PROJECT TITLE Lake Victoria Basin Spatial Development Plan SITE(S) East Africa DURATION 2 years SPONSOR World Bank CONTRACT/GRANT Governments of Tanzania, Uganda, Kenya

SCOPE/PURPOSE The objective of this project is to prepare a Spatial Development Plan

of Lake Victoria Basin. This development structure map will be at a scale of 1:250,000. The assignment will be carried out in two phases. The first phase will be to develop three key layers of information about the lake basin. The second phase will be to use these three map overlays to design a Spatial Development Plan that focuses on social and economic development issues.

NATURE OF ACTIVITIES Phase 1: Three Basic Map Layers. Physiographic Layer. This layer

will be at the level Land Systems Units. Tables will be created to show the breakdown of land units within the land system. Each land unit shall be classified by soil types and with respect to the suitability rating of each unit for specific development activities. The physiographic layer shall include information on soil texture, depth, drainage status and other characteristics required for land suitability ratings. Environmental Layer. This layer will include information regarding: protected areas, soil erosion, water bodies, pollution sources. Socio-Economic Layer. This layer will include information on the socio-economic characteristics of the basin: urban activities, rural land use, poverty indicators, unemployment, land ownership.

Phase 2: Spatial Development Plan. The second phase of the assignment will be to prepare a spatial development plan for the basin. The plan will focus on rural land use planning and management with equal consideration given to all areas within the lake basin. The plan will be developed under the direction of relevant country land planning organizations. The scale of the map use for the planning activity shall be at 1:250,000.

PROJECT TITLE Web Site on Reproductive Health Topics for Asian Youth SITE(S) Asia DURATION 1 year SPONSOR United States Agency for International Development USAID CONTRACT/GRANT Johns Hopkins University

SCOPE/PURPOSE The objective of this proposal is to develop and host a web-site for

Asian youth on reproductive health topics. The proposal is in three phases. The first phase is for the development of the site. The second phase is for promotion of the site and the third phase is for customization and expansion of the site. Underlying these three phases, there will be a project component for hosting the web-site and maintaining it through a team of Asian web-masters.

NATURE OF ACTIVITIES Phase I - Site Development. The objective of Phase I is to develop a

web-site on reproductive health topics targeted to Asian youth. The content will comprise basic RH messages for this health group provided for the web-site by JHU/CCP for this purpose. The content will be embedded in themes of interest to Asian youth, such as, music, fashion, travel and other topics of interest. The site will provide for built-in feedback from Asian youth. Phase II - Site Promotion Once the site is operational, the objective of the second phase of this proposal is to promote the site within the target group of Asian youth. The promotional activities will include: spots on TV programs popular with Asian youth, spots on local radio programs popular with Asian youth, event sponsorship by corporations (for music concerts, youth meetings), testimonials by Asian megastars, on-line chat rooms with teen idols, contests for Asian youth, messages form key Asian personalities, ministers of health, presidents and prime ministers. Phase III - Customization, Expansion and Upgrades The objective of the third phase of this proposal is to customize the web-site with region-specific content provided by JHU/CCP headquarters and field offices, customization with local languages, expansion of the content to cover more RH related topics and resource materials; expansion of the content with links to other RH related web-sites; and upgradation to a high-end web server as web-site hits per day increase.

PROJECT TITLE Planning for Regional Economic and Spatial Development in Mongolia SITE(S) Mongolia DURATION 2-3 years SPONSOR Asian Development Bank ADB CONTRACT/GRANT ADB

SCOPE/PURPOSE The purpose of this project is to assist the Government of Mongolia in

preparing a comprehensive plan for regional economic and spatial development in an integrated manner. The technical assistance will identify priority needs, particularly those associated with economic development regions and human settlement hierarchy, and will provide the basis of a more structured, organized, and rational approach to the regional development of Mongolia.

NATURE OF ACTIVITIES The project activities will assist the Government to (i) review, analyze,

and assess regional development issues in the contexts of vast land areas with extremely low population density, (ii) review the interrelationships among the factors that affect urbanization, urban versus rural economies, and demographic changes, (iii) assess urban and rural development requirements, including improvements in social infrastructure as well as regional infrastructure needs and services, (iv) prioritize regional investment plans considering economic perspectives and poverty reduction impacts, (v) identify strategic focus areas for further social and economic development and investment needs, and (v) recommend institutional capacity building and structural adjustment areas to improve, manage, and undertake integrated regional and economic development functions.

PROJECT TITLE An IT Strategy to Accelerate Prevention and Control of HIV-AIDS SITE(S) High-risk, poor countries in Africa and Asia DURATION 2 years SPONSOR Gates Foundation CONTRACT/GRANT Gates Foundation

SCOPE/PURPOSE For information technology to be used more effectively for the

prevention and control of HIV-AIDS in high-risk, poor countries. To develop and test innovative information technology tools on HIV-AIDS to be used by communities, local government bodies and national institutions to combat the spread of the disease and to assist in providing health services to communities already being devastated by the disease.

NATURE OF ACTIVITIES For the last several years, CSF has been working with government and

UN agencies on the use of information technology to build up databases on key development indicators. This project would build on this experience while focusing on data concerning the situation of the HIV-AIDS epidemic as it affects all aspects of the lives of communities. The key indicators would include HIV prevalence, AIDS deaths, MTC transmission, orphans, behaviors and practices affecting HIV transmission, understanding about HIV transmission, care practices relating to family well-being, cultural mores and belief systems favoring transmission, knowledge of scientific basis of the disease, the co-relationship of the epidemic with poverty (access to services, malnutrition, occupations, population density, economic stress, political conflict), responses at household and community levels, responses at national level (with policies, laws, regulations, programs). IT Innovations. The aim of this project is to devise and test information technology innovations to rapidly strengthen the capabilities of communities to combat the HIV-AIDS epidemic. These innovations will center on better ways to capture data about communities, analyze the data and rapidly feedback the analysis to those that can make the best use of it at all levels of the country: communities, districts, government institutions, NGOs, donors. The IT innovations will look for opportunities to use the Internet, government communications networks and other network options to increase the reach of data collection and feedback.

PROJECT TITLE HIV-AIDS Related Farming and Livelihood System Changes SITE(S) High-risk, poor countries in Africa and Asia DURATION 2 years SPONSOR Gates Foundation CONTRACT/GRANT Gates Foundation

SCOPE/PURPOSE HIV/AIDS affects labor forces in most populations in Africa and also

in many parts of Asia. Considerable proportions of the population support themselves by subsistence agriculture. Where labor is affected by unusual levels of death and illness in the mature age adult productive cohort, then there will be adverse effects on household and community food security and agricultural activities. This will have regional and national effects. These regional and national effects will be phased roughly as follows: (a) In relation to the phase of the epidemic curve – the epidemiological base, (b) In relation to long term changes in population structure – the demographic base. There will in addition be system effects at the farming and agricultural system levels. These hypotheses were first tested in Uganda in 1989 and further examined in Uganda, Tanzania and Zambia in 1993 (Barnett et al, 1994). With increasing recognition of the seriousness of the downstream impact of this epidemic, this proposal aims to examine the ways that farming, livelihood and agricultural systems are being affected by the epidemic, this with a view to designing interventions so that the agricultural and livelihood systems can continue to grow their own food.

NATURE OF ACTIVITIES Work already completed in 1989 identified those farming systems in

Uganda which appeared most likely to be adversely affected by HIV/AIDS. A restudy of one of these systems in 1993 suggested that the effects could be seen. Studies of two systems which might have been expected to show adverse responses were inconclusive in one case and suggestive of adverse impact in the other. This proposal aims to use satellite images of agricultural areas of East and Southern Africa for the past ten years to attempt to identify changes in the farming system which would be consonant with labor related stress caused by HIV/AIDS.

PROJECT TITLE Disaster Management and Emergency Preparedness SITE(S) High-risk, poor countries in Africa and Asia DURATION 2 years SPONSOR Gates Foundation CONTRACT/GRANT Gates Foundation

SCOPE/PURPOSE To use information technology to respond quickly and efficiently after

a large-scale disaster with appropriate coordination of emergency relief activities and rehabilitation. To prepare in advance of emergency situations so as to be able to respond quicker and more efficiently in the event of a disaster, thereby, reducing the loss of life and property.

NATURE OF ACTIVITIES For the last several years, CSF has been working with the UN system in

several countries to develop databases on social development indicators. These databases contain key indicators on health, nutrition, education and environment. In addition to serving as a government-UN common database, this database model can be used to respond to disaster situations and to prepare in advance for large-scale emergencies. In rapid response to the massive earthquake in Bhuj, Gujarat, India on 26 January 2001, the DevInfo-India database was customized to establish a Gujarat database to assist in the coordination of emergency relief and rehabilitation activities. The database was put in place to assist government, NGOs and relief agencies (a) in the assessment of loss of life and property, (b) coordination of emergency relief activities, and (c) planning and implementation of rehabilitation activities. The activities of this project will (a) organize and document reliable data on the situation of the people living in emergency-prone areas with special emphasis on the areas most vulnerable populations, and (b) to present and analyze this information through a variety of presentation tools, including: tables, graphs and maps.

PROJECT TITLE Innovative Web-Based IT Strategies for Public Health in India SITE(S) India DURATION 2 years SPONSOR Gates Foundation CONTRACT/GRANT Gates Foundation

SCOPE/PURPOSE To use information technology to rapidly change the public health

delivery systems in rural India, into a more responsive system that provides high quality and affordable services to communities throughout the country. Through systematic IT initiatives within the Department of Health, to transform the public health programme into a strong, dynamic, and effective system for: disease surveillance, essential drug procurement and distribution, community health service delivery, district hospital health management including referrals, health care quality assurance and public health financial management.

NATURE OF ACTIVITIES Of the 6.1 billion people living in the world today, about 1 billion live

in India. The public health delivery services are not able to meet the needs of the rapidly growing population. Many public health programmes are being implemented, but the potential impact of these programmes is being diluted by lack of monitoring information from communities, lack of accountability of health workers, weak planning at district and community levels, perpetual stock-outs of essential drugs at primary health centers and lack of public health information at the community level. Thousands of people die each year because of these inefficiencies in the public health system. Meanwhile, in other sectors, the IT revolution is emerging in India as the single most powerful agent of change since the introduction of electricity. This project aims to accelerate the use of IT for public health in one of the neediest parts of the world. The project will conduct ground-breaking research in the application of IT to capture public health information at the community level, to analyze and feed back this information for action and to re-vamp the management policies of the public health sector to increase accountability and transparency in the delivery of public health services.

PROJECT TITLE Design of a Monitoring Framework for Sector Reforms in Rural Water

Supply and Sanitation in Pilot Districts in India SITE(S) India DURATION 2 years SPONSOR World Bank CONTRACT/GRANT Government of India

SCOPE/PURPOSE The objective of this assignment is to design a monitoring system for

sector reform in 63 pilot districts. The monitoring system will be designed to manage information at national, state, district, block, panchayat and gram panchayat (GP) levels. The system will measure sustainability by five interrelated themes – institutional, financial, social, technical and environmental – and will measure sustainability during each cycle of service delivery (planning, implementation and O&M).

NATURE OF ACTIVITIES The following technical assistance is critical to the successful

implementation of this assignment: knowledge and experience in rural water resources management, knowledge and experience in community development, knowledge and experience in environment development, knowledge and experience in financial systems for community development, knowledge and experience in institutional development at community level, technical expertise in monitoring community development programmes, technical expertise in evaluation of development programmes, technical expertise in management information systems, experience in social development initiatives in South Asia, experience in the implementation of MIS in South Asia for community development. This project will contribute to the implementation of the Sector Reforms Project in Rural Water Supply aimed at institutionalizing community participation in planning, implementing, operating and maintaining rural water supply and sanitation service delivery.

PROJECT TITLE Monitoring Girl Trafficking in Nepal SITE(S) Nepal DURATION 1 year SPONSOR CEDPA CONTRACT/GRANT CEDPA

SCOPE/PURPOSE The objective of this assignment is to design a monitoring system for

strengthening the capacity of the government and NGOs to work with communities to find practical and permanent solutions to the problems of girl trafficking in the country.

NATURE OF ACTIVITIES This project will assist in the identification of indicators to monitor girl

trafficking. The system will be decentralized and will focus on geographic areas of highest risk. The system will provide feedback to communities to help assess the problem and analyze what can be done to assist in finding permanent solutions. This project will build on the government’s national database, NepalInfo, as the reference to create the monitoring system, including the mapping of indicators at the sub-district level.

SCOPE/PURPOSE The objective of this project is to use information technology to

strengthen health systems in the public and private sectors in India. This project will be integrated with other activities aimed on improving and sustaining the delivery of health services, with a focus on reproductive health and child survival.

NATURE OF ACTIVITIES This project is being designed as a follow-on project which builds on

the lessons learned under the 12-year Innovations in Family Planning Services (IFPS) project funded by USAID India (1992-2004). The new activities will aim to use the innovations tested under the IFPS project in new states while carrying out research on new innovations.

PROJECT TITLE School Curriculum Development Using Data from ChildInfo SITE(S) South Asia DURATION 1 year SPONSOR United Nations Children’s Fund UNICEF CONTRACT/GRANT UNICEF

SCOPE/PURPOSE The objective of this project is to leverage the opportunity for youth to

learn about themselves and their communities while learning how to use computers. School courseware used for teaching pupils how to use computers does not currently use topics focused on human development. The purpose of this project is to develop courseware based on the human development data contained in ChildInfo so that students will learn about important human development issues while learning how to use computers.

NATURE OF ACTIVITIES To work with content providers for K-12 computer learning

courseware to create courses based on the topics related to human development. To train teachers to use ChildInfo as a teaching tool. To test and evaluate the course content and pilot this approach in five large schools in the region. To adapt the courseware to local languages.
