Jason M. Allen, P.E.

Director, Mountain States Concrete Pipe Association

Jason Allen is a licensed professional engineer currently residing in Ogden, Utah. Prior to

accepting the director position with the Mountain States Concrete Pipe Association in early

2016, Jason worked as a consultant engineer specializing in project management and

drainage design for Utah DOT and municipal roadway projects. Jason was also the County

Engineer for Morgan County, Utah, where he oversaw the design and construction of

various local government roadway and drainage projects. Jason is a proud graduate of the

University of Utah, with Bachelor and Master’s Degrees in Water Resource Engineering.

Ryan Anderson

Northern Region Director, Alaska Department of Transportation and Public

Facilities

Ryan Anderson has worked for the Alaska Department of Transportation and Public

Facilities since 2000, working on design and construction projects throughout the

northern and arctic regions of Alaska.

John C. Barnett

Regional Environmental Manager, Alaska Dept. of Transportation & Public Facilities, Southcoast Region

John attended college in the early 70’s at Alaska Methodist University in Anchorage,

Alaska and Oregon State University in Corvallis, Oregon. He became a mineral

exploration geologist and worked throughout Alaska and the western U.S. until 1990

when he became a Director within the Alaska Department of Environmental

Conservation. In 2007, he joined the Alaska Department of Transportation and Public

Facilities environmental section. John currently manages a team of analysts that develop

NEPA documents and permits for construction projects throughout the coastal region of

Alaska. John and his wife Lori reside in Douglas, Alaska. John also has two daughters and

a granddaughter residing in Reno, Nevada.

Barry A. Benko, C.P.G.

Chief Engineering Geologist and Statewide Materials Geotechnical Services Manager, Alaska Department of

Transportation & Public Facilities

Barry Benko is currently the AKDOT&PF Chief Engineering Geologist and Statewide Materials

Geotechnical Services Manager. Mr. Benko is a licensed Geologist in Alaska, with over

twenty-five years’ experience in the state, in a variety of roles encompassing engineering

geology, geotechnical engineering, and hydrogeology. Mr. Benko leads the Department’s

Geotechnical Asset Management (GAM) Program and manages AKDOT&PF’s geotechnical

exploration program for foundations. He is responsible for development and dissemination

of policies, standards, and procedures that guide the practices of the Department’s

engineering geologists and the quality of the exploration data and results applied to design

and construction of CIP projects statewide. Over the past couple of years, Barry has been promoting the new field of

geotechnical asset management (GAM), which applies asset management principles to assets such as rock slopes,

soil slopes, embankments, retaining walls, and material sites.

Nicole Boothman-Shepard

Resilience Strategist, AECOM

Ms. Boothman-Shepard advises governments, communities and industry on strategic

enterprise risk reduction. As a Resilience Strategist, Nicole assists clients in optimizing

strategic financial investments in infrastructure and buildings as well the provision of

essential government services prior to and after major and catastrophic shocks from extreme

weather events. She is a nationally recognized expert in US and CA federal funding and

policy for disaster recovery and resilience and has enabled her clients to leverage $6B in

federal disaster funds for resilient infrastructure and capital assets for roads, bridges and

tunnels, utilities, schools and universities, hospitals, public buildings, and community-based assets from Federal

Highways Administration (FHWA), the Federal Emergency Management Agency (FEMA), Housing and Urban

Development (HUD) Community Development Block-Grants. Nicole is a skilled facilitator known for simplifying

highly complex financial, regulatory, policy, and engineering matters and brokering robust agreements known for

balancing risk with innovation and that stand the test of time.

Prior to major shocks, she works with communities to identify vulnerabilities and opportunities for risk reduction to

avoid or attenuate impacts and mitigate chronic climate, economic and social stressers. After a major or catastrophic

event, she advises incident commanders on response and long-term recovery and focuses on assessing damage

impacts, facilitating holistic recovery planning, negotiating maximum eligible funding, advancing transformative

recovery, and structuring program management to truncate recovery time while promoting best value decisions.

Nicole has supported client response and recovery on Hurricane’s Katrina, Rita and Sandy, tornado events in

Greensburg and Joplin, and flooding in Louisiana, Colorado, Calgary, and Tennessee and is currently conducting

research for NCHRP 08-107 to develop a resilience guidebook on procurement and contracting strategies to address

concurrent failures of multiple critical transportation corridors within a region. She supports clients with $500M-$2B

in disaster damages or $5B+ in assets at risk.

Keith Borsheim

Transportation Planner, HDR, Inc.

Keith Borsheim is a Transportation Planner with HDR in Denver. He has 15 years of

experience developing transportation projects from programming and alternative

development through preliminary design and environmental clearance. His past work has

included transportation planning on some of the largest projects in Colorado, including the

T-REX project along South I-25, the Regional Transportation District’s FasTracks program,

and the I-70 Mountain Corridor Programmatic EIS. For CDOT’s TSM&O division, Keith has

helped to develop the COBRA program and applies both practical and innovative solutions

to bottleneck problems throughout Colorado. Keith is managing the consultant teams and providing general

oversight on the development and growth of the program.

Anna Bosin. P.E.

Research Engineer and Tribal Relations Liaison, Alaska Department of Transportation & Public Facilities

Anna Bosin graduated from UC Santa Barbara in 2002 with a BS in Mechanical Engineering.

She's been working for the Alaska Department of Transportation and Public Facilities

(DOT&PF) since 2008 and has been a registered Civil Engineer since 2009. During her

tenure at DOT&PF, she has worked in the Highway Design, Construction, and Traffic and

Safety sections before moving to the Research Development and Technology Transfer

section in 2014. Anna's emphasis areas are materials, traffic and safety. In addition to

managing research projects, she works to advance transportation programs with Alaska's

Tribal communities.

Jeanne M. Bowie, PE, PhD, PTOE

Senior Transportation Engineer, Kinney Engineering, LLC

Jeanne Bowie, PE, PhD, PTOE is a Senior Traffic Engineer with Kinney Engineering, LLC in

Anchorage, Alaska. She holds a PhD in Civil Engineering, emphasis Transportation, from the

University of Central Florida and a Master’s degree in Civil Engineering, emphasis

Transportation, from Brigham Young University. She has more than 12 years of experience in

the transportation engineering field in the areas of transportation safety, traffic control

devices, traffic operations, and transportation planning. She is licensed as a professional

engineer in both Florida and Alaska and is a certified Professional Traffic Operations Engineer.

Jennifer Brickett

Director, BATIC Institute: An AASHTO Center for Excellence

Jennifer Brickett has ten years of experience working in the transportation industry. Prior to

serving as the Director of BATIC Institute, she was a member of AASHTO's environment

team. In this role, Jennifer managed all technical assistance and policy support in the areas

of extreme weather, climate change, and air quality. She directed a technical assistance

program to help State Departments of Transportation respond to and prepare for extreme

weather events. She also supported the Center for Environmental Excellence by AASHTO, a

cooperative agreement with FHWA. Prior to her work at AASHTO, Jennifer was a consultant at ICF International,

supporting policies and programs that reduce transportation emissions. Jennifer has a B.A. in Environmental

Economics from Colgate University and an M.S. in Environmental Sciences and Policy from The Johns Hopkins

University.

Anthony L. Buckley

Director of Innovative Partnerships, Washington State Department of Transportation

During his tenure as a public servant Anthony has managed a host of State financing and

funding programs. For the State of Oregon, he played a leading role in managing financial

components of the American Recovery and Reinvestment Act projects for both transportation

and energy sectors. As the Chief Financial Officer for the Oregon Department of Energy he

was directly responsible for one of the Nation’s largest energy tax credit programs ($2 billion)

as well as the Nation’s oldest energy lending programs (40-years). Prior to his assignment

with the department of energy he served as the debt and investment manager for the

Oregon Department of Transportation where he oversaw a $3.5 billion transportation finance portfolio. Prior to his

career as a public servant, Anthony gained 20-years of private sector experience having worked for various

corporations in both finance and marketing roles.

Anthony represents the State of Washington on the Western Road Usage Charge Consortium (WRUCC), a multistate

research collaboration between 14 state departments of transportation in the western United States that are

committed to the development of a sustainable and interoperable Road Usage Charge system to fund

transportation. He serves on WRUCC’s Steering Committee and participates on its board as a designated proxy.

Anthony also represents the State as a member of the Mileage Based User Fee Alliance, a national non-profit

organization that brings together government, business, academic, and transportation policy leaders to conduct

education and outreach on the potential for mileage-based user fees as an alternative for future funding and

improved performance of the U.S. transportation systems. Anthony is also serves on the board of the West Coast

Infrastructure Exchange. Anthony earned his B.A. degree (1996) in Finance from Temple University and undertook his

graduate studies at George Fox University.

Steven Byars

Vice President, RS&H, Inc.

Mr. Byars is a Vice President with RS&H and began as an Inspector with the firm’s Transportation-Construction

Management (T-CM) Practice. He worked previously as a Contractor before obtaining a Bachelor’s Degree in Civil

Engineering (BSCE) from the University of North Florida. He has supported multiple State DOT’s, Transportation

Agencies, Toll Authorities and Cities/Counties with Construction Engineering Inspection (CEI) and Alternative

Delivery Procurement & Oversight of road and bridge construction projects ranging from $10 million to $1 billion+.

Originally from Jacksonville, Florida he has relocated twice with RS&H, and is now located in Orlando where he

supports Business Development, Marketing, and Operational functions within the Practice’s home office. His primary

focuses at RS&H are to understand and solve problems for transportation owners, match RS&H construction

professionals with client needs, and guide growth into New Markets while ensuring the Practice’s energetic and

client-focused construction culture is maintained. Mr. Byars is an active contributor to industry organizations

including the American Segmental Bridge Institute (ASBI) and American Road and Transportation Builders

Association (ARTBA), and was recently active in the American Society of Highway Engineers (ASHE) and Design-Build

Institute of America (DBIA). He regularly volunteers in the Orlando community, including Second Harvest Foodbank,

Feeding Children Everywhere, Clean the World, and the Center for Independent Living. In his free time, he enjoys

offshore and intracoastal fishing, remodeling, cheering on the Orlando City Lions and Jacksonville Jaguars, and most

of all spending time traveling with his fiancée Bethany.

Mara Campbell, CQM

Chief Technologist, Performance/Asset Management, CH2M

As a retiree of the Missouri Department of Transportation with nearly 25 years of state DOT

experience, Mara joined CH2M in 2015 to lead and deliver performance and asset

management frameworks and systems for key clients. As a leader in transportation

performance management with expertise in improving organizational performance, she

brings over two decades of experience as a change agent in the development, integration,

documentation and implementation of complex systems. Mara brings a unique breadth

and depth of experience in asset management, specifically ISO 55000 assessments,

improvement roadmaps, asset management policy, strategy, plans and awareness training. In addition to her DOT

background, Mara has a strong business acumen and a sound comprehension of information systems. She has a

proven ability to lead complex tasks and motivate teams. Recently, she has assisted DOTs with prioritization and

project selection methods in Colorado, Iowa, New Mexico, Illinois, and Pennsylvania. Mara works intimately with the

developers of the CH2M Prioritization Tool that is used by clients to aid in prioritization and project selection.

Michael J. Coffey

Director Southcoast Region and Statewide Maintenance and Operations, Alaska Department of

Transportation and Public Facilities

Mike Coffey is the Southcoast Region Director with the Alaska Department of

Transportation and Public Facilities (DOT&PF). The Southcoast Region includes all of

Southeast Alaska and the majority of the southern coastal communities along the Alaska

Peninsula, Aleutian Islands, and the Gulf of Alaska. He is a degreed engineer from

Humboldt State University and has over 34 years of maintenance, operations, design and

construction experience with the DOT&PF Until this past October Mike was the Chief of

Statewide Maintenance and Operations where he served for nearly eight years. Over his

career, Mike has served in all three regions and at Headquarters.

James A. Combs, P.E.

Highways Design Engineer, Montana Department of Transportation

1997 Bachelor of Science – Civil Engineering Graduate of Montana State University,

Bozeman, MT. Jim is a Montana licensed civil engineer. He has 19 years combined

construction and engineering experience working in the public and private sector. He has

worked for the Montana Department of Transportation since 2006 where he has focused on

traffic and highway engineering. Jim currently manages the Road Design, Survey and

Photogrammetry, Hydraulics and Cost Estimating Units within the Highways Bureau and

otherwise assists the Highways Engineer. Jim participated on the technical team that drafted MDT’s Work Zone

Safety and Mobility (WZSM) process and has participated on multiple project specific WZSM transportation

management plan teams.

Jason Davis

Director of Operations, Utah Department of Transportation

A native of Price, Utah, Mr. Davis graduated from Utah State University in 1994 with a degree

in Electrical Engineering, and is a licensed professional engineer. He joined the Utah

Department of Transportation (UDOT) in August 1994, and has served as Traffic and Safety

Design Engineer, Project Manager, Director of Engineering Services, Operations Engineer,

Region Deputy Director, and Region Director. In August of 2013, Jason was appointed

Operations Director overseeing Aeronautics, Equipment Management, Maintenance, Motor

Carrier Division, Risk Management, Traffic Management and Traffic and Safety.

Currently, Jason serves as a member of the AASHTO Highways Subcommittee on Transportation Systems

Management and Operations (STSMO) and the Special Committee on Transportation Security and Emergency

Management (SCOTSEM).

Curt Davison

Director of AWARE Technologies, Oldcastle Materials Inc.

Curt has 20 year experience in Asphalt Production, Paving, Quality Control and Performance

Improvement Initiatives. As a Performance Manager, Curt has worked with several Oldcastle

Companies across the US to help improve estimating, management, operational and safety

performance. Currently, Curt is leading the development, testing and implementation of the

AWARE system.

Anthony R. DeVito

Central 70 Project Director, Colorado Department of Transportation

Tony is a 25-year employee of the Colorado Department of Transportation (CDOT) and

previously served as the Regional Transportation Director for Region One for seven years,

which encompasses the eight counties of the Denver-Metro Area. In July 2015, Tony readily

accepted his current position as the Central 70 Project Director.

Tony’s new role requires engaged leadership as CDOT and the High Performance

Transportation Enterprise guide this $1.2 billion Public Private Partnership project through

the concessionaire procurement, construction and launch of the new 11-mile Express Lanes. Tony’s expertise in

collaborating with stakeholders has helped to drive Department initiatives forward, such as the I-70 Mountain

Corridor Record of Decision and the implementation of complex projects such as Twin Tunnels, Peak Period

Shoulder Lanes and the Fixed Fire Suppression retrofit in the Eisenhower-Johnson Memorial Tunnel. His expertise

will be crucial in advancing the monumental and iconic Central 70 Project.

A Professional Engineer, Tony also participates in CDOT’s executive management team, responsible for developing

Department policies. Tony began his career with CDOT in 1991, gaining expertise in design, construction and traffic

activities statewide. A native Coloradan, Tony graduated from the Colorado School of Mines with a B.S. in Civil

Engineering and he, along with his family, enjoy the amazing outdoor activities that this great state has to offer.

Katie Dougherty

Community Development Specialist, Office of Economic and Community Development, Municipality of

Anchorage

Katie Dougherty is a Community Development Specialist in the Office of Economic and

Community Development (OECD) for the Municipality of Anchorage. Katie administers a

number of special projects for OECD Director Chris Schutte and the Office of the Mayor,

ranging from land use and planning to community gardens and food policy. Katie is also the

Project Manager for the City’s Vision Zero initiative, and is engaged in traffic safety, active

transportation, and community engagement and education efforts in that capacity. She has

experience in both local and federal government, as well as the non-profit and private sectors.

David Eller

Director, Transportation Region 3, Colorado Department of Transportation

Dave graduated from Colorado State University with a Bachelor’s of Science in Civil

Engineering. He started at CDOT as a temporary employee in Metro Denver (Region 6) in 1991

and hired on permanent in the Grand Junction Residency three months later.

He spent many years as a Design Engineer, and was part of CDOT when our organization went

through the re-engineering effort to implement Total Project Leadership (TPL) and was one of

the first Region 3 engineers to follow his design through project construction as the

Construction Project Engineer. Dave spent several years as the Region 3 Materials Engineer and then promoted to

the Region 3 Program West Engineer. He became the Region 3 Director in 2010 where he remains today. His

responsibility includes management of Maintenance and Engineering programs in 15 Counties of Northwest

Colorado. CDOT Region 3 has approximately 520 full time employees and delivers an annual budget of

approximately $200M.

Dave’s leadership tries to instill his belief that CDOT employees are truly the most valuable resource we have! His

hobbies include coaching youth sports, hunting, and spending as much time in Lake Powell as he can. Dave lives in

Grand Junction with his wife Gwen and together they have two grown children.

Melisa D. Finley, P.E.

Research Engineer, Texas A&M Transportation Institute

Melisa Finley is a Research Engineer in the Operations and Roadway Safety Division of the

Texas A&M Transportation Institute (TTI). She has over 15 years of experience as a principal

investigator or key researcher on over 40 studies relating to work zone safety and operations,

wrong-way driving, traffic control measures and devices, and educational outreach. These

research activities were conducted for the Texas Department of Transportation (TxDOT), the

National Cooperative Highway Research Program (NCHRP), Federal Highway Administration

(FHWA), California DOT, Florida DOT, Ohio DOT, the North Texas Tollway Authority (NTTA)

and various University Transportation Centers (UTCs). In addition, she has conducted research projects for several

private entities, including the American Traffic Safety Services Association (ATSSA), Avery Dennison, and Mobile

Barriers, LLC. Ms. Finley has published findings in Transportation Research Board (TRB) journals and other

publications such as Roads and Bridges magazine. She has made numerous presentations on her research findings

at TRB meetings, Institute of Transportation Engineers (ITE) meetings, ATSSA meetings, and other venues. Her

ambition and commitment to excellence have not gone unnoticed. In 2013, Ms. Finley received the TTI/Trinity

Researcher Award, in 2004 she received the Texas Institute of Transportation Engineers (TexITE) Younger Member of

the Year Award, and in 2001 she received the TTI/Trinity New Researcher Award.

Robert "Hoot" Gibson (KEYNOTE)

Former American Naval Officer and Aviator, Test Pilot, Aeronautical Engineer, and Retired NASA Astronaut

Captain Robert “Hoot” Gibson graduated with a degree in Aeronautical

Engineering from California Polytechnic State University in San Luis Obispo,

California. He entered the United States Navy and served as a Fighter Pilot in F-4

“Phantom” and F-14 “Tomcat” Aircraft and flew combat missions in Southeast Asia,

making more than 300 carrier landings aboard the Aircraft Carriers “USS Coral Sea”

and “USS Enterprise”. After attending the Navy Fighter Weapons School “Topgun”,

and the Navy Test Pilot School, he served as a Flight Test Pilot prior to being

selected as an Astronaut in 1978 in the first Space Shuttle Astronaut selection.

In 18 years as an Astronaut he flew 5 Space Flights, 4 of them as the Mission Commander, aboard the Space Shuttles

“Challenger”, Columbia”, “Atlantis”, and “Endeavour”. His final Space Flight was the first mission to rendezvous and

dock with the Russian Space Station “Mir” in 1995.

In his career with NASA, he held the positions of Deputy Chief of NASA Aircraft Operations, as the Chief of the

Astronaut Office, and as the Deputy Director of Flight Crew Operations. In a flying career covering over 50 years, he

has accumulated more than 14,000 hours of flight time in more than 150 types of military and civilian aircraft.

He has received numerous honors, awards and decorations including the Legion of Merit and the Distinguished

Flying Cross, and has established 6 Aviation World Records and 3 Space World Records. Captain Gibson was

inducted into the Astronaut Hall of Fame in 2003, the Long Island Air & Space Hall of Fame in 2011, the Spacecamp

Hall of Fame in 2012, and the National Aviation Hall of Fame in 2013.

Todd Gonser

Colorado/Utah Manager, Cutler Repaving

As a former Materials and Pavement Design Engineer for the Colorado DOT, Todd Gonser will

offer a unique perspective on this topic. He has enjoyed working on both sides of this

situation. At the DOT, he was charged with finding, developing and implementing cost-effective

surface treatment strategies for highways in Colorado that would ultimately give taxpayers

efficient, long-lasting, quality pavements for transportation. Now as a contractor, he lends his

expertise to helping local agencies and DOTs throughout the Western US find, develop and

implement the Heater Repaving tool as an effective option for those very same Materials and Pavement Design

Engineers on their roadway inventories. In his spare time, Todd enjoys camping, fishing, and playing hockey.

Tamara P. Haas, P.E.

Division Director, Asset Management & Planning Division, New Mexico Department of Transportation

Ms. Haas is NMDOT’s Division Director for the Asset Management & Planning Division. This

Division includes the Pavement Management and Design Bureau, Data Management Bureau,

Maintenance Management Bureau, and Statewide Planning Bureau. Ms. Haas was appointed to

head this new Division in April of 2013. Prior to her current position, Tammy was the NMDOT

District 3 Engineer serving the Albuquerque Metro Area, and has also served as the Acting Chief

Engineer and Deputy Chief Engineer for the Department. Tammy has been in state government for

over 20 years and also worked with FHWA for 12 years. She holds a MSCE from the University of

New Mexico and a BSCE from Oklahoma State University. She is a member of the TRB Standing

Committee on Strategic Management and serves on the NCHRP Panel 19-12 Development of Financial Plans and

Performance Measures for Transportation Asset Management.

Bill Hale

Chief Engineer, Texas Department of Transportation

In this role, he is responsible for management and control of the Engineering & Safety

Operations, District Operations, and Project Planning & Development divisions. Hale joined

TxDOT's Ellis County Area Office in the Dallas District in 1983 and became the area engineer for

Southeast Dallas County in Hutchins in 1992. In January 1999, Hale was appointed district

engineer for the Abilene District and then later appointed district engineer for the Dallas District

in 2003. After graduating with a bachelor's degree in civil engineering in 1983 from the University of Texas at

Arlington, Hale earned his master's degree in civil engineering from the university in 1989.

Craig Holt (KEYNOTE)

Director of Business Development at Outlook Associates

Craig has been a catalyst for change in the public sector spanning 25 years, including

experience working in various government agencies in the State of Oregon (1980-1995).

Craig has held positions such as Director for Management Information, Assistant Director for

Customer Services, Managing Director for Productivity Services, and Chief Information Officer

(CIO), during his government tenure with the State of Oregon.

In November 1995, Mr. Holt founded a management consulting practice, and developed it into a multi-million dollar

enterprise before being acquired by Andersen’s Office of Government Services where he lead the State and Local

Government Transformation Practice. Unisys subsequently acquired this unit, where he lead the North America

Business Transformation Practice, with primary areas of focus including IT Assessment, Integration, Strategy, and

Governance until October 2005. At that time he joined Sierra Systems as a Consulting Director to lead the Business

Consulting Practice for the Pacific Northwest, until accepting a position as a Vice President for 21Tech, a San

Francisco Based IT company, with an emphasis on IT Strategy and Systems Integration. Currently he is a Consulting

Director for Qualis Health.

Mr. Holt has provided IT Services to a wide variety of clients include the U.S. Federal Trade Commission (FTC),

National Security Agency (NSA), Washington D.C. - Department of Public Works, State of New York - Department of

Taxation and Finance, City of San Jose (CA), City of Seattle (WA), City and County of San Francisco, State of Alaska

House Finance Committee, Colorado-Department of Transportation, State of Montana - Human Resources

Department, and Auditor General of British Columbia. Mr. Holt also provides Strategic Consulting to elected officials

at the State, City and County levels.

As a former Chief Information Officer (CIO) for the State of Oregon’s Department of Transportation, he lead a

significant transformation of the entire IT operations which included a 24/7 data center, State Wide Telecom,

WAN/Network Services, and Application Development. The transformation resulted in the creation of an IT

Investment Board, integration of four IT organizations into an Enterprise Information Services Department, and

transitioned from a “budget” focus to a “fee for service” orientation. This was done employing a team based

approach to decision making throughout his organization.

Mr. Holt has been the recipient of numerous awards throughout his career, most notably the Superior Civilian

Service Award (Department of Army), Vision and Innovation Award (Governor, State of Oregon), Investing in People

Award (Governor, State of Oregon), and National Excellence Award for Managing for Results. He has contributed or

authored articles for; The Public Manager, Spectrum Quarterly, Information Week, Silicon Valley/San Jose Business

Journal, Government Executive, and Public Technology Inc. magazines.

Alexandre W. Lai

Sr. Civil Integrity Engineer, Alyeska Pipeline

Alex Lai has worked with design and construction of civil projects in the arctic and sub-

arctic environment for over 25 years. He has been with Alyeska Pipeline Service Co. the

operator of the Trans-Alaska Pipeline System (TAPS) for 19 years in the Integrity

Management Division. His areas of responsibilities include integrity monitoring and

mitigation of TAPS at river and floodplain crossings for the 800 mile long crude oil

pipeline. TAPS starts its journey across the State of Alaska in the North Slope oil fields of

Prudhoe Bay and ends in the ice free Port of Valdez, Alaska. Alex is a registered

professional engineer with the State of Alaska and has a B.S. and M.S. in Civil Engineering from the University of

Alaska, Fairbanks.

Barritt Lovelace

Regional Manager, Collins Engineers, Inc.

Barritt is a licensed professional engineer and has 20 years of structural engineering experience in

both bridge design and inspection. He has designed over 50 bridges has performed over 500

bridge inspections including underwater and rope access inspections. He is a certified diver, rope

access technician, non-destructive testing technician and NHI Instructor.

Sam Madiri

Sam Madiri is a Senior Consultant with AgileAssets and currently implementing Maintenance

Management System (MMS) for the Alaska Department of Transportation. He has over 6 years of

experience implementing projects in Texas, West Virginia and Minnesota. He graduated from

Texas A&M University with a Master of Science in Civil Engineering and research in infrastructure

asset management. He enjoys overland expeditions, kayaking and working on cars and

motorcycles.

Ron F. Martindale

Traffic Analyst, Kinney Engineering, LLC

Ron was born in Seattle, Washington in 1956 and moved to Anchorage in 1967. Ron has worked

in the traffic engineering field for over 37 years both the public and private sectors. Ron began

his transportation career in 1979 with a consulting engineering firm in the Seattle area. After 3

years at that firm, Ron returned to Alaska to work for the Alaska Department of Transportation

Traffic and Safety Section, where he worked for 29 years, retiring in 2011. At DOT, Ron worked

with many areas of traffic engineering, analysis and design, serving the last 10 years as the

Highway Safety Improvement Program (HSIP) Coordinator, identifying, nominating, designing,

overseeing the design, and evaluating the effectiveness of completed HSIP projects. The last 6 years, Ron has

worked for Kinney Engineering, LLC as a Traffic Analyst. During his 37+ year career, Ron has worked with nearly all

aspects of traffic engineering and has attended over 55 continuing education courses on various traffic and highway

engineering topics.

Dave Millar

Traffic Program Manager, HDR, Inc.

Dave Millar is a senior traffic engineer and program manager with HDR in Denver, Colorado. His

interest in traffic engineering began as a teenage when he was fascinated by cars driving on the

wrong side of the road and getting away with it. What he saw was peak hour contraflow lanes on

I-45 in Houston, Texas, and that sparked his 33 year career in transportation. After getting his

degree in Civil Engineering at the University of Texas in Austin, Dave worked on a mix of local,

national, and international traffic and transportation projects. His work included a four year stint in

the late 90’s supporting FHWA’s Joint Program Office in the development of ITS policies and the

evaluation of over 70 ITS operational test projects. He has spent the last 18 years working primarily in Colorado for a

variety of federal, state, local, and private clients. Dave’s publications and presentations reflect his wide ranging

expertise including innovative intersections, signal operations, ITS, commercial vehicle operations, parking, incident

management, and safety, among others. Dave is a member of ITE and TRB.

Johnny Olson, P.E.

Region 4 Transportation Director, Colorado Department of Transportation

Johnny Olson achieved a B.S. degree in Civil Engineering from the University of Evansville

(Indiana). He has worked in the transportation industry since 1991, with twenty-plus years

in various positions and locations throughout the CO Department of Transportation (CDOT),

and two years in the private sector as VP of Bohannan Huston’s regional office in Denver.

Johnny has a comprehensive understanding of the industry in management, personnel,

planning, engineering, outreach, marketing and finance, while having a diverse professional

Norma Ortega

Chief Financial Officer, California Department of Transportation

Education: Bachelor of Science Degree, Business Administration with Accounting Emphasis,

Norma Ortega was appointed as Deputy Director of Finance/Chief Financial Officer (CFO) for

the California Department of Transportation (Caltrans) in August 2009. Norma is responsible

for Caltrans financial management and policy as well as federal and state programming of

transportation projects. She oversees the Divisions of Accounting, Budgets, and

Programming. She oversees the Caltrans budget of over $10 billion.

Ms. Ortega has been with the Caltrans over twenty-five years and has served in a number of increasing responsible

fiscal management positions including assignments in the Divisions of Accounting, Auditing, Program Evaluation and

Analysis and Local Assistance including 5 years as the Chief Budget Officer. She represents the Department on

federal, state and local funding and financing issues before the State's transportation fund allocation organization,

the California Transportation Commission and the California State Legislature. Other assignments include serving as

a fiscal advisor during the development of Governor Schwarzenegger's Strategic Growth Plan, which lead to a $19.94

billion transportation bond proposal. Ms. Ortega is a member of the Road Use Charge (RUC) West Steering

Committee and Vice Chair of the Mileage Based User Alliance.

Hyun-A Park

Hyun-A is President of Spy Pond Partners, LLC (SPP), a transportation management

consulting firm. She has more than 30 years of experience consulting to public agencies in

the areas of strategic planning, program and project management, leadership coaching, and

facilitating organizational change to meet new objectives and improve processes. She

started her career working for the state of Massachusetts at the Massachusetts Division of

Capital Planning and Operations. She then went and worked on the Central Artery/Tunnel,

aka “Big Dig” project. From there she went to Cambridge Systematics, Inc. where she was in

charge of a business line focused on transportation asset management. She co-founded

Spy Pond Partners in 2006. Spy Pond Partners offers a portfolio of services designed to strengthen clients’ ability to

deliver on their stated objectives and make best possible use of available resources. Additionally, Ms. Park chairs the

Transportation Research Board’s Technical Activities Council. She has Bachelors and Master’s Degrees in Urban

Studies and Planning from MIT. She is also starting her second term on the MIT Corporation.

Randy Park, P.E.

Director of Project Development, Utah Department of Transportation

Randy Park has worked for the Utah Department of Transportation for 25 years, and has

been a Senior Leader in the organization for the past 16 years. He served as the Region

Two Director in Salt Lake City for 8 years. Randy was appointed to oversee all Design and

Construction activities statewide, as the Director of Project Development, in January, 2010.

His experience spans design, construction and maintenance. Prior to coming to UDOT, he

was employed by the United States Forest Service. Randy has a Civil Engineering Degree

from the Utah State University and is a licensed Professional Engineer and Structural

Engineer in the State of Utah.

John Pavsek, P.E.

Sr. Transportation Engineer, Morrison-Maierle, Inc.

John is a 1980 graduate of the California State Polytechnic University, Pomona CA. He is a

registered civil engineer in California, Montana, and Idaho & North Dakota. He has 36 years’

experience working in the public and private sector with a primary focus on complex

highway and bridge design. He serves as the firm’s specialist in planning WZSM

applications for state DOTs.

Jeff Peck

Jeff Peck has worked for Oldcastle Precast for 25 years; he currently serves as the Regional

Sales Manager for the Rocky Mountain region. In his time with Oldcastle he has had the

opportunity to work with Precast concrete products, corrugated metal pipe, natural gas and

petroleum related industries and an array of water and wastewater markets. He has worked

on many local and national boards and committees, including the Vice President and Board

of Directors for the Rocky Mountain Corrugated Steel Pipe Association. He is a member of

five ASTM committees, including F38, which oversees unmanned aircraft. He is married to

his wife sherry (29 years), they have three children, two are married…no grandchildren yet.

Debra Perkins-Smith

Director, Division of Transportation Development, Colorado Department of

Transportation

Debra is the Director for the Division of Transportation Development, DTD, at the Colorado

Department of Transportation (CDOT). She is responsible for Research, Multimodal

Planning, Environmental Programs, Information Management, and Performance & Asset

Management. The mission of DTD is to provide information and recommendations that

guide and influence transportation investment decisions for the state. This includes developing policy on asset

management, funding allocations, sustainable funding mechanisms, and RoadX, which is CDOT’s vision for deploying

technology to create the transportation system of the future. In support of these initiatives, her newest endeavor is

a pilot road user charge (RUC) program for Colorado and the Steering Committee Chair of RUC West, a 14-state

pool fund study on road usage charging.

Debra has over 30 years of combined public and private experience in transportation and environmental planning,

and a Master’s degree in Urban and Regional Planning from Virginia Tech. A Colorado Women of the Year in

transportation for WTS and a Governor appointee on the Scenic Byways Commission, the Denver Regional Council

of Governments Board of Directors, and she also serves on the Regional Air Quality Commission in Denver.

Thomas M. Peterson, P.E.

Executive Director, Colorado Asphalt Pavement Association (CAPA)

Tom has been the Executive Director of CAPA since October, 1997. CAPA is the voice of the

7 million ton per year asphalt industry of Colorado. During his tenure, CAPA has more than

tripled in membership and has been at the leading edge of industry advances and new

developments in Colorado. CAPA, through its training division, the Rocky Mountain

Asphalt Education Center, provides the industry and its partners with one of the most

comprehensive asphalt training and certification programs.

An engineer by trade, Tom co-chairs the CAPA/Colorado DOT asphalt specification improvement committee, is the

Chairman of the LabCAT Certification Program Board of Directors and Chairman of the Rocky Mt. Asphalt

Conference & Equipment Show. Tom has been a guest lecturer at Colorado State University, the University at

Colorado-Boulder, and the U.S. Air Force Academy in Colorado Springs and serves on a number of NAPA

committees. He previously served on the Research Applications Steering Committee of the National Center for

Asphalt Technology at Auburn University, and is an active member of the Colorado Society of Association

Executives. He was also the 2005 Chairman of the State Asphalt Pavement Association Executives.

Prior to becoming the Executive Director of CAPA, Tom was a Pavement/Materials Engineer with the Federal

Highway Administration (FHWA) serving in the California Division in Sacramento and in the Northeastern States

Regional Office in Albany, New York.

Tom has a B.S. in Civil Engineering from the University of Minnesota, an M.S. in Civil Engineering from Purdue

University in Indiana and has done post graduate studies at the Institute for Organizational Management at

Colorado College. He is also a registered Professional Engineer. He is married (Linda) and is the father of five

children.

Ben Pierce

National Lead, Transportation Technology, HDR, Inc.

Ben Pierce has twenty-six years of experience in Transportation Consulting acquiring, managing, and conducting

studies that examine and assess the impact of different policy and/or technology options on the

transportation system. Ben received his Master’s degree in Statistics from Miami University in

1991 and has served as a statistician for a number of projects related to technology assessment

projects and is well versed in all aspects of conducting an ITS evaluation including evaluation

planning, test plan development, data collection, analysis, and reporting. During the past

decade, Ben has focused on research, conceptual design, prototyping, and deployment of

Intelligent Transportation System (ITS) as well as Autonomous/Connected Vehicle technologies,

and Dynamic Mobility Applications. Most recently, Ben was the lead architect for the successful

Columbus Smart City application.

Eric Plapper

Project Manager, Transportation Technology, HDR, Inc.

Mr. Plapper is a transportation consultant with six years of experience analyzing transportation

systems and advising communities on innovative solutions. He has supported USDOT connected

vehicle research and development projects for V2I Safety, V2V Safety, and Dynamic Mobility

Applications, as well as local connected and autonomous vehicle deployments for clients such as

the New York City Metropolitan Transportation Authority and the Jacksonville Transportation

Authority. Additionally, Mr. Plapper was a key contributor to the successful Columbus Smart City

Challenge and US-33 Smart Mobility Corridor grant applications. He holds a Master of City and

In 2015, Jaime Rall launched J.R. Rall Consulting LLC, a bespoke consultancy firm focused on

public policy research and analysis, nonprofit management, and the presentation of complex

information to non-expert audiences. She is currently serving as principal investigator for

NCHRP Project 20-24(107), under which she recently authored Transportation Governance

and Finance: A 50-State Review of State Legislatures and Departments of Transportation

(Second Edition), a comprehensive report that was published by AASHTO in November 2016.

Previously, she served as a transportation policy expert and program manager at the

National Conference of State Legislatures (NCSL), the nonprofit, bipartisan organization

widely regarded as the nation’s leading authority on state legislative issues. In that role, Ms. Rall produced dozens of

policy publications and staffed a standing committee comprising more than 800 state legislators and legislative staff

from across the country. Her areas of expertise include transportation funding and finance, public-private

partnerships, and travel access for people with disabilities. Ms. Rall has also served as program director at the

statewide Colorado Citizens Campaign and as an instructor at the University of Denver’s Graduate School of Social

Work. She holds degrees from the University of Denver and Oxford University.

Tammy Reed, P.E.

Senior Engineer, Trihydro Corporation

Ms. Reed has practiced engineering consulting for over 25 years. She is a licensed professional civil

engineer. Her background includes civil and transportation engineering consulting

experience. Her experience includes managing projects and personnel, permitting, developing

construction plans and specifications, providing bidding assistance, construction administration and

monitoring, and quality assurance/quality control reviews. Ms. Reed is the Transportation and

Infrastructure Team Leader for Trihydro Corporation’s Infrastructure and Natural Resources

Business Unit. She serves as project director and project manager for a wide variety of civil engineering

projects. She also writes construction special provisions, technical reports and proposals, and performs technical

and quality control/quality assurance reviews, strategic planning, and staff mentoring. Ms. Reed has public

involvement experience and understands the importance of educating the public on important projects that can

directly influence surrounding landowners and other stakeholders.

William (Jay) Rohleder, PE, SE

Senior Vice President / Project Manager, FIGG Bridge Engineers, Inc.

Professional Registration: Registered Professional Engineer in Texas and eleven other

states, Registered Structural Engineer in Illinois.

Prior to joining FIGG, Jay worked with the Kansas Department of Transportation for 7 years

on bridge design and construction inspection. Jay has worked with FIGG for 28 years on the analysis, design and

project management of 46 bridge projects. Jay serves on the CE Department Advisory Boards for Villanova and

Lawrence Technological Universities. He also is on the executive committee for the annual ESWP International Bridge

Conference. He is currently Design Manager for the New Harbor Bridge Project in Corpus Christi, Texas. The Texas

Department of Transportation is delivering this $800 million project through a Design/Build/Maintain process that

features a 1,661’ long cable stay main span. Some FIGG projects where Jay served as Project/Design Manager

include:

• Sarah M. Long Replacement Bridge on US Route 1 Bypass between Kittery, Maine and Portsmouth, New

Hampshire. The new bridge currently under construction, is a 2,336’ Vehicular Bridge aligned directly over a

1,787’ Railroad Bridge. Maine and New Hampshire DOT’s used a CM/GC process for this project.

• South Norfolk Jordan Bridge over the Elizabeth River between Chesapeake and Portsmouth, Virginia. This

privately financed, fixed high level crossing replaced an 80 year old lift span bridge. This is a precast 5,375’

long bridge with 380’ long main span over the 145’ high navigation channel adjacent to a naval ship yard.

• New Penobscot Narrows Bridge and Observatory for Maine DOT is a 2,120’ long cable-stay bridge with a

main span of 1,161’. The bridge is adjacent to an historic state park and features a public observation deck at

elevation 420’, accessed by an elevator in the tower. A CM/GC process was used to accelerate the schedule.

• Monongahela River Bridge near Brownsville, Pennsylvania for the Pennsylvania Turnpike Commission is on a

new corridor. This 3,000’ long cast-in-place, 90’ wide bridge is supported by 200’ tall piers with a 518’ main

span over the river.

Dean Sandri

Market Manager, West, Oldcastle Architectural

Dean Sandri is currently employed as the Market Manager for the Western US for Oldcastle Commercial of Atlanta,

GA. Mr. Sandri works with the Oldcastle sister company professional sales staff as well as civil engineers, architects,

contractors, and licensors to promote the use of segmental block retaining wall systems,

interlocking concrete pavers, and permeable interlocking concrete pavers. Mr. Sandri’s educational

background includes BS and MS degrees in Civil Engineering from Michigan Technological

University in Houghton, Michigan. His initial 7 year post-college experience included geotechnical

engineering and geotechnical management positions in Kentucky, Wisconsin and California. The

latter two positions allowed him to practice in more than 40 states. Capitalizing on the

geotechnical background, the following 15 years he served as a technical support engineer and

sales manager for a leading geosynthetics manufacturing and marketing company where he

developed an interest in the use and application of soil reinforcement products and segmental retaining

walls. Following his geosynthetics career, he spent several years with a specialty wall contractor in S. CA and

eventually moved to Anchor Wall Systems where he focused on licensee and design professional support for

segmental block systems. He currently works for Oldcastle Commercial from a regional office in Laguna Niguel, CA.

Daniel Schacher

Highway Maintenance Superintendent, Alaska Department of Transportation & Public Facilities

Daniel Schacher is a Highway Maintenance Superintendent for the Alaska Department of

Transportation & Public Facilities based out of Fairbanks, Alaska. Since beginning his career with

ADOT&PF over 20 years ago as an Equipment Operator, his work has taken him on many varied

adventures throughout the state of Alaska. Dan currently serves as the Chair of the APWA Winter

Maintenance sub-committee as well as serving on the Intelligent Transportation Society of Alaska

Brian Schumacher, P.E.

Horacio Toniolo

Prior to joining Pt Capital, Mead Treadwell served as Alaska’s lieutenant governor and

was a candidate for U.S. Senate. Mead is recognized as one of the world’s Arctic policy

experts. He was appointed to the U.S. Arctic Research Commission by President George

W. Bush, and designated as chair under President’s Bush and Obama. Mead served in the

cabinet of Alaska Governor Wally Hickel and led Alaska’s efforts to build circumpolar

Jim Vanderweide, GISP

Senior IT Specialist, Trihydro Corporation

Mr. Vanderweide has 20 years of experience as an Information Technology (IT) Project

Manager and Geographic Information Systems (GIS) Specialist. His experience includes

managing numerous projects that included web-based application development; GIS design,

development and implementation; and database design and development.

Mr. Vanderweide has extensive experience with many aspects of implementing GIS in a

variety of disciplines, specializing in applications for local, state and federal agencies. He has been involved with GIS

design and implementation, data creation and maintenance, software development and training, and data analysis.

One of his responsibilities is Systems Administrator for server based GIS technologies, which include ArcGIS Server,

including Spatial Data Engine (SDE), ArcGIS Portal technologies, and ArcGIS Collector configuration. Mr.

Vanderweide’s experience includes designing field data collection solutions using GPS enabled tablets and

smartphones. Mr. Vanderweide has experience managing and oversight of project teams to integrate technology

into engineering projects to improve access to data and increase efficiency when inputting, retrieving and reporting

Randy Wahlen is a graduate of the University of Utah and has twenty nine years of

engineering experience. Randy has worked as an engineer in the transportation/highway

engineering disciplines and storm drainage. He has worked on different sides of the

industry including DOT, Municipal and Consulting. For the last 17 years, Randy has worked

in the Precast Concrete Industry. He currently is a board member of the American Concrete

Pipe Association and he serves as the President of the Utah Floodplain and Stormwater

Managers. Randy and his wife have three adult (in age) children. Randy enjoys photography and sports.

Chelsea Ward-Waller

Project Manager, Denali Daniels & Associates, Inc.

Chelsea Ward-Waller has been an advocate for active transportation since 2012, when she

co-organized a 3-month bike tour across 5,000 miles of the southern US to promote bicycle

safety for the non-profit Ride America for Safe Routes. Chelsea holds a Bachelor’s of Arts

degree from Middlebury College and is currently pursuing a Master of Public Health from

the University of Alaska Anchorage. After moving to Alaska in 2013, Chelsea joined Denali

Daniels & Associates, Inc. (DDA), a small consulting firm that specializes in facilitation, public involvement, strategic

planning, and policy research and development. She has managed projects with the Alaska Food Policy Council,

Alaska Commission on Aging, Anchorage Water and Wastewater Utility, Bike Anchorage, and Anchorage

Collaborative Coalitions, and provided support to numerous others. Working for Bike Anchorage and with Mayor

Ethan Berkowitz and his staff in spring 2016, she helped launch Vision Zero Anchorage, an initiative with a goal of

reducing traffic fatalities and serious injuries for all road users to zero.

Bryan Wavra, P.E.

Senior Project Development Engineer, GeoStabilization International

Bryan is GeoStabilization’s Northwest Project Development Engineer and has represented

GeoStabilization’s northwest region in a geotechnical engineering and project development

capacity since 2010. During his tenure Bryan has been involved in over 100 geohazard

mitigation projects throughout Oregon, Washington, Montana, and Idaho. Prior to joining

GSI, Bryan completed ten years of geotechnical consulting services to a variety of public and

private entities.

Bryan graduated from Oregon State University with both Bachelor and Master of Science Degrees in Civil

Engineering with a geotechnical engineering emphasis. Bryan first gained an interest in slope stability modeling

while completing his master’s project titled “Seismic Performance of the Columbia River Levee Adjacent to the

Portland International Airport” which was funded by the U.S. Army Corps of Engineers.

Bryan has experience in nearly all aspects of geotechnical engineering with particular expertise in geotechnical

earthquake engineering. He is a registered civil engineer in Oregon and Washington and holds a specialty

Senior Project Manager/Vice President, HDR, Inc.

Paul is a Senior Project Manager and Vice President with HDR. He has a B.S. in Civil

Engineering from Penn State University and is a licensed Civil Engineer with over 35 years of

experience in managing the planning, design, construction, maintenance, and operation of a

wide range of transportation and infrastructure related projects.

He is a manager who works with owners to craft alternate delivery projects often taking

them from concept through final construction. Paul specializes in working with owners to

craft projects to meet the needs of that project then ensuring that those needs are met. At HDR, Paul has been

owner’s representative project manager on such projects as the Whittier Tunnel Alaska Access Project, Light Rail for

the Salt Lake Olympics, William Jack Hernandez Sport Fish Hatchery and the New Akutan Airport in the Aleutians.

Prior to working for HDR Paul had served as Regional Construction Engineer for Consolidated Rail Corporation
