A. OBJECTIVES of State SVEEP Plan

1. To improve the overall turnout in the State to 70% (from the 58.81% in 2009 LS

elections)

2. To increase voter turnout in the target low turnout polling stations.

3. To focus on the ACs with low EP ratio and carryout registration drive.

4. To focus on the ACs with low polling percentage for high motivation campaign to

achieve optimum increase in voter turnout.

5. To bridge gender gap in enrolment and turnout.

6. Increase in postal ballot voting by educating and facilitating service voters and

employees on election duty.

7. To bring about visible improvement in the quality of electoral participation in

terms of informed and ethical voting.

1. Karnataka

Formerly known as the State of Mysore, the state of Karnataka is located in the southern part of India and has the states of Tamil Nadu, Maharashtra, Andhra Pradesh, Kerala and Goa as neighbors. The capital of the state is the city of Bangalore which has evolved as one of the most vibrant and one of the fastest growing cities in the country. The state of Karnataka was formed in 1956 as the State of Mysore and was renamed as Karnataka in 1973.

i. Involve Campus Ambassadors, and conduct voter awareness and motivation activities in the colleges.

ii. Involve Nehru Yuvak Kendras and other apolitical youth organisations to motivate eligible youth for voter registration and participation.

iii. District co-ordinators, Taluk co-ordinators, Literary prerakas and Volunteers from State Literacy Mission Authority.

i. Use of mobile vans for Electoral registration and Ethical voting. ii. Conduct of workshop, seminars, debates in schools and colleges to create

D. Implementation

D.1 Team formation at District level

District SVEEP Committees have already been formed in all the districts. The following is the constitution of the Committee.

D.2 Training and Capacity Building of SVEEP teams

Training of SVEEP teams will be held during the 3rd and 4th week of February 2014.

Building partnerships

The districts have been asked to identify completely apolitical partners for SVEEP. They need to obtain approval from CEO before forging partnership and carryout activities.

D.3 Resource Mobilisation

Major human resources are the State Government Departments and GOI agencies like Information Dept, Health Dept, Agriculture Dept, DD, AIR, NYK, NSS, NCC, DAVP, Song and Drama Division and Indian Railways, State Resource Centre (SLMA). Mobilisation will be done in the month of March 2014.

D.4 Media and Communication Plan - Content Development

Considerable SVEEP content has been developed during Assembly Elections 2013. It is decided to use the same approved contents with necessary changes to suit LS Elections 2014. The content prepared by other states approved by ECI will also be used with necessary modifications/translations.

D.6.1. Targeted Approach

In all the polling stations which have elector to population ratio or gender ratio lower than the state average, special drives will be organised to improve electoral registration. Similarly, those polling stations that have recorded less than state average voter turnout will be given special attention. Every Electoral Registration Officer will be asked to do part-wise analysis of electoral registration as well as voting percentages so that weak areas can be identified.

The following monitoring mechanism will be established

a. Video Conference with DEO and Chairmen of District SVEEP Committees b. DEOs/Chairmen Dist. SVEEP Committees to have regular meetings with their partner

agencies c. SVEEP Committees to submit SVEEP implementation report in the given format every week

on Thursday, which would be consolidated and submitted to ECI on Saturday of every week.

F. Evaluation and Documentation

The following evaluation and documentation will be done

a. Evaluation of the following indicators i. Overall increase in turnout

ii. Turnout at targeted Polling Stations iii. Women turnout iv. Turnout in urban centres v. EP ratio and gender ratio on rolls

vi. Inclusion of excluded groups/communities

b. Assessment of interventions for various identified gaps in targeted ACs. c. Overall analysis of District wise registration and participation in two weeks of announcement

of results. d. Documentation of SVEEP programme rollout in the State will be done inhouse.
