Thisreportdescribesthe2016consultationprogramfortheLevelCrossingRemovalProject:KororoitCreekRoad,WilliamstownNorth,includingthepublicsubmissionsreceivedandproposedresponsetoissuesraised.
ConsultationallowedtheLevelCrossingRemovalAuthority(LXRA)todevelopasoundunderstandingofhowthecommunityusesthecrossingandthesurroundingarea,enablingittoconsiderhowthedesigncouldenhancelocalaccessandconnectivity.
Duringpartsofourconsultationwefoundthat73percentofpeoplethatprovidedfeedback,supportedtheprojectastheybelieveditwouldbenefitthelocalarea.
LXRAsoughtwrittensubmissionsontheproposeddesignsfortheprojectduringtheformalconsultationperiodbetweenFriday7October2016andSunday6November2016.ThroughthisperiodLXRAreceived41writtensubmissionsfromresidents,owners,businessesandotherinterestedstakeholders.
Communityconsultationhasbeenkeytodeliveringapositiveoutcomeforthelocalcommunity.Specifically,the800metrepartialduplicationoftheAltonaLooptohelpimprovethereliabilityofthetrainserviceisadirectresultofearlyconsultation.

AboutthisreportThisreporthasbeenpreparedinresponsetotheconsultationprogramundertakenin2016fortheKororoitCreekRoadLevelCrossingRemovalProject(LXRP),andthefeedbackreceivedfromthecommunity,businesses,stakeholdersandgovernmentagenciesduringthisconsultationprogram.Itdescribesthewrittenpublicsubmissionsreceivedduringtheformalconsultationperiod,from7October2016toSunday6November2016,andprovidesaresponsetotheissuesraisedduringtheconsultationperiod.
StructureofthisreportThisreporthasbeenstructuredintotwoparts:
• PartA:consultationprogramandfindings.ThissectionprovidesacomprehensivedescriptionoftheactivitiesundertakenbyLXRAtoconsultwithresidentsintheprojectcorridor,tradersinkeybusinesscentres,alargegroupofstakeholders,includingpeakbodiesandindustrygroups,thewidercommunityandHobsonsBayCityCouncil.
• PartB:writtensubmissionsandresponses.Thissectionidentifies,categorisesandrespondstothekeyissuesraised,includingthe41writtensubmissionsreceivedduringtheformalconsultationperiod.
ProjectoverviewTheKororoitCreekRoadLXRPispartoftheVictorianGovernment’sprojecttoremove50dangerousandcongestedlevelcrossingsacrossMelbourneby2022.ItformspartofthebroaderprogramofworkstoupgradeandimprovethecapacityacrossMelbourne’spublictransportnetwork.
Removingthislevelcrossingwillimprovesafetyfortrainpassengersandroadusers,improveconnectionsbetweentheWilliamstownNorthindustrialprecinct,WilliamstownandnearbyportstothePrincesFreeway,helpimprovereliabilityoftheAltonaLoopservicebyenablingpartialduplicationofthelineandimprovesafetyforcyclistsandpedestrians.
Duringearly2016,LXRAsoughtcommunityfeedbackonthepreferreddesignforthelevelcrossingremoval.TheproposeddesignistobuildarailbridgeoverKororoitCreekRoad,including800metresofduplicatedtrackandimprovedcyclingandpedestrianpaths.
Thereareseveralcriticalsitefactorsthatledtothisdesignbeingthepreferredoption,including:
• thepresenceofdensebasaltrockinthearea,whichmakestrenchingortunnellingnoisy,disruptiveandlengthy
• criticalundergroundservicesincludingseverallicencedpipelinesduetoMobilAltonaRefinery’soperations
• ahighwatertableandnearbyKororoitCreekwouldmakeanyundersolutionsubjecttoflooding;• andminimaldeliveryimpact,timeandcost.
BackgroundLXRAisseekingpermissionfromtheVictorianGovernmenttoremoveKororoitCreekRoad,WilliamstownNorthlevelcrossingbyelevatingtheAltonaLoopoverKororoitCreekRoad.
CentraltothispermissionistheapprovalofaPlanningSchemeAmendment(PSA)underSection20(4)ofthePlanningandEnvironmentAct1987(Vic).
AmongthesupportinginformationforthePSArequestisarecordofthewrittensubmissionsreceivedbyLXRAfromindividualsandorganisationsandtheProject’sresponsetotheissuestheyraised.
ThisreportrespondstowrittensubmissionsontheKororoitCreekRoadLXRPreceivedbyLXRAduringAugustandSeptember2016.ThisroundofpublicconsultationalsosupportsLXRA’srequesttotheMinisterforPlanningtoissueaPlanningSchemeAmendmentontheproject.APlanningSchemeAmendmentprovidesplanningpermissionfortheworks.

Thereasonsforseekingwrittensubmissionswereto:
§ provideopportunityforanyonetomakeawrittensubmissiontoLXRAontheProject § formallyseektheviewsofthosepotentiallyaffected,includinglandownersandoccupiers,key
stakeholdersandthewidercommunityontheproposeddesignstoinformfurtherdesigndevelopment
§ informLXRA'sPSArequest.
ThisreportdescribesthekeyissuesinthewrittensubmissionsandLXRA'sresponses.
NeedfortheprojectAsMelbournecontinuestogrow,weneedtoensureroadandrailinfrastructurecanmeettheextrademand,whilealsoimprovingexistingsafetyandcongestionissuesforcommutersandprovidingefficientfreightroutesforindustry.
The50levelcrossingstheStateGovernmenthascommittedtoremovingaddressesissuesonMelbourne'sbroadertransportnetwork,includingroad,railandfreightnetworks.Whileimprovingsafety,easingcongestionandcreatingefficientfreightroutestheprojectisalsoakeysteptowardtransformingMelbourne’spublictransportsystemintoaninternational-stylemetro,withmoretrainsrunningmoreoften.
KororoitCreekRoadisusedby22,000vehicleseachdayandispartofVicRoads’PrincipalFreightNetwork.
RemovingthislevelcrossingwillimprovetrafficflowalongthiskeytransportcorridorthatconnectstheWilliamstownNorthindustrialarea,nearbyportsandlocalresidentstothePrincesFreeway.
TheprojectisalsoenablingthepartialduplicationoftheAltonaLoopwhichwillresultinimprovedreliabilityfortheservicebyallowingtrainstopassoneanotherwithoutwaitingontheWerribeeLine.
Itwillalsoimprovesafetyintheareabyeliminatingtheriskofincidentsbetweenpassengertrainsandroadvehicles,includinglargefreightvehiclesthatusetheroaddaily,andprovidesaferpassageforpedestriansandcyclists.

PartA:ConsultationprogramandfindingsOurconsultationprogramTheoverallconsultationprogramfortheprojecthasbeendividedintothreephases.InthefirstphasefromNovember2015toFebruary2016,weconductedgeotechnicalandsiteinvestigations,gatheredinformationfromkeystakeholdersandcommunity,developedtheconceptdesignfortheproject,andobtainedfeedbackfromthecommunitytobetterunderstandwhatisimportanttoresidents,landowners,businessesandotherlocalstakeholders.
Thesecondphase,fromMarch2016toJune2016,wepresentedourpreferreddesignoptiontothecommunity,sharedtheresultsofourphaseoneconsultationandgatheredfurtherfeedbacktohelprefinethedesign.
Ourthirdphaseofconsultation,beginninginJuly2016,involvedpresentingthelatestdesigntokeystakeholdersandcommunity,seekingcommunityviewsonurbandesignelements,informingcommunityonconstructionimpactsandseekingfeedbacktohelpminimisethese.
DuringthisthirdphasewehavealsosoughtwrittensubmissionstoinformLXRA’srequesttotheMinisterforPlanningforplanningapproval.APSAistoprovidepermissiontoconductconstructionwithoutneedingplanningpermitsforeachpartoftheconstructionprocesses.

FeedbackFeedbackfromourconsultationcameintwoforms:
• qualitativefeedbackgatheredthroughdoorknockingthelocalarea,conversationswithcommunitymembersatcommunityinformationsessions,meetingswithkeystakeholdersandphonecallsandemailsfromthepublictoLXRA;
• andfeedbackformswithamixofqualitativeandquantitativedata.Feedbackformsweredistributedatthecommunityinformationsessions,availabletocompleteonlineandpromotedthroughsocialmedia.
QualitativefeedbackConsultationwasbasedonthepreferreddesign,andfeedbackpresentedsomeclearthemesthatassistedtheprojectteamtofurtherdevelopthedesignandaddresskeyareasofconcernforthecommunity.
PeopleweregenerallysupportiveofthebroaderLXRP,howeverquestionedtheselectionofthislevelcrossingasapriorityaheadofothersintheWesternAlliancepackageoflevelcrossingremovalworks.
ThelocalcommunitywasgenerallyacceptingofthepreferredsolutionofraisingtheraillineoverKororoitCreekRoadastheyunderstoodthecriticalsitefactorsthatinfluencedthedecision,particularlytheundergroundservicesandMobilAltonaRefinery’spipenetwork.
Therewasastrongviewwithinthecommunityandlocalactiongroup,AltonaLoopGroupthatitwouldbeunacceptabletodisruptAltonaLoopservicesforuptothreemonthswithoutdeliveringsomenetworkimprovementsatthesametime,suchasthepartialduplicationoftheAltonaLoop.
Thekeyareasofinterestduringconsultationwerehowtheprojectwouldimpactonpublictransportbothduringandafterconstruction,theprojectdesign,constructionimpactsonthelocalroadnetworkandselectionofthelevelcrossingforremoval.
OveralltrendsThechartbelowshowsthekeytrendsthatemergedacrossthefulldurationofbothphasesofconsultation.Thechartisbasedonatotalof135interactionswithindividualstakeholders,organisations,communityactiongroupsandCouncil.

PublictransportchangesandimpactsPublictransportemergedasasignificantconcernforthelocalcommunityearlyintheconsultationprocess,particularlytheexpectedthreemonthservicedisruptionwithoutmakinganychangestotheAltonaLoopthatwouldenableserviceimprovements,suchaspartialduplicationofthetrainlineaspartoftheproject.
TheannouncementthatpartialduplicationwouldbeincludedaspartoftheLXRPresultedinpositivefeedbackfromthelocalcommunity,withsomemembersattendingthephasetwocommunityinformationsessionsjusttothankLXRAstafffortheireffortsinachievingthepartialduplication.
Timetableissueswerealsoakeythemeraisedthroughoutconsultation,namelythrough-servicestothecityfromAltonaresumingsocommutersnolongerhavetotransferatNewportStation.TimetablingisoutsideofthescopeofLXRA’sactivities,howeverrelevantfeedbackwasprovidedtoPTV.
InNovember2016,PTVannouncedfromMonday30January2017,10existingAMweekdayserviceswilltraveldirectlytothecityandfurtherserviceswilllooktobeaddedinlate2017.
DesignFeedbackrelatingtodesigninitiallyfocusedonimprovingtheAltonaLoopservicebylayingasecondtrackaspartoftheprojectbetweenAltonaJunctionandSeaholmetoenabletrainstopassandreducethelikelihoodofservicesbypassingtheloop.
Followingtheannouncementofthe800mpartialduplication,communityinterestinthedesignoftheprojectshiftedtourbandesign,includinglandscaping,communityartbeingincorporatedintotheprojectandwhatwouldbedonetopreventgraffiti.Severalpeoplecalledforlocalartiststocreateamuralonthestructureasagraffitideterrent.
Therewasalsofeedbackfromasmallnumberofpeoplewithinthecommunityaboutchangingthedesigntoenablearight-handturnfromRacecourseRoadintoKororoitCreekRoad.
ConstructionConstructionconcernswereprimarilytodowiththeimpactstocommutersduringtheexpectedextendedclosureoftherailline.Manyresidentswereconcernedthatthe12weekclosurewouldbeincrediblydisruptivetocommuters.Thecommunitywasalsoconcernedaboutwhatreplacementserviceswouldrunandwhataccessthereplacementserviceswouldhavefordisabledandelderlycommuters.
DuringphasethreeconsultationitbecameevidentthatsomeassumedthattherewouldbeextendedroadclosurestoKororoitCreekRoadandRacecourseRoadduringconstruction.LXRAexplainedthatnoextendedroadclosuresareexpected,howevertemporaryroadclosuresarelikelytooccuratnightsoronweekends.
PlanningPlanningconcernswerelargelybasedonpublictransportservicechangesandtrafficimpacts.
Duringphaseonepeoplequestionedthebenefitsoftheproject,otherthanaslightlyimprovedtrafficflowonKororoitCreekRoad.Manytooktheopportunitytorequestthattheprojectbeplannedtoincludethepartialduplicationtoensurethereweresomelong-termbenefitsintheformofanimprovedtrainservice.
Muchoftheplanningfeedbackreceivedduringphasetwooftheprojectwaspositive,withmanyabletoseehowtheprojectwillbenefitthelocalcommunitywiththeinclusionofthepartialduplication.
BenefittothecommunityThechartbelowshowsthelocalcommunity’sviewwhenaskedifthelevelcrossingremovalwouldbenefitthelocalcommunity.

Willtheprojectbenefitthelocalcommunity?
Almostthreequartersofrespondents(73%)thoughttheprojectwouldbenefitthelocalcommunity.Ofthosethatstatedtherewouldbeabenefittothelocalcommunity,themajority(56%)citedthepartialduplicationastheprimarybenefit.
22percentdidnotbelievethelevelcrossingwouldprovideanybenefittothecommunity,howevermanyrespondentsdidnotofferareason.
Severalrespondentsalsotooktheopportunitytohighlightotherlevelcrossingsthattheyfeltneededaddressingandthatimprovingpublictransportservicesinthelocalareashouldbeapriority.
Thegraphbelowreflectswhatthelocalcommunityconsideredtobemostimportantintermsoftheproject.

betweenSeaholmeandLavertonstationsduringconstructionoftheproject.LXRAwillforwardthisfeedbacktoMetroTrainsMelbourne(MTM)forconsiderationaspartoftheoccupationstrategy.
Preferenceoftransferstationforservicereplacements
Ofthosethatrespondedtothequestionsaboutaccessrequirementsonservicereplacements,thefollowingrequirementswerehighlighted:
• Busesstoppingatconvenientlocationsoratthestationsthemselves• Strictreservedseatingatthefrontofthebusesforthosewithdisabilities• Bicycleaccesstobemaintained.
SummaryofengagementoutcomesThecommunityandstakeholderengagementprocesshasbeenkeytoworkingtowardsapositivesolutionforthelocalcommunityfortheKororoitCreekRoadLXRP.
ConsultationallowedLXRAtodevelopasoundunderstandingoftheongoingissuesthelocalcommunityfaceswithregardstopublictransportandwhydisruptingservicesforuptothreemonthswithoutdeliveringnetworkimprovementswouldbeunacceptable.ThisenabledLXRAtoworkwithMTMandPublicTransportVictoria(PTV)todeliverpartialduplicationoftheAltonaLoopaspartofthisproject.
Therewasasignificantincreaseinthelevelofsupportfortheprojectwithinthecommunityasaresultoftheinclusionofthepartialduplication.Responsestofeedbackformsshowinitially29percentofpeoplethoughttheprojectwouldbenefitthelocalcommunity,howeverfollowingtheannouncementthisfigurehadmorethandoubledto73percent.Ofthosethatthoughttherewouldbeabenefit,themajoritycitedtheinclusionofthepartialduplicationoftheAltonaLoopastheprimarybenefit.
Frustrationabouttheongoingissueswithtrainservicesparticularlyaboutlevelsofservicesbeingreducedwasconsistentlyraisedacrossallphasesofconsultation.
InNovember2016,PTVannouncedfromMonday30January2017,10existingAMweekdayserviceswilltraveldirectlytothecityandfurtherserviceswilllooktobeaddedinlate2017.

Mostrecentengagementrevealedthereisstillstronglocalinterestintheprojectasitprogressesandthereisaneedtocontinuetokeepthecommunityuptodatewithconstructionimpactsandservicereplacementsasearlyaspossible.
Whilethereisnostrongoppositionorcriticismofthesolutionbeingdelivered,thereremainssomescepticismwithinthecommunityaboutwhythislevelcrossingwasselectedtoberemovedasaprioritywithmanycitingmoreproblematicandcongestedlevelcrossingsinthelocalarea.

OurresponseThe800mpartialduplicationachievesimprovedreliabilitybyenablingtrainstopassoneanotherontheAltonaLoopratherthanwaitingontheWerribeeLine,whichcansometimesleadtotrainsbypassingtheAltonaLoop.
Thepartialduplicationcanbeeasilydeliveredaspartofthisproject.Duringdelivery,PTVwillinvestigateopportunitiesforfurtherduplicationoftheline.
