instructed the Belgian

ambassador in Madrid

to speak to Queen

Isabella II of Spain



In 1868, Leopold

tried to press his

original plan to

acquire the

Philippines.

February 5, 1885, he proclaimed his

sovereignty over Congo, a country in

Africa
