Pursuant to FCC Rule 1.65, 47 C.F.R. § 1.65, and on behalf of SBCCommunications Inc. ("SBC"), I am writing to update certain information previouslyfurnished to the Commission in connection with the above-captioned proceeding. SBC isproviding this letter out of an abundance of caution to ensure that the information it hasfurnished in this pending application remains "substantially accurate and complete in allsignificant respects."

On October 4, 2001, SBC filed its Reply Brief in Support ofInterLATA Relief inArkansas and Missouri ("SBC Reply Brief'). In response to comments filed by SageTelecom, SBC explained that Southwestern Bell Telephone Company ("SWBT") offerstwo expanded calling plans in Missouri - Metropolitan Calling Area Plan ("MCA") andLocal Plus® - and that it makes each of these plans available to competing localexchange carriers purchasing the unbundled local switching element in Missouri. SeeSBC Reply Brief at 59-60. Similarly, the Reply Affidavit of Rebecca L. Sparks (Oct. 4,2001) ("Sparks Reply Aff.") provided information regarding a Missouri Public ServiceCommission ("MPSC") order addressing the ability of CLECs to acquire the capability tooffer a Local Plus®-type service through UNEs or through the resale of Local Plus®.Ms. Sparks also explained that SWBT had committed to complying with this MPSCorder. See Sparks Reply Aff. ~~ 11-12.

Effective August 10,2002, the MPSC approved SWBT's proposal to withdraw its*Local Plus® retail offering in Missouri. Nevertheless, as further explained by Ms.

Sparks, it remains the case that SWBT will allow CLECs to develop their own "uniqueservice offerings via line class codes" in connection with the purchase of unbundledswitching. See Sparks Reply Aff. ~ 13.
