INVITATION TO BID
FOR REPAIR OF CHAIR AND SOFA SETS
1. Direct Taxes Regional Training Institute, Kolkata hereinafter referred to as "DTRTI" (a
division of National Academy of Direct Taxes, Nagpur) invites Sealed Quotations from
agencies for repair of office chairs and sofa sets details of which are mentioned in Section
II of the Bid Document.
2. The office chairs and sofa sets are required to be repaired at the premises of DTRTI at 16B,
Rowland Road, Kolkata 700020.
3. Bidders may download the Bid Document containing the details of the bid, free of cost
from the website www.incometaxindia.gov.in or collect it from the Additional Assistant
Director (Admin II) having office at Direct Regional Training Institute, 16B, Rowland road,
Kolkata 700020 on 13.11.2014, 14.11.2014 and 17.11.2014 between 11:00 a.m. and 05:00
p.m. after paying a sum of Rs. 100 in the form of Bank Draft drawn in the favour of "ZAO,
CBOT, Kolkata" . The completed bid document may be submitted latest by 1:00 p.m. on
25.11.2014. The bids will be opened and evaluated on 25.11.2014 at 4:30 p.m. in the
Lecture Hall II ofthe DTRTI, Kolkata at 16B Rowland Road, Kolkata 700020.
4. The duly filled in Bid document including Annexure A and requisite Earnest Money deposit
shall be submitted by the Bidders in a Sealed Envelope superscibed as "Tender for Repair
of Office Chairs and sofa sets". The Bidders shall deposit the bid document only in the
"Sealed Tender Box" meant for the purpose of accepting the bid documents. Only those
bids which are found in the "Sealed Tender Box" shall be considered for Evaluation of Bid
and award oftender.

SECTION I
ELIGIBILITY OF THE BIDDERS
1. Any agency (hereinafter referred to as Bidder) having the capacity to repair 4 sofa sets and 109 chairs at the premises of DTRTI, Kolkata (hereinafter referred to as "DTRTI" ) are entitled to
participate in this bid .
2. The bidder should not be involved in any criminal proceedings and no criminal case should be
pending against him. The Bidder should not be debarred or black-listed by any authority on any
earlier occasion.
3. The Bidder should have the capability to complete the work of repairing of sofa sets and chairs
within 15 days from the award of the contract excluding the day of award of contract.
4. The Bidder would be required to deposit Earnest Money in the form of Crossed demand draft drawn in favour of "ZAO, CBDT, Kolkata" and should be submitted by the bidders along with the
bid document. The amount of Earnest Money payable would be Rs. 2000/-
5. The Bid Security (EMD) shall be returned to the unsuccessful bidder(s) within 3 working days from
the day of opening of Tender.
6. Only such bidders who are assessed to Income Tax are eligible to apply.
7. All pages of the Bid document shall be signed by the Bidder or his Authorized Signatory with proper seal. Incomplete Bid document (whether unsigned, incorrectly filled partly filled or otherwise) or
Bid document without the requisite Earnest Money or Bid document not submitted in the "Sealed
Tender Box" or Bid document not wax sealed will not ot entertained.
8. The successful bidder(s) shall be required to furnish Performance Security in the form of an
Account Payee demand draft, Fixed Deposit from a Commercial Bank, Bank Guarantee from a
Commercial Bank. The amount of Performance Guarantee payable by the successful bidder would
be Rs. 5000/-.
9. Performance Security should remain valid for a period of 60 days from beyond the date of
completion of all contractual obligations of the supplier including warranty obligations. The
Performance Security shall be furnished within 3 days from the date of receipt of letter of award
of the contract. The Bid Security (EMD) shall be refunded to the successful bidder(s) on the receipt
of Performance Security from them. No Interest shall be payable by DTRTI, Kolkata either on
Earnest Money or on Performance Guarantee.
10. The Bidder(s) shall make all arrangements for the repairs of office sofa sets and chairs at the office
of DTRTI at 16B Rowland Road, Kolkata 700020.

SECTION II
SCOPE OF WORK
1. The Successful Bidder (hereinafter referred to as "Contractor" ) shall repair the sofa sets
and chairs ofthe office of the DTRTI at 16B, Rowland Road, Kolkata 700020.
2. The Contractor shall be responsible to repair any defect found in the repair of sofa sets
and cha irs within a period of 7 days from its completion. No extra cost for such repairs
shall be paid by DTRTI.
ITEMS REPAIRS/CHANGES NEEDED
1. Sofa Set
i) Two 5 seater Cover change and foam change (if ii) Two 3 seater required)
2. Canteen chairs (23 nos.) i) Back and seat cover change -
Material Rexin.
ii) Back Cloth Cover - white thick
material.
3. Lecture Room Chairs (70 nos. ) Back Cloth Cover - white th ick
and Visitor chairs (11 nos.) material.
4. Chair repair Wheel Change.

SECTION III INSTRUCTION TO BIDDERS
1. Section I, Section II, Section III and Section IV along with Annexure A together constitutes
the bid document.
2. The Bidders shall submit the properly filled up bid document. Before submitting the bid
document, the bidder or his Authorised Representation shall sign in every page of the bid
document. On the scheduled date of opening oftender, the bidders shall either personally
or through their Authorised Representative be present to witness the proceedings. No
Authorised Representative shall be allowed to represent the bidder unless an
Authorisation letter certifying the signature and photograph of the Authorised
Representative is produced by him.
3. Any attempt to influence the officers or employees of DTRTI by the bidder either directly
or indirectly shall result in rejection of the Bid submitted by the bidder. Similarly, the
bidders are not entitled to modify any of these terms or conditions and put forth their
own conditions. Any attempt by the bidders to do so would render the bid to be summarily
rejected .
4. The Bidder shall be required to submit the requisite sum as Earnest Money (EMD) in the
form of Crossed Demand Draft drawn in favour of "ZAO, CBDT, Kolkata". Any bid without
the requisite Earnest Money shall be summarily rejected. The EMD of all bidders other
than the successful bidders shall be returned within 3 working days. The EMD of the
Successful bidder shall be returned on receipt of Performance Security from them.
S. The bidders should adhere to the time schedule of collecting and depositing/submitting
the Bid document. DTRTI, Kolkata shall not be responsible for any delay caused in
submission of the Bid by the bidder for whatever reasons.
6. Any bid containing overwriting or use of whitener/any correction fluid in Annexure A of
the Bid Document would cause rejection of the Bid .
7. Bidders may inspect the office chairs and sofa sets on 17.11.2014 from 11:00 a.m. to 1:30
p.m. to assess the extent of repairs as defined in Section II - Scope of work along with
sample of cloth/materials/rexin to be used for the repair of sofa sets and chairs.

SECTION IV
TERMS AND CONDITIONS
1. All the pages of the bid document should be signed & stamped by the bidders or by their
Authorised Signatory before their submission.
2. The Bidder should not be involved in any criminal proceedings and no criminal case should
be pending against the bidder. The Bidder should not be debarred or black-listed by any
authority on any earlier occasion .
3. DTRTI, Kolkata will not be responsible for providing or supplying any materials to the
Contractor related to the repairs of sofa sets and chairs.
4. The Contractor shall ensure that the Labourers deployed for repair of sofa sets and chairs
shall not in any manner get involved in a quarrel with the officers or officials of DTRTI,
Kolkata or Income Tax Department, Kolkata. In such an event a penalty of Rs. 1000/- ( One
Thousand only) shall be charged for each such event. In case of any repetition of such
incident may cause the contract to be cancelled.
5. The Bidders shall carefully quote the charges for repairs of sofa sets and chairs. The rates
quoted in Annexure A of the Bid Document should clearly indicate the quote including all
charges, taxes etc.
6. The Contractor shall have no right whatsoever to sub-contract the Contract awarded to
him.
7. The repairs of sofa sets and chairs should be completed within 15 days from the award of
the contract excluding the day of award of the contract. Failure to repair the sofa sets and
chairs within the time specified would cause levy of penalty of Rs. 500/- ( Rupees Five
Hundred only) per day of default.
8. The bidder quoting the lowest quote shall be awarded the Contract which shall however
be subject to fulfilling all Terms and Conditions by the Bidder. In case, two or more bidders
have quoted the same quote, the bidder with the higher turnover as declared in the
Return of Income relating to the Financial Year 2013-14 shall be preferred for the award
ofTender. Letter for award of the Tender will be issued after the same is approved by the
Competent Authority.
9. The Contract shall be required to enter into a written contract with DTRTI, Kolkata
immediately after the award of the contract. The contract shall be prepared on the basis
of the Terms and Conditions referred to in Section I to Section IV of the Bid Document.

10. The bid shall remain valid for a period of 90 days after its opening.
11. The contractor shall ensure that no laws or rules enacted by the Central Government,
State Government or local Authorit ies or any other Authorities are violated . In case of
violation of any laws and rules as stated above, the Contractor shall be wholly responsible
to bear the consequences and DTRTI, Kolkata shall not be responsible in any manner
whatsoever for violation of laws and rules, if any.
12. The settlement of any dispute between the Contractor and its manpower relating to
wages or any other issue shall solely be responsibility of the Contractor. DTRTI, Kolkata
shall in no case be a party to such dispute. After the award of the contract, if the
Contractor fails to repair the sofa sets and chairs within the stipulated period of 7 days
from the award of the contract, then the Performance Guarantee shall be forfeited.
13. The Contractor shall be required to submit bills in triplicate within 5 days from the
completion of the work.
14. The decision of the Director, DTRTI, Kolkata, in respect of interpretation of the Terms and
Conditions of the agreement shall be final and binding on the Contractor.
15. Any bid containing overwriting in Annexure A of the Bid Document or the use of whitener
or any correctional fluid in Annexure A would cause rejection ofthe bid .
