Steps taken by or on behalf of the alleged victims to obtain redress within the State concerned for the alleged

violation – detail which procedures have been pursued, including recourse to the courts and other publicauthorities, which claims you have made, at which times, and with which outcomes: I have submitted my

application to Ward Police of Hochiminh City at 2012 and City Police of Da Nang City 2014. Only City Police

of Da Nang City had notified me that they have not enough abilities to solve the problems committed by

Ministry of Defense of Vietnam.

If you have not exhausted these remedies on the basis that their application would be unduly prolonged,

that they would not be effective, that they are not available to you, or for any other reason, please

explain your reasons in detail: Some days I am exhausted. Some days I am tired. I have not all fulfil

health from 2003 till now.

Have you submitted the same matter for examination under another procedure of international investigation or

settlement (e.g. the Inter-American Commission on Human Rights, the European Court of Human Rights, or the

African Commission on Human and Peoples’ Rights)? Yes. I have submitted to International Criminal Court,OHCHR, and the European Court of Human Rights.

If so, detail which procedure(s) have been, or are being, pursued, which claims you have made, at

which times, and with which outcomes: International Criminal Court had received my application

dated March/2009, continuing application dated 05/Nov/2009, 27/June/2013. Their replies are on

23/Nov/2009, 08/Nov/2009 and 18/Jul/2013. They notified that it does not fall into Rome Statute and

there are not enough evidences. OHCHR does not reply to my application and the European Court of

Human Rights does the same.

IV. Facts of the complaint

Detail, in chronological order, the facts and circumstances of the alleged violations. Include all matters which

may be relevant to the assessment and consideration of the particular case. Please explain how you consider

that the facts and circumstances described violate your rights.

“In 2002, I started up my business to earn money for studying abroad as a dream. I did the business that is tofollow characteristic of Vietnamese business style. I met some issues about business chain of procedure

executive, have not met about them before. Following current stepping, all my company issues have also

resolved.

In 2003, I expanded the business and the problems started from the breaking up with my girlfriend. The arguing

among me, my girlfriend and Vietcombank’s staff for under -table money. Vietcombank’s staff did not pleasewith the under-table money and she wanted to rob my business rather than the under-table money. I and my

girlfriend felt about country, terrible. I and my girlfriend have broken up the relationship for this reason. Then, a

Vietcombank’s staff said: “Take care! We directly buy these products as well”. I was shocked and I have posteda few words to recount this problem to Tuoi Tre newspaper and Thanh Nien newspaper. Then, I have not

received any feedback from these newspapers. Referring to the relationship with my girlfriend, I wanted to try

keeping the relationship with her by entreating her to think about how many years in love together. After that, I

have received many threatening words by phone and phone-message even threatening to kill if meeting her and

after threatening for my company. Because of loving her, I imaged that she had other boy-friend and accepted to

withdraw this love. I wondered that this doing would go away even though I was heart-broken and not easy to

forget her. Just a few month later, I began to lose the business step by step by some threatens in streets and my

office. My mentality went down for that. I desired to make a report to the public securities. They threatened me

when I prepared to report to the city’s public securities. A city’s public securities gate-guard man told me go back home and written in paper that you want to article to. I was afraid of being killed but I did not know who

they were. I did not make a report because I felt the no more threatening in next many days.

In 2004, a day, I had to change a stamp of the company. I went to the public securities department, one personcame inside to. It seemed to be that if I had any report, they would have actions to harm me. I was really scared

at that time. Then my friends began to be aloof me because of misunderstanding together about my girlfriend.

Someone had made a trick to this misunderstanding. My relatives began to be aloof me because of losing

business, such as the distribution contract, to a competitive company. Sometime, I felt that this company was

them. Sometime, I thought they are Vietcombank. Possibly, they are Vietcombank.

In 2005, I began the alone life with many traps ahead that I could not image about ones. They continuously

made me in trouble about my brain. For instance, using some persons who had similar faces and body of my

friends, family and my knowing people, made me to get nervous. And using other bad-hearted men threatened

me. The importance, when I had any task to back in business with my over-sold products, they had some bad-

hearted men to threaten me. I really did not understand that why they knew exactly my position, even moving

position in the street. I actually got nervous. Time goes by, my mentality goes down seriously. Once, I was

seeing on TV broadcast, I felt and heard someone told me going to The Palace of Independence (The Palace of

Unification: Dinh Thong Nhat). Something was happening there. Then, I went to there by motor-bicycle. Tourist

assistant took me a tour for viewing a history story of Vietnam War. I saw many similar faces and body of my

father, relatives and relatives of relatives around me. This time I did not get any nervous because they are

friendly enough. In each room, somebody tried to affect me to understand their aim about the war. And I knew

the story in their way. Specially, I heard this story when I was a student. But this time, I heard different meaning

and I did not know it was a trap. Then, somebody affected me to go around and around city with strange

something. When I went home, I went to a counter street and faced to a dangerous without the fatality.

In 2006 and 2007, two bad-hearted faces suddenly appeared in a nearby stall. He took a photo to me. I was very

worry and rush to call my father taking me to my auntie. In days here, I saw many strange actions from passer-

by, such as nodding. In case, I did not any next action for seeing a thing, an action, a bad-hearted face

immediately appeared with dangerous aimed action to affect me doing next action. Day by day, I had to do this.

Otherwise, I would be killed by a bad-hearted face. I could not stand any more and my mother took me to a

hospital. On road to Cho Ray hospital, somebody said “Cho Lon market is for quiverful and foreigner”. I wascrazy to sing a song in Cho Ray hospital and I had a strange action like a crazy mind person. When I waswaiting to see a doctor, somebody said “where is Dang Thuy Tram” and I saw a woman who was handling the book of “Dang Thuy Tram” story. Then, I usually took medicine and got back to normal state but looking likestupid. I would be thick when I was hard thinking. Next days, I lived in nervous and I was threatened at home. I

had changed to other hospital but I still lived at home. Some nights, I heard strange steps and threatening words.

A night, he said “this is a bullet of gun, take care!” And sounds are emitted from a falling bullet. In some periodof time, they threatened to fuck my vent and cut off my penis. It was crazy things that I have not met yet.

Then, they were silent in period of time. They backed in some special dates, such as 30-4, 2-9. In these periods,

they used the high-tech weapon (maybe the weapons in army) to send out micro sound waves impacting my

brain. I can not stand these crazy micro sound waves and my brain seemed to be imploded. They threatened to

kill me daily. They threatened everything such as life, career, mentality and sexuality. They used naughty and

taint words to blast me. They destroyed my mentality and relation. They threatened to enforce me to fuck a

hooker instead of finding a girl-friend to marry. They threatened me that if I get married, they will fuck my wife

first and later. That’s so terrible. After threatening by micro sound waves and voices, they used pictures to project in my brain affecting me to be crazy mind. Sometimes, I desired to be death by falling from high floor

because I could not stand any more. They used reading human-brain weapon (Mind Control [1]) and brain-

communicated network weapon to torture me.

In 2008, following above weapons, they violated me when I worked in my working company and they tortured

night and day. When I just started to work in a new company, they continuously blasted “be-gone” and “bad-words”. Specially, I did hear it alone and my colleague did not hear it.

On April 2008, they re-threatened me by reading human-brain weapon, braincommunicated network weapon

and projecting image weapon. Midnight, I felt palsied and they threatened to cut my penis. I was crying for

scaring and I called my parent. I had to change a bed place for sleeping. They continuously blasted “be-gone”.They projected the image of Mrs. Khai Hoan to my brain and said “to vamoose out of here”. Mrs. Khai Hoan isa speaker on Hochiminh City Television. Then, they enforced me to leave Vietnam within three days.

Otherwise, they would kill me. I could not stand the threatening, torture and frightening. They said “why U.S?They want Canada”. I said “I did not know! Please let me alone. I am not a politician and I did not want toinvolve politic work”. Then, they extremely tortured me and enforced me to crawl out of home to Le Minh’sHouse and had to scream “Le Minh King”. Otherwise, they would kill me. My country did not have a King. Iextremely frightened and had to promise if I escape to oversea country and let me alone, I will bend down. They

did not accept. Then, I caused my father to buy a ticket flying to Malaysia for hiding. I would intend to stay

there a few years if I got a job there. When my father was at a ticket representation, they threatened to jugulate

my father. I was crazy in mind. But then, my father also bought a ticket for me. After that, I flew to Kuala

Lumpur, Malaysia. When I was on the flight, they used brain-communicator weapon to project a man appearing

in my brain. He is Hoai Linh, a stager at oversea. He said something during the flying but I could not remember.

After leaving Kuala Lumpur International Airport (KLIA), I stayed at room No.208 in Orkid Inn Hotel, 258 Jln

Pudu 55100 Kuala Lumpur Malaysia. During two days here, that was awe-inspiring days. Le Minh wing had

used high-tech weapons to grill me. Specially, these weapons brought on real torture but it did not track on me.

They disappeared my tongue with many tortures. I could not burst out. Then they bended round my body. It was

an awe-inspiring sight. They continuously torture me till to become crazy mind and torture body. After that,

somebody said “we are Spring Party. Do you want to follow?”. And I said “I do not want to follow politic way”.Then, they did not say anything and I did not hear any their sound. Le Minh wing enforced me to kotow and

crawl around the room. They said “you are a prisoner of C.I.A and here is C.I.A prison”. They robbed me aswatch and a hand- phone. Then a Malaysian said “if you want to stay in Malaysia, you have to do the same,

crawling”. At that time, I was very crazy and I did that. And they said “a man will come to my room and fuckmy vent. And he could beat me”. Then, they said “they are kidding”. After that, a U.S wing, Malaysia & Russiawing argued together. And let me as a sample for torturing. They said “who is stronger?”. I was awe-inspiringand I tried all my energy to escape the room and leaved the hotel. I went to other hotel but I did not find any

safety hotel. Then I went back to KLIA. I was threatened on the way to KLIA. At KLIA, they, Le Minh wing,

threatened me again. Then, they said “we are Southern Vietnam Republican Party. And somebody is representedfor Washington D.C”. And they tortured at KLIA when people was around there. They used an weapon todisappear the water in my body. Then, they had used high-tech weapon as at the room of the hotel. And they

incised my inside body and concurrently threatened in mind. They incised me two phases. Second time was

more torture. What awe-inspiring was for me! They enforced me to go to the border of Vietnam and Cambodia

to carry Heroin to Vietnam for Le Minh. I denied. Theretofore, I said “I want to be death by a shoot at head”.They did not agree and continuously tortured me at the air port. Then, they enforced me to run to a forest.

Otherwise, they would shoot my legs. But I requested to shoot my head. They did not shoot and they tried other

methods to enforce me into a forest. I was at that forest for a day with their threatening. They threatened that all

business products are their, Le’s relative. Late afternoon, I leaved the forest and backed to KLIA for finding myitems and made a report to KLIA police. I reported the police by speaking and then writing a report by the

police’s speaking. Then, I found to some hotels nearby for staying but I have not found it. They said “somebodywill take you soon”. Then, a Malaysia, tour assistant took me back Orkid Inn Hotel but Time Square Branch. Next few days, I changed the hotel. And they began to swear me all day. Then, I went back to my country. After

I went back my country, they continuously threatened me and they wanted to cut my penis again. This time,

they projected a man in my brain. He is Van Son, a stager at oversea. Then, they continuously swore, violated,

threatened to kill and tortured till now. In recent days, they used many politicians in many countries and my

country to threaten me. Their method affected to my brain and it seemed to be erasing brain method. Now, I am

hard to listening and understanding a conversation or a topic. When I worked for Delivery Vietnam

Company(Japan), First Consultants Croup(USA), Sopia Saigon Company (Japan) and Total Soft Bank(Korea),

they used above equipment to emit a sound “go away, go away, bull shit” to my brain and disturbed me wholeworking time. They tortured all night and I myself try to work next morning. Now, they threatened to make me

to do not work anymore. They used mind control to erase English language and each time I used it they will

torture. They will torture me if I still go to English class. And now, they threatened for not allow to go out of

home.

I remember these facts that are recalling method of torture. Till now, I just understand that sometime in the past

I can not control the thinking because of reading human-brain weapon, human-behavior-affected weapon and

brain-communicated network weapon. They can control my thinking and speaking. They create people’s voiceand they control people’s speaking. The right for thinking does not have. They used those weapons for their business organization to curtail business. They curtailed my business before and now they want to curtail other

businesses.”

Ministry of Defense of Vietnam has broken the following articles in The Universal Declaration of HumanRights of the United Nations and the articles of above converntions:

Article 1 & 2: They restrict me to go in some areas in city, town to eat and drink, entertain, etc. They do notallow me to buy household items. If I buy the item, they will remotely control others to make little of it. Often

hearing “go out” in other places. They pain-bad me in community such as remotely shoot funny brainwave formaking me smile or laugh and affect to others thinking me crazy, remote control me to do mistakes for less

respecting me.

Article 3: As above restrict liberty. In addition, they often threaten to kill me by remote electromagneticweapon, or entering my home to kill, or motorbike accident, or bad-hearted face appears to kill.

Article 4: In past, they enforced me to take mental medicine and working hard for do not feeling tired of my brain and headache.

Article 5: They remotely torture me brutally from 2003 till now by above electromagnetic weapons (including

neurological weapon). They brutally torture me in Vietnam and Malaysia.

Article 6: In past, they tortured me by remote neurological weapon for making me to have no nationality and notusing my identity card. This doing makes me getting many troubles with police and procedures in business.They said I have no legal rights to be respected.

Article 24: They usually torture me and make me to be sleep deprivation. Heavily, I was sleep deprivation for 7days.

Article 25: In the beginning of this year, they killed my child in my ex-wife’s belly by remotely control her torepeat go Da Nang city to Ba Don town, Quang Binh province many times for preventing birth.

Article 26: They prevent me to learn business books, English and other knowledge. In past, they enforced me toleave a pre-Master of Business Administration class and I had to give up MBA program.

Article 27: They prevent me to join the community. They also prevent me to watch live/offline music intelevision also.

Article 28: I have no freedom in life even though in mind.

Vietnam government has joined The Universal Declaration of Human Rights of the United Nations, Convention

against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment; International Convention onthe Elimination of All Forms of Racial Discrimination but Ministry of Defense of Vietnam still tortures me brutally, does remote brain manipulation, does brain cortexes manipulation and remote behavior control ofthought; motor, does brain memory erasing/washing and violates these Declaration and Conventions. In recent

years, they told me that they have been doing these for anti-deficit trade (anti import) silently or silentlynomination of importers and local sellers. Vietnam has joined WTO, but they still do not follow the rules ofmembership and do anti-deficit of trade (anti import) silently for protecting their domestic manufacturers.

Quân đội sử dụng tần số điện tử của não đã kích thích cho việc theo dõi thần kinh từ xa (RNM:Remote Neural Monitoring) và liên kết não điện tử (EBL: Electronic Brain Link). Tần số điện tử củanão đã kích thích (EMF Brain Stimulation) đã phát triển từ chương trình MKUltra trong những nămđầu 1950, chương trình này bao gồm nghiên cứu luận lý thần kinh (tín hiệu não) sang bức xạ sóngđiện từ (Radiation) và nghiên cứu điện tử sinh học và phát triển. Quân đội nhìn thấy những gì mà đối tượ ng bị theo dõi đang nhìn. Trí nhớ thị giác của conngười cũng bị theo dõi. RNM (kỹ thuật theo dõi thần kinh từ xa) gửi những hình ảnh tr ực tiếp đến vỏ não hình ảnh (thị giác) của nạn nhân bị theo dõi mà không thông qua mắt và dây thần kinh thị giác.Quân đội sử dụng k ỹ thuật này bí mật đặt những hình ảnh lên não của nạn nhân bị theo dõi trong khi

họ đang ở R.E.M sleep (Rapid Eyes Movement Sleep: là một giai đoạn bình thườ ng của giấc ngủ) chomục đích lập trình não.

- Khả năng điều khiển của Quân đội khi sử RNM (k ỹ thuật theo dõi thần kinh từ xa)

Mạng lướt tín hiệu trí tuệ (Signals Intelligence Network) xuất hiện từ năm 1940. Quân đội ở một nơichứa hệ thống lớn theo dõi thần kinh từ xa (RNM) không dây hai chiều mà đượ c sử dụng theo dõi các

nạn nhân và theo dõi thông tin âm thanh, thị giác của não các nạn nhân. Kỹ thuật này đượ c sử dụngmà không cần liên hệ vật lý vớ i nạn nhân. Kỹ thuật theo dõi thần kinh từ xa (RNM) là phương cáchnền tảng của việc theo dõi. Âm thanh nói và âm thanh 3D, và siêu âm thanh đượ c gửi đến vỏ não âmthanh của não nạn nhân (không thông qua tai) và những hình ảnh đượ c gửi vào vỏ não hình ảnh (vỏ não thị giác). Kỹ thuật theo dõi thần kinh (RNM) có thể thay đổi nhận thức, tâm tính, hành động củanạn nhân. Liên kết vỏ não nói/ vỏ não âm thanh đã trở thành hệ thống giao tiế p nền tản cho giao tiế ptrí tuệ. K ỹ thuật theo dõi thần kinh từ xa (RNM) cho phép liên kết hoàn toàn âm thanh-hình ảnh từ não đến não (brain-to-brain link) hoặc liên kết não đến máy tính (brain-to-computer link).

- K ỹ thuật liên kết não điện từ (EMF Brain Link)

Quân đội có thể dò tìm, xác định và theo dõi những điện tử sinh học của con ngườ i. Quân đội sở hữukhả năng để theo dõi từ xa thông tin trong não ngườ i bở i giải mã kỹ thuật số những điện thế trongsóng điện tử tần số 30-50 Hz, 0.5 milliwatt phát ra từ não. Hoạt động thần kinh trong não tạo ra môhình chuyển điện mà có sự thay đổi chuyển dịch từ trườ ng. Liên kết não điệntử hai chiều (Two-way Electronic Brain Link) đượ c thực hiện bằng cách theo dõi từ xa thông tin thầnkinh nghe nhìn trong khi vẫn truyền âm thanh đến võ não âm thanh (không thông qua tai) và truyềnnhững hình ảnh đến vỏ não hình ảnh (không qua thần kinh thị giác và mắt, những hình ảnh xuất hiệnnhư cảnh 2 chiều (2-D) di động trong não. Liên kết não điện tử hai chiều (Two-way Electronic Brain

Link) đã trở thành hệ thống liên lạc thông tin nền tảng cho Quân đội. RNM (hệ thống theo dõi từ xathông tin sinh học điện tử trong não người) đã trở thành hệ thống theo dõi nền tảng. Nó đượ c một số cơ quan sử dụng trong cộng đồng. RNM đòi hỏi giải mã tần số cộng hưở ng của từng vùng trong não.Tần số này sau đó được điều chỉnh (modulated) để giả thông tin trong vùng não đó. Tần số của mỗivùng não khác nhau đáp ứng tần số khác nhau từ 3Hz đến 50 Hz. Chỉ có Quân đội điều chỉnh nhữngtín hiệu trong dãi băng tần số này.

Vũ khí âm thanh đến não V2K (voice to skull) trong Mind Control

V2K mô tả “âm thanh đến não” hay còn gọi hệ thống nghe từ xa. Nạn nhân có thể nghe âmthanh trực tiếp trong não mà không thông qua tai. Sóng siêu âm (ultrasound) và sóng ngắn(microwave) được sử dụng cho việc nghe từ xa. Các ưu điểm cho Quân đội và những kẻ theodõi dấu mặt (gang stalkers) sử dụng vũ khí V2K cho việc tra tấn và quấy rối:

1.V2K sẽ không để lại bằng chứng sau khi tra tấn và quấy rối.

2.V2K sẽ bắt chước triệu chứng của vấn đề tâm thần. Nghĩa là làm cho nạn nhân bị tâm thần.

3.V2K có thể thôi miên hoặc tạo giấc ngủ nhân tạo và khiến nạn nhân làm một số thứ mà họmuốn.

a)Tiếp tục tra tấn/ quấy rối khi không có người nào nói bóng gió bên cạnh nạn nhân:

Quân đội và những kẻ theo dõi giấu mặt (gang stalkers) thường xuyên phát ra những thứ nóibóng gió đến nạn nhân của họ gây ra xúc cảm. Khi không có người xung quanh nói chuyện,kỹ thuật này có thể khiến cho nạn nhân nghe những lời bóng gió xung quanh. Trong trường

hợp này, những tiếng nói là hăm dọa đến nạn nhân.

b)Những thao tác của nhận thức của nạn nhân:

Nạn nhân không chỉ nghe những giọng nói mà còn những tiếng ồn. Ví dụ: nạn nhân có lẽnghe tiếng còi hú mà không có xe cứu thương nào xunh quanh. Những tai nạn có thể khiếnnạn nhân cảm giác hoảng sợ nếu nạn nhân không biết rằng những kỹ thuật này là của Quân

đội.

c)Những thứ siêu nhiên xấu xa:

Nạn nhân có lẽ ngạc nhiên khi nghe giọng nói mà không có ai bên cạnh. Thiết bị âm thanhtầm xa (LRAD: Long Range Acoustic Device) có một cái tên khác là vũ khí giọng nói củathượng đế (Voice of God Weapon). Nạn nhân có lẽ làm một số thứ nhất định bởi việc tin theo

giọng nói của thượng đế. Những người khác có nghe giọng nói của thượng đế hoặc thứ siêunhiên để hành động chống lại nạn nhân.

d)Khiến nạn nhân vào chỗ chán nãn

Bởi phát ra những vấn đề tiêu cực trong thời gian dài, giọng nói có thể khiến nạn nhân bịchán nãn. Sự chán nãn là một kiểu của vấn đề tâm lý và nạn có thể có kinh nghiệm trong cácvấnđề tâm lý khác từ chuyện này.

e)Tước đoạt giấc ngủ vì nghe giọng nói và tiếng ồn liên tục

Họ có lẽ sử dụng tiếng ồn tần số cao thay cho việc nói đến nạn nhân. Họ thường xuyên sửdụng tiếng ồn có tần số trên 13,000Hz. Thiếu ngủ là để sử dụng cho mụch đích đọc não, điềukhiển não và điều khiển hành vi (mind control).

f)Thôi miên nạn nhân cho điều khiển não và hành vi (mind control)

Những giọng nói của họ được chuyển đổi sang tiếng ồn tầng số 13,000Hz đến 16,000Hz, vìvậy nạn nhân có thể không nghe yêu cầu thật sự. Nhưng não các nạn nhân hiểu yêu cầu trongmột giọng tần số cao cụ thể. Nạn nhân có thể nghe tiếng ồn giống như thoáng qua của giọngnói được nén.

g)Thao tác của cuộc đối thoại

Nạn nhân có lẽ nghe những giọng nói có người xung quanh. Bằng V2K, nạn nhân có lẽkhông hiểu những gì mọi người đang nói. Trường hợp ngược lại cũng xãy ra; mọi người có lẽ

nghe những giọng nói trong khi đối tượng ở một nơi. Điều này khiến cho xung đột giữanhững người trong tổ chức. Truyền một tin đồn về nạn nhân được làm theo cách này. ”
