    Property Developers Suffer aSetback in Efforts to Al lowForeigners to Own Land in Baliand the Rest of Indonesia.

    Both the New York Timesand Jakarta Globe have storiesannouncing that the hopes of realestate developers for a significant

    liberalization of rules for foreignproperty ownership in Bali have beendashed by the failure of thegovernment to deliver a promisedmassive revamp of the rules.

    Bagus Adikusumo of ColliersInternational Indonesia said: "We allthought they were ready to go for it.But then it didn't happen."

    Rules specifically prohibitingforeign ownership of freehold titleand constitutional limits in support ofthose rules remain very much inplace. As a result, foreigners wishingto buy property in Bali and the rest ofIndonesia resort to proxy andnominee legal constructs that are,

    s t r i c t l y speak ing, in d i rec tcontravention of the laws of theRepublic. Complicating mattersfurther, the irrevocable powers ofattorney and loan agreements usedby foreigners to secure theirprecarious claim on Indonesianproperty also stand on shaky legalfooting.

    There is apparently a largelegal tug-of-war being waged inJ a k a r t a b e t w e e n p r o p e r t ydevelopers eager to tap into a hugepotential market of foreign propertypurchasers and nationalists intent onkeeping the status quo. Thoseseeking change may have to contentthemselves with a revision of the

    ru l es a l l ow i ng "au t om a t i c "extensions to the current maximum25-year lease period. And, even ifsuch extensions are approved, theyface the eventual risk of beingr e j e c t e d b y I n d o n e s i a ' sConstitutional Court, repeating an

    earlier attempt to grant leaseextensions for foreigners which wasrejected by the Courts in 2007.

    Describing the confusionover efforts to change rules forforeign property ownership, one localobserver of the real estate scene inBali said, "It's dj vu all over again."

    Adikusumo said, "I think theybacked off first for nationalisticreasons, then secondly, because offears that opening up the market toforeigners would favor luxury house

    construction at the expense of low-cost mass housing. They will alsohave to make major changes in thelaw, even perhaps the Constitution,which would take quite a while topush through Parliament.

    very high price paid by private birdcollectors.Many concerned individuals

    and organizations work hard to helppreserve and protect the remainingBali Starlings living wild. TamanSafari Indonesia in association withthe Association for the Preservationof the Curik Bali (APCB) are leadingthese efforts. Last year, the thenreigning Forestry Minister, M.S.Kaban, and the APCB released 34starlings into the West Bali NationalPark. The released birds were raised

    in captivity by members ofthe ACPB, the Yokohama Zoo andTaman Safari Indonesia.

    The chairman of the ACPB,Toni Sumampau, quoted in the BaliPost, said the released starlingscame from breeding programs at theTaman Safari Indonesia, YokohamaZoo and the West Bali National Park.There is currently another breedingcenter in operation at Nusa Penidaisland, located just a short distanceoff Bali's southern coast.

    The Bali Safari and MarinePark - a subsidiary of Taman SafariIndonesia, plays an active part in theefforts of ACPB to protect andpreserve the Bali Starling. This year,8 Bali Starlings have been hatched atthe Bali facility. Those visiting the BaliSafari and Marine park can see theBali Starlings in the Barong Lobbyarea of the Fresh Water Aquarium.

    An astronomer says a brightspiralling light spotted in the skyby people across eastern Australiawas probably a satellite, spacejunk or a rocket.

    The UFO was seen movingthrough the sky just beforeSaturday's sunrise in New SouthWales, Queensland and the ACT.

    ABC News Online has

    received dozens of emails, picturesand videos from those who claim tohave witnessed the huge white light.

    Some described it as a"lollipop-type swirl". Others say ithovered for a while before graduallymoving in an eastern direction until itwas out of sight. Those who saw theobject say photos do not reflect howlarge it actually was.

    Geoffrey Whyatt from theSydney Observatory says it wasprobably a satellite, space junk or arocket.

    "The fact that you've got therotation, the spiral effect, is veryreminiscent of the much widelyreported sightings from Norway andRussia last year, which both turnedout to be a Bulava missile which wasbeing adjusted in its orbit," he said.

    "So possibly a rocket, I wouldsay, having some sort of gyroscopicstability rocket fired on its side."

    Mr Whyatt says it is a rarephenomenon.

    "The first I saw of the spiralswas last year when they werereported in Norway and then a fewdays later in Russia," he said.

    "The Norway one was veryspectacu lar because of i t ssymmetrical appearance.

    "But the one this morningand the one in Russia bear a strikingsimilarity of being the same effectsfrom a rocket trying to be contro lled oradjusted."

    A privately-owned rocketlaunched from Cape Canaveral inFlorida on its first test flight isbelieved to be responsible.

    But Doug Moffett from UFOResearch NSW says he has a fewproblems with this theory.

    "Firstly, the time of thelaunch was 18.45 GMT, whichtranslates to 4.45am EST, theduration of the flight was 9 minutes 38

    seconds - this is a full hourbefore the reported sightings," hesaid.

    "Secondly, where was theglow from the boosters or from thefriction created by the craft movingthrough the atmosphere, where wasthe tail of the rocket?

    "Thirdly, why would anyonelaunch a rocket on a maiden test flight

    with a trajectory that would take itover the most heavily populated partsof Australia?

    "And how big must thisrocket have been to be seen soclearly, at the same time, over such avast distance?"

    'Like a bright star'Canberra resident James

    Butcher says he was driving homefrom a night out with his brother whenthey spotted the "strange spiral lightin the sky".

    "It had a distinct brightcentre, much like a bright star,indicating an object shedding lighttrails, spiralling and fattening out fromit," he said.

    "The effect lasted only two orthree m inutes , mov ing anddescending quickly out of view.

    "The colour was yellowishbut this may have been blurred andtinted by the morning fog."

    Wollongong man EddieWise says he also saw the lightduring his morning walk just before6:00am.

    He says he has never seenanything like it.

    "It was like a yellowish,greenish light with a light spiralaround it," he said.

    "It sort of moved around,bobbed up and down and then it wentbehind a cloud.

    "I'm just amazed. I want toknow what it was."

    A caller to the ABC, Robyn,says she saw the phenomenon fromher home on Sydney's north shorejust before 6:00am.

    She says it was over withintwo minutes.

    "There was this white light upin the sky like a huge revolvingmoon," Robyn said.

    "At first I thought it was themoon but it was travelling so fast,

    and twirling as it went."It was just amazing and to

    be quite frank, I was quite frightenedand my heart's still pounding."

    'Lollipop-type swirl'A number of people from

    Morayfield and Caboolture inQueensland have reported that theytoo saw a white light in the sky about5:50am.

    "It was just the one light. I justcame home from my walk and Ihappened to look up in the sky, andhere it was racing across the sky,"Linda told 612 ABC Brisbane.

    "I bashed on the window formy husband to have a look and heflew out.

    "It was spectacular."Linda described the light as

    like a lollipop swirl.She says the light came from

    the west and was headed east, out tosea.

    "It was just unreal. Therewas a cloud in the sky - just this lightwith a swirl in the middle," she said.

    Peter, from Balmoral, sayshe saw the light while he was on aferry terminal on the Brisbane River.

    "It certainly had that lollipop-type swirl ... but it was travelling lowand fairly fast, and as it went past meand I looked up, it looked like a row oflights, maybe four lights," he said.

    Denise, at Pine Mountain,told ABC radio in Brisbane that shesaw the lights shortly before 6:00am.

    "I got up at about 5:45 to letmy horse out of his stable ... and I sawthis coming from a north-westdirection towards the south-east,"she said.

    "There was no noise. It waslike bands of ribbon coming out of itand it looked like it was comingthrough a cloud, yet there were noclouds.

    happy. A terrific outcome in the

    footy last weekend with the teamthat counts the most, taking a well

    deserved win (Pies Ken Pies).

    This weekend also brings

    the Bali 9's masters Australian

    Rules football carnival played at

    t h e C a n g g u C l u b . T h e

    tournament starts on Friday

    afternoon, with Saturday being a

    complete day of match's by teamsfrom all over the world. The grand

    final will be held under lights on

    Saturday night. The last two years

    has been won by the Darwin

    Waratahs who are proudly

    sponsored by the Kuta Weekly

    and Kuta Townhouses luxury

    Apartments. Should be a good

    weekend and if you can manageto drag yourselves away from

    your comfort zone, I'm sure you

    will have a great day, as you are

    all welcome to the Kuta Weekly,

    Waratahs marquis at the Cunggu

    Club. I will mention the waratahs

    after party, hopefully celebrating

    the hat trick, This is being held atKuta Townhouses on Sundayafternoon and I suggest it will be a

    good afternoon with a few cold

    beers around the pool.

    Have you noticed things

    on the island are slowly

    changing??? I remember many

    years ago seeing piles of rubbish

    on the road side and every few

    days when the rats had eaten

    their fill a smelly old truck would

    turn up and remove the piles.

    Nowadays the use of bins has

    replaced the rogue piles and a

    very efficient waste management

    system is evident and in place

    compared to 15 years ago. Thesedays the amount of things that are

    recycled on the island fascinates

    me. The locals could probably

    teach us thing or two in Australia. I

    see people collecting anything

    metal while walking around Kuta

    checking bins with a sack over

    their back. The same thing with

    plastic bottles, Paper, ally cans,empty beer bottles etc etc.

    I remember one time

    seeing a fellow which clearly had

    a big find of cardboard boxes in

    the course of his day, which he

    had broken down and stackedinto a huge pile, with the only

    method of transporting these to

    the recycle station for some cashbeing his old clapped out

    pushbike. I sat opposite in a

    warong enjoying a local coffee

    and watched as the fellow

    somehow tied the bike to the

    stack on the ground then lifted the

    bike up and rode off. I rekn he had

    gotten about ten metres and the

    pile has slipped off the pushy. Iwatched him for another 10

    minutes as he strapped the loadon with a little more twine then

    lifted the bike up and went on his

    way. He was very determined

    and no way was he leaving his

    catch. Twas funny to watch.

    I think it's a great credit to

    the Balinese people how they try

    as best they possibly can tomanage the island we all enjoy so

    much. With more than two million

    people expected to visit this year I

    just wish they could work out

    something with the traffic jams.

    These I find, are the worst

    inconvenience, amongst other

    rudimentary things like power and

    water supplies (please help me

    pull my tongue from my cheek). Itreally is up to all of us to try and

    help with the recycling and reduce

    our carbon footprint as it all makes

    a difference, as easy as it is to turn

    the tap off while you scrub your

    fangs, or use the hotel towel twice

    instead of sending it out to be

    washed is all we need to do.

    about a new bar owner up here

    who is selling the cheapest

    bintang I have seen since the

    increase. It's one of the oldfavouri te pubs which has

    completely reinvented its self, and

    I reckon a heap of the expats willstart patronizing the place once

    Aussies chase naked snorkelling record

    But tomorrow, beachbums will be the real thing, theTownsville Bulletin reports.

    About 200 people willattempt to break the world record

    for the largest gathering of nudesnorkellers.

    Base Backpackers isorganising the event at Nelly Baybeach as part of Magnetic Island

    R o t a r y W o r l dO c e a n D a y , a ninternationally celebratedconservation project.

    Base Backpackerbar manager Will Greggsaid it was for a goodcause.

    ''It's beautiful in the

    water, there are no stingers(and) we will have surflifesavers on for safety,'' hesaid.

    A registration glitchmeant the attempt could

    not be regarded as an officialGuinness World Record tilt, butthose taking part would regard ita s a r e c o r d - b r e a k i n gachievement.

    ''There is a record forskinny dipping, but not for this,'' hesaid.

    ''We will be in the water forabout half an hour.

    ''It kicks off at 2 and it's assimple as people walking in thewater in their birthday suits.''

    Mr Gregg said police wereaware of the effort and there had

    been no objections.He compared the event to

    the 5000 people who posednaked on the steps of SydneyOpera House for a photo by artistSpencer Tunick in March.

    It's the second time theisland has hosted World OceanDay, an event aimed at cleaning

    every beach around the world.The event begins at Alma

    Giant burger puts the bite into world record

    IT TOOK 120 eggs to h oldit together and four burlymen to flip it, but aSydney cafe has set arecord by making theworld's largest burger.

    The whopping beef

    burger cooked up atAmbrosia On The Spot, inSydney's Randwick, tippedthe scales at 95.5kg, makingit the largest ever created.

    The previous recordwas held by an 84kg burgermade in the US.

    Owner Joe El-Ajouzsaid the burger would not bea regular feature on thecafe's menu, considering ittook him almost 24 hours tocreate and three months toplan, but he was delighted withthe results.

    "I've always wanted to

    break a world record andthis is a bit of fun and a

    marketing tool to get people in

    talking," Mr El-Ajouzsaid.

    The burger required81kg of mince, 120 eggs, 16tomatoes, 120 cheeseslices, 2kg of lettuce, 21kg ofbread and half a kilo of

    barbecue sauce.Mr El-Ajouz's wifeIman said the trickiest partwas flipping the patty, whichtook 12 hours to cookthrough.

    Once the meat wascooked, the burger waslovingly assembled by thecafe's staff, then put ondisplay.

    Last night, it wasbeing cut up for staff andsupporters to sample.

    The animalwas spotted at atraffic intersection inPalm Harbour, onFlorida's east coast,a n d c a u s e dmotorists to panic.

    "Maybe I bit off a littlemore than I could chew, but I

    device to rope the reptile'smouth, but the suspect refusedto cooperate.

    With the help of a formerdeputy, the officer threw araincoat over the alligator's head

    So far, so good. Plaudits allround for Garuda's decision to bothupgrade passenger service andcreate uniforms highlighting batik -the cherished textile tradition that isboth an art form and a massivehandicraft industry in Central Javaand other parts of the Republic.

    H o w e v e r , c i t i n gexpediency as an excuse, nationalpress reports say that instead ofusing original hand-made batik to

    costume their crew, the newuniforms would be made fromprinted batik-like materials churnedout in a modern textile factory.

    Plans to Build a Bali BridgeBetween Sanur and TanjungBenoa Hits a Ministerial Snag.

    Continuing efforts to build abridge linking Sanur-SeranganIsland-Tanjung Benoa have beendelivered a set back due to aregulation issued by the Minister ofTransportation, Freddy Numberi,stipulating that the minimum under-bridge clearance for the proposedcross-channel span is 44 meters.Current plans and costings for theBali project only provide for aclearance of 33 meters.

    Quoted in the Bali Post, the

    Chairman of Commission IIof Bali's Provincial House ofRepresentatives, Putu AgusSuradyana, said, "this means theMinister has defeated the project."

    While refusing to assignany hidden motives for theMinister's ruling, Suradyana saidhe will seek further clarification

    from the Minister's office. "Aclearance of 44 meters beneath top ro p o se d T a n ju n g Be n o aSerangan bridge is not inconformance with the master planof the Benoa Port supported by thegovernor's letter of January 21,2008, which also includes technicalconsiderations," explained thelegislator.

    The Bali head of theTransportation Department, MadeSanta, admitted that the realizationof the "short-cut" bridge connectionDenpasar with Tanjung Benoapresents many challenges in tryingto balance various competing

    12 children die duringbad luck ceremony

    Twelve Indonesi an children have died aftera suspension bridge collapsed as theywere taking part in a traditional ceremonyto dispel bad luck, a local official said.

    The accident took place in a remote villagein Aceh.

    "There were about 37 kids gatheredtogether on a wire-cable suspension bridge whenit collapsed and they fell into a river," district chiefIbnu Hasyim said.

    Twenty-five children were rescued withminor injuries but 12 others - all below the age of 12- were swept away in strong currents.

    The children were watching a ritualceremony to dispel misfortune after a measlesoutbreak in the area.

    The adults were throwing offerings in theform of chickens into the river when the bridgecollapsed, the official said.

    Bali's governor Made Mangku Pastika isurging hotels and restaurants in Bali to use localagricultural produce in the preparation of foodfor the island's visitors.

    Quoted by the national news agencyAntara, the head of the public relations

    department of the Bali Provincial Government, IKetut Teneng, said: "The utilization of local farmproducts is very import to supporting theprogram of revitalization of the agriculturalsector now underway by local government."Teneng said that the hundreds of starred hotelsand restaurants in Bali should use localagricultural products instead of imported goods.The purchase of local produce will prove vital inraising the standard of living of farmers whohave traditionally encountered problems inmarketing their outputs.

    Teneng continued, "governor Pastika, inhis efforts to revitalize agriculture, has alreadyurged farmer to use organic fertilizers in order tocreate products that are environmentally

    friendly." The governor has also promoted theplanting of high-quality seeds and the use oflabor-friendly technology, hoping that Bali'sfarmers will be able to generate produce of astandard that will meet local market demand.

    Teneng reminded that any revitalizationof Bali's agricultural sector requires the supportof several sectors of society, including thetourism industry, who can purchase localagricultural products for presentation to touristvisitors.

    Commenting separately, a leadingprofessor of agriculture at Bali's Udayana

    University, Professor Dr I Wayan Windia, saidthat Bali, as a fast-developing tourism destination, has areal opportunity to develop its agricultural, animalhusbandry and fisheries industries. Professor Windiaexplained that, while Bali was a small island, there is stillthe opportunity to create quality agricultural productswith a high economic value capable of improving theincome of people working outside the tourism sector. Headded that Bali was currently only achieving about 70%of its agricultural production potential.

    Windia went on to explain that despite thelimited amount of agricultural land available in Bali, thesubak traditional irrigation system is vital to maximizingthe island's farming potential. Similarly, the animalhusbandry sector presents great potential for meetingthe high demand for meat, milk and eggs products tofeed island residents and visiting tourists.

    According to Windia, these conditions representboth the challenges and the great opportunity inherentin maximizing Bali's agricultural sector.
