Kimba Celebrates Australia Day Kimba turned on perfect weather to celebrate Australia Day in the manner that has become a tradition for our community. The Kimba District Council’s cooked breakfast was enjoyed by a large crowd and various hats, flags, and the odd yellow and gold kangaroo provided perfect props for the spirit of the day. Sing Australia also set the scene for the morning heartily singing My Country and the now very familiar song I am Australian. Mayor Dean Johnson welcomed everyone and recognised the changes that had occurred over time with our increasing diversity and the acceptance and welcoming nature of our people. Pat Beinke is Kimba’s 2019 Citizen of the Year. On presenting the Award Mayor Johnson commented that Pat has been an asset and incredible resource for Kimba for what seemed like forever with her passion for Art, Tourism, History, Education and just Kimba in general. Pat, on accepting the award, said that it was an honour, and commented that there were many present who volunteer. She talked of the benefits of volunteering, including the satisfaction of helping others, seeing projects grow, sharing skills and learning new ones, and working with people from a range of ages and backgrounds. Pat believes that volunteering is an investment in our own future and for the next generations. Pat’s contributions span decades. She’s been involved in community tourism for nearly 30 years including serving on several major event committees, being a key member of the Community Development Group team that put the first full colour Kimba tourist brochures together throughout the 1990s. She joined the Council’s Tourism Advisory Committee in 2005 and continues in this role today. Joining as a volunteer in 2001 Pat is a key ‘mainstay’ of the Kimba museum winning many grants, and spending many hours on promotion, recording history, and general upkeep and maintenance of the property. The various Open Days held at the museum over recent years have worn Pat’s mark. She has also been heavily involved in the Year 9 history projects since 2001. Pat is a valued member of the team that presented the successful 2017 Kimba Art Prize and Exhibition and is currently working on the 2019 event. The 2019 Young Citizen of the Year Award went to Gabi Ashmeade. As Mayor Johnson stated, Gabi has quickly made an impact on our community with her passion and commitment, which are both matched by her incredible energy and spirit. Kimba turned on perfect weather to celebrate Australia Day in the manner that has become a tradition for our community. The Kimba District Council’s cooked breakfast was enjoyed by a large crowd and various hats, flags, and the odd yellow and gold kangaroo provided perfect props for the spirit of the day. MESSAGE FROM THE MAYOR We are little more than 30 days into 2019 but Council is already in the midst of celebrating another major milestone with the State Local Government Infrastructure Partnership one step closer to completion. The intersection of Cross Street and Park Terrace will be a hive of

activity this week when two new two-bedroom units finish their journey from Adelaide to Kimba and are put in place at the Kimba Pioneer Memorial Village. These units, which have been 80 per cent funded by Council and 20 per cent funded by the South Australian Government, will expand our town’s capacity to provide independent, cost-effective living facilities for residents, and Council anticipates there will be significant interest when they become available to rent in the next few months. Public consultation has now concluded on the Kimba Youth Activity Park draft concept, with an incredible 12.5 per cent of the district having a say on whether or not Council should proceed with the project, which is proposed to be constructed adjacent to the playground and jumping pillow at Lions Apex Central Park. Council received a grant through the National Radioactive Waste Management Facility Community Benefits Programme to have design and construction plans for the project developed. Now community consultation has ended, the results will be taken to the 13 February Ordinary Meeting of Council in order for Elected Members to provide direction on the project’s progression. Council has received mixed feedback on the draft concept, but it is extremely encouraging to see everyone getting involved to ensure their voice was heard. On the topic of community input, I encourage you to keep an eye on social media and your mailbox in March and April as Council commences the consultation process for its 2019-20 Budget and Annual Business Plan, and mandatory post-election review of the 2016-20 Strategic Management Plan. These documents set Council’s key objectives and strategic priorities for the short and longer term, so we

would like as much community input into their development as possible. We will be having workshops and information sessions once the draft plans take shape, but I invite you to speak to Elected Members or the Senior Management Team in the interim if you have an idea for a project you believe should be a priority, or services you’d like to see greater emphasis put on. As we always say, it’s your community and you’re future, so make sure you have your say. On 25 and 26 February, 150 delegates will converge on our amazing town for the 2019 Eyre Peninsula Local Government Association Conference, the 82nd celebration of local government on the Eyre Peninsula. Representatives from all 11 Eyre Peninsula councils will be in attendance, as well as speakers, sponsors, and key public and private sector stakeholders from across the state and further afield. The conference is a fantastic opportunity to showcase everything that’s great about Kimba, so please take the time to talk to any new faces you see and share with them what’s unique about our town. The search for a permanent answer to Kimba’s general practitioner crisis continues, however, I’m pleased to say that I believe our community is in a more positive position than it was three months ago, with Country Health SA finally agreeing to include our town in the successful Mid-Eyre Medical model. The process is very much still a work in progress, but it was heartening to have the opportunity to express the magnitude of the issue to Premier Steven Marshall when he visited the Eyre Peninsula last month. Council remains as committed as ever to finding a solution, which will hopefully be expedited now the Premier has taken an active interest in the situation.

NEXT COUNCIL MEETING The next two Council meetings will be held on Wednesday 13th February 2019 at 2pm and Wednesday 13th March 2019 at 2pm in the Council Chambers. All members of the public are welcome to attend.

2019 EPLGA CONFERENCE More than 150 delegates will converge on Kimba on 25-26 February 2019 when Council hosts the 82nd Eyre Peninsula Local Government Association Conference.

Representatives from all 11 EPLGA member councils will be in attendance, along with sponsors and stakeholders from the public and private sectors. The event will kick off on Monday afternoon with the EPLGA board meeting at 1pm, which will be followed by the traditional informal welcome dinner at the Kimba Golf Club. On Tuesday 26 February, the conference will be held at the Kimba Soliders Memorial Institute before a gala dinner held at the Kimba Districts Football and Netball Club. Tuesday 26 will also feature a community market in the Soldiers Memorial Gardens.

MUNICIPAL EMPLOYEE/MULTI SKILLED

Applicants must be prepared to work in a progressive team environment and undertake a wide range of municipal tasks predominately town based. E-WASTE DROP OFF DAY Council will hold an E-Waste collection for residents at its Kimba Refuse and Recycling Centre on Tuesday March 5th, 2019 9am to 11am at the Refuse Site. Further enquiries to the Council Office on: 8627 2026 E-WASTE goods delivered to this site will be charged at $1 per kilogram to cover transport (to Cowell) and handling fees. Items will be weighed at delivery and fees are to be paid on the day. KIMBA TOURISM STORY TO BE TOLD The must-see sights of the Kimba district and surrounds will be sold to tens of thousands of potential visitors when Council staff head to the 2019 Let’s Go Caravan and Camping Lifestyle Show in Adelaide from 13-17 February. Small, rural councils from across the Eyre Peninsula will staff a Regional Development Australia Whyalla and Eyre Peninsula stand over the five-day event, with the conversation to be centred around what the interior of the region has to offer. Council’s participation in the event has been driven by the Kimba Tourism Committee over the past few years, with a bigger presence possible in 2020 if this year’s show succeeds in bringing more visitors to our town.

LOCAL PERMIT GUIDELINES FOR THE 2018/19 FIRE DANGER SEASON

The Bushfire Danger Season for the Kimba District is from the 1st November 2018 to the 15th April 2019.

PERMIT GUIDELINES

1. Permits will be issued from the 1st Monday in February 2019 and burning will not be undertaken with a Fire Index of 25 or greater, except for the following:-

a) Permits required for CFS Training b) Other at discretion of Fire Prevention Officer.

2. Permits will only be issued for a maximum of one week (Council Staff) and one month (CFS Captains). 3. Burning is not to be commenced until a physical copy has been received. 4. The time for lighting of fires for burning off be no earlier than 10am or later than 9pm, day light saving

time or at the discretion of the authorised officer. N.B: Time restrictions for narrow stubble row burning will not be enforced as landowners need to manage this type of burn at the appropriate time with the appropriate weather conditions.

5. That these permits are issued only for burning grasses, stubble and heaps of grass type litter. 6. Burning is prohibited on Saturdays, Sundays and Public Holidays at all times. 7. The issue of permits for grain dryers exempt the condition of the Fire & Emergency Services Regulations 2005

Section 33(5)(a)(c)(d). 8. The users of Allora Field Bin Dryers may be exempt of Section 33(5)(a)(c)(d) of the Fire & Emergency

Services Regulations 2005, by the endorsement on their permit by the Fire Prevention Officer providing that a minimum of 400 Litres of water connected to an engine driven pump on a mobile unit is at hand and the operator on site.

9. That a minimum of 400 Litres of water connected to an engine driven pump on a mobile unit is at hand and the operator on site, and a further 1,000 Litres of water be available in the paddock area where burning is to occur.

10. All other permit conditions applied to Permits must be adhered to.

PERMIT NOTIFICATION The following must be notified of the intention to light a fire. The notification must include the name of the permit holder, the permit number, the location (i.e. Section and Hundred) and time of lighting.

1. The District Council of Kimba Administration Office – 8627 2026 each and every day, at least two hours prior to lighting a fire for the burning of grass, stubble or heaps of material. Administration staff will then notify Region 6 of the burn off.

2. Department of Environment, Water and Natural Resources if burning if within one kilometre of a national park (phone 86 48 1883 and leave a message if office unattended)

FaB Support Mentors On-call for Kimba Residents

South Australia’s Family and Business (FaB) Support Program has mentors available to help those affected by drought in the Kimba community. This service is provided free as part of the South Australian Government’s Drought Response Program.

In addition to this program, there is a 24-Hour Drought Hotline (1800 255 556) available to those looking for information related to animal health or welfare, financial assistance, or questions related to their personal circumstances.

Individuals experiencing financial difficulties, or those who may have concerns about the financial impacts of the continuing dry season, can contact the 'Rural Financial Counselling Service' at 1800 836 211. This service is delivered through Rural Business Support, which has a local office in Kimba.

Local Artists Encouraged to Get Creative

Kimba’s 2019 Art Prize and Exhibition will run over three weeks starting with Gala Opening Night on October 11th and going through to October 31st.

Entries will close on September 6th so there’s plenty of time to grab out the paint brushes, camera, or whatever tools with which you love to create. All pieces need to be suitably framed, wired and ready to hang, and with up to 3 entries welcomed per artist there is plenty of opportunity to vie for the bigger and better prize money.

And the prize money is significant with the overall winning entry taking away $2000, and $1000 a piece for the best of the fine art and of the photography. Add in $300 for the local artist prize and the $200 for the people’s choice and that’s a substantial cash pool.

Clean Up Kimba Morning Let your community pride come to the fore on the morning of Sunday February 17th.

The District Council of Kimba and the Kimba Community Development Group are jointly hosting a community clean up morning of the Kimba entrances in the lead up to the 2 day Eyre Peninsula Local Government Conference being hosted locally and being followed by a couple days of Community Development workshops.

On Sunday February 17th we invite all willing helpers to meet at the Council Depot ready to head off at 9am until 11am to gather rubbish.

Trailers and rubbish bags will be provided, please bring your own gloves.

Employee of the Year 2019 was awarded to Jodie Joyce, a loyal and hard- working employee at IGA Kimba for 7 years. On presenting the Award, Mayor Johnson said that Jodie epitomises what this particular award is about and suggested if laughter was the best medicine then Jodie should have a medical degree.

Jodie accepted her Award with her usual sense of humour and provided the audience with plenty to chuckle about as she spoke of making work fun, and enjoying the company of her co-workers and their customers. She talked about the importance to our whole community of shopping locally so that employment opportunities are available for people such as herself, and the other flow on effects including increasing the variety of goods available in Kimba, more business, more services, sponsorship and support

for the hospital, school, kindy and sporting clubs. “You are investing in the future of your community” she said.

Jodie’s positive, welcoming, and approachable nature, her ability to strike up a conversation with anyone, and her willingness to go out of her way to help each and every customer makes her a very valuable staff member. Outside of work Jodie is a passionate member of the Waddikee Sports Club and has been an active member for many years.

The 2019 Community Event of the Year was won by two great events with the Kimba Health &Wellness Weekend and the Kimba & Gawler Ranges Historical Museum Family Day sharing the honours.

The 3 day Health and Wellness Weekend was presented jointly by the Kimba Mental Health and Wellbeing Group and the Health and Fitness Committees in October. Mayor Johnson commented on the importance of the weekend to the community’s sustainability and thanked the passionate and energetic groups involved for the work they do caring for our people.

Helen Tucker spoke on behalf of the organising committee and talked of the NRWMF Community Benefit Fund that enabled them to invite magnificent guest speakers and workshop presenters. She said the feedback received was very positive and the general feel around town following the weekend was wonderful, and she thanked the community and wider districts for their massive support. The weekend received an incredible 250 registrations and hosted a wide variety of workshops, guest speakers, and fitness activities which catered for all age groups and interests.

The Museum’s Family Day, celebrating 100 Years of Education, entertained about 300 people of all ages. The day presented the incredible work that has gone into preserving our history and a wide range of activities and demonstrations. Mayor Johnson spoke of the children’s laughter as they hung off pieces of machinery and the coming together of the community to showcase the gem we have at our magnificent museum.

Brenton O’Donohue spoke on behalf of the museum members and shared some of the challenges of bringing the day together and how the people of Kimba had worked to make it a success, even resulting in gaining some new members.

The Kimba Community Development Group won the 2019 Outstanding Achievement Award for 30 years of community contribution. Over this period the Group has delivered many projects as they have worked to encourage and support community and economic development. Mayor Johnson noted that the Group are now truly entrenched as a strong and committed part of Kimba’s history, and that while our challenges are no less daunting than in 1988, he is pleased and confident that this incredible group will continue to provide inspiring leadership and exceptional projects.

Accepting the recognition on behalf of active members over the 30 years, Heather Baldock claimed that the award belonged to many, and that the Group has been joined by people who have been involved for a year, or two or three, and others who stayed for a decade or two, or three. She commented that the Group remains as important and relevant today and that everywhere around town there is evidence of the Group’s projects that have become part of the community’s fabric.

The ceremony was concluded with the cutting of the Australia Day cake by Pat Beinke, Gabi Ashmeade and Mayor Johnson.
