7 Possible change of meeting datesThe Chair brought forward the possibility of changing the DPAC meeting date to ease the burden repreparation for those who have to attend meetings of Education Council its curriculumsubcommitteeand DPAC as they currently fall within three days of the same week The suggestion is to move DPAC tothe week before Education Council or the 4 week of the month which would give program developersan additional week to prepare for presentation to Education Council following DPAC feedback Dana willconsult with Gerry Lengert who will be bringing forward a number of program concepts in Novemberand December re how such a move might affect his area and will recommend a suitable date for the newmeeting dates accordingly Agreement by consensus

8 Change in Mandate to include representation from RegistrarsOfficeThe Office of the Registrar has expressed a desire to have representation on DPAC agreement byconsensus

Our target students will be sixteen years of age and up any gender They may have already started education in thisarea through high school programs It is also possible that they will be working in industry either with or withoutcurrent trades certification at various levels and who wish to upgrade their qualification for advanced positionsThey may start the program with no work related background but with a strong interest in this area Students mayalso ladder into this program from high school with advanced credits through the Secondary School ApprenticeshipProgram or through the Career Technical ConsortiumEfforts will be made to encourage females to participate in a traditionally male dominated tradeStudents in this program are required to demonstrate the ability to perform a variety of cognitive emotional andpsychomotor skills safely and knowledgably Students with disabilities will contact the coordinator to discuss therequired skills and competencies and ensure that accommodation can be made

This program offers the skills and knowledges needed to meet the upcoming technological and human challenges inthe many facets of the Mechanical Technology Industry The program blends science and technology to preparegraduates for these challenges Students will acquire the technical and hand skills required to work in the trade as wellas the supervisory management and engineering skills needed to move into administrative positions in industryThe intention of the prograni is to offer multiple entry and exit points that meet individual student needs enablingRevised April 02

them to muse into suitable employment with the appropriate Citation Certificate Diploma or Degree credentialStudents who obtain a lower credential will be able to continue to increase their knowledge and skills through ongoingstudies either on a pan time basis or return to college full tuneIt is anticipated that approximately 50 of the degree content will be practical mechanical trades technology courses30 general business or science or engineering courses and 20 in liberal education

Instructional strategies will include lectures small and full group discussion sessions team assignmentsindividualized learning environments practical demonstrations handson training group work structured projectsindividual demonstration of technical skills and co op placements Student learning is managed through acomprehensive computerized Training Management System TMS that enables students to independently access andwork through modules see appendix I

Outline anticipated requirements for equipment specialized space etc

A local computer network is required with student and instructor stations for the delivery and function of the TrainingManagement System Access to a library for research and audio visual lessons and a well stocked bookstore arenecessary requirements The teaching shop must meet specific requirements to create a learning environment that willprepare people for the industry conditions that they will be working in The shop requires a wide range ofmachinetools benches electrical systems air systems and standard hygiene requirements such as lockers and wash stationsAdditional labs in fluid power metallurgy and metrology are required to enhance teaming and participation Inaddition provision must be made for accessible covered storage of expensive heavy industrial equipment and toolstorage that is lockable and secure

This program offers flexibility with a multi level entranceexit program with built in articulation transfer credit andPLA at every level culminating an accreditation for a Degree in Mechanical Technology The transferable creditswould be valuable to entrylevel students journeyed tradespeople business degree students and engineering studentsHigh school students in grades 11 and 12 have an opportunity to begin studies in the millwrightmachinist area and 10do come of theirc KUC This allows thestmlneto use credit from Ktftheir high school graduation at the same time as they are completing the requirements for the Millwright Citation andCertificate See appendix p2 Students will also be able to complete college level courses in the high school setting foradvanced standing after graduationThe instructional methodologies and the full use of a computerized Training Management System that incorporatestesting multimedia instruction and student self management provides a unique learning experience to the studentpreparing then for employment in an industry that is increasingly computerizedThis program provides a bridge between apprenticeship technical training and various levels of credentialing Becausethe program is based on the National Occupational Analysis students after working for six years in the occupationwould qualify to write the Inter provincial Trades Qualification Red Seal Exam Students will have the opportunity tofront end apprenticeship technical training or complete each level as desiredCoop placements are part of each of the years of the degree

Explain how this program relates to the existing or proposed programs at Kwantlen University College andother institutions

This program follows Kwantlen University Collegestwentyyear education plan as it is being developed It will be anintegral part of die new Cloverdale campus with its focus on trades and technology It also matches the direction thathas been proposed for Kwantlen University College in the Trades division by the BC Ministry of Advanced EducationAt the degree level students will have access to Science and Liberal Studies courses There are many options forcurrent students at Kwantlen in the Sciences and Business to enhance their studies and credentials through handsonexperience This program will allow graduates of other post secondary institutions these opportunities througharticulation and transfer Those who have teamed on the job will have opportunities for Prior Learning Assessment

E Outcomes

What is the nature of the work that students are being prepared forThe graduate from the citation will be ready for employment as an entrylevel apprentice in the millwright machinistand other related trades Graduates with the Certificate may obtain employment as level two or three apprenticemillwright or industrial mechanic or industrial technician or in industrial sales Graduates with a diploma will have theknowledge for intermediate supervisory positions such as lead hand foreman etc The degree graduate may become amaintenance manager quality control supervisor or one of numerous higher level supervisor or junior managementpositions The potential to work as a consultant or become a business owner is also high

On an individual basis this program vitt benefit the student and graduates through providing them with not only jobready skills but also with a life long career path that is openended and will allow bridging to many industry sectorsand laddering to graduate education Completing this degree allows individuals to reach their own personal highestlevel of achievement with no educational barriers

Societywide we are facing a rising shortage of trades workers right across North America as the current baby boomergeneration is reaching retirement age There is a deficit in the numbers of skilled workers compared to the number ofjob openings This program will benefit society through uptodate training to fill these shortagesStudents currently in the K12 system will benefit as the new directions from the Ministry of Education and the newgraduation requirements are implemented placing an emphasis on trades and applied programsThis credential is also a good fit with Canadas Innovation Strategy CIS which states in Knowledge matters Skillsand Learning for Canadians that we must ensure that all qualified Canadians have access to high quality postsecondary education and that Canadas current and emerging workforce is more highly skilled and adaptable

TMS is a comprehensive system that organises and manages the multimediamodules that you produce The system enables trainees to independently accessand work through the modules while invisibly and painlessly collecting theinformation and results that you need

The Training Management System TMS does all of this for you and frees youfrom the routine administrative tasks TMS enables you to

structure and define multimedia and mixed media courses of studyallocate multimedia based courses to individuals and groups of studentsprovide flexible access to multimedia based coursesdefine prerequisites for studyrecord and store results information

The results of any AUTHORTT multimedia assessment modules are automaticallyscored and stored by TMS Results can be readily sorted and viewed by teachersand instructors Within an assessment module you can specify weighted scorespass mark and choose from a range of grading schemes If you wish you canautomatically print certificates of achievement upon a studentssuccessfulcompletion of a module

In addition you can record the results of all forms of training including workshops andlectures within TMS

Run reports on learner progress

This is an industry driven program that offers core competencies and specialized training that will prepare individualsfor careers in the electrical industry The graduate will be ready for employment as a level two apprentice in the tradeof Power Line Technician in British Columbia The graduates will be prepared to install and maintain electricaldistribution and transmission systems This involves erecting and maintaining steel wood and concrete poles towersand guy wires and splicing soldering and insulating conductors and related wiring to connect power distribution andtransmission networks They inspect and test overhead and underground power lines and auxiliary equipment As wellthey install and maintain street lighting systems

What other individual or societal benefits can be expected

The increase in Construction in the province of British Columbia has meant that there is an increase in the demand forPainting and Decorating COPS projects that there will be a total of3840 openings including new and replacementJobs in the classification Other construction into which this occupation falls Almost three quarters of these openingswill result from workers retiring comprising2310 job openings The remaining 1530 openings will be newly createdjobs Within this group painters and decorators make up about half of the workers and are expected to have about 47or 1800 of the job openingsCOPS also projects that about 780 new jobs in the drywall finishing area will be created between 1998 and 2008Because of the large size of this occupational group there will still be a large number of openings due to retiringworkers despite the lower growth rate The age structure of these workers means that there will be almost four timesas many job opportunities resulting from a high number of retirements About 3030 replacement jobs are expected tobecome available as workers retire for a total of over3800 job openings between 1998 and 2008Information from Work Futures at httpwwwworkfuturesbcca

There is a growing body of evidence regarding the shortage of skilled workers in British Columbia Reports entitledEnsuring a Skilled Workforce in British Columbia ITAC March 2001 calls on labour and business to address skillshortages The report was prepared to stimulate dialogue and joint action on addressing trades and technical skillshortages in BC and ensure the expected 700000 new job openings between 1998 and 2008 we filledIbidExecutive SummaryAnother ITAC report is it noted that Trades that have attracted a substantial number of new registrations between 1997and 1999 were Architectural Sheet Metal Worker from 8 to 27 Floor Covering Installer from 20 to 42 PainterDecorator from 69 to 120 and Lather from 74 to 121 Apprenticeship and Occupational Trends 2001In another report Sheet Metal and Roofing Human Resources Analysis prepared by ARA Consulting Group Inc forthe Sheet Metal and Roofing Trades National Sector January 1998 provides a detailed analysis of this sector of theconstruction industry Some of the key findings and recommendations from this report include

The workforce has a higher concentration of young people than other trades but the demographic trends arereducing the population recruits This might lead to a modest decline in the number of workers available in 2005Initiatives are needed to attract new and retain aging workersTraining needs to grow steadily throughout the next ten years There is a significant need to rebuild the ranks ofyounger workers with modern skills to avoid limited shortages in the next ten to fifteen yearsEnsure an appropriate breadth of training in apprenticeshipEncourage open access to the trade by designated groups women aboriginals handicapped visible minoritiesand others

In order to incorporate the Liberal Education Sub Committee Approved Recommendations forthe degree programs for Fall 2003 a motion to amend the English requirement was approvedthe Curriculum Committee of the Applied Design and Communications division for the followingprograms

Bachelor of Applied Design in Fashion Design and TechnologyDiploma of Associate in Fashion Design and TechnologyFashion Marketing Certificate shares courses with the Diploma and DegreeBachelor of Applied JournalismDiploma in Journalism

It will now read the same as the pre requisite requirements of ENGL 1100

Applicants must have proof of an English 12 B or English 1099 or ABEE 0091 or PSPE1091 or Kwantlen English Placement Test placement or an LPI Essay score of 30 orhigher or EASL 0085 0040 B

ITAC SECTOR PROFILE METAL TRADES

APPRENTICESHIP TRENDS

ITAC sponsors six 6 programs for metal trades Program length ranges from two to four yearsThese trades have a longstanding tradition in apprenticeship training

Training in these programs is rigorous Metal Fabricator trade requires a minimum of six years ofexperience in the trade to be eligible for examination Welder certification Level A may be obtainedby the completion of apprenticeship program 3 years or modular training programs in collegesBoilermaker and Ironworker apprenticeship programs require the completion of Entry Level TradesTraining programs in colleges

Participation in metal trades programs has been stable at around 4 of total registrations each yearover the last ten years At the 1999 yearend there were 613 registered apprentices up from 601 in1997

Popular programs in this group are Metal Fabricators 289 apprentices at the 1999 yearendBoilermakers 141 Level A Welders 92 and Ironworkers 84

In 1999 the metal trades programs attracted 183 new registrations The Metal Fabricator programalone attracted 92 new apprentices accounting for 50 of the new apprentices in the metal trades

In terms of training and the level of job aptitude required metal trades are substantially similar toindustrial mechanic and mechanical trades The volume of registrations in metal trades 613 in 1999is however substantially smaller than those in industrial mechanic trades 917 and mechanicaltrades 956 Apprentices in metal trades account for 4 of the 1998 employment in the trades

Employment in broadly defined metal trades listed below is estimated at 14590 for 1998 Thisis a large workforce compared to the workforce in mechanical9750 and industrial mechanic7990 trades

Those working in Welding were most numerous estimated at8960 in1998 Tradeworkers inStructural Metal and Platework Fabrication and Sheet Metal work were estimated at2240 and1940 respectively

In terms of age profile this sector is younger than Industrial Mechanic and Mechanical tradessectors The percentage of mature workers age 50 and older in the trades workforce is in the24 34 range lower than the 40 range observed in Industrial Mechanic and Mechanicaltrades and lower than 31 prevailing in the overall labour market

Despite the relatively young age profile this sector is projected to lose 3 240 tradeworkersbetween 1998 and 2008 This attrition indicates a loss of 20 of the 1998 employment in thetrades by 2008

The welding trade alone is projected to lose 1 820 skilled workers between 1998 and 2008

For the trades below total job openings from both attrition and industry growth between 1998and 2008 are projected at4810 This represents 33 from the 1998 employment which ismarginally lower than 38 projected marketwide

Vigorous job growth is expected in Structural Metal and Platework Fabrication 930 openingsor 41 of the 1998 employment and Sheet Metal Work 830 openings or 43 of the 1998employment In Welding 2660 job openings are expected to arise between 1998 and 2008
