q11 and Q22 of the Lambeth Local Plan (2015).
4. No trees other than those shown to be removed on the Approved Plan Drwg No.1312/48/AIA
(Arboricultural Implications Assessment) as contained in the Approved Tree Report and
Arboricultural Impact Assessment prepared by Oakwood Tree Consultants dated 10/03/14
(Ref: OTC/1312/48) shall be felled, pruned, uprooted, damaged or otherwise disturbed

without the prior written agreement of the local planning authority. All approved tree work
shall be carried out in accordance with BS3998:2010.
Reason: To ensure the retention of, and avoid damage to, the retained trees on the site
which represent an important visual amenity to the locality (policy Q10 of the Lambeth Local
Plan (2015)).
5. The development shall be carried out in strict accordance with the Tree Protection Plan
approved under application reference 15/02534/DET, which shall be implemented in strict
accordance with the approved details and put in place before any machinery, demolition,
materials storage or development commences on the site.
Reason: To ensure the retention of, and avoid damage to, the retained trees on the site
which represent an important visual amenity to the locality (policy Q10 of the Lambeth Local
Plan (2015)).
6. The development shall be implemented in strict accordance with the Arboricultural Method
Statement approved under application reference 15/02536/DET (in respect of the
substation).
Reason: To ensure the retention of, and avoid damage to, the retained trees on the site
which represent an important visual amenity to the locality (policy Q10 of the Lambeth Local
Plan (2015)).
7. The confirmed route of all service and drainage routes outside of all retained tree root
protection areas (BS5837:2012) shall be carried out in strict accordance with the approved
details under application reference 16/03397/DET.

scheme which within a period of five years from the occupation or substantial completion of
the development die, are removed or become seriously damaged or diseased shall be
replaced in the next planting season with others of similar size and species, unless the local
planning authority gives written consent to any variation.

15. The cycle storage approved under application reference 17/01456/DET shall be carried out

development hereby approved, and retained as such for the duration of the use.
Reason: To ensure adequate cycle parking is available on site, to promote sustainable
modes of transport and in the interest of the visual amenities of the area (policies T1, T3 and
Q13 of the Lambeth Local Plan (2015)).
16. No other part of the development shall be occupied until the means of access has been
altered in accordance with the approved drawing under application reference 18/01369/DET.
Reason: In order to minimise danger, obstruction and inconvenience to users of the highway
and of the access in accordance with policy T6 of the Lambeth Local Plan (2015).
17. The measures included in the Travel Plan approved under application reference
16/05765/DET shall be implemented prior to first occupation of any part of the approved
development and shall be so maintained for the duration of the use of the site as a school,
unless the prior written approval of the local planning authority is obtained to any variation.
Reason: To promote sustainable methods of travel to and from the site (policy T1 of the
Lambeth Local Plan (2015)).
18. The details of the approved Method of Demolition and Construction Statement under
application reference 15/02519/DET must be implemented and complied with for the duration
of the demolition and construction process of the development hereby approved.

19. Refuse and recycling arrangements shall be implemented in full accordance with the details
approved under application reference 18/01364/DET prior to the occupation of any part of
the development hereby approved, and shall thereafter be retained as such for the duration
of the permitted use.
