The Town of Oakville completed the Kerr Street/CN Grade Separation Class Environmental Assessment (EA) Study in 2009; the EA was approved in March of 2010. Since the approval, Metrolinx has taken ownership of the rail corridor which is now referred to as the Lakeshore West Rail Corridor.
The 2009 EA recommendations included:➢ 4 lanes for Kerr Street between Speers
Road and north of QEW➢ Road underpass structure (road under
rail) at the rail crossing➢ Signalized intersection at Kerr Street /
Shepherd Road and Kerr Street / Wyecroft Road
➢ 1.5m bike lane and 1.5-2.0m sidewalk provided on both sides of the roadway
➢ Due to change in road profile, the entrances to 656 and 700 Kerr Street south of Wyecroft Road were proposed to be consolidated into one.

Since completion of the EA Study, the town and Metrolinx agreed to partner to deliver the proposed improvements. Preliminary design for the Kerr Street grade separation is complete and has been included in an Alternative Finance Procurement (AFP) process by Metrolinx. Several consortiums (design builders) are being considered for the project.
During the preliminary design for Kerr Street, it was necessary to maintain the existing separate entrances at 656/700 Kerr Street. With required modifications to both properties, a need to review alternative access for both properties has resulted.
Therefore, the town is carrying out an EA Addendum to the 2009 EA Study to address alternative access for 656/700 Kerr Street.

As part of the EA Addendum, a review of the socio-economic, natural, and cultural environments, and the transportation network, was conducted to identify changes to the existing conditions within the EA Addendum Study Area since the completion of the original EA Study in 2009.

significant property modifications as impacted by proposed re-alignment of Kerr Street.
Natural Environment • There are no changes to the natural environment features within the EA Addendum study area.
Cultural Environment • There are no changes to the archaeology and built heritage features within the EA Addendum study area.

The following are proposed alternative solutions to address access needs for 656/700 Kerr Street:
Alternative Description Assessment
Do Nothing Maintain existing accesses to 656 and 700 Kerr Street
Conflict of mixed traffic (trucks/personal vehicles) navigating to/from a wider Kerr Street with an underpass profile, and in close proximity to a proposed traffic signal at Kerr Street/Wyecroft Road. Not carried forward.
Proposed 2009 EA Access Modifications
Provide shared access for 656 and 700 Kerr Street
A shared access for the two properties is no longer feasible. The preliminary design has resulted in a need to maintain separate entrances due to the different traffic characteristics for both sites. Not carried forward.
Provide New Access (municipal right-of-way)
Provide secondary access from Wyecroft Road to 656 and 700 Kerr Street
Opportunity to separate truck and personal traffic, reduce conflict points at Kerr Street entrances, and provide construction flexibility (opportunity to temporarily close Kerr Street entrances during construction without impacting properties). Preferred and Carried forward.

Alternative Design Concepts
Three alternative design concepts were considered for anadditional access to 656/700 Kerr Street from Wyecroft Road.
Alternative 1: North connection adjacent to developed area of 700 Kerr Street
Alternative 2: South connection through undeveloped section of 700 Kerr and portion of 656 Kerr
Alternative 3: South connection through 220 Wyecroft Road
The preferred alternative solution is to provide a secondary access to 656 and 700 Kerr Street from Wyecroft Road via a new municipal right-of-way.

• Not applicable. The EA Addendum study area is largely within an industrial area. None of the alternatives would directly impact the natural environment associated with the Sixteen Mile Creek valley located on the east side of Kerr Street.
Cultural Environment
• Not applicable. There are no cultural heritage resources within the EA Addendum study area.
Transportation Not preferred from an operation perspective due to grade difference from Wyecroft Road to parking lot, close proximity to Kerr Street / Wyecroft Road intersection, less desirable sightlines.
✓ Location of the new access would provide sufficient sightlines and geometry for trucks turning, and distance from Kerr Street / Wyecroft Road intersection.
