4 Program Revision Drafting Programs Options and CurriculumJoanne Deno presented the rationale for the request to split the existing ArchitecturalIndustrial option into twoArchitectural Drafting and Mechanical Drafting This specialization is warranted because computeraided draftingCAD now does much of the drawing and printing work formerly done by hand o graduates need more depth ineach discipline It requires repackaging existing courses and adding new credit for threedimensional draftingcustomization of CAD software and Office Software This is the first revision of the program in twenty years hisanticipated that most students will want to earn both certificates Most graduates find employment with smallmanufacturers and builders in the Fraser Valley

There are plans to bring program proposals forward for a diploma program with citation certticate and diplomaexits and to consult with the Coop Education Coordinator

Moved by lhor Pona seconded by Bevin Heath Ansley to approve the program revisions to the Draftingprograms as presented

5 Concept Diploma of Proficiency in English Language StudiesRobin Russell Wendy Royal and Jack Finnbogason presented the concept for a Diploma of Proficiency in EnglishLanguage Studies and distributed an updated appendix A The proposed diploma program a repackaging of

existing language development courses will recognize the achievement of nonnative speakers in English languageskills It will also provide them with an educational plan that allows entry into a full range of ESL coursesgraduated entry into regular academic courses and the opportunity to achieve the language skills that allow them tobe successful in their further studies

Interim Degree Full Program Proposal Format

The following represents an amalgamation of the LOI and FPP previously used forsubmission Until the Ministry of Advanced Education finalizes a format for the FullProgram Proposal they have recommended we incorporate all elements of the formerLOI into the FPP

The length of the FPP submission will vary considerably depending upon the nature ofthe degree program being proposed but should not exceed 20 pages Twenty copiesshould be forwarded to the DPAC Recorder one week prior to the meeting atwhich it will be reviewed The Recorder will provide feedback to the FPP to thedevelopers All revisions must be incorporated before the Chair of DPAC will sign off thedocument to be forwarded to Education Council

Thirty copies of the FPP are to be forwarded to the Education Council Recorderone week prior to the meeting at which it may be approved Any recommendationsmust be incorporated before the Education Council Recorder will forward the approvedFPP to the Board Executive Assistant for their information

1 Executive Summary

In two to three pages the executive summary should present in a succinct manner thepurpose of the proposal and a summary of the key objectives and outcomes of theproposed program

Kwantlen Library Impact Assessment Processfor New Programs and Revised Programs

Assessment Policy

1 Library impact assessments will be completed for new degree diplomacertificate or citation programs and major program revisions

2 Requests for a library impact assessment are to be directed to the DegreeProposal Assessment Committee DPAC liaison librarian

3 The development of library impact assessments for programs is based ona consultative model The DPAC liaison librarian will review proposals andconsult with both proposing faculty and with appropriate librarians In thecase of revised programs the DPAC liaison librarian will make a decisionon whether the revised content requires a library impact assessment

4 The Education Council Office will provide program developers withinformation regarding timelines for completion of library impactassessments for new or revised programs Timelines areNew Programs Developers must allow a minimum of 3 weeks for thecompletion of a new program library collection assessmentRevised Programs Developers must allow a minimum of 2 weeks for thecompletion of a revised program library collection assessmentTo allow adequate time for preparation of the assessment proposals indraft format are welcomed Draft proposals must include a detaileddescription of the new or revised program and where applicable courseoutlines for new courses Where sufficient time is not given to completethe assessment the DPAC liaison librarian will notify the programdeveloper

5 Completed library impact assessments will be sent to both the programdeveloper and the Education Council office after the program developerhas reviewed and signed the assessmentsAssessments will be sentelectronically to the Education Council office and will be followed bysigned paper copies

6 The library collection assessment will normally include projected andretrospective monograph and periodical costs based on average costs formaterials in the subject area collection needs of the program or courseaverage price increases in the subject area as well as the strength orweakness of the existing collection Audio visual purchase costs will beincluded where appropriate Projected enrolments will be included in thecost calculations where multiple sections or multiple campus enrolmentsare indicated or in cases where most resources will be provided byinterlibrary loan

The Home SupportResident Care Attendant program is organized according to the provincialcurriculum developed by the Articulation Committee in 1992 The purpose of this program is toprepare graduates to function as both frontline care providers in a continuing care facility and toprovide assistance to individuals and families in the community Kwantlen University Collegecurrently offers a full time 19week citation program in Resident Care Attendant which preparesgraduates to work in continuing care facilities A Certificate in Home Support Resident Care willprepare graduates for a wider range of employment opportunities working with older people andpeople with disabilities Graduates are eligible for employment as a Home Support Attendantwith a community Home Support Agency and as a Resident Care Attendant qualified to work inany level of institutionalized continuing care service including adult day care assisted livingintermediate care including special care units and extended care

Outline the key objectives and outcomes of the proposedprogramA key objective of this program is to provide graduates with expanded job opportunities Anotherkey objective of the program is to meet the need for qualified practitioners in the South Fraserregion Kwantlen university College has a mandate to provide educational opportunities in theRichmond Delta Surrey White Rock and Langley regions These same regions have a highdemand for skilled health care workers and this program is aimed at addressing that needThe HISRCA graduate is called upon to provide service to a wide variety of clients and familieswith diverse needs These include elderly clients including those who are mentally andorphysically fragile young or midlife adults with chronic illnesses or physical disabilities andchildren requiring basic caregiver assistance increasing the program from a 19 to 25 weekprogram will ensure graduates will have acquired the knowledge skills and attitudes appropriatefor working with this diverse groupThese curriculum changes will ensure that the Kwantlen Home SupporResident Care Attendantprogram is comparable with other Colleges in the province and will ensure graduates ability tomeet the increasing health care needs of an aging population

Program RationaleProvide rationale for the credential

A certificate program for HSRCA of 25 weeks and 30 credits will recognize the knowledge andskills that the students will acquire This length of program is necessary to include the homesupport content from the 1992 provincial curriculum as well as the revisions in the home supportattendant program outcomes from June 2001 1t is within the guidelines for program length fromthe Provincial Curriculum The 30 credits meet the criteria for Certificate Programs at KwantlenUniversity College

The Romanow Repon recommends that there should be a national platform for home care serviceand that the Canada Health Act should include coverage for home care services The report goeson to recommend that the Canada Health act should include coverage of home support for peoplewith mental illness coverage of postacute home care and coverage for palliative home careservices Executive summary Romanow Report Nov 2002

The New Era document of 2002 by the Ministry of Health Services identifies strategies andperformance measures to meet the goal of high quality patient centered care These strategiesinclude reallocation of resources and development of policy to support innovative communityhome care and palliative care services as alternatives to institutional care providing 5000 newhome and community care placements Performance measures include a percentage increase of25 to year 2005 of home and community care clients with high care needs living in their ownhome and a corresponding decrease by 5 per year to 2005 of alternative level of care days as apercentage of total inpatient days A New Era of Government Service Ministry of HealthServices 2002

Recommendations from the Select Standing Committee on Health Report of 2001 to enhancechronic care services include spending priorities should be directed to strengthen this sector ofthe health care system shifting the emphasis from acute care to community based careexpanding home care and enabling seniors to be supported in their homes as long as possibleSelect Standing Committee on Health Report 2001

The 1lome SupportResident Care Attendant Program will be 25 weeks in length The last 6weeks of the program will include a 3 week full time practicum in home support and a 3 weekfull time practicum in a long term care facility

The Home Support Resident Care Attendant program is designed to provide students withopportunities to develop the knowledge skills and values necessary to function as front linecaregivers in a variety of long term care settings which include both residential care facilities andhome support agencies The graduate ins prepared to provide care to older adults or individualswith disabilities experiencing diverse often complex but relatively stable health and illnessneeds

Graduates are prepared to function collaboratively as members of a multi disciplinary health careteam In a facility they work under the direct supervision of an appropriate health professional Inthe home care setting they work more independently but are always under the direction of ahealth professional

The program will consist of one full time 16 week term and one full time nine week term for atotal of 25 weeks There will be two intakes per year One intake of 27 students in Septemberwill complete the program in March and a second intake of 27 students in January will completethe program in June There will be a total of 54 graduates each academic year

Provide evidence of labour market demand

The changes in health care delivery with an increased emphasis on older people staying in theirhomes longer will result in an increased need for Home Support Workers Kwantlen UniversityCollege was approached in 2001 by Home Support Agencies in this region to develop a homesupport program as part of the existing Resident Care Attendant Program Graduates of the RCAprogram were hired by home supportaand they appreciated their skills but the agenciesalso wanted them to have some knowledge of and experience with the home care client and thehome setting

The current health care crisis and the increasing number of older adults in the population arerequiring a change in policy The key findings of Phase One of the Canadian Home Care HumanResources Study reported the following

Increased demand for home care services partly driven by an aging populationand individuals preferences to remain independent in the face of healthchallengesIncreased reliance on home care as a lower cost alternative for acute and longterm institutional care has increased both the demand for and complexity of homecare as more home care consumers are released from hospitals sicker andquicker than ever beforeFewer informal care givers and volunteers and greater demands on familiesdriven by changing fainily patterns lower fertility rates and mobility patterns tocare for persons requiring home care servicesNews Release Canadian HomeCare human Resources Study Feb 13 2002

Current graduates find jobs in care facilities in the region often working in a facility where theyhave done their practicum The Student Outcomes Reporting System SORS data analysis from1995 1998 reports that 93 of graduates from 1998 were employed either full or parttime Theresults from the preceding years were similar 1997 95 1996 92 1995 97 The longer

graduates worked the higher the percentage who were employed full time 19980

There are two major factors that are responsible for the high projected growth in employment ofthese occupations First the growing aging population in BC will increase the demand for healthand personal care services Second governments are trying to contain health care costs byminimizing the time that patients spend in hospitals This will increase the reliance on home carefor patients of all ages BC Work Futures 2000Discussions have been held with Langley Home Support and Delta Home Representatives todiscuss future labour market projections Both these agencies expressed a preference for hiringgraduates of a recognized public post secondary institution They have expressed strong supportfor this program See attached letters in appendix B

Describe the skills knowledge or other attributes students will developfront the programThis 25 week program will enable students to acquire the knowledge and skills they require tocare for older adults and people with disabilities in their homes and in facilities The program isdeveloped around the key concepts of caring wellness and client centered care The course isdelivered through classroom laboratory clinical and practicum learning experiences Theorycourses include wellness health and healing interpersonal communications and care of thementally fragile They develop knowledge of basic human needs age related changes and howchronic disease processes affect a personsphysical psychological social and spiritual wellbeing Students will be introduced to the health care system and the legal ethical andprofessional roles and responsibilities of the home support resident care attendant Laboratorycourses include instruction and practice in personal care giving skills and home managementThe students develop critical thinking self reflection observation and problem solving skills anddemonstrate these skills in the clinical and practicum settings Students will be introduced tobeginning computer skills to enable them to apply basic word processing and Internetapplications related to the workplace see Appendix A Employability skills objectives

Home Support and Long Term Care Practicum

Students will consolidate knowledge and skills and prepare for assuming the responsibilities of anemployee during a full time placement in a continuing care setting and a home support agency

The Provincial Articulation Committee for Home SupportResident Care Attendant brings togethereducators from Public Institutions in British Columbia that offers the program This group meets twicea year to discuss programs standards and trends They initiate curriculum evaluations and revisions asrequired to meet changing needs

Program Consultations and EvaluationList the otter provincial post secondary institutions consulted about the proposed programIn November 2001 the faculty of the Home SupportResident Care Attendant Program at Douglas Collegewere consulted They provided an overview of their program and how the home support content wasintegrated in the programIn November 2001 and April 2002 the Coordinator attended the Provincial Articulation Meetings for theHome Support Resident Care Attendant Program Representatives from the various Colleges discussedthe structure of their programs and how the hone support content was integrated In the fall of 2001 aquestionnaire was sent to all colleges offering 1ISRCA programs This questionnaire identified the lengthof their programs hours of courses and amount of clinical experience See Appendix C for list ofmembers of Provincial Articulation Committee

A meeting was held in the fall of 2001 with Faye Ferguson who chaired the project to revise the HomeSupport component of the provincial curriculum This group was comprised of representatives from the11SRCA Articulation Committee employers Ministry representatives community educators arepresentative from the Centre for Curriculum Transfer and Technology and Unions In June 2001 apaper titled identification of Educational Competencies and Revision of the Provincial ProgramOutcomes for the Preparation off Home Support Attendants in BC was published The meeting withFaye Ferguson identified the outcomes that should be included in the home support curriculum

The Ministry of Advanced Education was consulted regarding expanding the current RCA program TheMinistry supported the proposal and provided additional FTE seats under the New Era initiatives

Provide a list and summary of the nature of all other consultationsDuring the fall of 2001 and throughout 2002 representatives from Langley Home Support Delta HomeSupport the Fraser Health Authority and the Advisory Committee were consulted regarding the revisedprogram All those consulted were very supportive of the change in the program The home supportrepresentatives formed a subcommittee with the program coordinator and to date two meetings have beenheld They have identified several content areas which need expansion for example enhanced theory inpalliative care and risk assessment in the home The advisory committee membership represents a crosssection of the local regional employers The advisory committee meets twice a year and brings concernsabout and recommendations for changes to the program The members include a graduate of the programa consumer and employers from both residential care facilities and home support agencies Seeappendix B for letters of Support and appendix D for members of the advisory committee

Kwantlen has a process for reviewing course outlines every three years As well a program reviewpolicy which is currently being revised provides a regular and centralized educational program review

Many of these areas were identified by the Provincial Curriculum Project conducted by FayeFerguson in 2001 and I am pleased to see that you are trying to incorporate her suggestions intoyour curriculum

As you know I am a member of an inter provincial group that has met and articulated theresident care attendant home support attendant and home supportresident care attendantprograms or their equivalents in the four western provinces It was evident when webegan the articulation process that students who completed a dual program ie theHSRCA Program were much better positioned to find employment in Alberta Manitobaand Saskatchewan than those with either the Home Support or Resident Care Attendantcertificates British Columbiasdual certificate is equivalent to likecertificates from all ofthese provinces This provided the impetus for VCC to move to offering a dual certificateprogram in 1998

Dear Nancy1 am writing this letter in support of the proposed integrated Horne SupportResident CareAide Program The lack of trained Home Support Workers is an ongoing problem forAgencies now caring for an increasing number of complex care clients In the past wehave had to hire Resident Care Aides who lack the knowledge and insight into the variedneeds of the elderly and chronically ill client living at home

As placement into facilities decreases and the aging population increases we will continueto see an increase in the acuity levels of our clients It is therefore essential that we havetrained staff who have the necessary skills w work in the home setting

Any graduate of a BC secondary school or equivalent or applicant qualifying under the mature student orinternational student admissions guidelines is eligible to seek admission to the program Addition minimumrequirements are MATH 12 Grade B and ENG 12 Grade B

Students from other post secondary institutions or other disciplines of Kwantlen are accepted to the program atany level provided that they have fulfilled the entry requirements Credit transfers can be done on coursebycourse basis However a minimum of 50 of the computer science core credits must be earned at Kwantlen

The program allows for both full time and parttime structures A student who is enrolled in fewer than 9semester credit hours is automatically considered to be parttime Classes are offered during day times eveningsand weekends All core courses that required computer practical skills learning are offered in classroomslabswith facetoface delivery mode A small number of courses that do not require computer practical skills learningmay be offered through on line or mixedmode delivery methods

Students may pursue Associate of Science Degree computer science as an intermediate goal after a completionof 20 courses 60 credits The requirements for the Associate of Science Degree are specified by provinciallegislation and outlined in Kwantlenscalendar

The target students include recent high school graduates transfers from other postsecondary institutions orcomputer related diploma holders Since some courses are university transferable there will be a mix of studentswith different goals However all students in the program will be trained with the same objectives outlined in theprogram One of the key objectives is to develop students with practical computer science skills thereforestudents must be able to think critically and solve problem proactively through applying mathematical andoperational techniques

According to Software Human Resource CouncilsAnalysis of The Labour Force Survey LFS Data for the ITOccupations report Dec 2002 less than oncquarter of workers are female Males have even greater dominance inthe software engineering occupation 90 of the workforce The statistics shows that there is an imbalance of genderworking in the field of lT Such an imbalance problem can be addressed by increasing promotion to potentialapplicants including high school students of gender diversity Besides the program will encourage cultural diversitywhich brings opportunities for globalization software and systems development

1 Provide a broad description of the program content

The program is designed with career and research focuses On one hand it allows students to develop theircarter goals according to students interests and the demand of the industries as early as possible andmotivates students to learn the required techniques Thus the program will train students to specialize in areassuch as EBusiness Technology Media Technology and Knowledge Management Technology that are in highdemand in the IT field On the other hand the program will prepare students with strong theoretical knowledgeand practical skills Students equipped with these knowledge and skills are able to pursue higher degrees andwork in the research field

The program requires a dedicated HiTech computer lab housing stateofart equipments including graphicsworkstation Silicon HP Sun etc highend PCs digital audio and video recordingediting equipments andperipheral devices A secured Web server with Internet access is also required The lab should be spacious enougto fit 35 students at the same time A computer club which requires an office will be set up to enhance interactioamong students faculty and IT practitioners

The program is designed with career and research focuses After taking introductory courses at year 1 and 2students in their studies will be focusing on one of the specialized areas such as EBusiness Technology MediaTechnology and Knowledge Management Technology The specialized areas of study allow students to developtheir career goals according to students interests and the demand of the industries as early as possible Inaddition the program will offer an optional a maximum of 4work terms coop component which gives studentsopportunities to earn practical experience before graduation8 Explain how this program relates to the existing or proposed programs at Kwantlen University

College and other institutions

The content of the program must not confuse or overlap with the existing BTECH 11 degree program The computerscience program trains students with strong software and systems development skill while the IT program focusesmore on the computer engineering discipline through offering advanced data communication and networkingtechnologies courses

The program is built on existing CPSC university transfer UT courses Students taking UT courses are now havemore opportunities to choose to further their studies at Kwantlen or other institutions The program also uses someexisting computer courses from CISY and BTECH IT The program is also expected to have articulation with relatedprograms of other colleges and universities

9 How will the program include Prior Learning Assessment PLA and modularization

PLA using various assessment methods including proof of relevant work experience written test oral test or amix of more than one method is applied on a coursebycourse basis

F Outcomes

1 What is the nature of the work or further education that students are being prepared forThe program prepares students to pursue one of the following IT jobs programmers software engineerssoftware consultant trainees or media developers Graduate may also pursue jobs in the field of system analysisand quality assurance QA analysis With years of working experience graduates can work comfortably for jobsat the management level including project leaders project managers QA managers senior system analysts andsenior software consultants

The program awards students with Bachelor of Science in Computer Science degree upon graduation It preparesstudents the requirements to pursue advanced computer science or related degrees including Master of Science inComputer Science

2 What other individual or societal benefits can be expected from offering the program or fromgraduates

Since students of the program are trained with career and research focuses they earn both theoretical knowledgeand practical skills and can work independently and proactively upon graduation Organizations that hiregraduates of the program will find them productive with minimum training requirements Institutions that acceptgraduates of the program to their graduate programs will find the graduates having potential to conduct researchactivities with minimum guidance

3 Include labor market data that shows a demand for this type of graduateIncreasing global competition is the major cause for employment growth for computer programmers andsoftware engineers worldwide According to Workfutures BCwwwworkfturesbccaIT sector in BC as wellas across Canada is experiencing shortages of skilled programmers and software engineers even there areuniversities and colleges offering bachelorsdegrees in computing science or related BC STATS also reportedin 2002 that High Tech sector which highly demands IT workers has an increase in employment rate by 52while employment in all industries grew only 14 According to Software Human Resource Council SHRC atwwwshrccasAnalysis of The Labour Force Survey LFS Data for the IT Occupations report Dec 2002more than threequarters of IT workers having attained a post secondary degree Software engineers areparticularly highly educated with almost 90 percent having a post secondary degree The Canadian OccupationProjection System COPS projects employment in IT in BC to have additional 24000 new jobs createdbetween 1998 2008 Onethird of these new IT jobs are related to programming sof engineering and mediadevelopment As a result there is a strong demand in BC and across Canada for graduates of the program

4 Will this program allow students to continue into further study or other educational programs Descriladdering bridging or post credential continuation of education

At Kwantlen students can use the earned credits from the program to pursue other programs including CISYdiploma BTECH IT and other science programs The earned credits may be considered as credits towards thecore or noncore requirements of other programs With a high quality program structure the program will havearticulation agreements with other post secondary institutions Such articulation agreements will allow studentstransfer their studies between Kwantlen college and other postsecondary institutions

A number of IT practitioners have been consulted About 30 surveys have been collected from IT practitioners oforganizations including SFU Acrolnfo Boeing ACCPAC IBM Crystal Decisions WebCT RaytheonNokia and HK Bank of Canada All shows strong support for developing a computer science degree at Kwantlenand have given valuable inputs The results of the survey are summarized as

The program applicants must possess very good to excellent knowledge in Mathematics averageknowledge of English and average to good knowledge of computer operation

There isnt a consensus on the program delivery methods full time parttime evening weekend nor on thedelivery modes classroom online mix

Out of the core subject proposed by ACM Association for Computing Machinery and IEEE the top fivesubjects that IT practitioners found most valuable are software engineering programming discretestructures algorithm and complexity and information management not in ranked order

Out of the mathematics subjects the top three that are found most valuable are discrete mathematicsstatistics and symbolic logic

Out of the noncore electives the top five that are found most valuable arc business economic psychologyphilosophy and arts visual or performing

Currently lowerdivision courses in the AA and diploma programs allow for parttime evening weekend and online delivery We envision the same options being available for upper division offerings when the program reachesmaturity During the early years it is unlikely that the number of sections available for upper division offeringswill allow the degree of flexibility found in our 2year programs Clearly parttime delivery will be available fromthe outset Courses will also be available in the evenings and during the summer semester

The program will allow multiple laddering and bridging opportunities See Appendix F Students entering theprogram can complete any portion of the first two years at no fewer than seven institutions within BritishColumbia Credit may also be granted for work experience through PLA Contingent upon KUC policy it may alsobe possible to enter the program for the final year alone Although it is likely that some qualifying courses wouldbe required in this case the flexible structure of the final year should allow most final year transfer students tocomplete within one calendar year

Graduates of the program will have a number of options as well see Appendix F

The program will target students from a variety of backgrounds The range of entry points into the program willallow great flexibility in the completion of lower division requirements making it accessible to students with a widerange of academic and employment backgrounds We anticipate that students from all of the seven institutionscurrently offering criminology diplomas will recognize some of the unique characteristics of the CommunityCriminal Justice program Persons already employed in public private and voluntary community agencies will seethe program management option as particularly relevant in advancing their carter

2 How will the program address equity by decreasing systemic barriers Is this type of programtraditionally or historically underrepresented in specific cohort groups eg gender andor ageimbalance First Nations How will the program address these issues

As an institution Kwantlen has historically provided unrivalled opportunities to under serviced communitiessouth of the Fraser River The recognition and support of our communities diversity is continuing to evolvewith the development of First Year Experience FYE programs supporting a range of groups including FirstNations As a department Criminology has contributed to these achievements A FYE course for criminologystudents is in development and our diploma and Associate of Arts programs provide opportunities to studentsfrom a wide range of backgrounds In particular North and South Asian students have been well representedAgain in general terms the increased emphasis on post secondary qualifications for police and correctionalagencies has arisen alongside the increased gender and ethnic diversity in these professions The proposeddegree would provide one more accessible route for citizens outside the traditional recruitment profile to attainthe requirements for entry to or advancement in their chosen career or for further academic studies

E Program Description

1 Provide a broad description of the program content

During the last three decades communitybased responses to crime have garnered widespread attention Policiesfocusing on the potential of communities to respond to crime conflict and exploitation have impacted policingdispute resolution and corrections This unique program studies crime and justice within the larger communitycontext Building on the existing two year criminology Associate degree and diploma at Kwantlen the corecurriculum includes third and fourth year courses that investigate the wide and varying ways in which thestructural cultural and institutional components of communities impact and are affected by crime anddelinquency The impact of these components on the policies and operations of law enforcement judicialcorrectional and non governmental agencies are also examined Emphasis is placed on knowledge and analyticalskills development and their application to community problem solving through interactive and participatorylearning within and beyond the classroom setting In addition to the recognized benefits of an undergraduateCriminology degree The Bachelor of Arts in Community Criminal Justice will provide students with a uniquefocus on issues and skills relevant to criminal justice practice in todayscommunities

Students entering the program with an Associate of Arts in Criminology will need one 3 or 4 yr LBED courseOthers must have 18 credits of LBED up to 6 of which might come from Criminology courses At presentLiberal education credits and candidates for noncore support courses may include any of the courses inAppendix E

While traditional learning approaches will be utilized throughout the program the third and fourth years willincreasingly involve students in community agencies community issues and advocacy and communitybasedresearch both within and outside of the classroom setting Students will gain proficiency in using a variety ofresearch tools including computer based quantitative and qualitative research as well as basic conferencingskills In the final year students will work with community groups and agencies on a two semester project orpracticum under faculty supervision

The program has specifically been developed to address emerging employment opportunities in criminal justiceand community service agencies in the private and non profit sectors As they move through the programstudents will have opportunities to apply their knowledge skills and techniques in realworld settings Kwantlenhas a number of resources that provide tangible assistance for students including Career and Academic Successcourses FYE courses and learning centres

The program will be unique in its focus on communitybased justice research and instruction Students willcomplete a twosemester project or practicum placement under the supervision of a faculty member It will alsoinclude a stream of study with recommended electives that will specifically prepare students for programmanagement positions within private and voluntary community agencies See appendix E This stream may alsobe useful for students interested in supervisory positions in larger public or private agencies

8 Explain how this program relates to the existing or proposed programs at Kwantlen UniversityCollege and other institutions

The program will draw upon existing expertise in a variety of disciplinary areas to fill elective requirements It isanticipated that students will draw from courses in business journalism philosophy political sciencepsychology sociology and likely a number of other disciplines We have had informal discussions with SteveDooley of the Sociology Dept and we see many synergies between their present and projected course offeringsand our proposed program Students will have a wide variety of choices for bridging and laddering with otherinstitutions offering criminology related degrees Our existing lower division courses will continue to allowstudents to achieve an Associate of Arts degree useful for transfer to related degree programs at Simon FraserUniversity University College of the Fraser Valley and Malaspina University College Similarly studentscompleting the first two or three years of related programs at any of these institutions along with the diplomaprograms at Douglas College and Camosun College should qualify for transfer to our proposed degree program

The BA in Community Criminal Justice will offer laddering options for the proposed twoyear paralegalprogram The developers have met with Pant Galea to discuss options In addition some students may beinterested in bridging to the proposed Bachelor of Applied Arts in Security Management

9 How will the program include Prior Learning Assessment PLA and modularization

PLA will be available consistent with existing policies

Each course will function as a nodule allowing students to proceed at their own pace While the cohort structurewill initially present some limitations two strategies should allow parttime students to efficiently complete thecourse First the program will be flexible with regard to pre requisites All but one of the 3 year courses willhave lowerdivision pre requirements Second at least two upper division courses in addition to theprojectpracticum course will be offered each summer

Students will have a highly developed sense of citizenship and a broad multicultural perspective ondisenfranchisement marginalization and other causes of crime They will have an entrepreneurial and localapproach to developing well founded responses to crime They will promote the values of systematic ethicalresearch and consensus building

Criminal justice is generally considered a growth area Increasing populations populations of young peoplerapidly changing labour markets and greater densities will tend to produce increasing crime rates which in turnprovides incentive for both public and private funds being devoted to crime and justice See Appendix CMoreover the most consistent recommendation in all areas of criminal justice is the need to develop communitybased programs and solutions However there are few programs that offer a coherent program in the basicsnecessary for community building and program delivery

4 Will this program allow students to continue into further study or other educational programsDescribe Iaddering bridging or post credential continuation of education

This program will allow students to do graduate work It will be available to students who have completed thetwo year diploma and the proposed twoyear paralegal program to attain a degree in criminology

It is expected that the program will allow for entry into graduate programs in criminology particularly theMasters program at Simon Fraser University the proposed Applied MA at the University College of the FraserValley and programs in other provinces Other options for graduates include a range of preemploymentprograms offered by the JIBC in particular their Corrections and Community Justice Division Programs and theBachelor of Technology in Forensic Investigation offered by BCIT

What expertise equipment facilities and library resources will the program require to support studentlearning Ensure that any required new resources in these areas are identified in the Costs section below

Library holdings will need to be upgraded to support upper division courses This will likely require newperiodical subscriptions both hard and electroniccopy and expanded monograph holdings We have receiveda detailed assessment from the DPAC liaison librarian and incorporated it into this document The program willresult in increased demand for general computing labs Faculty expertise will be extended by two hiringsprojected for launch The program should also have access to a coop or practicum coordinator although thiscould initially be shared with a related degree program A coordinator with specific skills and dedicated time willpresent a professional image to our community partners and will more effective and cost efficient than relianceon teaching faculty

People with 2 year community college career program in protection and correction services earn the averagesalary for all community college graduates but were the highest paid cc graduates in social sciences andservices After five years they earned 15 above the average for all community college graduates

These people also were wellrepresented in the labour force after two years 97 were employed lowestrate of unemployment in social sciences and services The national outlook for graduates to 2004 is rated asfair based on recent unemployment rates The protection sector of the economy is expected to grow stronglyover the 19992004 period
