University to be held on Monday, the 21th April, 2014 at 3.30 p.m. in the Senate Hall,

2. To consider the action taken by the Vice-Chancellor in anticipation of the

approval of the Academic Council in approving the recommendations of the

Committee (as per Annexure pages 2(1)) regarding change of nomenclature of

degree course of B.Tech. (Computer Engg.) to B.Tech. (Computer Science & Engg.)

w.e.f. the session 2013-14.

STATEMENT OF THE CASE :

The Director UIET informed that AICTE has approved the B.Tech. (Computer Science & Engineering) course whereas UIET/ Institutes are running B.Tech.(Computer Engineering) instead of B.Tech.(Computer Science & Engineering). Therefore, it needs equivalency of B.Tech. (Computer Engineering) and B.Tech.(Computer Science & Engineering) in the academic interest of the old students who have done B.Tech. (Computer Engineering).

For considering the above proposal, following committee was constituted by the Vice-Chancellor :-

The Committee in its meeting held on 12.06.2013 recommended that nomenclature of the degree should be B.Tech. (Computer Science & Engineering) instead of B.Tech. (Computer Engineering) w.e.f. 2013-14. Further, the candidates who have already passed B.Tech. (Computer Engineering) degree and those who are presently doing this degree course be given a certificate to the effect that their degree of B.Tech. (Computer Engineering) is equivalent to B.Tech. (Computer Science & Engineering). The necessary amendments in the concerned Scheme of Examination may be got inserted accordingly.

Since the meeting of the Academic Council was not being held shortly and the recommendations also were to be implemented w.e.f. the session 2013-14 the Vice-Chancellor approved the above recommendations in anticipation approval of the Academic Council.

STATEMENT OF THE CASE : In terms of Clause-6 of Ordinance-III Printed at page 592 of K.U.

Calendar Volume-II the Academic Council is to appoint Committees, every year, to deal with all Unfair Means Cases (UMC) detected during examinations. The Vice-Chancellor constituted the seven such Committees. Two Appellate Committees and appointed additional teachers to complete the quorum, vide his orders dated 19.04.2012, in anticipation of approval of Academic Council, to decide the cases expeditiously. Hence, the above proposal.

5. To consider the action taken by the Vice-Chancellor in anticipation of

approval of the Academic Council in approving the recommendations of the

Committee as per Annexure Pages 5(1) regarding introduction of M.Phil.

(Sociology) course in the Dept. of Sociology w.e.f. the session 2013-14.

STATEMENT OF THE CASE : The Vice-Chancellor constituted a Committee to examine the proposal of the

Chairman, Dept. of Sociology for introduction of M.Phil. Sociology.

In the meeting held on 10.06.2013, the Chairperson, Dept. of Sociology informed the Committee that the Staff Council of the Dept. had recommended to start M.Phil. course with an intake of 10 students w.e.f. the session 2013-14. There is sufficient teaching faculty in the Dept. of Sociology to teach M.Phil. course. No additional funds are required for starting this course and the fees may be charged at par with other M.Phil. courses.

After detailed deliberation, the Committee made its recommendations as per Annexure Pages 5(1).

Since the meeting of the Academic Council was not being held shortly and the recommendations were to be implemented w.e.f. the session 2013-14, the Vice-Chancellor approved the above proposed in anticipation of the Academic Council.

Hence the above.

7. To consider the action taken by the Vice-Chancellor in anticipation of the

approval of the Academic Council in approving the recommendations of the

Committee as per Annexure Pages 7(1) regarding introduction of One Year

Certificate Course in Panjabi in the evening session in the Dept. of Panjabi w.e.f. the

session 2013-14.

STATEMENT OF THE CASE : The Vice-Chancellor constituted a Committee to examine the issue to start the

Certificate Course in Panjabi as resolved by the Academic Council vide Res. No. 28 dated 16.01.2013.

The Committee made the following recommendations as per Annexure Pages 7(1):-

“…….. One Year Certificate Course in Panjabi may be introduced in the evening session in the Dept. of Panjabi w.e.f. the session 2013-14 with an intake capacity of 40 seats. The minimum eligibility conditions for admission in the course will be 10+2 or its equivalent examination. Since no additional faculty and funds are required for this course, the normal fee may be charged from the students of Certificate Course in Panjabi at par with other One Year Certificate Courses being run by the University.”

Since the meeting of the Academic Council was not being held shortly and the recommendations were to be implemented w.e.f. the session 2013-14, the Vice-Chancellor took the above action.

Hence the above.

8. To consider the action taken by the Vice-Chancellor in anticipation of approval

of the Academic Council in adopting the guidelines for written examinations for

persons with disabilities received from UGC vide its letter No. F.6-2/2013 (SCT)

dated April, 2013 as per Annexure Pages 8(1-17) and consequential amendment in

Clause 2.2 of the Ordinance-II ‘Conduct of Examinations’- (G) Special Arrangements

for Amanuensis (Writer of Answers) as under:- Existing Provision Amended

Clause 2.2 In case a person’s Physical handicap is such as to render him incapable of answering the paper in the prescribed time, an extra time up to one hour for a paper may be allowed. For blind persons, however, the extra time of one hour will be allowed.

Clause 2.2 In case a person’s Physical handicap is such as to render him/her incapable of answering the paper in the prescribed time, Compensatory time may be allowed and the same should not be less than 20 minutes per hour of examinations for persons who are making use of scribe/reader/lab assistant. All the candidates with disability not availing the facility of scribe may be allowed Compensatory time of minimum of one hour for examinations of 3 hours duration which could further be increased on case to case basis.

STATEMENT OF THE CASE :

The University Grants Commission, New Delhi vide its letter No. F.6-2/2013 (SCT) dated April, 2013 as per Annexure Pages 8(1-17) has forwarded guidelines issued by Ministry of Social Justice & Empowerment, Department of Disability Affairs, Govt. of India, Shastri Bhawan, New Delhi for conducting the written examinations for Persons with Disabilities. As the meeting of the A.C. was not likely to be fixed soon, the Vice-Chancellor approved the proposal for adopting the Guidelines and above consequential amendment in University Calendar Volume-II.

The above referred guidelines alongwith amendment have been circulated vide this office letter No. CP-IV/13/66854-67303 dated 10.09.2013 to all the Chairpersons/Directors/Principals of the Departments/Institutes, Affiliated/ Maintained colleges for its implementation w.e.f. the examinations of October, 2013.

Hence the above.

9. To consider the action taken by the Vice-Chancellor in approving the

following in anticipation of the approval of the Academic Council/Executive Council.

(i) (a) the recommendations of the committee constituted to consider all aspects of supervising of Ph.D. students in affiliated/maintained colleges of the University by the regular teachers holding Ph.D. degree with teaching experience of PG/UG courses including infrastructure thereof held on 30.04.2013 (b) to consider the submission of certificate to qualify UGC-JRF/NET examination after the last date prescribed for submission of application forms for admission to Ph.D. course held on 24.07.2013 as per Annexure Pages 9(1-9).

(ii) the consequential amendments in Clause 5, 10, 12 and 16 of the Ph.D. Ordinance as per Annexure Pages 9(1-9).

STATEMENT OF THE CASE :

The Academic Council vide resolution No. 30 dated 16.01.2013 resolved as under:

“RESOLVED THAT A BROAD BASED COMMITTEE BE CONSTITUTED BY THE VICE-CHANCELLOR TO RE-LOOK INTO ALL ASPECTS TO SUPERVISE PH.D. STUDENTS IN THE AFFILIATED/MAINTAINED COLLEGES OF THE UNIVERSITY BY THE REGULAR TEACHERS HOLDING PH.D. DEGREE WITH TEACHING EXPERIENCE OF PG/UG COURSES INCLUDING INFRASTRUCTURE THEREOF AND WILL SUBMIT THE REPORT BY 31ST MARCH, 2013.”

The Academic Council resolved further vide resolution No. 35 resolved as under :

“RESOLVED THAT THE ACTION TAKEN BY THE VICE-CHANCELLOR AS ABOVE BE APPROVED AND THE SAME BE RECOMMENDED TO THE EXECUTIVE COUNCIL. RESOLVED FURTHER THAT A COMMITTEE BE CONSTITUTED BY THE VICE-CHANCELLOR TO PREPARE THE GUIDELINES FOR (i) SUPERVISING NUMBER OF PH.D. STUDENTS BY TEACHERS INCLUDING NEWLY RECRUITED WITH THREE YEARS EXPERIENCE AND (ii) TO CONSIDER JRF TO JOIN PH.D. STRAIGHT WAY OVER AND ABOVE THE NUMBER OF SEATS INCLUDING OTHER ALLIED MATTERS.” The recommendations of the constituted Committee dated 30.04.2013

made vide No. (1) in respect of Resl. No. 30 above are to be reconsidered by the same committee as per orders of the Vice-Chancellor.

w.e.f. 11.08.2013 to 16.05.2014 to Ms. Isha, URS, Department of English as the

Scholar has been awarded the world’s most prestigious Fulbright fellowship-Fulbright

Foreign Language Teaching Assistant Program- to join and assist Yale University,

New Haven, Connecticut, USA.

STATEMENT OF THE CASE :

Ms. Isha Prashar has got an opportunity to join the world’s most prestigious Fulbright Fellowship-Fulbright Foreign Language Teaching Assistant Programme-to join and assist Yale University, New Haven, Connecticut, U.S.A. In order to join and complete this prestigious program, Ms. Isha Prashar requested for nine months leave from URS without stipend. But the case of Ms. Isha Prashar for grant of Nine months leave without scholarship w.e.f. 11.08.2013 to 16.05.2014 is not covered under the rules of URS as under :-

Leave for a maximum of 30 days in a year in addition to general holidays may be allowed to a research scholar by the chairperson of the Department on the recommendation of the supervisor. They will not be entitled to any vacation. No other kind of leave with scholarship will be admissible to a Research Scholar.

Provided that the female scholars would be eligible for maternity leave at full rates for a period not exceeding three months once during the tenure of her Research Scholarship.

Provided further that the Vice-Chancellor may in very hard and exceptional cases allow leave without scholarship for a period not exceeding three months to a research scholar to persue his/her research work only.

Provided further that the Chairperson of the concerned Department may allow duty leave to a Research Scholar on the recommendation of his/her supervisor for data collection with proper justification.

As the meeting of Academic Council was not likely to be fixed soon and the scholar was required to join the fellowship, the Vice-Chancellor has allowed nine months leave without scholarship to the Scholar under Section 11(5) of K.U. Act, 1986 in anticipation of the approval of Academic Council/Executive Council.

13. To consider the action taken by the Vice-Chancellor in anticipation of the

approval of the Academic Council in approving grouping of subjects in B.A.

(General) and B.Sc. (General) courses under annual and semester system, as per

Annexure Pages 13(1-4) w.e.f. the session 2013-14 in phased manner.

STATEMENT OF THE CASE :

The existing scheme of examination for B.A./B.Sc. (General) especially in respect of Elective subjects is open ended and as a result duration of date-sheet for under-graduate courses spreads over a period of 35 to 40 days which not only reduce the teaching days but also delays the declaration of results.

Keeping in view above, the Committee, constituted by the Vice-Chancellor in its meeting held on 02.07.2013 examined the pattern of grouping of subjects of B.A./B.Sc. (General) annual and semester examinations adopted by the M.D. University, Rohtak. Discrepancies/suggestions, as received from various colleges were also examined by the above Committee in the meetings held on 01.08.2013 abd 24.09.2013.

After detailed deliberation, the Committee recommended grouping of subjects in B.A. (General) and B.Sc. (General) courses under annual and semester systems, as per Annexure Pages 13(1-4) w.e.f. the session 2013-14 in phased manner.

Since the above mentioned grouping of subjects was to be implemented w.e.f. the current session 2013-14 and the meeting of the Academic Council was not being held shortly, the Vice-Chancellor took the above action.

16. To consider :- (i) The action taken by the Vice-Chancellor in anticipation of approval of

the Academic Council and Executive Council in approving the recommendations made by the Committee (as at Annexure Pages 16(1)) constituted by the Vice-Chancellor to suggest modalities in re-evaluation rules for special re-evaluation of answer-books in wake of Academic Council’s decision dated 27.05.2013, held on 29.10.2013 in office of Dean Academic Affairs.

17. To consider the recommendations of the committee constituted by the

Vice-Chancellor (as per Annexure Pages 17(1)) regarding decreasing the amount of

Scholarship namely “Mr. Braham Nath Datta Scholarship” printed at page 249-250 of

University Calendar Volume-I, 2009 from Rs.900/- to Rs.700/- and consequent

amendment in the rules as under :-

There shall be Scholarship of the value of Rs.900/- p.m. known as “Mrs. Braham Nath Datta Scholarship” to be awarded out of the interest accurred on the Endowment Fund of Rs.1,00,000/- remitted by Professor V.N. Datta, H.No. 1177, Sector-D-I, Vasant Kunj, New Delhi retired from the Department of History, KUK.

There shall be Scholarship of the value of Rs.700/- p.m. known as “Mr. Braham Nath Datta Scholarship” to be awarded out of the interest accurred on the Endowment Fund of Rs.1,00,000/- remitted by Professor V.N. Datta, H.No. 1177, Sector-D-I, Vasant Kunj, New Delhi retired from the Department of History, KUK.

2. The Scholarship will be awarded by the Vice-Chancellor every year on merit-cum-means basis on the recommendations of departmental, Scholarship committee concerned.

3. The Scholarship will be awarded to a regular student of M.A. (F) Department of History, Kurukshetra University, Kurukshetra on the basis of his/her performance in the Examination of M.A.(P).

4. The tenure of the Scholarship will be for 12 months i.e. from June to May every year.

5. The awardee of this Scholarship is not entitled to receive any other scholarship/financial assistance simultaneously except tuition fee concession.

6. In the event the Scholarship not is being awarded to student as per rules for any reason, the next eligible candidate can be considered/awarded for the award of scholarship.

7. The scholarship started from the session 2008-09 i.e. on the basis of examination held in April/May, 2008.

STATEMENT OF THE CASE :

Dr. V.N. Datta donor of Mr. Braham Nath Datta Scholarship was requested to deposit Rs.50,000/- more with University to enhance the amount of Endowment Fund from Rs.1,00,000/- to Rs.1,50,000/- due to decrease in rate of interest on the existing amount of Endowment Fund. The donor has asked the University to decrease the amount of Scholarship.

A committee was constituted by the Vice-Chancellor to examine the issue. The Committee in its meeting held on 22.10.2013 recommended the decrease in amount of scholarship from Rs.900/- to Rs.700/-. The Committee also recommended that the amount of Scholarship be reviewed after every 3 years of earlier if need be. (as per Annexure Pages 17(1)). Hence the above.

18. To consider the action taken by the Vice-Chancellor in anticipation of the

approval of the Academic Council/Executive Council in approving eligibility

conditions for admission to MCA 3rd Semester under Lateral Entry Scheme, as per

amendment/addition to clauses 3, 4 and 15 of the Ordinance-Master of Computer

Applications (MCA) Examination (Semester System), appearing at pages 203-208 of

K.U. Cal. Vol.II, 2003 (as per Annexure Page(s) 18(1-4)), w.e.f. the session

2013-14.

STATEMENT OF THE CASE :

The Joint Director, Haryana State Technical Education Society vide his letter (as per Annexure Page(s) 18(1-4)) has intimated that the Government has decided that the admission and counseling for MCA 2nd year Lateral Entry programme for the academic session 2013-14 be made at Institute Level itself in a fair and transparent manner. Accordingly, on the request from the affiliated institutes/colleges running MCA courses to allow admissions in MCA 2nd year (3rd Semester) through Lateral Entry Scheme from the session 2013-14, the Vice-Chancellor constituted the following Committee to consider the matter: (i) Dean Academic Affairs

(ii) Dean of Colleges (iii) Dean Faculty of Sciences and Engg. & Technology

(iv) Chairperson, Department of Computer Science & Applications (v) Assistant Registrar (Academic)

The above committee in its meeting held on 19.07.2013 recommended to make admissions in MCA 2nd year through Lateral Entry in the Department of Computer Sc. & Applications and MCA affiliated Colleges, on the prescribed eligibility conditions, w.e.f the session 2013-14, as per Annexure Page(s) 18(1-4). Since the admissions were allowed to be made upto 13.08.2013 and the meeting of the Academic Council was not being held shortly, the Vice-Chancellor approved the above amendment/addition in the Ordinance, as per Annexure Page(s) 18(1-4).

19. To consider the action taken by the Vice-Chancellor in anticipation of the

approval of the Academic Council/Executive Council, in approving new Ordinance-

Master of Business Administration/Master of Business Administration (Hospitality

Management) Examination (2-year Programme through Distance Education mode),

w.e.f. the session 2013-14, as per Annexure Page(s) 19(1-5).

STATEMENT OF THE CASE : The Committee constituted by the Vice-Chancellor in its meeting held on 14.03.2013 (as per Annexure Page(s) 19(1-5)) has recommended that the existing M.B.A. (3-year) and MBA (Hospitality Management) (3-year) Programmes running in Distance Education mode may be replaced with two years duration, w.e.f. the session 2013-14. Keeping in view above the draft of the Ordinance, common for both the above mentioned courses, as proposed by the Chairperson, University School of Management and Chairperson, Department of Tourism and Hotel Management has been considered and examined by the standing Ordinance Committee, constituted by the Vice-Chancellor.

Since meeting of the Academic Council was not being held shortly and various provisions of the above said new Ordinance were to be implemented w.e.f. the session 2013-14, the Vice-Chancellor took the above action.

STATEMENT OF THE CASE : The rule regarding submission of Ph.D. thesis under clause-13 of Ph.D. Ordinance is reproduced below :- Every candidate shall submit his /her thesis within a period of four years, but not before two years from the date of his/her registration. If a candidate fails to submit his/her thesis within a period of four years and does not apply for the extension before the expiry of his/her period, his/her registration will stand automatically cancelled. However, the candidate may apply for restoration of his/her registration for Ph.D. with the restoration fee of Rs.1,000/-within the period of three months, Rs.2,000/-within a period of six months, Rs. 5,000/-with in a period of one year where after no application shall be entertained. In case his/her application is recommended by the Supervisor and Departmental Ph.D. Committee, the Vice-Chancellor may allow such restoration if he is satisfied with the reason given by the candidate for not seeking extension in time. The period of four years for submission of Ph.D. Thesis may be extended in exceptional cases, by a maximum of two years, on yearly extension basis by the Vice-chancellor on the recommendation of the Supervisor(s) and the Departmental Ph.D. Committee. The Academic Council had accepted in the past such cases with an extra fee of Rs.15,000/- per year for the delay, in addition to payment of normal dues.

24. To consider the request of Baljinder Kaur to allow her to appear in B.A. Part-I

examination for improvement of Division in April, 2014.

STATEMENT OF THE CASE : The candidate Baljinder Kaur made a request to the Vice-Chancellor that she has passed her B.A. – Part-III in April, 2002 and has obtained 48% marks. She is facing problem to apply for any job/further admission due to low percentage and has requested to allow her one chance for improvement of Division in B.A. Part-I exam to be held in April, 2014. As per University rules a candidate can improve within two years in the U.G. classes after passing the final year degree. However, in view of the genuine request of the candidate, the case may be placed before the Academic Council for its consideration.

STATEMENT OF THE CASE : The candidates having qualified UGC/CSIR-NET JRF with fellowship/GPAT (for Pharmacy) exempted from entrance test category have been given one additional chance for admission to Ph.D. course in the month of May every year as per Clause 5 of the Ph.D. Ordinance. GPAT for Pharmacy for the purpose of exemption from entrance test has not been included in Clause 7.8(a) mentioned above. The Vice-Chancellor has allowed the above said addition for clarity in the provision for making Ph.D. admission in Pharmaceutical Sciences. Hence the above.
