OSS TO SUBJECT DATE The DOJ Committee for Women and Children, and Heads of Constituent and Attached Agencies Preparation and Submission of FY 2018 Gender and Development (GAD) Accomplishment Report, FY 2020 GAD Plan and Budget, and GAD Agenda for 2020-2025 28 December 2018 1.0 This pertains to the attached Memorandum Circular No. 2018-05 of the Philippine Commission on Women (PCW) on the above-captioned subject. 2.0 The GAD plan and budget shall be prepared in accordance with PCW-NEDA- DBM Joint Circular No. 2012-01 and in the context of agency mandates focusing on the Department's overall agenda of equitable/inclusive access to justice for women, as responsive to the following: 2.1 Magna Carta of Women; 2.2 Convention on Elimination of All Forms of Discrimination Against Women; 2.3 Beijing Platform for Action (BPFA); 2.4 UN Sustainable Development Goals 2030; 2.5 PCW-OPPAP Joint Circular No. 2014-1, re: Integration of Women, Peace and Security Programs/Activities/Projects in Annual GAD Plans/Budgets and Accomplishment Reports; 2.6 Gender Mainstreaming Evaluation Framework Assessment; 2.7 Philippine Plan for Gender-Responsive Development 1995-2025; and 2.8 Other gender/women-focused laws and plans. 3.0 As applicable to respective agency mandates/gender issues and within available resources, the following areas of concern shall be prioritized/ considered in GAD activities and expenditures: 3.1 Investigative, prosecutorial, custodial, offender rehabilitation/ reformation/reintegration, legal assistance and support services relative to crime/cases involving sexual and gender-based violence/offenses (e.g. rape, trafficking in persons, abuse and exploitation), including those related to or in areas with armed conflict; 3.2 Referral mechanisms/procedures on the said crime/cases to other government agencies concerned, and the following DOJ programs: 3.2.1 Witness Protection, Security and Benefit Program for witnesses of grave offenses, subject to provisions of RA 6981 and its implementing rules and regulations; and 3.2.2 Victims Compensation Program administered by the DOJ Board of Claims for victims of violent crimes, unjust imprisonment/detention and enforced/involuntary disappearance, pursuant to RA 7309, RA 10353 and implementing rules and regulations;

Preparation and Submission of FY 2018 Gender andDevelopment (GAD) Accomplishment Report, FY 2020 GADPlan and Budget, and GAD Agenda for 2020-2025

1.0 This pertains to the attached Memorandum Circular No. 2018-05 of thePhilippine Commission on Women (PCW) on the above-captioned subject.

2.0 The GAD plan and budget shall be prepared in accordance with PCW-NEDA-DBM Joint Circular No. 2012-01 and in the context of agency mandatesfocusing on the Department's overall agenda of equitable/inclusive access tojustice for women, as responsive to the following:2.1 Magna Carta of Women;2.2 Convention on Elimination of All Forms of Discrimination Against Women;2.3 Beijing Platform for Action (BPFA);2.4 UN Sustainable Development Goals 2030;2.5 PCW-OPPAP Joint Circular No. 2014-1, re: Integration of Women, Peace

and Security Programs/Activities/Projects in Annual GAD Plans/Budgetsand Accomplishment Reports;

2.6 Gender Mainstreaming Evaluation Framework Assessment;2.7 Philippine Plan for Gender-Responsive Development 1995-2025; and2.8 Other gender/women-focused laws and plans.

3.0 As applicable to respective agency mandates/gender issues and withinavailable resources, the following areas of concern shall be prioritized/considered in GAD activities and expenditures:

3.1 Investigative, prosecutorial, custodial, offender rehabilitation/reformation/reintegration, legal assistance and support services relativeto crime/cases involving sexual and gender-based violence/offenses (e.g.rape, trafficking in persons, abuse and exploitation), including thoserelated to or in areas with armed conflict;

3.2 Referral mechanisms/procedures on the said crime/cases to othergovernment agencies concerned, and the following DOJ programs:3.2.1 Witness Protection, Security and Benefit Program for witnesses of

grave offenses, subject to provisions of RA 6981 and itsimplementing rules and regulations; and

3.2.2 Victims Compensation Program administered by the DOJ Board ofClaims for victims of violent crimes, unjust imprisonment/detentionand enforced/involuntary disappearance, pursuant to RA 7309, RA10353 and implementing rules and regulations;

3.3 Gender sensitive standards, systems, procedures, policies, facilities andall frontline/service processes including those required under the MagnaCarta of Women, Solo Parents Act, Magna Carta for Persons withDisability and other special laws, such as confidentiality for sexual/domestic abuse and child-related cases, gender-fair language andtreatment, pregnant women, lactating mothers, solo parents, clients/employees with young children, sexual harassment cases:3.3.1 Human resource management policies and programs;3.3.2 Employee/client facilities (e.g. investigation/interview rooms,

lactation stations, child minding center) and operating procedures;3.3.3 Detention prisons including facilities and procedures for visitors

and rehabilitation/reintegration/restorative programs;3.3.4 Agency/internal business processes and management systems;3.3.5 Frontline service protocols, counters, queuing/waiting areas and

other basic/essential amenities for clients and general public;3.3.6 Public assistance and complaints desks;3.3.7 Statistical, monitoring, evaluation and information systems (with

sex, regional/local and demographic data/disaggrogations);3.3.8 Communication, public information and feedback procedures;3.3.9 Government policies and legislation initiatives/inputs; and3.3.10 Operating manuals and organizational documents.

4.0 In the context of access to justice and human rights, and for purposes ofefficiency, special protection and accessibility requirements/standards/mechanisms for children, senior citizens, persons with disabilities, indigenouspeoples, and other persons with special needs may be included and/orharmonized with the said priority GAD activities.

5.0 The results of gender analysis including the Gender Mainstreaming EvaluationFramework assessment shall be considered in the planning process. Focalpoints are also advised to assess the gender responsiveness of majorprograms and projects for purposes of attribution to the GAD budget using theHarmonized Gender and Development, Implementation, Monitoring andEvaluation under PCW-NEDA-DBM Joint Circular No. 2012-01.

6.0 The GAD 2018 accomplishment report and 2020 plan and budget shall besubmitted online using the Gender Mainstreaming Monitoring System (GMMS)on or before 31 January 2019 and 31 May 2019, respectively. For thispurpose, the agency GAD focal points shall create or update their GMMSaccounts for central/regional offices, as applicable, by filling out theregistration form in the ROW website (www.pcw.gov.ph/gmms) and directlysubmit and coordinate with the ROW for user registration and guidance.

7.0 The GAD Agenda 2020-2025 shall be prepared and submitted to the ROW inaccordance with ROW Memorandum 2018-04 (copy attached) providingguidelines for the formulation, implementation, monitoring, and evaluation ofthe GAD Agenda as basis for the annual GAD plans and budgets..

1.0 Purpose

1.1. Pursuant to Section 36 of Republic Act No. 9710 or the Magna Carta ofWomen (MCW), PCW-NEDA-DBM JC 2012-01, PCW MC 2018-04, thisMemorandum Circular reiterates the call for all government agencies andinstrumentalities to prepare their FY 2018 GAD Accomplishment Report(GAD AR), FY 2020 GAD Plan and Budget (GPB) and GAD Agenda.

2.0 Preparation and Submission of the FY 2018 GAD Accomplishment Report

2.1. All line departments, constitutional bodies, judicial and legislative bodies,attached agencies/bureaus, other executive offices (OEOs), stateuniversities and colleges (SUCs), the University of the Philippines (UP)System, and government-owned and/or -controlled corporations (GOCCs)shall submit their GAD ARs to PCW on or before 31 January 2019.

2.2. The GAD ARs of SUCs, except the UP System, shall first be submitted toand reviewed by the regional offices of the Commission on Higher Education(CHED). The CHED regional office shall forward the reviewed SUC GADARs to PCW on or before 31 January 2019.

2.3. The GAD ARs of offices covered under 2.1 and 2.2 shall be submitted

through the PCW Gender Mainstreaming Monitoring System (GMMS).

2.4. The GAD ARs of agencies under the Autonomous Region in MuslimMindanao (ARMM) shall follow the template provided under Annex B ofPCW-NEDA-DBM JC 2012-01 and shall be submitted to the RegionalCommission on Bangsamoro Women (RCBW) for review and consolidation.Afterwards, the RCBW shall submit the consolidated GAD AR of the ARMMto the Office of the Regional Governor (ORG), for approval. Once approved,the ARMM GAD AR shall be submitted by the ORG to the PCW on or before31 January 2019.

2.5. Agencies that have a consolidated FY 2018 GPB shall submit a consolidatedGAD AR, while agencies that have separate FY 2018 GPBs per region shallsubmit separate GAD ARs per region. The GAD accomplishments of lowerconstituent units (i.e., district and field offices) shall be integrated either inthe agency consolidated GAD AR or when applicable, in the regional GADAR.

2.6. For purposes of attribution of major programs or projects to GAD, agenciesshall assess the gender-responsiveness of its implementation using either ofthe following Harmonized Gender and Development Guidelines (HGDG)checklists:

2.6.1. Project Implementation and Management, and Monitoring andEvaluation (PIMME) - HGDG Boxes 16 and 17; or

2.6.2. Facility Implementation, Management, and Monitoring and Evaluation(FIMME)-HGDG Box F2.

2.7. For the purpose of determining the percentage of GAD expenditure of anagency, the total GAD expenditure of the head office and all its regionaloffices and constituent units shall be added and compared against the totalagency appropriations. Thus, the GAD expenditure of regional offices andconstituent units need not reach 5% of their budget share, for as long as theagency as a whole meets the minimum 5% GAD expenditure based on itstotal budget appropriations.

2.8. The following documents shall be attached by the agencies in their GAD ARsusing the attachment facility (Column 11) of the GMMS:

2.8.1. Narrative report of their GAD initiatives which could include goodpractices and testimonials about the programs and projects that arereflected in their GAD AR; and

2.9.

2.8.2. For those with GAD-attributed programs/projects, PDF copies of theresults of HGDG PIMME/FIMME checklist, together with the means forverification and other supporting documents (e.g., project reports, andmonitoring and evaluation framework).

FY 2018 GAD ARs submitted to PCW shall be authenticated by the GMMSwith a barcode. Concerned agencies shall print the GMMS authenticatedGAD AR for signature of their agency head and submit signed copies to PCWand their respective COA Audit Team.

3.0 Preparation and Submission of the FY 2020 GAD Plans and Budgets

3.1. In view of the on-going review for improvement of the guidelines for GADplanning and budgeting, changes shall be made in the submission of GPBs,beginning with the FY 2020 GPB.

3.2. The submission of FY 2020 GPB shall be moved to the 2"'^ semester of

2019. This will synchronize the schedule of the GAD planning and budgetingprocess with the fiscal activities conducted by government agencies asprovided under DBM-DOF-NEDA Joint Circular 2017-1 or the National FiscalCalendar.

3.3. All agencies are also required to submit a consolidated GPB starting with FY2020 GPB. Thus, central offices are expected to consolidate their FY 2020GPB incorporating the GAD programs, activities and projects of their regionaloffices and lower constituent units (i.e., district and field offices).

3.4. Agencies may attribute a portion or the whole budget of the agency's majorprogram/s or project/s to the GAD budget using the appropriate HGDGdesign or generic (Box 7a) checklist. The administration of the HGDG tooland the attribution to the GAD budget shall be led by the office or unitresponsible for managing and reporting the utilization of the program orproject funds.

3.5. A separate circular on specific details for the submission of the FY 2020 GPBshall be issued by PCW by the first semester to 2019 and uploaded in thePCW website (https://pcw.gov.ph).

4.0 Preparation and Submission of the GAD Agenda

4.1. To prepare all agencies to the shift from output-based to results-basedapproach in GAD planning and budgeting, all agencies are advised toprepare their GAD agenda, as provided under Section 5.1 of PCW-NEDA-DBM Joint Circular 2012-01.

4.2. The GAD agenda serves as a strategic framework and plan for gendermainstreaming and for achieving gender equality and women'sempowerment outcomes. It is one of the bases for the formulation of PAPsto be included in the annual GPB.

4.3. Specific guidelines for the preparation of the GAD Agenda are providedunder PCW Memorandum Circular 2018-04 which can be downloaded from
