Water is becoming a sub-critical resource and in many areas water is a matter of great crisis developing in society. This crisis threatens the basic right to drinking water of our citizens; it also puts the livelihoods of millions at risk. At same time, climate change poses fresh challenges with changing rates of precipitation and evapo-transpiration patterns that is impacting the hydrologic cycle, which in turn lead to droughts and vagaries of local floods. Resilience of our total ecosystems needs, therefore, to become a central plank of integrated and “holistic” management for water resources. Large areas in agriculture depend on surface or groundwater for irrigation. The relative contribution of canal irrigation has been steadily declining over time while groundwater, especially which extracted through tube-wells, has rapidly grown in significance over the past many years. We need to recognize that both these sources of water are now beginning to hit an upper limit. 2. Even though, Karnataka state is endowed with abundant rainfall – ~1248 mm of annual rainfall, there is a large variation in the rainfall with almost 4000 mm in coastal districts to as low as 500mm in the drought prone districts of Bijapur, Raichur, Bellary etc. The state has 7 major river systems which yields annually about 34905 TMC of water. The state has prepared master plans for surface water utilisation under major, medium and minor irrigation projects. Groundwater availability of the state has been tapped upto almost 70%. There is no inventory of bore-wells that tap groundwater but, over the years, Karnataka has taken good steps in rainwater harvesting. 3. Karnataka is on a high growth path – estimated to grow at almost 8-10% GDSP. There is large- scale urbanization and huge centres of economic activities emerging in 4-5 cities in the state. The demands of a rapidly industrializing economy and urbanizing society come at a time when the potential for augmenting water supply is becoming limited, water tables are falling and water quality issues have increasingly come to the fore. In cities, bore-wells are impacting local water-table and underground flows alarmingly. At local-levels, lakes/ponds and tanks are drying up or shrinking – thereby affecting local drinking water and irrigation needs of rural populace in a significant manner. Both, surface and groundwater systems, are getting polluted by untreated effluents and sewage that continue to be dumped into them. Wastewater management and recycling of water can be methods for shifting dependency on fresh water resources. 4. KJA has discussed on the need for a comprehensive outlook for water in the state and for a pragmatic Water Policy. The importance of water as a resource for the state to spur progress in agriculture and industrial development, besides meeting the critical requirement of water usage for the state’s citizens, requires a holistic study and policy outlining. 5. For developing a comprehensive Karnataka State Water Policy, KJA has decided that a Task Group of experts/specialists be constituted. The main task of the Task group is to prepare a

pragmatic Karnataka Water Policy which ensures long-term “water security” in the state for its citizens and also ensures adequate availability of water in support of various social and economic development activities of the state.

7. In defining the Policy, amongst other aspects, the Task Group could address:

a. institutionalizing scientific and real-time assessment/monitoring of surface and groundwater resources and their long-term sustainability;

b. real-time water demand assessment - domestic, irrigation, industry, energy, ecological needs etc and constant fine-tuning of water requirement analysis;

c. Integrated water management approaches for optimal utilization and conserving/harvesting water;

d. water pollution and solutions thereof; e. water re-cycling in urban areas; f. watershed management and land management for longevity of surface water systems; g. feasibility of desalination of sea-water and other technological means of maximizing

water availability; h. technology adoption based on knowledge and data analytics; geographic information

systems and spatial modelling; advanced research in water management etc i. thrust advanced and futuristic education and research in water resources management

in state education systems – especially in university education and research; j. advanced institutions for flood/drought/climate change research and resilience studies; k. efficient Water Governance mechanisms by optimization/improvements in the existing

institutional framework; legal issues; specific focus on community involvement etc.

8. Towards preparing the Water Policy, the Task Group may:

a. consider the Draft water policy that has been prepared by AICWRM, Water Resources Department (WRD) of GOK and any other relevant material; and

b. undertake further consultations across the state so that all aspects are well covered.

9. The outcomes of the above consultations/discussions can then be internalized by the Task Group into the Karnataka Water Policy. Once the report is developed by the Task Group it may be presented to KJA for formal endorsement/approval. The policy can then be formally submitted by KJA to Government of Karnataka (GoK) for implementation actions.

10. Co-Chairs of the Task Group, in discussion with Member-Secretary, KJA, may co-opt any other experts to the Task Group, as required.

11. Specific budget will be approved/earmarked by KJA for the KJA Task Group activity. The expenses of the Task Group would be met from this approved budget of KJA. For administrative purposes, the expenses for meetings, any travel/fees/honorarium and any other meeting expenses etc. could be met from KJA funds, as per KJA procedures, allocated for the Task Group activities. Funds related to this activity will be expended upon approval of Chairs of Co-Chairs of Task Group and as per procedures of KJA.

12. The term of the Task Group will be for a period of 12months from the date of issue of the office of this order.

13. This order is issued after consultation with Water Resources Department and with the approval and under authority of Chairman, KJA.
