Ed Knighton, 62, collapsed on her way to an event at Kapiti College, from an aneurysm. Resuscitation efforts kept her alive and she was airlifted to Wellington Hospital, where a CT scan showed she was brain dead. With family consent, life support was turned off and an organ transplant team removed her lungs, liver, kidneys and eye tissue. Within hours, the lungs were transplanted to a man in his 40s who had been critically ill, the liver to a woman in her 40s, the left kidney to a woman in her 70s and the right kidney to a man in his 50s. The corneas will be transplanted soon and the white part of the eye within a year. “It wasn’t easy [giving consent] but we know that’s what she would have wanted,” husband Geoff Knighton said. “We’ve always had conversations as a family about organ donation, so it didn’t come out of the blue.” Mrs Knighton, with no previous health issues of note, felt fine on Wednesday, August 27. She was looking forward to seeing Dancing With The Staff, which was going to feature her son Paul Knighton, who is a teacher at the college. After finishing work at Kapiti Dental Centre, where she worked as a dental assistant, she went home for some dinner before being picked up by family member Margaret Day and going to the Boundary Tap and Kitchen for a glass of wine. The pair then walked down Margaret Rd and into the college’s main entrance, but halfway down the pathway Mrs Knighton grasped her head. Mrs Day helped her to the ground and started CPR before emergency services arrived and Westpac Rescue Helicopter flew Mrs Knighton to Wellington Hospital, where a CT scan showed she was brain dead. “We raised the fact she wanted to be a donor,” Mr Knighton said. “They seek family consent too. “We agreed and they gave us overnight [to confirm consent].” She was kept on life support to keep her organs functioning. The next day, Mr Knighton and the couple’s son, Paul, and daughter, Amy, gave their consent, and then after a bit more time, said their final goodbyes at lunchtime. A transplant team came down from Auckland and operated throughout the night, finishing at 4.30am on the Friday, and by 6am, transplants were taking place. All the recipients are recovering well in hospital. “It was light in the darkness for us,” Mr Knighton said. “She has always been a caring person. “While it has been a tragic, sad loss for us, it has been a real benefit for four other families who might have lost loved ones.” Organ Donation New Zealand says less than one per cent of people die in circumstances where organ donation is possible. People who donate their organs have died in an intensive care unit as a result of severe and non-survivable brain damage. People who die outside of hospital from a heart attack, for example, or at the scene of a car crash, can’t donate organs for transplantation.

Vital organs from a much-lovedWaikanae woman, who died soon after asudden massive brain bleed, have savedthe lives of four people.

POLICY UPDATEDCouncil has updated its policy oncontributions collected from developers,which are used to fund community projects.Until now, council has been able to usedevelopment contributions to fund awiderange of community projects such as artscentres, library upgrades and buying landfor future projects.Changes to local government law in 2014mean council will no longer be able to dothis, except to build new communitycentres, play equipment and toilets. It can,however, continue to collect funds forprojects already built, such as CoastlandsAquatic Centre and the civic building, untilthe development contributions targets arereached.Council will now need to take another lookat how it funds community projects, sayscorporate services groupmanagerWayneMaxwell.“While council had planned to collect $25million from developers in the current LongTermPlan, it will now be able to collect justover $9million. For developers this meansa saving of $2800 per unit of newdevelopment.“Projects that would have been funded fromdevelopment contributions will now bereconsidered during development ofcouncil’s new Long TermPlan, which isnow under way.”The law change also creates a new processfor how council deals with requests toreconsider development contributions andobjections to them.

Council’s support of trust flawedDAVIDHAXTON

An independent review ofcouncil’s support of the CleanTechnology Trust has found anumber of serious flaws.

Consultants Tanner, Richieand Co, examined council’sestablishment and $1.5 millionfunding of a Clean TechnologyTrust in 2012 to provide supportservices and act as an incubatorfor start-up businesses at theClean Technology Park inOtaki.

The trust was disbanded latelast year and council has takenover the lease for the newbuilding in Riverbank Rd and isseeking tenants.

The review is critical ofcouncil’s processes and

identifies 10 recommendationson how such an initiativeshould be better handled infuture. The report said thebusiness case relating to thedevelopment of the trust, whichwas presented to council inFebruary 2012, as “very briefand staff analysis of theproposition for investment wasinadequate”.

“It seemed to be acceptedthat council investment wouldbe required in order for theClean Technology Centre andpark to be further developed,but this proposition was notfully tested.

“The council was, in effect,committing to an investmentbusiness model with unclearexpectations of what such a

model implied for the council,and with only limited means ofmonitoring the performance ofthat investment.”

The report also says thebusiness case for an investmentin a second clean technologyoffice building “was also notfully investigated by thecouncil”.

Lessons council shouldconsider from the cleantechnology experience includedthe need to have a full businesscase for significant businessproposals, commercial analysissought if needed, council’s roleclearly understood, structuraloptions available if councilinvests in a new organisation,implications of investmentapproach understood,

especially style of management,performance agreement withnew entity in place, risks tocouncil incorporated into a riskregister and regularlymonitored and updated, getexternal advice about technicalcomponents, financial andservice performance reportingfrom the start, andunderstanding from both sidesso issues can be resolvedquickly.

Improvements based on thefindings are being built intocouncil’s processes and a risk-smart policy framework isbeing developed and will bereported back to the audit andrisk committee’s next meeting.

Mayor Ross Church said thebest way to learn is to take a

fresh, critical look at howcouncil has performed, with thebenefit of hindsight.

“To be a learningorganisation, we need to bemature enough to acceptcriticisms and be able to turnthem into positiveimprovements for ratepayersand our customers.

“We have moved through aperiod of completing significantprojects and striving to beinnovative, but councillorshave indicated they now want toslow down and spend more timeassessing risk before embracingnew ventures,” he said. “We arealso making our policies andprocesses, particularly in theregulatory and enforcementareas, more robust.”

Michael Roberts is paying tribute to hisuncle in a 40-hour swimathon this month,following Brian Kennedy’s recent passingfrom what his nephew calls “one of themost horrible groups of serious diseases”.

Mr Kennedy was one of the 300 peopleaffected by motor neurone disease (MND)in New Zealand each year.

MND, a disease that affects the nervecells responsible for controlling musclemovement, ultimately leads to thedisintegration of muscles.

Prior to his passing, the “good old kiwibloke who loved his beer and barbecues”had taken on the role of spokesperson forfamilies of victims killed in the collapse ofthe CTV building during 2011’sChristchurch quake, after losing his wifeof 34 years in the event.

Fronting television cameras andquestioning authorities, the“charismatic” Mr Kennedy was describedby his nephew as having “fought to give avoice to those who needed it”.

Four years on, and Mr Roberts is nowputting his face to a close-to-home cause,in a challenge he describes as “huge, evenfor experienced swimmers”.

“I believe it’s an appropriate challengefor being able to relate to the strugglesmany people with MND and other seriousillnesses face every day,” 18-year-old MrRoberts said.

“As my uncle had given so much, Iwondered what I could do to similarlyhelp people all over New Zealand.

“Due to my background in swimming, Idecided to incorporate this into a charityevent, thus creating the 40-hourswimathon.”

Mr Roberts, who has been involved in

competitive swimming 12 years, willswim alongside friend Yuri Taylor, 16, for40 hours on September 17 to 18 atCoastlands Aquatic Centre, with the pairswimming in alternate two-hour stints.

Hoping to raise money and awareness,Mr Roberts’ efforts will help fund NewZealand’s Motor Neurone Disease

Association (MNDA), and the work ofWellington-Kapiti MND field workerMoira Young.

The not-for-profit organisation, whichhas seven part-time field workers acrossthe country, supports people living withMND, and their families and carers.

National manager Grant Diggle saidthe association helps by coordinating thevarious social and medical MND servicesavailable in the country.

With 100 people diagnosed and 100people dying from the disease each year,Mr Diggle said MND is recognised forpredominantly, although not exclusively,affecting males aged 50-60.

“It begins with people starting to tripand fall due to weakening muscles, orhaving difficulties picking up and holdinga pen, and gradually affects theirbreathing, swallowing and eating.”

Swimming professional Mr Roberts,who invites the community to supportMND by sponsoring the 40-hourswimathon, hopes the event will fuelgreater understanding of the terminaldisease that affects one in 15,000 people inNew Zealand.

“If I were to do this event for any otherreason, my uncle would have been thefirst to back me 100 per cent of the way,”Mr Roberts said.

Tree feller seeks compensation from councilDAVIDHAXTON

Monkeyman Tree Servicesowner Craig Eddie is seeking$35,000 compensation fromcouncil in relation to the nativetree-cutting saga in Otaki hebecame embroiled in.

Council prosecuted twoelderly couples, Peter and DianaStanden, and Keith and LorraineMcLeavey, as well asMonkeyman Tree Services, formodifying native trees on theproperties.

The charges against the twoelderly couples were dropped bycouncil after a court judge saidthe offending was trivial.

And council dropped thecharges against MonkeymanTree Services in light of thejudge’s comments, as well as thelikely high costs involved intaking on Mr Eddie, who hadelected a jury trial.

Council commissioned areport by QC Richard Fowler toreview the prosecutions process.Mr Fowler didn’t think theelderly couples should have beenprosecuted.

“Below that, a mere warningprobably would have been themost appropriate outcome . . . atworse, the issue of an

infringement notice.”But, at the top end of the scale,

a decision to prosecuteMonkeyman Tree Services wasjustifiable, as a commercial

contractor should be “expectedto know the rules, or at leastwilling to ascertain them”.

Mr Eddie raised variouspoints at Thursday’s council

meeting, ranging from council’s“continued misinformation”released to media, nocommunication with “allparties”, no accountability or

transparency in regard to theperson or persons who hadinitiated the “witch-hunt”, anecological report “not fit forpurpose”, and “huge emotionaland financial costs in defendingunsubstantiated charges”.

Mr Standen, who also spoke atthe meeting, said, “The wholesaga could have been avoidedhad the council communicatedwith us in August 2013 when thissaga began and again inNovember 2013 when we wrote tocouncil pointing out the work wehad done was in terms of their[council] own publication Treesfor Kapiti, which states theremoval of dead, diseased ordangerous trees was a permittedactivity, and we discussed thatwith the arborist we employed.This letter was neitheracknowledged or replied to butwas produced as so called newevidence in March 2014 leadingto the withdrawal of the chargesin May.”

He and his wife weren’tseeking financial compensationas the money would be “paid byus — the ratepayers”.

Council adopted a new draftenforcement policy, whichmeans a stricter process beforecouncil decides to prosecute.

At long, long last, construction of the 27kmlong Transmission Gully is finallyunderway.

Prime Minister John Key and otherdignitaries officially declared themotorway’s construction underway at aceremony in the hills above Paekakariki onMonday.

“It’s 95 years since Transmission Gullywas first mooted,” Mr Key said.

“This is a big project, broadly in thebooks at $850 million.

“What’s interesting about it is that it’s apublic-private partnership, so we think it’sgot all the procurement and maintenancebenefits of a public-private partnership(PPP).

“In the time I’ve been in Parliament,which is since 2002, there’s been endlessdiscussions about Transmission Gully andgenerally I’d say a sort of feeling that wewere never going to get there.

“The real point of this for a second routeout of Wellington, and secondly if you wantto grow as a city and a region then you needgood infrastructure.

“This is an amazing part of New Zealand,right up the coast here there’s tremendousbusinesses and communities, and linking allthat to Wellington is going to ensure thegrowth of the Wellington region.

“I think it’s one of those projects which,when it’s completed, people will sit back andsay ‘what took you 100 years’, because, inreality, it’s a very worthwhile and necessaryaddition to the region.”

Otaki MP Nathan Guy said, “Afterdecades of talk, it’s fantastic to see workfinally underway on this incrediblyimportant route.

“Work on the project will only take fiveyears to build and is contracted to be open by2020.

“This 27km route will mean muchquicker, safer trips in and out of Wellington.

“It will shorten peak time trips by 15minutes and provide a much-neededalternative route to the capital city, andbetter connecting us with the South Island.

“Many people thought they would neverlive to see this day, given that TransmissionGully was first proposed in 1919.

He was proud to be part of a Governmentthat “has finally delivered and got on withthe job”.

“This is a great day for everyone who hascampaigned for this road over the years.

“Back in 2005, I ran a local petition whichgathered 5000 signatures in support, and I’vealways known it had strong local supportfrom Kapiti and Horowhenua residents.

“Kapiti Expressway is making greatprogress, with road sealing due to begin in a

few weeks, and expected to be fully open totraffic in 2017.

“The full 110km Wellington NorthernCorridor improvements are expected to becompleted by 2024.

“This is going to be a major economicboost for our region and during this work,it’s expected thousands of new constructionsjobs will be created, and work on the widereconomic benefits of the corridor suggests itwill deliver around 800 additionalpermanent jobs to the region oncecompleted.”

Transport Minister Gerry Brownlee saidthe project represented a “coming of age forinfrastructure development in NewZealand”.

The PPP approach would allow“significant savings to the Crown andtaxpayers”.

“You can use all the mathematicalcalculations to try and defeat that argument,

but the reality is, it’s a very good way forNew Zealand to progress infrastructure in amore timely fashion.”

Transport Agency deputy chairwomanDame Patsy Reddy said, “Generations ofWellingtonians have advocated tirelessly forTransmission Gully, and getting the firstspade in the ground is the result of many,many years of dedication and passionatecommunity support.

“There are so many reasons Wellingtonhas gotten behind Transmission Gully, but,in short, it provides a transport link that isbefitting of a modern, productive anddynamic capital city.

“The project has a significant number ofstructures and geotechnical challenges, andconstruction of Transmission Gully willinvolve cutting-edge constructiontechniques, state-of-the-art safety technologyand the latest innovations in environmentalmitigation.”

And the PPP contract to deliver theproject was also ground-breaking with itsstrong focus on delivering specificoutcomes, providing strong incentives forprivate sector innovation to drive greatervalue for money.

“The conditions of the PPP contractinclude clear incentives for our privatesector partner — the Wellington GatewayPartnership — to deliver consistentoutcomes over the 25-year operating period,including high and sustained safetyperformance, reduced travel times, traveltime reliability, route resilience, and highlevels of customer satisfaction.

“It’s commonly said that all good thingstake time — and this good thing mostcertainly has — but now it has turned into areality,” she said.

“We look forward to being able to driveon Transmission Gully when it’s open in2020.”

Animal welfare improvementsin the New Zealand porkindustry are happening, OtakiMP and Minister of PrimaryIndustries Nathan Guy says.

Mr Guy was guest speaker atan Electra business breakfastat the Paraparaumu Beach GolfClub on Tuesday last week.

The first question after hisspeech was from The KapitiCompany’s managing director,Chris Barber.

Mr Barber said his wife wasrefusing to allow New Zealandpork from being eaten in thehome because of recentpublicity about some illtreatment of pigs in thecountry.

“As Minister of PrimaryIndustries, how can you assureme and more specifically mywife, that she should still eatNew Zealand pork again?” MrBarber said.

Mr Guy said he placed “hugeimportance on animalwelfare”.

“My number-one priority isbiosecurity, and no far behindthat is animal welfare.”

He was disappointed animalactivists had broken into a pigfarm, which featured on theSunday television programme,did some filming and then“shopped it around mediaoutlets for about three months.

“I said to the journo whointerviewed me, which neverplayed out on televisionbecause it wouldn’t havehelped their story, that this isterrible, because if you hadfootage of children beingbeaten in their home, youwould expect that to bereferred straight away to thepolice.

“This footage wasn’treferred to the regulators

straight away, which is MPI,which I’m responsible for.

“So as soon as they foundout, they went in and did aninvestigation. They’ve closeddown part of the operation,and, in,fact, I think the ownerhas exited or is exiting pigfarming.

“Like any industry, you’vegot a couple of ratbags.

“In 2010, we brought in thePig Code, we brought in moreanimal welfare complianceinvestigators, we’re fundingSPCA better, so we’ve got thecompliance tools to go in andinvestigate and make surethey’re making the appropriatechanges.

“In front of Parliament rightnow, I have legislation to givecompliance more teeth toprosecute people like we saw.

“Sow stalls are gone nextyear and I’ve asked thenational animal welfareadvisory committee, thatprovides me advice, to go inand look at farrowing grates.

“The pig industry hasresponded accordingly tomaking sure they’re pullingtheir socks up to ensureconsumers in New Zealandhave the confidence toconsume their product.”

He also noted importation ofpork products into NewZealand had “no control overtheir animal welfarestandards”.

Kapiti’s vaulting girls finished withbreath taking results at lastweek’s World Equestrian Games inFrance, and came out with anincredible placement of ninth inthe world.Performing in front of a record

565,000 spectators, the KapitiEquestrian and Vaulting Centreteam enjoyed a successful journeythat included a placement ofseventh out of 17 countries in thequalifying rounds.Finishing ninth in the

compulsory section in Caen earlierin the week, the teamwent on toplace 10th in the freestyle division,thanks to a Lorde-inspiredperformance theme.Having qualified ahead of the

United States, Australia,Argentina and Brazil, it was thefirst time the group of eight girlsaged 11-21 had participated in thelarge-scale event.As the first ever New Zealand

team to have qualified for thegames, the team has securedstand-out results for NewZealand’s sporting history.Coaches Catarina Strom and

Verena Fiess worked vigorouslyalongside riders DanielleSchwabe, Brooke Dunstan, Lily-Claire Palmer, Georgi Curran,Rhyanne Vasta, Evangeline Goldie,GraceWilliamson and JenniferPonne in the lead up to the event,including extensive communityfundraising efforts.Kapiti Equestrian and Vaulting

How did the girls manage beingaway from home and all the mediaattention?“They have had absolutely no

issues with being away in fact Ithink the parents at home havebeen the ones sufferingwithdrawal not the kids.“They are such a relaxed and

laid back group when notcompeting that you would hardlybelieve they weren’t locals.“They slotted in with their host

families in Germany with ease.He said the girls took

everything in their stride andenjoyed all the new experiences.“When I asked Danielle, who is

only 11, how she felt about goinghome, she said ‘I can’t wait for ournext competition’, and I think thatsums up the whole team attitude.“While I know they will love

getting home, as it has been a longtime away, and they did missfamily, that competitive edge willstay with them forever as successbreeds success.“And these girls were hugely

successful.”

Northern Zone - Te Moana Road to Peka Peka

We’re continuing to cart sand along the northern haul roadfrom south of Ngarara (across Ngarara Road) to Peka Peka.Vehicle activated traffic lights are still in place on NgararaRoad. Please pay attention to these, they are there for yoursafety. Even if you’ve seen the truck or digger cross the road infront of you – please wait until the light is green to proceed.

Our haul road from TeMoana Road to theWaikanae River is stillbeing constructed.We’re working as fast as we can and hope tohave it done by the end of themonth. But for nowwe are not able touse it tomove our heavy construction traffic to theWaikanae RiverBridge site. Thismeans thatwemay need to use local roads toworkon up to two of the remaining six Waikanae River Bridge piles.

We’re continuing to move the Vector gas pipelines out of theway of the Expressway.We’ve almost finished all the ’directionaldrilling’ sections (a technique where a large horizontal drill boresa tunnel underground and then long sections of pipe are pulledthrough, this method minimises disruption to the environmentand ground surface). The remaining sections being moved willbe laid in trenches and buried.

Southern Zone - MacKays Crossing to Kapiti Road

We’ve cleared large sites to the north and south of Kapiti Road. Here we’re preparing the groundfor what will become the new Expressway bridge over Kapiti Road. We’re also continuing to putup fencing and relocate services (water/power/phone) along Kapiti Road. This involves sometemporary traffic management and footpath diversions, but both lanes and both sides of thefootpath will remain open at all times. We apologise for any inconvenience and thank you foryour patience and for taking extra care in this area.

We’ll also start to move south from Kapiti Road towards theWharemauku stream. You’ll noticefencing going up andmachines clearing vegetation before the big diggersmove in to start earthworks.

Earthworks and pre-load next to Poplar and Leinster Avenues continue. The State Highway 1intersection has returned to normal, apart from a 70km/h speed restriction on either side ofState Highway 1. This speed restriction is there to keep everyone safe, so please stick to thespeed limits. Thank you in advance for doing your bit to help.

Central Zone - Kapiti Road to Te Moana Road

This month we continue drilling and constructing piles on thenorth side of theWaikanae River. Until our haul road is completewe may need to use local roads to work on up to two of theremaining sixWaikanae River Bridge piles. On the south bankwe’ve started constructing the abutments that will connect thebridge to the ground and you’ll also see the pile cages that aresticking out of the ground start to transform into the concretepiers that will support the bridge.

We’re still working on widening Otaihanga Road, so the Stop/GoTraffic Management just to the west of the landfill entrance willstay in place for most of this month. It may not be there everyday so please take care when using this road. Please expectslight delays when it is in place and use other routes if you can.

We’ve also started driving piles for the new Otaihanga Roadoverpass. This involves putting 15m long steel piles 8m into theground. First they are vibrated into the ground and then driven inwith a hydraulic hammer. If you’re in the area you may feel someminor vibration (like a train or bus driving past) and the noise(which will not exceed consented limits) sounds like a hammerhitting steel.

Work onMazengarb Road overpass is underway.We’removingthree houses from the end of Chilton Drive so we can startpreparing the ground for the new Expressway bridge and beginbuilding a temporary road diversion. Once the road diversion isbuilt we’ll be switching Mazengarb Road traffic onto it so thatwe can begin lowering Mazengarb Road to pass under the newexpressway bridge. In themeantime you’ll notice concrete barrierspopping up on the southern side of Mazengarb Road. These arethere to keep road users and pedestrians safe while we work torelocate services (power/water/phone). There will be times when Stop/Go traffic managementis used to get this area set up. Please expect slight delays here and if you can, use other routes.

BetweenMazengarb and Kapiti Roads we’re constructing a large noise bund before we start work onthe Expressway construction in this area. Because of this work the informal footpath betweenSheffield Street andMakarini Street has been closed, so please use Kapiti Road as an alternate route.

Our construction updates are published fortnightly and share the latest informationwith you. Howeverour works are often constrained by unforeseen circumstances like weather or material supply andmany others. This means that sometimes our plans change.We communicate any changes with thedirectly affected residents and apologise for any distress potential changesmany cause.

Council learnsfrom mistakesTo be a caring and effective organisation,we need to accept criticisms and turnthem into positive improvements for ourdistrict.

That is particularly true in the case ofthe review by Richard Fowler QC oncouncil’s handling of the Otaki treeprosecution.

The property owners were chargedwith modifying naturally-occurringnative trees on their properties in breachof the District Plan.

Mr Fowler found we could have lookedat lesser penalties.

We listened and learned. Already, wehave put in place a new enforcementpolicy that will build on those lessons.

It is important because council isrequired by the Resource ManagementAct to ensure that District Plan rules arecomplied with.

Indeed, I believe the majority of peoplein Kapiti want council to protect theirlifestyle.

So the legal duty to prosecute forbreaches of the District Plan is important.

The new enforcement policy haschecks and balances to ensure decisionsto prosecute are sound and in the publicinterest. This also balances our duty witha caring approach.

There are other ways in which we arebalancing a progressive attitude withcaring for the needs of our residents.

An example of ‘go-ahead’ thinking isour new policy on contributions collectedfrom developers, which are used to fundcommunity projects.

Council has used these contributionsto fund a wide range of communityprojects, but changes to local governmentlaw mean we no longer have so muchscope.

The net effect of the changes for

developers is a saving of $2800 per unit ofnew development.

This will encourage developers tocontinue investing in Kapiti, but we willbe making sure we think of a new way tofund community projects in future.Economic progress is important but mustbe balanced with care for our community.

Which brings me to an ‘ordinaryperson’ example of that caring attitude inpractice.

Council has approved a change to theKapiti Coast District Librariesmembership policy whereby anyoneliving, working, owning property orstudying in Kapiti will be able to join ourlibraries for free.

Horowhenua residents that can showproof of their address will also have freeaccess.

We listened to those people living justnorth of the district boundary, who havehistorically felt more attached to Kapitithan Horowhenua, and who felt amembership fee for non-ratepayers wouldhave unfairly impacted on them.

We agree — these people contribute toour community. They shop here,volunteer here and so on. So we’ve takenanother look at the situation and put inplace a fairer solution.

Sometimes we have made mistakes.But the overall feeling is one of showingwe are behind progress for Kapiti, andthat we are making decisions which carefor our community.

The prestigious 88th national Daffodil Showis taking place in the Waikanae MemorialHall this weekend.

It is the first time a national daffodilshow has been held in the Kapiti andHorowhenua districts.

New Zealand Daffodil Society vice-president John Hollever said exhibitorswere coming from all over New Zealand, asfar away, as Dunedin and Winton in thesouth and the Waikato in the north.

“There will be just over 70 exhibitors,”he said.

“We’re also hoping to have the biggestdisplay of miniature daffodils ever seen inthe North Island.”

The show is being hosted by the Central

Daffodil Group.“In our Central Daffodil Group, we have

some world leaders in the hybridising ofdaffodils,” says Mr Hollever, who is alsochairman of the group.

“The blooms that will be on display willbe incredible.

“New Zealand daffodil hybridisers aresome of the best in the world.

“There’s going to be some prettystunning colours and varieties of daffodilsthat many people would never have seenbefore.”

There will be premier awards for everydivision and sub-division, an overallchampion and a reserve champion.

Opening times on Saturday is from 1pm-5pm, and Sunday 10am-4pm.

Entry to the show is gold coin donation.

The annual Kapiti FlowerShow takes place on Friday.

The new venue is at theKapiti Community Centre, inParaparaumu, in the Pak ‘nSave room from noon to 4pm.Entry is free.

“People can expect a wide

range of flowers,” KapitiHorticultural Society actingpresident Merle Stevensonsaid.

“There will be somethingunusual like orchids rightthrough to common daffodilsand tulips.

“Polyanthus’ are probablygoing to be quite a bigfeature, and pansies.

“There will be a bestbloom competition, mostunusual bloom competition,and best vegetable or fruitcompetition.

“There will be plants ondisplay, a very good sales

table, and raffles.“We’ve got a club

competition growingpolyanthus’ in a pot and afront door pot displaycompetition, we’re hoping toget some interesting colourcombinations.

Historically the show hasbeen held at theParaparaumu BeachBowling Club but has beenchanged to the communitycentre to see if it attractsmore foot traffic.

“We’re trying somethingdifferent and it’s a new day ofthe week as well.”

Investigations are not pretty readingThe results of two internalinvestigations have surfaced and theflotsam, predictably, is not pretty.Richard Fowler QC’s independentreview of the Oriwa Crescentprosecutions. Nationally known asthe Standens tree-cutting incident.The second is the independent

Tanner Ritchie Report on the ill-fated$1.5m support for the Clean TechTrust. A key economic developmentproject, initiated in the last triennium,that turned to custard.There are a number of issues

raised by Mr Fowler but I want toconcentrate on one— his criticism ofpoliticians. “There should never havebeen any exploration by thecouncillors of the merits or otherwiseof these prosecution,” he said. Heunderpinned this non-negotiabletenet with a quote from the AuditorGeneral in a 2011 case: “In our view,councillors should not be involvedeither in decisions to prosecute or to

investigate or hear grievances aboutcases”.They are right. The sustainability

and power of mature democraciesrest on a culture of values andprotocols. These in turn maintainpublic confidence in the democraticsystem. The independence of thecourt, as a structured balance ofpower in a democracy, is critical. Butjust as the law does not deliver justicein every instance, the politicalprocess is a dynamic flux wheresometimes politicians need to takerisks and break protocols in order torestore public confidence in thesystem. In his report, Mr Fowlercharacterised the conduct ofcouncillors whomade public

comments as “more naive thananything else”.I posit another two-staged

explanation. Firstly, the prosecutionwas so out of step with common-sense, and the public’s understandingof fairplay and justice, that publicconfidence in council, as the symbolof local democracy, was under threat.Secondly, this was not an isolated

incident. It came on top of seriouslybad calls by council on thecontroversial coastal hazard lines andthe Proposed District Plan. It was theill-conceived PDP, in fact, that haddirectly fuelled the actions of theStandens andMcLeaveys. Thefossilised administration of the lawcan sometimes perpetrate injustice.The elderly Standens andMcLeaveyswere victims forced to go throughhumiliation, costs and stress. The“public interest discretion” wassignalled to council staff privately bytwo politicians before any staff decision

to prosecute. It was ignored. In rareoccasions, politicians can choose totake the risk and break protocols tomake public calls to uphold the right tojustice. If you are provenwrong you paya political price. Mature democraciesgrow out of such conflicts. That’s whylawyers are lawyers and politicians arepoliticians.And yes, The Tanner Ritchie Report.

It concludes the business case and thestaff analysis of the proposal were notrobust enough for council tomake thedecision we did. It was compounded bya lack ofmonitoring and performancemeasurements. The ideological, staff-driven project, was pushed at a speedwhere councillors were under theimpression that investigations werebeing undertakenwhen, in fact, staffand Pritchard Enterprises were alreadypreparing for the construction of asecond clean tech building even beforethe Trust was formed.The stated position of only

proceeding once 50 per cent of thetenants were committed wasmutatedinto a build-and-they-will-comestrategy. It was progressed on the basisof a relationship of trust between staffand key players.Fertile ground for a lack of

accountability.Yes, councillors were led by the

nose. But the fact remains it’s a failureby the governance body of the lasttriennium. Ross Churchwas the chair ofthe Corporate Business Committeeresponsible for this project. Othersincluded Crs Penny Gaylor, MikeCardiff, Diane Ammundsen, Tony Lloydandmyself. We should have at leastlistened to the 36 per cent ofsubmitters to the 2012 Long Term Plan,who objected to the $1.5m seedfunding.We should have asked toughquestions and pursued greateraccountability. But then, wewouldhave been accused of not working as ateam.

Big threatin TTPAagreementCLOEWILLETTS

Kapiti TPPA Concern held a meeting lastweek, during which guest speaker SuePugmire described the controversialTranspacific Partnership Agreement(TPPA) as “the biggest election issue”.

“The TPPA is so much more than just afree trade agreement,” Pugmire said.

“The agreement is binding and cannot berepealed by future Governments, and isbeing negotiated in secret.”

TPPA, which involves internationalagreement negotiations between NewZealand and 11 Asian and Pacific-rimcountries, including the United States, wasdescribed by Pugmire as only being publicknowledge because of leaked Wikileaksdocuments.

“The information from the leakeddocuments shows the TPPA would givecorporations the power to sue the NewZealand government and local councils formaking new laws they believe could affecttheir New Zealand investments.”

Among those present at last Tuesday’smeeting were Labour candidate RobMcCann, Green candidate Maddy Drew,and independent candidate AmandaVickers.

McCann said: “If the TPPA was good forNew Zealand, we would not have thissecrecy”.

Otaki National MP Nathan Guy said theTPPA is “potentially worth billions to theNew Zealand economy”, and is “a chance tocut through many of the barriers ourexporters face, like tariffs and quotas”.

“The TPPA is still being negotiated sothere aren’t any details to publicise yet,” hesaid.

Town centre concepts gives district a ‘heart’Exciting ideas are coming through fromthe community for transformingParaparaumu town centre, Kapiti MayorRoss Church says.

Council gave the go-ahead for draftconcept ideas and options on Paraparaumutown centre and Kapiti Road to becirculated to the community for comment.

The concepts are influenced by 201suggestions made by participants at thelast open day in June and received insubsequent feedback.

Mr Church says local people wantParaparaumu town centre to give thedistrict a thriving heart.

The town centres project offers a uniquechance to make real changes to the towncentre.

The public, business owners andoperators, transport operators, schools, TeAti Awa Town Centre Working Group andmany others have been involved indeveloping ideas for how this might be

achieved, he says.“We want to get this right so that means

listening to as many ideas as we can andthen working out what will be the best wayof transforming the town centre andmaking the most of the new environmentcreated by the expressway.

“This next open day is the perfectopportunity for the community to have asay on the draft ideas.”

One issue that has been coming throughloud and clear is the lack of a public heartto the centre — nowhere to sit and relaxand enjoy the outdoors, he says.

“It’s exciting to see ideas that addressthis issue, such as enhancing the areaaround the civic precinct into a far moreinviting public space with betterconnection to Kapiti Primary School.

“This involves the creation of wetlandareas on school and public land ideal forboth education and relaxation.

“There are ideas for drawing the dune

landscape into the town, planting morevegetation, creating a network ofwalkways connecting people to thelandscape and a pedestrian promenadealongside civic buildings.

“The beauty of the ideas for the civicprecinct is that Council owns the majorityof the land in this area, so can directlyinfluence and stimulate furtherdevelopment that improves public spaces.”

Work on the town centres project willfeed into the 2015 Long Term Plan process.

The Paraparaumu town centretransformation is part of the wider TownCentres and Connectors Transformationproject, which is also looking at the futureshape of the Waikanae town centre.

I would love to promise that this will be my last review of aJack Reacher novel, because after all, if you haven’t readone of Lee Child’s novels featuring his square jawed heroby now, you never will. But I’m not sure I can make thatpromise because Lee Child is back on form. His last threenovels have shown the depth of the first three and that setsthem apart from the genre. And this time, Reacher leavesthe United States. Much of the action is based in Paris andLondon as Reacher’s on the hunt for a would-be assassinon the loose – a marksman so good, he can only be oneof a handful of men. One of the suspects is John Kott, anAmerican sniper Reacher dealt with when he was a military

policeman. Kott went rogue and was sent to prison forfifteen years. Now he’s out, nobody knows where he is andthe G-8 summit is about to begin in London featuring worldleaders who have prices on their heads. Reacher is sent tofind Kott before he can do his worst, and although we knowReacher is a lone wolf, he’s been given a sidekick, the veryyoung Casey Nice, who’s keeping calm with anti-anxietytablets. Reacher is determined to find Kott before Kottcomes after him and he’s determined to keep Casey Nicesafe – because a long time ago, there was another womanhe couldn’t save. And it won’t happen again. An absolutecracker from Child – just what we’ve come to expect.

I had to read this novel in a rush but I’m going backto reread it for the pure and utter joy of reading proseso well written. Ian McEwan is a wordsmith and heunderstands the rhythm and pacing of language sothat the novel is perfectly balanced. The plot is topical– Fiona Maye is a high court judge in London’s FamilyCourt. She is asked to rule on whether a young man,from a family of devout Jehovah’s Witnesses, shouldbe forced to have a blood transfusion against hisfamily’s wishes and his own. He has leukemia andwithout a blood transfusion he will be left horriblydisabled, in the best instance, or will die within

weeks in the worst case scenario. The barristerrepresenting Adam in court talks of his intelligenceand understanding of the decision he’s made andFiona decides that before she makes her ruling, shewill meet Adam to satisfy herself he fully understandsthe consequences of his refusal of treatment. In themeantime, her husband of more than thirty years hasdecided he must have one last grand passion beforehe dies and has left the family home. Fiona is in aturmoil – affairs and separations are for her courts,not her home. This is a marvellous book – one of thebest of the year. Enjoy – and take your time reading it.

The Government believes thatthis move will result in cheaperhouses. If anyone gets a rebate of$2900 from his builder I would liketo hear.

Amendments to the ResourceManagement Act could also meanan increase in rates. It’s time thatGovernment stopped passing costsonto the ratepayer.

Tedious battleYour report on the ‘battle overexpressway’ Aug 27, serves toshow how tedious this has become.

The project is well under wayand must continue. Likewise theTransmission Gully road needs tohappen and is due to start beforeChristmas.

Mr Guy is clearly ignorant ofLabour’s position, and his use ofthe word “hate” in his statementsuggests his need to sensationalise,a mark of insecurity.

But there is another big trans-port project that needs to be put onthe front burner, and that is thetrain service.

Darren Hughes, of fond mem-ory, got the double tracking andelectrification as far as Waikanaewith the intention that it continueto Otaki, Levin and further.

That service is very necessaryand always has been because of itsbenefit to the daily lives of thepeople in this district as evidencedby the hundreds of cars aroundWaikanae station on any day.

They are driven from a long waynorth, Foxton even, to take theregular commuter train to Well-ington. The expressway is no helpto these people.

It makes good sense to have thisservice for a range of reasons, notthe least of which is the clogging ofroads, just listen to the reportsfrom Auckland every morning.And then you have to find a placeto park.

And if one of the reasons tobuild the expressway is to createjobs, then the pushing rail furtherwill do that as well, though notnearly so many.

Rich birdlifeOne of the pleasures of Kapiti life,lies in the rich variety of ournative wading and water birds.These birds migrate between ourlocal wetlands.

What a pleasure to discovertherefore, a rare dune lake right inthe middle of town, at RaumatiBeach, that supported 7 breedingspecies, including the criticallyendangered parera (New Zealandgrey duck), pied stilt, shoveller,tete, black swan and paradiseduck. The nationally threateneddabchick feeds here along withspoonbills, heron, shag, and scaup.

A recent story detailedexpressway ecologist Matiu Park’ssearch through this area for pareraand pipit. It raises many questionsthat need a public airing.

Mr Park is a privately contrac-ted ecologist, with a background inpolicy development and environ-mental research, not endangeredspecies management. He led theNZTA’s ecological case to theBoard of Inquiry. There weremany problems with this evidence.

The bird ecologist spent 30minutes in assessing this dune

lake. In a year of research shefailed to observe 30 percent of ourwaterbirds. Mr Park denied thiswas a wetland, but then assessedits size at 1.8 hectares.

It is 5-7 hectares, as is apparentfrom the NZTA’s recentexcavations.

Board of Inquiry conditionsrequire the NZTA to involve localpeople in their decision-making.They have not contacted me des-pite promising to. It requires themto stay out of areas where endan-gered species are breeding. Thesebirds are wild animals. It is folly totake even trained dogs into suchan area during the breeding seasonand for Mr Park to think he couldlay an exclusion zone around anesting pair. Parera females havedestroyed their own eggs on dis-covery.

The day after his search wephotographed a parera male at thelake, then another at the airport.

Road fast trackMatiu Park (letters Sept 3) assertsthat NZTA takes the expresswayresource consent conditions seri-ously. However, it is clear that theconstruction is going hell forleather in the lead up to theelection to get as much work doneas possible, including work onSundays, previously not sched-uled. Conditions are beingstretched in the process.

Residents close to the construc-tion activity should be aware thatdamage is occurring to nearbyhouses, with cracks appearing inwalls and the general responsefrom NZTA and KCDC is one ofdelaying tactics and denial. Home-

owners are urged to take a full setof photos of internal and externalwalls of their houses before anyconstruction begins as a safeguardagainst this activity.

Furthermore, this road is stillan election issue for many resi-dents and we urge them to votetactically and consider giving theircandidate vote to the party that hasagreed to revise the design of thismotorway to one which the com-munity can accommodate.

Assault on votersI attended a meeting hosted bythe Kapiti Trans Pacific Part-nership Agreement Concern. Icame away feeling depressed,cheated and angry.

Negotiations are continuingin secret by Minister Groser andhis minions. Even our electedmembers of parliament are notprivy to this information.

This is the greatest assault onNZs democratic process in thehistory of this country. Theconsequences are far reachingand will impact negatively onour way of life.

Certification, a US stipula-tion, states that other parties to

the agreement have to changetheir domestic laws and regula-tions to meet the expectations ofthe US that are corporate driven.US officials can define anothercountries obligations, demandreviews and delay certificationuntil signatories fall into linewith American demands.

Provisions are such that theyare locked in forever andcorporations can litigate againstgovernments not complying. Forexample the Australian govern-ment is being sued by thetobacco industry for plain pack-aging legislation. This practiceis also occurring in Canada andother countries.

Our sovereignty is at stake,elections will be a charade andas with the US, there will bemore lobbyists in the Beehivethan prostituted politicians.This is fascism.

The TPPA is pernicious andwill impact on businesses, theorganics industry, food safety,our medical system, educationand police if this agreement isratified.

To my knowledge only twopolitical parties oppose thisbetrayal.

Innovation sufferswithout right action

Jonar Nader spoke to over 500 delegatesat the annual Local Government NewZealand conference about innovationthat I recently attended.

He also presented at LGNZ’s 2013conference and was so well regardedthat he was asked back again to spreadhis wisdom and advice to localgovernment leaders across the country.

Mr Nader, Principal of Australiancompany Logictivity, travels the worldto advise executives and governmentofficials on innovation, productivityand leading-edge management.

He started his session by explainingthat in the dictionary, the word‘innovation’ refers to renewing thatwhich already exists. However, turningsomething old into something new, doesnot necessarily mean that it is better.

“Organisations are drowning innewness. New bad habits. New badbehaviours. New bad customer service.All forced upon staff by new systems,new policies, and new technologies,” MrNader says.

“We arrive at the questions: How canwe innovate towards success? How canwe renew towards improvement? Howcan we refresh towards growth?”

Mr Nader outlined how organisationscan learn to innovate and in particularhow to overcome the obstacles in

creating innovative workplaces.He says that in life, being content is

being happy — but in work andorganisations, being content is being asitting duck.

“Innovation is vital as it allows us togrow. Innovation and growth is notabout opening another office, hiringmore people or buying a brand newsatellite as this is just expansion andpurchasing. Innovation is not a thing wedo or project we fund — is a way of life.”

A key take home message from MrNader is that people are stupid whenthey know but they don’t act on whatthey know, when the real desire and thereal actions do not match. People cannotinnovate if they suffer from knowingand not acting on what they know, hesays.

The issue for our community is whatdo we know we can fix in our communityand what needs fixing in our council andrequesting that council act on it.

Having a good range ofmovement (ROM) is sobeneficial in everyday life,being able to fasten yourshoe laces, get up off thecouch and scratch yourback are all indications of howgood your range of movementis.

When we are infants wehave an amazing range ofmovement that allows us tosuck our own toes and sitcomfortably in a deep squatwith our heels firmly on theground.

Range of movement iseffected by changing thelength tension of the musclefibres either tightening orstretching.

People do this without eventhinking, there everydayseated and standing posturestretches and tightens musclesfibres, other things that effectlength tension are repetitivemovements, injuries and

general inactivity.The cliche ‘if you don’t use

it, you lose it’ is very true forROM.

If you never do any activitywith your arms above yourhead, then your ability to liftyour arms above your headwill become difficult.

If you never squat down topick things up and always useyour arms to push you up froma seated position then themuscles in your lower limbswill tighten and you will losestrength and movement in thesquat pattern.

Having good range ofmovement allows your jointsto stay mobile, you are lessstiff and you move withfreedom. Without any care of

maintaining or improvingthe range of movement ourposture becomesunbalanced making usmore susceptible to injury.

Ways of improving yourROM are:

- A resistance trainingprogramme that works yourwhole body and takes youthrough full range ifmovements.

- Yoga is great for helping toimprove posture and changethe length tension of musclefibres.

- Water training likeswimming and aqua aerobicshelp take your joints throughfull range of movement in asafe non weight bearingenvironment.

- Specific stretching — don’tjust stretch everything.Stretch the muscles that aretight then you can strengthenthe muscles that are weak.

Waikanae School teacherRegina Castle has beengranted an excitingopportunity by the RoyalSociety of New Zealand, whichwill see her unearthpotentially importantscientific information.

Awarded a Primary ScienceTeacher Fellowship, which istaking place during termsthree and four of this year, theimpressive feat will see herhosted at Nga Manu NatureReserve, where she willengage in a baseline datacollection projectsurrounding hydrology andsound.

The research, set to be usedby Nga Manu, will determinewhether the Kapiti’s MacKaysto Peka Peka Expresswayproject has any impact onwetland area at the Otaki-based reserve.

As well as taking dailymeasurements of pondtemperatures and waterlevels, the teacher of 20 years

will record daily soundmeasurements.

Her data collection strategywill also see her measure thewater flow in and out of NgaManu, where she has set up aweather station to recorddaily ambient temperatureand rainfall.

As part of the fellowship,Mrs Castle is also scheduled toattend curriculum days at theRoyal Society of New Zealand,in addition to a leadershipcourse at Otago University.

Enjoying science because“there are no right answers,just lots of questions”, MrsCastle said she believes “weare all born scientists,curious about the world welive in”.

Mrs Castle’s fellowshipaward comes as the first infive years for WaikanaeSchool, following teacherPeter Corlett’s selection fortechnology in 2009.

“The aim of my fellowshipis simple,” Mrs Castle said.

“It is to lift the profile ofscience in my school.”

Local teen joinsworld summit

MAKING A DIFFERENCE: LukeNouata is going to theInternational Youth RhinoSummit.

Luke Nouata, from Waikanae, isone of three Kiwi students whowill attend the first everInternational Youth RhinoSummit, held in South Africa,later this month.

The summit is a worldwidecall to action by the youthagainst poaching and all otherforms of wildlife crime,organised by Rhino Art.

It will be a focused gatheringof 100 young conservationleaders of 15-17 years old fromSouth Africa and otherrepresentative countries aroundthe world.

The three students’ trip isbeing funded by charitable trustImake a Difference. All thestudents are required to do isbring home what they’ve learntand share the message.

Luke, a Year 13 student whogoes to Hutt International Boys’School was “privileged, humbledand exceedingly excited” toattend.

“It’s sad that even though weare all part of a globalcommunity, our insular view ofthe world means we aren’t oftenimpacted by such issues.”

He believes he will be able tohelp spread the word andhopefully show people that anindividual really can make adifference.

“To often in New Zealand wesee ourselves as isolated and assuch we have formed an insularview of the world, where theconcerns often don’t impact us inany way.

“I think this is sad as we areall part of a global communityand the more weight that is put

on the issues, the more chancethere is of a solution.”

He intends to continuelearning about the impacts ofenvironmental sustainabilityand conservation and take thatwith him into a degree inarchitecture at university.

The two other students fromNew Zealand attending thesummit, from September 21-23,are Anna Chambers, fromKristin School, and BryarRenshaw from Westlake GirlsHigh School.

Otaki MP Nathan Guy can’t waitfor the new Waikanae bridge tobe open and hopes he will behelping cut the ribbon.

Mr Guy, the guest speaker atan Electra business breakfast atthe Paraparaumu Beach GolfClub on Tuesday last week, saidhis father was the mayor andHorowhenua Country chairman,and before that his grandfatherwas also the HorowhenuaCountry chairman.

“We have a thing aboutbridges because my grandfatheropened the Opiki bridge, myfather opened the new bridgebetween Foxton and Shannon,and I’d dearly like to be there atthe opening of the new Waikanaebridge.”

Mr Guy, who ran his firstmarathon [42.2km] last year in 4h14m, was excited the KapitiExpressway was underway andthe sod turning to startTransmission Gully wasimminent.

“I’m proud our governmenthas the vision and determinationto finally get on an buildTransmission Gully.”

Already over 400 jobs hadbeen created on the MacKays toPeka Peka Expressway.

“The biggest ever governmentinvestment [the expressway] intoour region, $630m.”

He said the expressway wouldconnect “communities withdecent interchanges on Kapiti Rdand Te Moana Rd”.

“The challenge for business isare we ready for the economichighway — how can you asindividual business ownersbenefit.”

Moreover there was 16kilometres of cycleway

bridleway and walking, and atotal of 1.5m native trees aregoing to be planted.

“They told me when I wentonto the site a few weeks agowith Gerry Brownlee that if theygo through a wetland theyreplace it by four times in size.”

Meanwhile, he was happy tohave been involved with Sir NoelRobinson in helping get KapitiCoast Airport up and underway.

“I want to pay tribute to SirNoel because he had the tenacityand vision to see this projectthrough.

“It wouldn’t have happenedwithout Sir Noel.

“He had so many barriers towork his way through.

“The best story I’ve ever

heard about the airport waswhen I arrived there to check inand there were two peoplewalking down the street withtheir suitcases.

“I asked them where theywere heading and they said NewYork.”

Mr Guy said it was his fourthcentral government electioncampaign.

“I haven’t seen anything asnegative as what I’veexperienced in the last fewweeks.

“In getting around talking topeople in the electorate, mostpeople are over it.

“They just want to get on andtalk about policies and debate theissues that matter.”

MBA course to be offeredNow in its second year, organisers arelooking for Kapiti and Horowhenuacompanies to benefit from a free MasseyExecutive MBA paper to be held in Kapitiduring November.

The course, will run from November7-9, and is part of a regional growthinitiative spearheaded by Electra andsupported by the Kapiti and Horowhenuadistrict councils.

Electra chairwoman Trish McKelveysaid “In 2013 five companies from Kapitiand Horowhenua were selected toparticipate in the inaugural delivery of theprogramme.

“For 2014, there are a few changes, andwe are really looking forward to providingthe opportunity to four or five newcompanies to have some reallyexperienced business people have a look attheir business for them.” Put concisely 30Massey MBA executives meet with four tosix local businesses in an intense three-day programme (Friday to Sunday) whichprovides a great business developmentopportunity for local businesses and

academic credits for the executives.The Massey MBA has been running for

the past 42 years. Executives taking part inthe course are already experiencedprofessionals, managers or seniorexecutives.

They will visit participating businesseson the Friday to analyse problems andbrainstorm solutions. The class will thendivide into teams with four to fiveexecutives working with each company todevelop a “business pitch” by Sundayafternoon.

Executives will write a comprehensivereport for the business they’ve beenworking with including: a restructuringplan, a feasibility analysis andimplementation plan.

New info guide for dementiaAlzheimers Wellington has launched aground breaking dementia guideUnderstanding and Respecting Customerswith a Dementia: A guide for staff.

This practical guide is designed to helpcustomer service staff better supportcustomers who have a dementia,recognise signs which suggest customersmay be having problems and givespractical advice on how to help.

Associate Minister of Health JoGoodhew was very supportive of this newinitiative, saying “While the Governmentmust do its bit, it is also great to seecommunities such as yours alsocontributing to ensuring the health,independence, and happiness of peoplewith dementia.

“As Minister for Senior Citizens andAssociate Minister of Health withresponsibility for aged care, I would like

to really commend you for your initiativein developing this guide.

Alzheimers Wellington was looking fora way to give back to the community. “Weoften look to businesses for support, andhad little to offer them in return. Theguide, we hope, is a practical way ofgiving something back”, says NigelHeard, manager of AlzheimersWellington.

More to get freelibrary booksCouncil has approved a change toKapiti Coast District Librariesmembership policy whichmeansanyone living, working, owningproperty or studying in Kapiti will beable to join the libraries for free.Horowhenua residents who can showproof of their address will also havefree access.Anyone who does not meet these

criteria will still be able to join thelibraries and pay an annualsubscription fee of $120 for theirhousehold, or alternatively pay $2 peritem issued.A new $120 a year per household

membership fee for non-ratepayerswas set in the 2014/15 Annual Plan.This was to bring Kapiti charges in linewith other libraries using the SMARTsystem in Porirua, Masterton and HuttCity, and withWellington andPalmerston North public libraries.Introduction of the fee was put on

hold in July after it was questioned bysome people concerned it penalisedlong-time library users who are neitherratepayers nor residents.Feedback also brought to light a

little-known, 25-year-old reciprocalarrangement for free access betweenlibraries for Horowhenua and Kapitiresidents.

The charge was introduced torecognise that Kapiti ratepayers fundthe district’s libraries to the tune of$2.4 million a year, says groupmanager community services TamsinEvans.However, an unintended

consequence was the potentialnegative effect on non-residents orratepayers, especially those living justnorth of the District boundary, whohave historically felt more attached toKapiti than Horowhenua, she says.“They contribute to our community,

they shop here, volunteer here and soon, but under the new policy theywould be treated like they are not partof our community. It also seems theyhave an historical right of free accesswhich we need to honour.“Council recognises that the new

charge, while reasonable on the faceof it, did not take into account somevery specific conditions that exist inour district. In light of the newinformation brought to our attentionby the community, we’ve takenanother look at the situation and put inplace a fairer solution.”The change takes effect October 1

with prior advertising in local papers.The amendedmembership policy willbe published on the council website.

Kapiti College scored its best ever resultsyet at the Young Singers in the HarmonyNational Barbershop Competition.

Held in Wellington last month, theevent saw both the boys’ and girls’quartets and boys’ and girls’ chorusesqualify for the first time to compete at theWellington regionals.

The Boys’ Quartet came in at secondplace, with the other groups each reachingseventh in their divisions.

Conductor Bridget O’Shanassy said theboys were stunned when their placing wasannounced, following their performancesof Just in Time and When She Loved Me.

“I was very proud with how all thegroups performed, but am especiallydelighted for the boys, who tended to beovershadowed by our girls’ groups in thepast,” O’Shanassy said.

More than 700 students from aroundNew Zealand participated in the two-daycompetition, which took place on August12 and 13.

The more things change, themore Woody Allen stays the same.It’s a comfort that this singularartist’s worldview remains sostaunchly his own — oftenarchaically against fashion — andthat nothing seems to halt hismovie-a-year pace. (This, after ayear in which he found widespreadcritical and commercial successwith Blue Jasmine, and harshly

refuted adopted daughter DylanFarrow’s molestation charges.)

Can Funerals be Eco friendly?Funeral rituals and practices were Eco friendly since timebegan, but modern society has changed some of thesepractices. More and more people are now becoming at leasta little bit eco focused and so too are many of the funeraloptions being made available.

The first of 3 quick examples are Natural Burials. Wehave a Natural Burial section now on the Kapiti coast at theOtaki Cemetery. This is a special area where graves are dugshallow and filled with organic soil to return the deceased tothe elements. A tree is planted on the grave and no lastingmemorial is allowed. Eventually the area will return to nativebush. The casket must be a natural product (not man-made)such as pine.

The second example ties in with this, that of naturalcaskets. There are many pine and other natural productcaskets now supplied to your funeral director, and most ofthese can be purchased at a similar price to non naturalcaskets such as MDF board.

The third Eco friendly area is that of preparing thedeceased. Embalming, often seen as using a large amountof chemical, is now a modern process and uses very lowpercentages of chemical, in fact totally organic embalmingis available and so too are other similar processes such as aprocess called Ecoprep.

Pangolins, not magic but still amazingSarah Oliver, a Year 13 student atParaparaumu College, writes about anendangered animal called a pangolin.

When someone says the wordpangolin nothing seems to springto mind for most people.Pangolins are probably the leastknown mammals in existence.The endangered species is foundmost commonly in Africa andalso in Asia where widespreadillegal trafficking takes place.

They are fascinating animalsand look a bit like a crossbetween a sloth and an armadillocovered from head to tail inscales.

Pangolins are veryinteresting creatures and arewell adapted to living in the wild.They have very long tongues,which extend a foot from theirpelvis. They use these tongues tolick up insects from betweencracks in rocks, and act as anatural pest exterminator asthey can eat around 70 millionants per year. So pangolinsprovide huge benefits forcontrolling the ecosystem.However, despite the factpangolins are valuable

contributors to the environmentand are well adapted to theenvironment, due to their largescales that act as a form ofarmour, they are being widelytrafficked. Humans arepangolins number one predator.Pangolins are believed by someto possess magic or charms.Their scales are thought to curediseases, even though scientistshave proven the scales are of nomedicinal value. Because of this,around 60,000 to 40,000 pangolinswere plundered from the wild in2011. Therefore, we are a group ofYear 13 social studies studentsfrom Paraparaumu College, whobelieve it is our responsibility topromote the social action of theprotection of pangolins. Thismeans supporting the policy ofnone of the three Asian and theIndian pangolin species areallowed to be traded at all, asthey are the most endangered. Inan attempt to raise money for thepangolins, we have organised abake sale on September 5. The

money raised will go towards:■ x reducing demand forpangolins among consumers■ strengthening site protectionat pangolin strongholds■ helping communities move

away from poaching pangolins■ the strengthening oflegislation

RIGHT TO DEMAND A POLL ONELECTORAL SYSTEM

Notice is given under section 28(1) of the Local Electoral Act 2001 that electors of the KapitiCoast District Council have the right to demand a poll on the electoral system to be used at thenext two triennial general elections (2016 and 2019) of the Kapiti Coast District Council.

Joe Rivers is flying to Melbournenext month to compete in the2014 Pan Pacific Championship,which could see him head toCalifornia for next year’s WorldJiu-Jitsu Championship inCalifornia.

Taking place from October10-12 at the Melbourne Sportsand Aquatic Centre, the 2014 PanPacific Championship willcrown the Asia Pacific Region’sbest Jiu Jitsu athletes, and seethe passionate Mr Rivers fight inthe 82kgs and under and openweight advanced divisions.

Currently searching forsponsors, Rivers said he ishoping to receive localsponsorship in the form of“transport or some kind offunding for flights”.

“This is a big competition forme, and I’d really appreciate anykind of sponsorship,” he said.

His first year competing inJiu Jitsu tournaments, after

taking up the sport four yearsago, the ex-Paraparaumu Collegestudent already holds a nine-piece medal collection thatincludes two golds.

Rivers proved successful atNew Plymouth recent MaoriBrazilian Jiu-Jitsu Nationals,where he secured bronze andlater gold in the advance purplebelts. “I competed against fiveothers in that division, andalthough it was small numbers,it was very, very hard,” said the23-year-old, who is at anadvanced intermediate stagewith purple belt.

Having competed all acrossthe country, in around tendifferent tournaments, Rivers isalso set to compete at November8’s Brazilian Jiu Jitsu No GINationals in Henderson.

In what started as two year’straining with Kapiti MMAprofessional Eugene Hynson, ledto six days a week training withcurrent Wellington-basedtrainer Bira Da Silva Daitx, after

a shift to the city.Rivers said when it comes to

Jiu-Jitsu, a form of martial artsthat sees competitorspredominantly engaged inground fighting, he enjoys thechallenge.

“Now I’m a purple belt, I alsoenjoy teaching children inintermediate levels.

“I hope to go all the waythrough to black belt and teachJiu-Jitsu full-time.

“I’m really passionate aboutthis sport, train really hard, andgive my heart to it.”

Karate students take big medal haulCLOEWILLETTS

Twenty of Kapiti’s GKR Karate studentsenjoyed another successful regionaltournament at Go Kan Ryu (GKR) Karatelast month, taking home a combined 21medals.

Winning five gold, eight silver and

eight bronze amid 130 participants intheir age and grade division, GKR Karatestudents put their growing skills to thetest at the Naenae-based Badminton Hall,Lower Hutt, recently.

The GKR Wellington region 21, roundtwo tournament saw students as young asfive compete from Kapiti, with three

students in the five to seven age groupsecuring one gold and two bronze, despitecompeting for their first time.

“The etiquette and confidence shownin the ring by these young competitorswas wonderful,” spokeswoman Ann Eyessaid, who is happy to see GKR’s 20th yearin New Zealand this year.

“Not everyone brings home a medal,however the skills the students learn arelife-changing.”

GKR’s upcoming Auckland nationalstournament is set for November, and MrsEyes said “there will be some hardtraining going on in preparation for thisevent”.
