Objectives:(i)conservethesharednaturalresourcesandculturalheritageofthisvastareaofSouthernAfricabypromotingandfacilitatingthedevelopmentofacomplementaryandlinkednetworkofprotectedareasthatprotectwildlifeandprovideandrestoredispersalcorridorsandmigratoryroutes.(ii)developtheKAZATFCAintoaworld-classtourismdestinationofferingavarietyofbreathtakingadventureandluxuriousrelaxationandpromotingthefreeandeasymovementoftouristsacrossborders(iii)promotesustainableuseofnaturalresourcestoimprovethelivelihoodsofcommunitiestherebyreducingpovertyintheregionand(iv)harmonizeconservation,legislationandnaturalresourcemanagementoftheTFCAValuesandimportance:ThreeWorldHeritageSitestoincludetheiconicVictoriaFalls,oneofthesevenwondersoftheworld;OkavangoDeltathelargestinlanddeltaintheworld;andtheTsodiloHillsrepresentingthecradleofSaniculturearefoundinKAZATFCA.KAZAisalsohometoabout250000elephants,25%oftheworld’swilddogpopulation,36protectedareas.KAZATFCAispartoftheSouthernAfricanDevelopmentCommunity,whichischaracterizedbypeaceandsecurityandafastgrowingeconomicsector.Thereareapproximately2.5millionpeoplemostlyfoundintheruralareasdependingonnaturalresourcesfortheirlivelihoodshencetheneedtopromotethesustainableuseoftheseresourcesforthebenefitoflocalcommunities.Aspectsoftransboundarycooperation:(e.g.:Natureconservation;Ecosystembasedmanagement;Watershedmanagement;Scientificresearch;Tourism;Firefighting;Searchandrescue;Anti-poachingactivity,etc.)
Whichstageintheprocessofbeingestablishedisyourtransboundaryconservationinitiative?TheTreatytoestablishtheKAZATFCAwassignedbytheHeadsofStatesandGovernmentofAngola,Botswana,Namibia,ZambiaandZimbabweon18thAugust2011.A five-yearMaster Integrated Development Plan 2015 to 2019, whichwas approved byMinistersresponsibleforthedevelopmentoftheKAZATFCAon19thJune2015.DateEstablished:(08,18,2011)OfficialProtectedAreaDesignationoftheprotectedareasinvolvedinthistransboundaryconservationinitiative:
• VictoriaFalls(Zambia/Zimbabwe),OkavangoDeltaandTsodiloHillsareWorldHeritageSites;
• Hwange(Zimbabwe)ChobeNationalPark(Botswana)Kafue(Zambia)Bwabwata(Namibia)andLuianaNationalPark(Angola)arenationalparks
• LakeKariba(Zimbabwe)isarecreationalpark.

TheCatalyst:Thekeymotivationwastherealizationthatsharedresourcesneedtobemanagedjointlyiftheyaretobeprotectedandutilizedsustainably.Therewasalsoadesiretoopenupareasforthefreemovementofanimalsandtopromotewildlifebasedtourismforthesocioeconomicbenefitoflocalcommunitieswhoarelargelyruralandconstantlyinconflictwithwildlifeandyetbenefitinglittlefromwildlifeconservation.History:AcommonbeliefbytheHeadsofStateandGovernmentthatwildlifeisarenewableresourcethatneedtobeconservedandutilizedforthecommonbenefitofthepeoplefoundthereinmadeitpossibleforthemtosignatreatytocreatethismegaparktomanagethesharedresources.Alsoacommonunderstandingtoapplysciencethroughanecosystemapproach,wheretheparksarenottreatedasislandsbutpartofecosystemthatneededtobeconservedassuch.HowevertobeabletodothisitwasnecessarytoputinplaceenablinglegalandinstitutionalarrangementsascontainedintheTreatythattheHeadsofStateandGovernmentsignedtoestablishthisTBCA.Thepublicisalsofullyawareoftheirwildlifeastheirheritageandsupportstheinitiative.Barriers,challenges,obstacles,orconstraints:Initiativesofthisnaturerequirehugeamountsofresourcesbothintermsoffundingandskilledmanpower.Whilethereisoverallpoliticalwilltoproceedwiththesecollaborativeengagementsinequitablesharingofbenefitsresultsinillegalactivitieslikepoachingwhichneedlotsofresourcestocontain.Duetohumanwildlifeconflict,somepeopleviewwildlifeasaliabilityratherthananassetastheyseenobenefit,hencethechallengeofputtinginplacemechanismsthatpromoteequitablesharingofbenefits.TheGovernanceandManagementStructures● Cooperativerelationship:Legallybindingagreementatgovernmentlevelthrough

Results:KAZATFCASecretariatestablishedandfunctioning,thereisatransboundarylawenforcementmanagementsysteminplace,andtheempowermentoflocalcommunitieshasbeenprioritizedintheestablishmentofconservancies.EstablishmentofWildlifeDispersalAreasinthefivecountries.Trainingoflawenforcementagentsinthefivecountries.SustainabledevelopmentoffisherieswiththeTFCAs.Infrastructuredevelopmentinareaswithhighhumanwildlifeconflictincidences.Atthemomenttheinitiativeissustainedthroughinternationalcooperatingpartnerssupportinformofgrants.PartnercountriesalsomakeannualcontributionstotheKAZATFCAFundsustaintheSecretariat.LessonsLearned:Partnercountriesrealizedtheneedtojointlymanagesharedresourcessuchmigratorywildlifespeciescooperatively.ThereisalsoaprotocolontransboundaryconservationareaswithintheSouthernAfricanDevelopmentCommunity(SADC)ofwhichallthePartnerCountriesaremembers.Theprotocolpromotestheestablishmentoftrans-frontierconservationareaswithintheSADCareasuchthatthereareseveralotherTFCAsintheregion.Buttobeabletodothisthereisaneedtoharmonizepolicies,managementpracticesandlawsandinthecaseofsustainableusethereisaneedtoshareinformationonpopulationsandquotasforharvesting.ForMoreInformation:http://www.kavangozambezi.org
