The old nine-metre kauri tree sign at Brynderwyn has given way to a bold new welcome to the Kaipara region.

The new sign follows collaboration among the Kauri Coast Tourism Development Group, Kaipara District Council and other stakeholders to ‘more appropriately reflect today’s environment and future developments along the Kauri Coast’.

The sign was envisaged as portraying the Kauri Coast as inviting and vibrant, encouraging visitors to turn onto State Highway 12, and enjoy the adventure ahead.

The sign was blessed by Kaumatua in a ceremony on Friday, December 20. ¢

$200k in public donations close

Northpower and Top Energy CEO’s, Mark Gatland and Russell Shaw respectively, would like to thanks Northlanders for their immense generosity during the Year 25 Northland Electricity Rescue Helicopter Appeal.

Northpower and Top Energy donate $150,000 to the service in annual sponsorship – while also running the fundraising appeal.

But as you read this column, the total amount raised through public donations in less than two months is well over $150,000 and fast tracking towards $200,000.

And the pair believes the $200k mark is achievable with one final push – especially if visitors to Northland this summer can be encouraged to go to facebook.com/northland.rescuehelicopter, get on their iPads of smart phones and donate online.

Northland’s population in summer swells from around 160,000 to almost 400,000 – putting a huge strain on our emergency and medical resources.

While Mr Gatland and Mr Shaw wish everyone a safe summer holiday period, the reality is that many people – Northlanders and visitors to the region – will be in need of this life-saving service over the next couple of months.

So please, if you have friends, family or colleagues venturing to the North this summer – even just for a day or two – ask them to give generously to New Zealand’s busiest air ambulance service.

After all, you just never know when you, or a loved one, might need it.

The simple fact is that Northland’s Electricity Rescue Helicopter Service has now transported well over 16,000 patients since its very first flight in November 1988, saving thousands of lives along the way by reaching them in that crucial ‘golden hour’ or ‘platinum half-hour’.

Pioneers of today and yesteryearu by Paul Campbell and Brian Eastwood

They came from the far-flung corners of the globe to settle Kaipara — just as today’s arrivals looking for a great lifestyle choice come from myriad backgrounds.

In the 1860s, the tide of arrival was led by non-conformist church followers from all over Europe. These were the Alber tlanders, pioneers seeking land grants on the northern Kaipara

Many of the descendants of these forbears still farm the region today. So the area is rich in history, and in fact proved to be the crucible for Auckland’s rise to economic prominence. From the very earliest days Kaipara has been a source of wealth that is still adding much to the nation’s coffers.

At first big money was made trading in kauri gum, logging timber, running sawmills and building ships. Dargaville, Mangawhare, Naumai, Aratapu, Te Kopuru, and Toka Toka were bustling, busy Northern Wairoa river towns.

Since 1905 there have been thriving dairy and meat industries, now complete with a modern meat works. Large kumara growing operations have grown with the decades.

Kaipara can boast two oceans and two harbours, a long, wide, west coast beach and large lakes with enough room for everyone to enjoy the

summer fun. Over on the east coast Mangawhai’s surf beaches and harbour have become popular lifestyle and holiday destinations.

Mangawhai was part of that early pouring out of northern wealth. There

was a rich gum and timber trade with expert ship builders plying their trade. Where Kaipara Harbour timber men and gum merchants had to ship products out through the tricky Kaipara Heads, mostly bound for Australian ports and even further afield, Mangawhai boatmen towed their vast log rafts straight down the coast to Auckland.

Old shipping records show that much of the kauri, rimu and kahikatea from Northland bush ended up in Dunedin, Adelaide, Sydney and Melbourne, contributing much to the building and growth of those cities.

And while this burgeoning industry flourished, so too did the fortunes of some of Auckland’s founding fathers.

Sir John Logan Campbell, whose statue looks down on the city from the Domain, earned his commercial reputation and bank balance right here in the Kaipara, starting out in Mangawhare.

His trading business became a part of the Brown and Campbell empire. Sir John added to profits when he built Mangawhare Hotel in 1875. It is still there, known now as the Commercial Hotel and operating as tourist accommodation.

With all the publicity two weeks ago over the release of the Report by the Auditor-General on her inquiry into the Mangawahai Wastewater Scheme, little attention has been given to the support provided by Members of Parliament to Kaipara by the passing into law of the Kaipara District Council (Validation of Rates and Other Matters) Bill.

The passing of this legislation was extremely important for the District. The legislation was first flagged a year ago. It was the method chosen by Commissioners to fix up rating resolution errors made by Council from 2006 to 2012. While no one likes retrospective legislation, this was the only efficient way we could attend to these particular errors.

This Kaipara Bill was drafted by Council. We needed a Member of Parliament to sponsor it. Local MP Mike Sabin agreed to do so. This was no small task for an MP. Mr Sabin spent many, many hours on helping to shape and explain this Bill to his Parliamentary colleagues. For that Commissioners are most grateful.

Thank you ParliamentMembers of Parliament voted to pass the legislation by a vote of 112 members in favour, and 8 against. This was an overwhelming vote of support for the Kaipara District. It followed a unanimous vote from the Local Government and Environment Select Committee to recommend the passing of the legislation to the full Parliament. It is rarely that we see National, Labour, the Greens, the Maori Party, United Future, and Act all support such politically charged legislation.

I say politically charged in reference to the campaign against the Bill by the Mangawhai Ratepayers and Residents Association. They have secured attention over the past year by making extravagant and sometimes untrue claims about this piece of legislation. They made submissions to the Select Committee

urging that the legislation not be passed. In the end, having listened to the submissions from the people of Kaipara, some in favour of the legislation, and some against, Parliamentarians weighed up the need for their intervention, and cast their votes. They decided to support Kaipara. We thank them for their considerable deliberation and support.

What does the passing of the Bill now mean?If there was ever any doubt over the legality of rates notices in Kaipara, the legislation puts this question to bed. Rates are payable. The rates notices received by property owners today are legally compliant. Those who do not pay their rates are breaking the law.

By far the majority of property owners in Kaipara pay their rates. On the recommendation of the Mangawhai Ratepayers and Residents Association, a minority have not done so for one, two, or even three years.

As well as a legal obligation, there is also of course a moral obligation to pay rates. Rates, like taxes, pay for public services. Rates pay for our roads, our footpaths, our wastewater and our stormwater systems. They pay for the arrangements put in place for civil defence emergencies. Those who refuse to pay their rates do so knowing that others are paying for the services that they are using. That is not fair.

If you have been withholding your rates in the belief that they were illegal, please now pay them so that Council does not need to take enforcement action.

With a gum trading shop nearby, part of which is also still there, he soon owned one of the largest trading centres in what was then part of the Auckland province.

But Campbell was not the only man to prosper in Northern Wairoa. The Irish founder of the river town, Joseph Dargaville, became wealthy trading in timber and gum through his Dargaville store.

When he sold part of the business he concentrated on political life in Auckland City.

Pioneering days have gone from Kaipara, those times when large ships headed out loaded with logs, when tough bushmen and gum diggers came into town for a break and life was controlled by the state of the tide.

In February 1825, during the Musket Wars, a major battle near Kaiwaka resulted in over 170 deaths.

The town grew with the arrival of the Albertland settlers in the 1860’s and was transformed into a thriving trading and commercial centre. Then as the kauri timber and gum industries declined towards the end of the century, dairy farming became established.

Today Kaiwaka is known as ‘The Little Town of Lights’ after a Christmas endeavour became a local fashion and while great to visit by day it is even more spectacular by night when most of the town’s buildings are bedecked with thousands of lights.

It is a thriving service town with a population of about 500 and approximately 60 businesses and

amenities that include a primary school, play centre, kohanga reo, community centre, health centre, St John Ambulance and Fire Brigade, and an extensive sports complex which is an important social hub.

Just little more than an hour from Auckland, Kaiwaka is surrounded by farms, lifestyle blocks and small holdings. These have become very popular and real estate in the area is proving a wise choice.

As with many other towns and villages in the Kaipara, Kaiwaka has a high percentage of art and craft enthusiasts, and is a great place to shop for gifts and collectables with a difference. It is also home to a sustainable living movement, where barter in goods and services has become popular. ¢

The Auditor-General has noted a number of ‘lessons’ to be learned from the enquiry into the Mangawhai wastewater scheme. They include:

Accountability Public entities (like councils) must be meticulous about legality; that good record-keeping is essential; that workshops can supplement but not replace formal council meetings, and that contractors need to be tied into public sector accountability mechanisms.

Governance Governors (like councillors) must understand their role and stick to it; that common sense is important; that it’s important to understand what assurance is needed and where it will come from, and that audit committees can provide useful support.

Management There are limits to contracting out; that project governance and management is important, and public entities must have

financial management capacity and stick to their sphere of competence (that is, not get involved in things they don’t understand).

PPP (Public Private Partnership) arrangements Don’t underestimate what’s involved in a PPP; do not enter into a PPP based on accounting; that the transfer of risk is not an end in itself, and that PPPs are unlikely to succeed fully if the contract is not for “the complete package”.

Lessons for auditors They must understand the entity as a whole, assess the strength of the management control environment, and that good and open communication between the auditor and entity is vital.

Lessons for accountability agencies That agencies need to talk to one another; that it’s important to keep an eye on the big picture and that you cannot assume people know an agency’s role and how it works.

Summaries of the Auditor General’s report are available from Council’s offices in Dargaville and Mangawhai and a full copy of the report can be viewed at either Council office or the Dargaville Library. The report is also available on-line at www.oag.govt.nz/2013/mangawhai

Below is a summary of the key conclusions of the report.

• Kaipara District Council (KDC) was correct when it decided Mangawhai needed a reticulated sewerage system.

• The sewerage system is functioning well and has capacity for growth.

• There were deficiencies in the way KDC managed the overall project, contracted with various parties, financed the scheme, took ownership of the assets and more. There was an inadequate focus on its public sector obligations and accountability, including an informal approach to decision-making, the use of Council workshops, poor compliance

with internal policies and poor record-keeping.

• KDC, as a whole, had weak systems in many areas and lacked in-house capacity.

• The audit work from Audit NZ during the period 2006 – 2009 was “sub-standard” and “inadequate”.

• The Office of the Auditor-General found no evidence suggesting criminal activity.

The Auditor-General also made comment in her report about what needs to change.

Her report says: “Many things that we might have commented on as needing to change have already changed in the intervening years. …. it is worth specifically noting that KDC has changed. It has been restructured and has new senior management, the elected members have been replaced by Commissioners, it has a new auditor, and it has instituted many internal reviews and implemented new systems.” (page 46, Summary Report).

Kaipara District Council accepts full responsibility for the role previous councils played in the failings outlined in the report.

Commissioners, on behalf of the organisation, have also apologised unreservedly to the people and ratepayers of the district for the multitude and extent of those failures during the years 2006 to 2012.

We are amazed that successive Councils simply failed to ask the common sense questions that might have stopped the widespread failings that occurred over a prolonged period of time. Previous Councils have failed their community at the most basic level.

We are particularly disappointed about the year-on-year failings of Audit New Zealand between 2006 and 2009 which the OAG report itself describes as “sub-standard” and “inadequate”. If Audit New Zealand had been doing its job, significant issues would have been found.

We have made it clear that we are now seeking legal advice on potential options to hold those responsible to account. That advice will cover the role of Audit NZ as well as others who share responsibility for this costly period in Kaipara’s history.

We hope that legal advice will be available by early 2014 and we will be

reporting back to you on the possible options open to us.

On a positive note, Kaipara District Council is now a fundamentally different and vastly improved organisation. This was formally noted by the Auditor-General in her report.

We have already addressed many of the issues outlined in the report, including boosting in-house expertise in community engagement, finance, engineering and project management.

We have robust financial and other policies in place, have established an Audit and Risk Committee and have improved all record-keeping.

We also have a work programme in place to systematically work through the remaining issues raised in the OAG report.

Commissioners are relieved that the report is now out. The strong message we are getting from most parts of the Kaipara community is simply to “get on with it” and ensure Kaipara remains on track to recovery. That is what we intend to do and we thank you for your ongoing support.

3. What is your view of those people who tried to point out what was going wrong at Kaipara? They played a key role in bringing this issue to light. It has taken energy and commitment. We would now dearly love to see that same energy and commitment used to help take Kaipara forward.

4. Did the report uncover any criminal behaviour? No. The Office of the Auditor-General found no evidence suggesting criminal activity.

5. Can ratepayers now have confidence in Kaipara District Council? Absolutely. Kaipara District Council now is a fundamentally different and vastly improved organisation with new management and governance in place.

6. Do you believe building the Mangawhai wastewater scheme was the right thing to do? Yes. The OAG report found it was the right thing to do. But the way it was done was flawed on a multitude of levels.

Mangawhai is at the south west extent of the Mangawhai Harbour, on the east coast of the Kaipara.

Facelift for the future of Maungaturotou by Paul Campbell

There was a great deal of infrastructure work leading up to the 150th party in November.

Transit rose to the occasion with a $750,000 roading makeover — a scheduled job which was gently massaged to precede the town festivities.

Local businesses and home owners also rose to the occasion and there was substantial redecoration and landscaping work carried out which has settled down to give Maungaturoto a definite community feel.

Local farmer Albie Paton headed the 150th committee and one of the enduring landmarks has become the wharf that was built to replace the tumbledown piles that marked the site where the early settlers stepped ashore from the Otamatea River.

“Now the town can boast a great little boat launching pad, as well as the wharf which looks like becoming a popular swimming and fishing spot, when the tide is in,” said Albie. “Enjoy the walkway from the wharf amongst the beautiful landscape and environment and get fit too!

“The grand parade from the wharf area to the Country Club highlighted the amenities we have to offer as well. There was huge support from community groups — the thriving St John ambulance volunteers, the fire party, the staff at Fonterra — this list just goes on and on.

“Other things happening around town include a book that’s now in preparation to mark the anniversary with the town in pictures, to become a great record to keep.

“Another innovation has been the establishment of the Maungaturoto Markets where you can purchase produce, arts and crafts on the first Friday of the month from 4–7pm at the Centennial Hall. ¢ p Maungaturoto’s main street makeover

Maungaturoro is the first stop on State Highway 12 leading into the Kaipara from the Brynderwyn turnoff and having just celebrated the 150th anniversary of the Albertland settlers who founded the vibrant farming community, the town has a positive outlook on the future.

There’s certainly plenty for the town to be proud of right now, with culture and heritage meeting music and celebration this holiday season.

Undoubtedly the biggest event of the season in Maungaturoto will be a January 3 concert performed by acclaimed kiwi musicians Sons of Zion and Tomorrow People, supported by Homai Te Pakipaki television show winner Chad Chambers. It’s set to be an evening of laid-back summertime grooves as the reggae-infused sounds of the Sons of Zion and the smooth tones of Tomorrow People create the perfect Kiwi summer atmosphere.

There could be few venues better for such a summertime classic. The Maungaturoto Hotel (hosts of the Two Drop tour show) have plenty of summers behind them providing great hospitality and entertainment. Founded amid much controversy, and the subject of one of the most intriguing political battles of the early 1900s, the hotel remains the only such building in New Zealand to almost be lost at sea — twice. Its fabled past and the bizarre circumstances of its construction formed the basis

of a play performed during the 150th anniversary celebrations, and it has become a historical landmark in its own right — quite aside from the grand old establishment’s modern reputation for entertaining events, parties and concerts.

Maungaturoto is also home to the Otamatea Repertory Theatre, recently featured on television in the series Showtime. This well-respected and entirely volunteer-run amateur theatre boasts amazing facilities and a team of very dedicated locals who have staged many stunning plays and musicals throughout the years. Recently they have completed a very successful run of their holiday pantomime 1001 Arabian Nights, telling the classic tales of magic, adventure, genies and heroes with a cast drawn from Maungaturoto’s farms, businesses and schools.

Maungaturoto’s best feature, however — and one which recommends it to many as a place to stay — is the strong sense of community spirit which residents share. A very active resident’s association hosts craft and produce markets monthly, and visitors

are always impressed with the bright, peaceful and friendly main street with its old-fashioned cafes, interesting shops and immaculately maintained gardens.

Despite being a small town, Maungaturoto is still an important rural hub, and boasts services which many would not expect in a village of this size. A medical centre, appliance store, automotive services and a well-appointed retirement village run by the

local community are all in and around the main street, and branches of large national chains such as RD1, Carters and Four Square are all represented. The regional high school is situated here, as is a top-class sporting complex, home to the Otamatea Hawks rugby team.

Close to the harbour and the rolling hills of the northern Kaipara, yet just around the corner from State Highway One, Maungaturoto is the gateway to the Kauri Coast — and a town full of intriguing history as well! It’s an ideal jumping-off point to explore the coast around Whakapirau and Batley, and great for a stop-over before continuing on into the West. ¢

Six years later, they haven’t looked back, having established a highly successful business growing olives and turning them into olive oil.

They were successful professionals in Auckland, with Mrs Baines working at Statistics New Zealand and her husband in the mortgage business. But Auckland’s traffic which often meant they had to be out of their Remuera home at 7am meant they were sacrificing their quality of life.

Mrs Baines says family factors also influenced their decision to come to Paparoa. “Barry’s brother, Martin, has farmed in the area for 40 years. And Barry knows the area well.”

In 2001 they bought 20 acres of land near Paparoa and moved a chapel from Remuera onto the property. After six years of commuting every weekend from Auckland, they decided to sell-up and move there full-time.

There were a number of reasons for going into olives. “I didn’t want animals,”

says Mrs Baines. We did our homework and met people involved in the olive oil industry and decided it was for us.”

They planted 1,100 olive trees. “Barry dug holes for everyone of them.”

Their olives are harvested mechanically and sent to Wellsford for processing. Under the name of Chapel Olive Oil they produce three varieties of olive oil which they sell at markets and to restaurants and shops throughout Northland.

While olive oil has a limited market, Mrs Baines believes it has good prospects. “Olive oil is still seen as a boutique product. But the New Zealand public is slowly coming around to the fact we can produce high quality oils in this country.”

Six years after moving to Paparoa Mrs Baines and her husband are happy where they are.

“We love it here — Paparoa is a lovely community. There are definitely no regrets.” ¢

Village in the valleyA bustling farmers’ market every fortnight brings a carnival atmosphere to ‘the village in the valley — Paparoa — on SH 12 between Maungaturoto and Ruawai, but it is only one of the temptations for a lengthy visit.

Another in a string of settlements founded in pioneer days by the Albertlanders, Paparoa is a good base from which to visit The Kauri Museum, eight kilometres away in Matakohe.

The village boasts several bed and breakfast establishments, with a decided historical ambience.

The area is rich in history and was once a major shipping and boat-building centre of the Kaipara when the region was in its kauri milling heyday.

Attractions include the museum and historic Pahi with its excellent camping ground and boat launching area.

This anniversary weekend, Pahi will become a three-day carnival as the historic Pahi Regatta is held for the 127th  year. As well as the B and B accommodation and a fine café and

nearby Cruiser restaurant, the Paparoa Hotel has just undergone a major refurbishment, offering atmospheric accommodation as well as dining and takeaway menus.

“Great pizzas to go, or enjoy our new dining room for a wide selection of al la carte choices,” says mine host, Justin Healey, who took over the pub as a change from milking cows.Centred at the local community hall are a wide variety of activities, from Tai Chi to badminton.

Paparoa has some 300 residents in the village proper, but is experiencing a wider population surge, with the local library registering an influx of new families, attracted to life-style blocks within an easy drive of Auckland, and a true village lifestyle. ¢

Where history aboundsThe Kauri Museum at Matakohe is the dominant edifice in an otherwise rural atmosphere, but the area has many other facets, combining the best of town and country.

There’s fine dining and boutique accommodation at Matakohe House, a spacious Top Ten Holiday Park for campers, motor homes, and which also provides cabins. The Gumdiggers Café does a brisk lunch trade for museum visitors with a time budget in mind.

While the museum concentrates on history, memories of pioneer days abound everywhere. The old village shops which line the road through Matakohe — once the main road until a new bypass opened — have shuttered shopfronts these days, but house a variety of activities including arts and  crafts. In Wharf Road, the stately kauri villa that was home to the

pioneering Smith family for more than a century is open by appointment. At the end of Wharf Road you can still see at low tide, the imprint of pilings from the one-time quarter-mile long steamer wharf, echoing the days when Kaipara Harbour was a highway to Auckland and the world.

The area around the museum is now home to many lifestyle blocks, and the well-attended primary school is evidence of many young families now making their homes there.

The museum commemorates the huge kauri forests that once covered Northland and is a ‘must see’ internationally renowned attraction. ¢

Not least is the temptation of fresh seafood, with oysters, mussels, scallops, snapper, gurnard and many more marine delights there for the catching.

A highlight of the holiday calendar is always the Tinopai Fishing contest, a big event which is definitely being looked forward to. The annual contest is a great family day out and this year’s event on Saturday January 11, offers the perfect way to enjoy the best the Kaipara has to offer.

Funds raised on the day go towards supporting the Tinopai Primary School.

“This year there are great sponsors and heaps of prizes,” says school secretary, Judy Reid.

“We are hoping to raise money enough to buy a van for the school. We have quite a few Year 7 and Year 8 pupils, and they are involved in sports.

With a van, we will be able to get them to events like netball, which is held in Dargaville, and to rugby at Paparoa, as well as other events in the  area. As well as prizes, including top of the

line fishing and marine equipment for adults fishing both inside the harbour and out in the open ocean, the children are not forgotten.

“Entry is free for the children’s competition — those aged five to 13 — to catch the biggest sprat,” says Judy.

“For adults the entry into the contest is $30.”

In past years, funds raised in the contest have gone to provide the school with computers and in another year, a week-long trip for students, showing them ‘life outside Tinopai’ in a full schedule of educational visits and activities.

Tickets for the contest are on sale at Hunting and Fishing, Noel Radd Motors, Jacques 4 Square, Challenge Ruawai, GAS Paparoa and the Tinopai Store.

“They will also be on sale at the school from 6am on the day,” says Judy.

“Grab a ticket and have fun supporting the school and the children with a fun day out. There will be plenty of prize giving fun, food and entertainment too.” ¢

James Lucas established Portstar Plastics ten years ago and says it was a no brainer to set up a manufacturing business in a small, rural town.

“I’m originally from Ruawai and I knew that I could get good quality staff here. There was no industry at the time and I knew that if I could provide good employment then people would stay in their job.

“There is little point in Ruawai people travelling to Dargaville for work in search of more money and the problem with working in Whangarei or Auckland, is that people tend to go from one job to the other. In Ruawai, we eliminate all that and that’s why I still have all my original staff.”

Ruawai Promotions and Development chairperson, Bruce Crompton, believes that businesses in Ruawai are fighting back. Servicing the farming community is no longer the core focus and this has given local industry a life of its own.

“In the last couple of years, the local economy has stabilised. The higher dairy payout is attracting new people, new employees and new ideas and lower

house prices are bringing people from the bigger centres.

“There’s also the natural attributes, such as good fishing, and we’re well located in the Northern Wairoa — only an hour from Whangarei and an hour a half from Auckland.”

Of his own business, Crompton Engineering, Mr Crompton says business is stable and possibly on the rise, with an increase in manufacturing.

However, behind the new industry, cattle farming and kumara growing are still mainstays that facilitate the community’s growth.

“Nothing has changed when it comes to the people of Ruawai — the faces may have but the great, community-minded attributes have not,” says Kaipara Kumara managing director, Anthony Blundell.

Established in 1969, Kaipara Kumara now employs about 30 full-time and part-time staff.

“The great thing that we have been able to contribute to, is helping young people get their first job and come to grips with being in a workforce. Many of these young people have moved onto

careers outside of the district but most do not forget where they started.

“A key benefit for families moving into the area are the great education facilities — Ruawai Kindergarten, Ruawai Primary School and Ruawai College —

which are all punching above national averages.”

Ruawai, it seems, is a living example of how traditional industry can work alongside new ideas to provide a small town with economic stability. ¢

“I have been involved with real estate here for more than 20 years, and hence I have a sound knowledge and understanding of the property market in the Kaipara area,” says Jean. “I have sold many houses over the years — sometimes second or third time around due to people’s circumstances changing. My first house I sold in the Kaipara was a big four-bedroom home on a big quarter acre section — for $45,000. That house would now be worth $200,000, and this still represents great value for money.”

Jean says that it’s not just local folks who are taking advantage of good prices in the market.

“Our recent sales in Te Kopuru (a rural village on the Pouto peninsula) have increased from new people coming to the area — also Baylys Beach has seen a trend of new people either coming back or new people coming to settle in this area.”

When Joseph Dargaville and his family arrived in the Northern Wairoa in 1871, he was immediately impressed by the area’s potential.

The wide river gave the area easy access to the sea. Its resources of timber from kauri and other species were virtually untapped, as was its kauri gum. Joseph Dargaville saw his chance, leasing four acres alongside the Kaihu River from local chief Parore Te Awha. He set up a trading post and established a timber business.

The following year Joseph Dargaville bought the 171-acre Tunatahi Block from Parore and others and established a settlement bearing his name at the junction of the Kaihu and Wairoa rivers.

He put money into the town, building wharves and tramways. His timber business and store expanded so quickly that by 1876 he was said to employ 400 people.

When he died suddenly at sea in 1896 while returning from a business trip to Britain, Joseph Dargaville had left a substantial legacy. His vision led to the establishment of substantial industries in the extraction of timber and kauri gum in Northland.

141 years after Joseph Dargaville bought land in the Kaipara, the township named after him is the district’s seat of

local government and also the gateway to the Kauri Coast and Waipoua Forest.

According to the 2013 Census, Dargaville has a population of 4251. Located on the junction of state highways 12 and 14, the town has three primary schools, one intermediate and a high school. Dargaville has a hospital and medical centre, while its community facilities include a town hall, a museum and Northland’s only 50-metre swimming pool.

And it’s only 14km from the centre of town to Baylys Beach on the west coast. Baylys is an entry point to Ripiro Beach, which at more than 100km is New Zealand’s longest drivable beach.

Although Dargaville does not have the excitement of Auckland, it has a more comfortable pace of life. There are no traffic lights, parking meters and no congestion. Dargaville’s business centre has a wide choice of goods and services to meet your needs. And Whangarei is less than an hour away. Historic tavern with a story to tellIf these walls could talk, the history of Dargaville would be brought to a very lively form of life indeed.

The Northern Wairoa Hotel has stood at the heart of the ‘town by the river’ for well over a century, and even this, it’s second iteration, is a historic place in its own right with stories to tell. Most of them would reflect good times, music and dancing too — because this busy hotel, bar, TAB and restaurant has been seen by generations as a convivial meeting place and a haven for travellers.

Established in the days of the kauri trade, when the river was alive with tall ships (and the streets filled with

rough-and-ready gumdiggers, sailors and timbermen), the original Northern Wairoa hotel resembled nothing more than a grand old Wild West saloon. The old timber building succumbed to fire in the 1920s, but not before earning a reputation for hospitality and good hearty food.

The current establishment dates back to that art-deco-era rebuild, and it stands as a fine example of the classic Kiwi alehouse and hostelry. With rooms ranging from the tidy and comfortable

to the ornate and stately, the Northern Wairoa Hotel has accommodated all manner of travellers, from rambunctious back-country traders to model-T driving early motorists, all the way up to today’s holidaymakers and backpackers.

Recent restorations and upgrades have seen live music return to the hotel in a big way, with this year’s concert by local musicians Soljah heralding the re-opening of what was once the hotel’s ballroom. This impressive space now

serves as a full-service restaurant — and sometimes a large-capacity entertainment venue.

The Northern Wairoa has seen many ‘firsts’ during its century or more of history — including being the delivery address for the nations first ever airmail delivery.

But some things have remained the same — cold beer, hot, hearty Kiwi tucker and good times will never go out of fashion. ¢

A great place to do businessFrom one quarterly publication, a visitor’s guide to Northland attractions, to seven regional newspapers covering most of New Zealand’s rural area has been a quantum leap in seven years for Dargaville publishing company, NorthSouth Multi Media Ltd.

Founded by Dargaville couple, Allan and Patricia Mortensen, the company started expanding with its flagship publication, the monthly Kaipara Lifestyler, now a weekly.

Today, NorthSouth Multi Media has a stable of seven newspapers — the Kaipara Lifestyler, Northern Farming Lifestyles, Waikato Farming Lifestyles, Taranaki Farming Lifestyles, Manawatu Farming Lifestyles, Canterbury Farming, and the most recently established, The Record, a weekly newspaper servicing Rolleston, West Melton and Darfield in Canterbury.

“This in fact means we are producing in excess of 2.5 million newspapers a year from our Dargaville-based business,” said Mr Mortensen.

“Integral to this has been the huge support we have received from our advertisers and readers, and it just shows that Dargaville has the climate for businesses to succeed. Modern high speed communications mean our staff enjoy the lifestyle of a country centre, with the workplace sophistication of a capital city.

“The depth of support for our publications was demonstrated in the introduction of Northern Farming Lifestyles in April 2008. Shortly after it appeared, demand saw its circulation double from some 15,000 copies to 33,300 now finding their way to every rural delivery address from the Auckland harbour bridge to Cape Reinga.”

The company now has offices in Darfield and West Melton in Canterbury which are operating as the company’s main sales centres. This means being involved in the rapidly expanding economic development in Christchurch — and in turn is creating jobs in their production centre in Dargaville. A win, win for everybody.

The NorthSouth Multi Media operation is probably best summed up by the words of its general manager, Deb Wright.

“I have been with the company around 9 years now and I do take ownership of it. It’s ‘my baby’ but it is always a team operation,” she says.

“We are a local company creating local jobs and we are also investing in on-going job training opportunities.

Currently we have a staff of 35, with 25 of them in Dargaville and are expecting to add to that number over the year ahead.

“Our flagship publication, the Kaipara Lifestyler, is a local publication for Kaipara people and we are keeping our investment in the district.

“As we add further publications to our stable, modern communications mean that the bulk of the job creation and workforce stays in Dargaville.

Northland Field Days bring big benefits to Kaiparau by Colin Patterson

When in 1985 the Dargaville Jaycees decided to organise an event to bring farmers and townies together, few could have envisaged how much it would grow.

More than 80 exhibitors came to the Dargaville Race Course for the event. Despite pouring rain, the event was declared a roaring success and a decision made to repeat it the following year.

Now almost 29 years later, the Dargaville Jaycees are no more. But the Northland Field Days have gone from strength to strength. The 2014 Field Days will take place at Awakino Point from February 27 to March 1 and are expected to attract 25,000 spectators throughout thethree days.

The Northland Field Days have grown to such an extent it is now the second largest agricultural show in the country, only bettered by the National Field Days at Hamilton’s Mystery Creek. Businesses from up and down the country will descend on Dargaville to show their wares and sell their products, mostly — but not

exclusively — to farmers. More than 550 exhibitors — many from out of town — are expected to display their wares during the three-day event. With so many exhibitors and spectators descending on Dargaville, the town’s hotels, motels, guest houses, caravan parks and camp grounds have been booked out for

months. While there have been no studies to confirm it, Northland Field Days are probably worth millions to the Kaipara every year. Event administrator Meagan Edmonds says bookings for the 2014 Field Days sites are ‘really good’.

Community groups will be on hand during the events to help with parking.

Ms Edmonds says the Field Days website is being updated so patrons can find out before they come what is happening and where. People can also book tickets online helping them avoid long queues at thefront gate. ¢

Holiday park owner lapping up life at Baylysu by Colin Patterson

Asked why she and her family moved from Blenheim to Baylys Beach, Trish Rolfe says ‘it just sort of happened’.

She and her husband Mark had just built a truck stop. “The paperwork took four years. It just got too big for us.”

So they sold it to a developer and came to Northland on holiday.

“We saw the Baylys Beach Holiday Park was for sale. We thought we’d give it a go.”

The original plan was for her husband’s cousin to run it. “But his wife texted me and said the timing’s not right.”

So Mr and Mrs Rolfe bought their nine and 11-year old children to have a look and they fell in love with it.

Four months later the family moved north and became the camp’s new owners.

“I didn’t know anybody up here —not a soul. It was difficult for my daughter, with new schools and making new friends. But Dargaville High School has been very good formy kids.”

One of the best parts of the job is that Trish gets to meet people from all over the world. “The first timers can’t believe that this place is here. We’re the hidden jewel of the Kaipara.”

After seven years at Baylys Beach Trish says there are no regrets. Her daughter, now 16, runs the horse

trekking business attached to the holiday park. They also hire out quad bikes. “For our children’s sake it’s the best thing we could have done. Baylys is such a healthy environment. I can’t think of a better place to live than Baylys beach. The people are wonderful.”

And while most of us are enjoying a relaxing break over Christmas, Trish and her family will be working long hours keeping their guests happy. But she’s not concerned. “I love being with people who are enjoying themselves. It’s really lovely.” ¢

New Council Facilitator wants to hear community voices

Councils with a community development focus work “with” rather than “for” communities. That is where Darlene comes in. Darlene can assist communities and community groups by partnering with them to help them to develop and provide their own facilities and services which in turn helps to build strong and vibrant communities.

Darlene wants to make the process of dealing with Council easier for community groups and individuals.

She says the Council has already held community planning sessions in Baylys Beach, Tinopai and Pahi. More are planned, with dates yet to be confirmed.

Ms Lang came to the Council after spending four years as a community facilitator with Te Runanga O Ngati Whatua based in Dargaville. “It was a project that was coming to an end,” she says of her previous job. “I applied for this one because it was right up my alley - I want to help communities and help rebuild trust in the Council.”

is certainly the right word. From the seaside holidaymakers and bach owners of Mangawhai to the farmers of the Kaipara’s rural heartland (and all kinds of groups, organisations and societies in between), it’s the job of Council to reach out, to metaphorically build bridges and to help make things happen.

Darlene is determined to get stuck in. “I’ve already got a lot of contacts in the community. I want to do what I can to help people to achieve their goals. It’ll be a learning curve for me. But if people are prepared to go on the journey then I’m prepared to help them.”

A move from the heart“It was August 2010 when we first noticed Waipoua Lodge for sale and ventured north for our first encounter with the grand old lady.”

Lodge owner Fran Farrant and her husband Ian had an affinity with the Waipoua Forest and Dargaville having spent a couple of “wonderful breaks” there at Kauri House Lodge. “Our priorities for our move were a low maintenance, small dwelling which we could open up onto decks in summer and close down in winter, with enough land to be self sufficient in vegetables and perhaps run a few animals. Our guests often ask us how we came upon moving to Waipoua Lodge and we have to respond that it did not fit the criteria from any perspective.

What Waipoua Lodge did do was to open a door through which our hearts walked — we fell in love with the beautiful old homestead, the history and of course the natural environment. But with sound business hats on, we took off the rose coloured glasses.

“We moved in and had our first guest just five days later. Neither of us had seriously been in the hospitality business before. Ian had worked at the Hotel Intercontinental to fund himself through University and we both enjoyed cooking and entertaining. These skills coupled with our strong corporate,

financial and customer service backgrounds were pretty much all we had in our toolbox!

“In three years we have hosted over 1,300 guests, had an exponential learning curve, maintained our Qualmark 5 Star status, plus added the Qualmark Enviro Gold Award, TripAdvisors’ Travellers Choice Award for Best Luxury Hotel, Best Small Hotel and Best Service, plus been a finalist in the Westpac Northland Business Excellence Awards. Hard work? You bet! It is a 24/7 business and you have to love it to be able to survive in the aftermath of the global economic recession.

“The market is highly competitive and if you are not delivering the best you possibly can then someone else will get the business. Today’s environment is definitely online and without a strong and professional online presence you will not be found plus you will be judged on what you present.

“We have achieved great accolades, amazing guest feedback and bookings growing each year. However the Kauri Coast is to some extent a hidden gem. Our involvement in the Kauri Coast Tourism Development Trust is

our way of supporting tourism as part of the economic growth for the area which clearly could provide some great opportunities for those looking to come and live and work in tourism based businesses. Our own future plans include next year reinstating the various

restaurant and online licences which will once again see Waipoua Lodge open to the local non-guest community to allow this historic homestead to again be the venue for special celebrations and functions, including a new garden marquee setting for weddings.” ¢

Kiwi ZoneDogs can kill kiwiNo dogs allowed

As part of this year’s Save Kiwi Week, the Department of Conservation and Kiwis for kiwi hosted seven guided night walks at Trounson Park. The impressive turnout was a coup for the conservation groups and they are urging more people to take an interest in native bird life in the Kaipara.

“We were rapt with the turnout and there were lots of local people, which is what we wanted — that engagement with the community,” says DOC kiwi ranger, James McLaughlin, of the kiwi night walks.

“However, people don’t need to wait for a guided tour — they can go for a walk around the track at Trounson Park any night. It’s important for people to remember to stay on the track, because of the risk of transferring kauri dieback, and we ask that people use lights with a red light filter and observe the kiwi rather than chase them down!

“Seeing kiwis can be a bit hit and miss, par ticularly during breeding season, but you’re almost guaranteed to hear them on any given night.”

It is recommended that people walk in small groups of four or five and take a slow stroll around the track, listening for kiwi movements and calls. Torches with red cellophane over them make an excellent light for the occasion.

“We are one of the few areas that have a healthy kiwi population and that is down to a lot of hard work from DOC,” says Kiwi for kiwi Western rep, Tracy Hayward.

Perhaps a lesser known but equally special bird is the kokako and the Kaipara’s West Coast boasts the only two surviving populations in Northland.

“The Mataraua and Waipoua Kokako Block population is in 800 hectares, up near Tutamoe village on the Waiuku Coach Road. Four kokako pairs were discovered in the Mataraua Forest in 1984 and now, due to rat, stoat and possum control, that number is up around 50 pairs. Since the kokako rose above that really low population density,

they have started to grow exponentially.“The track on Waoku Coach Road is

a tramping track and people can walk along it, take their tents and camp out, then they can hear the kokako first thing in the morning.

The best time is during September or just post the breeding season, around February.”

The walking track has an easy gradient and runs through the middle of plenty of kokako territories. It is a public track but for courtesy reasons people are asked to contact Toni Browne on 09 439 5097

for access through their property. Toni also has backpacker a c c o m m o d a t i o n available in an old farmhouse.

The second Waima Kokako Block population is smaller — about ten pairs covering roughly 160 hectares at the end of the Taita Bridle Track.

“It’s a two to three hour walk up the

Oraora saddle where a rough campsite is found, so bring a tent.

“The track is tough in places but well marked and the best time to hear kokako is early morning during spring and late summer.”

Due to the success of the Mataraua/Waipoua kokako population, five kokako pairs have been transferred to the Puketi Forest, where the Puketi Trust has its own intensive pest control programme. There are plans for another five pairs to be transferred in the Puketi Forest in 2014.

The kokako is the bird on the $50 note and they are renowned for the clarity and volume of their song, which carries far across the forest.

In the early morning, a pair may sing a duet for up to half an hour with other kokako joining in to form a ‘bush choir’.

Every weekend it’s no surprise to see flat-deck utes carrying serious off road machines to and from the trails, and when a local school in this part of New Zealand needs to think of a fund-raiser, many turn to a trail ride for the family instead of the more traditional bake sale or sausage sizzle.

All this dirt-riding action needs a place to call home — a top-quality track to hone racing skills for the big leagues, and a springboard for learning new skills and confidence.

In 2010 that home was established in Redhill, and the Dargaville Motocross and ATV club was born.

Meeting on the 3rd Sunday of every month at the custom-built Redhill track, the club boasts eight categories of riders, from mini-track novices still in primary school, all the way up to racers who compete with the nation’s best.

A quick look at the menu from the Aratapu’s excellent restaurant also highlights another point of difference. As Donice hails from the US state of Texas, there are many regional delights to be sampled which have a distinctly Texan or New Orleans theme.

Next to mouthwatering lamb shanks and lasagne you’ll find such fusion favourites as a homemade kumara bread muffaletta — salami, ham, cheese and olive chutney New Orleans style, but with a Kaipara twist. The Texan ribs are also a surefire winner! ¢

The Kaipara Health Centre was opened on February 26th, 2000, and was the first of its kind in New Zealand, owned 46% by people of Kaipara and 54% by Northland Health.

The skilled medical care some take for granted, is one more good reason for living in Kaipara.

“Our community has always been passionate about our hospital and primary healthcare services and will do what it takes to retain services locally,” says the chief executive of the Kaipara Community Health Trust, Debbie Evans.

“We are an active group. The Town Hall has often been overflowing with members of the public expressing their opinions on health services — we’re happy to jump on a plane to Wellington if that needs to happen — and we are also just as happy to put our hands in our pockets and collectively fundraise and purchase ‘gold star’ pieces of medical equipment to ensure our rural community has access to the latest technology.”

“For New Zealand Residents it currently costs $17.50 to see a doctor for a normal consultation when you are

registered with the Dargaville Medical Centre. Our blood tests and X-rays are also usually free and these services are based in the same building. If people are in need of more intensive care the hospital is down the corridor, staffed with highly trained nurses with all the equipment and resources they require. In the event of an emergency, the Rescue Helicopter is only a phone call away.”

Ms Evans adds that Dargaville health services are often show-cased at conferences as a preferred ‘model of care’ in rural health.

“Jen Thomas our Dargaville Hospital manager also is the chair of New Zealand Rural Hospital Network. On July 4 she completed 20 years of service at the hospital and says an important element of her work is ensuring that the hospital is a place where people feel supported and want to work which in turn provides a stable workforce that benefits the community.

“A patient can visit a doctor or physiotherapist, have blood tests or x-rays, and if necessary be admitted to a twelve-bed hospital without ever leaving the premises. But in the same building is a hospice room, a maternity ward, occupational therapy facilities and an outpatients area. Nearby are community health services including public nurses, mental health services, social workers and Maori health care under Te Ha Oranga. Through video conference links, a patient can have a consultation with a specialist in Whangarei or Auckland.”

“So while in Kaipara, we may be living rurally, we have the best health care services at our fingertips. Dargaville has a satellite clinic operating in Ruawai while the Wellsford-based Coast to Coast health service provider runs medical centres in Maungaturoto and Mangawahi and an additional clinic in Paparoa.”

Boutique Kai Iwi Lakes holiday retreat, Wai Hou Oma Lodge is set in picturesque surroundings and has received a wealth of appreciative reviews during its ten years in existence. The seven acre ‘paddock’ has evolved over time to include four self-contained lodges, a large pergola and a conference room.

When Ruby and Noel Martin decided to purchase the property in 2004, the idea was to have a base from which they could pursue water skiing.

“We bought a paddock with a wee pond and have developed it from there,” says Ruby. “We were living at Maungatapere at the time and planned to build a bach, as we were tired of trudging the boat over to the lakes every weekend.

“However, the land was more than we expected and we both had home-based businesses, so we decided to move over. I was growing roses hydroponically at the time but I’d had enough, so we came over here, built two lodges and grew from there.

“Now, I do a lot of cooking for guests — even though the lodges are all self-contained. Overseas visitors, in

particular, are really keen to have a sit down and chin-wag with us because it gives them a chance to interact with the natives!”

Noel is a designer by trade and still designs buildings, and Ruby is an artist — when time allows — and she has recently started branching out into sculpture.

The transformation of their bare landscape into a lifestyle business was a natural progression.

The process involved intensive landscaping, removal of soil and excavations for the building sites, the small watering-hole became a lake and the property has been planted extensively.

The gardens help mitigate the westerly winds and provide privacy between the lodges. Wai Hou Oma

Lodge is now four separate, various sized lodges and one couple’s guest room with ensuite situated in the main house. A more recent addition is the 13-seat conference room and a dedicated art studio for Ruby.

Apart from the continuous availability of nature’s attractions, amenities include a spa gazebo, newly constructed home

theatre, mountain bikes and a helipad in the middle of the lake.

“The highlight for me is meeting all the different people and seeing the whole place grow. We’ve probably reached our limit in terms of what we can do with the place but designing and maintaining the gardens is a never ending story.” ¢
