PlockPlock: what kind of city we are: what kind of city we are

- 130.000 population- Over 1000 years of history- Ancient seat of Polish kings and princes of Mazovia


- Central location in Poland and Europe - Picturesquely situated on high bank on Vistula river


- Main centre of Polish and one of major centres of European oil industry (PKN Orlen, PERN)- Other important companies: Basell Orlen (plastics), CNH (agricultural machinery), Levi Strauss (clothing), Centromost (shipyard)


- 4 higher education institutions with ca 13.000 students- The oldest high school in Poland (St. Malachowski High School) – over 800 years of history- Active civil society – over 300 NGO’s- One of the richest Polish medium-sized cities

Challenges Challenges

After 1960: Rapid growth after 1960 due to location of main Polish oil processing (refinery and petrochemical) plant: - negative environmental impact (air and water pollution), - inadequate infrastructure


A following rapid growth of population(from 35,000 in 1960 to 130,000 in 2000) –inflow of new inhabitants:

- not integrated society, - low level of identification with the City


Shading’ effect of Warsaw: competition of Warsaw-based educational, labor and services’ markets) result in:

- brain-drain, - underdevelopment of some services including higher

education


High unemployment level resulting from economic restructuring (collapse of ineffective companies, necessity to increase the remaining companies’ effectiveness (=decreased employment) and the baby boom of 1980’s

Goal: to spur the City's development by limiting or eliminating its weaknesses and capitalizing on its strengths

Strategic objectives: � Development of infrastructure and enterprise sector � Digital Plock – implementation of ICT solutions for social and economic development� Putting the City into global context � Development of the City's 'Human Capital' � Enhancement of the Civil Society and promotion of social participation
