Introduction

The process of Improvement Planning in Kentucky is used as the means of determining how schools and districts will plan to

ensure that students reach proficiency and beyond by 2015. The process focuses school and district improvement efforts on

student needs by bringing together all stakeholders to plan for improvement, by focusing planning efforts on priority needs and

closing achievement gaps between subgroups of students, by building upon school and district capacity for high quality

planning, and by making connections between the funds that flow into the district and the priority needs in schools. Your

school's plans for improvement must be based on careful and honest analysis of data, address all content areas, and clearly

address gaps in student achievement.

Introduction Every school has its own story to tell. The context in which teaching and learning takes place influences the processes and procedures by

which the school makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school stays faithful

to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder

engagement, the trends and issues affecting the school, and the kinds of programs and services that a school implements to support student

learning.

The purpose of the Executive Summary (ES) is to provide a school with an opportunity to describe in narrative form the strengths and

challenges it encounters. By doing so, the public and members of the school community will have a more complete picture of how the school

perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school to reflect on how it

provides teaching and learning on a day to day basis.

Description of the School

Describe the school's size, community/communities, location, and changes it has experienced in the last three years. Include

demographic information about the students, staff, and community at large. What unique features and challenges are associated

with the community/communities the school serves? Sturgis Elementary School is located in Union County in the city of Sturgis, Ky. It is a community of approximately 1,898. Sturgis Elementary

serves students in preschool through grade 5. The current enrollment is approximately 400 students. There is a total of 36 certified and 24

classified employees at Sturgis Elementary.

Sturgis Elementary is composed of 92.9% white students, 4.3% black, 0.5% Hispanic, 0.3% Asian, and 2% Two or more races. There is

50.6% male population and 49.4% female population. 192 students participate in the free lunch program while 41 students participate in

reduced lunches. The attendance rate for Sturgis Elementary is 94.7%.

2014-15 KPrep results showed Sturgis Elementary as a Distinguished School with an overall school of 72.9. Sturgis Elementary also

received the honor of being named a high performing, progressing and high progress placing SES in the 90th percentile. Our overall

achievement is 74.3, growth is 71.4 and gap, while it did increase from 38.6 to 46.4 is still an area that we will focus on for 2i015-16 school

year. Overall, we are very pleased with our progress and will continue to strive for academic excellence.

School's Purpose

Provide the school's purpose statement and ancillary content such as mission, vision, values, and/or beliefs. Describe how the

school embodies its purpose through its program offerings and expectations for students. At SES our mission statement is: In partnership with our school community, we will maximize our potential for lifelong leadership. SES is

also a Positive Behavior Instructional Support School (PBIS) We teach our students to do their B.E.S.T each day. B - Be Responsible, E-

Everyone show respect, S - Stay Positive, and T - Try your Best! We are currently instilling in our students the 7 Habits of Effective Kids

through year two implementation. Sturgis Elementary is a "Leader in Me" School where students are taught and practice the 7 Habits of

Happy Kids. The Leader in Me program empowers young people to make positive, effective, and responsible choices by introducing and

reinforcing the 7 Habits, a set of leadership and life skills from Stephen Covey's book The 7 Habits of Highly Effective People.

These habits are:

1. Be proactive - take responsibility and initiative.

2. Begin with the end in mind -plan and set goals.

3. Put first things first - set priorities and practice discipline.

4. Think Win-Win - consider others and seek alternatives to conflict.

5. Seek first to understand, then to be understood - listen to others, learn from their views.

6. Synergize - value others' strengths and team with others to solve problems.

7. Sharpen the Saw - taking care of the self, learning, and finding meaning outside of school.

Notable Achievements and Areas of Improvement

Describe the school's notable achievements and areas of improvement in the last three years. Additionally, describe areas for

improvement that the school is striving to achieve in the next three years. During the last four years Sturgis Elementary has experienced new leadership. The current principal began in April of 2012.

The District has recently created with input from all teachers new pacing guides. These pacing guides and are constantly updated with

teacher input and used to guide the educational process. SES has a music and art teacher at the elementary level to provide access for all

students in regard to Program review to enhance student learning and development of the arts.

NWEA data, progress monitoring and formative and summative assessments at SES has helped guide improvements in student

performance on state assessments in the last three years.

Through the implementation of PBIS, Sturgis Elementary has increased its focus on student recognition and awards to recognize students for

their academic accomplishments as well as accomplishments outside of school focusing on both academic goals and personal goals.

We have increased our focus on school safety with the implementation of a district wide and school wide safety teams.

Sturgis Elementary will continue to focus on increasing student growth for all students. Sturgis Elementary will continue to maximize student

achievement as well as individual student growth in all content areas but especially focusing on Reading and Math. Our goal is to reduce the

number of students scoring novice in reading and math. This will be accomplished by creating an intentional focus on all students growth in

reading and math. Additionally, teachers will continue to use multiple data sources such as NWEA, formative and summative assessment

data and overall classroom performance to hone in on individual student needs in these content areas. IReady, a research based computer

program, will be used during the school day as well as after school ESS to offer additional support to students. In addition to reading and

math, a writing lab has been added to the schedule to reinforce the writing process across all content.

With the implementation of the Leader in Me, students will set individual goals, track their own growth and be involved in true ownership of

their learning. We are beginning to see students emerge as true leaders and are being proactive in striving to accomplish their individual

goals.

Plan Description

The Comprehensive School Improvement Plan includes goals established by the Kentucky Department of Education that

include Proficiency, Gap, and Novice Reduction. Measurable objectives have been written for each goal as well as multiple

strategies and activities to address each goal. The intention of this plan is to focus on assuring students are successful in their

transition to school entry, middle school, high school and ultimately college and career readiness for all students.

Goal 1: Increase the average combined reading and math proficiency ratings for all students in

the non-duplicated gap group at Sturgis Elementary from 49.2% to 68.2% by 2019.

Strategy 1: Student Progress Monitoring - Students will be progress monitored via IREADY for Tier III students. Tier II students will be progress monitored according to their

classroom performance based on formative, summative and overall teacher observations.

Based on the NWEA benchmark scheduled three times a year, students will be identified as on grade level and above or below grade level. Students identified as

below grade level are placed in intervention groups in their regular classroom. Students scoring on grade level or above are placed in enrichment groups. Category: Continuous Improvement

Strategy 2: Best Practices - Differentiated Instruction is used to target individual learning needs among students. In Reading, K-2 will focus on phonics, more emphasis on mastery

of fry words, and Interventions will be in place in the classrooms for both reading and math. Teachers will also incorporate parts of Daily 5 and Close Reading

strategies to improve overall reading.

In Grades K-5 Students will utilize Xtra Math, Math in a Flash, and a school-wide WIG has been implemented to focus on mastery of math facts. SMART goals have

been created to focus on math and for students to be recognized and rewarded for reaching this goal. All students will be held accountable for mastery of math fact by

tracking their individual performance in their leadership notebooks. Teachers will utilize spiral teaching rather than in total isolation with differentiated centers and small

Strategy 2: Response to Intervention - Response to Intervention will identify students through the use of NWEA administered three times a year who are scoring one or two grade

levels below as well as those who are scoring above grade level. Teachers will work with students in small groups within the classroom for Tier II students to address

areas of concern in reading and math. Tier III students will receive additional help in the classroom as well as one hour of additional time on IREADY during Specials or

Goal 3: Continue to increase the percentage of effective teachers.

NWEA NWEA is used to progress monitor growth among studentsthroughout the year. NWEA is administered three timesper year (Fall, Winter, Spring) for all students. NWEA isutilized as one piece of data to identify students as Tier II orTier III. It also helps to identify students who needenrichment.

Data Analysis

What question(s) are you trying to answer with the data and information provided to you? What does the data/information tell you?

What does the data/information not tell you? According to the K-Prep Data Sturgis Elementary scored the highest in the areas of Science and Social Studies. This is due to the teachers

understanding of the standards and delivery of instruction in these subject areas. Science and Social Studies present as an area of strength

at this time as the % of students scoring novice is low Although still not at the percentage of proficient and distinguished that we would like

they are higher than the other areas of reading, writing and math.

Reading and Math showed strong gains in growth according to K-Prep. Math is still as an area of concern for the number of students scoring

apprentice. One strategy to be implemented to increase the number of Proficient and Distinguished Students is to focus on Response to

Intervention. Classroom teachers will focus on the areas of Reading and Math to help to close gaps. Students who are Tier III will receive

additional time on IREADY which is diagnostic and instructional for students to learn at their level.

Program Review areas of Writing, Practical Living and Arts and Humanities are also strengths will all students receiving quality access from

certified teachers in these areas. Sturgis Elementary focuses on these areas and scored proficient as a result of an intentional focus and

quality instruction for students. Additionally, we received bonus point in both reading and math due to more students scoring distinguished

than novice. Again, the students scoring in the apprentice range will be identified and targeted to provide more purposeful instruction in

reading and math.

Areas of Strengths

What were the areas of strength you noted? What actions are you implementing to sustain the areas of strength? What is there

cause to celebrate? Science and Social Studies are an area of strength at this time based on K-Prep Data. These two subjects are an area of strength due to the

increase in the teaching of the vocabulary for these content areas. These also focus on 4.1 and teachers are familiar with this content.

Additionally, the teachers participate in job embedded professional development to enhance student engagement through the Marzano

Strategies, the delivery of instruction checklist and CHETL. Teachers have created Common Assessments throughout the year to monitor

and assess student learning in these content areas and thus adjust their pacing guides and reteaching to address the results of the

assessments. District wide teachers meet to develop common pacing guides that ensure science and social studies are taught from

Students are recognized and rewarded for their achievements in all content areas by their performance on the district, common and

Opportunities for Improvement

What were areas in need of improvement? What plans are you making to improve the areas of need? Gap students in Reading and Math are both areas in need of improvement. To ensure gains are made in these areas a more intentional RTI

Plan is being developed. This will include an intentional time in the scheduled for additional time for students if needed in these areas. The

schedule allows for the writing teacher to also provide small group instruction three days a week. This instruction time focuses on areas

these students specifically need according to NWEA, formative assessments and teacher observations.

More teacher professional development to address specific school needs such as creating more resources to help in the delivery of

instruction to ensure that students receive research based instruction to enhance their individual learning. Job embedded professional

development will also target the delivery of instruction, CHETL, and walkthrough instruments to monitor the implementation of these

Conclusion

Reflect on your answers provided in the previous sections. What are your next steps in addressing areas of concern? Our next steps in addressing areas of concern are the continued and improved implementation of RTI. Re-evaluating and monitoring our

current schedule to ensure students receive the instruction they need at their various levels throughout the school day. Student data will be

monitored using the NWEA three times a year as a benchmark to assess individual student needs as well as to identify students as TIer II or

Tier III in reading and math and student growth.

Students are also receiving additional writing instruction through the implementation of a writing lab this school year. Students are exposed to

Reflection

Reflect upon your responses to each of the Missing Piece objectives. Areas of strengths noted are communication with parents which includes monthly calendars or happening and events that occur monthly.

Teachers send weekly newsletters to parents and communicate through agenda book on a daily basis. Teachers also communicate via

phone and email when needed. Happy Grams are sent to communicate with parents in regard to student accomplishments and

achievements. Conferences are held two times a year to update parents on their child's individual needs or when requested by either the

parent or teacher. 100% participation is encouraged either face to face or via phone conference for each student/teacher and parent. The

Problem Solving Model is implemented to address students who may need to meet more frequently to discuss individual concerns and to

plan a course of action for improvement. Students are taking ownership of their learning by setting individual goals and participating in

student led conferences. Student work is displayed in the hallway outside of each classroom to showcase proficient and distinguished work

and are rotated frequently to mirror what is being taught in the classroom. Students are recognized every nine weeks for their

accomplishments both academically and behaviorally. Students are encouraged to participate in service learning opportunities throughout the

year. EX. hat and mitten drive, flip flop drive, Food Drive, etc.

Areas of improvement that are needed are to conduct more frequent surveys and needs assessments from all stakeholders to drive

instruction and improvement. Additionally, our goal is to more actively seek parental involvement outside of parent organization and SBDM

council to seek input and suggestions for continuous improvement.

Improvement Planning Process

Improvement Planning Process

Describe the process used to engage a variety of stakeholders in the development of the institution's improvement plan. Include

information on how stakeholders were selected and informed of their roles, and how meetings were scheduled to accommodate

them. All certified staff were allowed input in the CSIP. A faculty meeting time was allowed for teachers to review the current CSIP and to give

input in areas they feel need updated or need to remain in the current CSIP. SBDM members were also given a current copy of the CSIP.

The CSIP is also availabel on the school website for parents to access. Describe the representations from stakeholder groups that participated in the development of the improvement plan and their

responsibilities in this process. All certified teachers and SBDM members are given the opportunity to give input to the CSIP Explain how the final improvement plan was communicated to all stakeholders, and the method and frequency in which

stakeholders receive information on its progress. Once the CSIP is complete for the 2015-16 school year the teachers will recieve an updated copy, SBDM will give input and approve the

CSIP and all stakeholders are able to view the CSIP on the school website.

Introduction In response to recent tragic events in our nation’s schools, during the 2013 legislative session the Kentucky General Assembly took action,

through the passage of Senate Bill 8/House Bill 354, to assure that our schools are safer places for students and staff to work and learn.

Among other things, SB8/HB354 required changes to emergency plan requirements, the development of school safety practices, and

additional severe weather, lockdown and earthquake drills. The bill also required local school district superintendents to verify to the

Kentucky Department of Education that all schools in the district are in compliance with these requirements. This diagnostic is the means by

which this reporting is accomplished.

Introduction As part of No Child Left Behind (NCLB) each state is required to develop strategies to ensure that poor and minority children are not taught at

higher rates than other children by inexperienced, unqualified, or out-of-field teachers. The results of this effort became a national push to

ensure all teachers were highly qualified (HQT); meaning each teacher holds the appropriate certification for the content and/or grade level

for which they are assigned. National data show that poor and minority continue to be taught by inexperienced, unqualified, or out-of-field

teachers. As a result, in 2014, the United States Department of Education (USDOE) required states to develop equity plans and use

evidence based strategies to address this issue. The focus of the plan is to move away from the concept of “highly qualified” to “high

effective”.

Needs Assessment

What are the barriers identified? Writing is identified as an area that needs improvement for all students with only 32.4 performing at proficient and distinguished. The

majority of students fell in the apprentice range. Students with disabilities in math with 50% being novice, and free and reduced students in

both reading and math also are identified as areas that need additional focus. No students in the free and reduced category scored

distinguished.

Teacher turnover is 19.4% for 14-15. We would like to focus on retention of teachers for 15-16 and in the future. What sources of data were used to determine the barriers? KPREP Data

teahers in the school.

Equitable Access Strategies

Placement: Describe school policies or procedures that address the assignment of students to ensure low income and minority

students are not assigned to inexperienced, ineffective or out-of-field teachers more often than their peers who are not identified

as low income or minority students. In accordance with the District's "Assignment of Certified Personnel" policy, the school ensures that students are taught by highly qualified

teachers. There is no disparity related to the subgroups in the general student population. We intentionally assign students in a manner that

ensures a lower student to teacher ratio than the state average with equitable distribution of students across all subgroups in accordance

with this policy. Placement: How is data used to make student assignment decisions to ensure low income, minority, Limited English Proficient

and Exceptional Children and Youth are not assigned to inexperienced, ineffective or out-of-field teachers more often than their

peers? All teachers are highly qualified at SES for the 2015-16 school year. Recruitment and Retention: How does the school analyze student level data to design targeted recruitment of effective and diverse

teachers? While the district and the school extensively analyzes student data, it is typically not used to target recruitment efforts. This data is used as

an indicator of teacher performance and is incorporated into the teacher effectiveness measures. The district and the school provide

support, monitoring, mentoring and ongoing professional learning to all certified staff and recruits suitable candidates to fill vacancies creating

by underperforming teachers or other vacancies for various reasons. Recruitment and Retention: How does the school recruit teachers who are effective in implementing practices that are targeted to

support the diverse learning needs of minority students, low income students, Limited English Proficient and Exceptional Children

and Youth? The school provides support, monitoring, mentoring and ongoing Professional development to all certified staff and recruits suitable

candidates to fill any vacancies. School leaders and SBDM councils require applicants to teach model lessons as a part of the interview

process.

As part of our annual staffing strategy all district administrators and department heads work collaboratively to ascertain individual teacher

strengths and strategically assign teachers in a manner that capitalizes upon their professional strengths and pedagogical abitlities as they

relate to diverse learning needs.

presents as an opportunity for improvement. We question the reliability and accuracy of PGES data as a true measure of teacher

effectiveness; however, SES di not have those teachers within the school who scored less than accomplished . Working Conditions: How are TELL Kentucky results being addressed to increase recruitment, retention and professional learning

needs of staff? We analyze the data from the most recent TELL survey to develop relevant and targeted goals to address working conditions and

professional learning needs of staff. Additionally, the district participates in the Vanderbuilt Assessment of Leadership and Education (VAL-

ED) on a bi-annual basis and uses the required administration in the fall to establish a baseline and elects to administer an additional

assessment in the Spring for the purpose of gauging formative growth towards working conditions goal attainment.
